This paper provides a summary history and critique of the development and implementation of restorative justice in the Queensland youth justice system through an analysis of official data and documentary sources. The paper focuses on policy changes, including government responses to program reviews, issues regarding the availability of conferencing, connections between conferencing and prevention and program transparency and accountability. The study provides several important lessons applicable across jurisdictions. The main finding was that conferencing in Queensland remains substantially underutilised. This was associated in large part with the discretionary gatekeeping role of police, the absence of a systematic and comprehensive consultation process with victims and accused persons and governments ignoring the science of restorative justice. In terms of prevention, the study identifies the need for a more integrated approach involving conferencing, risk assessments and the post-conference supervision and welfare needs of offenders. This qualitative descriptive study explored health consumers' preferences for receiving nutrition care in Australian primary care. The study was underpinned by a constructivist research paradigm. Semistructured telephone interviews were conducted with 25 health consumers (age 19–78 years; 19 female) from across Australia between May and August 2020. Content analysis, using an inductive approach revealed emergent themes. was used to reveal emergent themes. Five themes were identified in the data: (1) health consumers want to receive nutrition care from a qualified person; (2) nutrition care is viewed as important, and health consumers want to receive it in a format that meets their needs; (3) nutrition care should be low cost and available to everyone; (4) nutrition care services should be conveniently located; and (5) health consumers want nutrition care to be offered frequently, across their lifespan. Health consumers have a clear idea of how they would like to receive nutrition care in the primary care setting, but reported challenges to receiving this care within the current system. New models of service delivery are needed to meet the needs of health consumers. Diet-related chronic diseases are the leading cause of death and disability worldwide, and primary care provides an ideal setting to provide nutrition care to people at risk of chronic disease. This paper provides health consumer views on how the nutrition care model should be tailored to meet patient needs. Environmental context: Dioxins have been found along the east coast of Australia in agricultural areas where there is no obvious source of dioxins. These dioxins have an unusual signature that does not match common industrial sources, but it has been suggested that they may be associated with pesticide use. This study found a strong correlation between dioxins with this unique signature and the amount of a kaolinitic clay in the sediments sampled. The presence, concentrations and profiles of 2,3,7,8-substituted polychlorinated dibenzo- p -dioxins and dibenzofurans (PCDD/Fs) in sediment were investigated in this study with the aim of determining whether dioxin-like compounds were present and, if found, a likely source could be deduced. The sampled catchment lies within an area of high conservation value. Sediments from seven lake sites were sampled as possible sinks for any contamination from historical pesticide use. PCDD/Fs were measured in all the lake sediments. The 2,3,7,8-substituted congener profile was dominated by octachlorodibenzo- p -dioxin (OCDD) with furans at or below the limit of detection, a profile that has been associated with kaolinitic clays from around the world. A strong and significant correlation was found between the total dioxin concentration and the percentage of kaolinitic clay in the sediments. The lack of furans in the 2,3,7,8-substituted PCDD/F profile indicates pesticides or pentachlorophenol (PCP) are unlikely to be the source in the catchment. Further, the concentration of total dioxins and OCDD tended to be higher than those measured outside the study area, even though, overall, the study area is likely to have had less pesticide use than the other intensive agricultural areas previously studied. The results presented in this paper indicate that caution should taken when attributing the presence of dioxins in soil and sediment to anthropogenic sources. Environmental context. The soil in the sugarcane growing area of far north Queensland is often sodic (exchangeable sodium percentage—ESP > 6%). Gypsum therefore needs to be applied to reduce potential for land degradation. To accurately map ESP, a digital soil map (DSM) approach can be used. In this paper, we compare and contrast various aspects of DSM for mapping topsoil (0–0.3 m) ESP, including a suitable model (i.e. linear mixed model (LMM), Cubist and regression kriging (Cubist‐RK)), usefulness of digital data (in combination or alone) and how many calibration data (i.e. n = 20, 30,...120) are required. We compare these with ordinary kriging (OK) of soil data and using prediction agreement (i.e. Lin's concordance—Lin's) and accuracy (root mean squared error—RMSE). We compare all of these results with a DSM derived from numerical clustering (fuzzy K‐mean—FKM) of digital data to identify management zones (k = 2, 3, 4 and 5) and a conventional Soil Order map (k = 5 Orders). We do this by calculating mean squared prediction error (MSPE). Prediction of topsoil ESP by OK using 120 samples gave moderate agreement (Lin's = 0.72) with accuracy satisfactory given RMSE (3.69) was less than half standard deviation of measured ESP (½SD = 3.75). Moreover, a minimum number of 100 samples would be required for OK. However, when digital data were used to value add to soil data in models, the results were equivocal, given Cubist (Lin's = 0.74) and Cubist‐RK (0.79) outperformed OK, while LMM (0.65) was inferior to OK. In addition, a smaller sample size (i.e. 70 and 60, respectively) was enough for Cubist and Cubist‐RK to permit the development of accurate predictions of ESP given the RMSE was less than ½SD of measured ESP. Prediction of ESP (considering 120 samples) using only the γ‐ray data (Lin's = 0.77) was superior to ECa (0.72), however, using both in combination was best (0.79). The MSPE (n = 120) indicated creating DSM from clustering of digital data was best for k = 4 zones (MSPE = 27.60); however, Cubist‐RK (13.40), Cubist (14.75), OK (15.56) and LMM (15.76) were able to provide better prediction of ESP. Nevertheless, all DSM generated smaller MSPE than a conventional Soil Order map (32.33). We recommend using Cubist‐RK and both digital data, is the optimal approach to develop a DSM for application of gypsum to enable implementation of Six‐Easy‐Steps soil management guidelines for Proserpine. Opiine braconids are parasitoids of the immature stages of frugivorous tephritids. The female wasp lays her eggs into the eggs or larvae of the fruit fly host, where the immature wasp develops before emerging as a next‐generation adult from the now dead host pupal case. In support of a new generation of Australian fruit fly parasitoid research, this paper comprehensively reviews what is known about the Australian fruit fly infesting opiines. Based on the most recent taxonomic revision 11 fruit fly infesting opiine species are documented to occur in Australia, but we consider as doubtful the record for Diachasmimorpha longicaudata and consider the record for Fopius illusorius to be tentative without further collections. We identify that the systematics and taxonomy of the Australian native fruit fly infesting opiines are in urgent need of further work. The history of fruit fly biological control in Australia is comprehensively reviewed, including the export of native Australian opiines for fruit fly control elsewhere in the world. Australia was actively involved in three major classical biological control programmes against fruit flies from the turn of the 1900s until the mid‐1960s. Despite the introduction of 11 opiine species, plus numerous other natural enemies, only Fopius arisanus established in eastern Australia, where in South‐east Queensland it can now cause between 30 and 40% mean parasitism. In addition to the exotic F. arisanus, the native species Diachasmimorpha kraussii and Diachasmimorpha tryoni also cause fruit fly parasitism in agriculturally important crops: both species have also been liberated widely outside of Australia for fruit fly control. Other Australian opiines have not been reared from flies infesting commercial crops and appear biologically restricted to the fruits and environs of Australian east‐coast rainforests. The biology literature for D. tryoni and D. kraussii is comprehensively reviewed, while for F. arisanus, already reviewed elsewhere, key literature only is covered. Forward looking, we consider the potential for inoculative or inundative releases of opiines in areas where they do not currently occur to be good, while conservation biological control may help to increase the impacts of parasitoids in areas where they are already established. This paper presents the development of the Wavelet Artificial Neural Networks (WANN) model to forecast seasonal rainfall in Queensland, Australia, using the Inter-decadal Pacific Oscillation (IPO), Southern Oscillation Index (SOI), and Nino3.4 climate indices as predictors. Eight input sets with different combinations of predictive variables from 1908 to 2016 were considered to develop forecast models for ten selected rainfall stations in Queensland, Australia. The outcomes of WANN modeling are compared with Artificial Neural Networks (ANN). Moreover, the skillfulness of the WANN in comparison to the current climate prediction system used by the Australian Community Climate Earth-System Simulator–Seasonal (ACCESS–S) and climatology forecasts are investigated. Besides, the WANN predictions are compared with two other conventional approaches like autoregressive integrated moving average (ARIMA) and multiple linear regression (MLR) for further investigations. The comparisons indicated that the WANN achieves the lower average root mean square error (RMSE) in all the stations with 112.2mm compared to ANN with 178.9mm, ACCESS-S with 281.8mm, climatology prediction with 279.7mm, MLR with 195.1mm, and ARIMA with 187.7mm. The WANN seasonal rainfall forecasts are more accurate than the ANN, ACCESS-S, Climatology, MLR, and ARIMA by 37%, 60%, 53%, 42%, and 40%, respectively. It was also found that the ACCESS-S underestimates the extreme seasonal rainfall during the testing period up to 80%, while it is limited to 21% for the WANN among the selected stations. The results show that the WANN model outperforms the MLR, ARIMA, climatology, ACCESS-S, and ANN forecasts in all the selected stations. [ABSTRACT FROM AUTHOR]

Frank Costello's long career represents a series of illuminating encounters with the development of Australian planning, design practice and education. His career stretched from the 1920s to the 1970s, first in Sydney and subsequently in Brisbane where he was the senior architect-planner at Brisbane City Council between 1941 and 1952. He also worked for a decade in the Queensland Department of Works. He had a parallel career as an educator, commencing part-time at Sydney Technical College in 1937 and from the mid-1940s at what is now the Queensland University of Technology where the final phase of his career came as a senior lecturer in architecture with special responsibility for town planning. Post-war Brisbane gave him the opportunity to put into practice much of the modernist ‘organic’ theory that he had accumulated from his extensive studies and travels abroad. This paper recounts Costello's life and times as a journeyman planner whose life stories and professional philosophy is illuminatingly representative of the evolution of mainstream Australian planning values and the limits to practice. Children in socioeconomically disadvantaged communities often do not access follow-up eye care services when referred from vision screenings; whether this is due to lack of availability is not known. This paper highlights the need for vision and eye care for vulnerable children with practicing clinical optometrists well placed to provide vision care. Vision impairments develop from a young age and may inhibit learning experiences and impact life outcomes. Vision screening to detect and refer vision abnormalities supports children in their education and prevents minor vision impairments from worsening. This research describes outcomes from a vision screening programme for 4– to 5-year-olds delivered in Queensland, Australia. The programme involved all prep children from participating schools in Queensland. Vision screening was conducted with the Parr 4 m Visual Acuity Test and Welch Allyn Spot Vision Screener. A cross-sectional study design was adopted. Descriptive data analyses explored the frequency of vision screening and referral outcomes. Inferential analyses examined associations between vision screening and referral outcomes with socio-economic indexes for areas (SEIFA) scores. Of 71,003 prep students screened, 4,855 (6.8%) received a referral recommendation. A higher proportion of children who received a referral recommendation was from more disadvantaged locations (?2 = 109.16, p < 0.001). Of the students referred, 3,017 were seen by an eye health professional. Further vision assessment of students by an eye health professional revealed that 43.3% of the referred children were diagnosed with a vision abnormality, 18.9% had no vision abnormality and 37.7% had an 'undetermined' diagnosis. A higher proportion of children confirmed with a vision abnormality were from more disadvantaged locations (?2 = 52.27, p < 0.001). It is important that vision screening programmes target disadvantaged populations and support families of children who require further health assessment to access health services. Objective: Living in regional/rural areas can impact outcomes for people with head and neck cancer (HNC). Using a comprehensive state‐wide dataset, the impact of remoteness on key service parameters and outcomes for people with HNC was examined. Methods: Retrospective quantitative analysis of routinely collected data held within the Queensland Oncology Repository. Design: Quantitative methods (descriptive statistics, multivariable logistic regression and geospatial analysis). Setting: All people diagnosed with HNC in Queensland, Australia. Participants: The impact of remoteness was examined in 1991 people (1171 metropolitan, 485 inner‐regional, 335 rural) with HNC cancer diagnosed between 2013 and 2015. Main Outcome Measures: This paper reports key demographics and tumour characteristics (age, gender, socioeconomic status, First Nations status, co‐morbidities, primary tumour site and staging), service use/uptake (treatment rates, attendance at multidisciplinary team review and timing to treatment) and post‐acute outcomes (readmission rates, causes of readmission and 2‐year survival). In addition to this, the distribution of people with HNC across QLD, distances travelled and patterns of readmission were also analysed. Results: Regression analysis revealed remoteness significantly (p < 0.001) impacted access to MDT review, receiving treatment, and time to treatment commencement, but not readmission or 2‐year survival. Reasons for readmission did not differ by remoteness, with dysphagia, nutritional inadequacies, gastrointestinal disorders and fluid imbalance indicated in the majority of readmissions. Rural people were significantly (p < 0.0001) more likely to travel to care and to readmit to a different facility than provided primary treatment. This paper critiques three recent inquiries and recommended changes in practice around the management of complaints against police in the state of Queensland, Australia, with a view to advancing a best practice model internationally. A civilian oversight system, closely aligned to a 'civilian control' model, was introduced in Queensland as part of a reform program following the 1989 Fitzgerald Inquiry into police corruption. However, external control of complaints was almost completely eroded over a 30-year period. The resumption of police control resulted in recurring scandals and widespread stakeholder disaffection. These issues came to a head and were addressed to varying degrees through three inquiries across 2022: the Review of Culture and Accountability in the Queensland Public Sector ('Coaldrake Review'), the Commission of Inquiry relating to the Crime and Corruption Commission ('Fitzgerald and Wilson Inquiry') and, in particular, the Commission of Inquiry into Queensland Police Service Responses to Domestic and Family Violence ('Richards Inquiry'). The combined findings and recommendations demonstrated the need for rigorous institutional independence and transparency in the processing of complaints, along with a range of complementary integrity management strategies to ensure adequate accountability of police. Intergenerational programs that bring the young and old together are known to facilitate social connections. However, benefits of intergenerational programs cannot be achieved by simply bringing the two generations together. We need to understand the factors which enhance intergenerational engagement. This paper specifically explores barriers and enablers for improving engagement of older people in an intergenerational program conducted within four research sites in South East Queensland and New South Wales, Australia. Video ethnography was used to examine the intergenerational environment and observe patterns of engagement between older people and children. Findings reveal the type of activity, group structure and length of activity to increase engagement of older people in an intergenerational program. [ABSTRACT FROM AUTHOR]

This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation. First Nations languages can play a significant role in ensuring connection to land, culture, Songlines, kinship, history, and stories. Ongoing language attrition for First Nations peoples of Australia has been due to colonization and past adverse government policies, which rendered First Nations languages a threat to the expansion of the colony. Through processes of dislocation from country and punishment for speaking language, many First Nations peoples began to lose their languages and were forcefully compelled to speak the English language on missions and reserves. Promoting First Nations languages in early educational contexts can instill a sense of cultural identity and connectedness to schooling for First Nations children, helping to ensure that languages are passed on to future generations. In many parts of Australia, First Nations languages are being revitalized and are being taught to both First Nations children and non-Indigenous children in early learning centers and in classrooms. This paper draws upon existing literature, briefly examining the removal of First Nations languages in Queensland from a historical perspective. The authors consider three essential elements required to work with First Nations communities when revitalizing First Nations languages and implementing a successful language program into schools: co-design, authentic delivery, and cultural inclusivity. We demonstrate how these elements have been used in the revitalization of First Nations languages in two Queensland schools. Finally, the importance of using an Indigenous centered approach to maintain languages at a local level is posited as a critical step in creating culturally inclusive environments for First Nations children in mainstream school settings. This paper describes the ways in which older people contribute to their communities and families as informal volunteers. It challenges current ways of thinking that assign an economic value to the productive activities undertaken by older people. Using qualitative data from a study of older people resident in Queensland, Australia, the paper explores the ways that older people contribute to their families and to the community and the outcomes associated with these activities. Two specific themes emerged from the data: first, the ways in which older people contribute to strong inter-generational relations, and second, how they provide essential mutual support that permits many older people to remain living in the community. These contributions, while often small in themselves, are in aggregate critical both to family functioning and to the maintenance of sustainable and healthy communities. Many are reciprocal interactions that add value to the lives of individuals and offer positive social roles in later life, and they may be particularly important for those from minority cultural backgrounds or at risk of social isolation. The findings suggest that older people are integral to community and civil society and, therefore, that social policy should respond to the ageing of Australia's population and recognise the positive contributions of older people, rather than emphasising the costs of demographic change. The papers in this special section of AJPA are the product of a symposium held in Brisbane in February 2003, which was jointly sponsored by the School of Political Science and International Studies at the University of Queensland and the Queensland Department of Premier and Cabinet. Three papers were delivered. David Adams, from the Victorian Public Service, delivered a paper entitled ‘Usable knowledge and public policy’. Wayne Parsons, from the University of London, gave a paper ‘Not just steering but weaving: Relevant knowledge and the craft of building policy capacity’. Randal Stewart, a policy consultant based in Sydney, gave a paper entitled ‘Public sector reform knowledge production’. The purposes of this paper are to highlight salient points from the papers and to assess briefly the institutional and governance implications of taking at last some steps beyond the currently prevailing rationalist approaches to policy and governance. Accessible and efficient service are vital features of well-utilized public transit systems. Modeling approaches to support the evaluation of transit operations for management and planning are essential for continued improvement. A hybrid coverage model is developed in this paper for simultaneously expanding service access and increasing accessibility. This paper discusses the use and integration of this model in a geographic information system environment for strategic planning. Analysis is presented for public transit service in Brisbane, Australia. The structured model provides flexibility in developing viable policies for addressing system improvements and service expansion, all of which are likely to promote increased utilization of public transit. Palaeoclimate data relating to hydroclimate variability over the past millennia have a vital contribution to make to the water sector globally. The water industry faces considerable challenges accessing climate data sets that extend beyond that of historical gauging stations. Without this, variability around the extremes of floods and droughts is unknown and stress-testing infrastructure design and water demands is challenging. User-friendly access to relevant palaeoclimate data is now essential, and importantly, an efficient process to determine which proxies are most relevant to a planning scenario, and geographic area of interest. This paper presents PalaeoWISE (Palaeoclimate Data for Water Industry and Security Planning) a fully integrated, and quality-assured database of proxy data extracted from data repositories and publications collated in Linked Paleo Data (LiPD) format. We demonstrate the application of the database in Queensland, one of Australia's most hydrologically extreme states. The database and resultant hydroclimate correlations provides both the scientific community, and water resource managers, with a valuable resource to better manage for future climate changes. Summary: This paper describes advances made to aerial surveys of macropods in New South Wales and Queensland. Regular aerial surveys of macropods across large areas of Australia's arid and semi‐arid rangelands were established as a response to concerns for the species' conservation. They became integral to the harvest management of the four macropod species – Eastern Grey Kangaroo (Macropus giganteus), Western Grey Kangaroo (M. fuliginosus), Red Kangaroo (Osphranter rufus) and Common Wallaroo (O. robustus). Harvest quotas are set as a proportion of population size, requiring absolute estimates of abundance. Counts were made in strip transects from fixed‐wing aircraft, but required correction for animals that are missed. In New South Wales and Queensland, counts are now made using line transect sampling, providing survey‐specific correction. Helicopters are used in more rugged and timbered areas and where Common Wallaroo can be more frequently found and harvested. Mark‐recapture distance sampling is used in more open country that can be surveyed using fixed‐wing aircraft and improves the accuracy of density estimates by accounting for animals missed on the transect line. Macropod populations are likely to be surveyed in the future by airborne imagery and by drones, but the technology needs further development. Freshly excavated overburden (spoils) dumped during open-cut coal mining generate saline leachate that can lead to environmental impacts. Predictions of leachate salinity remain uncertain, largely due to incomplete knowledge of responses of spoils to varying moisture conditions. This study carried out column leaching experiments on four spoil types, originating from Queensland, Australia. Following characterisation of the fresh spoil material, four moisture regimes were tested: three wetting-drying conditions with leaching occurring biweekly, weekly, and fortnightly and one completely saturated regime with leaching occurring weekly. Thirty-four leaching cycles were conducted except for one spoil type for which only 12 cycles were completed. Results showed higher EC and leachate ion concentrations from the saturated regime, while among the wetting-drying regimes, the spoil leached on a fortnightly basis resulted in higher salt release for two geochemically similar spoil types. Overall, lower and steady pH was recorded for spoils leached under saturated conditions. Irrespective of spoil type, sodium was the dominating cation contributing to the overall leachate salinity. The paper provides new insights into parameterising leaching models and in the role of water-rock interactions which informs experimental design and conceptualisation of full-scale models. Purpose: This article explores the case of the Queensland's reformatory for boys through the years 1871–1919 to analyse how the institution negotiated the complex, and at times competing, goals of reforming, educating and punishing its inmate population. Design/methodology/approach: The article relies on documentary evidence, including archival material produced by the institution and newspaper records published between 1865, when the legislation allowing the institution to be created was passed, to 1919, when the institution ceased to be known as a "reformatory". Findings: This research demonstrates that, despite considerable changes during the studied period, the overarching goal of reforming criminal and potentially criminal young people continuously relied on achieving a balance between reformative techniques such as religious instruction and work placements, providing a useful education and punishing offenders. It also demonstrates that, despite efforts to achieve this balance, the institution was often described as unsuccessful. Originality/value: Due to the paucity of available archival evidence, there is still relatively little known about how the reformatories of late-19th- and early-20th-century Australia attempted to carry out programmes of moral reformation. The Princess Alexandra Hospital (PAH) Gamma Knife® Centre of Queensland (GKCoQ) began operations in October of 2015 as a sub‐specialty located within a larger radiation oncology service at PAH. It is uniquely positioned as the only Leksell Gamma Knife® (LGK) treatment unit available in the public hospital system in Australia, and the first and only service in Queensland. The GKCoQ treated the 1000th patient on 23 January 2019. LGK is a non‐invasive alternative to neurosurgery which uses radioactive cobalt sources to treat a variety of intracranial conditions ranging from tumours and metastases to functional disorders. It is a platform for stereotactic radiosurgery, a highly precise form of radiotherapy utilising very high doses to the target while maximally sparing surrounding normal brain. LGK enables patient planning and treatment to be done in one day as an outpatient procedure. This paper will outline our LGK service and provide insight into the expanded role that radiation therapists have within the multidisciplinary team required to deliver radiosurgery in a timely manner. Ground pearls (Hemiptera: Margarodidae), so called for their shiny spherical cyst stage, are important root-feeding pests of a broad range of plants predominantly belonging to the family Poaceae. In the tropical and subtropical regions of eastern Australia, ground pearl species cause significant damage on sugarcane and turf grasses and have been identified at multiple sites of pasture dieback in Queensland. The potential impact of ground pearls on pasture production in Australia and elsewhere is largely unknown. This paper reviews Australian and international literature on the biology and management of this poorly understood group of pests. Ground pearls have several features that make control difficult, including a resilient cyst which provides resistance to drought and excessive moisture, a relative impermeability to insecticides, and ease of dispersal through movement of soil. Ground pearls can also modulate the period of encystment to survive adverse environmental conditions, with some species capable of surviving for years while disassociated from a host. No insecticide effectively controls ground pearl cysts. Biological control agents have been identified for some species; however, these pathogens are relatively ineffective on subterranean ground pearl cysts. Cultural control methods such as cultivation and fallowing have helped to reduce ground pearl populations in sugarcane. In turf, practices that maintain plant health such as adequate irrigation and nutrition can mask signs of ground pearl infestation. The paucity of research conducted on the biology and impact of ground pearls represents a constraint to improving management of this pest. Ground pearls are important pests of a broad range of plants predominantly belonging to the grass family (Poaceae). In eastern Australia, they cause significant damage on sugarcane and turf grasses, and have recently been found in pasture situations in Queensland, but their impacts are unknown. This work reviews Australian and international literature on the biology and management of ground pearls, finding that relatively little research has been undertaken and several knowledge gaps remain. Data collection for fresh-water regions of The Ecosystem Health Monitoring Program (EHMP), in southeast Queensland, Australia, involves the sampling of over 130 sites among 19 catchments twice per year and has been ongoing for over ten years. The sampling design was derived following an exhaustive process of indicator and site selection to develop a composite indicator that represented aquatic ecosystem health. After 13 years of implementation, there was an interest in identifying redundancies in sampling to reduce sampling costs without making a substantial impact on the integrity of the program and its capacity to report on ecosystem health. This paper focuses on identifying a subset of sites and times that could be removed from sampling with a minimal impact on the subsequent ecosystem health scores. Herein, Mixed models are employed to assess a variance structure from which optimality criteria are utilized to identify the scheme. Background: Maternity care is a significant contributor to overall healthcare expenditure, and private care is seen as a mechanism to reduce the cost to public funders. However, public funders may still contribute to part of the cost of private care. The paper aims to quantify (1) the cost to different funders of maternal and early childhood healthcare over the first 1000 days for both women giving birth in private and public hospitals; (2) any variation in cost to different funders by birth type; and (3) the cost of excess caesarean sections in public and private hospitals in Australia. Methods: This study utilised a whole of population linked administrative dataset, and classified costs by the funding source. The mean cost to different funders for private hospital births, and public hospital births in the Australian state, Queensland are presented by time period and by birth type. The World Health Organization's (WHO's) C-model was used to identify the optimal caesarean section rate based upon demographic and clinical factors, and counterfactual analysis was utilised to identify the cost to different funders if caesarean section had been utilised at this rate across Australia. Results: We found that for women who gave birth in a public hospital as a public patient, the mean cost was $22 474. For women who gave birth in a private hospital the mean cost was $24 731, and the largest contributor was private health insurers ($11 550), followed by Medicare ($7261) and individuals ($3312). Private hospital births cost government funders $10 050 on average; whereas public hospital public patient births cost government funders $21 723 on average and public hospital private patient births cost government funders $20 899 on average. If caesarean section deliveries were reduced, public hospital funders could save $974 million and private health insurers could save $216 million. Conclusion: Private hospital births cost government funders less than public hospital births, but government funders still pay for around 40% of the cost of private hospital births. Caesarean sections, which are more frequently performed in private hospitals, are costly to all funders and reducing them could impart significant cost savings to all funders. [ABSTRACT FROM AUTHOR]

Indigenous women are disproportionately affected by the prevalence and severity of domestic and family violence (DFV) perpetrated by men against women in Australia. The impact of their experiences is further exacerbated by the level of social and cultural marginalisation affecting Indigenous communities, families and individuals along with regional, rural or remote living. The pervasive, ongoing impact of colonisation, dispossession and transgenerational trauma continues to shape the experiences of Indigenous women and their communities, including their help‐seeking decisions and opportunities, and their level of trust in and access to adequate and culturally sensitive support services. In this paper, we explore the experiences of Indigenous women affected by DFV in two regional Australian settings through face‐to‐face interviews with women (n = 13) and community stakeholders (n = 18). The findings of this study highlight the complex role of social and cultural marginalisation, spiritual (dis)connectedness and role of family as both a stressor and a protective factor. This paper investigates the work of media discourses on education policy in public debates over the Queensland school curriculum. It draws on theories of discourse, theories that have recently influenced the field of policy sociology, to outline a conceptualization of policy and media texts as discourses in the public sphere. In so doing, it notes the significant contribution such public discourses on education make to the policy process. The paper employs critical discourse analysis to investigate the discursive constructions of curriculum during one particular policy initiative. The analysis focuses on newspaper debates over the inclusion of a subject called Health and Physical Education (HPE) in the Queensland secondary school curriculum. The paper shows how educational policy issues were discursively constituted and contested through the construction of public discourses on education policy. In particular, it demonstrates how such public discourses worked to construct authoritative voices on educational policy. The provision of cardiac rehabilitation services to people living in rural and remote areas is often limited to the nearest large hospital situated in urban coastal centres, leaving a gap in the rehabilitation of cardiac patients. This paper discusses the development, composition and the results of a process evaluation of a cardiac rehabilitation education resource for rural health workers. The development of the structure and content of the manual were informed by a review of current rehabilitation literature, the results of focus groups with 60 rural health workers in five Queensland rural centres, and survey results of 135 rural cardiac patients admitted to five Queensland hospitals. The draft manual was trialled by health workers in seven rural centres throughout Queensland by the National Heart Foundation (Queensland Division). The results of the process evaluation provided valuable feedback on the efficacy of the manual as an educational resource for rural health workers in the cardiac rehabilitation of their patients. Specific content in the educational resource was strengthened as a result of this evaluation. The limitations of the evaluation and suggestions for its improvement are also discussed. Objective: In an era of rapid digitisation of Australian hospitals, practical guidance is needed in how to successfully implement electronic medical records (EMRs) as both a technical innovation and a major transformative change in clinical care. The aim of the present study was to develop a checklist that clearly and comprehensively defines the steps that best prepare hospitals for EMR implementation and digital transformation. Methods: The checklist was developed using a formal methodological framework comprised of: literature reviews of relevant issues; an interactive workshop involving a multidisciplinary group of digital leads from Queensland hospitals; a draft document based on literature and workshop proceedings; and a review and feedback from senior clinical leads. Results: The final checklist comprised 19 questions, 13 related to EMR implementation and six to digital transformation. Questions related to the former included organisational considerations (leadership, governance, change leaders, implementation plan), technical considerations (vendor choice, information technology and project management teams, system and hardware alignment with clinician workflows, interoperability with legacy systems) and training (user training, post-go-live contingency plans, roll-out sequence, staff support at point of care). Questions related to digital transformation included cultural considerations (clinically focused vision statement and communication strategy, readiness for change surveys), management of digital disruption syndromes and plans for further improvement in patient care (post-go-live optimisation of digital system, quality and benefit evaluation, ongoing digital innovation). Conclusion: This evidence-based, field-tested checklist provides guidance to hospitals planning EMR implementation and separates readiness for EMR from readiness for digital transformation. Objective: The delivery of public out-patient services is an essential part of complex healthcare systems, but the contribution of public out-patient services is often ill defined and poorly evaluated. The aim of this study was to identify and better understand those factors that may affect the performance of out-patient services to provide health service managers, clinicians and executives with a conceptual framework for future decision-making processes. Methods: The present qualitative research involved five exploratory case studies. These case studies were conducted across two specialties at hospitals in the Metro North Hospital and Health Service in Queensland. Data were obtained from 38 interviews and 15 focus groups, and were analysed to identify common themes. Further analysis helped identify the most significant factors and build a conceptual framework for understanding the relationships between those factors and their effect on performance. Results: Across both specialties there were 10 factors (scheduling, performance, service framework, categorisation or prioritisation of patients, internal and external stakeholders, resources, service demand, culture, system challenges and medical stakeholders) identified that may affect the performance of out-patient services. These factors were condensed into five core domains: culture, stakeholders, resources, demand and system reform. Conclusion: Strategies to address the five core domains identified may provide a framework for sustainable improvement in the delivery of out-patient services. Access to specialist services in the public sector is challenging because of the escalating demand associated with an increasing and aging demographic. The factors that may affect the delivery of out-patient services need to be addressed for long-term sustainable improvement. The peer workforce has increased significantly in recent years; however, structured development and support for the roles are lacking. This paper explores the role of executive and senior management understanding in the employment of peer roles. In‐depth, semi‐structured interviews and one focus group were conducted with 29 participants from a range of nongovernment and public mental health services within Queensland, Australia. Findings of this study suggest management exposure to and understanding of peer work are essential to the development of an effective peer workforce. Exposure and understanding of peer roles reportedly led to greater acceptance and commitment from management. This commitment inspired action in the form of; enhanced support including advocacy/championing, increased development of roles and influenced culture within the organization to be more accepting of peer work. There was a perception that developing an 'accepting' organizational culture supported the integrity and expansion of peer roles including designated 'peer management' positions. Development of peer management positions is suggested as an effective means of improving the impact of peer perspectives, advocating for peer work and providing ongoing and timely supervision. Recommendations include the need for training and information for management on the unique function, purpose and value of peer roles; and the development of networks, including mentoring opportunities, for organizations with limited experience to gain support and advice from those with greater experience developing peer roles. Tropical Cyclone Debbie, a Category 4 cyclone, crossed Australia's coast in North Queensland on 28 March 2017. Over three days, the cyclone travelled south across Queensland weakening to a lowpressure weather system. The event caused significant flooding and damage to communities. Formal sources of information related to this event included the Bureau of Meteorology and emergency services providers as well as informal sources from state-based traditional media and stct media sources of Twitter and websites. This paper is based on findings of a small study to identify the differences in weather prediction information between those formal and informal sources using the Cyclone Debbie major weather event, which invoked a disaster response. This paper identifies issues associated with the dissemination and reporting of weather-based information during emergencies. These include the language used in official sources that can confuse or downplay events, inconsistent reporting between authority and non-official sources and the lack of locally based information used by non-traditional information providers. This paper presents the results of a small number of dates from sand samples collected at building sites in the eastern suburbs of Sydney. OSL ages of well-sorted, quartz sand ranges from 31 to 24 ka from within well-developed podzol soil profiles within a metre of the surface. The source of this sand appears to be from the east off the inner continental shelf during a period just prior to the maximum of the Last Glacial Maximum (LGM, Marine Isotope Stage 2) when sea-level was approximately 70-90 m below present level. During a later phase of the LGM, there is evidence from other coastal sites in central NSW and Gippsland, Victoria, that the dominant wind was from the west consistent with evidence from arid and semiarid Australia. Dune orientations in northern NSW into Queensland and other evidence at this time appear to reflect winds from the southeast quadrant. This study highlights the existence of a potential pivot area in dominant wind direction during the LGM between sustained westerly flow in southern area including Victoria and northeast Tasmania and southeast flow of northern NSW into Queensland. In central NSW, the circulation switched from easterly in Stage 2 to westerly as the glacial stage intensified in the LGM sometime after ca 25 ka. [ABSTRACT FROM AUTHOR]

With growing concerns about the efficacy and costs of intrusive child protection interventions and increasing recognition of citizen rights to participation in governance, jurisdictions are looking to collaborative alternatives that divert families from the courts and out‐of‐home care. In Queensland (Australia), "intervention with parental agreement" (IPA) is one such response. Under IPA, the statutory child protection authority can work collaboratively with families, without a court order, to respond to children assessed as "in need of protection." In this paper, we use procedural justice theory as a lens to explore how IPA policy is enacted in practice. Procedural justice relates to the quality of treatment a person receives and the fairness of the process than an authority uses during decision‐making (Tyler,). It is associated with voluntary cooperation and compliance; key practice concerns when working to address child maltreatment via parental agreement rather than court ordered intervention. We report on a qualitative study that utilized semistructured, in‐depth interviews to capture the perceptions of 30 practitioners regarding the factors that shape the extent to which they enact IPA policy in a procedurally fair manner. This article examines findings from a 2018 project in Cairns, Far North Queensland, on insurance and risk perception. Using a mixed-methods approach, the study explored how people regard insurance, if at all, and how they use it to reduce their risk of financial loss following a disaster event. Results suggest that while most home owners hold insurance, renters are less likely to have contents insurance leaving them financially vulnerable if losing their property. Cost of insurance is considered one barrier to taking out insurance, however, other issues such as risk perception, self-efficacy and trust in insurers are issues for both home owners and renters. Objective: The aim of the present study was to determine the clinical activity profile of preregistration physiotherapy students during clinical placements and their clinical activity contribution to health service delivery. Methods: Clinical activity data for 2014 were obtained from five Queensland public sector hospitals providing preregistration physiotherapy students clinical education in three key clinical areas (cardiorespiratory, musculoskeletal and neurological) over four 5-week placement blocks. Data regarding the number of student occasions of service (OOS) and the length of the OOS (LOOS) were collected to determine the average OOS and LOOS per student in each clinical area. Results: Twenty weeks of student data were collected from each hospital in each clinical area, representing 29.1% of cardiorespiratory, musculoskeletal and neurorehabilitation student placements. Students completed 19 051 OOS. The average OOS per student per block for cardiorespiratory, musculoskeletal and neurorehabilitation placements was 98.3, 74.0 and 72.4 respectively. Two-way ANOVA revealed a main effect of weeks (F = 402.1, P < 0.001) and clinical area (F =1331.5, P < 0.001) for LOOS.In addition, an interaction was found between clinical placement week and clinical area for LOOS (F = 8.4, P < 0.001). Conclusions: Student clinical activity data are useful for understanding the student contribution to health services. Student contribution appears to increase throughout the clinical placement and consideration should be given to the clinical educator : student ratio to enhance overall student contribution. Objective: The provision of healthcare services to inmates in correctional facilities is costly and resource-intensive. This study aimed to estimate the costs of transporting prisoners from 11 Queensland correctional facilities to the Princess Alexandra Hospital Secure Unit (PAHSU) in Brisbane for non-urgent specialist outpatient consultations and identify the cost consequences that would result from the substitution of face-to-face visits with telehealth consultations. Methods: A 12-month retrospective review of patient activity at the PAHSU was conducted to obtain the number of transfers per correctional facility. The total cost of transfers was calculated with estimates for transport vehicle costs and correctional staff escort wages, per diem and accommodation costs. A cost model was developed to estimate the potential cost savings from substituting face-to-face consultations with telehealth consultations. A sensitivity analysis on the cost variables was conducted. Costs are reported from a government funding perspective and presented in 2016 Australian dollars (A$). Results: There were 3539 inmate appointments from July 2015 to June 2016 at the PAHSU, primarily for imaging, general practice, and orthopaedics. Telehealth may result in cost savings from negligible to A$969 731, depending on the proportion, and travel distance, of face-to-face consultations substituted by telehealth. Wages of correctional staff were found to be the most sensitive variable. Conclusions: Under the modelled conditions, telehealth may reduce the cost of providing specialist outpatient consultations to prisoners in Queensland correctional facilities. Telehealth may improve the timeliness of services to a traditionally underserved population. What is known about the topic?: Specialist medical services are located in only a few metropolitan centres across Australia, which requires some populations to travel long distances to attend appointments. Some face-to-face specialist outpatient consultations can be substituted by telehealth. What does this paper add?: Prisoners from correctional facilities represent one specific population that requires complex travel arrangements for specialist medical appointments. Transportation of prisoners for specialist health appointments represents a substantial cost to the government. Purpose: The purpose of this paper is to investigate the quality of management practices of public hospitals in the Australian healthcare system, specifically those in the state-managed health systems of Queensland and New South Wales (NSW). Further, the authors assess the management practices of Queensland and NSW public hospitals jointly and globally benchmark against those in the health systems of seven other countries, namely, USA, UK, Sweden, France, Germany, Italy and Canada.Design/methodology/approach: In this study, the authors adapt the unique and globally deployed Bloom et al. (2009) survey instrument that uses a "double blind, double scored" methodology and an interview-based scoring grid to measure and internationally benchmark the management practices in Queensland and NSW public hospitals based on 21 management dimensions across four broad areas of management - operations, performance monitoring, targets and people management.Findings: The findings reveal the areas of strength and potential areas of improvement in the Queensland and NSW Health hospital management practices when compared with public hospitals in seven countries, namely, USA, UK, Sweden, France, Germany, Italy and Canada. Together, Queensland and NSW Health hospitals perform best in operations management followed by performance monitoring. While target management presents scope for improvement, people management is the sphere where these Australian hospitals lag the most.Practical Implications: This paper is of interest to both hospital administrators and health care policy-makers aiming to lift management quality at the hospital level as well as at the institutional level, as a vehicle to consistently deliver sustainable high-quality health services.Originality/value: This study provides the first internationally comparable robust measure of management capability in Australian public hospitals, where hospitals are run independently by the state-run healthcare systems. While the importance of involving families in care provision in residential care facilities is recognised, how to achieve an inclusive care space that balances the needs of families, residents, staff and the sector's regulatory requirements remains problematic for social work and the aged care sector. In this paper, a spatial perspective is used to examine the role of family carers in residential care facilities. Information obtained from focus groups with families, naturalistic interviews with staff and families, and observations of mealtimes in one case study site is analysed thematically to demonstrate how the physical, social and symbolic meanings of space interact to produce or impede family care-giving. The findings provide important guidelines for social work in this setting suggesting practice at micro, mezzo and macro levels. These include the acknowledgement of families in care-giving, genuine partnerships between staff and families, and family-inclusive policies within facilities. In addition, this paper highlights how the social work profession and the residential care sector more generally can strengthen their person-centred focus, engage with families and lessen the marginalisation of families in care-giving. Illegal disposal of waste is a significant management issue for contemporary governments with waste posing an economic, social, and environmental risk. An improved understanding of the distribution of illegal waste disposal sites is critical to enhance the cost-effectiveness and efficiency of waste management efforts. Remotely sensed data has the potential to address this knowledge gap. However, the literature regarding the use of remote sensing to map illegal waste disposal sites is incomplete. This paper aims to analyze existing remote sensing methods and sensors used to monitor and map illegal waste disposal sites. The purpose of this paper is to support the evaluation of existing remote sensing methods for mapping illegal domestic waste sites in Queensland, Australia. Recent advances in technology and the acquisition of very high-resolution remote sensing imagery provide an important opportunity to (1) revisit established analysis techniques for identifying illegal waste disposal sites, (2) examine the applicability of different remote sensors for illegal waste disposal detection, and (3) identify opportunities for future research to increase the accuracy of any illegal waste disposal mapping products. Objective This paper contributes to the literature on relocation for specialist care by providing findings on specific issues impacting on rural farmers and property owners who have to travel to the metropolitan area for specialist care for a haematological malignancy. Design and setting This paper uses descriptive qualitative research based on 45 interviews with patients with haematology in Queensland. The interviews were audio-recorded, transcribed verbatim, coded and thematically analysed. Results In addition to issues of distance, farmers and rural property owners who have to relocate for specialist care must deal with problems associated with the lack of opportunity to take absence from the property because of the inescapable pressure of daily farm and property responsibilities and the high cost of, or lack of opportunity to, outsource daily maintenance. Further concerns include the cost of relocation in the context of continuing drought, serious problems sustaining the travel and time away required, and the lack of choice for some but to deal with treatment alone. Conclusion In recent years there has been considerable progress with regard to overcoming the distance barrier for rural and remote patients with cancer through innovative clinical models using technology and telemedicine. However, there has been limited uptake of such models for patients with haematology. The present findings indicate that from the perspective of rural farmers and property owners there are important reasons why the use of innovative strategies should be fostered and expanded. Background and aimIn recent years, policy in Australia has endorsed recovery-oriented mental health services underpinned by the needs, rights and values of people with lived experience of mental illness. This paper critically reviews the idea of recovery as understood by nurses at the frontline of services for people experiencing acute psychiatric distress.MethodData gathered from focus groups held with nurses from two hospitals were used to ascertain their use of terminology, understanding of attributes and current practices that support recovery for people experiencing acute psychiatric distress. A review of literature further examined current nurse-based evidence and nurse knowledge of recovery approaches specific to psychiatric intensive care settings.ResultsFour defining attributes of recovery based on nurses’ perspectives are shared to identify and describe strategies that may help underpin recovery specific to psychiatric intensive care settings.ConclusionThe four attributes described in this paper provide a pragmatic framework with which nurses can reinforce their clinical decision-making and negotiate the dynamic and often incongruous challenges they experience to embed recovery-oriented culture in acute psychiatric settings. This paper outlines the current Australian policy environment for delivering affordable housing in urban renewal contexts. An increasing shift towards infill development, coupled with a decreasing provision of government-owned social housing, is placing severe pressure on housing affordability. The cumulative effect is to create the need for governments to intervene on urban renewal projects to ensure that affordable housing options are delivered as a part of any new development. Three different approaches to planning for affordable housing in three states are examined: the former Urban Land Development Authority in Queensland, the 15% inclusionary zoning requirement in South Australia and the Affordable Rental Housing State Environmental Planning Policy in New South Wales. Despite significant differences between these approaches, a number of potential roles emerge for government to support delivery of affordable housing by market and not-for-profit housing providers, without adversely affecting development viability. These roles are as theland facilitator, educator, risk taker, subsidiser and long-term planner. Given that one aim of current policy directions is to reduce the role of government in delivering housing and urban growth, the paper concludes by considering the extent to which the approaches across the three states studied can be considered successful.
