This report summarizes six case studies on different aspects of the issue of evaluating investing in continuing vocational training (CVT). Part 1 (chapters 1-2) contains "Conceptual Introduction" (Jean-Marie Luttringer), which explores practical problems in considering training expenses as an investment, and "Methodological Introduction" (Alan Barrett), which discusses the merits of using qualitative and quantitative research methods in evaluating CVT investments. Part 2 (chapters 3-8) describes and analyzes continuing training schemes in six European Member States: "The Evaluation of CVT in Enterprises in Styria in Austria" (Stefan Lorenzoni, Dieter Mandl) investigates whether certain goals of CVT were achieved; "The Importance of CVT to Enterprises: A Discussion of the Agricultural Foodstuffs Sector in Denmark" (John Houman Sorenson) seeks to understand why CVT is not being used; "Accounting for Enterprise Investment in CVT in France" (J-M Luttringer, N. Pasco) discusses difficulties associated with evaluating CVT investments; "Innovative Models for Financing CVT in Germany" (Uwe Grunewald, Dick Moraal) studies four innovative models of CVT provision; "Measuring the Impact of CVT in Irish Companies" (Alan Barrett, Philip O'Connell) explores whether training and productivity growth are positively related across a sample of firms. "CVT Activity within the Packaging Sector in Italy" (Francesco Garibaldo) provides insights into how CVT can be used to cope with challenges faced by a sector. Part 3 contains two chapters: "Methodological Discussion, Conclusions, and Further Work" (Alan Barrett), which reviews each report individually before drawing general conclusions regarding methodology and "Policy Discussion, Conclusions, and Further Work" (Jean-Marie Luttringer), which examines seven problems in the assessment of training investment. Originating from a concern with the quality of teachers' guides that accompanying English language course books, this report examines the amount of importance they are accorded and the type of information they contain. The first section discusses the demands that the guides' assumptions make on the teacher in terms of the teacher's knowledge, the teacher-learner relationship, teaching techniques, and classroom management. In the second section the focus is on the practical support that teachers require in order to be able to handle communicative materials and on ways in which that support might be supplemented. The third section analyzes the results of a questionnaire that was distributed to practicing English language teachers in a number of countries. Finally, the fourth section presents a framework of basic features that teachers' guides could contain and briefly examines examples of guides written for current English language teaching materials. The framework of basic features includes the following: attitude to language; attitude to language learning and teaching; background information; linguistic information; rationale for methodology; implementation; evaluation; usability; supplementary work; and practical effort. A questionnaire on the use of teachers' guides to English language coursebooks is appended. Contains 50 references. (LB)

The process by which Irish-speaking regions became English-speaking regions over a period of centuries is examined. The first part argues that schooling played far less of a role in the shift than some scholars have suggested, because schools were not structured to be particularly effective in teaching the second language (English) to Irish-speakers and because 1851 census data suggest widespread illiteracy among Irish-English bilinguals. The second part considers the role that migratory labor may have played in the shift, based on documented demographic patterns and research in other languages supporting this influence in language shift. Excerpts from individual accounts from history are used as illustration. The third part considers whether the diffusion of English in Ireland constitutes pidginization or creolization. Phonological/phonetic and morphological characteristics of Hiberno-English are examined in this context. It is concluded that while aspects of both pidginization and creolization processes are evident, this form of language mixing is unique. Contains 75 references. (MSE)

This study investigated language transfer, particularly in the realm of pragmatics, in a native Korean-speaking student of advanced Japanese. A series of tasks including a verbal report were used to elicit Japanese production and comprehension data. Results indicate that the learner drew heavily on his native language in completing the tasks, but that in pragmatic areas of language his performance deviated from generally accepted linguistic norms to a greater degree than his overall language proficiency would indicate. It is concluded that although language transfer helps learners attain a high level of global proficiency in a closely-related target language, it may be less effective in helping them attain a similar level of pragmatic competence in that language. This suggests that metapragmatic knowledge and affective variables may have a greater influence on development of pragmatic competence than they do on the development of other areas of target-language competence. Issues in the debate in Ireland over Irish language instruction in the schools are reviewed in light of the establishment of the European Economic Community. In the first chapter, three points of view are compared: results of research on Irish, attitudes of the general public, and those of language interest groups. The second chapter provides a brief overview of public language policy from 1922-1950 and outlines results of a 1983 survey of attitudes toward Irish language use and the teaching of Irish to children. Chapter 3 looks at issues of individual and collective rights concerning language usage and attitudes toward use of Irish in primary, secondary, and postsecondary education. The two subsequent chapters address primary school and secondary school Irish curricula and instruction in greater detail. In the final chapter, related concerns are discussed, including the growing cultural diversity in Europe, European Community (EC) policy on multilingualism, EC standards for language usage, languages and the labor market, and additional language policy considerations. A study investigated the evolution of the use of "devil" (or as it is often spelled to represent the vernacular, divil) as part of a negation "Divil a one" (= "not a one") in Irish and Hiberno-English and traces the influence of language contact in this history. While it is found that multiple causes resulted in the development of the "devil" negation, the influences of substrate, superstrate, and universal factors are unequal. It is concluded that the principle of minimal necessity applies here: when substrate influence can be posited for the same structure in two or more language contact situations, and when this influence arises independently in at least one of the situations, the substrate is the primary causal factor in both, unless there is evidence that the structure could not have developed without a contribution from superstrate influence. contains 46 references. This paper presents a comprehensive analysis of the link between age and proficiency in information-processing skills, based on information drawn from the Survey of Adult Skills (PIAAC). The data reveal significant age-related differences in proficiencies, strongly suggesting that proficiency tends to "naturally" decline with age. Age differences in proficiency are, at first sight, substantial. On average across the OECD countries participating in PIAAC, adults aged 55 to 65 score some 30 points less than adults aged 25 to 34 on the PIAAC literacy scale, which is only slightly smaller than the score point difference between tertiary educated and less-than-upper-secondary educated individuals. However, despite their lower levels of proficiency, older individuals do not seem to suffer in terms of labour market outcomes. In particular, they generally earn higher wages, and much of the available empirical evidence suggests that they are not less productive than younger workers. Older and more experienced individuals seem therefore able to compensate the decline in information processing skills with the development of other skills, generally much more difficult to measure. On the other hand, proficiency in information-processing skills remain a strong determinant of important outcomes at all ages: this makes it important to better understand which factors are the most effective in preventing such age-related decline in proficiency, which does not occur to the same extent in all countries and for all individuals. Two broad interventions seem to be particularly promising in this respect. First, it is important to ensure that there is adequate and effective investment in skills development early in the life-cycle: as skills beget skills, starting off with a higher stock of human capital seems also to ensure smaller rates of proficiency decline. Second, it is equally important that policies are in place that provide incentives to individuals (and firms) to invest in skills across the entire working life. In this respect, changes in retirement policies can not only have the short-term effect of providing some reliefs to public finance, but have the potential to radically reshape incentives to stay active, to practice their skills and to invest more in training, thus helping to maintain high levels of proficiency. A study undertaken in Ireland investigated the effectiveness of a second language teaching strategy that focused on grammatical problem-solving. In this approach, the problems are located within the target language system, and the problem-solving involves induction of grammatical rules and use of those rules. Learners are confronted with instances of a specific grammatical problem, from which they induce a generalization about form and function. They are provided with tools for solving the problem, such as examples, hints, and feedback. Learners are then given opportunities to use the rules to confirm them, observe how the new rules interact with others, and explore relationships between linguistic structures and their communicative values. Subjects were approximately 100 secondary school graduates, all foreign nationals, attending pre-university courses leading to the Irish school leaving certificate examination. Participants were placed according to ability level and randomly divided into experimental (problem-solving) and control (conventional grammar instruction) groups. Instruction covered six topics of grammar: articles; quantifiers; past simple vs. present perfect tense; logical connectives for addition, contrast, concession, and cause/effect; relative clauses; and passive voice. Experimental subjects found the approach effective and relevant and achieved greater gains in both competence and performance than did control subjects. (MSE)

Drawing on data collected for a larger study of second language learner characteristics at the Trinity College Dublin (Ireland), a profile of freshmen taking introductory Spanish in 1990-91 is reported. Subjects were 21 students, 20 female and 1 male. Most were of traditional college age, and a few were in their 30s. Almost half had previous Spanish language instruction. Most were also studying another language. Students had a relatively broad-based school education, often concentrating on and doing well in languages and language-related subject areas. The students perceived Spanish as suiting a range of interests, utilitarian, cultural, and other. Most had begun language study after age 10 and in formal instruction, and none had found it difficult. Elements of language learning found congenial included particular kinds of learning materials and classroom activities, and contributions of native speakers and language teachers. Age at which the students had begun formal language instruction (under 12 and over 12 years) was not related to students' later success, but meaningful interaction did appear related to success. Attitudes toward grammar instruction and toward interactions with native speakers also influenced success. A brief bibliography is included. (MSE)

A study of the relationship between university-level second language development and previous language and other experience is described. The study, in its early stages at the time of writing, is being conducted at Trinity College in Dublin, Ireland, and involves students of French, German, Italian, and Spanish. This report describes the subjects and methodology, specific research questions addressed, research instruments and methods, computerization of the database, and some preliminary findings from small-scale studies. Early results concern the relationship between second language experience and second language proficiency, the development of second language lexicon, and the interaction between languages learned (interlanguage) and between language learning experiences. This report aims to show how an emphasis on vocabulary can contribute to courses in English for Specific Purposes (ESP), using the data from two lexical studies. The first study attempts to discover to what extent there may be a general language of science, or semi-technical vocabulary. This type of vocabulary would seem to offer a useful organizing principle for a lexical syllabus in common core ESP courses, and a role for the ESP teacher who finds difficulty in dealing with technical material. The study is concerned with elaborating a definition of the term semi-technical vocabulary using a combination of subjective and objective data, and by applying these criteria to the word list from the LOB Corpus study of a number of scientific disciplines. The second study examines lexical characteristics of one special language, electronics English. It is a lexical needs analysis, attempting to give a group of special interest learners words they need. The study is a count of the frequency items in 20,000 words of electronics English in ten 2,000-word samples. The entire corpus is examined, but the study also focuses on the semi-technical vocabulary of electronics, comparing it with the list developed from the first study. (JL)

Using the 2012 PIAAC data, our analysis confirms that there are significantly higher earnings and employment returns to "both" increasing levels of formally recognised education, and to increasing levels of numeracy, literacy and information and communication technologies (ICT) skills proficiencies controlling for the level of education. Unsurprisingly, the labour market returns to changes in formally recognised levels of education in general exceed the labour market returns associated with increasing levels of skills proficiency. In the case of literacy and numeracy proficiencies, improved literacy and numeracy skills narrow the labour market outcomes gap between individuals with different levels of formally recognised education, but do not close it completely. The analysis demonstrates more substantial returns to ICT skills. Furthermore, possession of higher levels of ICT skills and lower levels of formally recognised qualification are often associated with higher returns compared to individuals with higher levels of formally recognised education but lower ICT proficiency levels. In other words, ICT skills proficiencies often entirely compensate for lower formally recognised qualifications in the labour market. Innovation is essential for the education sector. The ways in which curriculum decision making is organised reflects different implicit approaches on how educational systems pertain to promote innovation in education. Curriculum holds an outstanding place when seeking to promote innovation in education, as it reflects the vision for education by indicating knowledge, skills and values to be taught to students. It may express not only "what" should be taught to students, but also "how" the students should be taught. Curriculum innovations can include new subjects, combinations of old subjects or cross-cutting learning objectives. They may also take a form of new content, concepts, sequencing, time allocation or pedagogy. This paper characterises two contrasted approaches to curriculum decision making and bringing about innovations in education. At one extreme, a prescriptive central curriculum implicitly places the initiative for educational innovations at the level of the central administration. This approach provides strong incentives for schools and teachers to adapt innovations that would not otherwise take place. Innovations, supported by policy measures and informed by research, are brought within the reach of all schools and teachers in an equitable manner. The challenge is then to accommodate local needs and ensure the commitment to and implementation of innovations by schools and teachers. At the other extreme, decentralised curriculum decision making provides schools--and perhaps even teachers--with room to create their own educational innovations. This approach allows for experimentation relevant to individual students and local communities. Innovations are meant to spread through horizontal networks of schools and teachers. The challenge is then to provide incentives for individual schools and teachers to innovate or adapt innovations and ensure that they have equal capacity to do so. The paper provides an overview of various possible approaches linking curriculum policy to educational innovation, it shows that OECD countries can mix these approaches and it discusses elements that can affect those innovations in reality. Focusing on public lower-secondary education, it draws on various OECD and UNESCO data. First, the paper suggests that OECD education systems differ clearly when looking at formal curriculum decision making, although no system relies on a purely central or school-based approach to curriculum innovations. Second, several elements can reduce the "innovation power" of the central curriculum and the "innovation flexibility" of the decentralised curriculum. Third, stakeholders--such as experts, teachers and parents--are able to influence curriculum innovations differently at central and school levels. Innovations in central-level curriculum appear to have widespread possibilities to rely on expert knowledge with consultation with practitioners, parents and the wider public. School level curriculum innovations appear to build mainly on principals and teachers' knowledge with an indirect influence from experts and parents. In January 2007 the Department of Education and Science approached AONTAS about conducting preliminary research into the lifelong learning needs of older people in Ireland. The findings of the research will be submitted to inform the Department's plans to address the educational needs of older people. In drafting this discussion paper, AONTAS has engaged in comprehensive consultation with various organisations and individuals representing the interests of older people in Ireland, as well as older people directly involved in adult and community education. This paper locates the discussion on the lifelong learning needs of older people within the context of existing service provision. It identifies the specific learning requirements of older people, the supports needed to ensure older people's involvement in adult and community education and the current gaps in service provision. Finally the paper offers some recommendations to address the future lifelong learning needs of older people. (Contains 19 footnotes.)

Linking between schools in the United Kingdom and schools in sub-Saharan Africa has been a feature of the educational landscape for more than twenty years, but became a government priority between 2000 and 2010. Whilst the interest in Ireland was less, both countries resourced linking programmes primarily as a means of raising awareness of development issues. Non-governmental organisations (NGOs) also became involved in school linking during the first decade of the twenty-first century with Plan UK and Link Community Development (Link) being the leading organisations in this field. However, due to funding constraints and change in United Kingdom government policy post 2010, both of these NGOs ended their linking programmes in 2011 and 2012 respectively. Link's involvement in school linking came from a development perspective; links were primarily seen as a mechanism for improving schools in sub-Saharan Africa. Development education only became a main feature of their linking programme with their European Union funded project, Partners in Development (PiD), which ran from 2010 to 2012. This project was funded from a development awareness budget line, but the NGO's proposal included development goals within the project. This became a major source of tension that was unresolved throughout the life of the project. This report is an evaluation of the "Partners in Development" project that was based on linking schools in England, Scotland, Wales, and Ireland, with schools in Ghana, Malawi, Uganda, and South Africa. The evidence gathered was based on a combination of quantitative-based questionnaires, interviews with key staff within Link, and in-depth data gathered from a number of schools in Scotland. The main findings of the evaluation are as follows: (1) The Link Schools Programme (LSP) was clearly valued, but its impact was different in the United Kingdom and Ireland from that in South Africa, Ghana, Malawi, and Uganda; (2) The breadth of schools involved, particularly in the United Kingdom, suggests that the programme reached different schools from those which have been involved in other linking programmes; (3) The project suffered from funding criteria that continually focused on a target-driven approach; (4) Link staff became too heavily involved in administration and support; (5) As a consequence, many of the issues that often emerge in linking activities were not fully addressed; (6) The website was popular and the Solar Connect component that provided internet access to some of the schools in Africa was highly valued; and (7) Supported links developed by the Link model clearly have value. This paper discusses the most relevant issues concerning teacher evaluation in primary and secondary education by reviewing the recent literature and analysing current practices within the OECD countries. First, it provides a conceptual framework highlighting key features of teacher evaluation schemes. In particular, it emphasises the importance of clarifying the purposes of teacher appraisal, whether summative when designed to assure that the practices enhancing student learning are undertaken or formative when conducted for further professional development objectives. It also encompasses the diverse criteria and instruments commonly used to assess teachers as well as the actors generally involved in the process and potential consequences for teachers' professional life. Second, it deals with a number of contentious points, including the question of the use of student outcomes to measure teaching performance, the advantages and drawbacks of different approaches given the purpose emphasised and resource restrictions, the implementation difficulties resulting from different stakeholders' interests and possible ways to overcome these obstacles. Finally, it provides an account of current empirical evidence, pointing out mixed results stemming from difficulties in assessing the effects of such evaluation schemes on teaching quality, teachers' motivation and student learning. It concludes by considering the circumstances under which teacher evaluation systems seem to be more effective, fair and reliable. Developing a comprehensive approach to evaluate teachers is critical to make demands for educational best practice compatible with teachers' appropriation of the process as well as to enhance the decisive attractiveness and recognition of the teaching profession. Education plays an essential role in preparing the children of immigrants for participation in the labour market and society. Giving these children opportunities to fully develop their potential is vital for future economic growth and social cohesion in OECD countries. But migrant students in most OECD countries tend to have lower education outcomes than their native peers. Extensive previous research has described the system level, school level and individual level factors that influence the education outcomes of migrant students. Building on such previous research, this paper looks at the ways in which "education policies" can influence these factors to help provide better educational opportunities for migrant students. Do some forms of student (and school) assessment hinder the introduction of innovative educational practices and the development of innovation skills in education systems? This report focuses on the impact of high-stake summative assessment on innovation and argues that it is possible to reconcile high-stakes assessments and examinations through innovative approaches to testing. While necessary, assessment based on high-stake examinations often acts as an incentive to teach or study "to the test". It may thus limit risk-taking by teachers, students and parents, for instance. The problem may be amplified if a system of accountability and incentives uses the results of these examinations and tests to assess teachers and schools. What should be done to ensure that the systems used to assess education systems do not stifle the risk-taking inherent to innovation--and that they foster innovation skills in students? This study proposes three main ways of combining assessment and innovation: 1) developing a wide range of performance measurements for both students and schools; 2) rethinking the alignment of standards and assessment; 3) measuring the impact of assessments on teaching and learning. One way of influencing teaching and learning might be to modify high-stake testing. Systems will adapt to this, and both teaching and learning will focus on acquiring the right skills. Rather than testing the content of learning, standards could relate to cognitive skills such as problem-solving, communicating and reasoning--with test/examination developers adapting those skills to subjects such as mathematics, science or literary analysis. Similarly, more use might be made of innovative assessment methods based on information and communication technologies, inasmuch as these may feature simulation or interactivity, for instance, at a reasonable cost. Focusing the assessment on cognitive processes rather than content would leave more scope for teachers to put in place innovative teaching/learning strategies. This does, however, assume a high standard of professionalism in teachers and an adequate system of continuing training and knowledge management. As a single type of assessment cannot fully capture student learning, one effective strategy might also be to multiply the number of measurements and thus relieve the pressure on students and teachers to perform well in a single, high-visibility, high-stake test. At the same time, this larger number of measurements could provide the necessary input for systems based on accountability, diagnosis and assessment of the effectiveness of innovative practice. Finally, assessing the technical standard of tests and examinations is an integral part of their development, but it is less common to address the impact they have on teaching/learning or the validity of how their results are used. Since assessment is an integral part of the education process, it is just as important to assess tests and examinations as it is other educational practices in order to achieve improvements and innovation in educational assessment, but also in educational practice. The use of mass media as a means of learning a foreign language from the beginning of language study is discussed. Using the media enables many of the features of the natural language acquisition process to be brought into play in a way that much current language teaching material does not. This position is supported by recent research into the processes of reading and listening. The paper also discusses some of the ways in which activities preceding or accompanying the use of media texts can make the texts accessible to a wide variety of learners, including beginners. Beginners can be helped not only to understand foreign language texts but also to create and edit their own texts at a relatively sophisticated level. This approach greatly enriches the comprehensible linguistic input while also reducing affective barriers to language learning. A practical exercise built around an Italian news story and using four newspaper articles and one radio broadcast transcript in Italian as the basis for a series of activities is appended. School systems aspire to provide equal opportunity for all, irrespective of socio-economic status (SES). Much of the criticism of recent school reforms that introduce accountability, autonomy, and choice emphasizes their potentially negative consequences for equity. This report provides new evidence on how national features of accountability, autonomy, and choice are related to the equality of opportunity across countries. We estimate whether student achievement depends more or less on SES in school systems employing these institutional features. The rigorous micro-econometric analyses are based on the PISA 2003 data for more than 180,000 students from 27 OECD countries. The main empirical result is that rather than harming disadvantaged students, accountability, autonomy, and choice appear to be tides that lift all boats. The additional choice created by public funding for private schools in particular is associated with a strong reduction in the dependence of student achievement on SES. External exit exams have a strong positive effect for all students that is slightly smaller for low-SES students. The positive effect of regularly using subjective teacher ratings to assess students is substantially larger for low-SES students. The effect of many other accountability devices does not differ significantly by student SES. School autonomy in determining course content is associated with higher equality of opportunity, while equality of opportunity is lower in countries where more schools have autonomy in hiring teachers. Autonomy in formulating the budget and in establishing starting salaries is not associated with the equity of student outcomes. Inequality of opportunity is substantially higher in school systems that track students at early ages. (Contains 19 footnotes, 6 figures and 9 tables.)

As higher education has grown and state funding has been constrained, the financial sustainability of institutions of higher education (HE) has become an issue for policy makers and for those who govern and manage these institutions. The challenge for governments is to ensure that increasingly autonomous institutions respond to public interest agendas while taking a greater responsibility for their own financial sustainability. The challenge for institutions is to manage an increasingly complex portfolio of aims and funding. This report examines the conditions needed to secure financial sustainability for the future from the national (policy) and institutional (management) perspectives. This international study focuses on the funding systems in the area of higher education in the following countries: Austria, Czech Republic, Denmark, Germany, Ireland, Latvia, Norway, Portugal and Slovak Republic. Each individual country study was designed and conducted within an overall common framework by a project partner from the respective country. By using the stakeholder approach, this study addresses and analyses the effects of funding systems on the higher education system and its institutions. In order to present a comprehensive overview, the study explicitly takes into account the stakeholders' diversity and explores the effects of how funding systems are perceived and assessed differently. The overall results, as well as a summary report of each country, are presented in this publication. Information regarding the main features of higher education funding systems, the formal, explicitly stated interrelationships between the funding system and national higher education policies is provided. Furthermore, the intended and unintended effects of funding systems on higher education in general and on the basic core tasks teaching and research are described and discussed. Institutional strategic responses to the respective funding systems are outlined. The various stakeholders' points of view concerning strengths and weaknesses of funding systems are explored by the researchers. This comprehensive report presents an overview of the most important results and conclusions thus far, but cannot presently provide details. The detailed results and stakeholder views have been focused on in each country's individual report. In addition, the main theoretical foundations related to the study results have been briefly described. The present paper questions the validity of Macnamara's (1966) finding that teaching arithmetic through a bilingual's weaker language leads to retardation in problem arithmetic. By comparing the performance of immersion pupils on an Irish (as a second language) version of the problem arithmetic test with the performance of non-immersion pupils on an English (as a first language) version, Macnamara's study confounds bilinguals' competence in arithmetic with their ability to demonstrate this competence when tested through their weaker language. Macnamara's attempt to demonstrate the equivalence of Irish and English versions of the problem arithmetic test fails to take account of probable differences in Irish competence between the immersion pupils in the pretest and those in the main study. Macnamara rejects Cummins' criticism in a brief reply. Cummins' reply to Macnamara's reply is also provided. (Author/CFM)

This study investigates the differences in the degree of low academic achievement of third and fourth graders living with single-parent families from 11 industrialized countries. The United States ranks first among the countries compared in terms of the achievement gap for children in single- and two-parent families. After controlling for individual and family variables, the gap in the United States shrinks somewhat, but American single-parent children are still more disadvantaged than those in the other countries. Following a cross-national multilevel analysis, which includes family policy and demographic variables at the national level, the study finds single parenthood to be less detrimental where there are family policies equalizing resources between single-parent and other families, such as family or child allowances and parental leave. It also finds that single parenthood is most detrimental for academic achievement in those countries where the percentages of single-parent families are the highest. Findings suggest that policies aimed at increasing family income can offset the detrimental achievement consequences of single parenthood. (Contains 63 references.) (Author/SM)

This highly technical and quantitatively-based study aims to investigate the strategy-affect interaction. The language learning strategies of the subjects were examined to find out the range and frequency of strategy use. The findings served as the basis for investigating the interactions with four affective learner factors: anxiety, self-concept, attributions, and motivation. The profile of the learner who uses strategies frequently is characterized by high motivation for learning English and by attributing success in learning to both effort and task enjoyment. An examination of the extent to which the polylectal grammar, a unified grammar constructed by a listener that subsumes the dialect differences that he has to cope with in a multidialectal situation, is an appropriate means of modelling listeners' receptive command of dialects other than their native one presents evidence that cross-dialectal misunderstandings involving speakers of standard English and speakers of Hiberno-English can be considered symptomatic of a deep-seated structural mismatch between particular grammatical subsystems in the two varieties. It is proposed that for at least some speakers there is little or no awareness of major structural divergences, and that these kinds of misunderstandings should be examined for insights into the strategies that speaker-hearers use in cross-dialectal communication. It is suggested that these and other findings from the literature support the assumption that 100% correct identification of structural cues in utterances is not a necessary prerequisite to viable communication between speakers of different dialects. Results of research attitudes toward the use of Irish in Ireland's schools are examined. The first section reports on three surveys of the adult public in 1973, 1983, and 1985. The second section discusses three surveys among national samples of young people in Ireland in 1980, 1981, and 1983. In the third section, two attitude surveys of primary school teachers are discussed. It is concluded that while there are some technical problems and some differences in emphasis and survey timing, the main surveys reviewed are generally consistent, and that discrepancies occur more in interpretation than in data. With regard to educational policy, the public pursues varied objectives and the majority endorses current policy. It is also generally agreed that "slow learners" and students whose parents do not endorse Irish instruction should not be required to learn Irish. Demand for change appears to come from minority groups with different viewpoints. Teachers are among the groups most proficient in Irish, most favorably disposed to it, and most likely to use it often. They also feel students with low academic or language ability should not be required to learn Irish. A new curriculum is desired. Students and young adults based their judgments on the perceived utility of the language. (MSE)

Research into the sign languages of the deaf is reviewed, particularly as it relates to the study and use of sign language in the Irish context. The first section offers an overview of deafness, the deaf experience, acquisition of linguistic and social identity, the sociology of the deaf community, and the role of sign language. Subsequent sections examine characteristics of and research into the following areas: sign phonology (including handshapes, place of articulation, movement, orientation, constraints on combinations of lexical items, and restrictions on combinations of sublexical components); sign morphology (including the role of classifiers, derivational morphology, inflectional morphology, and morphological modification of nouns and the predicate); and sign language as discourse using space for its structure. A 60-item bibliography is included, and appended materials include illustrations of American Sign Language (ASL) handshapes and transcription symbols, an alternative system for describing the formational properties of ASL, illustrations of minimal contrasts in ASL, a feature system for describing handshape, illustrations of derivational and inflectional ASL morphology, and ASL recursive devices.
