Aim Successional and soil filtering processes are key drivers of the assembly of tropical tree communities, yet little is known about how they interact. Herein, we determine whether successional pathways depend on soil type, how the soil filtering effect varies during forest succession and whether succession is accompanied by changes in trait composition. Methods We used inventory data on 90 dominant tree species (72% of the stems ≥ 30 cm d.b.h.) in 15,420 plots (each 0.5 ha) distributed over an 8300-km2 mosaic of primary and secondary forests on contrasting clay and sandy soils. We gathered data on six traits: dispersal mode, nitrogen fixation, deciduousness, leaf area, wood density and maximum diameter. After validation with historical information, we used a successional index based on pioneer proportion to assess variations in trait composition, and in α- and β-diversity, in forest succession, and within and between soil types. Results Taxonomic and functional dissimilarities between clay and sandy soils decreased continuously during forest succession. Within soil types, early-successional communities had a low taxonomic but relatively high functional α-diversity. At the landscape scale, β-diversity was higher among earlier successional stages, except in rich soils where taxonomic β-diversity was high throughout the succession. Mean values for all traits, except leaf area, showed marked variations during forest succession in both soil types. Main conclusions The effect of soil type on community composition declines during succession, suggesting that the relative importance of neutral processes is higher in mature forests. Successional pathways were fairly similar in both soil types: disturbances reduced taxonomic diversity locally and enhanced β-diversity between sites, probably because the disturbances varied in type. Researchers across disciplines have struggled to understand the entanglement of human-environment relationships. Nowhere are these entanglements more evident than among human communities situated within protected areas. These communities often rely on natural resources, such as wildlife, as an integral component of daily livelihoods. The success of human livelihood strategies and the continued presence of wildlife hinges upon our ability to understand inherently dependent relationships between animals and humans. Using the bushmeat trade as an entry point, this article draws on theoretical developments in anthropology, specifically mutual ecologies and data-based approaches to wildlife management, to examine relationships between hunters and hunted in the Dzanga-Sangha Dense Forest Reserve (APDS). Since the EU’s Common Security and Defence Policy framework became operational in 2003, the Union has undertaken more than 20 crisis management operations. The drivers behind this activity remain debated. This article proposes a fresh interpretation based on governmental interests as defined by domestic political risks and opportunities. It argues that EU governments have tailored Common Security and Defence Policy action so as to satisfy domestic audiences. By way of illustration, this article examines the most ambitious Common Security and Defence Policy operation to date, the EU Force mission in Chad and the Central African Republic, as well as a deliberate non-intervention in a comparable case, in the eastern Democratic Republic of Congo in late 2008. By analysing the positions of the most relevant EU governments in each respective case, this article demonstrates how they corresponded to domestic political logic. Drawing on some 20 interviews with policy-makers, this article provides a theoretical account explaining the motives behind Common Security and Defence Policy decision-making rooted in original empirical evidence. Background Rapid diagnostic tests (RDTs) are the current complement to microscopy for ensuring prompt malaria treatment. We determined the performance of three candidate RDTs (ParacheckTMPf, SD Bioline malaria Ag-Pf and SD Bioline malaria Ag-Pf/pan) for rapid diagnosis of malaria in the Central African Republic. Methods Blood samples from consecutive febrile patients who attended for laboratory analysis of malaria at the three main health centres of Bangui were screened by microscopy and the RDTs. Two reference standards were used to assess the performance of the RDTs: microscopy and, a combination of microscopy plus nested PCR for slides reported as negative, on the assumption that negative results by microscopy were due to sub-patent parasitaemia. Results We analysed 436 samples. Using the combined reference standard of microscopy + PCR, the sensitivity of ParacheckTM-Pf was 85.7% (95% CI, 80.8–89.8%), that of SD Bioline Ag-Pf was 85.4% (95% CI, 80.5–90.7%), and that of SD Bioline Ag-Pf/pan was 88.2% (95% CI, 83.2–92.0%). The tests performed less well in cases of low parasitaemia; however, the sensitivity was > 95% at > 500 parasites/μl. Conclusions Overall, SD Bioline malaria Ag-Pf and SD Bioline malaria Ag-Pf/pan performed slightly better than ParacheckTM-Pf. The invasive Asian tiger mosquito Aedes albopictus (Diptera: Culicidae) was first reported in central Africa in 2000, in Cameroon, with the indigenous mosquito species Ae. aegypti (Diptera: Culicidae). Today, this invasive species is present in almost all countries of the region, including the Central African Republic (CAR), where it was first recorded in 2009. As invasive species of mosquitoes can affect the distribution of native species, resulting in new patterns of vectors and concomitant risk for disease, we undertook a comparative study early and late in the wet season in the capital and the main cities of CAR to document infestation and the ecological preferences of the two species. In addition, we determined the probable geographical origin of invasive populations of Ae. albopictus with two mitochondrial DNA genes, COI and ND5. Analysis revealed that Ae. aegypti was more abundant earlier in the wet season and Ae. albopictus in the late wet season. Used tyres were the most heavily colonized productive larval habitats for both species in both seasons. The invasive species Ae. albopictus predominated over the resident species at all sites in which the two species were sympatric. Mitochondrial DNA analysis revealed broad low genetic diversity, confirming recent introduction of Ae. albopictus in CAR. Phylogeographical analysis based on COI polymorphism indicated that the Ae. albopictus haplotype in the CAR population segregated into two lineages, suggesting multiple sources of Ae. albopictus. Jean-Pierre Bemba is on trial before the International Criminal Court (ICC) based on the legal theory of command responsibility for crimes allegedly committed by Congolese soldiers deployed in the Central African Republic (CAR) at the request of the country’s President Ange-Félix Patassé during the 2002–2003 conflict. Various ICC actors, including prosecutors, judges, witnesses, defense lawyers and victim representatives, have uncritically adopted the term ‘Banyamulenge,’ ordinarily an ethnonym for an eastern Congolese community, to refer to the purported perpetrators of these crimes. This article digs into the origins of the collective labeling of Bemba’s combatants in the CAR. It also examines the possible impact that negative narratives associated with Banyamulenge in the Bemba case may have on the already explosive identity politics in (eastern) Democratic Republic of Congo. Does United Nations peacekeeping protect civilians in civil war? Civilian protection is a primary purpose of UN peacekeeping, yet there is little systematic evidence for whether peacekeeping prevents civilian deaths. We propose that UN peacekeeping can protect civilians if missions are adequately composed of military troops and police in large numbers. Using unique monthly data on the number and type of UN personnel contributed to peacekeeping operations, along with monthly data on civilian deaths from 1991 to 2008 in armed conflicts in Africa, we find that as the UN commits more military and police forces to a peacekeeping mission, fewer civilians are targeted with violence. The effect is substantial-the analyses show that, on average, deploying several thousand troops and several hundred police dramatically reduces civilian killings. We conclude that although the UN is often criticized for its failures, UN peacekeeping is an effective mechanism of civilian protection. [ABSTRACT FROM AUTHOR]

The article presents a practical tool that can assure comparable metrics for the age of forest elephants at the Dzanga Clearing in the Central African Republic. It mentions that reliable individual identification was facilitated by making an identity card as every individual was encountered, recording physical features such as pattern of ear tears and sex. It states that adult males and females older than 40 years averaged 2.32 meters (m) and 1.97 m, respectively.

This article explores the politics of roadblocks in the northeastern reaches of the Central African Republic. Over the past 30 years, roadblocks have become widespread in this area of extremely minimal state institutional presence; they are one symptom of broader processes of militarization. Building on work that sees the state as a set of practices with 'magical' effects, I foreground the unpredictability and negotiation that characterize roadblock encounters to show how they challenge the dominant theories of governance in 'stateless' spaces. Though roadblock workers invoke the idea of the all-powerful state in order to qualify themselves with authorities to dispossess travelers, their practices end up strengthening noncentralized modes of rule, and particularly quests for personal profit. A review is presented of the ticks of the Central African Republic (C.A.R.), based on unpublished data and a literature review. We consider as established in the C.A.R. two species of Argasidae (one species of each of the genera Carios and Ornithodoros) and 49 species of Ixodidae: 5 Ixodes, 11 Amblyomma, 2 Dermacentor, 9 Haemaphysalis, 4 Hyalomma, and 18 Rhipicephalus species, 3 of which belong to the subgenus Boophilus. Two of these species, one Amblyomma and one Dermacentor, may by now have disappeared from the country together with their hosts, the black and white rhinoceroses. Moreover, four other species of Ixodidae have been recorded, but are not necessarily established in the country, and 6 species of Ixodidae have apparently been reported incorrectly; the data for the occurrence of three other species of Ixodidae are uncertain. Rhipicephalus species in the C.A.R. present the greatest difficulties in identification, on the one hand because of uncertainties in taxonomy, particularly in the capensis group, on the other hand because of individual variability, which means that individual specimens cannot always be reliably identified to species. Examining the dissected and cleared gonopore structure of females helps, but is very time-consuming where large numbers are involved. Some of the species of the genus Haemaphysalis are also difficult to identify with certainty. There are only a few species of Hyalomma in the country. We revised also some old records of ticks in C.A.R., which we consider as unreliable and should be disregarded because of subsequent changes in taxonomy and nomenclature, unless the material is still available for examination. Background: Passively acquired maternal antibodies are necessary to protect infants against circulating measles virus until they reach the eligible age of vaccination. Likewise, high levels of population immunity must be achieved and maintained to reduce measles virus transmission. This study was undertaken to (1) assess the presence of maternally acquired measles-specific IgG antibodies among infants less than 9 months of age in Bangui, Central African Republic and (2) determine the immune status of vaccination-age children and the concordance with reported vaccination status. A secondary objective was to describe the presence of rubella-specific IgG antibody in the study population.Methods: Vaccination history and blood samples were collected from 395 children using blotting paper. Samples were analyzed for the presence of measles-specific IgG antibodies using commercial ELISA kits.Results: Measles-specific IgG antibodies were detected in 51.3% of vaccinated children and 27.6% of non-vaccinated children. Maternally derived measles IgG antibodies were present in only 14.8% of infants aged 0-3 months and were absent in all infants aged 4-8 months. The presence of IgG-specific measles antibodies varied among children of vaccination age, from 57.3% for children aged 9 months to 5 years, to 50.6% for children aged 6-9 years and 45.6% for chidren aged 10 years and above. The overall prevalence of rubella-specific IgG was 55.4%, with a high prevalence (87.4%) among children over 10 years of age.Conclusion: The findings suggest that despite efforts to accelerate measles control by giving a second dose of measles vaccine, a large number of children remain susceptible to measles virus. This article analyses the European Union's (EU's) largest European Security and Defence Policy (ESDP) military mission outside Europe to date; Eufor Tchad/RCA was a 3700-strong force involving personnel from 23 states, deployed to Chad and the Central African Republic for 12 months from March 2008. Far from this mission achieving EU 'supremacy' or projecting an 'imperial' reach, an evaluation of its objectives and achievements reveals acute limitations in the EU's ability to project power. The article analyses the context in which Eufor was conceived and deployed. It notes that the mission's weaknesses, like those of the United Nations mission to whom the EU transferred its security role in 2009, reflected its convoluted origins and objectives. Finally, the article examines whether the EU as a unitary actor has the desire or the ability to 'replace' individual European nations--in this case France--in their post-colonial military and 'humanitarian' roles in sub-Saharan Africa. The following is a population-based survey of the Central African Republic (CAR) female refugee population displaced to rural Djohong District of Eastern Cameroon and associated female Cameroonian host population to characterise the prevalence and circumstances of sexual violence. A population-based, multistage, random cluster survey of 600 female heads of household was conducted during March 2010. Women heads of household were asked about demographics, household economy and assets, level of education and sexual violence experienced by the respondent only. The respondents were asked to describe the circumstances of their recent assault. The lifetime prevalence of sexual violence among Djohong district female heads of household is 35.2% (95% CI 28.7–42.2). Among heads of household who reported a lifetime incident of sexual violence, 64.0% (95% CI 54.3–72.5) suffered sexual violence perpetrated by their husband or partner. Among the host population, 3.9% (95% CI 1.4–10.5) reported sexual violence by armed groups compared to 39.0% (95% CI 25.6–54.2) of female refugee heads of household. Women who knew how to add and subtract were less likely to report sexual violence during their lifetime (OR 0.16, 95% CI 0.08–0.34). This article analyses how the security sector reform (SSR) process in the Central African Republic was defined and implemented between 2008 and 2010, putting emphasis on the interactions between national and international actors. It advocates an approach which consists of expanding the agenda of the traditional multilevel governance approach and which seeks to seize both the top-down and the bottom-up dynamics of decision-making processes. The first objective is to capture the sets of actors and procedures which drove the reform process, and to map out the various levels of government at which decisions are made. Secondly - and more fundamentally - the article aims to capture the intermingling of domestic and international decision-making processes, which increasingly overlap and interfere with each other in Southern countries. Background: During 2010, a community-based, sentinel site prospective surveillance system measured mortality, acute malnutrition prevalence, and the coverage of a Médecins Sans Frontières (MSF) intervention in four sous-préfectures of Lobaye prefecture in southwestern Central African Republic. We describe this surveillance system and its evaluation. Methods: Within 24 randomly selected sentinel sites, home visitors performed a census, weekly demographic surveillance of births, deaths, and in- or out-migration, and weekly anthropometry on a sample of children. We evaluated the system through various methods including capture-recapture analysis and repeat census. Results: The system included 18,081 people at baseline. Over 32 weeks, the crude death rate was 1.0 (95% confidence interval [CI]: 0.8-1.2) deaths per 10,000 person-days (35 deaths per 1,000 person-years), with higher values during the rainy season. The under-5 death rate was approximately double. The prevalence of severe acute malnutrition (SAM) was 3.0% (95% CI: 2.3-4.0), almost half featuring kwashiorkor signs. The coverage of SAM treatment was 29.1%. The system detected >90% of deaths, and >90% of death reports appeared valid. However, demographic surveillance yielded discrepancies with the census and an implausible rate of population growth, while the predictive value of SAM classification was around 60%. Discussion: We found evidence of a chronic health crisis in this remote region. MSF's intervention coverage improved progressively. Mortality data appeared valid, but inaccuracies in population denominators and anthropometric measurements were noted. Little attention has been paid to the factual contribution of the state’s security forces to the physical security of African citizens. Reports about security forces adding to a widespread insecurity are frequent: the protectors become violators, and their appearance causes fear, not security. In many African crisis countries the realization of better security forces appears to be an elusive goal, either because violent conflicts are not definitively settled and therefore do not allow for decent reform or because a lack of capacity as a result of material constraints is not easy to remedy. Above all, the political will of governments to reform their security forces, including their composition and structure, is often limited. This contribution compares the security provision by official forces in Liberia and the Central African Republic, two extreme cases of strong and weak international involvement, respectively, in postconflict security-sector reform. However destabilizing illegitimate regime changes are for Africa, they have not caused China to change its policies. Examining five coups that occurred in Africa between 2003 and 2010, this article argues that China did not see the coups as major threats to its interests, but accepted instability as a part of doing business in Africa. China remained sceptical of democracy as an antidote to instability and deeply distrusted the effort of Western countries to promote liberal political standards. China therefore continued to display conservative self-restraint, a preference for unilateralism, and a pragmatic mercantilist policy intended to strengthen its economic presence. Background: Loiasis is a major obstacle to ivermectin treatment for onchocerciasis control and lymphatic filariasis elimination in central Africa. In communities with a high level of loiasis endemicity, there is a significant risk of severe adverse reactions to ivermectin treatment. Information on the geographic distribution of loiasis in Africa is urgently needed but available information is limited. The African Programme for Onchocerciasis Control (APOC) undertook large scale mapping of loiasis in 11 potentially endemic countries using a rapid assessment procedure for loiasis (RAPLOA) that uses a simple questionnaire on the history of eye worm. Methodology/Principal Findings: RAPLOA surveys were done in a spatial sample of 4798 villages covering an area of 2500×3000 km centred on the heartland of loiasis in Africa. The surveys showed high risk levels of loiasis in 10 countries where an estimated 14.4 million people live in high risk areas. There was a strong spatial correlation among RAPLOA data, and kriging was used to produce spatially smoothed contour maps of the interpolated prevalence of eye worm and the predictive probability that the prevalence exceeds 40%. Conclusion/Significance: The contour map of eye worm prevalence provides the first global map of loiasis based on actual survey data. It shows a clear distribution with two zones of hyper endemicity, large areas that are free of loiasis and several borderline or intermediate zones. The surveys detected several previously unknown hyperendemic foci, clarified the distribution of loiasis in the Central African Republic and large parts of the Republic of Congo and the Democratic Republic of Congo for which hardly any information was available, and confirmed known loiasis foci. The new maps of the prevalence of eye worm and the probability that the prevalence exceeds the risk threshold of 40% provide critical information for ivermectin treatment programs among millions of people in Africa. Author Summary: Loiasis is a neglected tropical disease caused by infection with the filarial parasite Loa loa, transmitted by Chrysops vectors. Loiasis has recently emerged as a disease of public health importance when neurologic serious adverse events (SAEs) were reported in individuals with high L. loa microfilaraemia after ivermectin treatment. This had a negative impact on the control of onchocerciasis and lymphatic filariasis in areas of co-endemicity with loiasis. The origin of concessionary politics that shape forest use and management in equatorial Africa can be traced to precolonial and colonial practices. Yet these political processes are constantly being reinvented, and their consequences for ecological and social systems reach far into the future. Gleaned from fieldwork among residents of a protected area and logging zone in Central African Republic (CAR), this concept relates village-level analysis of traditional governance to national and international adoptions of legal concessions of land for the management of natural resources. Constituted through specific phases of prospecting, delimiting, and negotiating control over labor and territory, concessions can be characterized by particular cultural practices: negotiation at local or regional levels of con- cessionary rights that have been formally ceded at a national level; patron-client relationships involving expatriates and/or traditional authorities that mediate or even replace governance by the nation-state; and fields of territorialized identity politics that tend toward relationships of rivalry and alliance across groups for redistribution of wealth through services, gifts, and performances of collective contestation or celebration. Through interpretive analysis of a national holiday celebration in CAR, I explore the legacies and transformations in concessionary politics shaping conservation and logging in that region more broadly and consider their implications for changing environmental governance in equatorial Africa. Background: Measuring human rights violations is particularly challenging during or after armed conflict. A recent nationwide survey in the Central African Republic produced estimates of rates of grave violations against children and adults affected by armed conflict, using an approach known as the "Neighborhood Method". Methods: In June and July, 2009, a random household survey was conducted based on population estimates from the 2003 national census. Clusters were assigned systematically proportional to population size. Respondents in randomly selected households were interviewed regarding incidents of killing, intentional injury, recruitment into armed groups, abduction, sexual abuse and rape between January 1, 2008 and the date of interview, occurring in their homes' and those of their three closest neighbors. Results: Sixty of the selected 69 clusters were surveyed. In total, 599 women were interviewed about events in 2,370 households representing 13,669 persons. Estimates of annual rates of each violation occurring per 1000 people in each of two strata are provided for children between the ages of five and 17, adults 18 years of age and older and the entire population five years and older, along with a combined and weighted national rate. The national rates for children age five to 17 were estimated to be 0.98/1000/year (95% CI: 0.18 - 1.78) for recruitment, 2.56/1000/year (95% CI: 1.50 - 3.62) for abduction, 1.13/1000/year (95% CI: 0.33 - 1.93) for intentional injury, 10.72/ 1000 girls/year (95% CI: 7.40 - 14.04) for rape, and 4.80/1000 girls/year (95% CI: 2.61 - 6.00) for sexual abuse. No reports of any violation against a person under the age of five were recorded and there were no reports of rape or sexual abuse of males. No children were reported to have been killed during the recall period. Rape and abduction were the most frequently reported events. Conclusions: The population-based figures greatly augment existing information on human rights violations in CAR, and represent a step forward in quantifying the protection needs of Central Africans. Government, donors, and international organizations should make use of this data to better inform advocacy, prevention, and response programs, to assist in fundraising, and to develop surveillance activities to monitor child protection concerns. Background: Outbreaks of hepatitis E frequently occur in tropical developing countries during the rainy season due to overflowing drains, short-circuiting of networks of clean water and use of contaminated water from wells. Hepatitis E virus (HEV) infections are usually accompanied by general symptoms of acute liver disease. This study was conducted to define the clinical and epidemiological aspects of the HEV outbreak that occurred in May 2004 in Bangui. Methods: Blood samples were collected from 411 patients aged 1-87 years, most of whom presented with jaundice, asthenia or signs of uncomplicated malaria, for a transversal study from June 2004 to September 2005. Patients were recruited at 11 health care centres, including two referral hospitals, after they had given informed consent. The diagnosis of HEV was made with a commercial ELISA test to detect IgM and/or IgG antibodies. HEV RNA was amplified by RT-PCR to confirm the presence of the viral genome. Results: The most frequent clinical signs found were jaundice (93.4%), vomiting (50.7%), hepatalgia (47.4%), hepatomegaly (30.9%) and asthenia (26.8%), which are the general clinical signs of hepatic disease. Acute hepatitis E was found in 213 patients (51.8%) who were positive for HEV IgM antibodies. The IgG anti-HEV seroprevalence during this outbreak was high (79.5%). The age group 18-34 years was more frequently infected (91.2%) than those aged 1-17 (78.0%) or over 34 (64.9%) (p < 10-6). RT-PCR performed on 127 sera from the 213 IgM-HEV-positive patients was amplified, and the presence of the viral genome was found in 65 samples. Conclusion: Although no specific clinical signs exist for hepatitis E infection, people presenting with jaundice, vomiting, hepatalgia, asthenia, hepatomegaly or distended abdomen with no signs of uncomplicated malaria in tropical developing countries should be sent to a laboratory for testing for hepatitis E. The article offers information on a research conducted to determine the efficacy of treatment of skin yaws lesions by benzathinebenzylpenicillin, in pygmy population in Lobaye, Central African Republic. It is mentioned that yaws is a bacterial infectious disease affecting both skin and bones and is caused by Treponema pallidum pertenue. The disease is endemic in nature and is common in pygmies. It is informed that a cohort analysis was conducted among 243 patients in Lobaye. Also, the advanced stages of the disease are characterized by painful palmoplantar hyperkeratosis and keratoderma. It is observed that the healing rate of lesions on treating with benzathinebenzylpenicillin for five months was 95.9 percent.

Sex differences in physical and indirect aggression have been found in many societies but, to our knowledge, have not been studied in a population of hunter-gatherers. Among Aka foragers of the Central African Republic we tested whether males physically aggressed more than females, and whether females indirectly aggressed more than males, as has been seen in other societies. We also tested predictions of an evolutionary theory of physical strength, anger, and physical aggression. We found a large male bias in physical aggression. Controlling for anger, we found an adult female bias in indirect aggression. Physical strength predicted anger, which predicted hitting, although results were sensitive to the inclusion or exclusion of traditional healers, who were physically and emotionally distinct from other Aka. With some important caveats, our results generally support the predicted sex differences in physical aggression and indirect aggression, and the predicted relationships among anger, strength, and aggression. Many animals aggregate into organized temporary or stable groups under the influence of biotic and abiotic factors, and some studies have shown the influence of habitat features on animal aggregation. This study, conducted from 2002 to 2004 in the Dzanga-Ndoki National Park, Central African Republic, studied a herd of forest buffaloes ( Syncerus caffer nanus) to determine whether spatial aggregation patterns varied by season and habitat. Our results show that both habitat structure and season influenced spatial aggregation patterns. In particular, in open habitats such as clearings, the group covered a larger area when resting and was more rounded in shape compared to group properties noted in forest during the wet season. Moreover, forest buffaloes had a more aggregated spatial distribution when resting in clearings than when in the forest, and individual positions within the herd in the clearing habitat varied with age and sex. In the clearings, the adult male ( n = 24) was generally, on most occasions, located in the centre of the herd ( n = 20), and he was observed at the border only four times. In contrast, females ( n = 80) occupied intermediate ( n = 57), peripheral ( n = 14) and central positions ( n = 9) within the group. Juveniles ( n = 77) also occurred in intermediate ( n = 64) and peripheral positions ( n = 13). National malaria management policy is based upon the availability of effective and affordable antimalarial drugs. This study was undertaken to evaluate the quality of the treatment of uncomplicated malaria cases in Bangui, an area with multidrug-resistant parasites, at a time preceding implementation of a new therapeutic policy relying on the artemisinin derivative combined treatment artemether-lumefantrine. A cross-sectional study was carried out in Bangui city to assess availability of antimalarial drugs and the performances of health workers in the management of uncomplicated malaria. Availability of drugs was recorded in all drugs wholesalers (n = 3), all pharmacies in health facilities (n = 14), private drugstores (n = 15), and in 60 non-official drug shops randomly chosen in the city. Despite a limited efficacy at the time of the survey, chloroquine remained widely available in the official and nonofficial markets. Artemisinin derivatives used in monotherapy or in combination were commonly sold. In health care facilities, 93% of the uncomplicated malaria cases were treated in the absence of any laboratory confirmation and the officially recommended treatment, amodiaquine-sulfadoxine/pyrimethamine, was seldom prescribed. Thus, the national guidelines for the treatment of uncomplicated malaria are not followed by health professionals in Bangui. This article analyses the ways in which rapidly emerging narratives of EU-UN cooperation in military crisis management are rewriting and re-authorizing European practices of military intervention in Africa. By problematizing the underlying assumptions, this article points to the increasing significance of uncertainties about the location of contemporary political life, the location of 'crisis management', and thus to the diverse effects of a crisis management approach to African conflicts. Hence, this article problematizes and challenges a range of powerful normative claims about 'EU crisis management'. The emerging narratives are practices of knowledge and space that shape EU-Africa relations and that create new spaces of intervention, thus establishing and enabling relations of authority and control. The article presents the results of a survey of the herpetofauna of the Passendro, Ndassima and Ao areas north of Bambari in the Central African Republic (CAR) as part of the Environmental Impact Assessment of proposed mining development in these areas. Using pitfall traps and drift fences, field traverses in various habitats, nocturnal surveys and frog calls, the researchers identified the various species of reptiles and amphibians occurring in the area. The different species of serpentes and testudinata in the area were also recorded.

Partial thyroidectomy under local anaesthesia was performed in 49 subsequent individuals in the Central African Republic. Because of the shortage of medical resources, all patients with goitre were scheduled for an operation under local anaesthesia. There were no inclusion or exclusion criteria applied for patient selection for the procedure. Before the operation, patients had received an oral sedation and antibiotic. For infiltration anaesthesia, 1% lignocaine was used. Subtotal bilateral thyroidectomy was performed in 37 patients; 12 patients underwent lobectomy or partial lobectomy of the affected portion of the gland. There were no intraoperative complications in any of the patients. The mean time of the procedure averaged 127 min. There were no postoperative complications noticed in the reported group, and this includes also complications related to laryngeal nerve injury. General condition of the operated on patients allowed for full self-dependency within 4 to 6 h postoperatively. Patients remained under medical surveillance for mean 3 days, and cutaneous stitches were removed on the first postoperative day. General condition of all patients on the day of discharge from hospital was good. Surgery for goitre under local anaesthesia may be a safe alternative where general anaesthesia is not available or contraindicated for medical reasons. [ABSTRACT FROM AUTHOR]

Western gorillas Gorilla gorilla have been exceedingly difficult to habituate to the presence of human observers. Nevertheless, researchers have amassed a wealth of information on population densities and group structure for this ape species by locating and counting the sleeping nests of wild individuals. Such nest-count studies have suggested that western gorilla groups often have multiple silverbacks and these multimale groups occasionally divide into smaller subgroups. However, observational data from forest clearing sites and from a few recently habituated western gorilla groups show no evidence of multimale family groups or of subgrouping. This discrepancy underscores a long-standing question in ape research: How accurately do nesting sites reflect true group compositions? We evaluated these indirect measures of group composition by using DNA from faeces and hair to genetically identify individual gorillas at nesting sites. Samples were collected from unhabituated wild western gorillas ranging near Mondika Research Center in the Central African Republic and Republic of Congo. DNA extracted from these samples was genotyped at up to 10 microsatellite loci and one X–Y homologous locus for sex identification. Individuals were then identified at nesting sites by their unique multilocus genotypes, thus providing a ‘molecular census’ of individual gorillas. Results confirm that western gorillas often build more than one nest at a nesting site and, thus, nest counts can be highly inaccurate indicators of group size and composition. Indeed, we found that nest counts can overestimate group size by as much as 40%, indicating that true gorilla population numbers are probably lower than those reported from census surveys. Several studies have suggested a matrilateral bias in allomaternal (non-maternal) infant and child caregiving. The bias has been associated with the allomother’s certainty of genetic relatedness, where allomothers with high certainty of genetic relatedness will invest more in children because of potential fitness benefits. Using quantitative behavioral observations collected on Ngandu 8- to 12-month-old infants from the Central African Republic, I examine who is caring for infants and test whether certainty of genetic relatedness may influence investment by allomothers. Results indicate a matrilateral bias in caregiving by extended kin members, but this does not affect the total level of care infants receive when fathers and siblings are included in the analysis. These results replicate a previous study done among an adjacent foraging population and emphasize the importance of examining children’s complete social environments when addressing caregiving and child development. This article examines a neglected pattern of the regional crisis in Darfur, Chad, and the Central African Republic: the cross-border activities of combatants with fluid loyalties. The trajectories of Chadian 'ex-liberators' in CAR, which have been little documented, are used to illustrate the regional movements of armed men. The article explains how unemployed Chadian soldiers were recruited to fight with François Bozizé in CAR and why many of them joined other armed groups after Bozizé's takeover. The reconversions of armed combatants, who may easily shift allegiance and cross borders to carry on with their 'politico-military careers', is thus a structural characteristic of the current conflict, which has major implications both at the local and transnational levels. Though insectivory by large-bodied gorillas may be unexpected, researchers have reported it in all populations of gorillas studied to date. Our study of 2 well monitored groups of western gorillas ( Gorilla gorilla gorilla) at Bai Hokou in Dzanga-Ndoki National Park, Central African Republic provides information on frequency and variability of termite consumption (the most commonly eaten insect) as well as some of the first direct observations of the behavior. Pooled data from both groups indicate termite feeding on 34% and 83% of days, through fecal analysis and feeding trails, respectively. Direct observations revealed that termite feeding occurred on 91% of the days for 1 group, in which the silverback fed on termites during 13% of all feeding scans, making termites the most commonly observed food item. The group that had a higher density of termite mounds in its home range consumed termites more frequently than the other group did. A higher proportion of fecal samples from the silverbacks contained termite remains than the ones from adult females and juveniles. Termite consumption was lower during the dry season, but it does not correlate with rainfall, measures of fruit availability, or fruit consumption. Displacements at termite mounds occurred more than expected, indicating that they are a patchy, sought-after food resource. Gorillas did not use tools to extract termites, but they used 2 different techniques to remove them from the cells. Though culture or social traditions may cause the variation in termite consumption across sites, further investigation of termite availability and consumption is necessary to rule out ecological and methodological explanations for observed variations. Background: The antimalarial drug atovaquone specifically targets Plasmodium falciparum cytochrome b (Pfcytb), a mitochondrial gene with uniparental inheritance. Cases of resistance to atovaquone associated with mutant Pfcytb have been reported, justifying efforts to better document the natural polymorphism of this gene. To this end, a large molecular survey was conducted in several malaria endemic areas where atovaquone was not yet in regular use. Methods: The polymorphism of the Pfcytb was analysed by direct sequencing of PCR products corresponding to the full length coding region. Sequence was generated for 671 isolates originating from three continents: Africa (Senegal, Ivory Coast, Central African Republic and Madagascar), Asia (Cambodia) and South America (French Guiana). Results: Overall, 11 polymorphic sites were observed, of which eight were novel mutations. There was a large disparity in the geographic distribution of the mutants. All isolates from Senegal, Central African Republic and Madagascar displayed a Camp/3D7 wild type Pfcytb sequence, as did most samples originating from Cambodia and Ivory Coast. One synonymous (t759a at codon V253V) and two non-synonymous (t553g and a581g at codons F185V and H194R, respectively) singletons were detected in Ivory Coast. Likewise, two synonymous (a126t and c793t at codons -T42T and L265L, respectively) singletons were observed in Cambodia. In contrast, seven mutated sites, affecting seven codons and defining four mutant haplotypes were observed in French Guiana. The wild type allele was observed in only 14% of the French Guiana isolates. The synonymous c688t mutation at position L230L was highly prevalent; the most frequent allele was the c688t single mutant, observed in 84% of the isolates. The codon 268 polymorphisms associated with atovaquone resistance were not observed in the panel the isolates studied. Conclusion: These data along with previously identified Pfcytb field polymorphisms indicate a clustering of molecular signatures, suggesting different ancestral types in South America and other continents. The absence of mutations associated with most atovaquone-proguanil clinical failures indicates that the atovaquone-proguanil association is an interesting treatment option in the study areas. We monitored the impact of habituation for tourism through changes in gorillas' behavior during the habituation process at Bai Hokou (Dzanga-Ndoki National Park, Central African Republic) from August 1996 to December 1999. From August 1998 onwards we focused on one gorilla group: the Munye. During the habituation process, it became increasingly easier to locate and to remain with the gorillas. Their initial reactions of aggression, fear and vocalization upon contact were replaced increasingly by ignoring us. Curiosity appeared to be an intermediate stage in the process. The way in which contacts with the Munye ended became more subdued over time. Regular daily contact is important in promoting habituation. Likewise, contacting gorillas while they are in a tree or in dense forest provides positive results compared to open habitat. Contacts within 10 m and contacts without forewarning the gorillas of observer presence, e.g., via tongue clacking, should be avoided. As of December 1999, habituation had progressed well; habituation of western gorillas is feasible. However, the gorillas experience negative effects during the habituation process, showing, for example, an increase in daily path length, and reactions of aggression, fear and vocalization upon contact. Abstract. A density-dependent model is used to describe the dynamics of an open population of tsetse flies (Diptera: Glossinidae). Immigration (or emigration) takes place when the total population is below (or above) a biologically determined threshold value. The population is also subjected to birth and death rates, as well as to the risk of being trapped (continuously or intermittently). During trapping the population decreases toward a ‘low’ equilibrium population and when trapping ceases the population starts recovering and increases toward a ‘high’ equilibrium. The model is fitted using data collected on trapped flies in four experiments. The first one was conducted with ‘intermittent trapping’ (i.e. several trapping-recovery cycles) on Glossina fuscipes fuscipes Newstead in the Central African Republic (Bangui area). In the other experiments, trapping data on Glossina palpalis palpalis (Robineau-Desvoidy) was collected in ‘aggregate’ form over several days at a time. Two of these were in Congo-Brazzaville (Bouenza area) and one in the Ivory Coast (Vavoua focus). Estimates are derived for the low and high equilibrium values as well as the trapping rate. The estimated effect of sustained trapping is to reduce the population to low equilibrium values that are 85–87% lower than the levels without trapping. The effects of the natural intrinsic growth and of the migration flows cannot be estimated separately because in the model they are mathematically indistinguishable. [ABSTRACT FROM AUTHOR]

Presents the global and national Red List status of cycads known from mainland Africa. Seventy-four taxa (including five as yet undescribed taxa) occur in Angola, Benin, Central African Republic, Democratic Republic of Congo, Ghana, Kenya, Malawi, Mozambique, Nigeria, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. South Africa has the highest richness of cycad taxa (41). Fifty-two of the continent's cycads are confirmed country endemics, and 59% are globally threatened. One undescribed Encephalartos taxon is categorised as extinct (Malawi) and three, Encephalartos woodii Sander, E. relictus P.J.H. Hurter and another undescribed Encephalartos taxon (South Africa), are known only from material in cultivation. The nature and extent of threats to cycads appear to be different in the southern African region compared to the rest of the continent, and illegal collection is thought to be the primary factor. Taxa listed as data deficient primarily occur in war-torn and botanically under-explored areas. The results of the Red Lists are interpreted in terms of life-history strategies and threats. Continental-level conservation efforts are suggested for preserving wild stocks.

We report prevalences and eggs/protozoa per g (EPG; PPG) of helminths and protozoa in gorillas, chimpanzees, agile mangabeys, indigenous Ba'Aka and Bantu, and western researchers at a remote field site in the Central African Republic. We examined fecal samples for eggs, larvae, proglottids, cysts, amoeba, trophozoites, and flagellates. For helminths, strongylates were most prevalent, infecting 82–94% of nonhuman primates (NH) and 30–93% of human (H) groups, followed by ascaroids (14–88% NH; 0–15% H), and threadworms (0–22% NH; 0–29% H). For protozoa, Entamoeba histolytica (2–100% NH; 33–52% H) and trichomonads (11–88% NH; 0–54% H) were most prevalent. Among gorilla samples (n = 156) there were significant age/sex differences in EPG/PPG for strongylates, threadworms, Entamoeba histolytica , and trichomonads, with infants exhibiting the highest mean EPG/PPG for all parasites except trichomonads. Between group analyses revealed that the Ba'Aka had significantly higher mean EPG of strongylates, ascaroids and threadworms than all other primate groups, except the mangabeys. For Entamoeba histolytica, E. coli, Balantidium coli, and Iodamoeba butschlii , the agile mangabeys had significantly higher mean PPG than other groups; for trichomonads, the chimpanzees, and mangabeys had the highest mean PPG. Relative to other African ape sites, the gorillas and chimpanzees at Mondika appear to have high prevalences of intestinal parasites. This may be the result of the high proportion of swamp and seasonally flooded areas, which provide optimal viability for parasite eggs and ova. At Mondika, the significantly higher parasite levels of Ba'Aka probably result from more traditional methods of hygiene and lack of available medical treatment. The Inter-African Mission to Monitor the Implementation of the Bangui Agreements is a peacekeeping operation independent of the United Nations. Its constitution, which was made possible by France, followed the request of the President of the Central African Republic to African Heads of State after the signature of the Bangui Agreements on 25 January 1997. However the intensification of the crisis and the inadequacy of the legal framework of MISAB s intervention required the is sue to be placed by the Security Council under Chapter VII of the UN Charter in order to address the events which threatened regional peace and security in Central Africa. This study explores the association between female circumcision and infertility and fertility, using information from the Demographic and Health Surveys (DHS). In Côte d'Ivoire and Tanzania, circumcised women had lower childlessness, lower infertility by age, and higher total fertility rates than women who were not circumcised; the reverse pattern prevailed in the Central African Republic. In all three countries, however, circumcised women grouped by age at circumcision did not have significantly different odds of infertility nor of having a child than did uncircumcised women, when the effects of covariates were controlled. Thus we find evidence suggesting that the practice of female circumcision does not have a statistically discernible effect on women's ability to reproduce. [ABSTRACT FROM AUTHOR]

In early 1996, 481 women visiting the antenatal services of the 3 major governmental health centres in the capital city of the Central African Republic (CAR) were included in the study. All study participants underwent the health centre's routine gynaecological examination, including laboratory diagnosis of trichomoniasis, candidiasis, gonorrhoea, syphilis and bacterial vaginosis. Cervical secretions and blood samples from study participants were sent to the National STD Reference Centre for diagnosis of Chlamydia trachomatis, Neisseria gonorrhoeae, Candida albicans, Treponema pallidum, and HIV. Overall, 34% of the study women were diagnosed with at least one sexually transmitted infection (STI) (3.1% N. gonorrhoeae, 6.2% C. trachomatis, 9.9% T. vaginalis, 6.7% T. pallidum, 12.2% HIV-1). In addition, 29.1% of women were diagnosed with bacterial vaginosis and 46.6% with candidiasis. Only a small proportion of these women had sought treatment during the weeks before, despite the recognition of genital symptoms. Self-reported and health worker-recognized symptoms, signs and laboratory results exhibited only low sensitivities, specificities, and positive predictive values in the diagnosis of STIs. These findings confirm the high vulnerability of young African women to STIs and emphasize the need for specific control interventions which should include affordable and user-friendly services. Moreover, these results call for more effective quality control in case of laboratory-based STI control strategies and question the validity of syndromic STI management strategies in women attending antenatal care services in Africa. In Bambari and Bria, 2 towns in the Central African Republic (CAR), we analysed a patient-led partner referral programme within enhanced sexually transmitted disease (STD) services. New (index) patients received syndromic management, counselling about notifying and treating contacts, and vouchers for distribution. From October 1993 to February 1996, 5232 and 4320 patient visits, of which 1814 (35%) and 4320 (30%) were contact referral visits, were logged in Bambari and Bria, respectively. Vouchers were distributed for at least 90% of contacts. Index and contact patients had similar age and sex distributions. In both towns, having a spouse (Bambari: odds ratio [OR] 1.5, 95% confidence interval [CI] 1.4-1.7; Bria: OR 1.9, 95% CI 1.5-2.3) was a factor associated with successful referral of a partner. Successful referral was accomplished by both male and female patients. Appropriate counselling techniques and vouchers facilitated partner referral.
