This paper aims to evaluate the state of Greek-Turkish relations in light of recent developments in the reconfiguration of Turkish foreign policy. Following twenty years of détente and relative calm in bilateral relations, the year 2020 witnessed two escalations in Greek-Turkish relations, one in March involving refugees and immigrants on the Greek-Turkish land border and another in August involving military vessels of the two countries. The refugee crisis and potential military conflict regarding energy exploration in the Eastern Mediterranean have raised tensions at a moment the political and institutional tools for the promotion of conflict resolution between Greece and Turkey linked to Turkey's EU membership perspective appear to be obsolete. This article explores how the concept of military service develops in the post-conflict society of Cyprus (RoC), following its accession to the European Union (EU). It is based on an exhaustive series of individual interviews with soldiers, lawyers, politicians, ambassadors and civilians, as well as an analysis of media content. The article sets out exactly how EU accession presented a confusing ideological trajectory for the army, lowering motivation for defending the border against occupying forces. The diminishing value of military service takes place against a background of changing masculine ideals. Moreover, defence diplomacy aiming to create energy alliances between EU member states against Turkey had the unintended consequence of young men further disassociating from direct involvement in the defence project. The article also analyses a number of policies developed to deal with conscription issues. Through the case study of Cyprus, we come to see how policy on military service during the EU accession process should incorporate changing civil-military relations. [ABSTRACT FROM AUTHOR]

This study addresses the official culture of the Republic of Cyprus as it has been promoted through the postage stamps released by the state between 1960 and 2013. The theoretical framework of this study is derived from relevant theories on the cultivation of official cultures, through visual communication, specifically postage stamps, in association with the social and political situation concerning the Republic of Cyprus. The corpus has been analysed using quantitative content analysis and the development of certain categories in relation to landmark dates for the country’s history has been studied. According to the findings, the official culture of the state has favoured topics that highlight the island’s long history and has accentuated the importance of religion as part of the official repertoire. Nonetheless, there are strong indications deriving from the analysis of the corpus that there has been a shift in the representation of the official culture since the country became a member of the EU. This article investigates the impact of the European Union ( EU) on the Turkish-Cypriot civil society, pegged to the Europeanization debate. The article contributes to the discussion on Europeanization and the role of the EU in contested states, which remains a neglected topic in the literature. The argument advanced is that a series of factors that relate to the contested statehood of the Turkish-Cypriot case mediate the occurrence of Europeanization and they often contribute to an exceptional EU impact on domestic civil society. In this regard, the Turkish-Cypriot example has strong comparative value for the study of the international role of the EU, the Europeanization of contested states and the importance that the EU places on contacts with civil society, as an alternative avenue to relations with states. The article examines why a comprehensive settlement to resolve the Cyprus problem has yet to be reached despite the existence of a positive incentive structure and the proactive involvement of regional and international organizations, including the European Union and the United Nations. To address this question, evidence from critical turning points in foreign policy decision-making in Turkey, Greece and the two communities in Cyprus is drawn on. The role of hegemonic political discourses is emphasized, and it is argued that the latter have prevented an accurate evaluation of incentives that could have set the stage for a constructive settlement. However, despite the political debacle in the Cypriot negotiations, success stories have emerged, such as the reactivation of the Committee for Missing Persons (CMP), a defunct body for almost 25 years, to become the most successful bi-communal project following Cyprus's EU accession. This article analyzes Turkey's relationship with the European Union (EU) against the background of the latest Turkish parliamentary elections in June 2011. The main argument is that Turkey's European transformation at home and abroad will continue under the third term of the Justice and Development Party rule, yet Turkish rulers will increasingly find it difficult to put EU membership issue at the center of this process. At present, it appears that neither is the EU eager and flexible as to offer Turkey credible membership prospects nor is Turkey's ruling party maintaining the same degree of commitment to the EU as it had during its first term in government. Rather than the dynamics of the accession process, the growing need to find a solution to the decade-long Kurdish dispute in a liberal-democratic fashion as well as Turkey's ability to deal with the rising foreign and security policy challenges in the context of the Arab Spring will shape Turkey's European transformation in years ahead. This article discusses the role of the European Union (EU) in the Cyprus problem before and after accession in 2004. It is argued that, before 2004, Brussels provided limited incentives to the Greek Cypriots to contribute to resolution but, on the other hand, triggered a pro-solution/ EU trend amongst the Turkish Cypriots. On the contrary, in the post-accession era, the EU's aptitude to contribute to a solution has further decreased: Greek Cypriots remain with inadequate EU-induced motivation to pursue resolution, while the pro-solution/ EU feelings of the Turkish Cypriots have receded, also due to Brussels' failure to fulfill their expectations. While most of the literature on Cyprus has focused on the pre-accession period, the article offers a much needed insight into the EU's role before and after Cyprus' EU entry. Following the failure of the 2004 UN-led referendum, the entry of a divided Cyprus into the European Union has introduced an unprecedented anomaly within the Union's system. This paper argues that this anomaly entails a complex pattern of contradictions between EU law and the European Union's political perspective on Cyprus that has weakened both EU law and the European Union's conflict-resolution capacity in regard to inter-ethnic relations in Cyprus, Cyprus-Turkish relations and EU-Turkish relations. The enquiry concludes with an exploration of EU strategies for addressing the Cyprus anomaly in a manner that realigns EU law and the European Union's peace-building capacity for the Eastern Mediterranean. New Democracy's victory in the March 2004 Greek elections immediately raised questions about the continued development of the process of rapprochement between Greece and Turkey, begun five years earlier in 1999. However, concerns were misplaced. The incoming administration made it clear that it intended to maintain the policy of détente. Like the previous PASOK government, it sought to minimise the role of Cyprus as a factor in bilateral relations and continued to support Turkey's membership of the European Union. The differences that have arisen between New Democracy and PASOK appear to be more a result of the differing styles of George Papandreou and Petros Molyviatis, the two foreign ministers, than of any significant disparity in basic foreign policy principles. This essay analyzes the views of the governments of Greece and Cyprus towards the question of Turkish membership in the European Union. Specifically, it shows that fundamental differences have emerged in the way in which the two perceive the benefits of Turkish engagement with the EU. For Greece, Turkish accession is seen as a transformative process. For the Greek Cypriots, the process of Turkish accession is viewed as a form of leverage. Moreover, and contrary to the prevailing view in certain quarters, there is no evidence of Greek collusion in Greek Cypriot thinking.
