This paper studies the association between caregiver--child interactions and early childhood development in literacy and numeracy in West and Central Africa. Data comes from Multiple Cluster Indicator Surveys (MICS) conducted in Central African Republic, Chad, Democratic Republic of the Congo, Gambia, Ghana, Guinea-Bissau, Sierra Leone, and Togo between 2017 and 2020. A multilevel logistic regression is used to estimate the likelihood of being developmentally on track for 35,752 children aged 3-4 years. The results indicate that cognitively stimulating interactions with caregivers such as reading and telling stories are correlated with a higher likelihood of being developmentally on track. Interactions with mothers are associated with significantly higher odds of being developmentally on track but not interactions with fathers.

The growing population of young people in the world today makes them an indispensable factor in international, regional, national and local development today. The UN World Programme of Action for Youth (WPAY) and the African Union's African Youth Charter all attest to the concern development stakeholders pay to youth development. This paper analysis youth policy within 9 member states of the Central African Sub region, showcasing the vital, yet significant role that polities are creating in fostering an enabling environment for youth participation. It explores the tenets of youth policy within this sub region by depicting how the participation of youths in societal activities and decision making instances should be an asset and a prerequisite for sustainable economic growth and social development. It also expresses abysmal concern about the magnitude of youth unemployment and underemployment throughout in Africa and its profound implications for the future of our societies, particularly those residing in the Central African sub region. The study is descriptive and applies a qualitative approach based on expert interviews and desk research. It employs the explanatory case study approach, and the combined anthropological research techniques through the use of key informant interview, written records and non-participant observations. The authors also conducted research in major databases like google scholar, PUB Med with the search phrase being youth policies, participation and youth governance. The 2016 Youth Development Index Report indicates that all 9 Central African countries have a low index, and 4 of the 9 countries are ranked in the bottom 10 of the classification. The findings also reveal that conflicts, underdevelopment and lack of political willingness are customarily accountable for the lagging of this Sub region in youth policy matters. The paper also proposes indicators to monitor and evaluate Youth Policies in the Central African Sub region, using the model proposed by Tanya BASARAB, develop initiatives to promote youth participation, and encourage networking among youth organizations and institutions with the Central African Sub region.

In this paper we present a cross-cultural study of toddler interactions with other juveniles (1-15 years of age) in two small-scale societies, the Bofi farmers and foragers of Central Africa. This paper provides a unique perspective because child development studies have predominantly been conducted in Western industrialized settings. Most studies of juvenile interactions among non-Western small-scale cultures have focused either on sibling caretaking or the functional value of juvenile play-groups, while little attention has been given to various types of juvenile interactions. In this study we utilized naturalistic observations of 21 Bofi farmer and 22 Bofi forager toddlers to examine the role of cultural group and age in how toddlers interact with other juveniles, specifically with respect to caretaking, social, and conflict interactions. Toddler-juvenile caretaking interactions were quite similar among the Bofi foragers and farmers despite differing parental ethno-theories about juvenile caretaking, and age effects were apparent only among the farmers. Toddler-juvenile social interactions were predicted by both age and cultural group: Toddlers engaged socially with juveniles more as they grew older in both groups, but farmer toddlers interacted with juveniles more than did forager toddlers overall. Bofi farmer and forager toddler conflicts appeared quite infrequent by Western standards, although cultural group differences were apparent: Farmer toddler engaged in more conflict with juveniles than forager toddlers did. Lastly, the topics of conflicts varied according to cultural group, but not age: Farmer toddler conflicts were more often related to disagreements over objects and responses to physical aggression than were forager toddler conflicts.

Abstract: The Central African Republic (CAR) has been a theater of hostilities for decades, in- cluding the Seleka rebellion in December 2012, which caused religious-based discrimination, especially between the Muslim minority and Christian majority. Opportunistic political leaders and armed groups have misused religion for political and egocentric gains in the CAR. The pur- pose of this qualitative content analysis research is to investigate the use of religion for political motives in the CAR and how such actions impact conflict and sectarian divides in the so-called phantom state. The paper recommends ways to mitigate political influence and the misuse of religion by political and armed group actors in the CAR. Very little or no literature on conflict in the CAR has specifically addressed the influence of politics on religion and how it contributes to fueling conflict in the country. This study fills the gaps in the literature by investigating the historical narratives of the CAR conflict while highlighting instances of political abuse of religion. A review of existing literature on the political manipulation of religion establishes the basis for a critical analysis of the influence of politics on religion in the CAR and its impact on conflict. "What explains the feeling of being disempowered? The literature on aspirations suggests subjectively deprived people may feel disempowered because they consider that any improvement to their lot is simply out of their reach. The present paper provides original and robust evidence that, alongside the well-known objective capabilities related to skills, assets and opportunities, psychological capabilities linked to aspirations also matter. Based on a Central African household survey and tackling endogeneity issues, we show that: (i) feeling subjectively more deprived decreases the probability of reporting a high level of empowerment, defined as power from within, that is the power to change one's life; (ii) the probability of reporting empowerment decreases with the size of the aspirations gap, defined as the negative gap between one's level of subjective wealth and the locality's mean level; (iii) the capability framework is a relevant one to address the complex links between aspirations and empowerment." How do public procurement practices influence effective public financial management (PFM) in Africa? Notwithstanding the several public procurement reforms to improve PFM in Africa, outcomes have not been sustainable. Prior studies have failed to explain this phenomenon. With a descriptive case study design based on comprehensive datasets, this paper explains this situation with three key factors underlying the public procurement environment in three African countries: Ethiopia, Central African Republic, and Ghana. From the agency theory lenses, these factors affect the agency cost in public administrative systems necessary for addressing the agency problems in public procurement management towards desired PFM outcomes. This paper investigates the geochemistry of bulk rock and infers the petrogenesis of ultramafic rocks in the Boali Precambrian terrane in Mbi Valley, in the North of the Central African Republic (CAR). The studied rocks comprise coarse primary olivine and orthopyroxene relics (dominant phase), magnesio-hornblende, magnetite, and antigorite. Whole-rock analysis indicates low SiO2 (average of 43.14 wt%) and high MgO (19.84–26.98 wt%) contents and their Mg number (Mg#) ranges from 74 to 82. They display high Ni (526–865 ppm), Cr (1500–3680 ppm) contents. AFM (Na2O-K2O)-FeO-MgO) and ACM (Al2O3-CaO-MgO) ternary diagrams have revealed that the studied samples correspond to arc-related ultramafic cumulates. Chondrite-normalized REE plots display an increasing trend from La to Sm (CeN/SmN: 0.74–1.81), weak negative to no Eu (Eu/Eu* = 0.72–1.05) and strong negative Ce (Ce/Ce* = 0.33–0.98) anomalies. Primitive mantle normalized of multi-element diagrams exhibit LREE enrichment and large ion lithophile elements (LILE) relative to high field strength elements (HFSE), and notable negative anomalies in Nb. This suggests the generation of the parent melt by slab dehydration and wedge melting processes. In addition, incompatible trace element composition and ratios assumed that the source magma had an enhanced mantle source associated with a prominent influence of continental crust. Metasomatism of mantle wedge by plate-dehydrated, LILE-rich fluids and the incorporation of sediments derived from subduction explain the enhancement of the source. Integrated major and trace element compositions jointly with the tectonic reconstruction of this region and LA-ICP-MS U–Pb data on zircon constrain the emplacement age at ca. 2099 Ma in a continental margin arc setting involving subduction of an oceanic plate beneath the continental lithosphere, dehydration of the slab and mantle wedge melting. This result intimate that the remnants of Paleoproterozoic oceanic crust or subduction event and subsequent basins closure extended from the Congo craton in Cameroon to CAR and NE Brazil. Objectives: With a fourth of all under-five children affected, stunting remains one of the biggest health challenges worldwide. Even though the main underlying factors are known, the exact pathways to stunting varying in affected regions, and interventions thus need to be tailored to the local contexts. This study aimed assessing and comparing factors associated with stunting in two understudied sub-Saharan urban contexts with some of the highest stunting prevalence globally: Bangui, Central African Republic (~ 36%) and Antananarivo, Madagascar (42%). Methods: We performed a case–control study on 175 + 194 stunted and 237 + 230 non-stunted control children aged 2–5 years and matched for age, gender and district of residency. Factors associated with stunting were identified using a standardized, paper questionnaire delivered by trained interviewers. Statistical analysis was done using logistic regression modelling. Results: In both sites, formal maternal education lowered the risk of being stunted and restricted access to soap, suffering of anaemia and low birth weight were associated with higher risk of stunting. Short maternal stature, household head different from parents, diarrhoea and coughing were associated with an increased risk and continuing breastfeeding was associated with a lower risk of stunting in Antananarivo. Previous severe undernutrition and dermatitis/ fungal skin infections were associated with higher and changes in diet during pregnancy with lower risk of stunting in Bangui. Conclusions: Our results suggest maternal education, antenatal care, iron supplementation and simple WASH interventions such as using soap and infection control as general and breastfeeding (Antananarivo) or better nutrition (Bangui) as area-specified interventions. This paper postulates that highly educated leaders matter in economic growth and development and that this is one of the fundamental causes of the differences in income between countries. To verify this assertion, we examine Central African Republic and Singapore within the neoclassical growth model that incorporates educational attainments of leaders as the functionally relevant explanatory variable. We found the mean years of schooling of educated leaders to be statistically and significantly different in both countries, but more importantly, educational attainments of leaders have a positive and statistically significant effect on economic growth in Singapore, but negative in Central African Republic. This article analyses the ways in which the nomadic Mbororo's claim to grazing land in the territorial margins of the Central African Republic (CAR) has shifted under the influence of increased competition. It unpacks the ambiguities of a nomadic lifestyle that requires navigation between acquired political inclusion, and increasing social exclusion. The paper explores how the Mbororo adapted their strategies under the influence of changing political and security situations since their arrival in the country around a century ago. The Mbororo's initial strategy to keep a low profile and occupy the largely empty pastures came under pressure due to increased competition from various armed groups over the territorial margins. Rebel groups, transhumance, poachers, and highway bandits now occupy the same territories for their political and economic projects. The country's recent and ongoing crisis has imposed unprecedented new challenges. The Mbororo adapted their strategies to uphold their claims to land and belonging: the majority temporarily sought exile, while some others have resorted to joining armed groups. Meanwhile, their political and economic inclusion weakened and their cattle became one of the main sources financing the conflict economy. The paper argues that increasing social and political marginality combined with the violence in the territorial margins will make it hard for the Mbororo to reclaim the Central African pastures that are the heart of their lives and livelihoods. Treatment of acute malnutrition requires novel approaches to improve coverage, reduce costs and improve the efficiency of standard protocols that separate the management of moderate acute malnutrition (MAM) and severe acute malnutrition (SAM). The use of simplified, combined protocols to treat both MAM and SAM has drawn research and policy interest among global, regional and national stakeholders. However, the perspectives of local communities and health care workers regarding the use of protocols to treat acute malnutrition in a routine health care system are generally lacking. This was a cross‐sectional mixed‐methods study aimed at assessing the perceptions of different stakeholders on the use of a simplified, combined protocol in two districts in the Central African Republic. Most of the respondents preferred the simplified, combined protocol over the standard protocol. They generally agreed that the protocol was easy to understand, allowed more children to receive treatment and was effective in treating acute malnutrition. The protocol modifications were well received, including the expanded admission criteria, use of mid‐upper arm circumference (MUAC) only for admission and discharge criteria and reduced and simplified ready‐to‐use therapeutic food quantity to treat MAM and SAM. Some caregivers expressed concern with the use of MUAC only to declare recovery, flagging that underlying illnesses could still be present. The caregivers recommended the provision of other food basket interventions to improve the treatment. The support by caregivers and health care workers on the idea of training community health volunteers to treat acute malnutrition points to the potential of scaling up decentralized treatment to increase coverage in remote areas. Key messages: The use of the simplified, combined protocol to treat acute malnutrition received overwhelming support from most stakeholders involved in implementation.Stakeholders were supportive of the use of the protocol to provide care for both severe acute malnutrition (SAM) and moderate acute malnutrition (MAM) children with a shorter length of stay in treatment.Most stakeholders supported the use of mid‐upper arm circumference only for the admission and discharge of children.The majority of stakeholders reported that the ready‐to‐use therapeutic food given for MAM and SAM was sufficient for the child's recovery.The idea of training and equipping community health volunteers to treat acute malnutrition was well supported by caregivers and health care workers and should be explored further. Background: The use of medical abortion using either a combination of mifepristone and misoprostol, or misoprostol alone has contributed to increased safety and decreased mortality and morbidity. The availability of quality medical abortion medicines is an essential component in the provision of quality abortion care. Understanding the factors that influence the availability of medical abortion medicines is important to help in-country policymakers, program planners, and providers improve availability and use of medical abortion. Methods: Using a national assessment protocol and an availability framework, we assessed the availability of medical abortion medicines across five elements (Registration & Quality Assurance, Policy & Financing, Procurement & Distribution, Provider Knowledge, and End-user Knowledge) in eight countries: Botswana, Burkina Faso, Central African Republic, Democratic Republic of the Congo, Eswatini, Lesotho, Namibia and Uganda between November 2020 and November 2021. The assessment included an online desk review and virtual or telephone-based key informant interviews. Results: Registration of medical abortion medicines—misoprostol or co-packaged mifepristone and misoprostol products (combi-pack)—was established in all countries, except the Central African Republic. In Lesotho and Eswatini, the national regulatory agency is still in development and importation of Cytotec™ misoprostol is permitted for off-label use in obstetrics/gynecology. Misoprostol was included in all countries' essential medicines lists, except Botswana. Burkina Faso and Democratic Republic of the Congo also include mifepristone on their essential medicines list and medical abortion regimens in national abortion care service and delivery guidelines. Additionally, guidelines clarified health worker roles in the provision of abortion care specific to the legal context of each country and permitted task-shifting of abortion service provision. Where guidelines did not exist, medical abortion medicines and their use were not well integrated into the public health care system. Community awareness activities on abortion rights and services have been limited in scope across the countries assessed, however, end-users' awareness of misoprostol as a medical abortion medicine was reported. Conclusion: The national landscape assessments identified several cross-cutting opportunities to improve availability of medical abortion medicines, including importing quality-assured medical abortion medicines; developing nationally approved abortion service and delivery guidelines that optimize healthcare worker roles; and expanding communication strategies to reach end-users and pharmacists. Despite numerous sites attributed to Early Stone Age (ESA), the emergence and diversification of lithic industries in Central African Republic is still challenging for discussion. Among all these sites, those located near Baboungué village have been reported by Roger de Bayle des Hermens in the late 1960s, and provided artifacts from two localities, namely Baboungué 1 and Baboungué 2. Both sites are situated around 800 meters from Baboungué village within the Sangha River alluvial deposits. Nowadays, the lithic assemblages from Baboungué are stored at the Institut de Paléontologie Humaine , Paris, France. In this paper, we reappraise a selection of 90 pieces from both localities (Baboungué 1 = 26 and Baboungué 2 = 74), which have already been identified and classified by R. de Bayle des Hermens in " Recherches préhistoriques en République centrafricaine " (1975). He used a morphological and typological approach. We decided to apply a new technological approach on these collections. Reduction strategies (flaking and shaping) and techno-functional analysis were applied with a focus on the shaped tools and pebble tools. Even though, the classification made by R. de Bayle des Hermens is taken into consideration in our study. We introduced several new categories such as Large Flake Tools, and Trifacial Shaped Tools. We expose the unexpected diversity of Baboungué shaped tools and pebble tools both in terms of production and techno-function (structural specificities). This paper also describes for the first time the trifacial shaping strategies for Central African ESA, whereas traditional ESA bifacial shaping is absent. A simplified, combined protocol admitting children with a mid‐upper‐arm circumference (MUAC) of <125 mm or oedema to malnutrition treatment with ready‐to‐use therapeutic food (RUTF) uses two sachets of RUTF per day of those with MUAC < 115 mm and/or oedema and one sachet of RUTF per day for those with MUAC 115–<125 mm. This treatment previously demonstrated noninferior programmatic outcomes compared with standard treatment and high recovery in a routine setting. We aimed to observe the protocol's effectiveness in a routine setting at scale, in two health districts of the Central African Republic through an observational cohort study. The pilot enrolled children for 1 year in consortium by the Ministry of Health and nongovernmental partners. A total of 7909 children were admitted to the simplified, combined treatment. Treatment resulted in an 81.2% overall recovery, with a mean length of stay (LOS) of 38.7 days and a mean RUTF consumption of 43.4 sachets per child treated. Among children admitted with MUAC < 115 mm or oedema, 67.9% recovered with a mean LOS of 48.1 days and consumed an average of 70.9 RUTF sachets. Programme performance differed between the two districts, with an overall defaulting rate of 31.1% in the Kouango‐Grimari health district, compared to 8.2% in Kemo. Response to treatment by children admitted with severe acute malnutrition (SAM) by MUAC and SAM by oedema was similar. The simplified, combined protocol resulted in a satisfactory overall recovery and low RUTF consumption per child treated, with further need to understand defaulting in the context. Key messages: The simplified, combined protocol with a mid‐upper‐arm circumference (MUAC)‐based ready‐to‐use therapeutic food (RUTF) resulted in a recovery rate that reached SPHERE standards, low length of stay and low RUTF consumption per child among all children treated.Response to treatment was similar among children admitted with severe acute malnutrition (SAM) by oedema and those admitted SAM by MUAC.Contextual factors such as insecurity and stockouts in treatment products affect programme outcomes by increasing defaulting and decreasing recovery rates.The simplified, combined protocol might present an opportunity to treat more children with less product; decentralised delivery should continue to be explored. Background: Ongoing conflict between multiple armed groups, including pastoralist herders in the Central African Republic (CAR) causes frequent population displacements, food insecurity and scarcity of healthcare services. The inaccessibility and insecurity of many areas of CAR limit data collection and assessments from national nutritional surveys. Community health workers (CHWs) trained by an international non-governmental organisation, The MENTOR Initiative, deliver basic healthcare to children under 5 years old living in hard-to-reach and conflict-affected areas in eight subprefectures of north-west CAR. Their nutritional status and its associations with geography, malaria, season and conflict are unknown. Methods: CHW monthly records (October 2015–August 2021), Armed Conflict Location and Event Data project conflict data and The World Bank Group meteorological data for eight subprefectures of north-west CAR were analysed. Associations between counts of global acute malnutrition (GAM) assessed by mid-upper arm circumference and malaria, season and conflict were investigated using negative binomial regression. Results: Of the 457,325 consultations with children aged 6–59 months, 6.2% and 0.4% were classified as moderately or severely malnourished, respectively. The negative binomial model demonstrated differences in counts of GAM by subprefecture. Counts of GAM were positively associated with the case rate of severe malaria (IRR = 1.045; 95% CI: 1.04–1.06) and the rainy season (July–September) (IRR = 1.10; 95% CI: 1.03–1.17). Conflict events coded as Battles in ACLED were associated with lower counts of GAM (IRR = 0.78; 95% CI: 0.62–0.97). Conclusions: This analysis shows geographical differences in levels of malnutrition in north-west CAR and demonstrates clear associations between malnutrition, season and malaria. It provides evidence that levels of GAM may be underestimated in north-west CAR in areas experiencing conflict. These findings highlight the need for targeted nutritional support to reach children most at risk of malnutrition. Youth as a category that informs international interventions in conflict-affected settings has gained currency in the past decade. This article traces the rising rhetoric of youth in UN Disarmament, Demobilization and Reintegration (DDR) discourse and demonstrates how changes in its dominant representations have implications beyond the matter of semantics. Drawing on post-structuralist traditions, the article highlights how the DDR discourse delineates problems through particular framings that call forth certain solutions, which in turn reinforce the very (mis)understandings that underlie the interventions. A case study from the Central African Republic illustrates how the hegemonic representation of youth-as-troublemakers in UN documents, together with a compelling narrative that naturalized the link between youth, unemployment and violence, made possible and conferred legitimacy to the proliferation of projects with an overwhelming economic focus. The article discusses how the resource landscape, such as opportunities to unlock earmarked funding, incentivizes the reproduction of certain constructions of youth that align with today's policy panic around violent extremism. In so doing, it puts into question the instrumental approach towards discourse by pointing to surprising ways in which discourses become appropriated by both international peacebuilders and the 'subjects' of these interventions. This paper examines the transition in the Central African Republic (CAR) after its first multiparty election in 1993. With the election of Faustin-Archange Touadéra on March 1, 2016, reflecting on the past twenty years is relevant to understand the challenges the new president faces. This article focuses on the insecurity of elites as having no ontological core to explain why the governing elite in the CAR relies on a neopatrimonial style of governing. Consequently, as the elite's insecurity increases, neopatrimonialism moves towards a narrower clientelism in which resources only reach an increasingly small circle of cronies. The article concludes that insecurity is linked to the exclusionist policies that have prevented the democratic transition in the CAR. [ABSTRACT FROM AUTHOR]

Beginning in 2013, the Central African Republic has been engulfed in a civil war pitting successive governments against a substantial number of armed groups who also compete against each other for control over territory, population and resources. Some of these groups are claiming to be defenders of religious groups in the country, with the Séléka militias fighting for the Muslim communities and the anti-Balaka groups claiming Christian roots and inclinations. Other religiously inspired armed groups such as the Lord's Resistance Army are also present in the country. The following study is an attempt to understand how the "religious" label can be applied to such armed groups and whether it can influence their behavior, thus bringing into light a valuable, albeit lesser known example on how AGs and religion are connected in contemporary Africa. This paper examines the employment of religious differences in escalating political crises in the Central African Republic (CAR) with threats of separatism in the country based on this. When Michel Am Nondroko Djotodia seized power through the Séléka rebellion in March 2013 and then abdicated the 'hot potato,' the crises during and after his abdication became intensely religious and on a scale unknown in the history of the country. From then on, there have been repeated threats of separation of Muslims from the predominantly Christian population. The Séléka rebels and fighters who also have some non-Muslims have been associated with Islam, and the anti-balaka is constituted of mainly Christian and non-Christian militias. The tussle for leadership and control of the CAR between the Séléka and anti-balaka rival movements has been motivated by religion. This has contributed in making the CAR a failed state with recurrent scenes of violence, killings, and displacements. Through a content analysis of the literature on the religious dimension of the crisis, we will examine the reasons for and threats of a split in a country with xenophobic religious differences and political volatility. At the fringes of the unprecedented medication scale-up in the treatment of HIV, many African countries have experienced dramatic antiretroviral drug stock-outs. Usually considered the result of irrational decisions on behalf of local politicians, programme managers and even patients (who are stigmatised as immoral), these problems seem not to be so exceptional. However, ethnographic attention to the social consequences of the presence and absence of antiretroviral drugs in the Central African Republic (CAR) suggests that these stock-outs entail far more than logistical failures. In 2010 and 2011 in the CAR, major antiretroviral treatment (ARV) stock-outs resulted in the renewal of ‘therapeutic’ social ties and also significant social resistance and defiance. While this paper explores reasons for the shortage, its focus is on subsequent popular reactions to it, particularly among people who are HIV-positive and dependent on ARVs. This paper presents the analyses of data obtained from eight permanent 20 km transects to determine the relative effect of local human populations and ecological factors on the distribution of large mammals within the Dzanga sector of the Dzanga-Ndoki National Park and the adjacent area of the Dzanga-Sangha Dense Forest Special Reserve in south-west Central African Republic. Principal component analysis indicated that human activities significantly influence the distribution of large mammals, even within this protected area. Distance from the village and the main road as well as the distance from secondary roads appeared to have the greatest influence. Elephants in particular were significantly less common in areas related to human use. Our study showed that poachers use roads, both primary and secondary, to penetrate into the National Park. Background The objectives of this study were to determine the association between the vulnerability factors linked to human immunodeficiency virus (HIV) and other sexually transmitted infection among the young women who sell sex (YWSS) group (15–24 years) and adult sex workers, engaged in consensual sex for money (AFSW). Methods A cross-sectional study was conducted among AFSW involved in commercial sex transactions. Prevalence ratios (PR) analysis was carried out using log-binomial regression model. Results The prevalence of HIV-1 was 29.4% among YWSS compared to 19.6% among female sex worker (PR = 1.43 [1.07–1.91]). Consistent condoms use last 3 months were very low at 22.3% and 41.2%, respectively (PR = 0.52 [0.37–0.74]), the low education level among YWSS versus AFSW (PR = 0.55 [0.40–0.76]); YWSS having been a victim of sexual violence in the last 12 months (PR = 2.00 [1.52–2.63]), were also more likely to be HIV positive. Conclusions The YWSS had a high prevalence of HIV, experienced other socioeconomic vulnerabilities and remain a key population for comprehensive HIV programs. In June 2015, the South African Parliament passed the long-awaited defence review (DR2015). The aim of the review was to stop the decline of the South African National Defence Force (SANDF) and to create an economical and sustainable force structure capable of continuing to fulfil its constitutional obligations and to support the country's foreign policy, primarily in relation to Africa. However, implementation of the DR2015 has turned out to be difficult. The major claim of this article is that the processes of demilitarisation and transition since the end of apartheid, combined with years of underfunding and the lack of a priority given to the SANDF has reduced the latter's professional military capabilities to such an extent that in the future it will find it difficult to function in the active international role it has played since the end of the 1990s. The reduced role of the SANDF is also an illustration of South Africa in general prioritising domestic developmental and security challenges, as well as its footstep in Africa. The study is based on extensive empirical data collection in South Africa and the Democratic Republic of Congo in the form of a string of semi-structured qualitative interviews, primary documentary research and an extensive academic literature review conducted from 2000 to 2017. Identifying and quantifying factors that influence tree growth are crucial issues to ensure sustainable forest management, particularly in moist tropical forests. Tree growth depends on several factors comprising ontogenic stage, competition by neighbours and environmental conditions. Several studies have focused on one or two of them, but very few have considered all three, especially in Central Africa. We investigated the effects of diameter and competition on tree growth, in four Central African sites characterized by their soil physicochemical properties, at both tree community and population levels.We calibrated growth models using diameter data collected on 29,741 trees between 2015 and 2018, on twelve 4 or 9‐ha plots spread over the four sites. These models included diameter, wood density, competition indices and site effect as explainable variables at the community level and excluded wood density at the population level.At the community level, the best models explained 11% of growth variability with a decreasing effect of species wood density, diameter, site and competition. Our results show that even if low, site effect can result from different soil nutrients depending on both tree size and species wood density. We observed higher tree growth on sites with (i) high exchangeable K, organic C, total N and total P for low wood density species; (ii) high available P and C:N for small trees, high exchangeable Ca and Mg for medium to large trees, all belonging to medium and hard wood density species. At the population level, the best models explained between 0 to 43% of growth variability, with significant competition effect (resp. site effect) for 21 (resp. 9) of the 43 species studied. Site ranking varied greatly between the 9 species concerned, probably reflecting different sensitivities to the scarcity of particular soil nutrients.Synthesis. Our study provides original results on the factors influencing tree growth in Central Africa, showing that the potential effect of soil nutrients depends on tree size and species wood density. A new Afrotropical genus (Ifrika gen. n.) and three new species (Ifrika mnyamasp. n., Ifrika nyigusp. n. and Ifrika wadudusp. n.) are described and illustrated. A fourth species, Ifrika pauculihirtacomb. n., is transferred from Dissomphalus. The males of this genus are easily recognised among the other genera of Pristocerinae by having the following combination of characteristics: the median clypeal lobe indistinct from the lateral ones, the dorsal pronotal area very short, the hypopygium with an inner membrane and a posterior margin deeply excavated, the genitalia with the harpe strongly incurved, almost fully divided, the aedeagus with a basal cover plate, the mediodorsal fold, and the median projection ventrally curved and apodeme dorsally curved. Heavy episodic drinking (HED) is associated with negative health consequences. The goal of the study was to assess HED among the general adult population in Central African Republic (CAR). In a cross-sectional survey in CAR (Bangui city and Ombella M'Poko region), 3 301 people (range = 25 - 64 years) completed structured interview questions, including on alcohol use, and anthropometric and blood pressure measurements were taken. Logistic regression was used to assess associations between sociodemographic indicators, health factors, and past-month HED. Results indicated that 33.0% of participants reported HED (26.4% in women and 44.4% in men), and among past 12-month drinkers 63.1% reported HED. In the final logistic regression model, male sex, aged 35 to 44 years, ten or more years of education, current tobacco smoking, current smokeless tobacco use, second-hand smoke exposure, and having four or more meals outside the home in the past week increased the odds of HED. One-third of the study population reported HED, suggesting a need for population-level interventions to reduce HED. [ABSTRACT FROM AUTHOR]

Background: Despite increasing evidence on COVID-19, few studies have been conducted in humanitarian settings and none have investigated the direct and indirect effects of the pandemic in the Central African Republic. We studied the COVID-19 epidemiology, health service utilization, and health care seeking behavior in the first year of the pandemic in Bangui and surrounding areas. Methods: This mixed-methods study encompasses four components: descriptive epidemiological analysis of reported COVID-19 cases data; interrupted time series analysis of health service utilization using routine health service data; qualitative analysis of health care workers' perceptions of how health services were affected; and health care seeking behavior of community members with a household survey and focus group discussions. Results: The COVID-19 epidemiology in CAR aligns with that of most other countries with males representing most of the tested people and positive cases. Testing capacity was mainly concentrated in Bangui and skewed towards symptomatic cases, travelers, and certain professions. Test positivity was high, and many cases went undiagnosed. Decreases in outpatient department consultations, consultations for respiratory tract infections, and antenatal care were found in most study districts. Cumulative differences in districts ranged from − 46,000 outpatient department consultations in Begoua to + 7000 in Bangui 3; − 9337 respiratory tract infections consultations in Begoua to + 301 in Bangui 1; and from − 2895 antenatal care consultations in Bimbo to + 702 in Bangui 2. Consultations for suspected malaria showed mixed results while delivery of BCG vaccine doses increased. Fewer community members reported seeking care at the beginning of the pandemic compared to summer 2021, especially in urban areas. The fear of testing positive and complying with related restrictions were the main obstacles to seeking care. Conclusions: A large underestimation of infections and decreased health care utilization characterized the first year of the COVID-19 pandemic in Bangui and surrounding area. Improved decentralized testing capacity and enhanced efforts to maintain health service utilization will be crucial for future epidemics. A better understanding of health care access is needed, which will require strengthening the national health information system to ensure reliable and complete data. Background: CAR is one of the poorest countries in the world. While UN statistics suggest that there is no health emergency in the country, two recently published mortality surveys contradict this. Moreover, recent accusations of massive scale human rights abuses by mercenaries suggested the need for a nationwide mortality survey. Methods: Two stage cluster surveys were conducted in two different strata: one in the roughly half of the country within the Government's control, and one in the areas mostly outside of the Government's control. We randomly selected 40 clusters of 10 households in each stratum. The survey included questions on vital events with open-ended questions about health and household challenges at the beginning and end of each interview. Results: 70 of 80 selected clusters were successfully visited. We interviewed 699 households, containing 5070 people. 11 households (1.6%) refused to be interviewed and approximately 18.3% of households were absent at the time of visitation, mainly in the safer Government controlled areas. Interviewed households had a birth rate of 42.6 /1000 / year (95%CI 35.4–59.7) and a crude mortality rate (CMR) of 1.57 /10,000/day (95%CI: 1.36–1.78). The birth rate was lower and the death rate markedly higher in the strata outside of Government control. Families described malaria or fever, and diarrhea as the primary reported causes of death with violence accounting for 6% of all deaths. Conclusions: CAR is experiencing a severe health emergency, with the highest measured nationwide mortality in the world to our knowledge. UN published death rate estimates appear to be less than one fourth of reality. There is a desperate need for food aid in the form of general distributions in CAR, along with the accompanying work programs, seed and tool distributions needed to restart local economies. This is of particular importance in rural areas outside of the Government control. While some humanitarian actors are doing their best to respond, the crisis level mortality rate suggests that the needs in CAR are being largely unmet. [ABSTRACT FROM AUTHOR]

Introduction: In the Central African Republic (CAR), HIV/AIDS is the main cause of death in women aged 15–49 years. Increased testing coverage is essential in prevention of HIV/AIDS, especially in areas where conflict hinders access to health care. Socio-economic status (SES) has been shown to be associated with HIV testing uptake. We investigated whether "Provider-initiated HIV testing and counselling" (PITC) could be implemented in a family planning clinic in an active conflict zone in the Central African Republic to reach women of reproductive age and assessed whether socioeconomic status was associated with testing uptake. Methods: Women aged 15–49 years were recruited from a free family planning clinic run by Médecins Sans Frontières in the capital Bangui. An asset-based measurement tool was created based on analysis of qualitative in-depth interviews. Measures of socioeconomic status were constructed from the tool, also by using factor analysis. Logistic regression was used to quantify the association between SES and HIV testing uptake (yes/no), while controlling for potential confounders: age, marital status, number of children, education level and head of household. Results: A total of 1419 women were recruited during the study period, where 87.7% consented to HIV testing, and 95.5% consented to contraception use. A total of 11.9% had never been tested for HIV previously. Factors negatively associated with HIV testing uptake were: being married (OR = 0.4, 95% CI 0.3–0.5); living in a household headed by the husband as opposed to by another person (OR = 0.4, 95% CI 0.3–0.6), and lower age (OR = 0.96, 95% CI 0.93–0.99). Higher level of education (OR = 1.0, 95% CI 0.97–1.1) and having more children aged under 15 (OR = 0.92, 95% CI 0.81–1.1) was not associated with testing uptake. In multivariable regression, testing uptake was lower in the higher SES groups, but the differences were not significant (OR = 0.80, 95% CI 0.55–1.18). Conclusions: The findings show that PITC can be successfully implemented in the patient flow in a family planning clinic, without compromising contraception uptake. Within the PITC framework in a conflict setting, socioeconomic status was not found to be associated with testing uptake in women of reproductive age. [ABSTRACT FROM AUTHOR]

Background: Abortion-related complications are one of the five main causes of maternal mortality. However, research about abortion is very limited in fragile and conflict-affected settings. Our study aims to describe the magnitude and severity of abortion-related complications in two referral hospitals supported by Médecins Sans Frontières and located in such settings in northern Nigeria and Central African Republic (CAR). Methods: We used a methodology similar to the World Health Organization (WHO) near-miss approach adapted in the WHO multi-country study on abortion (WHO-MCS-A). We conducted a cross-sectional study in the two hospitals providing comprehensive emergency obstetric care. We used prospective medical records' reviews of women presenting with abortion-related complications between November 2019 and July 2021. We used descriptive analysis and categorized complications into four mutually exclusive categories of increasing severity. Results: We analyzed data from 520 and 548 women respectively in Nigerian and CAR hospitals. Abortion complications represented 4.2% (Nigerian hospital) and 19.9% (CAR hospital) of all pregnancy-related admissions. The severity of abortion complications was high: 103 (19.8%) and 34 (6.2%) women were classified as having severe maternal outcomes (near-miss cases and deaths), 245 (47.1%) and 244 (44.5%) potentially life-threatening, 39 (7.5%) and 93 (17.0%) moderate, and 133 (25.6%) and 177 (32.3%) mild complications, respectively in Nigerian and CAR hospitals. Severe bleeding/hemorrhage was the main type of complication in both settings (71.9% in the Nigerian hospital, 57.8% in the CAR hospital), followed by infection (18.7% in the Nigerian hospital, 27.0% in the CAR hospital). Among the 146 women (Nigerian hospital) and 231 women (CAR hospital) who did not report severe bleeding or hemorrhage before or during admission, anemia was more frequent in the Nigerian hospital (66.7%) compared to the CAR hospital (37.6%). Conclusion: Our data suggests high severity of abortion-related complications in these two referral facilities of fragile and conflict-affected settings. Factors that could contribute to this high severity in these contexts include greater delays in accessing post-abortion care, decreased access to contraceptive and safe abortion care that result in increased unsafe abortions; as well as increased food insecurity leading to iron-deficiencies and chronic anaemia. The results highlight the need for better access to safe abortion care, contraception, and high quality postabortion care to prevent and manage complications of abortion in fragile and conflict-affected settings. Rebel governance assumes a symbiotic relationship between coercion and public goods provision. However, in the rebel-held town of Ndélé, Central African Republic, we find that governance happens in rebel-held territory, but rarely by rebels. Rebels allowed other actors to provide services for the people only when this did not hinder rebels extracting political clout and economic benefit from the people and their lands. We show how rebels' extractive ambitions and governance discourses evolved during successive stages of rebellion through a diachronic comparison rooted in multimethod fieldwork from 2018 to 2022. We ask, why were rebel groups able to set up their rule, then rule for seven years, before ultimately losing power? Rebels evoked public goods at the onset of rebellion to justify the use of coercive means. After rebel rule was established, rebels outsourced public goods to international and state actors allowing for governance in rebel-held territory while focussing their own efforts on extraction. When their rule was challenged, rebels targeted governance actors and spaces in their territory in pursuit of economic gain and political dominance. Our findings call for a re-evaluation of existing rebel governance studies and the ways in which rebel groups are engaged with. [ABSTRACT FROM AUTHOR]

The Central African Republic, located in the central part of Africa, has been known for decades of conflict between the communities. Citizens of local communities first influenced the solution to the conflict. However, the mentioned country cannot solve it, and external actors must contribute to these processes. International organisations (United Nations, European Union, and African Union) and the powered world countries (the United States of America, China, and France) were also significant, active, and influential in this process. Russia obtained a unique position in the process. The present study attempted to critically evaluate this country's historical background, current conflict situation, and perspectives. The study aimed to answer the essential question of the external players, activities, and roles in the Central African Republic and asserted their interests in the mentioned region by the complex of general theoretical methods. Special attention was paid to Russian activities in this country. It is obvious that the mutual relations of external actors fundamentally influence the situation in the mentioned country. Malaria control interventions target nocturnal feeding of the Anopheles vectors indoors to reduce parasite transmission. Mass deployment of insecticidal bed nets and indoor residual spraying with insecticides, however, may induce mosquitoes to blood-feed at places and at times when humans are not protected. These changes can set a ceiling to the efficacy of these control interventions, resulting in residual malaria transmission. Despite its relevance for disease transmission, the daily rhythmicity of Anopheles biting behavior is poorly documented, most investigations focusing on crepuscular hours and nighttime. By performing mosquito collections 48-h around the clock, both indoors and outdoors, and by modeling biting events using circular statistics, we evaluated the full daily rhythmicity of biting in urban Bangui, Central African Republic. While the bulk of biting by Anopheles gambiae, Anopheles coluzzii, Anopheles funestus, and Anopheles pharoensis occurred from sunset to sunrise outdoors, unexpectedly ~20 to 30% of indoor biting occurred during daytime. As biting events did not fully conform to any family of circular distributions, we fitted mixtures of von Mises distributions and found that observations were consistent with three compartments, corresponding indoors to populations of early-night, late-night, and daytime-biting events. It is not known whether these populations of biting events correspond to spatiotemporal heterogeneities or also to distinct mosquito genotypes/phenotypes belonging consistently to each compartment. Prevalence of Plasmodium falciparum in nighttime- and daytime-biting mosquitoes was the same. As >50% of biting occurs in Bangui when people are unprotected, malaria control interventions outside the domiciliary environment should be envisaged. [ABSTRACT FROM AUTHOR]

Background: The Central African Republic (CAR) suffers a protracted conflict and has the second lowest human development index in the world. Available mortality estimates vary and differ in methodology. We undertook a retrospective mortality study in the Ouaka prefecture to obtain reliable mortality data. Methods: We conducted a population-based two-stage cluster survey from 9 March to 9 April, 2020 in Ouaka prefecture. We aimed to include 64 clusters of 12 households for a required sample size of 3636 persons. We assigned clusters to communes proportional to population size and then used systematic random sampling to identify cluster starting points from a dataset of buildings in each commune. In addition to the mortality survey questions, we included an open question on challenges faced by the household. Results: We completed 50 clusters with 591 participating households including 4000 household members on the interview day. The median household size was 7 (interquartile range (IQR): 4—9). The median age was 12 (IQR: 5—27). The birth rate was 59.0/1000 population (95% confidence interval (95%-CI): 51.7—67.4). The crude and under-five mortality rates (CMR & U5MR) were 1.33 (95%-CI: 1.09—1.61) and 1.87 (95%-CI: 1.37–2.54) deaths/10,000 persons/day, respectively. The most common specified causes of death were malaria/fever (16.0%; 95%-CI: 11.0–22.7), violence (13.2%; 95%-CI: 6.3–25.5), diarrhoea/vomiting (10.6%; 95%-CI: 6.2–17.5), and respiratory infections (8.4%; 95%-CI: 4.6–14.8). The maternal mortality ratio (MMR) was 2525/100,000 live births (95%-CI: 825—5794). Challenges reported by households included health problems and access to healthcare, high number of deaths, lack of potable water, insufficient means of subsistence, food insecurity and violence. Conclusions: The CMR, U5MR and MMR exceed previous estimates, and the CMR exceeds the humanitarian emergency threshold. Violence is a major threat to life, and to physical and mental wellbeing. Other causes of death speak to poor living conditions and poor access to healthcare and preventive measures, corroborated by the challenges reported by households. Many areas of CAR face similar challenges to Ouaka. If these results were generalisable across CAR, the country would suffer one of the highest mortality rates in the world, a reminder that the longstanding "silent crisis" continues. This article looks narrowly at whether a 'human security' approach can be seen in a UN peace operation that pursues stabilization, namely the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The UN's interpretation of stabilization has not been expressly set out, but stabilization missions typically work alongside the host state to extend state authority and use robust force to counter spoilers. Human security is a concept which is rights-based, promotes the 'vital core', has a concern for vulnerability, utilizes preventative protection methods, and empowers local persons to have agency in the peace process. Attempts have been made to institutionalize and mainstream human security practices within the UN. An analytical framework of human security is outlined in this article and used to assess to what extent the mandate of MINUSCA pursues human security-based goals. An extensive review of UN documentation looks at the mandate and practice of MINUSCA and it is argued that the mission does seek to empower local people, engage in a bottom-up manner and entrench the rule of law. The analytical framework also casts light on aspects of the stabilization mandate which are problematic such as militarization and cooperation with the host state. [ABSTRACT FROM AUTHOR]

With the number of multi-facetted crises on the rise, with an international governance system deteriorating, how is the EU performing in putting its acts together to respond to these challenging times? In building up its foreign policy over the last two decades, the European Union has gone a long way from seeking 'coherence' between Members States to an 'integrated approach to conflicts and crises' embedded into the 2016 Global Strategy for the European Union's Foreign and Security Policy. Whilst still at an infant stage, the 'integrated approach' has led to institutional changes within the European External Action Service (EEAS), in particular the creation of a dedicated Integrated Approach for Security and Peace Directorate. Its aims for a given crisis are promoting a comprehensive political and strategic plan shared by theEUand its Member States, acting in a unified manner and leading to synchronized actions. To be successful, including in the Union's neighbourhood, the integrated approach will need to be based on strong, clear and common EU foreign affairs objectives aiming at securing sustainable peace. The Central African region remains one of the most chaotic parts of Africa. Countries in the Economic Community of Central African States (ECCAS) region have taken steps to address the security crisis regionally. Although the regional security mechanisms put in place have been tested significantly only in the Central African Republic (CAR), they have failed to deliver security and address the growing humanitarian crisis in this country. The approach adopted has been statist, focusing on the state apparatus and the interests of its managers over those of the economic classes and civil society. This case study uses a qualitative research strategy. Data for the study was obtained from secondary sources via desk research. Focusing on the core issues of societal security in the CAR, the study demonstrates that continued reliance on the statist approach explains why ECCAS has not been successful in addressing the crisis. What factors explain the institutional shape of military interventions spearheaded by France? This article suggests that Intervention Entrepreneurs are the deciding agents. To secure the viability of their intervention proposal, they select an intervention venue based on pragmatic grounds. Most importantly, they carefully study possible domestic and international opposition to their intervention plans and conceive institutional intervention choices accordingly. The result is an ad hoc selection of intervention venues with little impact of political ideology, norms, organisational interests, or historical learning. Moreover, on many occasions, little attention is paid to which intervention format would most benefit the peace and prosperity in the conflict theatre in the medium to long term. The article illustrates this argument by tracing French institutional decision-making for interventions in Chad/CAR, Mali, and Libya. [ABSTRACT FROM AUTHOR]

Background: Over the last decade, artemisinin-based combination therapy (ACT) has contributed substantially to the decrease in malaria-related morbidity and mortality. The emergence of Plasmodium falciparum parasites resistant to artemisinin derivatives in Southeast Asia and the risk of their spread or of local emergence in sub-Saharan Africa are a major threat to public health. This study thus set out to estimate the proportion of P. falciparum isolates, with Pfkelch13 gene mutations associated with artemisinin resistance previously detected in Southeast Asia. Methods: Blood samples were collected in two sites of Bangui, the capital of the Central African Republic (CAR) from 2017 to 2019. DNA was extracted and nested PCR were carried out to detect Plasmodium species and mutations in the propeller domain of the Pfkelch13 gene for P. falciparum samples. Results: A total of 255 P. falciparum samples were analysed. Plasmodium ovale DNA was found in four samples (1.57%, 4/255). Among the 187 samples with interpretable Pfkelch13 sequences, four samples presented a mutation (2.1%, 4/187), including one non-synonymous mutation (Y653N) (0.5%, 1/187). This mutation has never been described as associated with artemisinin resistance in Southeast Asia and its in vitro phenotype is unknown. Conclusion: This preliminary study indicates the absence of Pfkelch13 mutant associated with artemisinin resistance in Bangui. However, this limited study needs to be extended by collecting samples across the whole country along with the evaluation of in vitro and in vivo phenotype profiles of Pfkelch13 mutant parasites to estimate the risk of artemisinin resistance in the CAR. A new species of the genus Setelacher Bouček, S. lasalleisp. nov. Gumovsky and van Noort, is described from the Afrotropical region (Central African Republic, Gabon and Uganda). It confirms the presence of the genus in the region. The only described species of the genus, S. fasciatus Bouček, is of Australasian and Indo-Malayan distribution, and one undescribed species was previously recorded from South Africa. In ratifying the ILO Convention 169 on Indigenous and Tribal Peoples Convention (ILO 169) in 2010, the Central African Republic (CAR) became the first African country to join the Convention. Following the ratification of the Convention, the CAR has engaged in a process of integration of the Convention within its national political and legal system. However, due to the widespread conflicts that has marked the country since 2013, the process of implementation of the Convention and the rights of indigenous peoples have greatly suffered. The conflict has had seriously impact on indigenous peoples of the country who have been severely affected by the violence. With this in mind, the aim of this article is to offer an overview on some of the main issues faced by indigenous peoples in the country and to offer some analysis on the potential impact that the ILO 169 has had and could have in the future. A frequent sight along many roads, roadblocks form a banal yet persistent element across the margins of contemporary global logistical landscapes. How, this article asks, can we come to terms with roadblocks as a logistical form of power? Based on an ongoing mapping of roadblocks in the Democratic Republic of Congo and the Central African Republic, it sketches a political geography of "roadblock politics": a spatial pattern of control concentrated around trade routes, where the capacity to disrupt logistical aspirations is translated into other forms of power, financial and political. While today's roadblocks are tied up with the ongoing conflict in both countries, the article shows, roadblock politics has a much deeper history. Before colonization, African rulers manufactured powerful polities out of control over points of passage along long-distance trade routes crisscrossing the continent. The article traces how since precolonial times control over long-distance trade routes was turned into a source of political power, how these routes were forcefully appropriated through colonial occupation, how after the crumbling of the colonial order new connections were engineered between political power and the circulation of goods in Central Africa, and how control over these flows ultimately became a key stake in ongoing civil wars in the region. Oxygyne Schltr. (Thismiaceae) is a rare and little-known genus of achlorophyllous mycoheterotrophic perennial herbs with one of the most remarkable distributions of all angiosperm plant genera globally, being disjunct between Japan and West–Central Africa. Each species is known only from a single location, and in most cases from a single specimen. This monographic study names, describes and maps two new species, Oxygyne duncanii Cheek from cloud forest in SW Region Cameroon and O. frankei Cheek from gallery forest in the Central African Republic, representing the first new Oxygyne species described from Africa in 112 years, and raising the number of described Oxygyne species from four to six. Oxygyne duncanii is remarkable for sharing more morphological characters with two of the three Japanese species (O. hyodoi C.Abe & Akasawa, O. shinzatoi (H. Ohashi) Tsukaya) than with the geographically much closer type species of the genus, O. triandra from Mt Cameroon. Based mainly on herbarium specimens and field observations made in Cameroon and Japan during a series of botanical surveys, we provide descriptions, synonymy, mapping and extinction risk assessments for each species of Oxygyne, together with keys to the genera of Thismiaceae and the species of Oxygyne. The subterranean structures of African Oxygyne are described for the first time, and found to be consistent with those of the Japanese species. We review and reject an earlier proposal that the Japanese species should be segregated from the African species as a separate genus, Saionia Hatus. The only character that separates the two disjunct species groups is now flower colour: blue or partly-blue in the Japanese species compared with orange-brown in the African species. Studies of the pollination biology and mycorrhizal partners of Oxygyne are still lacking. Two of the six species, O. triandra Schltr. and O. hyodoi, appear to be extinct, and the remaining four are assessed as Critically Endangered using the IUCN 2012 criteria. To avoid further extinction, an urgent requirement is for conservation management of the surviving species in the wild. Since few achlorophyllous mycoheterotrophs have been successfully cultivated from seed to maturity, ex situ conservation will not be viable for these species and protection in the wild is the only viable option. Mbororo nomadic pastoralists have fled the Central African Republic (CAR) since 2003 because of atrocities perpetrated against them. Conflict has, in fact, always been a major motor behind nomadism for the Mbororo, along with the quest for pasture. The "normal" severity of Mbororo life, however, has been compounded by the "exceptional" severity caused by the situation in the CAR. This article analyzes the way in which the Mbororo distinguish between the two types of severity, and how these different forms of experienced hardship are accommodated in the pastoralists' way of life. I show how historical trajectories with conflict and nomadic hardship allow refugee Mbororo to adjust to recurrent hardship by adapting their pathways and livelihood strategies.
