The banking system, which has been the fulcrum of funding for Nigeria’s economy, is plagued by instability in the face of a growing amount of non-performing loans. This is examined in the current milieu of the need for funding the Sustainable Development Goals (SDGs). Using a number of proxies for SDGs 8 and 9, annual time series data covering 1992 to 2019 were used with variables such as GDP per capita, commercial banks’ loans to small-scale enterprises, banking system stability indicators and liquid assets to total assets of banks. The study utilized the Autoregressive Distributed Lag. Findings showed that banking system stability has a significant positive effect on funding the SDGs 8 and 9 beyond the five per cent level of significance within the study period. Non-performing loans remained negative throughout the study. The result suggests that banking stability would enhance funding of the SDGs, and banks would be stable if they finance the SDGs. The policy implication explains the importance of banks actively pursuing opportunities to build sustainable enterprises and developing strategies that will enable their core banking business to be more venture-driven rather than consumer-oriented. In conclusion, there is a need to completely eliminate or reduce the quantum of non-performing loans from the system and establish a regulatory framework that will facilitate its expected role of intermediation in the economy profitably and successfully. Asset encumbrance is a central concept in the context of banks' liquidity crises, as it is associated with their capacity to obtain secured funding. This occasional paper summarises the work carried out by the task force on asset encumbrance, bringing together analyses by the ECB and those national competent authorities working on the topic. First, we describe how asset encumbrance has evolved in euro area banks, focusing on country and business model aggregates. Second, we conduct an econometric analysis of the driving factors of banks' asset encumbrance, highlighting the relevance of credit risk, the availability of high quality collateral suitable for encumbrance, capital and sovereign funding conditions. Third, we turn our focus to the asset encumbrance dynamics of banks that have experienced a crisis. The outcome of this event study analysis indicates that asset encumbrance increases in the lead-up to a crisis, partly to offset early deposit outflows. Building on these findings, we show that asset encumbrance indicators carry predictive information for bank-specific crises as part of a multivariate early warning model.

Next to deposits, European banks have historically largely used bank obligations such as covered bonds. Their US counterparties, on the contrary, heavily rely on securitization to fund mortgages. We assess how banks' liquidity and funding position during and after the Global Financial Crisis (GFC) affects the decision to issue (private label) mortgage backed securities (MBS), covered bonds (CB) or senior unsecured bonds (SUB). Since the decisions to issue either instrument are not necessarily independent from each other, we estimate conditional probit and tobit models in order to account for the simultaneous nature of the issuances. We see that neither instrument plays any role in liquidity management during the GFC. In the post-GFC period, banks reach out to issuing MBS when facing short-term illiquidity. Banks could issue MBS as a way to comply with Basel III liquidity regulations. In turn, a bank's decision to issue CB is not affected by bank's liquidity and liquidity management occurs instead through managing the amount of CB. The issuance of SUB is also not affected by liquidity. Overall, the paper shows that only MBS have actively been issued as a response to liquidity shortages of banks' balance sheets and shows that MBS and CB, which often are seen as alternative instruments, serve different purposes.

The decline in the issuance of asset-backed securities (ABSs) since the financial crisis and the comparative advantage of covered bonds (CBs) as a funding alternative to ABSs raise the question of whether banks still issue ABSs as a way to receive funding. By applying double-hurdle regression models to a dataset of 134 European banks observed during the period from 2007 to 2013, this study reveals that banks with a covered bond program (CBP) securitize, ceteris paribus, less of their assets. The estimated difference in ABS issuance is driven mainly by banks being more likely to issue ABSs as a funding tool rather than trying to manage their credit risk exposure or to meet regulatory capital requirements. Consistently, a worse liquidity/funding position results in higher levels of securitization only for banks without a CBP. (C) 2017 Elsevier Ltd. All rights reserved.

Artículo de revista This article assesses the cost of bank equity in Spain and the euro area since 2007, focusing particularly on the period of the COVID-19 pandemic. There was a marked rise in the cost of equity in March 2020, followed by a decline in the subsequent months. The article assesses the factors responsible for this movement, and compares it against the change in interest rates on alternative bank funding instruments.

We study how monetary policy affects the funding composition of the banking sector. When monetary tightening reduces the retail deposit supply owing to, for example, a decrease in bank reserves or in money demand, banks try to substitute the deposit outflows with more wholesale funding in order to mitigate the policy impact on their lending. Banks have varying degrees of accessibility to wholesale funding sources because of financial frictions, and those banks that are large or that have a greater reliance on wholesale funding increase their wholesale funding more. As a result, monetary tightening increases both the reliance on and the concentration of wholesale funding within the banking sector, indicating that monetary tightening could increase systemic risk. Our findings also suggest that introducing liquidity requirements can bolster monetary policy transmission through the bank lending channel by limiting the funding substitution of large banks.

This paper analyses the funding of the Irish domestic banking system during the boom period. We highlight: the shifting roles of deposit and bond funding; the prominence of foreign banks as funding counterparties; the role of interoffice funding; and the scale of US dollar and Sterling funding. From August 2007, the deterioration in funding conditions is clearly evident across a range of indicators.

This article updates previous Reserve Bank research on how developments in the composition and pricing of banks’ funding have affected their overall cost of funding and the setting of lending rates. The main finding is that the spread between the major banks’ outstanding funding costs and the cash rate narrowed a little over 2014. This was due to slightly lower costs of deposits combined with a more favourable mix of deposit funding. The contribution of wholesale funding to the narrowing was marginal as more favourable conditions in long-term debt markets were mostly offset by a rise in the cost of short-term debt. Lending rates declined a little more than funding costs, reflecting competitive pressures.

Purpose: The goal of this paper is to show that among the different ways of reporting sustainability information, there is a majority acceptance of voluntary initiatives to establish a homogeneous framework for transparency. Design/methodology/approach: This paper analyses the non financial reporting disclosed in two years (2010 and 2011) by all the companies listed on the Spanish IBEX 35 in 2010. The methodology is based on the study of non financial reporting available on the websites of the companies analysed. Findings: The conclusions highlight that the Global Reporting Initiative sustainability reporting framework has been widely adopted by the firms studied as a global accepted standard in this non financial reporting and as the most important guidelines in this field. From this same descriptive point of view, we conclude that non financial entities which disclose have improved or maintained their banks ́ balance sheet positions. Research limitations/implications: This study is based on acceptance as a first step although it needs to be completed with a deeper analysis of the content and its suitability to the stakeholders ́ information requirements. This descriptive analysis is therefore a first step in continuing research in this field Originality/value: Disclosure of non financial information has been a miscellany of different practices depending on multiple variables. This paper sheds some light on this subject specifically in the comparability of non financial reporting and its relationship with other characteristics of firms

This article updates previous Reserve Bank research on how developments in the composition and pricing of banks' funding have affected their overall cost of funding and the setting of lending rates (Deans and Stewart 2012; Robertson and Rush 2013). The main findings are that the absolute levels of banks' funding costs and lending rates have fallen over the past year, and spreads between these rates and the cash rate have narrowed marginally. The decline in these spreads largely reflects the shifts in the composition of banks' funding liabilities and the narrowing of wholesale debt spreads. Lending rates have tended to move in line with funding costs over the past 12 months.

The current financial crisis has brought a big step up in the importance of proper liquidity management in banking. Starting with the fall of the British lender Northern Rock due to a temporal liquidity shortage, we have seen often wholesalemarket disruptions as well as a strong reduction in the interbank market, being bothof them fundamental pieces in banking liquidity management. As a consequence it appear the need for the European Central Bank to intervene with extraordinary and decisive funding mechanisms, as well as the requirements from the Basel Committee to increase sharply the amount of high quality liquid assets in the balance sheet ofbanks to overcome any potential crisis. The implementation of the later due January 2013 has been recently postponed to 2015 to give enough room for banks to be readyto comply with it. On the other hand, this new requirements that imply the need to have a bigger percentage of liquid assets in the balance sheet, together with the needto reduce the total balance sheet size to comply with the new capital requirementsof Basel, will have as a collateral effect the reduction of funding to individuals and companies. This article updates previous Reserve Bank research on changes in the composition and cost of banks' funding and the impact of these changes on lending rates (Deans and Stewart 2012). The main findings are that the absolute levels of funding costs and lending rates have fallen over the past year, while spreads between these rates and the cash rate have widened. This latter development primarily reflects a continuation of strong competition for deposits. Over recent times, this competition has shifted from term deposits towards at-call savings deposits, and customers have responded to the shift in the relative returns on these products. Although the recent narrowing of spreads on long-term wholesale debt will eventually put downward pressure on funding costs, developments in deposit competition will have a larger impact on movements in funding costs. Lending rates have tended to move in line with funding costs over the past 12 months.

Financial consumer protection sets clear rules of conduct for financial firms regarding their retail customers. It aims to ensure that consumers: 1) receive information to allow them to make informed decisions, 2) are not subject to unfair or deceptive practices, and 3) have access to recourse mechanisms to resolve disputes. Complementary financial literacy initiatives are aimed at giving consumers the knowledge and skills to understand the risks and rewards of using financial products and services-and their legal rights and obligations in using them. Clear rules of conduct for financial institutions, combined with programs of financial education for consumers, will increase consumer trust in financial markets and will support the development of these markets. International and regional non-government organizations are also playing an increasingly important role in financial consumer protection. The responsible finance forum lists financial consumer protection regulation and financial capability as two of the three pillars of the framework for responsible finance. This summary is not exhaustive but helps illustrate the many ongoing international initiatives that support financial consumer protection. All the initiatives are helpful in strengthening the global response to weaknesses in financial consumer protection. Nevertheless, still more could be done by civil society organizations, particularly those operating at a global level. The World Bank is also supporting the international dialogue on financial consumer protection through development of good practices based on country-level experience and ongoing technical assistance. The good practices provide a comprehensive diagnostic tool to help identify the consumer protection issues in all parts of the financial sector.

During the last decades we have seen a growing number of new start-ups in the service/knowledge sector. These types of companies often have no fiscal assets to secure loans with. What types of financing alternatives are there in those situations? I will in this thesis show that there are two directions to choose between to get financial support. By gathering of information I have been able to show that there are more than one alternative to consider when needing funding and that using different alternatives will lead to different results. I will not say which one is the right one, but that there are different ways and there will be different outcomes depending on which one you choose. The study also shows that there are a lot of things you need to take into consideration before using a venture capitalist. An empirical study is made between two companies that decided to use different ways to get the financial support they required. The result shown in this study is that the entrepreneurs own financial situation affect what direction the entrepreneur will take.

We examine how bank funding and securitization activity affect the currency denomination of business loans. We analyze a unique dataset that for more than hundred thousand loans granted by one Bulgarian bank to over sixty thousand different firms in the period 2003-2007 includes information on the requested and granted currency of the loans. Our findings confirm the conjecture that foreign currency borrowing in Eastern Europe is at least partially driven by banks hesitant to lend long-term in local currency and eager to match the current currency structure of their assets and liabilities as well as of their securitization activities.

The Australian Government Guarantee Scheme for Large Deposits and Wholesale Funding (the Guarantee Scheme) was announced in October 2008 amid extraordinary developments in the global financial system. Given that funding conditions have subsequently improved significantly, and that a number of similar schemes in other countries have closed, the Australian Government has announced that the Guarantee Scheme will also close to new borrowing from 31 March 2010.

This report analyses the main developments in housing finance in the euro area in the decade, covering the period from 1999 to 2007. It looks at mortgage indebtedness, various characteristics of loans for house purchase, the funding of such loans and the spreads between the interest rates on loans granted by banks and the interest rates banks had to pay on their funding, or the return they made on alternative investments. In addition, the report contains a comparison of key aspects of housing finance in the euro area with those in the United Kingdom and the United States. At the end, the report briefly discusses aspects of the transmission of monetary policy to the economy.

Motivated by the recent discussion of the declining importance of deposits as banks' major source of funding we investigate which factors determine funding costs at local banks. Using a panel data set of more than 800 German local savings and cooperative banks for the period from 1998 to 2004 we show that funding costs are not only driven by the relative share of comparatively cheap deposits of bank's liabilities but among other factors especially by the size of the bank. In our empirical analysis we find strong and robust evidence that, ceteris paribus, smaller banks exhibit lower funding costs than larger banks suggesting that small banks are able to attract deposits more cheaply than their larger counterparts. We argue that this is the case because smaller banks interact more personally with customers, operate in customers' geographic proximity and have longer and stronger relationships than larger banks and, hence, are able to charge higher prices for their services. Our finding of a strong influence of bank size on funding costs is also in an in international context of great interest as mergers among small local banks - the key driver of bank growth - are a recent phenomenon not only in European banking that is expected to continue in the future. At the same time, net interest income remains by far the most important source of revenue for most local banks, accounting for approximately 70% of total operating revenues in the case of German local banks. The influence of size on funding costs is of strong economic relevance: our results suggest that an increase in size by 50%, for example, from EUR 500 million in total assets to EUR 750 million (exemplary for M&A transactions among local banks) increases funding costs, ceteris paribus, by approximately 18 basis points which relates to approx. 7% of banks' average net interest margin.

This paper uses panel data on banks, for the period 1991-98, to test the existence of a bank-lending channel in the Spanish economy. In order to distinguish between loan demand and supply movements, several exercises are performed. First, we analyse the differential responses, to monetary policy changes, of bank lending by banks with different size, liquidity and capitalisation. Second, we analyse the response to an exogenous deposit-reducing shock a tax-induced shift from deposits to mutual fund shares). As this involves a pure loan supply shock, it best solves the above-mentioned identification problem. Our results are mostly against the existence of a bank-lending channel in the period under analysis. This result appears to be related to the important role of many small banks as collectors of savings, meaning they have a large volume of resources available for lending
