Les religions monothéistes sont-elles des facteurs d’apaisement de tensions, ou plutôt d’exacerbation des crises ? Cet article se fixe comme objectif de montrer qu’une religion qui prétend détenir la vérité absolue ne peut que conduire à la fracture sociale, à l’exclusion de l’autre et au repli sur soi, voire au terrorisme. Pour ce faire, nous partirons du texte coranique afin de montrer comment, tout au long de l’histoire de l’islam, la conjonction du pouvoir, du savoir et de la masse a fait écran à son message « ultime », celui porteur de paix et de liberté de conscience, pour éterniser son message « conjoncturel », celui qui soumet les gens à ses lois, de gré ou de force. Are monotheistic religions factors in appeasing tensions or rather in compounding crises? This article aims to show that any religion claiming to hold absolute truth can only lead to dividing society, excluding the “other”, driving people to withdraw into themselves, or even to terrorism. To achieve that, we shall start with the Koranic Text in order to show how, all through the history of islam, the combination of power, knowledge and the masses has acted as a screen hiding the “ultimate” message of islam, that of carrying peace and freedom of conscience, with a view to perpetuating its “conjonctural” message that is subjecting people to its laws, forcibly or willingly.

Cette recherche est de traiter la relation tendue et les interactions de différents niveaux entre l’Iran et l’Arabie saoudite. En effet, l’étude s’interroge sur les causes de cette liaison rigide depuis l’arrivée au pouvoir de Mollahs chiites en Iran en 1979, et les différentes perspectives de l’Islam mises en œuvre selon les deux États théocratiques. Ces deux puissances régionales et majeures dans le monde arabo-musulman essaient chacune à sa manière de propager son idéologie dans le monde islamique et même au-delà. Cependant, l’arrivée de Mohamed ben Salman en Arabie saoudite dont l’ascension politique, en tant que prince héritier, a mené à des offensives tous azimuts contre l’Iran, mais aussi contre certains alliés. In fine, dans les circonstances actuelles, il est difficile d’avoir une entente entre les deux pays. La confiance est absente et l’interprétation différente de la religion complique la relation entre l’Iran imamite et l’Arabie saoudite wahhabite., This research is to address the strained relationship and interactions of different levels between Iran and Saudi Arabia. Indeed, the study questions the causes of this rigid bond since the Shiite Mullahs came to power in Iran in 1979, and the different perspectives of Islam being implemented by the two theocratic states. These two regional and major powers in the Arab-Muslim world are each trying in their own way to propagate their ideology in the Islamic world and even beyond. However, the arrival of Mohamed bin Salman in Saudi Arabia whose political rise as crown prince has led to all-out offensives against Iran, but also against certain allies. Ultimately, under the current circumstances, it is difficult to reach an understanding between the two countries. Confidence is lacking and the different interpretation of religion complicates the relationship between Imamate Iran and Wahhabi Saudi Arabia.

L’article examine les rapports complexes et fluctuants du régime marocain avec le courant salafiste depuis les années 1970 et jusqu’à l’événement du « printemps arabe ». À chaque moment de cette évolution, le régime a souvent opté pour une approche pragmatique qui vise à se servir de ce courant pour répondre à des exigences et priorités d’ordre politique et sécuritaire. Dix ans après la rupture avec les salafistes, quiétistes et djihadistes, suspectés d’être impliqués dans les attentats de Casablanca en 2003, le régime tente désormais de renouer avec eux dans une perspective de les réinsérer, ou du moins les neutraliser, dans le processus de reconfiguration politico-religieux en cours. Cette réconciliation, qui a pour objectif tactique de désamorcer les tensions sociopolitiques, de dépasser l’incertitude que connait le pays et de contrebalancer la montée au pouvoir des islamistes depuis 2011, risque néanmoins de mettre à l’épreuve certains choix idéologiques et doctrinaux qui avaient jusqu’alors encadré l’islam marocain orthodoxe post-2003. The article examines the complex and fluctuant relationship which exists between the Moroccan regime and salafists from the 1970s until the ‘Arab Spring’. In each moment of this evolution, the regime opts for a pragmatic approach which consists in using this religious trend to meet pressing demands and priorities of a political and security nature. Ten years after breaking up with salafist groups, both quietists and jihadists, suspected to be responsible for the 2003 Casablanca attacks, the regime seeks henceforth to reconcile with salafis with the purpose to integrate them, or at least neutralise them, in the ongoing politico-religious reconfiguration process. Yet, this reconciliation, which aims to defuse the socio-political tensions and uncertainty the country has experienced in the aftermath of 2011 in addition to counterbalance the Islamists rising to power, is likely to challenge or even contradict certain ideological and doctrinal choices that have hitherto framed the religious policy since 2003. يبحث المقال في العلاقات المعقدة والمتقلبة بين النظام المغربي والتيار السلفي منذ السبعينيات وحتى أحداث "الربيع العربي". في كل لحظة من لحظات هذا التطور، غالبًا ما اختار النظام نهجًا براجماتيًا يسعى إلى استخدام هذا التيار لتلبية متطلبات وأولويات سياسية وأمنية. بعد مضيّ عشر سنوات على القطيعة مع السلفيين والمتصوفين بأصنافهم والجهاديين، المشتبه في تورطهم في هجمات الدار البيضاء عام 2003، يحاول النظام الآن إعادة ربط الصّلة معهم بهدف إعادة دمجهم، أو على الأقل تحييدهم، في عملية تجديد التشكيل السياسي-الديني الجارية. إلا أنّ هذه المصالحة، التي يتمثل هدفها التكتيكي في نزع فتيل التوترات الاجتماعية والسياسية، فضلاً عن تجاوز حالة الشكّ التي تعيشها البلاد وموازنة صعود الإسلاميين إلى السلطة منذ عام 2011، تشكّل مخاطرة بوضع خيارات أيديولوجية وعقائدية معينة على المحك، في حين أنّها كانت - حتى هذا الحين - مؤطرة للإسلام المغربي الأرثوذكسي ما بعد 2003.

Centered on the development of government and private education in the urban centers of the Hijaz in the first twenty years of Saudi control, this article emphasizes the agency of teachers and administrators, the activities of private schools, the interaction of religion and secular subjects, and substantial educational reforms and expansion for male students. Saudi educators had to overcome the damages caused by World War I and Hashemite rule, limited economic and human resources, the linguistic diversity of students, and the impact of the Depression and World War II. Despite these problems the Saudi Hijaz witnessed improvements in the curriculum (including foreign language instruction), teacher training, administration, and funding. The changes involved some interaction with the Egyptian education system, but Saudi Arabia retained its independence in education policy matters. Centré sur le développement de l'enseignement public et privé dans les centres urbains du Hedjaz au cours des vingt premières années de contrôle saoudien, cet article fait le point sur les relations entre enseignants et administrateurs, les activités des écoles privées, les croisements entre enseignement religieux et séculier, les réformes et l'expansion de l'enseignement pour les garçons. La Première Guerre mondiale et le régime hachémite, les ressources économiques et humaines limitées, la diversité linguistique des élèves, l'impact de la Dépression et celui de la Seconde Guerre mondiale ont mis le développement de l’enseignement à l’épreuve. Malgré ces problèmes, le Hedjaz saoudien a connu des développements notables en ce qui concerne les matières enseignées (notamment les langues étrangères), la formation des enseignants, l'administration et le financement du secteur. Les changements ont impliqué la mise en relation avec le système éducatif égyptien, mais l'Arabie saoudite a conservé son indépendance en matière de politique éducative. يهتم هذا المقال الذي يركز على تطور التعليم العام والخاص في المناطق الحضرية في الحجاز خلال السنوات العشرين الاولى من السيطرة السعودية بالتنسيق بين المعلمين والإداريين وبأنشطة المدارس الخاصة وبالتفاعل بين الدين والمواد العلمانية وبالإصلاحات وبالتوسع الجوهري للتعليم بين الطلبة الذكور. وقد كان على المعلمين السعوديين ان يتغلبوا على الخسائر الناتجة عن الحرب العالمية الاولى والنظام الهاشمي، وعلى الموارد الاقتصادية والبشرية المحدودة، وعلى التنوع اللغوي للتلاميذ وعلى آثار الكساد الاقتصادي والحرب العالمية الثانية. وبالرغم من هذه المشاكل، شهد الحجاز السعودي تحسنا في برنامج الدراسة (بما في ذلك تعليم اللغات الاجنبية)، وفي تأهيل المعلمين وفي الادارة وفي التمويل.وقد اقتضت التغيرات نوعا من التداخل مع النظام التربوي المصري إلا أن المملكة العربية السعودية حافظت على استقلالها فيما يتعلق بسياستها التربوية.

The formation of the Saudi education system in the middle of the 20th century, with its parallel religious and modernizing authorities, represents a form of institutional gestation that is quite distinct from the dominant models of modern Middle Eastern history. In Saudi Arabia, unlike elsewhere in the postcolonial Arab world, a religious ideology (Wahhabism) was made a centerpiece of the nation-building enterprise. This paper examines that nation-building process through the lens of the competition between the modernizing authorities of the Ministry of Education (Wizārat al-Ma‘ārif), which controlled the bulk of the kingdom’s new educational institutions, and the Wahhābī religious establishment, which was placed in autonomous charge of religious high schools and universities, as well as girls’ primary schools. This paper explores the opposing strategies of modernizers and ulama as they worked to imprint their priorities on the education sector. I look closely at contests over vocational education, resource allocation and authority, and private religious schooling initiatives, through which I map some foundational aspects of the institutionalization of ulama and technocratic authority in the Saudi education sphere. I argue that competition over the future of education was the impulse for cross-pollination between religious and modernizing educational institutions, and that this competition helps to explain the particular nature of the modern Saudi educational system. La formation, au milieu du XXe siècle, du système éducatif saoudien, avec ses autorités religieuses et modernisatrices construites parallèlement les unes aux autres représente une forme de gestation institutionnelle bien distincte de celle des principaux modèles de l’enseignement au Moyen-Orient. En Arabie saoudite, contrairement à ce qui s’est passé ailleurs dans le monde arabe postcolonial, une idéologie religieuse (le wahhabisme) est devenue une pièce maîtresse de l'entreprise de construction de la nation. Cet article examine ce processus de construction à travers le prisme de la concurrence entre les autorités modernisatrices du ministère de l'éducation (Wizârat al-Ma'ârif), qui contrôlaient la majeure partie des nouveaux établissements d'enseignement du royaume, et le personnel religieux wahhabite, qui a pris en charge, de manière autonome, des lycées, des universités religieuses et des écoles primaires pour filles. Cet article analyse les stratégies opposées des modernisateurs et des oulémas qui ont, chacun de leur côté, oeuvré à imposer leurs priorités au secteur de l'éducation. L’auteur examine de près leurs rivalités autour de l'enseignement professionnel, de l'allocation des ressources, du pouvoir, et des créations d’écoles religieuses privées, montrant quelques aspects fondamentaux de l'institutionnalisation des oulémas et de l'autorité technocratique dans la sphère de l'éducation saoudienne. Il met en exergue que leur concurrence sur la construction du système éducatif a été à l’origine d'une pollinisation croisée des établissements d'enseignement religieux et des établissements modernistes, et qu’elle contribue à expliquer la nature particulière du système éducatif saoudien moderne. تمثل نشأة النظام التعليمي السعودي في منتصف القرن العشرين مع وجود سلطات متوازية دينية ومجددة شكلا مؤسسيا يختلف عن النماذج المهيمنة في تاريخ الشرق الاوسط الحديث. وعلى عكس ما حصل في الوطن العربي في مرحلة ما بعد الاستعمار، اصبح الفكر الديني (الوهابية) في المملكة العربية السعودية محور رئيسيا في عملية بناء الأمة.يبحث هذا المقال في عملية بناء الأمة من خلال تسليط الضوء على التنافس بين السلطات المجددة في وزارة التعليم "وزارة المعارف" والتي تسيطر على معظم مؤسسات التعليم الجديدة في المملكة والمؤسسة الدينية الوهابية المسؤولة بشكل مستقل عن المدارس الثانوية والجامعات الدينية وكذلك مدارس الفتيات الابتدائية، كما يستكشف المقال الاستراتيجيات المتباينة للمجددين والعلماء الذين عملوا على تكريس اولوياتهم في قطاع التعليم. كما اناقش عن كثب موضوع التنافس فيما يتعلق بالتعليم المهني، وتخصيص الموارد والسلطة وكذلك المبادرات الخاصة في التعليم الديني والتي اعرض من خلالها بعض المظاهر الاساسية لإضفاء الطابع المؤسسي على العلماء والسلطة التكنوقراطية في قطاع التعليم السعودي. كما اطرح ان المنافسة على مستقبل التعليم كانت الحافز للتلاقح بين مؤسسات التعليم الدينية ومؤسسات التعليم المجددة، وان هذا التنافس يساهم في تفسير الطبيعة الخاصة لنظام التعليم السعودي المعاصر.

This article explores the politics of family cohesion in a Muslim polity simultaneously committed to the application of Islamic law, the preservation of cultural identity, and socio‑economic modernization. The article focuses on the work of Qatar’s Ministry of Endowments and Islamic Affairs, a government body that seeks to make Wahhābī Islam relevant to a society in the midst of rapid social change. Drawing on an analysis of the Ministry’s fatwas on family life, the article shows how Qatar’s media muftis have incorporated modern assumptions into their discourse and adjusted to new power configurations. The dissonance between the discourses articulated within official religious institutions and those found in other state bodies reflects the growing polarization of Qatari society, the normative pluralism undergirding modernization in the Gulf, and the regulatory ambitions of proliferating state institutions in a rentier economy. Cet article analyse les contestations autour de la notion de cohésion familiale dans un État musulman qui cherche simultanément à faire appliquer la loi islamique, à préserver ses traditions culturelles, et à moderniser la société et l’économie. L’article porte sur le travail du ministère des Habous et des Affaires islamiques du Qatar, une institution gouvernementale qui essaie de rendre l’islam wahhabite pertinent dans un contexte de changement social rapide. Partant d’une analyse des fatwas du ministère sur les questions de la vie familiale, l’article démontre comment les cyber‑muftis de l’émirat ont incorporé des concepts modernes dans leur discours et se sont adaptés à de nouvelles configurations de pouvoir. La dissonance qui existe entre le discours des institutions religieuses officielles et celui des autres agences gouvernementales reflète les clivages croissants de la société qatarie, le pluralisme normatif qui sous‑tend les processus de modernisation dans le Golfe, et les ambitions régulatrices de l’état proliférant dans une économie rentière.

Historiographical work on the Saudi monarchy and the genesis of Wahhabi ideology have always aroused much interest among historians specializing in the Arab world. This trend has been accentuated in recent years in light of the burning geopolitical situation in the Middle East and the rise of Muslim religious extremism which is strongly inspired by this ideology. Thus, several elaborate studies attempt to determine the nature of the links that excite between the political power and the Saudi religious power since the creation of the first Saudi state in the late eighteenth century. However, this work, with a few rare exceptions, has remained non-exhaustive, even having a "folkloric" character, according to the expression used by the historian Modj-ta-ba Sadria., Les travaux historiographiques concernant la monarchie saoudienne et de la genèse de l'idéologie wahhabite ont toujours suscité beaucoup d'intérêt chez les historiens spécialistes du monde arabe. Cette tendance s'est accentuée ces dernières années au vu de la situation géopolitique brulante au Proche-Orient et à la montée de l'extrémisme religieux musulman qui est fortement inspiré par cette idéologie. Ainsi, plusieurs études élaborées tentent de déterminer la nature des liens qui excitaient entre le pouvoir politique et le pouvoir religieux saoudien depuis la création du premier état saoudien à la fin du XVIII siècle. Cependant, ces travaux à quelques rares exceptions près, sont demeurés non exhaustifs, revêtant même un caractère « folklorique » selon l'expression employée par l'historien Modj-ta-ba Sadria.

International audience; En dépit d’un nombre croissant d’études sur l’islam en Côte d’Ivoire, relativement peu de recherches ont porté sur les derniers développements de la mouvance salafiste ou « wahhabite » dans ce pays. Cette communication se propose d’interroger l’évolution récente de cette tendance de l’islam en Côte d’Ivoire depuis les 25 dernières années à travers ses principaux leaders et associations. Les attaques terroristes perpétrées par des groupes djihadistes dans la sous-région et notamment celles à Grand-Bassam en mars 2016 ont considérablement influencé les perceptions liées au « salafisme » en réduisant souvent ce courant à la violence et aux conflits. Or, cette contribution souhaite aller au-delà d’une perspective sécuritaire et contre-terroriste réductrice en présentant un portrait plus nuancé d’une manifestation locale d’un mouvement mondial. Loin de s’être radicalisées en dépit de leur activisme croissant, les élites salafistes ivoiriennes et leurs principales associations ont fait preuve d’une participation citoyenne et légaliste dépourvue de violence tout en s’impliquant activement dans la lutte contre le radicalisme islamique. Durant la décennie trouble des années 2000, les actions de l’Association des Musulmans Sunnites de Côte d’Ivoire (AMSCI) en faveur de la paix et de la réconciliation ainsi que son incursion dans l’arène du développement économique et social se sont inscrites résolument dans leur volonté de se poser comme interlocuteur privilégié des musulmans avec le pouvoir.

Quel fut le processus de recomposition interne des autorités musulmanes du Nord du Mozambique pendant la période du colonialisme tardif (1961-1974) ? Posant cette question, l’article remet en question l´argument de l´existence d´une conspiration ou d´une invasion wahhabite au Mozambique. Le terme wahhabisme est devenu une catégorie d´accusation diffuse et ambiguë contre certains musulmans du Mozambique et il est le plus souvent utilisé comme synonyme d´« intégrisme ». Être wahhabite signifie généralement s´opposer aux confréries – soufies – qui sont arrivées de Zanzibar et des Comores à la fin du xixe siècle, et se sont installées à l´Île de Moçambique. Il faut relativiser la tension globale confréries/wahhabisme, en identifiant alors les ambiguïtés véhiculées par des agents spécifiques. En ce sens, il devient nécessaire de comprendre les conflits « endogènes » des communautés musulmanes afin de saisir le type de relation que chacun de leurs porte-parole a essayé de construire avec l´État mozambicain indépendant. Para isto, o trabalho questiona o argumento da existência de uma conspiração ou invasão wahabita em Moçambique. O termo wahabismo transformou-se em uma categoria de acusação difusa e ambígua contra alguns muçulmanos de Moçambique e é utilizado, muitas vezes, como sinônimo de « fundamentalismo ». Ser wahabita é, em geral, colocar-se em oposição às Confrarias – de tradição Sufi – as quais, a partir de Zanzibar e Comores, difundiram-se, no final do século xix, na Ilha de Moçambique. Procura-se relativizar a tensão global Confrarias/Wahabismo, identificando, pois, as ambigüidades veiculadas por agentes específicos. Neste sentido, faz-se necessário uma compreensão dos conflitos « endógenos » às comunidades muçulmanas para o entendimento do tipo de relação que cada um dos seus porta-vozes tentou construir com o Estado moçambicano independente. What was the internal re-composition process of the Muslim authorities in the north of Mozambique during the late period of colonialism (1961-1974)? The author calls into question the argument whereby there was a conspiracy or a Wahhabite invasion in Mozambique. The term Wahhabism has become a category of diffuse and ambiguous accusation against certain Muslims in Mozambique and is most often used as a synonym of fundamentalism. Being a Wahhabite generally means opposing the – “Sufi” – brotherhoods that came from Zanzibar and the Comoros in the late 19th century and settled on the island of Moçambique. The global tension between brotherhoods and Wahhabism has to be put into perspective, identifying the ambiguities conveyed by specific agents. In this respect, it has become necessary to understand the “endogenous” conflicts of the Muslim communities in order to understand the type of relationship that each of their spokespeople has attempted to construct with the independent Mozambican state.

International audience; This article examines recent developments of Salafism in Côte d'Ivoire by exploring how the movement has evolved over the last 25 years through its main national associations and leaders. Although the situation with regard to terrorism has changed in this country since the attack in Grand-Bassam on 13 March 2016, the intent of this article is to move beyond a reductive focus on security and counterterrorism by painting a more-nuanced portrait of one local manifestation of a global movement often reduced to violence and conflict. Far from becoming radicalized and despite increasing levels of activism, the country's Salafi elites and main national associations have demonstrated civic engagement and opposition to terrorism. They also increased their participation in the socioeconomic arena as well as their willingness to act as a key intermediary between the Muslim community and the country's political leadership.

Inherited from 19th century Orientalism and enhanced by the advent of Wahhabism and Salafism, Ibn Taymiyya's anti-sufi reputation has continued to obscure the mystical aspect of his work. The Hanbali scholar, described as the sworn enemy of Sufism, however, would have belonged to the Qāddiriyya Sufi order. Prejudice concerning Ibn Taymiyya and his Hanbali school, as well as specific difficulties in the approach towards Islamic mysticism, have been major obstacles to a comprehensive study on the relationship of Ibn Taymiyya in Sufism. The epistle al-Ṣufiyya wa-l-fuqarā, which is the subject of this work, reveals not only his explicit approval of Sufism, but also a vigorous defense of this discipline aimed at those who would have it condemned as such. In addition, a careful reading of this epistle, combined with historical facts and other writings of the Hanbali scholar, reveal a mystical doctrine in the tradition of great Sufi masters such as, Ğunayd, Abū Bakr al-Kalābāḏī, Abū Ṭālib al-Makkī, ʿAbd al-Raḥmān al-Sulamī, etc., Héritée de l'orientalisme du XIXe siècle, et accentuée par l'avènement du wahhabisme et du salafisme, la réputation anti-soufie d'Ibn Taymiyya n'a cessé de voiler la réalité de son oeuvre à portée mystique. Celui que l'on présente comme l'ennemi juré du soufisme aurait pourtant appartenu à la confrérie soufie Qādiriyya. Les préjugés sur Ibn Taymiyya et son école hanbalite, d'une part, et les difficultés spécifiques à l'approche de la mystique musulmane, d'autre part, ont été des obstacles majeurs à une étude approfondie sur les relations du savant hanbalite au taṣawwuf. L'épître al-Ṣūfiyya wa-al-fuqarāʾ, qui fait l'objet du présent travail, révèle, non seulement son approbation explicite du soufisme, mais encore une défense énergique de cette discipline contre ceux qui la condamneraient en tant que telle. En outre, une lecture attentive de cette épître, associée aux faits historiques et à d'autres écrits du šayḫ al-islām, laisse transparaître une doctrine mystique dans la lignée des grands maîtres soufis, tels Ğunayd, Abū Bakr al-Kalābāḏī, Abū Ṭālib al-Makkī, ʿAbd al-Raḥmān al-Sulamī, etc.
