Islamic economics (IE) assumes an altruistic economic agent who spends his income not only on himself but also on others through charity. Since this behavioral norm is attributed only to Muslims, this implies that the giving behavior of Muslims is different from others. This study aims to test the validity of this assumption by analyzing a cross-national survey measuring the attitudes, beliefs and behavior patterns of diverse populations in 19 European countries. The empirical results based on a logistic regression and Propensity Score Matching approach indicate no difference between Muslims and members of other religions in terms of the likelihood of involvement in giving activities. The impact of other explanatory variables on both donations and volunteer efforts were generally the same, with the exception of age and marital status. The increasing number of studies supporting the findings of this study or raising questions about the validity of Islamic economic assumptions may cause IE to reformulate its theory.

Son yıllarda hızla artan yoksulluk ile birlikte hem ulusal hem de uluslararası düzeyde yoksulluğu önlemek amacıyla çeşitli politikalar uygulanmaktadır. Bu politikalar içinde yaygın eğitim, avantajlarının ve özelliklerinin ülke yapısına uygun olması gerekçesiyle gelişmekte olan ülkelerde çok sık uygulanmaktadır.Bu çalışma, yoksulluğu azaltıcı bir politika olarak yaygın eğitim ve gelişmekte olan ülkelerde yaygın eğitimin yoksulluğu azaltma üzerindeki etkisini inceleyen bir literatür taraması niteliğindedir. Konu ile ilgili yayınlanmış kitaplar, makaleler ve diğer veriler incelenmiş, elde edilen sonuçlar konu ile ilişkilendirilerek yorumlanmıştır. Sonuçlar, bazı aksaklıklar olsa da, yaygın eğitimin gelişmekte olan ülkelere uygun bir model olduğunu ve yoksulluğu azaltmada olumlu etkisinin olduğunu göstermektedir.

Economics literature witnessed the revival of Islamic economics over the last few decades as an alternative to conventional economic theory. Islamic economists criticized value-free nature and unrealistic assumptions of conventional economics and offered a new paradigm based on behavioral assumptions. Aim of this paper is to explore validity of these behavioral assumptions, in general, or more specifically, assumptions of Islamic economics concerning to giving. The validity of behavioral assumptions of IE and their results is rarely questioned in the literature. Particularly, empirical studies, in this regard, are very limited. This study aims to make a contribution to this methodological issue by analyzing country level charity data. Additionally, it also provides a modest contribution to empirical studies on charity/giving at the macro level. Results of the study shows that countries with more pious citizens give more than the others but found no difference between giving rates of Muslim-majority countries and the others. The finding is consistent with a limited number of other studies claiming that Muslims, in general, are not different from the others or are not behaving as described in Islamic economics. Increasing numbers of studies supporting findings of this study or raising questions about the validity of Islamic economics' assumptions may cause the Islamic economics to evolve in a different direction

This study has examined the results of SOE policy by comparing two provinces in Turkey, one that was a would-be beneficiary of this policy and the other not. Statistical data and anecdotal evidence from in-depth interviews show that the SOEs increased labor costs, discouraged private entrepreneurship and guided locals to political, rather than productive solutions to their economic problems; regional development in the province in which SOEs dominated the regional economy was hindered. These results are in line with the reported outcomes of SOE policy adopted by Italian governments in order to promote development in southern Italy.

Externalities and equity are the two major arguments failures that provide justification for government intervention in education. Supporters belive that the intervention will correct these failures. This paper seeks answers the following two questions in the context of Turkey: (1)Is empirical data supporting the arguments for government intervention? (2) Is government intervention correcting failures? A survey of previous studies and the other evidence show that (1) empricial data is far from supporting the arguments that justify government intervention and (2) government intervention is creating its own failures.

Although the aim o f the regulations is to safeguard public interest, many studies conducted in the last fe w decades in this realm provide convincing evidence that regulations reduce competition in these professions and serve, mainly, the interests o f the providers o f these services. Increasing concerns on public interest justification led to reduction and removal o f regulations in liberal professions throughout the world.In many countries, competition law and competition authorities played an active role in the deregulation process o f LPs. In cases where competition is restricted in a LP market, and such conduct is fo un d to infringe competition laws, competition authorities enforced competition law to cease such anti-competitive conducts. However, i f restrictive activities were protected by laws other than competition law, which is frequent in LP cases, ‘competition advocacy’ role o f the authorities came to the forefront.In Turkey, history o f being subject to investigations by the competition authority fo r the LP regulations that restrict competition is much more recent. Therefore, regulations in Turkey are stricter than the E U and the United States. However, in recent years, the competition authority o f Turkey has been effectively standing against anti-competitive conducts o f LPs. Given the experience o f other countries, one may expect that this struggle will continue and LP regulations will gradually be softened or abandoned

Finansal Gelişme ve Ekonomik Sonuçlar Arasindaki Bağlant: Afrika ÖrneğiBu tezin temel amacı, hem mikro hem de makro değişkenleri kullanarak Afrika ülkelerinde finansal gelişme ve ekonomik sonuçlar arasındaki ilişkiyi araştırmaktır. Bu amaçla, Dünya Bankası, IMF ve ICRG dahil olmak üzere birden fazla kaynaktan alınan bir panel veri seti kullandık ve çeşitli tahmin yöntemleri kullanarak analiz ettik. Sonuç olarak, bu ampirik çalışmalardan önemli sonuçlar çıkarılmıştır. Birincisi, finansal gelişme kurumsal kalite göstergesi ile etkileşime girdiğinde, sonuç değişkeni olan ekonomik büyüme üzerinde pozitif ve anlamlı bir etkiye sahiptir. İkincisi, finansmana erişimin firma verimliliği üzerinde önemli ve olumlu bir etkisi vardır. Üçüncüsü, kayıt dışı krediye erişim, bir firmanın yöneticisinin deneyimi ve şeffaflığından olumsuz etkilenirken, ihracat, teminat, faiz oranı, yabancı mülkiyet ve yenilikçi faaliyetlerde bulunma, kayıt dışı krediye erişimi önemli ölçüde ve olumlu yönde etkilemektedir. The Nexus between Financial Development and Economic Outcomes: The Case of AfricaThe primary goal of this dissertation is to examine the relationship between financial development and economic outcomes in African countries by employing both micro and macro variables. We used a panel dataset retrieved from multiple sources, including the World Bank, the IMF, and the ICRG, and analyzed it using various estimation methods. As a result of these empirical studies, important conclusions have been drawn. First, when financial development interacts with the institutional quality indicator, it positively and significantly affects the outcome variable, economic growth. Second, access to finance has a significant and positive impact on firm productivity. Third, access to informal credit is negatively influenced by a firm's manager's experience and transparency, whereas exporting, collateral, interest rate, foreign ownership, and engaging in innovative activities significantly positively affect access to informal credit.

Dünya genelinde hızla artan nüfus, kentleşme ile birlikte teknoloji, sanayi ve ulaşımın gelişmesi sonucu enerji gereksiniminde ki artış enerji tüketiminin hızla artmasına neden olmuştur. Artan enerji tüketimi küresel düzeyde birçok çevre sorununu meydana getirmiştir. Bu yüzden başta gelişmiş ülkeler olmak üzere Türkiye’de dâhil birçok ülke tarafından yenilenebilir enerji kaynaklarına yönelim başlamıştır. Bu tez çalışmasının temel amacı Türkiye’de yenilenebilir enerji kaynaklarının çevre kirliliği üzerindeki etkisini analiz etmektir. Ayrıca bu çalışma ÇKE hipotezinin Türkiye’de geçerliliğinin sınanmasına da imkan tanımaktadır. Çalışmada karbondioksit emisyonu, kişi başına düşen gelir, kişi başına düşen gelirin karesi, yenilenebilir enerji tüketimi, petrol fiyatları ve yenilenemeyen enerji kaynakların göstergesi olarak kömür tüketimi kullanılarak iki farklı ekonometrik model geliştirilmiştir. Çalışmanın ilk aşamasında değişkenlerin durağanlık derecelerinin belirlenmesi amacıyla ADF birim kök testi ve Ng-Perron birim kök testi uygulanmıştır. Uygulanan birim kök testi sonuçlarına göre çalışmada kullanılan tüm serilerin birinci farkları alındığında durağan hale geldiği ortaya koyulmuştur. Yapılan birim kök testi sonucunda çalışmada değişkenler arasında ki uzun dönem ilişkinin belirlenmesi amacıyla ARDL yaklaşımının kullanılması uygun görülmüş ve eş bütünleşme ilişkisi ARDL yaklaşımı ile belirlenmiştir. Bir sonraki aşamada ARDL yöntemi kullanılarak uzun dönem katsayılar tahmin edilmiştir. Elde edilen bulgular neticesinde Türkiye’de yenilenebilir enerji tüketimindeki artışın çevre kirliliği üzerinde azaltıcı bir etkiye neden olduğu ortaya konulmuştur. Ayrıca ÇKE hipotezinin Türkiye’de geçerliliği kanıtlanmıştır. Yapılan bu tez çalışmasıyla literatüre önemli bir katkı sağlamak amaçlanmıştır.--------------------As a result of the rapidly growing population, urbanization and the development of technology, industry and transportation throughout the world, the increase in energy requirements has led to a rapid increase in energy consumption. Increasing energy consumption has caused many environmental problems at the global level. For this reason, many countries, including Turkey, especially developed countries, have started to focus on renewable energy sources. The main aim of this thesis is to analyze the impact of renewable energy sources on environmental pollution in Turkey. In addition, this study also allows the validity of the ÇKE hypothesis in Turkey to be tested. In the study, two different econometric models were developed using carbon dioxide emissions, per capita income, square per capita income, renewable energy consumption, oil prices and coal consumption as indicators of non-renewable energy sources. In the first phase of the study, ADF unit root test and Ng-Perron unit root test were applied to determine the degree of stasis of variables. According to the results of the unit root test applied, it was found that all series used in the study became stationary when the first differences were received. As a result of the unit root test, it was considered appropriate to use the ARDL approach to determine the long-term relationship between variables in the study, and the co-integration relationship was determined by the ARDL approach. At the next stage, long-term coefficients were estimated using the ARDL method. As a result of the results obtained, it was found that the increase in renewable energy consumption in Turkey causes a reducing effect on environmental pollution. Furthermore, the validity of the ÇKE hypothesis has been proven in Turkey. It is aimed to make an important contribution to the literature with this thesis work.

Bu tezin temel amacı kurumların—ülke ve bölgesel düzeyde—hem makro hem de mikro değişkenler üzerindeki etkisini analiz etmektir. Bu bağlamda, Afrika ülkeleri için Dünya Bankası'ndan ikincil veri kümesi kullanılmış ve çeşitli tahmin yöntemleri yardımıyla analizler yapılmıştır. Bu ampirik araştırmalardan üç önemli sonuç çıkarılmıştır. İlk olarak, firmaların inovasyon ve verimlilik kapasitelerini ve bunun sonucunda da Afrika’nın ekonomik büyümesini arttırmak için hem ülke hem de bölgesel düzeydeki kurumların kalitesini geliştirmek önemli olduğu sonucuna varılmıştır. İkincisi, ekonomik büyüme ve kurumlar arasındaki nedensel ilişki ülkenin ekonomik gelişme düzeyine bağlı olduğu tespit edilmiştir. Üçüncüsü, kurumların çeşitliliğine göre farklı etkisi olmasına ilişkindir. Örneğin, yatırımları teşvik eden ve demokratik kurumlar ekonomik büyümeyi hızlandırmak için en önemliyken; yolsuzluğun kontrol edilmesi ve hukuki üstünlüğünün korunması ise firma inovasyonu için en önemli unsur olduğu söylenebilir. Bu nedenle, politikayı belirleyenler, ilk önce, Afrika ekonomisi üzerinde daha büyük etkisi olacak, daha iyi kurumlar oluşturmak için bu kurumsal düzenlemeleri geliştirmeliler.--------------------The main aim of this dissertation is to empirically examine the impact of institutions— at the country and regional level—on both macro and micro variables. To this end, a secondary dataset from the World Bank was used for African countries and analyzed using various estimation methods. Three important conclusions have been drawn from these empirical investigations. First, improving the quality of institutions both at the country and regional level is imperative to enhance innovation and productive capacity of firms and economic growth of the region as a result. Second, the causal relationship between economic growth and institutions depends on the level of economic development of the country. Third, the effect of different types of institutions is not the same. For instance, investment-promoting and democratic institutions matter the most for accelerating economic growth; controlling corruption and maintaining rule of law appeared to matter the most for firm innovation. Therefore, policymakers could start by improving these institutional arrangements to build better institutions that would have a greater impact on the economy of Africa.

This dissertation was designed to explore these issues; thus, its objectives are multifold. Accordingly, the dissertation was organized into five chapters, all of which is an independent research article.The first chapter provides an overview of the theory of poverty and remittance. The second chapter shows the measure and analyzes the poverty status and its determinants in Somalia. The important questions investigated in this part are; what are the major determinants of rural and urban poverty in Somalia? In other words, what are the household characteristics and geographic factors, which determine the rural and urban poverty in the country? How do living standards, and hence poverty, vary between rural and urban areas?Chapter three examines how remittances affect household expenditure and reduce poverty in Somalia. This study seeks to proffer answer(s) to the following study questions: what is the extent to which remittance helps reduce household poverty? And what is the level of significance in the relationship between remittance and per capita consumption of households? The propensity score matching was used, and the latest survey data from the Somali High-Frequency Survey 2018. Chapter four analysis the effects of remittances on African countries' economic growth. This chapter analyzed the relationship between remittances and economic growth in African countries during 1996-2019.Finally, chapter five concludes the paper and provides suggestions for future research. Since all chapters of this dissertation are an independent research article, some explanations and literature are repeated in different dissertation sections. Each paper is subdivided into five parts. The first section is the introduction part, which focuses on the background, statement of the study, objectives, and research questions. Conceptual frameworks and empirical investigations are developed in part two. The third part deals with the paper's methodology in which data and data sources and model specifications will be stated. Section four & five will be the analysis of the study and conclusion of each paper.

Bu tez çalışması klasik olmayan olasılık kuramları kullanılarak paradoksal sonuç veren, belirsizlik altında insan karar vermesi ile ilgili kuramların çözümlenmesi ve yeni öngörüler geliştirilmesini hedeflemiştir. Daha ayrıntılı bir tanımlama ile bu çalışma subjektif beklenen fayda teorisini kurgulayan aksiyomlardan en az birinin ihlal edildiğini ima eden Ellsberg düşünce deneyini ele almaktadır. Çalışmamız son yıllarda önemini gittikçe arttıran paradoksal iktisat problemlerine kuantum olasılık yaklaşımı ile çözüm getirmeyi amaçlayan çalışmalardan birini ayrıntılı incelemiş ve sunduğu katkı ile belirsizlik altındaki karar vericilerin bilişsel durumları ile ilgili yorum yapılabilme olanağını ortaya koymuştur. Çalışmamız çeşitli bilişsel ilk durumların zamanla ilerlemesini incelemekte ve paradoksu çözen bilişsel durumları geçerli bilişsel durumlar olarak kabul eden bir metot benimsemektedir. Benimsenen metot ile elde edilen numerik bulgular tutarlı olup genel bir beklenen kuantum fayda teorisini oluşturma yolunda katkı sağlamaktadır.--------------------This thesis study aims to resolve the theories giving paradoxical results about human decision-making under uncertainty by using non-classical probability theories and to develop novel predictions. More particularly, this study considers the Ellsberg thought experiment implies that at least one of the main axioms of the subjective expected utility theory has been violated. Our study has been investigated one of the studies in detail aiming to resolve the paradoxical economic problems using the quantum probability approach that has been increasingly significant recent years and enabled the capability to develop predictions about the cognitive states of the decision-makers under uncertainty. This study also investigates the temporal evolution of several initial cognitive states and adopts a method that accepts the cognitive states resolves the paradox as the valid cognitive states. The numerical findings obtained by this method is self-consistent and contributes paving the way to construct a quantum version of the expected utility theory as a generalized utility theory.

ÖZETBu çalışmada, küreselleşmeyle birlikte Türkiye ekonomisinde 1980’li yıllardan itibaren yaşanan yapısal dönüşüm ve serbestleşme hareketlerinin, Türkiye’de faaliyette bulunan şirket grupları üzerindeki etkisi incelenmiştir. 1980 yılında Türkiye’nin dışa açık ve serbest piyasa koşullarının geçerli olduğu daha liberal bir ekonomik yapıya geçmesi, ekonominin giderek diğer ülke ekonomileri ile bütünleşmesine ve ekonomi üzerindeki devlet etkisinin giderek azalmasına neden olmuştur. Ekonominin en önemli aktörlerinden biri olan şirket grupları, oluşan bu yeni koşullar altında ayakta kalabilmek ve ortaya çıkan yeni fırsatları değerlendirerek gelişebilmek için yeni stratejiler belirlemiş ve bir dönüşüm sürecine girmiştir. Bu bağlamda çalışmada, 1980 yılından günümüze değin şirket gruplarında yaşanan dönüşüm; faaliyet yapıları, yabancı şirketlerle ortaklık ilişkisi, uluslararası faaliyetler ve yönetim kurulları açısından incelenmiş ve şirket gruplarının bu açılardan bir dönüşüm yaşadığı sonucuna varılmıştır.ABSTRACTThis study is about how company groups working in Turkey have been effected by the structural transformation and liberalisation movements that have been taking place since the 1980s, due to globalization. The fact that Turkey’s economy has transformed itself to have a more liberal economic structure, in which Turkey has become open to the world with its free market conditions, has brought with it Turkey’s union with other countries’ economies and the minimisation of state control. Company groups, which are among the most important actors in an economy have adopted new strategies and gone through a transformation process in order to survive and make the most of the opportunities that appear. Within this context, the transformation that has been taking place in company groups has been investigated in this study with regard to their activity structure, partnership relationships with foreign companies, international activites and board of directors and it has been concluded that company groups have been through a transformation when viewed from these perspectives.

ÖZETSon yıllarda hızla artan yoksulluk ile birlikte hem ulusal hem de uluslararası düzeyde yoksulluğu önlemek amacıyla çeşitli politikalar uygulanmaktadır. Bu politikalar içinde yaygın eğitim, avantajlarının ve özelliklerinin ülke yapısına uygun olması gerekçesiyle gelişmekte olan ülkelerde çok sık uygulanmaktadır. Bu çalışma, yoksulluğu azaltıcı bir politika olarak yaygın eğitim ve gelişmekte olan ülkelerde yaygın eğitimin yoksulluğu azaltma üzerindeki etkisini inceleyen bir literatür taraması niteliğindedir.Konu ile ilgili yayınlanmış kitaplar, makaleler ve diğer veriler incelenmiş, elde edilen sonuçlar konu ile ilişkilendirilerek yorumlanmıştır. Sonuçlar, yaygın eğitim programlarının başarısını olumsuz etkileyen, istenen sonuçları elde etmesini engelleyen bazı aksaklıklar olsa da, yaygın eğitimin gelişmekte olan ülkelere uygun bir model olduğunu ve yoksulluğu azaltmada olumlu etkisinin olduğunu göstermektedir. Diğer yönden Moğolistan örneği ele alınmış, Moğolistan’da uygulanan yaygın eğitim politikaları, ulaşılan sonuçlar, yaygın eğitimin yoksulluğu azaltmadaki başarısı ve yaygın eğitim sektöründe yaşanan sorunlar incelenmiş, ülke örnekleri ile karşılaştırılarak bazı öneriler sunulmuştur. ABSTRACTIn recent years, there are various policies to alleviate poverty in both nationally and internationally level. In these policies, non-formal education is suitable in developing countries according to its features and advantages and is applied too often. The article has examined the inpact on poverty reduction of non-formal education in developing countries as a policy to reduce poverty. In this research the method of literature has used. Books, articles and other data related to topic were analyzed. Moreover, five countries were selected and analyzed. The obtained data were interpreted in relation to each other. The results of examples and studies show that non-formal education is suitable model for developing countries and its very effective on reducing poverty. At the same time, examples of Mongolia are discussed. Non-formal education policies implemented in Mongolia, the results of its policies and common problems encountered in non-formal education programs has been compared and some suggestions are presented.

Bu çalışmada, Türkiye ve Dünya uygulamalarından hareketle enflasyon hedeflemesi rejimi ana hatlarıyla tartışılmakta ve iktisat yazınında enflasyon hedeflemesine ilişkin tartışmalar temel alınarak Türkiyede uygulanan enflasyon hedeflemesi rejimine ışık tutmayı amaçlamaktadır.Enflasyon hedeflemesi rejiminde teme düşünce, merkez bankasının nihai amacının fiyat istikrarı olduğu bu amaç doğrultusunda kullanacağı para politikası aracının kısa vadeli nominal faiz oranları olduğudur. Bu görüş doğrultusunda merkez bankalarının takip edeceği para politikası kuralı iktisat yazınında John Taylor tarafından 1993 yılındaki çalışmada ortaya atılmıştır. Taylor bu çalışmasında, basit reaksiyon fonksiyonu veya daha sonra Taylor kuralı olarak adlandırılacak olan politika faiz oranını merkez bankasının enflasyon ve çıktı açığında meydana gelen hareketlere göre belirlemesi gerektiğini savunmaktadır.Ancak son zamanlarda literatürde hem sanayileşmiş ekonomilerde hem de gelişmekte olan piyasa ekonomilerinde uygulanan enflasyon hedeflemesi rejimim etkinliğine ilişkin ciddi eleştiriler geldiği görülmektedir (Blanchard, Dell'Ariccia ve Mauro, 2010 ve 2013). Temel olarak bu eleştiriler iki grupta toplanabilir. İlki, artan finansal globalizasyon sürecinde gelişmekte olan piyasa ekonomilerinde politika faiz oranlarının ABD para politikası faiz oranı, global risk iştahı ve risk primleri gibi global faktörlerde meydana gelen değişmelerden etkilendiğidir. Bu durumun gelişmekte olan piyasa ekonomilerinde enflasyon hedeflemesi rejiminin etkinliğini azalttığıdır (Velasco, 2001; Favero ve Giavazzi, 2005; Blanchard, 2005; Özatay, 2005; Leiderman, Maino ve Parrado, 2006; Woodford, 2007 ve Özatay ve diğerleri, 2008)İkinci olarak Türkiye gibi gelişmekte olan piyasa ekonomilerinde para politikası üzerinde baskın unsurların bulunması ve dalgalanma korkusu nedeniyle merkez bankalarının gelişmiş ülke merkez bankaları gibi döngüsellik karşıtı (counter-cyclical) para politikası izleyemeyecekleridir. Bu çalışmada Türkiye ekonomisinde artan finansal globalizasyon sürecinde global faktörlerin enflasyon hedeflemesi rejiminin etkinliğini azaltıp azaltmadığı ve Türkiye ekonomisinde merkez bankasının döngüsellik karşıtı para politikası uygulayıp uygulayamadığı 2002:I2012:IV dönemi için ampirik olarak araştırılmaktadır. Çalışmamızda ilk önce global faktörlerin enflasyon hedeflemesi rejiminin etkinliğini azaltıp azaltmadığı sorusuna yanıt aranacaktır. Bunun için politika faiz oranındaki değişmeyi açıklama gücü en yüksek değişkenlerin ortaya konulabilmesi için üçer aylık verilerden hareketle varyans ayrıştırması yöntemine başvurulmuştur. İkinci olarak Türkiye Cumhuriyet Merkez Bankası?nın 2002: I - 2012: IV arası dönemde döngüsellik karşıtı para politikası uygulayıp uygulamadığı VAR yaklaşımından hareketle analiz edilmiştir. Ampirik çalışmamızın sonucuna göre Türkiye Cumhuriyet Merkez Bankasının politika faiz oranlarının yurtdışı faktörlerden önemli ölçüde etkilendiğidir. Bu bulgu Özatay (2005); Leiderman, Maino ve Parrado (2006); Woodford (2007) ve Özatay vd. (2008) bulgularını desteklemektedir. İkinci olarak da Türkiye Cumhuriyet Merkez Bankası?nın döngüsellik karşıtı para politikası uygulayamadığıdır. Bu bulgu Fraga, Goldfajn ve Minella (2003); Calderón vd.(2003) ve (2004); Zoli (2005); Baig ve diğerleri. (2006); Montoro, Takáts ve Yetman (2012); Takáts (2012) ve McGettigan vd. (2013) bulgularını destekler niteliktedir. In this study, we intend to shed light on the inflation-targeting regime in Turkey on the basis of debates about inflation targeting in economic literature, while the inflation-targeting regime is being substantially discussed based on the practices in Turkey and the world. The main idea of inflation targeting regime is that the ultimate purpose of Central Bank is the price stability and the monetary policy instrument which is being used for this purpose is the short-term nominal interest rates. In this regard, the monetary policy protocol followed by Central Bank was introduced in 1993 by John Taylor in economic literature. In this study, Taylor advocates that central bank should assess the simple reaction function or the political interest rate which will be named later as the Taylor Rule according to the movements occurred in inflation and output deficit.On the other hand, serious critics about the efficiency of inflation-targeting regime used in as well as industrialized economies and emerging market economies have been seen in the literature recently. (Blanchard, Dell'Ariccia and Mauro, 2010 and 2013).Fundamentally, these criticisms may be grouped into two. First, emerging market economies? policy interest rates under increasing financial globalization process is affected by changes in global factors such as the U.S. monetary policy interest rates, global risk appetite and risk premiums. Thus, it reduces the efficiency of inflation-targeting regime in the emerging market economies (Velasco, 2001; Favero and Giavazzi, 2005; Blanchard, 2005; Özatay, 2005; Leiderman, Maino and Parrado, 2006; Woodford, 2007 and Özatay and others, 2008). Second, in emerging market economies such as Turkey there have been dominant factors on monetary policy and due to the fear of fluctuation central banks are not able to follow a countercyclical monetary policy as central banks of developed countries.In this study, it is investigated empirically that in Turkey's economy whether global factors reduces the efficiency of inflation-targeting regime under increasing financial globalization process and whether central bank is able to use countercyclical monetary policy for the period of 2002: I - 2012: IV. Firstly, the question of whether global factors reduce the effectiveness of the inflation targeting regime or not is going to tried to be answered. Therefore, based on quarterly data Variance Decomposition methods have been applied to state the variables having highest power of explanation of the changes in the policy interest rates. Secondly, based on the approach of VAR whether Central Bank of the Republic of Turkey had used the countercyclical monetary policy or not during the period between 2002: I - 2012: IV has been analyzed. According to the results of empirical study, initially it was seen that interest rates of the Central Bank of the Republic of Turkey had been significantly affected from foreign factors. This evidence supports the evidences of Özatay (2005); Leiderman, Maino and Parrado (2006), Woodford (2007) and Özatay et al. (2008) Second evidence is that the Central Bank of the Republic of Turkey was not be able to use the countercyclical monetary policy. This evidence also supports the evidences of Fraga, Goldfajn and Minella (2003); Calderón et al. (2003) and (2004), Zoli (2005), Baig and others. Deniz ticaretinde önemli yeri olan limanlar, bulundukları yerde alt ve üst yapı tesislerini en iyi şekilde kullanıp, teknolojiden faydalanarak müşterilerine kaliteli hizmet vermek zorundadır.Kamu limanlarının, bu hizmetleri istenilen düzeyde yerine getirememesi, kamu liman işletmeciliğindeki bürokratik engeller, istihdam sorunları ve birtakım eksiklikler limanların özelleştirme kavramını düşündürmüştür.Bu çalışmanın amacı; limanların ülke ekonomisindeki önemini kavrayarak, bunların özelleşmesi ile ne gibi değişikliklerin yaşandığını anlayıp, Türkiye’de limanların özelleşmesinin doğurduğu sonuçları değerlendirmektir. Son olarak da limanlar için devletin ve özel sektörün yapması gereken birtakım çalışmalar önerilmiştir. Bu çalışmada; dört ana bölümden bahsedilmiştir. Birinci bölümde Kamu İktisadi Teşebbüsleri ve Özelleştirme anlatılmıştır. İkinci bölümde limanlar ve deniz taşımacılığından bahsedilmiştir. Üçüncü bölümde ise liman özelleştirmesinin neden ve çeşitlerine yer verilmiştir. The key points of the shipping trade are the ports. The ports which have significant position in shipping trade should have provide customers with quality service making the most of technological opportunities by using the infrastructure of the where about efficiently. The services which are not fulfiled adequately by the public ports, the bureaucratic obstacles in public port management, the employment problems and some other reasons make people to think about the privatization of the ports.The aim of this study is; the comprehend the importance of the ports in national economy, to understand the changes happens when privatization and to evaluate the results of the privatization of the ports. Eventually we offered some studies for the ports which both the state and the private sector should have do. This study has four main parts. In the first part, public economic enterprises and privatization is explained. In the second part, ports and shipping is explained. In the third part the reasons and the types of the privatization of the ports explained. Lastly the privatization of the ports in Turkey and the statistics before and after the privatization is evaluated.

ÖZETİKTİSADİ BİRLEŞMELERİN DIŞ TİCARET ÜZERİNE ETKİLERİSon yarım yüzyıldır Türkiye'nin çok önemli hedeflerinden birisi Avrupa Birliği’ne tam üye olmaktır. Türkiye ile AB arasında Gümrük Birliği Anlaşması 6 Mart 1995 imzalanmıştır. Türkiye'nin GB’ne geçişi, AB'ye tam üyeliğe doğru bir adım alarak dikkate alınmaktadır. Türkiye ile AB arasındaki GB’nin en önemli özelliği Türkiye'nin AB'ye tam üye olmadan GB aşamasına geçen ilk ve tek ülke olmasıdır.Çalışmanın ilk bölümünde ekonometrik entegrasyonun genel çerçevesine değinilmiştir. Bunun yanında gümrük birliğinin ekonomik etkileri açıklanmıştır. İkinci bölümde, dünya üzerindeki ekonomik entegrasyon örnekleri anlatılmıştır. AB ve NAFTA örneği üzerinden entegrasyonun üye ve diğer ülkelerin dıs ticaretlerine olan etkileri incelenmiştir.Üçüncü Bölümde Türkiye’nin Gümrük Birliğini süreci incelenmistir. Analizde, 1980 and 2007 yılları arasındaki dış ticaret verileri kullanılmıştır.Gümrük Birliği’nin Türkiye’nin net ithalat ve net ihracatı üzerine etkilerini analiz edebilmek için 1996 yılı için bir kukla değisken konulmuştur. “Gümrük Birliği Türkiye’nin ihracatını ve ithalatını etkilemistir.” öngörüleri test edilmistir. Kurulan ihracat modelindeki kukla değiskenin LNİHR’daki değismelerin açıklanmasında anlamlı bir katkı yapmadığı sonucuna ulasılmıstır. Between Turkey and the EU Customs Union Agreement was signed on March 6, 1995. Turkey's transition to a customs union, taking a step toward full EU membership is taken into account. Customs union between Turkey and the EU's most important feature of Turkey's EU full membership without first and last phase of the customs union is the only country.In the first part of the general framework of econometric studies of integration have been mentioned. Besides the economic effects of the customs union is described. Second section describes examples of economic integration in the world. Through the integration of members of the EU and NAFTA samples and the effect of trade of other countries is under-examined. In the third section, Turkey's Customs Union searched for the process.In this analysis, foreign trade date between 1980 and 2007 year is used. A dummy variable in 1996 was placed in order to analyze the effects of Custom Unions on Turkey’s net imports and net exports. “Customs Union has influenced Turkey's exports and imports ” predictions was tested. It was concluded that the dummy variable in the Established export model has no a meaningful effect of explaining the change in LNİHR. ÖZET Kalitenin, güvenliğin, mal ve hizmetlerin performansının ifadesi olması açısından standartlar yaşamımızın bir parçasıdır. Sosyal yaşam ve ekonomi için çok önemlidir. Tezimde Avrupa Birliği Standardizasyonunun ve bunun iç ve dış pazarlardaki Avrupa Birliği ticaretine pozitif ve negatif etkilerini inceledim. Ticaretteki teknik bariyerleri azaltmak amacıyla Avrupa Birliği tarafından izlenen farklı stratejilerin özellikle üzerinde durdum. Yaptığım analizlerin sonuçlarına göre üye ülkelerin AB standartlarından memnun oldukları söylenebilir. Rekabet avantajı kazanıp, mallarını kolaylıkla AB pazarına ihraç edebilmektedirler. AB standardizasyonunun etkileri çeşitli ülkelerde çeşitli endüstriler için farklı etkiler yaratmasına rağmen genel etki pozitiftir ve genel olarak tamamiyle harmonize olmuştur. Aynı zamanda bu politikaların da avantajlarını kullanmışlardır. Tezimdeki diğer önemli bir konu da Avrupa Birliği standardizasyonunun Avrupa Birliği’ nin dış ticaretine etkileridir. Avrupa Birliği ve Orta Doğu Avrupa ülkelerinin (üyelik öncesi) aralarındaki ticaretinin etkileri örnek olarak incelenmiştir. Hassas ve yüksek kaliteli ürünler içeren sektörlerin maliyetlerine katlanamayan ülkeler Avrupa Birliği pazarında ilgili sektörlerde mallarını ihraç edememişlerdir. Avrupa Birliği ticaretinin büyük bir payı tümüyle harmonize olmuş sektörlerden oluştuğu için diğer ülkeler Avrupa Birliği standardizasyonun gereklerini tam olarak yerine getirememişlerdir. Avrupa Birliği’ nin dış ticaret politikası ve Dünya Ticaret Örgütü’ nun bu konudaki bakış açısı da çeşitli örnek vakalarla tartışılmıştır. Avrupa Birliği, Dünya Ticaret Örgütü ve Teknik Bariyerler Antlaşmasına bağlıdır. Dünya Ticaret Örgütü insan ve hayvani bitki sağlığına, çevrenin korunması ve halkın güvenliği konularında hassastır. Ancak aynı zamanda bu ilkelerin ticaret adına korumacılık vasıtası olarak kullanılmasını engellemeyi amaçlamaktadır. Sonuç olarak Avrupa Birliği dünyadaki en büyük ticaret liderlerinden biridir ve tüm direktiflerini uluslararası direktiflerle uyumlaştırmak istemektedir. Ancak yine de Avrupa Birliği’nin dış ticarette korumacılık eğilimleri devam etmektedir. SUMMARY Standards are apart of our life, in the sense that they define quality, safety and performance of goods and services are really important for society and the economy. In my thesis, I analyzed European Union Standardization, its negative and positive effects of EU trade in internal and external markets. Special attention was given to the different strategies for internal trade, pursued by European Union, in order to reduce technical trade barriers. According to the results of the analysis; it is possible to say member states satisfy European Standards. They gain competitive edge and export their products easily to the EU. However; the effect of EU Standardization is quite different for various industries from various countries. The general impact is positive. They are fully harmonized in general and take the advantage of the harmonization with the policy being in place. Another important issue was the effects of EU standardization on external EU trade. As an example; the effects of EU Standardization on trade between EU and CEECs before accession were analyzed. The countries which can not afford the costs of sensitive high quality product sectors, are not able to export their goods to the concerning sectors in the EU market. The large proportion of EU trade is in sectors subject to full harmonization. Therefore, they could not fulfill the requirements of the EU standardization completely. The external trade policy of the EU and the point of view of the WTO were also discussed with many cases in the thesis. The EU relies on WTO and Technical Barriers to Trade Agreement. But WTO recognizes the protection of human, animal or plant life or health, protection of environment, public safety WTO is also aims to prevent these objectives to be used as a protectionism tool in foreign trade. To conclude, the EU is one of the biggest trade players in the world and wants to harmonize its rules with international rules. However; protectionist tendencies of the EU continue in foreign trade.

Cevap ve bir Politika ÖnerisiÖZETBu Tezin amacı, Avrupa Birliği Rekabet Hukuku kapsamında teşebbüsler arası yoğunlaşma işlemlerinin 2004 yılında gerçekleşen reform süreci akabinde tabi olduğu kuralların Türkiye’deki olası bir mevzuat değişikliğinde ne şekilde yansıması gerektiğinin ortaya konmasıdır.Türkiye’nin dinamiklerini belirlemek üzere bir ampirik çalışma ile Rekabet Kurulu’nun 2006 yılı sonuna kadar almış olduğu “karşı oy gerekçesi içeren” tüm birleşme ve devralma kararları sınıflandırılarak bu karşı oyların AB reform sürecindeki herhangi bir hususa doğrudan veya dolaylı bir biçimde gönderme yapıp yapmadığı incelenmiştir. Competition Law Aspects of Mergers and Acquisitions in the EU and Turkish LawDoes Turkey Call for a Merger Reform? The Answer and a Policy ProposalABSTRACTThe purpose of this thesis is to set out whether or not the rules governing concentrations between undertakings in EU competition law that are reshaped subsequent to a reform in 2004 must be reflected in a possible legislative amendment in Turkey.In order to determine the dynamics of Turkey, as an empirical study, Competition Board decisions on mergers and acquisitions containing reasoning for dissenting votes rendered until the end of 2006 are examined to observe whether they make direct or indirect reference to matters involved in the EU reform process. This study is baptised as “Dissenting Vote Analysis”. The dissenting votes are classified under jurisdictional, substantial and procedural matters. In the next stage, sub-classification were made under each of these three main categories in accordance with subject of each dissenting vote, where the frequency of these classifications were made subject to process of examining relevant final decisions according to dissenting member and time parameters.The study also sets out whether regulations, presently proposed and announced by Competition Authority in 2005 as legislative amendment on merger and acquisition transactions will meet the needs mentioned in the outcome of the Dissenting Vote Analysis. Finally, arrangements that should be introduced within the Turkish legislation that are contained neither in the Dissenting Vote Analysis nor in the Competition Authority proposal but stemming from the EU legislation are also presented within the context of a comprehensive recipe.

ÖZETVERİ ZARFLAMA ANALİZİ VE SİGORTA SEKTÖRÜ ÜZERİNE BİR UYGULAMAİktisatta en önemli kavramlardan biri kıtlıktır. Sonsuz insan ihtiyaçları karşısında kıt olan kaynaklardan en fazla nasıl yararlanabileceğimiz sorusunun önemi gün geçtikçe artmaktadır. Bu noktada artan rekabetin olduğu günümüz şartlarında etkinlik kavramı ön plana çıkmaktadır. Çünkü rekabet ortamında firmaların varlıklarını sürdürebilmeleri için kaynaklarını optimum düzeyde kullanmaları gerekmektedir. Firmaların etkin olarak çalışmaları, sektör etkinliği dolayısıyla da ekonominin etkinliği açısından önemlidir. Son yıllarda bu önemin anlaşılması ile birlikte, bu doğrultuda etkinliği ölçmeye yönelik birçok yöntem geliştirilmiştir. Bu yöntemlerden biri olan Veri Zarflama Analizi en çok kullanılan tekniklerin başında gelmektedir. Finansal Sistem içerisinde ekonomiye fon yaratması bakımından sigorta sektörü önemi ön plana çıkan sektörlerden biridir. Çalışmada Türk Sigortacılık Sektörü’nde faaliyet gösteren hayat dışı sigorta şirketlerinin etkinliği ölçeğe göre değişken getiri varsayımı altında girdi odaklı veri zarflama analizi yöntemi ile ölçülmüştür. Bu analiz sonucunda finansal sistem içerisinde bankacılık sektöründen sonra payı en büyük olan ancak yüzdesel olarak çok küçük bir paya sahip olan sigorta sektörünün etkinliğinin oldukça yüksek olduğu görülmüştür. Sektör içerisindeki yabancı sermayenin payının yüksek olduğu görülmüş ve yabancı sermayeye ait şirketlerin göreceli etkinliğinin yerli şirketlere göre daha yüksek olduğu gözlemlenmiştir. Özetle çeşitli sorunların olmasına rağmen sigortacılık sektöründe etkinlik göreceli olarak oldukça yüksektir. Ekonomiye fon yaratan önemli bir kaynak olması açısından sigortacılık sektörünün finansal sistem içerisindeki payı arttırılmalı, ekonomiyi yönetenler bu yönde gerekli düzenlemeleri yapmalıdırlar.ABSTRACTDATA ENVELOPMENT ANALYSIS AND AND APPLICATION TO THE INSURANCE SECTORScarcity is the one of the most important concepts in Economics. The issue of benefiting from scarce resourses to the maximum level is gradually gaining importance. The competitive circumstances of the age, will naturally lead to the concept of efficiency. Firms are to use their resources efficiently in order to assimilate their entity, which ultimately results in the efficiency of economy. Therefore, some efficiency measuring techniques have resultly been introduced. Data Envelopment Analysis, which is widely used, is esteemed one of these methods.Insurance sector is one of the leading sectors to create funds to the economy. This study aims to measure the efficiency of non-life insurance companies through the method of Input Oriented Variable Returns to Scale Data Envelopment Analysis. As a result of the study, it has been conclude that insurance sector holds a greater place in financial system in terms of efficiency, despite the fact that it has a smaller share and percentage compared to the banking sector. Furthermore, it has also been observed that the rate of foreign investment in the sector is relatively higher and more efficient than domestic companies.In conclusion, the efficiency of insurance sector is considerably high despite some current problems. As a consequence of this, those who govern the economy are expected to consider these facts and make necessary arrangements since insurance sector creates substantial funds to the economy.

TÜRKİYE VE AVRUPA BİRLİĞİ’NDESİGORTACILIK DÜZENLEME VE DENETLEMESİÖZETSon yıllarda sigortacılıkta düzenleme ve denetleme konusu tüm dünyada sektörgündeminin ön sıralarında yer almaktadır. Yeni düzenlemelerin yasalaşması, denetimkapsamının genişletilmesi ve yeni denetim sistemlerinin geliştirilmesi de bu artanilginin somut göstergeleri haline gelmektedir. Dünya çapındaki gelişmelere paralelolarak Avrupa Birliği’nde ve tam üyeliğe aday bir ülke olarak Türkiye’de de bu konudadikkate değer gelişmeler yaşanmaktadır. Bu çalışmada, Türkiye’nin katılım sürecini degöz önünde tutarak sigortacılıkta düzenleme ve denetleme ve bu konudaki güncelgelişmeler incelenmektedir. Çalışmanın ilk bölümünde finans ve özel olarak sigortasektöründe düzenleme ve denetlemenin teorik temeli özetlenmektedir. INSURANCE REGULATION AND SUPERVISION IN TURKEYAND THE EUROPEAN UNIONABSTRACTInsurance regulation and supervision has been a hot topic for last decadesthroughout the world. New laws and regulations have been adopted, the coverage of thesupervision has been extended and new supervisory systems have been structured. Inparallel with rest of the world, there are considerable developments in this area in boththe European Union (EU) and as a prospective EU Member State, in Turkey. This studyis aimed to examine insurance regulation and supervision generally and also theserecent developments considering Turkey’s ongoing EU accession process. In the firstpart of this study theoretical basis of generally financial and specifically insuranceregulation and supervision is summarised. Then, historical evolutions and currentsituations of insurance regulation and supervision in the EU and Turkey are presented.Moreover, emphasis is given to recent developments in both sides. The last part of thestudy is an evaluation of regulatory and supervisory harmonization of Turkey to the EUin the field of insurance.
