Multiple measures assessment (MMA) has gained considerable momentum over the past decade as an alternative to traditional test-based procedures for placing incoming students into developmental or college-level coursework in math and English at broad-access colleges. Compared to standardized tests, which measure student performance at a single point in time, MMA (which often emphasizes high school GPA as a measure) provides a more holistic picture of students' academic preparation. Despite positive impacts on student outcomes that have been found by recent research on MMA, questions remain about whether the positive effects of MMA are sustained over time. This study--a follow-up to prior research using the same sample of students--employs a randomized controlled trial to investigate whether algorithmic MMA placement used at seven State University of New York (SUNY) community colleges led to better student outcomes, for up to four and a half years after randomization, than a system based on test scores alone. Nearly 13,000 incoming students who arrived at the seven colleges in fall 2016, spring 2017, and fall 2017 took placement tests and were randomly assigned to be placed using either the status quo method (business-as-usual group) or the alternative, algorithmic MMA method (program group). Using this sample, we estimate the overall treatment effects on placement into, enrollment in, and completion of college-level math and English as well as effects on other outcomes. We conduct similar analyses on race/ethnicity, Pell recipient status, and gender subgroups. We also descriptively examine the proportion of program group students who were bumped up (i.e., their placement changed from a developmental course placement to a college-level course placement) and bumped down (i.e., their placement changed from a college-level course placement to a developmental course placement) by the MMA algorithm, and we perform a cost-effectiveness analysis. We find that the MMA method used at the colleges improved access to and success in college-level courses and that lower cut scores in English rather than math are associated with larger and longer lasting impacts on completion of college-level coursework. While MMA improved outcomes among student subgroups, it had little to no impact on gaps in outcomes between subgroups. We also find that bumped-up students had substantially better outcomes in both math and English, while bumped-down students had substantially worse outcomes. Our results suggest that increased access to college-level courses is the driving factor in the positive outcomes experienced by program group students and that placement into standalone developmental courses can have detrimental effects on student outcomes. In the discussion of the study's results, we make recommendations for adopting MMA at colleges. Emotional, behavioral, and mental health challenges make it difficult for many children and adolescents to engage and succeed at school. Research indicates that at least 20% of all children and adolescents have been diagnosed with one more mental health disorders. Behavioral problems, anxiety, and depression are the most diagnosed mental health issues, and they often co-occur. Moreover, these conditions are being diagnosed at increasingly younger ages. In the past several years there has been a rise in the number of adolescents and young adults with serious mental health issues such as major depression and suicidal ideation, and the COVID-19 pandemic has exacerbated mental health problems for children and adolescents. Schools offer promise for providing intensive clinical support to the most at-risk students, and schools are necessary environment to explore the implementation of multi-modal youth mental health services. This paper provides an analysis of an intensive, in-school mental health services model developed and implemented by Effective School Solutions (ESS), a New Jersey based provider of high acuity school based mental health services for K-12 students. We analyze this multi-modal model for its effectiveness in improving educational outcomes for over 3,000 students identified as requiring intensive clinical mental health support across the 2021-22 school year. This analysis reveals that those students receiving High- versus Low-fidelity programming (i.e., multiple sessions per week for at least half of the school year versus for less than half of the school year) had better educational outcomes. Students receiving High-fidelity programming had greater improvements in grade point average (GPA) and greater reductions in absences across the school year. A higher number of in-school clinical sessions per week significantly predicted a greater increase in GPA and a greater reduction in total disciplinary incidents (including out of school suspensions) across the school year. This report provides initial promising evidence that in-school intensive mental health clinical services yield positive effects on students' educational outcomes. Though future research is needed to validate and extend these findings, schools may consider implementing such services onsite to meet students where they are and to optimize students' mental, behavioral, and educational well-being. The growth of homeschooling from a somewhat fringe movement during the 1970s and 1980s to a more widespread and socially accepted approach in recent decades has provided a strong foundation of flexible learning models. When Florida's school choice expansion, House Bill 1, was introduced in January 2023, one of its goals was to allow more homeschoolers to participate in the education savings account (ESA) program. But many homeschoolers and homeschool advocacy groups balked at the proposal. Having worked hard to achieve independence, they were loath to be linked to government funding. Even if the program were optional, they feared that associated regulations would eventually extend to traditional homeschoolers. In the end, the bill passed with new language that satisfied traditional homeschoolers by creating a new option for parents to educate their children at home. As states continue to enact and expand education savings accounts, Colleen Hroncich argues that it is crucial that policymakers craft bills in a way that maximizes freedom and minimizes roadblocks.

This briefing paper explores Infant and Early Childhood Mental Health (IECMH) policies and practices that state early intervention (Part C) programs may consider implementing to meet the social-emotional and mental health needs of infants and toddlers in the context of relationships with their parents and other caregivers.

This paper is the first to investigate the costs of institution-wide reforms at community colleges. Drawing on data from 12 community colleges implementing comprehensive guided pathways reforms, I use the ingredients method to analyze the resources required to implement such reforms and examine their feasibility and affordability, as well as their value for students. For a typical college with 4,000 full-time equivalent students (FTEs) that implements guided pathways over four years, the total implementation cost beyond business-as-usual operations is estimated at $450 per student each year, or $7.1 million in total, which amounts to 12% of the college's annual budget, or approximately 3% per year. Around one third of this cost is for enhanced student advisement. Extra investments in information technology are also significant. Ongoing operating costs, primarily for student advisement and student success courses, are around $350 per FTE each year. Cost estimates vary depending on how colleges implement guided pathways, but the results are robust to alternative input prices and college characteristics. There is also some evidence of economies of scale. To finance guided pathways, colleges relied mainly on resource reallocation and efficiency gains, extra public funding, and external grants and funds. Increases in tuition/fees were modest, temporary, or delayed until after implementation; increases of just under 1% per year would suffice to support guided pathways reforms. From the student perspective, guided pathways increases the affordability and value for money of community college. With enhanced advising, students take fewer unnecessary courses. Program mapping leads students to take the right courses both at the community college and at any transfer college. Improved advising help students access grants and in-kind services; they also assist with financial plans to pay for college. Overall, the savings these reforms allow for are likely to exceed the modest increase in tuition/fees from guided pathways. Although many programs remotely disseminate information to students about the college application process, there is little evidence as to how students experience these programs. This paper examines a large-scale remote counseling program in which college counselors initiated interactions with 15,000 high school seniors via text message to support them through the college application process. Given the passive nature of text messaging, not all of the counselors' prompts elicited similar responses from students. I use text-as-data methods (combining qualitative coding and supervised machine learning) to measure which interactions lead to productive engagement between counselors and students, and which do not. I show that interactions about financial aid offers and financial aid applications are much more likely to generate productive engagement than interactions about college lists. This finding may help to explain why recent remote counseling interventions that have sought to influence students' college lists have been ineffective.

This study finds that, breaking with decades of slow improvement, U.S. reading and math scores on the National Assessment of Educational Progress (NAEP) and other assessments have seen historic declines since most states implemented national Common Core English and math curriculum standards six years ago. This descriptive analysis is designed to be understood by a general, non-technical readership. It primarily compares student achievement gains on the NAEP after implementation of Common Core to student achievement gains in the years preceding implementation of Common Core. Since test score results, by their nature, tend to "bounce" somewhat from one year to the next and gains are rarely perfectly smooth, a significant part of the analysis determines the average annual gain since implementation of Common Core and compares that to the average annual gain before implementation of Common Core. This report also includes a section addressing defenses by Common Core advocates denying responsibility for the poor results. The following state samples are included: (1) California; (2) Florida; (3) Georgia; (4) Illinois; (5) Kentucky; (6) Massachusetts; and (7) New York.

Online education can be leveraged to help current students complete their degrees and to attract new students. While online learning is not new, in recent years, it has been moving away from the periphery of higher education and becoming a central component of institutional strategies for increasing student enrollment, retention, and completion. Research regarding online learning has demonstrated that there is no significant difference between student outcomes in online versus face-to-face courses; with some studies showing that online learning can be more effective. Student learning outcomes assessment must be part of quality course design and instruction whether a course is delivered face-to-face or online; many best practices for face-to-face assessment also apply to online learning assessment. Yet, there are differences between the two modalities that must be taken into account when developing online courses. The first part of this paper will provide an in-depth discussion of the Open SUNY Course Quality Review Rubric (OSCQR)--an online course design rubric and process that is openly licensed for anyone to use and adapt. The aim of the OSCQR Rubric and Process is to assist online instructional designers and online faculty to improve the quality and accessibility of their online courses. OSCQR also provides a system-wide approach to collect data that informs faculty development and supports large scale online course design review and refresh efforts in a systematic and consistent way. This paper then explores general considerations of online teaching as they pertain to the assessment of student learning outcomes. Finally, specific examples will be given of how online course instructors and distance learning administrators have designed their courses and programs to ensure appropriate assessment of learning outcomes.

Sixty-seven school finance reforms (SFRs) in 26 states have taken place since 1990; however, there is little empirical evidence on the heterogeneity of SFR effects. We provide a comprehensive description of how individual reforms affected resource allocation to low- and high-income districts within states, including both financial and non-financial outcomes. After summarizing the heterogeneity of individual SFR impacts, we then examine its correlates, identifying both policy and legislative/political factors. Taken together, this research aims to provide a rich description of variation in states' responses to SFRs, as well as explanation of this heterogeneity as it relates to contextual factors.

This white paper reports on a study exploring the views of chief fundraising executives at private colleges and universities about the relationship between public relations and fundraising. The research focused on how fundraising executives define public relations and use public relations tactics and strategies within their institutions' fundraising operations. In addition, fundraising executives were asked about what essential skills and training or academic degrees a fundraiser would need to be successful. The study was designed to explore how strategic public relations is at the core of successful fundraising operations and whether future fundraisers should consider selecting an academic path in public relations to prepare for the profession. The research also focused on the fundraising profession overall and whether having an identified academic base deeply linked in related theories and methodologies would aid the profession in terms of its reputation and credibility. the interview questionnaire is appended.

Research indicates that teamwork, communication, self-directed learning, and problem-solving skills are strongly linked to individual academic and professional success, yet little is known regarding how college educators and employer trainers learn to better teach or train others in these valuable skills in postsecondary and employment STEM contexts. This pilot study uses social network analysis--a research perspective studying relationships or "social ties" to better understand the ways interactions influence behavior--to explore the dimensions of educator and trainer discussions regarding methods for helping students or employees acquire important skills. The study also examines whether educators and employers believe such discussions influence their instruction. A descriptive analysis of data from online surveys collected from educators (n=192) and employers (n=70) in technology and manufacturing fields in southern Wisconsin and western New York indicates respondents frequently engage in such teaching- and training-focused discussions with people inside and outside their colleges and businesses. Though more college educators are involved in such conversations than employers, employer trainers who engage in such conversations do so with individuals affiliated with more diverse organizations. Results also indicate that educators and employers who have these discussions do so at a similar frequency. Finally, most educators and employers with teaching- and training-focused social networks perceive them to be beneficial to their teamwork, communication, self-directed learning, and problem-solving instruction. In light of these findings, leaders hoping to further develop teaching- and training-focused social networks in education and employment fields may find more success in openly promoting the importance of such social ties as well as providing more opportunities for intra- and interorganizational professional development in instruction.

The purpose of this paper is to take a closer look at the states that have designed strong history standards and note what has made them exceptional so other states might do the same. They include Alabama, California, Indiana, Massachusetts, New York, and South Carolina. The report draws on interviews with individuals from each state who sat on advisory boards and panels, who shared details on their review process, and identified individuals consulted to design their standards, timetables and outcomes. Members of the state design committees included chairmen of high school history or social studies departments, elementary and middle school teachers, college history professors, members of historical societies and parents. The report also includes seven core recommendations related to process; non-partisanship; the importance of detail and clarity in standards; the need to focus on academic content; the value of civics-based content; encouraging the reading of history in each grade; and finally to promote historical writing in each grade. In all, the paper shows that states can create robust K-12 standards that are clear enough for teachers to employ effectively and that enrich students' understanding of U.S. history. Capitalizing on the findings in our preceding study of a purely theoretical model, this paper aims to empirically examine whether and to what extent public universities' institutional missions have transformed in recent years in the States of California and New York by quantifying a degree of functional diversification of universities. We focus on research funding and productivity, and public service activities, and have developed a Concentration Equality Index (CEI) to help in this analysis. We then apply the CEI over time to a selected group of public university-system campuses within the State University of New York (SUNY) system, the City University of New York (CUNY), and the California State University (CSU) and the University of California (UC) systems. Among our findings: a select group of CSU campuses which all have roles at teaching-intensive schools, have gained increasingly versatile roles with rapidly expanded spending capacity in research and public service. These focal shifts resulted in some CSU campuses transforming into "UC-like universities", that is, a trend toward an institution with multi-functional operations of equally weighted instruction, research, and public service. In contrast, several campuses of both SUNY and CUNY systems have come to place varied weights on chosen missions rather than evening out their roles in instruction, research, and public service.

"Gulino v. New York State Department of Education" is a class action lawsuit that involves a teacher certification examination in New York. The case spanned over two decades and three iterations of the exam. The case is unique as the plaintiffs were already teaching in classrooms when they were required to sit for a new certification exam. Despite the unique nature of the case, it is a useful case study to examine what factors the court uses in evaluating employment assessments where there is a disparate impact (i.e., one racial/ethnic group consistently scores lower than another group). This paper will first discuss the legal criteria used by courts in evaluating challenges to employment assessments, then describe the "Gulino" case and its resulting opinions.

As postsecondary institutions increasingly integrate technology into developmental education, it becomes important to understand how technology is used in these programs, what challenges institutions have encountered relating to the technology, and what considerations institutional leaders take into account when deciding whether and how to integrate technology in developmental education. This study explores these questions drawing from semi-structured interviews with key personnel from 31 open-access two-year public colleges, 11 broad-access four-year public colleges, and 41 state-level organizations overseeing such colleges. We find that institutions are integrating a variety of instructional, course management, and student support technologies into developmental education. In doing so, institutions have encountered a number of challenges, particularly with regard to end-user difficulties with technology. We also find that evidence of effectiveness of technology for improving educational outcomes was considered by a number of organizations in our sample when making decisions about technology use in developmental education; however, other considerations--particularly those based on costs and resources--were also quite influential. Indeed, such economic considerations were described to us more often than evidence of effectiveness by respondents discussing reasons for using technology in developmental education.

In 2012, five foundations launched the Credit When Its Due (CWID) initiative that was "designed to encourage partnerships of community colleges and universities to significantly expand programs that award associate degrees to transfer students when the student completes the requirements for the associate degree while pursuing a bachelor's degree" (Lumina Foundation, 2012, n.p.), also known as "reverse transfer." Initially, 12 states (Arkansas, Colorado, Florida, Hawaii, Maryland, Michigan, Minnesota, Missouri, New York, North Carolina, Ohio, and Oregon) were funded to develop and implement these reverse transfer programs and policies, and the Office of Community College Research and Leadership (OCCRL) at the University of Illinois at Urbana-Champaign was chosen as the research partner. In late 2013, three states (Georgia, Tennessee, and Texas) were added to bring the total number of states to 15. At least six additional states have legislation, pending legislation, or statewide initiatives related to reverse transfer. This thought paper describes changes that are occurring at the state, system, and institution levels with implementation of reverse transfer in the 12 original states. Using qualitative and quantitative data collected from the CWID Implementation Study, the authors describe efforts related to the optimization of reverse transfer in these 12 states. The authors define optimization as policy and program change at any level--state, system, or institution--that yields the largest number of students who are eligible for and able to benefit from reverse transfer. The initial results suggest that some states are piloting reverse transfer with a limited set of public community college and university partnerships, and others are striving for system-level reforms that eventually may impact all forms of transfer. Understanding what optimization means and how it works is possible because of this variation in implementation approaches among states, and this thought paper explores how states are implementing and optimizing reverse transfer.

Industries in every state are struggling to find qualified applicants for jobs, while job seekers too often find they lack the skills needed to enter or move along a career pathway to a good job. Preparing a workforce that is poised to meet the needs of businesses and ultimately to make the state more economically competitive is a top priority for many governors. "State Strategies to Scale Quality Work-Based Learning" highlights strategies governors can implement to increase opportunities for high-quality, demand-driven work-based learning and prepare their citizens for the modern workforce.

Given diminished governmental support, competition from private counterparts, and public demands for access to services, public universities need to respond in an effective manner to take advantage of opportunities and meet the challenges of today's highly competitive environment. A critical factor in meeting these challenges is the manner in which these institutions are governed. Today's governance structures must enhance institutions' ability to generate resources from multiple sources--tuition and fees, gifts from donors, governmental support, and partnerships with the private sector. To achieve this, authority must be vested at a level where institutions can respond to challenges and opportunities in a timely and nimble fashion. The history of governance of public higher education is characterized by a wide range of models--a single governing board responsible for a single institution, a board overseeing a university with branch campuses, university systems with a single governing board for multiple universities. Changes in governance have occurred in response to difficult economic times, like the Great Depression, or the need to meet increased student demand including the surge in enrollment in the 1960s. The challenges facing today's public universities involve not only finances but also the need to use technology to respond to student demand for instructional services and to partner with both government and the private sector. This paper proposes a governance structure for public higher education systems that reinforces the strengths of traditional models while creating opportunities to streamline governance responsibilities in order to strengthen decision making. The majority of existing research on mobility indicates that students do worse in the year of a school move. This research, however, has been unsuccessful in isolating the causal effects of mobility and often fails to distinguish the heterogeneous impacts of moves, conflating structural moves (mandated by a school's terminal grade) and non-structural moves (induced by residential mobility or by access to a better school) for example. Moreover, there is little evidence on the effects beyond the first year of a move. In this paper, we obtain credibly causal estimates of the impact of mobility on performance in both the short and long run, addressing heterogeneity in the impacts of mobility and the endogeneity of moving. We do so using richly detailed longitudinal data for five cohorts of New York City public school students making standard academic progress from grades 1-8. We estimate the impact of moving to a new school in a model with student fixed effects and two alternative sets of instrumental variables--the grade span of a student's first grade school and foreclosure/building sale--to isolate the causal effect of mobility that is likely planned and mobility that is likely due to unanticipated shocks, respectively. We find negative short-term as well as long-term effects of the structural moves built into the school system. Non-structural moves, however, have a positive effect on academic performance if they are made to join a new school at the beginning of that school's grade span and, thus, more likely made for strategic reasons. Robustness checks indicate results are not sensitive to inclusion of school quality measures, pre-move trends in mobility, or alternative samples. In the conclusions, we discuss the importance of findings on the heterogeneous impact of school moves to the literature and to policy makers.

We provide the first experimental estimates of the long-term impacts of a voucher to attend private school by linking data from a privately sponsored voucher initiative in New York City, which awarded the scholarships by lottery to low-income families, to administrative records on college enrollment and degree attainment. We find no significant effects on college enrollment or four-year degree attainment of the offer of a voucher. However, we find substantial, marginally significant impacts for minority students and large, significant impacts for the children of women born in the United States. Negative point estimates for the children of non-minority and foreign-born mothers are not statistically significant at conventional levels. The information needed to match students to administrative data on postsecondary outcomes was available for 99 percent of the sample. We find evidence of substantial bias due to attrition in the original evaluation, which relied on data collected at follow-up sessions.

Holding a summer job is a rite of passage in American adolescence, a first rung towards adulthood and self-sufficiency. However, over the past decade, youth employment during the summer has decreased significantly. Summer youth employment has the potential to benefit high school students' educational outcomes and employment trajectories, especially for low-income youth. Despite the potential importance of youth employment during summer, evidence of the impact of summer jobs on youth outcomes is limited to only a few studies. Our research examines summer youth employment, beginning with academic outcomes, by studying New York City's Summer Youth Employment Program (SYEP). SYEP provides jobs to youth ages 14-24, and due to high demand for summer jobs, allocates slots through a random lottery system, allowing for causal estimates of program impact. Our study uses student-level data from the New York City Department of Youth and Community Development (the SYEP administrating agency) and New York City Department of Education, encompassing approximately 300,000 student SYEP applicants for the 2005-2009 program years. This paper examines the impact of SYEP on a wider range of academic performance outcomes, including test taking, passing rates and scores. It also attends to variation in these outcomes. Our findings suggest that SYEP has positive impacts on some student academic outcomes, and that these effects are heterogeneous. Future analyses will focus on examining program, student and school characteristics that might explain these variations. Charter schools and school choice are popular reforms believed to improve student performance largely through market competition, increased innovation, or some combination of the two mechanisms. Opponents of school choice argue that such reforms sap needed funds and resources from the traditional public school system. Despite this claim, there has been little or no research examining the impact of charter schools on the resources of surrounding public schools. Given recent policies such as Race to the Top that encourage the proliferation of charter schools, it is important to understand the impact that charter schools have on the level and distribution of resources in traditional neighborhood public schools. Using data on New York City Public Schools for the period 1997-2010, this paper seeks to answer the question: What impact do charter schools have on neighborhood public school resources? As a supplemental analysis, I further probe my results by answering the question: What potential mechanisms explain these effects, if any? Findings indicate that charter schools lead to average increases in financial resources including total and instructional spending per pupil, with small or insignificant changes in nonfinancial resources such as the percent of teachers with master's degrees, the percent of teachers with more than two years of experience in their current school, and pupil-teacher ratios. These findings are robust to several different measures of charter school competition, definitions of neighborhood, and model specifications. Exploration of mechanisms reveals that increased per pupil expenditures may be due, in part, to decreasing enrollments of general education students and higher concentrations of both free lunch eligible and special education students in neighborhood public schools following charter school entry. On net, charter schools appear to have no significant negative effects on public school resources as measured by expenditures, although some schools that serve larger shares of lower cost (i.e. general education and immigrant) may experience decreased spending. These findings are consistent with a theory where charter schools act as profit maximizers that compete with public schools for students, particularly those students who are easiest and least costly to educate. The Common Core State Standards (CCSS) for K-12 English language arts/literacy and mathematics, released in 2010, have been adopted by 49 states and territories; the District of Columbia; and the U.S. Department of Defense schools, which serve the children of U.S. service members around the world. The widespread adoption of the CCSS is a major step forward, yet significant work remains for states to successfully implement the new more rigorous and relevant academic standards--notably, the adoption of new tests to measure students' progress against the CCSS. This paper reports on states' challenges and progress in creating and launching assessments of students' learning that are aligned with the CCSS.

In this paper, the authors draw on empirical data from CCRC's Scaling Innovation project to examine trends in developmental education instructional reform and outline a framework for reform adoption and adaptation. The paper's findings are based on two qualitative data sources: a scan of developmental education reforms that involved changes to curricula, course structure, and/or pedagogy; and fieldwork conducted at 11 colleges working to replicate high-potential instructional innovations developed at other colleges. The data suggest that colleges tend to enact developmental education reforms in ways that may unintentionally undermine their potential benefits. The authors present a framework for engaging practitioners in activities that will increase the impact of their developmental education reforms while strengthening institutional capacity. Inequality in educational outcomes is a frequent topic of policy debate. This paper investigates one potential source of educational inequality--school safety. With panel survey data of middle school students, this paper estimates racial gaps in student feelings of safety in the classroom, in the hallways, and outside the school building, and how frequently students miss school due to safety concerns. The results identify gaps in feelings of safety between black students, Hispanic students, and their white and Asian peers, even within the same schools and homerooms. Multilevel modeling and decomposition analyses are used to identify key contextual characteristics of schools -- school disorder, discipline and security policies, and racial and ethnic tension -- that relate to racial and ethnic inequality in feelings of safety.

A safe environment is a prerequisite for productive learning. This paper represents the first large-scale analysis of how feelings of safety at school affect educational outcomes. Using a unique longitudinal dataset of survey responses from New York City middle school students, the paper provides insight into the causal relationship between feelings of safety and academic achievement. The survey data include the reported feelings of safety for more than 340,000 students annually from 2007-2010 in over 700 middle schools. Findings show consistent negative effects of feeling unsafe on test scores. The paper explores the mechanisms through which feeling unsafe in the classroom may impact test scores, and multiple robustness checks support the validity of the causal claim.

Building a stronger teacher workforce requires the thoughtful orchestration of multiple processes working together in a human capital system. This white paper presents a framework that can be used to take stock of current efforts to enhance the teacher workforce in school districts or educational organizations, as well as their underlying theories of how the teacher workforce improves over time. The paper refines and provides evidentiary support for a human capital system framework composed of four subsystems that ideally work together to build a stronger teacher workforce: (1) getting the right teachers in the right positions on time (Acquire); (2) supporting professional growth in school-based learning communities (Develop); (3) nurturing, rewarding, and challenging high-performing teachers (Sustain); and (4) informing evidence-based personnel decisions (Evaluate). Attention to this framework will engender a corps of teachers with the capacity and expertise to collectively facilitate enhanced educational outcomes.

Participation in the federally-subsidized school breakfast program often falls well below its lunchtime counterpart. To increase take-up, many districts have implemented Breakfast in the Classroom (BIC), offering breakfast directly to students at the start of the school day. Beyond increasing participation, advocates claim BIC improves academic performance, attendance, and engagement. Others caution BIC has deleterious effects on child weight. We use the implementation of BIC in NYC to estimate its impact on meals program participation, BMI, achievement, and attendance. While we find large effects on participation, our findings provide no evidence of hoped-for gains in academic performance, nor of feared increases in obesity. The policy case for BIC will depend upon reductions in hunger and food insecurity for disadvantaged children, or its longer-term effects. The two recently-filed New York lawsuits claiming that teacher tenure laws violate children's constitutional right to a "sound basic education" are finally dragging the long-obscure Section 3020-a of the state's Education Law into the spotlight. This attention is badly overdue because for decades § 3020-a has impeded efforts to ensure a minimum competence level among New York's teachers. Section 3020-a is a 3,000-word section of New York's Education Law, entitled "Disciplinary Procedures and Penalties," which mandates that tenured teachers can be dismissed only after just cause has been established through statutorily-prescribed administrative hearings. Teachers are evaluated in their schools under the Annual Professional Performance Review, the state's high-profile new evaluation system. But decisions on whether poorly-performing teachers stay or go are still made according to the decades-old § 3020-a law. This report presents analysis of the official decisions filed at the conclusion of § 3020-a hearings for New York City teachers from July 1, 1997 through June 30, 2007. It aims to shed light on the role and function of § 3020-a, to further public awareness of the law's impact on New York's schools, and to promote wider debate around how to fix it. The report presents Key findings, and concludes that while teachers are legally entitled to due process to protect them from unfair dismissal and unjustifiable accusations of inadequate performance, the current system goes far beyond that, prioritizing the rehabilitation of ineffective teachers over ensuring adequate teaching for children. Fixing the broken § 3020-a system is not "the" solution to fixing the schools, but it is a problem that urgently needs to be addressed. We study employers' perceptions of postsecondary degrees using a field experiment. We randomly assign the sector and selectivity of institution to fictitious resumes and send them to real vacancy postings on a large online job board. According to our results, a bachelor's degree in business from a for-profit "online" institution is 22 percent less likely to receive a callback than a similar degree from a non-selective public institution. Degrees from selective public institutions are relatively more likely to receive callbacks from employers posting higher-salaried jobs, suggesting that employers value college quality and the likelihood of a successful match when contacting applicants. Informal science education institutions have been identified as critical participants in helping students succeed in science by working in collaboration with school systems across the country. The results of one such collaboration, the Urban Advantage (UA) program found that participation in UA improved student achievement, on average, by 0.6 standard deviations on the 8th grade New York State Intermediate Level Science exam. However, while some UA schools performed exceedingly well, others performed well below expectations. In the current study, we explore the heterogeneity in the results and look deeper into what may be the cause of this variation, focusing closely on the school-level factors that may help or hinder success. After identifying a set of high and low-performing UA schools, we use qualitative research methods to uncover the ways in which successful schools are implementing UA, as well as other school-level factors that may influence the degree to which the school is able to benefit from the UA program. Identifying these best practices across different school contexts may help UA program staff develop strategies to support UA schools having more limited success. Additionally, findings from this study may aid UA staff in the school selection process, for example choosing schools they previously may not have based on their school-level characteristics. The literature on teacher preparation programs in the United States is extensive. However, there is limited scientifically based research on what kind of program produces effective teachers; rather, the literature consists mostly of calls for change in teacher preparation programs. Almost all experts agree that major changes are needed in these programs, with the emphasis being to produce teachers who are effective in enhancing student learning. This paper reports evidence-based research and offers suggestions based on studies that include theoretical work, qualitative analysis, statistical analysis, and randomized experience that could provide strong causal evidence of the effects of teacher preparation on student learning. Key points of this briefing paper include the following: (1) Relevant clinical experience is a critical part of a teacher preparation program; (2) Programs must take advantage of existing technology and support its innovative use as a tool for teacher preparation and as a tool for teachers in the classroom; and (3) Multiple sources of data should be collected and analyzed to evaluate the effectiveness of preparation programs.

When Congress reauthorizes the Elementary and Secondary Education Act of 1965 (ESEA), much of the debate will undoubtedly focus on the accountability requirements added to Title I by the No Child Left Behind Act of 2001 (NCLB). Title I authorizes federal aid to school districts to educate low-achieving children in low-income areas. Among the most controversial of these NCLB requirements are the provisions for determining whether schools and districts have made adequate yearly progress (AYP) in raising student achievement in reading and mathematics. This background paper from the Center on Education Policy (CEP) explores some of the factors that have influenced recent trends in the national percentage of public schools that have not made AYP, out of the total number of schools that reported AYP results. This paper is intended to serve as a companion to the report, "Update with 2009-10 Data and Five-Year Trends: How Many Schools Have Not Made Adequate Yearly Progress?" (CEP, 2011). As discussed in more detail in that five-year trend report, the national percentage of public schools failing to make AYP rose from 29% in 2006 to an estimated 38% in 2010 and actually decreased in two of the interim years. Although 38% is a record high percentage of schools not making AYP, it is still lower than what many observers had predicted by this point in NCLB implementation. CEP's analysis focused on 10 large or medium-sized states that had the greatest increases or decreases in the number of schools not making AYP or had other noteworthy AYP trends: California, Florida, Illinois, Missouri, New York, North Carolina, Oklahoma, South Carolina, Texas, and Washington. Its analysis revealed several factors, in addition to changes in student learning, that appear to account for some of the fluctuations in the national percentage of schools not making AYP and may help explain why these percentages have not escalated as quickly as some analysts have predicted. The main conclusions are as follows: (1) National trends in the percentage of schools not making AYP have been affected disproportionately by trends in a limited subset of states; (2) Changes in state testing policies have slowed, or even reversed, increases in the number of schools failing to make AYP in several states; (3) The NCLB "safe harbor" provision has also helped somewhat in keeping down the share of schools failing to make AYP in certain states; (4) The use of growth models appears to have had a limited impact on AYP trends in most of the growth model states analyzed; (5) In most of the states analyzed, the number of schools failing to make AYP increased substantially in the years when the state's achievement targets went up; (6) States that introduced new tests saw substantial short-term increases or decreases in the number of schools failing to make AYP; (7) In some states, changes in the number of schools not making AYP are largely attributable to changes in the cut scores defining "proficient" performance on state tests; (8) North Carolina's experience suggests that counting proficient scores from retests can reduce the number of schools failing to make AYP--especially in the short term; and (9) Even if most or all states adopt common standards and common assessments, variations in state accountability policies could continue to make it impossible to arrive at meaningful comparisons about the performance of different states. Teacher compensation schemes are often criticized for lacking a performance-based component. Proponents of merit pay argue that linking teacher salaries to student achievement will incentivize teachers to focus on raising student achievement and stimulate innovation across the school system as a whole. In this paper, we utilize a policy experiment conducted in the New York City public school system to explore the effects of one performance-based bonus scheme. We investigate potential impacts of group-based incentive pay over two academic years (2007-2008 and 2008-2009) on a range of outcomes including: teacher effort, student performance in math and reading, and classroom activities, measured through environmental surveys of teachers and students. We also explore impacts on the market for teachers by examining teacher turnover and the qualifications of newly hired teachers. Overall, we find the bonus program had little impact on any of these outcomes. We argue that the lack of bonus program impacts can be explained by the structure of the bonus program. Group bonuses led to free-riding, which significantly reduced the program's incentives. Once we account for free-riding, we find evidence that the program led teachers to increase their effort through a significant reduction in absenteeism. When considering the effectiveness of performance-based teacher pay, the structure of incentives matter. (Contains 11 tables, 3 figures and 24 footnotes.)

This paper examines strategies for interpreting and reporting estimates of intervention effects for subgroups of a study sample. Specifically, the paper considers: why and how subgroup findings are important for applied research, the importance of pre-specifying sub- groups before analyses are conducted, the importance of using existing theory and prior research to distinguish between subgroups for whom study findings are confirmatory (hypothesis testing), as opposed to exploratory (hypothesis generating), and the conditions under which study findings should be considered confirmatory based on their pre-specification and pattern of statistical significance for the full sample, its subgroups, and their differences. These issues are illustrated by empirical examples from past work by the authors. (Contains 5 footnotes and 5 tables.)
