Background: The advent of Personalized Medicine (PM) holds significant promise in revolutionizing healthcare by tailoring treatments to individual patients based on their data. However, its successful implementation requires the seamless integration of innovative technologies and presents formidable challenges in terms of sustainability. To tackle these challenges head-on, the International Consortium for Personalized Medicine (ICPerMed) was established, and the IC2PerMed project, as part of this consortium, seeks to foster collaboration between the European Union (EU) and China in the field of Personalized Medicine. Based on the results collected by the project, the objective of this study is to discern the key priorities for the implementation of Personalised Medicine concerning Information and Communication Technologies (ICT) and Big Data and digital solutions, with a particular emphasis on data management and protection. Methods: A Delphi survey was conducted to gather expert's consensus on the main priorities for actions on Information and Communication Technologies (ICT) and Big Data and digital solutions in the field of Personalized Medicine. Results: The survey identified seven priorities in the area of Big Data and digital solutions, including data interoperability, standards, security measures, and international partnerships. Additionally, twelve priorities were identified for the innovation-to-market process, emphasizing cost-effectiveness, need assessment, and value definition in resource allocation. Conclusions: The effective implementation of new technologies in Personalized Medicine research and practice is essential for the advancement of healthcare systems in both the European and Chinese contexts. The identified priorities play a pivotal role in promoting the sustainability of health systems and driving innovation in the implementation of Personalized Medicine. Addressing challenges related to data interoperability, standards, security, international collaboration, cost-effectiveness, and value assessment is of utmost importance in order to propel the progress of Personalized Medicine in healthcare systems. South Africa participated in the electronic version of the Progress in International Reading Literacy Study (ePIRLS) in 2016 but faced many challenges during implementation. Accurate databases on information and communication technologies (ICT) capacity of schools were not available for sampling in Gauteng, many schools had old and/or non-functional hardware and half of the schools had not used their computer laboratories in the last 3 years. Consequently, South Africa was excluded from the international report as the study requirements could not be met. In this paper we examine the implications of the problems experienced in the ePIRLS multiple case study, conducted in 9 schools (n = 277) in Gauteng. Multilevel models were built using data from the nationally representative Grade 4 Progress in International Reading Literacy Study (PIRLS) data from 2011 (n = 15,744) and 2016 (n = 12,810). In the 2016 national study, principals and teachers reported fewer computers and libraries being available for learners than were reported in 2011. Computers and paper-based libraries being available were not significant predictors of reading literacy. Instead, the medium of instruction in the Foundation Phase, school location, gender, and socioeconomic composition of the school predicted reading literacy achievement. The ePIRLS results show no significant difference between paper-based and online reading. While issues of poverty, gender inequality, and historical disadvantage persist, Grade 4 learners may lack adequate opportunities to acquire paper and digital reading skills. We conclude that the most disadvantaged learners have increasingly insufficient opportunities and resources available to attain basic reading skills and this will have negative long-term consequences for South Africa's educational sector and economy. Automatic data processing represents the future for the development of any system, especially in scientific research. In this paper, we describe one of the automatic classification methods applied to scientific research as a supervised learning task. Throughout the process, we identify the main features that are used as keys to play a significant role in terms of predicting the new rank under the supervised learning setup. First, we propose an overview of the work that has been realized in ranking scientific research papers. Second, we evaluate and compare some of state-of-the-art for the classification by supervised learning, semi-supervised learning and non-supervised learning. During the preliminary tests, we have obtained good results for performance on realistic corpus then we have compared performance metrics, such as NDCG, MAP, GMAP, F-Measure, Precision and Recall in order to define the influential features in our work. Abstract: The consumption of the written word is changing, as media transitions from paper products to digital alternatives. We reviewed the life cycle assessment (LCA) research literature that compared the environmental footprint of digital and paper media. To validate the role of context in influencing LCA results, we assessed LCAs that did not compare paper and print, but focused on a product or component that is part of the Information and Communication Technology (ICT) sector. Using a framework that identifies problems in LCA conduct, we assessed whether the comparative LCAs were accurate expressions of the environmental footprints of paper and print. We hypothesized that the differences between the product systems that produce paper and digital media weaken LCA's ability to compare environmental footprints. We also hypothesized that the characteristics of ICT as an industrial sector weaken LCA as an environmental assessment methodology. We found that existing comparative LCAs offered problematic comparisons of paper and digital media for two reasons — the stark material differences between ICT products and paper products, and the unique characteristics of the ICT sector. We suggested that the context of the ICT sector, best captured by the concept of “Moore's Law”, will continuously impede the ability of the LCA methodology to measure ICT products. Widespread access to emerging information and communication technologies (ICT) allows its use for the screening of diseases in the general population. At the initiative of the Spanish Confederation of Associations of Families of People with Alzheimer's disease and other dementias (CEAFA), a website (http://www.problemasmemoria.com) has been created that provides information about Alzheimer's disease and includes questionnaires to be completed by family or friends concerned about memory problems of a relative. A cross-sectional, randomized, multicenter study was performed to evaluate feasibility, validity, and user satisfaction with an electronic method of completion vs. the current method of paper-based questionnaires for clinically dementia screening completed by the informants: the Informant Questionnaire on Cognitive Decline in the Elderly (IQCODE) and the Alzheimer's disease-8 screening test (AD8). A total of 111 pairs were recruited by seven memory clinics. Informants completed IQCODE and AD8 questionnaires both in their paper and electronic versions. The correlation between paper and electronic versions was significantly positive for IQCODE (r = 0.98; p < 0.001) and AD8 (r = 0.96; p < 0.001). The execution time did not differ significantly, and participants considered their use equally easy. This study shows that an electronic version of the IQCODE and AD8 questionnaires is suitable for its online use via the internet and achieves the same results as the traditional paper versions. This paper presents results of topic modeling and network models of topics using the ICCS corpus, which contains domain-specific (computational science) papers over sixteen years (a total of 5695 papers). We discuss topical structures of ICCS, how these topics evolve over time in response to the topicality of various problems, technologies and methods, and how all these topics relate to one another. This analysis illustrates multidisciplinary research and collaborations among scientific communities, by constructing static and dynamic networks from the topic modeling results and the authors’ keywords. The results of this study give insights about the past and future trends of core discussion topics in computational science. We used the Non-negative Matrix Factorization(NMF) topic modeling algorithm to discover topics and labeled and grouped results hierarchically. With the latest development in information technology, smart campuses have become a topic that attracts attention in the world of education, especially in higher education. The smart campus has the potential to change the way of managing, accessing facil- ities, and teaching and learning process. The smart campus can collaborate various latest technologies such as edge computing, blockchain, deep learning, virtual reality, and other trend recent technologies. Using a qualitative historical research approach, this paper examines the contextual influences, including the formulation motive and their possible impact on policy implementation, of the South African (SA) e-Education White Paper 7 (WP7). A critical discourse analysis (CDA) was conducted on the policy and data was collected through semi-structured interviews (SSI) with purposefully selected participants. Findings of the study reveal tacit contradictions and tensions depicting a policy in contradiction with itself, carrying the hallmark of a symbolic policy. That is, a policy characterised by lack of direction, contradictions in its motive of formulation, no dedicated resources for its implementation, distorted communication resulting from the validity tests, and lack of "material consequences" (Rivzi and Lingard, 2009, p.8). The circumstantial context (socioeconomic and political) of its formulation, dictated to by the prescripts of the negotiated political settlement (NPS), that ushered in the new democratic South Africa (SA), is found to have taken precedence. It further overshadowed critical analysis on the educational needs, which would have informed a better strategic integration of Information and Communication Technology (ICTs) in education. The circumstantial context resulted in a lack of a common goal between policy actors and interest groups. This, to the extent that the former thought of capitalising on the donations of the latter for their own political interests, while the latter saw in the formulation of such policy a way of imposing Government spending in favour of their businesses. Abstract: We are investigating the use of natural user interfaces (NUI) applied to information and communication technologies (ICT) supporting workplace dynamics in partnership with mental health providers at a hospital in Brazil. We are using a participatory design (PD) process to uncover their paper-based workflow, defined here as paper user interface workflow (PUI) and their appropriation of mobile technologies supporting patients’ socialization process. We chose this group as they have no experience with graphical user interface (GUI) based interaction, are highly nomadic, have a refined workflow, have a high level of interdependence and are appropriating mobile technologies and social media into their workplace; thus, we believe their perspective within a PD setting provide unique insights into NUI design to provide high fidelity data and real time communication, enhancing data accessibility and fidelity on communication among the professionals. Augmented paper has been proposed as a way to integrate more easily ICTs in settings like formal education, where paper has a strong presence. However, despite the multiplicity of educational applications using paper-based computing, their deployment in authentic settings is still marginal. To better understand this gap between research proposals and everyday classroom application, we surveyed the field of augmented paper systems applied to education, using the notion of "classroom orchestration" as a conceptual tool to understand its potential for integration in everyday educational practice. Our review organizes and classifies the affordances of these systems, and reveals that comparatively few studies provide evidence about the learning effects of system usage, or perform evaluations in authentic setting conditions. The analysis of those proposals that have performed authentic evaluations reveals how paper based-systems can accommodate a variety of contextual constraints and pedagogical approaches, but also highlights the need for further longitudinal, in-the-wild studies, and the existence of design tensions that make the conception, implementation and appropriation of this kind of systems still challenging. Background: Communicable diseases are one of the main health problems in Iran. This study aimed at demonstrating the progress of communicable diseases management in more than 30 years of its implementation and pointing out its strengths and weaknesses, as well. Materials and Methods: This interview-based study using content analysis method was conducted in 2014. Data were collected through deep interviews. Fifteen interviews were conducted with all experts and health system managers at Iran's communicable diseases management center. The collected data were analyzed using the principles suggested by Strauss and Corbin. Results: The establishment of the communicable disease surveillance system was a revolution in the health system of Iran. The strengths of the system are as follows: networkbased and integrated health services, well-organized and knowledgeable personnel, national and international supports, strategic and operational plans, and expanded programs of immunization. On the other hand, its weaknesses mentioned by the participants were: disease-based case definition, poor public awareness, poor inter-sectoral collaboration and coordination, insufficient resources, delayed or no notifying target diseases, lack of district laws or incomplete implementation of legislation, failure to provide feedback or ignoring for the results of the analysis, and lack of performance evaluation. Conclusion: Although the implementation of the communicable diseases surveillance system was a huge achievement in the health system of Iran, however, it needs more improvements based on the present situation. Revision of the rules, restoration and strengthening of the existing structure, the use of modern information and communication technologies, and the establishment of the monitoring and evaluation system are helpful to increase its success. With the maturity of information and communication technology (ICT), numerous innovative applications are proposed in different arenas including smart living environments. Technology-enabled smart living has transformed the traditional living system to an enhanced user satisfaction model by providing a balanced environment, thus, securing the residents from disruptions and risks. Besides these magnified advantages, it is found almost full of faints in emergency situations. The researchers and architects put their full potential towards the development of new applications, but no significant attention is paid to analyze the existing designs to identify flaws and suggest enhanced solutions accordingly. To bridge this gap in the literature, this paper presents a comprehensive review to evaluate the capabilities of available smart home designs to counter any emergency situations. Along with highlighting safety, healthcare, and many other unwanted challenges, we also discussed the key problems that obfuscate the trustworthiness of smart homes for its residents. Moreover, the design limitations to present an early alarming and automatic evacuation mechanism especially for deaf, blind, and other visually impaired people is another big challenge to tackle. Buildings are complex structures composed of heterogeneous elements; these require building management systems (BMSs) to dynamically adapt them to occupants' needs and leverage building resources. The fast growth of information and communication technologies (ICTs) has transformed the BMS field into a multidisciplinary one. Consequently, this has caused several research papers on data-driven solutions to require examination and classification. This paper provides a broad overview of BMS by conducting a systematic literature review (SLR) summarizing current trends in this field. Unlike similar reviews, this SLR provides a rigorous methodology to review current research from a computer science perspective. Therefore, our goal is four-fold: (i) Identify the main topics in the field of building; (ii) Identify the recent data-driven methods; (iii) Understand the BMS's underlying computing architecture (iv) Understand the features of BMS that contribute to the smartization of buildings. Introduction Paper-based documents are subject to problems related to storage, loss, distribution and editing. Many organizations have introduced ICT-based processes to reduce the use of paper as primary documentation. Nevertheless, paper documents are still being used in healthcare. Purpose To better understand this situation, we have studied the use of paper-based patient lists in two wards in a Norwegian hospital that has ‘gone digital’. We seek to answer the question: “Why is it that paper-based patient lists are maintained in the ward of a hospital going digital?” Methods Participant observations and semi-structured interviews with stakeholders. Results Patient lists allow nurses to immediately record, retrieve, and share relevant patient information at the point of care in a way that is not immediately available through the EPR system. Systems using passive infrared sensors with a low resolution were recently proposed to answer the dilemma effectiveness–ethical considerations for human fall detection by Information and Communication Technologies (ICTs) in older adults. How effective is this type of system? We performed a systematic review to identify studies that investigated the metrological qualities of passive infrared sensors with a maximum resolution of 16× 16 pixels to identify falls. The search was conducted on PubMed, ScienceDirect, SpringerLink, IEEE Xplore Digital Library, and MDPI until November 26– 28, 2020. We focused on studies testing only these types of sensor. Thirteen articles were "conference papers", five were "original articles" and one was a found in arXiv.org (an open access repository of scientific research). Since four authors "duplicated" their study in two different journals, our review finally analyzed 15 studies. The studies were very heterogeneous with regard to experimental procedures and detection methods, which made it difficult to draw formal conclusions. All studies tested their systems in controlled conditions, mostly in empty rooms. Except for two studies, the overall performance reported for the detection of falls exceeded 85– 90% of accuracy, precision, sensitivity or specificity. Systems using two or more sensors and particular detection methods (eg, 3D CNN, CNN with 10-fold cross-validation, LSTM with CNN, LSTM and Voting algorithms) seemed to give the highest levels of performance (> 90%). Electronic Participation (eParticipation) enables citizens to engage in political and decision-making processes using information and communication technologies. As in many other fields, Artificial Intelligence (AI) has recently started to dictate some of the realities of eParticipation. As a result, an increasing number of studies are investigating the use of AI in eParticipation. The aim of this paper is to map current research on the use of AI in eParticipation. Following PRISMA methodology, the authors identified 235 relevant papers in Web of Science and Scopus and selected 46 studies for review. For analysis purposes, an analysis framework was constructed that combined eParticipation elements (namely actors, activities, effects, contextual factors, and evaluation) with AI elements (namely areas, algorithms, and algorithm evaluation). The results suggest that certain eParticipation actors and activities, as well as AI areas and algorithms, have attracted significant attention from researchers. However, many more remain largely unexplored. The digitalization of low-carbon energy technologies (LCET) provides important technical support for the transition to a greener energy system. Digitalization addresses the phenomenon of the growing application of information and communications technologies (ICT) across the economy, which is regarded as the technology convergence between ICT and other technologies. Scholars have revealed the signs that LCET and ICT are becoming increasingly interlinked, which raises the challenges for predicting and identifying the technology opportunities for innovations in the converged technology area. To address the challenges, this paper proposes a collaborative filtering approach to identify the digitalization technology opportunity of low-carbon energy technologies using patent classification and patent citation information. We applied the proposed collaborative filtering approach using a large LCET patent dataset derived from the United States Patent and Trademark Office (USPTO). The results indicate that the proposed method can effectively identify digitalization technology opportunities of LCET, and the current LCET digitalization technology opportunities identified based on this approach are mainly concentrated in the Energy storage field. The advantages of the proposed approach are that its underlying data are more readily available and its technical complexity is relatively lower, and thus, more replicable for other technology fields. Communication and cooperation are fundamental for the correct deployment of P5 medicine, and this can be achieved only by correct comprehension of semantics so that it can aspire to medical knowledge sharing. There is a hierarchy in the operations that need to be performed to achieve this goal that brings to the forefront the complete understanding of the real-world business system by domain experts using Domain Ontologies, and only in the last instance acknowledges the specific transformation at the pure information and communication technology level. A specific feature that should be maintained during such types of transformations is versioning that aims to record the evolution of meanings in time as well as the management of their historical evolution. The main tool used to represent ontology in computing environments is the Ontology Web Language (OWL), but it was not created for managing the evolution of meanings in time. Therefore, we tried, in this paper, to find a way to use the specific features of Common Terminology Service—Release 2 (CTS2) to perform consistent and validated transformations of ontologies written in OWL. The specific use case managed in the paper is the Alzheimer's Disease Ontology (ADO). We were able to consider all of the elements of ADO and map them with CTS2 terminological resources, except for a subset of elements such as the equivalent class derived from restrictions on other classes. As positioning sensors, edge computation power, and communication technologies continue to develop, a moving agent can now sense its surroundings and communicate with other agents. By receiving spatial information from both its environment and other agents, an agent can use various methods and sensor types to localize itself. With its high flexibility and robustness, collaborative positioning has become a widely used method in both military and civilian applications. This paper introduces the basic fundamental concepts and applications of collaborative positioning, and reviews recent progress in the field based on camera, LiDAR (Light Detection and Ranging), wireless sensor, and their integration. The paper compares the current methods with respect to their sensor type, summarizes their main paradigms, and analyzes their evaluation experiments. The aim of the paper is to show how graduated engineering students in classical ICT view practically the advent of the QIT. The students do their theses in El.Eng. and ICT and were asked how to implement now or in the future the QIT in their current or future work. Most of them have strictly defined research topics and in some cases the realization stage is advanced. Thus, most of the potential QIT application areas are defined and quite narrow. In such a case, the issue to be considered is the incorporation of QIT components and interfaces into the existing ICT infrastructure, software and hardware alike, and propose a solution as a reasonable functional hybrid system. The QIT components or circuits are not standalone in most cases, they should be somehow incorporated into existing environment, with a measurable added value. Not an easy task indeed. We have to excuse the students if the proposed solutions are not ripe enough. The exercise was proposed as an on-purpose publication workshop, related strictly to the fast and fascinating development of the QIT. Today's dynamic and changing business environment raises numerous challenges for any business organization, irrespective of its size and industry. The Fourth Industrial Revolution has brought numerous advancements in the information and communications technologies which require continuous innovation. This is why corporations, especially multinational and transnational, have heavily invested in research and development activities in order to increase their efficiency. The rapid spread of digital technologies has determined corporate management to re-evaluate its approach towards innovation and, therefore, corporations began to establish innovation ecosystems. The goal of the paper is to illustrate and analyse the hierarchy of America's most innovative corporations in the period 2022-2023. The author applied a qualitative research method in order to achieve the aim of the paper. The paper demonstrates that innovation, in general, and corporate innovation, in particular, represent key factors in ensuring business success. In recommender systems, the user items are offered tailored to users' requirements. Because there are multiple cloud services, recommending a suitable service for users' requirements is of paramount importance. Cloud recommender systems are qualified depending on the extent to which they accurately predict service quality values. Because no service was chosen by the user beforehand, and no record of the user's selections is available, it became challenging to recommend it to users. To promote the recommender system quality, to accurately predict service quality values by offering various procedures, including collaborative filtering, matrix factorization, and clustering. This review article first mentions the general problem and states the need for research, followed by examining and expressing the kinds of recommender systems along with their problems and challenges. In the present review, various approaches, platforms, and solutions are reviewed to articulate the pros and cons of individual approaches, simulation models, and evaluation metrics employed in the reviewed techniques. The measured values in various approaches of the papers are compared with one another in several diagrams. This review paper reviews and introduces the entire datasets applied in the studies. This paper analyzes trends and possible future developments in global wood-product markets and discusses implications for the Swedish forest sector. Four possible futures, or scenarios, are considered, based on qualitative scenario analysis. The scenarios are distinguished principally by divergent futures with respect to two highly influential factors driving change in global wood-product markets, whose future development is unpredictable. These so-called critical uncertainties were found to be degrees to which: (i) current patterns of globalization will continue, or be replaced by regionalism, and (ii) concern about the environment, particularly climate change, related policy initiatives and customer preferences, will materialize. The overall future of the Swedish solid wood-product industry looks bright, irrespective of which of the four possible futures occurs, provided it accommodates the expected growth in demand for factory-made, energy-efficient construction components. The prospects for the pulp and paper industry in Sweden appear more ambiguous. Globalization is increasingly shifting production and consumption to the Southern hemisphere, adversely affecting employment and forest owners in Sweden. Further, technical progress in information and communication technology (ICT) is expected to lead to drastic reductions in demand for newsprint and printing paper. Chemical pulp producers may profit from a growing bio-energy industry, since they could manufacture new, high-value products in integrated bio-refineries. Despite the growing interest in e-agriculture research in South Africa, academic studies have not sufficiently and deeply investigated the current e-agriculture research trends in the South African context. It is unclear how primary e-agriculture research in South Africa will aid both current and future generations to create new and better ways to transform agricultural development using this modern technology. This study sought to determine the current status of e-agriculture research in the South African context. A systematic literature review was used to gather and analyze data. The results indicate that 17 papers (26.5%) were published during the first two years (2010-2011) and 28 papers (43.7%) during the last two years (2014-2015). The results of the study further indicate that the use of satellite enhancing agriculture (14 papers, 21.8%) was the most prominent e-agriculture research area in South Africa (27 papers, 23.6%). The results of this study show that information mapping was the most used research method by researchers in their studies (30 papers, 46.8%). Artificial intelligence (AI) and machine learning have become increasingly important in modern society and are poised to play an increasingly prominent role in education. This paper seeks to provide a theoretical framework for interrogating the integration of AI in education spaces. The paper argues that the eventual response of educators to recent developments in artificial intelligence is eerily like the earlier cycles of integrating ICT in education and, decades earlier, calculators into mathematics instruction. Premised on the argument that there are similarities between the calculator revolution in mathematics education and the ICT revolution in education several decades ago and the current ongoing developments in artificial intelligence, this paper offers a theoretical lens. The theoretical lens is composed of the Technology-Organization-Environment (TOE) framework, Technology Acceptance Model, Technological Pedagogical Content Knowledge, Socio-technical system theory, and Diffusion of Innovation theory. The paper concludes that despite spatial differences between the ICT revolution and the artificial intelligence revolution, there are shared similarities warranting adoption of a similar theoretical lens. The adoption of information and communication technology (ICT) in small- and medium-sized firms (SMEs) is steadily increasing. However, the implementation of ICT in SMEs is hindered by constraints, such as limited financial resources, lack of ICT knowledge, and reluctance to change. The objective of this study is to identify and analyze prevalent patterns, obstacles and influences that impact the adoption of ICT in SMEs in developing nations. In addition, this study aims to provide recommendations on the most effective methods to optimize the utilization of ICT in these contexts. This review is conducted using a sample of 25 publications that have been published and are available in the Scopus database. The selection process focuses on works that have received significant citations and have been published between 2014 and 2023. The PRISMA statement form was utilized to elucidate the comprehensive procedure of selecting and accepting pertinent publications. This research makes two distinct contributions. The writers begin by doing a thorough literature analysis to examine the progress of ICT in the past decade. They next emphasize noteworthy research discoveries in this field. Furthermore, the authors give a comprehensive analysis of the ICT literature by quantifying yearly publications and identifying SMEs that primarily utilize ICT, academic journals that publish pertinent articles, and ICT-related publications across various fields and areas in developing nations. The study also discloses the papers, journals, and authors that have received the highest number of citations. The author's final argument in the paper is that, despite the extensive research conducted in the field of ICT, there is a necessity to customize strategies and policies that can support SMEs in the ICT sector, particularly in developing countries. Information and Communication Technologies are driving the improvement of industrial processes. According to the Industry 4.0 (I4.0) paradigm, digital systems provide real-time information to humans and machines, increasing flexibility and efficiency in production environments. Based on the I4.0 Design Principles concept, Virtual Assistants can play a vital role in processing production data and offer contextualized and real-time information to the workers in the production environment. This systematic review paper explored Virtual Assistant applications in the context of I4.0, discussing the Technical Assistance Design Principle and identifying the characteristics, services, and limitations regarding Virtual Assistant use in the production environments. The results showed that Virtual Assistants offer Physical and Virtual Assistance. Virtual Assistance provides real-time contextualized information mainly for support, while Physical Assistance is oriented toward task execution. Regarding services, the applications include integration with legacy systems and static information treatment. The limitations of the applications incorporate concerns about information security and adapting to noisy and unstable environments. It is possible to assume that the terminology of Virtual Assistants is not standardized and is mentioned as chatbots, robots, and others. Besides the worthy insights of this research, the small number of resulting papers did not allow for generalizations. Future research should focus on broadening the search scope to provide more-significant conclusions and research possibilities with new AI models and services, including the emergent Industry 5.0 concept. The in-depth participation and application of new-generation information and communication technologies, such as big data, Internet of Things, artificial intelligence, etc., in the field of smart cities have promoted their abilities in urban fine governance, public services, ecological livability, scientific and technological innovation, etc. Smart cities are gradually becoming recognized as the best solution to "urban problems". Smart city construction drives urban innovative development, accumulates kinetic energy for economic growth, strengthens social support functions, enhances the effectiveness of the ecological environment, and promotes the convergence and integration of urban green development and high-quality development. This paper constructs a difference-in-differences model based on propensity score matching. Additionally, fiscal science and technology investment is introduced as mediating variables to further explain the mechanism through which smart city pilot policy impacts urban green and high-quality development. This research uses panel data from 156 prefecture-level cities in China from 2006 to 2019 to empirically test that the construction of smart cities has a significant positive effect on urban green and high-quality development. The mediation effect model shows that an increase in the level of local government's fiscal science and technology investment enhances the positive effect of smart city construction on urban green and high-quality development. This research concludes with policy recommendations: the government should seize the development opportunity presented by smart city pilot policy, providing necessary policy support and financial incentive for the construction of smart cities. Data centers consume significant amounts of energy, contributing indirectly to environmental pollution through greenhouse gas emissions during electricity generation. According to the Natural Resources Defense Council, information and communication technologies and networks account for roughly 10% of global energy consumption. Reducing power consumption in Data Center Networks (DCNs) is crucial, especially given that many data center components operate at full capacity even under low traffic conditions, resulting in high costs for both service providers and consumers. Current solutions often prioritize power optimization without considering Quality of Service (QoS). Services such as video streaming and Voice over IP (VoIP) are particularly sensitive to loss or delay and require QoS to be maintained below certain thresholds. This paper introduces a novel framework called QoS-Aware Power-Optimized Path Selection (Q-PoPS) for software-defined DCNs. The objective of Q-PoPS is to minimize DCN power consumption while ensuring that an acceptable QoS is provided, meeting the requirements of DCN services. This paper describes the implementation of a prototype for the Q-PoPS framework that leverages the POX Software-Defined Networking (SDN) controller. The performance of the prototype is evaluated using the Mininet emulator. Our findings demonstrate the performance of the proposed Q-PoPS algorithm in three scenarios. Best-case: Enhancing real-time traffic protocol quality without increasing power consumption. midrange-case: Replacing bottleneck links while preserving real-time traffic quality. Worst-case: Identifying new paths that may increase power consumption but maintain real-time traffic quality. This paper underscores the need for a holistic approach to DCN management, optimizing both power consumption and QoS for critical real-time applications. Modern power systems, referred to as cyber-physical energy systems (CPESs), are complex systems with strong interdependencies between power and information and communication technology (ICT) systems. CPESs also have dependencies between the essential grid services. For instance, coordinated voltage control depends on state estimation, which depends on measurement acquisition. Since the operation of CPESs is largely influenced by these grid services, assessing their performance is crucial for assessing the performance of a CPES. Most of these grid services are enabled by the ICT system, i.e., they rely to a high degree on ICT. Hence, properties such as availability, correctness and timeliness, which depend on the involved software, hardware and data of the ICT system, must be considered for assessing the performance of an ICT-enabled grid service. Disturbances and repairs in CPESs impact these properties, which can then propagate and affect the performance of a grid service as well as other dependent grid services. There is, therefore, a need to model the influence of the properties of software, hardware and data on ICT-enabled grid services for single services as well as across several services, resulting in a propagation of these parameters. Current literature lacks such a model, which can used not only to investigate but also to visualise the impact of these properties on the overall perfromance of a grid service as well as other dependent grid services. This paper proposes a meta model for assessing the performance of ICT-enabled grid services, which can be instantiated for different grid services considering their dependencies. A multi-dimensional operational state space, which serves as a visualisation of the performance of grid services in terms of their state trajectory, is also proposed in this paper. The contributions are then demonstrated by a case study with a state estimation service and the widely-used CIGRE medium voltage benchmark power grid augmented with an ICT system. Three scenarios with disturbances are presented to show the benefits of the contributions. Specifically, the performance of the state estimation service considering the disturbances is investigated using the meta model, and the change in performance is visualised as trajectories using the operational state space. These contributions enable new possibilities for planning and vulnerability analyses: property changes in parts of the ICT system can be simulated to investigate their consequences throughout the ICT-enabled grid services. A trajectory representing their performance can then be visualized in the state space based on which measures could be implemented to potentially improve the resilience of the service against the considered disturbances. Today, we are already using several-component devices and systems based on the technologies developed during the first quantum revolution. Examples include microchips for servers, laptops and smartphones, medical imaging devices, LED, lasers, etc. Now, a second quantum revolution is progressing fast, exploiting technological advances for the ability to engineer and manipulate other quantum phenomena such as superposition, entanglement and measurement. As a matter of fact, there is an impressive increase in research and development activities, innovation, public and private investments in a new wave of quantum services and applications. In this scenario, quantum information and communication technologies (QICTs) can be defined as a set of technological components, devices, systems and methods for elaborating, storing and transmitting/sharing quantum information. This paper addresses the challenges and opportunities enabling the rise of QICTs. In order to provide a concrete example, the paper describes an overview of the European project EQUO (European Quantum ecOsystems) dealing with ongoing innovation activities in the QICT avenue; in fact, EQUO aims at developing and demonstrating the feasibility of QKD (quantum key distribution) networks and their related integration in current telecommunications infrastructures towards the quantum internet. The increasing utilization of virtual teams—driven by advancements in information and communication technology and the forces of globalization—has spurred significant growth in both theoretical and empirical research. Based on the smart literature review framework, this study harnesses artificial intelligence techniques, specifically natural language processing and topic modeling, to extensively analyze the trends in virtual team research spanning the last four decades. Analyses of a dataset comprising 2,184 articles from Scopus-indexed journals discern 16 distinct topics, encompassing critical areas such as communication, leadership, and trust. The trajectory of research topics in this field has witnessed increasing diversification over time. Key subjects such as learning, communication, trust, and leadership have consistently maintained their presence among the ten most frequently explored topics. In contrast, emerging areas such as agile development and patient care have recently become some of the most prominent themes. Employing the state-of-the-art topic modeling technique, BERTopic, this study furnishes a comprehensive and dynamic panorama of the evolving landscape within virtual team research. The increasing use of information and communication technology (ICT) by Cameroonians has brought changes in citizen's needs and demands and has raised expectations on how services should be provided. Citizens need to carry out transactions (transactional services) conveniently and obtain accessible, reliable, and sustainable information (information services) from their local government. Unfortunately, this is still far from the reality in some selected local councils in Cameroon, given that they use ICT mainly for administrative and not service delivery purposes. Therefore, this paper's main objective is to establish a link between ICT usage and the empowerment of local councils in the application of e-governance strategies for information and transaction services delivery. The theoretical framework used in the paper included Technology Acceptance, Wider Dissemination, and e-governance Models. The stratified purposive and systematic random sampling techniques were employed to obtain needed data from the Bamenda I, II, and III municipalities in the North West Region. The findings of this paper revealed that a significant number of local councils are already using their ICTs to provide information services. However, none of them so far are using ICT for transactional service delivery purposes. Also, we observed a gap between citizen expectations and local council provision of information and transactional services. This paper found that the use of ICT to apply e-governance strategies would improve local council service delivery in terms of accessibility to information by citizens and sustainability of council information services, also promote transparency in transactions between the council and the citizens, and ease transactions between citizens and local councils in terms of time and cost. Thus, this paper recommends that local councils digitalize manual service delivery processes through their operational IT units. Also, for the Cameroon government to achieve the goals stated in the NDS30 Plan for a Digital Cameroon, it must consider effectively involving local councils in the national digitalization initiatives. Introduction: Research indicates that sexual and gender minority youth [SGMY] may engage more with information communication technologies [ICTs] more than their non-SGMY counterparts Craig SL et al. 2020. While scholarship generally explores youth's use of ICTs, there are gaps in scholarship that connect SGMY, their ICT engagement and influences to mental health. This scoping review will synthesize the literature that connects these core concepts in order to better understand the influence ITCs have on the mental health of SGMY and to develop a more fulsome understanding of this emerging area of literature. Methods and analysis: Following the scoping review framework of Arksey and O'Malley, the search will be conducted in the PsycINFO [Ovid interface, 1980-], MEDLINE [Ovid interface, 1948-], CINAHL [EBSCO interface, 1937-], Sociological Abstracts [ProQuest interface, 1952-], Social Services Abstracts [ProQuest interface, 1979-], and Scopus. Descriptive summaries and thematic analysis will summarize the articles that meet the inclusion criteria using an extraction table. Ethics and dissemination: The review outlined in this paper provides an overview of information that exists on the technology use of SGMY, ICTs and the interconnection with mental health. Results will be disseminated through peer reviewed journals and national and international conferences. In Kyrgyzstan e-justice is in its developing phase. Digital transformation of justice was accelerated by the Covid-19 pandemic. The impact of Covid-19 on courts was the rapid increase in the use of information and communication technology (ICT) to maintain some functioning during lockdown and in its aftermath. The implemented ICT in courts must align with principles of law. The paper presents development of existing e-justice systems in Kyrgyzstan. The main objective of the paper is to analyse the evaluation that main actors in the judicial proceedings give to the effects of the development of e-justice concerning some relevant dimensions including access to justice, the right to a fair trial, the right to an effective remedy, data privacy, the rule of law and main judicial values. In addition, the paper conducts analysis of risks of e-justice implementation, and determines areas of improvement from technological, legal, organisational, human resources and educational perspectives. The main challenges of e-justice systems are identified in the study. The methodology of this paper includes an analysis of national legislation, public information about e-justice complemented by an exploratory empirical study based on ten semi-structured interviews with judges, court staff, advocates and an online survey of twenty-one advocates. This paper explored the factors influencing the leadership strategies of school principals in rural primary schools regarding the integration of information and communication technologies (ICTs) in the process of teaching and learning in their schools. School principals are responsible for ensuring that there is ICTs integration in their schools' teaching and learning processes. Embedded within the theory of learning-centred leadership (LCL), school principals have a responsibility to lead, foster, manage, and support the learning process for teachers and learners in their schools. Thus, school principals need to be well acquainted with innovative technologies for teaching and learning amidst the Fourth Industrial Revolution (4IR), which is global, complex, and fast-paced, to lead learning through ICT integration. Underpinned by the interpretive qualitative approach and using a multiple case study as a research design, this study generated data from three selected South African rural primary schools through face-to-face interviews with the three school principals. Data were analysed thematically. Findings revealed that school principals' leadership strategies are influenced by their attitudes towards ICT integration into teaching and learning, their exposure to ICT workshops, and their own judgements of their abilities in using ICT. The paper recommends customised in-service training for school principals and teachers to alter and improve their exposure to, attitudes, perceptions toward ICT integration in teaching and learning. This paper provides insights into academic publishing trends and offers an analysis of scientific fields in which researches were made followed by a brief analysis of the most influential articles. In the era of the 5.0 industry, the use of the Internet of Things (IoT) has increased. The data generates from sensors through IoT industrial systems, any fault in those systems affects their performance and leads to real disaster. Protecting them from any possible attacks is an essential task. to secure any system, it needs to predict in the first place possible attacks and faults that could happen in the future. Predicting and initiating the attack type and the accuracy of these predictions can be done with machine learning models nowadays on the datasets produced with IoT networks. This paper classifies several attacks type based on several criteria and techniques to enhance the performance of machine learning (ML) models such as Voting techniques beside six ML models; Random Forest (RF), Decision Tree (DT), K-nearest neighbor (KNN), Support Vector Machine (SVM), Logistic regression (LR), and eXtreme Gradient Boosting (XGBoost) using Enriching IoT dataset [1]. Emergency situations associated with falls are a serious concern for an aging society. Yet following the recent development within ICT, a significant number of solutions have been proposed to track body movement and detect falls using various sensor technologies, thereby facilitating fall detection and in some cases prevention. A number of recent reviews on fall detection methods using ICT technologies have emerged in the literature and an increasingly popular approach considers combining information from several sensor sources to assess falls. The aim of this paper is to review in detail the subfield of fall detection techniques that explicitly considers the use of multisensor fusion based methods to assess and determine falls. The paper highlights key differences between the single sensor-based approach and a multifusion one. The paper also describes and categorizes the various systems used, provides information on the challenges of a multifusion approach, and finally discusses trends for future work. It is quite surprising that studies on the relationship between technology competency and technology management skills are still rather scarce. There is a particular lack of studies of technology competency in the specific context of technology management. This paper aims to fill this gap and offers a literature review to examine the technology competency based on the management and technology capabilities of manufacturing enterprises. To begin integrating these various aspects of technology management into a new and systematic framework, joint research-review perspective is considered to prepare an infrastructure to identify competencies of technology for small and medium-sized enterprises. This literature review investigates to define dimensions and decision criteria of technology competency analysis based on seven main perspectives; technology management, technology roadmapping, technological innovation, technology evaluation and entrepreneurship, information and communication technologies, innovation management, knowledge management. Purpose: This conceptual paper aims to develop the vision of a novel policy tool called the digital industrial cluster (DIC) thought for a future context shaped by digital economies and Industry 4.0. The DIC departs from the industrial cluster's precepts and take them into the digital agglomeration phenomenon. Design/methodology/approach: This research uses a discursive and theoretical approach. To create a clear picture related to the research topic, this paper reviews the literature on how industrial clusters deal with digital transformation. The review takes a particular interest in industrial clusters, information and communication technologies, Industry 4.0 and policy tools for digital agglomeration. Findings: The research develops the vision of the DIC as a new policy tool, building its foundations on both industrial clusters and digital economies; furthermore, the DIC was compared with other policy tools based on digital agglomeration to understand the similarities, differences and advantages of the former. Finally, this paper discussed where the DIC could find its way toward implementation and what externalities could be expected from doing so. Practical implications: This research could be useful for policymakers and cluster organizations looking to deploy policy tools that take advantage of industrial clusters and digital transformation. Besides, the theoretical foundations presented could lead researchers to empirical identification of early incarnations of the DIC. Threats in cyberspace are becoming increasingly burdensome to the users of information and communication systems. Therefore, their security constitutes a crucial part of activities conducted by operators of essential services, digital service providers, and entities providing cybersecurity services. Considering the necessity to ensure the proper protection of systems allowing activities in cyberspace, relevant entities must take actions related to supervision and control to assure compliance with the safety standards that reduce the threat of cybersecurity incidents. The main objective of this paper is to analyse the legal regulations governing the issue of supervision and control of compliance with cybersecurity standards by entities responsible for safeguarding cyberspace against threats. Moreover, the paper also aims to characterise the supervision and control mechanisms designed to ensure the safe use of information and communication systems and to discuss the powers of supervision and control authorities. The primary research method used in this paper is the doctrinal legal research method. It was applied to analyse the applicable legal regulations governing the supervision and control of activities in the sphere of securing cyberspace against attacks. In turn, the law theory method, also used in the studies whose results have been presented in this paper, allowed the assessment of actions being taken as part of supervision and control. The fact that the issues of supervision and control in cybersecurity are subject to statutory regulations should be regarded as positive. However, these legal acts exhibit certain flaws. Some provisions regulating these issues are vague, which may result in their over-interpretation, and thus contribute to, among other things, the infringement of the freedom of business activities principle for enterprises operating in the cybersecurity sector.
