Purpose: The purpose of this paper is to investigate the adjustment of government redistributive policies in Scandinavian and Mediterranean countries following changes in income inequality over the period 1980–2021. Design/methodology/approach: The authors first modelled the time-varying dynamics between income inequality and redistribution and then used a non-linear framework to test for the existence of asymmetries and cointegration in their long-run relationship. The authors used two complementary measures of inequality – the share of total income accruing to top percentile income holders and the ratio of the share of total income accruing to top decile income holders divided by that accumulated by the bottom 50% – and computed redistribution as the difference between the two inequality indicators before and after taxes and transfers. Findings: The authors found that the sign of the relationship between income inequality and redistribution is mostly positive and time-varying. Overall, the authors also found evidence that the impact of increases in inequality on redistributive measures is higher than that of decreases. Finally, the authors obtained a significant long-run relationship between both variables in all countries except Denmark and Spain. These results hold for both Scandinavian and Mediterranean countries. Originality/value: To the best of the authors' knowledge, this is the first paper to account for the potential existence of non-linearities and to examine the asymmetries in the adjustment of redistributive policies to increases in income inequality using alternative income inequality metrics. Most empirical studies evaluating efficiency in the agricultural sector estimate cost efficiency, assuming homogeneity across firms. However, achieving the goal of profit maximisation requires both minimising costs and maximising revenue. Unlike cost efficiency, the concept of profit efficiency considers the errors on both the input side and the output side, and thus, it is more appropriate for evaluating the overall performance of firms. This paper estimates profit efficiency and its determinants in the agricultural sector in Spain using a Bayesian stochastic frontier model with random coefficients. This methodology adequately captures the heterogeneity across firms in the industry. The results reveal, firstly, that agricultural firms in Spain are operating with an average profit inefficiency of 35.78% and, secondly, that this inefficiency is affected, albeit unevenly, by the size and age of the farm. Taxes on the consumption of certain products have played a key role in public revenue analysis in European countries. This work assesses the differences in tax planning for new non-combustion products across some European territories. Through theoretical analysis, the paper has three distinct aspects. Firstly, we show the taxpayer profile in different countries. Secondly, the study analyzes the risks for the health system and the individual. Thirdly, the design of the national tobacco tax is based on previous experience and planning in Europe. This paper concludes with a case study for different countries: (1) Spain "vapers" and "smokers", where the analysis is based on micro-data from the European Health Interview Survey 2020. (2) Sweden, with the analysis of snus, shows it as a practice on how to reach economic savings while decreasing economic costs thanks to the nudging of consumers towards better products. The results show taxation and, especially, land taxation should consider differences in planning in the case of new products, such as non-combustion products, given the user per capita income and the potential lower health risks involved. With the ageing of the population in Western countries, the prevalence of disability and mobility problems is increasing, highlighting the urgent need to improve accessibility in environments where people spend a significant amount of time, such as collective housing. This paper examines the accessibility of building entrances in collective housing in the Region of Murcia, south-eastern Spain, where 9.8% of the population is estimated to live with disabilities. Starting with a thorough review of national and regional accessibility regulations, this study applies a robust methodology by conducting fieldwork in 150 buildings to assess compliance and identify barriers. The methodology involved a systematic assessment of the accessibility of entrances, using criteria derived from the regulations, and a specific proposal of the accessibility solutions required for each case. The key findings show that the most effective way for improving the accessibility is a properly constructed ramp, with over 40% of buildings requiring the installation or improvement of ramps, either as a stand-alone solution or in combination with other adaptations. In 54% of cases, a multi-faceted approach was required to meet accessibility standards. It was also noted that older buildings typically require higher adaptation costs. Based on these findings, the study provides specific recommendations, such as the construction of ramps and other critical interventions, to improve the accessibility of buildings. This paper reflects on the controversies to protect, and develop rural areas presenting the current situation, and the future, of the La Siberia Biosphere Reserve, located in the Extremadura region of Spain. Adopting a qualitative research design, we have gathered and examined the primary initiatives implemented for the Tourism Sustainability Plan of the reserve spanning from 2021 to 2023 and engaged in discussions regarding the potential of this region with the manager of the current Regional Development Centre, and a selection of key informants. In addition, opportunities and threats have been gathered from media. We employed the qualitative method and the content analysis, with ATLASti software (ATLAS.ti.7). We have noticed that soon, this region will develop new proposals by fostering private-public collaboration. The findings indicate that the preservation of natural resources, that has emerged as a pivotal source of innovation, must deal with new entrepreneurial activities that can put the sustainability of the territory at risk. What sets this work apart is its portrayal of Extremadura as a benchmark for sustainable social and economic development fostered by regional public policies. It is our conclusion that both academia and society should establish collaborative spaces that facilitate the formation of entrepreneurial ecosystems, fostering the cultivation of talent and effectively addressing the new regional challenges in Europe. In a world where machines replace unskilled work, an active labor market policy—represented by the combination of an optimal Earned Income Tax Credit (EITC) and income maintenance for the unemployed—provides incentives to increase participation in the labor market and depresses wages for unskilled employees. In this paper, this policy is tested against the alternative of allowing unskilled workers to receive a means-tested basic income (MTBI), as recently adopted by Spain. For a liberal social planner (i.e., includes consumption and leisure in individual utility), the MTBI dominates the active labor market policy. For a conservative social planner (i.e., evaluates social welfare based on individual utility from consumption), the active labor market policy dominates the MTBI. The potential dynamic effects of active labor policy on labor supply were considered in a simulation using updated empirical estimates; it shows that this policy becomes preferable for both types of the social planner. Featured Application: Public innovation policy makers, clusters agents. Academic literature has often emphasized how firms in regional clusters exploit both place-specific local resources and external, world-class knowledge to strengthen their competitiveness by expanding the influence of regional systems of innovation. Innovation based on more complex and disruptive technologies tends to also be based on more open systems that utilize the clusters' external networks. However, most of the literature has associated clusters with incremental innovation. This paper will analyze the determinants of disruptive innovation development in traditional (low and medium tech) clusters caused by high-tech entrepreneurs. It will analyze the case of the development of breakthrough innovation, its diffusion in the Spanish ceramic tile cluster, and its consequent diffusion in the industry worldwide. It will examine how market demands, customer orientation, technology diffusion from other industries, industry competitiveness, as well as internal and external networking of clusters can facilitate the development of complex technology within a common set of social capital goals, cognitive schemes, and knowledge. The paper is based on a case study and field work carried out over10 years in the field in the Italian and Spanish tile ceramic clusters. The main contribution of this paper to technology strategy theory will be thorough the utilization of the disruptive technology paradigm in explaining industry changes and sustainability. This paper analyzes the extent to which two factors—social networks and the severity of the scarcity of a common property resource—affect norm‐complying behavior that favors cooperation. It assumes that those who comply with the social norm exercise social pressure on defectors. We develop an analytical framework that allows us to determine the minimum (maximum) share of norm‐complying agents at which social networks start (stop) having an influence on cooperation. Knowing these shares allows policymakers to identify the conditions under which legal and/or informal enforcement policies for cooperation are effective and how different types of social networks affect the design of these policies. We find that stable steady states exist in which compliers and defectors coexist (partial cooperation), but the stability of such states requires that the costs of coordination among compliers to exercise social pressure are high. Full cooperation is another possible steady state but is unlikely to prevail if the agents do not perceive the scarcity of the common property resource as severe. A numerical study, empirically calibrated for an aquifer in Spain, shows that subsidizing the compliers' costs of exerting social pressure may impede the attainment of a steady state based on partial cooperation. Although social networks can promote cooperation, their influence is limited. The minimum share of compliers for attaining cooperation can be reduced by informal enforcement policies by not more than 26%. We show that combinations of different types of informal enforcement policies should be applied cautiously because they may cancel each other out. [ABSTRACT FROM AUTHOR]

In recent years, due to population ageing, the European Union has promoted active ageing policies as a means to encourage workers to delay labour market exit. Our paper explores what active ageing means to social partners (employers, managers and workers) in Spain and also the viability of implementing an active ageing culture in organizations. We used a qualitative case study methodology to identify perceptions regarding obstacles and facilitators in the adoption of an active ageing culture in different production sectors, as well as responses to active ageing policies. Data-generating workshops were held with employees and managers of four types of companies located in the south of the country. Perceived obstacles to active ageing were more organizational than individual in nature. Some of these obstacles gave rise to a kind of forced active ageing in a context in which the previous predominant message had been to retire as early as possible. Job adaptation was perceived as both an obstacle and a facilitator. Increasing recognition of older workers and raising their motivation to extend their working lives were found to be important pending tasks. In contexts of high unemployment, active ageing often remains largely unknown within productive organizations, and the idea of retiring as soon as possible continues to guide many workers. In these circumstances, the implementation of top-down, uniform active ageing policies has proven to be of limited efficacy. Awareness campaigns and initiatives aimed at improving older workers' health and abilities should be launched as complementary active ageing strategies. [ABSTRACT FROM AUTHOR]

Ageing is the major challenge for the PAYG pension systems in developed countries. Most of them are undergoing reforms in order to adapt to the new demographic reality. The package of reforms implemented includes increasing the retirement age, reducing the replacement rate, or introducing a sustainability factor linking pension to life expectancy. The aim of this paper is to analyse the potential consequences of a different type of reform that is at a very incipient stage in Spain but that could have a significant impact if it were fully implemented. This reform, called 'silent reform' because it is imperceptible to citizens in its early stages, basically consists in increasing maximum pensions in line with inflation instead of wage or productivity growth. This policy is reducing the replacement rate only for high earning workers and increasing the redistributive component of the system. This paper is the first to quantify and evaluate the potential consequences of this type of reform in Spain. We have used an accounting model with heterogeneous agents and overlapping generations in order to project pension expenditure for the next six decades. The results show that this type of reform could potentially contain future expenditure but at the cost of changing the nature of the pension system from a contributory or Bismarckian-type system into a pure redistributive pension system or Beveridgean-type one. The aim of this paper is to evaluate the local policy that has promoted the formation of a cluster of knowledge-based activities in the city of Barcelona. After decades of economic and industrial stagnation in a district called Poblenou, in the year 2000 the City Council of Barcelona implemented a plan to renew the area's urban and economic structure. Under the development plan, knowledge-based firms were encouraged to set up in the area and thus to create a cluster of advanced activities. This paper examines the success of this local policy and aims to determine whether cluster amenities have played a part in attracting knowledge-based firms. First, we evaluated the cluster implementation via a 'difference-in-differences' analysis, comparing the increase in the percentage of knowledge-based firms in this specific area with the increase of these firms in other local areas. Second, to determine whether the cluster amenities are an important element in attracting knowledge-based activities, we perform a multivariate regression to see if cluster amenities (as valued by firms in a survey) do have an effect on the decision of knowledge-intensive firms to locate in the district. El propósito de este artículo es evaluar la política local que ha favorecido la formación de un conglomerado de actividades basadas en conocimiento en la ciudad de Barcelona. Después de décadas de estancamiento económico e industrial en un distrito llamado Poblenou, el Ayuntamiento de Barcelona implementó en el año 2000 un plan para renovar la estructura urbana y económica de la zona. Siguiendo el plan de desarrollo, se animó a las empresas de actividades basadas en conocimiento a que se establecieran en este área, creando con ello un conglomerado de actividades avanzadas. Este artículo examina el éxito de esta política local e intenta determinar si los servicios de conglomerado han jugado un papel a la hora de atraer a empresas de actividades basadas en conocimiento. Primero, evaluamos la implementación del conglomerado por medio de un análisis de diferencia en diferencias, al comparar el aumento del porcentaje de empresas de actividades basadas en conocimiento en este área específica con el aumento de estas empresas en otras áreas locales. Segundo, para determinar si las amenidades de conglomerado son un elemento importante a la hora de atraer actividades basadas en conocimiento, realizamos una regresión multivariante para observar si las amenidades de conglomerado (así valoradas por las empresas en una encuesta) afectan a la decisión de las empresas basadas en conocimiento de ubicarse en este distrito. Purpose -- This paper studies social inequality in the vital field of employment in Spain during the crisis period 2009-2014. Design/methodology/approach -- Factor analysis is used to build a synthetic index of employment exclusion. The starting information matrix collects data from a wide set of employment variables for all 17 Spanish autonomous communities and the autonomous cities of Ceuta and Melilla. Based on this information, four factors are extracted which explain employment exclusion in different situations of vulnerability, such as unemployment, temporality, poverty or low pay. Findings -- In the territorial ranking, Madrid, Basque Country, Aragon and Catalonia show the lowest risk of employment exclusion, whereas Ceuta, Andalusia, Extremadura and Canary Islands show the highest ones. Originality/value -- The main value of this research is that it confirms the need for coordination of public policies in order to foster social and territorial cohesion in Spain. Policy integration is a substantive and innovative strategy, used to address complex problems that go beyond the scope of sectoral policies, and require a joint and integrated response. While theoretical advances have been made in the field, there have not been many empirical proposals of a comparative nature. This paper develops a proposal for the analysis of integrality in the domain of urban policies, in which the integrated strategy has become a key component. Following a literature review, three dimensions were defined, referring to the diagnosis, the action strategy, and the project governance, which have allowed us to examine the presence of an integrated strategy in the designs of the projects developed within the framework of the URBAN and URBANA, initiatives implemented in Spain between 1994 and 2013, promoted by the European Union (EU). The results show that, as occurs in other public policies, the extent of the integrated strategy is limited and varies according to the dimensions. Moreover, the differences found between the two initiatives support the idea that policy integration is a gradual and dynamic process, with a certain learning effect, which develops over time and in which the dimensions of integration do not evolve in a coordinated manner. Purpose: While the born global (BG) phenomenon has been well established in the literature, studies on accelerated internationalization of firms in the service sector have been scarce, particularly for the specific case of knowledge-intensive services (KIS). The purpose of this paper is to explore which competitive characteristics differentiate KIS BGs from other KIS firms in the context of a peripheral region. Design/methodology/approach: The empirical focus of this study comprehends primary survey data from 250 Spanish KIS firms (Andalusia) that have been internationalized and analyzed through ordinal and ordinary least squares regressions. The authors address the "born-global effect" on five features of interest, namely, entry mode, technological capabilities, qualification of staff, external resources and quality of services. Findings: Results suggest that KIS BGs in Andalusia perceive exports as a more relevant form of internationalization than its non-BG peers. Also, KIS BGs in Andalusia present higher levels of technological intensity. Differences in terms of staff qualification, access to extramural R&D resources and the quality of services could not be identified. Research limitations/implications: The main limitation of this research concerns its cross-sectional character, thus hindering the evaluation of developmental trajectories taking place in the cohort under scrutiny. Such an approach would allow a better comprehension of the competitiveness dynamics in internationalized KIS firms. Also, because this assessment is geographically restricted to Andalusia, Spain, the authors recommend caution in establishing direct comparisons and appropriation of results for other regional/national contexts. Practical implications: Recommendations for public policy include establishing the necessary infrastructures to encourage the technological development of KIS companies and provide support – through export promotion agencies, for instance – for early approximation with foreign markets. Taking into account the contributions of KIS firms for the development of a peripheral economy, this involves the need to establish instruments that provide strategic information to internationalize, as well as lines of funding for these companies. Originality/value: Empirical evidence on KIS BGs is needed to fully grasp its differences to other internationalized service firms. The analysis within this specific domain represents an advance in the literature on this subject. Also, the context of peripheral regions – considering their economic differences to core areas – has been understudied. The elaboration and application of the survey have allowed the authors to have access to primary in-depth data and, therefore, to build a better understanding of KIS BGs in Andalusia, Spain. Background: As a result of the growing number of interventions that are now performed in the context of maternity care, health authorities have begun to examine the possible repercussions for service provision and for maternal and neonatal health. In Spain the Strategy Paper on Normal Childbirth was published in 2008, and since then the authorities in Catalonia have sought to implement its recommendations. This paper reviews the current provision of maternity care in Catalonia. Methods: This was a descriptive study. Hospitals were grouped according to their source of funding (public or private) and were stratified (across four strata) on the basis of the annual number of births recorded within their respective maternity service. Data regarding the distribution of obstetric professionals were taken from an official government survey of hospitals published in 2010. The data on obstetric interventions (caesarean, use of forceps, vacuum or non-specified instruments) performed in 2007, 2010 and 2012 were obtained by consulting discharge records of 44 public and 20 private hospitals, which together provide care in 98% of all births in Catalonia. Proportions and confidence intervals were calculated for each intervention performed in all full-term (37-42 weeks) singleton births. Results: Analysis of staff profiles according to the stratification of hospitals showed that almost all the hospitals had more obstetricians than midwives among their maternity care staff. Public hospitals performed fewer caesareans [range between 19.20% (CI 18.84-19.55) and 28.14% (CI 27.73-28.54)] than did private hospitals [range between 32.21% (CI 31.78-32.63) and 39.43% (CI 38.98-39.87)]. The use of forceps has decreased in public hospitals. The use of a vacuum extractor has increased and is more common in private hospitals. Conclusions: Caesarean section is the most common obstetric intervention performed during full-term singleton births in Catalonia. The observed trend is stable in the group of public hospitals, but shows signs of a rise among private institutions. The number of caesareans performed in accredited public hospitals covers a limited range with a stable trend. Among public hospitals the highest rate of caesareans is found in non-accredited hospitals with a lower annual number of births. [ABSTRACT FROM AUTHOR]

Background: Following the 2008 economic crisis many countries implemented austerity policies, including reducing public spending on health services. This paper evaluates the trends and equity in the use of health services during and after that period in Spain – a country with austerity policies – and in Germany – a country without restriction on healthcare spending. Methods: Data from several National Surveys in Spain and several waves of the Socio-Economic Panel in Germany, carried out between 2009 and 2017, were used. The dependent variables were number of doctor's consultations and whether or not a hospital admission occurred. The measure of socioeconomic position was education. In each year, the estimates were made for people with and without pre-existing health problems. First, the average number of doctor's consultations and the percentage of respondents who had had been hospitalized were calculated. Second, the relationship between education and use of those health services was estimated by calculating the difference in consultations using covariance analysis – in the case of number of consultations – and by calculating the percentage ratio using binomial regression – in the case of hospitalization. Results: The annual mean number of consultations went down in both countries. In Spain the average was 14.2 in 2009 and 10.4 in 2017 for patients with chronic conditions; 16.6 and 13.5 for those with a mental illness; and 6.4 and 5.9 for those without a defined illness. In Germany, the averages were 13.8 (2009) and 12.9 (2017) for the chronic group; 21.1 and 17.0 for mental illness; and 8.7 and 7.5 with no defined illness. The hospitalization frequency also decreased in both countries. The majority of the analyses presented no significant differences in relation to education. Conclusion: In both Spain and Germany, service use decreased between 2009 and 2017. In the first few years, this reduction coincided with a period of austerity in Spain. Should CSR be approached only on a voluntary basis or should it be complemented with a compulsory regulatory framework? What type of government intervention is more effective in fostering CSR among companies? This paper is an attempt to answer these questions, reviewing the debate between proponents of the voluntary case and the obligatory case for CSR, and critically analysing current international government-led initiatives to foster CSR among companies, and national government-led initiatives in the EU area. Finally, the paper focuses on the Spanish case, as an example of the failure of an exclusively voluntary approach. Despite the rapid uprise of CSR. Spain is still for behind late in CSR promotion strategies. Most action has been undertaken by companies themselves with no common guidelines, governmental support, or independent verification. The lack of a regulatory framework for CSR or ethical investment issues and the virtual absence of other indirect incentives, explains the misbalance between private, public and Third Sector initiatives. Based on the Spanish context which is quite similar to other non-OECD countries, the authors call for a more pro- active government position in CSR related issues. Background Type-2 diabetes (T2D) and hypertension (HTN) are two of the most prevalent non-communicable diseases (NCDs): they both cause a relevant number of premature deaths worldwide and heavily impact the national health systems. This study illustrates the impact of HTN and T2D in four European countries (Albania, Bulgaria, Greece and Spain) and compares their policies towards the monitoring and management of HTN and T2D and the prevention of NCDs as a whole. This analysis is conducted throughout the DigiCare4You Project (H2020)—which implements an innovative solution involving digital tools for the prevention and management of T2D and HTN. Methods The analysis is implemented through desk research, and it is enriched with additional information directly provided by the local coordinators in the four countries, by filling specific semi-structured forms. Results The countries exhibit significant differences in the prevalence of HTN and T2D and available policies and programs targeted to these two chronic conditions. Each country has implemented strategies for HTN and T2D, including prevention initiatives, therapeutic guidelines, educational programs and children's growth monitoring programs. However, patient education on proper disease management needs improvement in all countries, registries about patients affected by HTN and T2D are not always available, and not all countries promoted acts to contain the increasing rates of risk factors related to NCDs. Conclusions While political awareness of the risks associated with HTN, T2D and NCDs in general is growing, there is a collective need for countries to strengthen their policies for preventing and managing these chronic diseases. • Government policy shall address the strategic nature of local resource use decisions. • Local resource users face linked coordination, prisoner's dilemma, and zero-sum/externality situations. • Governments shape the behavior of local resource users via bundles of policy instruments. • Policy instruments contribute to local collective action via a handful of mechanisms. This paper presents a diagnostic approach to the role and capacity of governments to facilitate local collective action and alleviate environmental problems. The paper adds to a nascent scholarship aiming to conciliate theories on "governance by government" and "governance by self-organization". We adopt two premises for that purpose: (1) policy instruments shall be tailored to the strategic nature of local resource management decisions; and (2) such nature is not static and can be modified via governmental policies. We first build on the Institutional Analysis and Development (IAD) framework to characterize the decision-making situations that local resource users face and the local rules that shape said situations. Then, based on common pool resource (CPR) and policy instrument choice theory, we identify four mechanisms through which different policy instruments can facilitate local collective action (change in payoffs and their perception, reduction of transaction costs, reduction of uncertainty, and normative consonance). This analytical approach is then applied to four illustrative cases of water management in Germany, France, Greece and Spain. As shown, local resource users are embedded in not one but many overlapping decision-making situations. In this context, the promotion of collective action is rarely accomplished via a single policy instrument or mechanism but via bundles of them. Also, the paper illustrates the importance of understanding how governmental policies modify the structure of rules and incentives that affect local resource users, potentially facilitating local collective action and the solution of environmental problems. The measurement of the level of protection provided by minimum income programs has often focused on one of two dimensions: adequacy or coverage. The rankings of regions or countries in terms of the protection provided can be very different depending on the chosen outcome. In this paper, we adopt a social welfare approach for measuring welfare protection looking at the effects of adequacy and coverage on economic welfare. Based on standard assumptions of social welfare functions, we propose a parameterized family of indices that satisfy desirable properties. Our empirical illustration using Spanish data confirms that focusing only on standard measures of adequacy may introduce an important bias, making it difficult to properly identify real differences in terms of social welfare among programs. This comparative study aims to analyze and compare the labor markets of Romania and Spain, two countries with different economies and cultures, but facing similar labor market problems. The results of this study could be useful for researchers, politicians and managers in the field of employment and could contribute to the development of more effective public policies adapted to the needs of the labor market in the two countries. Environmental problems on a global scale (such as climate change) are of increasing concern in the scholar. However, it is unclear to what extent society is aware of the severity of these problems. The aim of this study is to advance our knowledge about the environmental perceptions of citizens, with the understanding that citizen participation and action are key to mitigating environmental problems. Specifically, we aim to determine the degree of importance of demographic and sociocultural factors in this perception. To this end, data from 506 questionnaires carried out in Spain and Argentina were analysed. Quantitative data were treated using multivariate analysis based on multiple logistic regression. The results showed that demographic variables, such as location and age, have a greater influence than sociocultural variables, such as profession and sources of environmental information, in the perception of environmental problems. Our findings show that the analysis of environmental perception is a useful tool both for incorporating the point of view of local actors in public policies and for defining effective strategies for action in participatory management. They also show that the different age, occupation and profession of the population must be taken into account and that, to address specific environmental problems, it is necessary to carry out diagnoses focussed on demographic factors, mainly to find out which aspects should be strengthened through programmes and projects aimed at solving environmental problems. This study focuses on assessing collaborative governance from the perspective of power dynamics in a disadvantaged neighbourhood in southern Spain: Las Palmeras. Increasing global urbanisation in recent decades has exacerbated problems of segregation within cities, posing a major challenge to achieving healthy urban environments for harmonious coexistence. Public policies have struggled to address this challenge, particularly following the adoption of the United Nations' 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs), which have underlined the importance of fostering inclusiveness and sustainability in urban environments. In this context, collaborative governance has emerged as a prominent strategy for democratising the implementation of public policies in urban contexts. However, the efficacy of collaborative governance is hampered by the dynamics of power relations, which limits its effectiveness. The aim of this study is understanding how these dynamics mediate collaborative processes in urban regeneration contexts, an area little addressed so far. Through a case study and the systematisation of experiences, the study proposes strategic recommendations for managing these dynamics within collaborative governance. The insights drawn from this study can serve as a basis for better addressing urban challenges, thus fostering greater inclusiveness and sustainability in urban areas as well as offering valid lines for future research in the field. Background This paper aims at assessing the effectiveness of the package of road safety measures implemented after road safety was included in the political agenda in the year 2004 on the number of road traffic-injured people in Spain. Methods An evaluation study was performed using an interrupted time-series design. The study population was people injured in road traffic crashes in Spain between 1 January 2000 and 31 December 2006. The road traffic crashes database of the General Directorate for Traffic was used. The dependent variable was the monthly number of people injured, stratified by sex, age, severity and type of road user. The explanatory variable (intervention) compared the post-intervention period (2004-6) with the pre-intervention period (2000-3). Quasi-Poisson regression models were adjusted, controlling for time trend and for seasonality. Results Results show a reduction in the risk of being injured for both men (RR 0.91; 95% CI 0.87 to 0.95) and women (RR 0.89; 95% CI 0.85 to 0.94). Risk reductions were observed across all age groups and all road users, except for pedestrians. Conclusions The present study suggests that prioritising road safety reduces the number of people injured in road traffic collisions. [ABSTRACT FROM AUTHOR]

INTRODUCTION There is a literature that questions the veracity of the studies commissioned by transnational tobacco companies (TTCs) to measure the illicit tobacco trade. Furthermore, there are studies that have indicated that the empty pack surveys (EPSs) ordered by TTCs overestimate the size of this trade. This study simultaneously analyzed whether the EPSs established in each of the 47 Spanish provinces were accurate and measured anomalies observed in provinces where sales exceed expected values. METHODS To achieve the objectives of this study, provincial data on cigarette sales, prices and GDP per capita were used. These data were modeled with machine learning techniques that are widely used to detect anomalies in other areas. RESULTS The magnitude of the average anomaly in provinces where sales are higher than their expected values exceeds 40%, while the average anomaly in provinces where sales are lower than their expected values (as detected by the EPSs) is <15%. Furthermore, the results reveal that there is a clear geographical pattern to the provinces in which sales below reasonable values are observed. In addition, the values provided by the EPSs in Spain, as indicated in the previous literature, are slightly overestimated. Finally, some regions bordering other countries or that are highly influenced by tourism have observed sales that are higher than their expected values. CONCLUSIONS Cooperation between countries in their tobacco control policies can have better effects than policies developed based on information from a single country. The lack of control over the transactions of tourists and the inhabitants of bordering countries can cause important anomalies that distort the understanding of tobacco consumption that governments have based on official data. The current research focuses on the analysis of the housing public policy trajectory in Spain from 1956 to 2020, emphasizing the social and residential emergency over sixty years aiming to show up the current conjuncture and future challenges in the post-pandemic scenario. According to that, it has been developed an exhaustive search in statistics and bibliographical legal databases. The paper deeps on the public housing policy through the different frameworks of actions over sixty years, their comparison to the European context, and the introduction of the geography of housing emergency aggravated by the impact of the COVID-19 crisis. From the mentioned analysis, it is suggested the necessity to impulse, regarding the several Recovery Post-COVID-19 Plans, ambitious public housing and rental plans in Spain, as a way to contribute to repair during the next decade the lack of public housing policies aligned with the surrounding European states. Our goal in this paper is to analyse the extent to which completed fertility, and in particular childlessness, is a valid predictor of living alone at advanced ages, an increasingly important residential option in advanced societies with crucial implications for social policy design and the organization of welfare services. Based on micro-data from the 2011 Spanish population census, logistic regression techniques are used to assess the impact of fertility on living alone among elderly women net the effect of age, marital status, educational attainment, and other standard population controls. Our results show a clear relationship between completed fertility and living alone. Childlessness is strongly associated with living alone, while having offspring acts as a powerful buffer against living alone, particularly in larger families. A relevant conclusion of this study is that a growing deficit of family resources available for the elderly women will take place in those societies where low fertility and high rates of childlessness have prevailed in recent decades, leading to substantial growth in the number of childless elderly women and in the incidence of living alone during later life. The Great Recession of the late 2000s has brought to the fore, once again, the relevance of the relationship between output performance and labour market developments all over the world. This paper analyses the validity of Okun's law in Spain by using regional data from 2000 to 2014, which roughly encompasses a complete business cycle. By estimating a Spatial Panel Durbin Model, the results not only show that a robust, inverse relationship between unemployment and output holds for Spain but also the existence of regional spillovers (indirect effects). In addition, they reveal that there are no time asymmetries between the expansion and recession phases of the business cycle and that human capital, the share of the construction sector, and the share of temporary workers are key factors in explaining unemployment changes. From a policy perspective, our findings support the idea of implementing region-specific policies, since indirect effects are less relevant than direct ones. In any case, national policies would also be effective. These policies, whatever their scope, should be mainly supply-side oriented in expansions (largely labour market policies) and demand-side focused in contractions. [ABSTRACT FROM AUTHOR]

Background: This paper analyses the 2008 economic collapse in Spain with its long-lasting effects. Precisely, the ones associated with lifestyles. Thus, the aim of this paper is to examine to what extent economic downturns affect individual's drinking behavior when focusing on unemployed people.Methods: We use discrete-choice models and matching techniques. Data from the National Health Survey for 2006 and 2011-2012 provides a clear picture before and after the 2008 breakdown in Spain.Results: We find that drinking over the business cycle is a function of individual socio-demographic status. Besides, our empirical findings are consistent with the idea that following the crisis differences between unemployed and non-unemployed fell to at least in accordance with a lower overall consumption of alcoholic beverages.Conclusions: Public policy design for drinkers would require both prevention and recovery from alcohol use strategies to be met towards health and labour pillars. Background: An economic crisis can widen health inequalities between individuals. The aim of this paper is to explore differences in the effect of socioeconomic characteristics on Spaniards' self-assessed health status, depending on the Spanish economic situation. Methods: Data from the 2006-2007 and 2011-2012 National Health Surveys were used and binary logit and probit models were estimated to approximate the effects of socioeconomic characteristics on the likelihood to report good health. Results: The difference between high and low education levels leads to differences in the likelihood to report good health of 16.00-16.25 and 18.15-18.22 percentage points in 2006-07 and 2011-12, respectively. In these two periods, the difference between employees and unemployed is 5.24-5.40 and 4.60-4.90 percentage points, respectively. Additionally, the difference between people who live in households with better socioeconomic conditions and those who are in worse situation reaches 5.37-5.46 and 3.63-3.74 percentage points for the same periods, respectively. Conclusions: The magnitude of the contribution of socioeconomic characteristics to health inequalities changes with the economic cycle; but this effect is different depending on the socioeconomic characteristics indicator that is being measured. In recessive periods, health inequalities due to education level increase, but those linked to individual professional status and household living conditions are attenuated. When the joint effects of individuals' characteristics are considered, the economic crisis brings about a slight increase in the inequalities in the probability of reporting good health between the two extreme profiles of individuals. The design of public policies aimed at preventing any worsening of health inequalities during recession periods should take into account these differential effects of socioeconomic characteristics indicators on health inequalities. Society and scholars have debated the representation of both women and either immigrants or Muslims in the media and how this representation might affect possible racist behavior and public policy choices. This study responds to the need for a better understanding of the intersectional media representation of migrant and/or racialized women. Framing analysis was conducted on the 234 clippings in which the six most popular Spanish broadsheet newspapers referred to the women in question throughout 2021. We observed that these women are underrepresented and that the opinion the press tends to shape varies depending on the women's identity marker (Muslim, immigrant and/or Black) and the ideology of the dailies (leftist or rightist). How did long-term care (LTC) policies and the prevailing governance model affect the working conditions of nursing home workers in Spain during the COVID-19 pandemic? Here, we rely on qualitative analysis of semi-structured interviews and document analysis to answer the research question. The results suggest that lack of coordination between health and social services, underfunding of the LTC system, and the absence of legislative initiatives have harmed caregivers' labor and employment conditions and the effectiveness of managing the crisis.
