Participatory Budget, as a process for democratic decision-making in allocating public funds, has gained traction globally since the initial experiences in Porto Alegre, Brazil in the 1980s. This article analyses the 2022 and 2023 experiences of participatory budget (PB) in the city of Monterrey, Mexico. Based on a comparative analysis of secondary data of Monterrey’s two-year programme, the study illustrates the obstacles and potentialities of implementing PB. Some of the limitations revolve around intergovernmental coordination, spatial limitations and limited impact on changing power relations concerning urban interventions. In assessing the programme’s implementation, we seek to highlight that while participation indeed increased from 2022 to 2023, the conceptualisation of the programme differs from the original one in Porto Alegre, and distribution of projects and resources remains uneven. By critically evaluating Monterrey’s PB initiatives, the article aims to contribute to the broader discourse on the complexities and challenges of participatory budget implementation.

Theoretical background: Participatory budgets (PBs) have become a widely known innovation used to engage citizens in policymaking. Since 2011, citizens in Polish municipalities can decide on how a portion of local budget can be spent. In Germany, PBs originally served the purpose of getting feedback from citizens in the context of fiscal strains. However, since about 2015, German PBs are increasingly taking after the model established in Poland, establishing fixed pools of funds. Does it present a case of between-country convergence in the functionalities of PBs and their quality? So far, such comparative questions remained mostly unanswered in the field of PB-related studies. Purpose of the article: The aim of the paper was to investigate this possibility of convergence in PB-quality by comparing the state of and changes in the quality of PBs with fixed funds between Poland and Germany. To evaluate the quality and scope of functionality of PBs, the amount of planned PB-funds per capita and participation rates (voter turnout levels) were inspected. Two research hypotheses were formulated. The first one stipulates a higher performance level of Polish PBs by the two criteria, across a variety of municipality types. The second hypothesis posits that the differences in the quality of PBs tend to diminish over time, as the latest to innovate launch their first experiments. Research methods: Works on the diffusion of PBs in both countries were reviewed to provide background for the study. Two datasets were constructed containing data on the two measures of PB-quality, the population size, and the status of innovator. The data were first compared graphically. In a later step, statistical methods were applied, including variance analysis for the two dependent variables related to PB-quality at once (MANOVA) and for each of them separately (ANOVA). Results of the study were presented and discussed in the context of interactions between innovators and potential adopters in social networks, as well as political agendas in the two countries of interest. Main findings: Research findings allowed to confirm the research hypotheses. PBs in both countries have been mostly simple innovations of limited quality, but those in Poland tended to perform better, judged by the two chosen criteria. The gap, especially for PB-funds, is closing, but that does not mean that in the course of innovators’ and regulators’ actions a unified innovation model has emerged. PBs in both countries utilize their functionalities in diverse ways, based on specific experiences and traditions in policymaking. Thus, PBs in Poland and Germany have different trajectories of development with fixed pools of funds as the simplistic innovation core that makes them highly adaptable in different policy contexts.

The article provides a comprehensive analysis of the influence of martial law on the use of electronic tools of democracy. It had noted that the introduction of martial law in Ukraine due to the full-scale invasion of the Russian Federation into Ukraine creates certain restrictions for citizens, both in the context of public participation and access to general information. The normative legal acts adopted during martial law are analyzed, and their assessment had given from the point of view of their influence on the interaction of local self-government bodies with the public. The work emphasizes an important place occupied by tools of electronic democracy through which local self-government bodies can interact with residents. In particular, citizens' petitions, which can be submitted electronically, are an essential tool of local democracy. It had determined that the constitutional guarantee of appeal is inviolable and cannot be limited even in a state of war or emergency. Using the example of the city of Sumy, the number of requests by residents submitted during martial law and their subject matter had analyzed. It emphasized that electronic petitions are a tool of public participation gaining popularity at the state and local levels. The author notes that electronic petitions are a tool that promotes the development of democracy, draws the attention of the authorities to essential issues, and is a means for evaluating the support of relevant ideas by representatives. It had determined that residents of territorial communities actively submit petitions even during martial law. The subject of local petitions during martial law was the question of de-Russification; patriotic direction; alcohol sales; at the same time, issues of improvement remain traditional; transport; education, and several others. The paper analyzes the peculiarities of electronic consultations as a public participation tool. It had noted that electronic consultations are a form of public consultations, which includes, in particular, the publication of draft acts of state authorities or issues that need to have resolved to receive suggestions and comments. The Local Self-Government Act has given explicit legal ground for the use of optional participatory budgeting (PB) on the municipal level in Slovenia since 2018. This means municipalities and their inhabitants have absolute discretion regarding the nature of proposed and later (if chosen) implemented projects in a certain municipality if the projects fall under municipal authority. The article presents research results that reveal that a legislative soft approach to PB, resulted in small municipal engagement in PB projects. They on average spent up to one percent of budgetary expenses for PB purposes, resulting mostly in inclusive, peoplecentered projects promoting facilities for socializing, and different kinds of public infrastructure capacities (sports infrastructure, etc.). The projects implemented in Slovenia so far are prevailingly “public infrastructure projects” in line with the municipal social sustainability agenda promoting equality and diversity, social cohesion, democracy and governance, and quality of life in a certain municipality.

The purpose of the article is to generalize the theoretical foundations and justify the feasibility of using innovative tools to involve citizens in the decision-making process at the level of territorial communities, spread the practices of participatory budgeting, which will contribute to the formation of an active civil society. The following methods were used to implement the tasks: abstract-logical; monographic and comparative; graphic; sociological survey method. The expediency of using the participatory budgeting mechanism for territorial communities is justified, which will contribute to the establishment of social dialogue between local self-government bodies and residents of the territorial community. A sociological survey was conducted to identify the realities of increasing public involvement in the decision-making process at the territorial community level. It was found that the respondents are equally concerned about urban and personal problems of planning the socio-economic development of the territory. Innovative mechanisms of public participation (consensus conference, consultative survey, guided visualization, world cafe, workshop, imagination, public development of alternatives) are proposed, which will contribute to the formation of an active civil society and increase the level of civic education. Public space is another innovative tool for the participation of community residents in the decision-making process. The conducted research contributed to solving the task and justifying the expediency of using innovative tools of public participation in the decision-making process, spreading the practices of participatory budgeting, which will contribute to the formation of an active civil society. The formulated author's conclusions and recommendations are characterized by a positive impact on the involvement of the public in the decision-making process, since the creation of a higher culture of decision-making and the activation of civil society at the level of the territorial community can contribute to receiving better services and improving the quality of life of the population

The participatory budget is an important element of the catalogue of tools for involving residents in the local decision-making. The positive effects of involving many citizens in the decision-making process slowly bear fruit in attempts to transfer p.b. into other spheres. This article analyses how these well-known patterns are adapted to new conditions – at universities. Several of them decided to introduce their own participatory budget. A comparative analysis of the local government model and solutions adopted by three universities provides the answer to this question. The hypothesis assumes that the civic budget at universities and polytechnics is, for the most part, a modification of the model used in cities with district status. As shown, the municipal participatory budget is a proven basis for creating its own regulations. However, the available schemes should be modified.

Analysis results of the processes of the authorities’ decentralization and financial autonomy strengthening of the local self-government in Ukraine proved the necessity and expediency of applying the concept of behavioural finance in the study of modern trends in participatory budgeting at the level of territorial communities. The aim of the research is the development of theoretical and methodological foundations, provisions, practical approaches to participatory budgeting and justification of directions for its development and improvement in the context of behavioural finance. The main results of the study. The content of participatory budgeting as the essence of management actions and procedures used by subjects of public administration regarding formation, distribution and use of budget resources for the project’s implementation initiated by the public is substantiated. The algorithm of the participatory budgeting practice at the level of the territorial community is shown. The factors affecting the number of financial resources aimed at the formation of a participatory budget were identified and the corresponding economic and mathematical model was proposed. The practice of using participatory budgeting in Ukraine at the level of territorial communities was analysed and a number of problems were identified, among which the most important is the choice of distribution directions, the use of participatory budget resources and their optimization criteria. A scientific approach to optimizing participatory budget expenditures using economic-mathematical modelling has been developed. The advantages of participatory budgeting are outlined, problems are identified and approaches to their solution are proposed in the context of behavioural finance, which should be taken into account by public administration bodies when drawing up and implementing a participatory budget. A theoretical approach to revealing the essence of participatory budgeting has been formed, taking into account various aspects, in particular, the procedures for the formation, distribution and use of funds intended for the project’s implementation, initiated by the public. As a result of the factor analysis, three-factor models, which reflect the system of influencing factors on the formation of financial resources directed from local budgets to the participatory budget, were obtained. The problems of participatory budgets functioning at different levels of the budget system are identified and the ways of solving them in the context of behavioural finance are substantiated. A scientific approach to building a participatory budget expenditure optimization model is proposed, on the basis of which it is possible to calculate the optimal set of projects initiated by the public. The basic research objective of this study was made the question of whether the applicable provisions of Polish law protect the legal interest of a citizen who submitted a winning proposal for a task in the civic budget procedure, when this was not included in the municipal budget resolution. In order to provide an answer to the research question posed in this way, an analysis of the Polish legal system with regard to the regulations on the civic budget was carried out, focusing only on the legal regulation of the municipal level, using the dogmaticlegal method as the most appropriate method used in legal sciences, taking into account the assumed problem and research goal. The research was supplemented by the jurisprudence of the Constitutional Court and administrative courts. The main conclusion that could be drawn from the conducted research was that the basic conclusion that could be drawn from the conducted research emphasises the fact that the legal regulations on the civic budget do not provide direct and unambiguous protection of the legal interest of the author of the winning project in the case when it was not included in the budget resolution of the municipality. The lack of substantive legal provisions on the participatory budget means that the legal interest of the author of the winning project can only be attempted to be decoded from the constitutional provisions. The legal institutions analysed in this study (petitions, complaints and applications, supervisory proceedings) did not provide a clear answer as to whether, through their use, the author of the winning task could impartially and independently pursue the protection of his or her legal interest. Only the institution referred to in Article 101(1) of the Act on Municipal Self-Government – a complaint against a resolution to an administrative court – could fulfil the attributes of impartiality and independence in resolving the case. The issues raised in this article have not been the subject of more extensive reflection in the science of administrative law. They are also not the subject of numerous judgments. At the same time, it should be emphasised that the failure to adopt the concept of legal interest in the participatory budget procedure, in particular with regard to the failure to include the winning task in the municipal budget resolution, could result in the exploitation of the stronger position of the municipality in relation to citizens. Therefore, until the legislator takes appropriate legal steps regulating the above issue, it was necessary to discuss the available possibilities of protecting the legal interest of the author of the winning task and, in the opinion of the Author of this study, such a solution was indicated in Article 101, paragraph 1 of the Act on Municipal Self-Government. In pursuit of the set research objectives, the dogmatic-legal method was used, supplemented by an analysis of selected decisions of administrative courts.

The aim of the article: The main aim of the article is to present the essence and significance the institution of civic budget as a tool not only allowing citizens to actively participate in the process of deciding about the directions of spending public funds, but also a tool to determine the directions of social expectations, the essence and importance of social participation. Hypothesis: The hypothesis accepted in the study stipulates that the growing popularity of the civic budget makes it an effective tool for social participation. Methodology: The study was based on a literature review, legal acts, information on the functioning of the civic budget in Lodz as well as a questionnaire conducted among the city residents. Results of the research: The civic budget in Lodz has been functioning for eight years, and during this time it has been constantly contributing to the idea of citizen involvement in the decision-making process. Although the budget procedure itself is undergoing numerous corrections and transformations, as the ongoing political, social and macroeconomic changes must be taken into account, it is still a basic tool enabling active participation and involvement of citizens. The matters it concerns are important to the community, and the civic budget offers an opportunity to express their opinions on key issues. The conducted survey indicates that Lodz is a positive example of using the participatory budget mechanism in the city management process. The sustained high (on a Polish scale) turnout confirms the inhabitants’ interest and willingness to change the public space, thus positively influencing the building of a sense of local community.

Purpose of the article: The purpose of the article is the diagnosis of the concept of public governance and tools used within the framework of co-management, with particular emphasis on the participatory budget on the example of the city of Lublin in 2015–2021. Research methods: The analysis covered existing data from budget resolutions of individual cities, reports from the Lublin Research Group and from Internet sources. The publication includes both quantitative and qualitative research. Main findings: The participatory budget of Lublin is characterized by a relatively high share of funds allocated to the implementation of tasks in total budget expenditure compared to other provincial cities in Poland. For several years, there has also been a noticeable decline in the turnout of people voting for projects under the participatory budget. Thanks to a detailed analysis of the functioning of the participatory budget of the city of Lublin, compared to other provincial cities in Poland, there is a need to promote the idea of social participation more strongly.

Objective of the study: The subject of the study are participatory budgets - social innovations used by local municipalities to involve citizens in local budgetary decisions with roots in Brazil. The main objective was to determine how being part of a social network affects the decision to introduce participatory budgets made by municipalities in Poland, where a remarkable spread of the innovation has been observed since the early 2010s. Methodology: Spatial autocorrelation tests and visualizations were used to uncover clusters of communes with most similar or dissimilar characteristics. Originality/Relevance: Novelty of the study approach lies in the utilization of an own database - with the intention to overcome the problem of data insufficiency, typical of related research. Main results: The presence of spatial proximity-based peer effects was confirmed in the study. The concentration of innovators has remained spatially uneven, which is to be linked to e.g. the crossregionally diverse forms of social capital. The data-based study design allows to explore participatory budgets as products of social networks and not only individual strategies, as evidenced by numerous case studies in the field. Methodological contributions: The study demonstrates the relevance of collecting longitudinal data for the development of research on participatory budgets. Social/management contributions: Insights from the study are of practical value for recent and future. adopters, wishing to understand the broader relevance of their policies, as well as for higher level policymakers trying to better adapt their legal frameworks to the current and future waves of innovators. The new administration of the Municipality of Pudahuel, took the decision to implement a new deliberative budget management model, including the community as key actor in the prioritization of investment and spending of the 2023 municipal budget. Therefore, it was developed a virtual participation strategy, open to the community, and a strategy dedicated to special protection groups. With more than 1,200 participants and over 150 project initiatives, in this article, we analyze this pilot experience, contrasting it then, with the specialized literature, exploring possible factors that would explain this process and its results. The case study, is presented as an innovative experience of participatory budgeting for the Chilean context, considering that investment criteria would not be observed in the cases previously reported for this country; that is, allocate more resources to the sectors of greatest social vulnerability, which would change the scale of the decision; from a direct vote on a limited portion of the financial resources of a public entity (choosing to execute certain projects), to the prioritization of the major investment and spending guidelines of the total estimated annual budget. Permissibility of repeal or amend participatory (civil) budget resolution can become a real problem during the COVID-19 pandemic (or during other crisis-like periods). On the one hand, that kind of action can undermine members of the local community trust in local authorities. The purpose of the paper is to examine the potential of participatory budgeting (PB) for the formation of citizen identity and attachment to the place in terms of individual, territorial and thematic focus. In the theoretical discussion, the authors analyse the concepts of place attachment, social identity and their influence on civic participation. The authors propose a conceptual framework for the analysis of relationships between PB, place attachment, and social identity. In the case of the community development model of PB, place attachment should lead to the citizens’ increased inclination to participate. In the case of participatory democracy model of PB citizen participation can lead to a stronger place attachment. The con­ceptual framework presented in the paper requires empirical confirmation. Further research on the subject should revolve around the influence of place attachment on the formation of social identity and vice versa by application of the discussed models of PB. The placemakers should take into account literature-based evidence that advisory models of PB do not reinforce place identity. The places that apply one of the transition models should consider the evolution of their PB policies towards either community development model or participatory democracy model. By review of diverse theoretical approaches on place identity and local participation, the paper creates a solid foundation for further analysis of the relationships between the applica­tion of PB and the development of civic identity and place attachment.

The urban environment, understood as the environment changed by man, is represented by the city as a space for coexistence of individuals, endowed with an entire infrastructure composed of public goods and services, which aim at the well-being of its inhabitants. When people effectively participate in decision-making interest in cities, they feel more responsible for the outcome of their decisions, providing a political maturity of the population. In both Brazil and Portugal, the Master Plan is the main instrument for planning and regulating cities and the urban environment. The difference between them may lie in the fact that Brazil is one step ahead with popular participation in urban planning and participatory budgeting, probably due to the political and socio-economic characteristics of the country, and the needs that this condition imposes on its inhabitants. Regardless of both Brazil and Portugal already make great efforts in this direction, and the question of community involvement in the decision-making process, urban planning, and participatory budgeting is already addressed and considered (although at different levels, stages, and legal formalization), there is still much to be done in this direction to ensure the effective participation of the population in the construction and evolution of cities

Higher education prioritizes quality in achieving the vision and mission, achieving the vision and mission is strongly influenced by the strength of the budget owned by a college. The strength of the budget is not only seen from how much the existing budget is, but also how the wisest way to manage the budget. This research is motivated by the limited budget owned by a new state university in managing the budget in a participatory manner in achieving the university's vision and mission. For this reason, a participatory system is needed for the budgeting process, starting from the planning stage, the process, accountability and results that lead to the university's vision and mission. The study was conducted to obtain information on whether participatory budgeting has an influence on employee performance, whether participatory budgeting also has an impact on employee job satisfaction at Teuku Umar University, also seeing whether there is an effect of employee job satisfaction on employee performance. This study also wants to find out whether there is an influence of motivation on employee performance, the influence of participatory budget on employee performance through motivation, and whether employee job satisfaction affects employee performance through motivation.

Direct democracy, the tradition of which dates back to ancient Athens, is now widely practised in many countries around the world. In this paper, a case study of participatory budgeting is given as an illustration of how residents can decide directly about their common resources. The paper is theoretical in nature. It aims to present a model of institutional analysis of direct democracy phenomena based on the example of participatory budgets analysis, taking into account variables related to two novel approaches: Varieties of Capitalism and intersectionality. This model can be used for diagnosing aspects of local democracy, comparative studies of participatory budgeting processes taking place in various countries around the world, as well as for further research into other processes of direct democracy, thus contributing to the development of knowledge in this field and to social sciences in general.

Modern budget systems have existed since the 1980s. Local government budgets include citizen demand and citizen participation, which are conceptualized in modern budget systems. Governance and participatory budget practices support active citizenship practices in local government budgets. Participatory budgeting is observed in many countries of the world. The first participatory budget was implemented in Porto Alegre, Brazil. It is stated that participatory budget implementation in Porto Alegre has been a pattern for other countries in the world. In this study, examples of New York and India are included. Çanakkale Municipality is the only official participatory budgeting pilot application in Turkey. In this study, after the conceptual framework of the participatory budget is described, Manisa Metropolitan Municipality central districts members’s opinions and attitudes will be covered. In the research, semi-structured interview method was conducted.

The SARS-CoV-2 pandemic has affected almost every aspect of social life. Public authorities are trying to combat the effects of the pandemic by introducing specific legal regulations. Even though the Polish legislature has established a number of regulations to combat the epidemiological threat, they have not regulated the participatory budget process. The obligation to establish it, especially in cities with powiat rights (a city with powiat rights should be understood as a city with over 100,000 residents, governed by a mayor), at a time when local government units seek savings, may result in some important investments not being made. On the other hand, maintaining the involvement of residents in the development of local communities can have a positive impact on participation in the community. In this article, the author attempts to analyze the legal situation of participatory budgets during the SARS-CoV-2 pandemic under Polish legislation, at the same time indicating the possibilities of developing this form of civic participation by using, among other things, technologies that enable remote communication. The purpose of the paper is to examine the potential of participatory budgeting (PB) for the formation of citizen identity and attachment to the place in terms of individual, territorial and thematic focus. In the theoretical discussion, the authors analyse the concepts of place attachment, social identity and their influence on civic participation. The authors propose a conceptual framework for the analysis of relationships between PB, place attachment, and social identity. In the case of the community development model of PB, place attachment should lead to the citizens' increased inclination to participate. In the case of participatory democracy model of PB citizen participation can lead to a stronger place attachment. The conceptual framework presented in the paper requires empirical confirmation. Further research on the subject should revolve around the influence of place attachment on the formation of social identity and vice versa by application of the discussed models of PB. The placemakers should take into account literature-based evidence that advisory models of PB do not reinforce place identity. The places that apply one of the transition models should consider the evolution of their PB policies towards either community development model or participatory democracy model. By review of diverse theoretical approaches on place identity and local participation, the paper creates a solid foundation for further analysis of the relationships between the application of PB and the development of civic identity and place attachment. A multiplicity of stakeholders take part in the promotion of citizen participation, the “new paradigm” for good governance: development organisations, the State, local authorities and the population. In Tunisia and Morocco, Participatory Budgeting (PB) seems to offer a bottom-up counterpoint to the dynamics of citizen participation as it is understood or orchestrated by the central authorities. Tailor made PB conventions in which inhabitants, local representatives and local administrations define a set of rules adapted to local specificities present an alternative to the rigid mechanisms defined by the Ministry of the Interior. This article examines the factors for appropriation of participatory processes which mainly depend on whether or not they are managed by central or local administrations. More specifically, the article demonstrates how PB financing models in Moroccan and Tunisian municipalities may favour their longevity or, on the contrary, their limitation in time.

The urban environment, understood as the environment changed by man, is represented by the city as a space for coexistence of individuals, endowed with an entire infrastructure composed of public goods and services, which aim at the wellbeing of its inhabitants. When people effectively participate in decision-making interest in cities, they feel more responsible for the outcome of their decisions, providing a political maturity of the population. In both Brazil and Portugal, the Master Plan is the main instrument for planning and regulating cities and the urban environment. The difference between them may lie in the fact that Brazil is one step ahead with popular participation in urban planning and participatory budgeting, probably due to the political and socio-economic characteristics of the country, and the needs that this condition imposes on its inhabitants. Regardless of both Brazil and Portugal already make great efforts in this direction, and the question of community involvement in the decision-making process, urban planning, and participatory budgeting is already addressed and considered (although at different levels, stages, and legal formalization), there is still much to be done in this direction to ensure the effective participation of the population in the construction and evolution of cities. Technologies of direct participation in democracy, such as Porto Alegre's Participatory Budget, produce symbolic, political, and economic effects whose reach cannot be assessed exclusively by the engagement of collective actors in institutional spaces of participation and decision-making. Drawing from ethnographical evidence, this article reveals how new political subjectivities arise as low-income organized groups engage with these participatory devices. These groups reclaim established protocols of expression and retool this rhetorical capital into repertoires of action useful in other arenas of mobilization, thus crafting links with the government. I problematize the repertories of participation and demonstration deployed by a group of street vendors in search of economic viability, in the aftermath of their forceful resettlement into a low-income shopping mall in the city of Porto Alegre (Brazil). Special attention is given to the ways jargons, idioms, and participatory languages gain traction and travel among leaders and communities mobilized for rights in the interstices of the state. For the last decades, public management has recorded a dynamic growth, which is manifested by the concepts of new public management and public governance. As part of these concepts, there emerge tools to support the process of public sector management, including a participatory budget - a tool that allows local communities to decide on the allocation of budget resources in their local government units. The aim of the paper is to try to answer the question of whether the participatory budget is an effective instrument of social participation in the culture sector. In order to investigate this issue, the author describes the idea of participatory budget and presents the analysis results on how this tool is applied in public management in the capital cities of 18 Polish provinces. The article analyses legal conditionality particular form of participatory budgeting which is village fund. His five-year term of office gave rise to a positive evaluation of the project and to make specific legislative changes in this area. This was done in the new law of the village fund of 21 February 2014, which regulates the formation of the fund and reimbursement of expenses. This work research to both the old and the new provisions of the act and the exegesis of the regulations of the year.

Participatory budgets have been the object of social and political interest, because of the opportunities they offer with regard to their potential for promoting an active, responsible citizenship with the capacity to influence public policies. They also suggest the possibility of formulating a model of participation that can result in the genesis of participatory democracy. The aim of this work is to assess the limits and potentialities of participatory budgets by analyzing the process developed in El Puerto de Santa María (Cádiz) between 2016 and 2017. The applied method includes analyses of participation data, citizen proposals and the degree of implementation of citizen proposals.
