Abstract

The new administration of the Municipality of Pudahuel, took the decision to implement a new deliberative budget management model, including the community as key actor in the prioritization of investment and spending of the 2023 municipal budget. Therefore, it was developed a virtual participation strategy, open to the community, and a strategy dedicated to special protection groups. With more than 1,200 participants and over 150 project initiatives, in this article, we analyze this pilot experience, contrasting it then, with the specialized literature, exploring possible factors that would explain this process and its results. The case study, is presented as an innovative experience of participatory budgeting for the Chilean context, considering that investment criteria would not be observed in the cases previously reported for this country; that is, allocate more resources to the sectors of greatest social vulnerability, which would change the scale of the decision; from a direct vote on a limited portion of the financial resources of a public entity (choosing to execute certain projects), to the prioritization of the major investment and spending guidelines of the total estimated annual budget.
