The construction industry plays a crucial role in India's fiscal targets amid a growing emphasis on infrastructure development. Despite extensive project management knowledge, persistent delays afflict 33% of projects, averaging a 47-month setback as of August 2021. This study seeks to pinpoint Critical Delay Factors (CDFs) in contemporary construction projects, drawing from 59 attributes identified through literature and expert input. A questionnaire survey gauged expert opinions on the impact of these attributes. Factor analysis unveiled underlying constructs, revealing seven CDFs, and the Relative Importance Index (RII) ranked factors by significance. Across professional roles and regional distinctions, ANOVA demonstrated consistent CDF evaluations. This article examines the challenges posed by national legislative frameworks in the European Union Member States regarding the management of publicly funded research and development (R&D) projects. Taking the case of Spain and its General Subsidies Act as an example, this study analyzes 55 R&D funding calls published by the Spanish Central Administration in 2021 and 2022. This research identifies key challenges associated with change management in these projects. This research performed a detailed review of relevant legislation and its application to R&D projects, alongside an analysis of regulatory bases making use of a flexibility index (FI) to assess the adaptability of grant conditions. Also, quantitative methodologies like Pearson's correlation coefficient and principal component analysis were employed. The findings reveal that flexibility in project management, particularly concerning changes in scope, budget, and timeframes, is limited due to the rigidity of the legal framework. This lack of flexibility means a significant challenge for effective project execution, which inherently requires adaptability to manage uncertainty. This research suggests that future reforms should prioritize greater legal flexibility to improve the efficiency and success of publicly funded R&D initiatives. - Abstract
This paper addresses the issues related to highlighting the problems that arise when protecting children who have suffered or witnessed violence, as well as providing them with social and psychological support in the justice process. The author emphasises the need to engage highly qualified professionals when implementing the Barnahus pilot project in Ukrainian cities. The factors that contribute to the resolution of current obstacles in creating a child-friendly environment for child victims of violence, in which they are not only considered victims, but where they can feel safe, especially in today's environment, are considered. Translated with DeepL.com (free version) The article describes the Council of Europe's strategy for the rights of the child for 2022-2027, entitled "Children's rights in action: from sustainable implementation to joint innovation", which defines six strategic objectives aimed at addressing new problem areas. The activities of the pilot project "Safety Educator" and current legislative initiatives aimed at changing approaches and the dynamics of implementing new successful projects and methods of protecting children's rights are analysed, and attention is focused on the need to improve the professional approach of specialists when establishing contact with a child. The expediency of conducting a medical examination of a child immediately at the scene of the incident using methods suitable for children, with the involvement of medical professionals, and the initiative to form a register of psychologists for the needs of effective interaction with child victims of violence in accordance with the "Order of the Cabinet of Ministers of Ukraine of 18 December 2018 No. 1027-r 'On Approval of the National Strategy for Reforming the Justice System for Children for the Period up to 2023'". It is proposed to study in detail the results of the Bamahus model in European countries, as well as to ensure that the interview with the child victim is conducted as early as possible and at the appropriate time by professionals who have undergone special training, and the need to further increase the number of Barnahus child support centres in Ukraine is identified. The author discusses the effectiveness of Bamahus centres, which bring together a number of professionals under one roof, including social workers, psychologists, medical professionals and law enforcement officials. The construction sector in emerging nations like Pakistan faces challenges due to the limited use of advanced technology. Building Information Modeling (BIM) offers key benefits, including cost savings, reduced rework, and early detection of design faults. BIM also manages large amounts of data by integrating information from various phases of the project life-cycle. This study examines BIM’s impact on planning, design, and construction phases through a survey of 40 field experts, ranked using the Likert scale. Results show that BIM enhances collaboration, supports better design pathways, and assists project managers during planning. In design, it improves information sharing, efficiency, and scheduling. Dur-ing construction, BIM facilitates seamless information flow, visualized model execution, and effective risk management. The findings highlight BIM’s potential to address lifecycle chal-lenges and improve overall project outcomes.

This article assesses the understanding and state of hybrid project management. A research problem was formulated, asking how large organizations working on software projects can gain value from agile project management, focusing on the hybrid approach as the most fitting candidate. A systematic literature review was conducted (SCOPUS, Web of Science), and findings were presented, proving that the current understanding of hybrid is limited and mostly viewed as a combination of agile and waterfall. Also, it has been shown that the hybrid approach is quite beneficial, and large organizations most likely don't have any other choice than turning to hybrid if they want to stay competitive. The original value resides around challenging the current definition of hybrid and proposing a new framework that will establish boundaries of a hybrid approach, which goes beyond the literature reviews done so far. This research was motivated by the learning process carried out by teachers has not facilitated students adequately through the use of LKPD. Teachers tend to use textbooks which contain material summaries and practice questions. The objectives of this research are (1) To describe the validity of P5-based LKPD; and (2) Describe the practicality of P5-based LKPD. The research method used is research and development (R & D) with the ADDIE model, namely analysis, design, development, implementation, and evaluations. The instruments used are validation sheets and teacher and student response questionnaire sheets. From a series of development processes carried out, it can be concluded that the LKPD based on the P5 Bhineka Tunggal Ika theme received a score of 91.75% and is within the very feasible criteria. Meanwhile, for the practicality of the LKPD based on the P5 theme of Bhinneka Tunggal Ika, the teacher gave a score of 90% and was within the very practical criteria and students gave a score of 92.2% and was within the very practical criteria. As a form of follow-up and as a limitation to the research objectives, the researcher recommends testing the effectiveness of LKPD based on the P5 theme of Bhineka Tunggal Ika

Background. The relevance of the problem is due to the fact that the Federal State Educational Standards of Higher Education consolidate the line on a personality-oriented model of education and upbringing. This model is designed to help in finding and creating conditions for the development of universal, general professional and professional competencies in the studing of bachelors. Purpose. Creation of a course of the second foreign language (German) for bachelor students in politics based on interdisciplinary connections of philological subjects. For this purpose, the authors use the basics of an interdisciplinary approach, which allows students to apply knowledges of the disciplines of the curriculum, such as "Political Science", "Practice of Effective Communication", "Logic and Theory of Argumentation", "Cultural Studies", "Russian Language and Culture of Speech", "Geopolitics", "Fundamentals of Internet Communication" in the process of studying a foreign language and improving universal, general professional and professional competencies. As a result of applying an interdisciplinary approach, the scientific picture of the world of students is expanded, the analysis of foreign experience of public administration and international law is carried out in the original language. Profile-oriented approach is achieved through the implementation of a communicative, personal, activity-oriented approach in teaching related and close in content disciplines. Materials and methods. The study material was based on the texts for training from the textbook "45 Stunden Deutschland", the Internet portal "Tatsachen über Deutschland" and project assignments developed by students studying in the specialty "Public Policy and Social Sciences" in the 3rd and 4th years of the "Magnitogorsk State Technical University named after G.I. Nosov". We assume that when preparing bachelor's students in non-linguistic specialties, it is necessary to build the teaching of a foreign language based on the interdisciplinary connections of general humanitarian disciplines, then the level of foreign language communicative competence will remain no lower than the level of senior secondary school and in some cases will be higher, and the level of universal, general professional and professional competencies of a bachelor-future politician by means of a second foreign language (FL2) will increase. In our study, we analyzed the literature on the problem, summarized the existing developments of domestic and foreign scientists on the topic of the study, and conducted experimental training. We are confident that the application of the competence approach in assessing foreign language communicative competence in FL2 allows us to state that the level of proficiency in FL2 becomes higher, namely equal to level B1 or B1+. This, in turn, ensures the students' readiness for further language and speech development by means of both a foreign and native language. Results. The socio-political and economic changes taking place in our country have led to a qualitatively new round of interest in foreign languages and the subject of "Foreign language". The desire to improve the preparation of bachelors in foreign languages has disrupted the usual monotony of curricula and work programs. Magnitogorsk State Technical University named after G.I. Nosov, represented by the Institute of Economics and Management, conducts bachelor's degree training in the direction 41.03.06 "Public Policy and Social Sciences" and successfully implements programs that meet the requirements of today. Bachelors of this specialty are taught two foreign languages, one of which is German language. Experience working in groups of the specified specialty convinces that through interest in the language, interest in the country of the studied language also increases. The level of language proficiency allows students to critically analyze foreign sources in their specialty and make reasonable conclusions, perceive the intercultural diversity of society, apply the knowledge gained during language training when preparing reports, presentations, carry out business communication in a foreign language, be ready for intercultural dialogue and defend their civic position. That is, in general, students improve their communication skills in all communication functions: informational, regulatory, emotional-evaluative, etiquette.

9. Determining the Impact of Adaptive Games on the Individuals’ Psycho-Emotional State among Different Age Groups in Poland and Ukraine

Objectives. The study aimed to determine the effectiveness of implementating projects for the introduction of adaptive sports games on the psycho-emotional state of different population groups in Poland and Ukraine. Materials and methods. A total of 341 individuals were involved in the study: 117 children (8-12 years old), 118 middle-aged people (35-60 years old), and 116 elderly people (60 years and older). The participants of the study were divided into two groups: those who took part in the Polish project “Academic Center of Sports and Health Games for Activation of People with Special Needs” (56 children, 65 adults, 73 elderly people), and those who took part in the Polish-Ukrainian project, which was conducted directly in Ukraine, “Ukrainian Center of Occupational Therapy through Adaptive Games” (61 children, 53 adults, 44 elderly people). All study participants were engaged in adaptive games (Cornhole, Jacollo, Elastik, Kulbutto, Boccia, Paka laka) for the first time. At the beginning and end of the event on adaptive games, a survey of participants was conducted. To determine the psycho-emotional state of children, the WAM method (well-being, activity, mood) was used, and the features of adults’ psychological state were assessed using the standard test AWAMW (anxiety, working capacity, activity, mood, well-being). Results. The analysis of the obtained study results revealed positive changes in the psycho-emotional state of different population groups in Poland and Ukraine under the influence of adaptive sports games. Furthermore, the adult population, including the elderly of Poland and Ukraine, demonstrated decreased anxiety levels and a significant enhancement in activity, mood and well-being due to engaging in adaptive sports games. Conclusions. This study emphasizes the potential of adaptive sports games to improve the mental health of different population groups. The findings also indicate the effectiveness of implementating projects for the introduction of adaptive games on the psycho-emotional state of different population groups both in Poland and Ukraine.

Effective communication stands as the linchpin for successful project outcomes. In the realm of development initiatives, communication becomes the exclusive avenue through which project beneficiaries take centre stage. This study thus delved into the role of communication in bolstering project efficacy, specifically examining its impact on the Shea value project in Ghana’s Garu-Tempane District. Employing both qualitative and quantitative research designs, the study used purposive and simple random sampling techniques to select key figures from the Presbyterian Agric Service (PAS), Garu, alongside opinion leaders and project beneficiaries. Semi-structured interviews guided data collection, aiming to validate the correlation between development communication and project success. Content analysis was used to analyze qualitative data, while T-tests and percentages were employed in the analysis of quantitative data. This paper affirmed that community meetings, interpersonal communication, and community radio are widely utilized in information dissemination and possess a moderate influence. Moreover, respondents expressed willingness to sustain the project. The paper underscores the imperative for effective communication between project implementers and community members, stressing its pivotal role in securing success and ensuring the project’s enduring impact and sustainability.

Purpose: This study aims to identify the factors influencing the knowledge management of public library projects in Iran.Methodology: The system dynamics method was employed, which is descriptive and practical in nature. The statistical population consisted of 10 project knowledge specialists and experts in Iran, selected using the snowball method.Findings: Cause and effect loops were established, considering modes of learning before, during, and after the project, as well as learning from external sources. The parameters were determined through interviews with project knowledge management specialists. The findings indicated that a ten percent increase in system integrity over five years led to a 1.4 percent increase in project knowledge. Scenario building was conducted based on these results.Conclusion: To enhance the knowledge management system of public library projects, it is essential to plan for effective knowledge transfer before, during, and after the project, integrate systems, measure performance, extract new knowledge, and utilize external resources, as well as establish organizational networks.Value: This research fills a gap in the literature by examining the factors influencing project knowledge management using the system dynamics approach. It has the potential to enhance organizational performance and serve as a basis for future research.

Establishing a curriculum for painting art projects within the Montessori education model is imperative for fostering objective practice conducive to social development. Through this investigation, we employ theoretical research methodologies to scrutinize the contextual nuances, program dynamics, and influential factors shaping the implementation of art projects in early childhood classrooms catering to children aged 3 to 6, harmonizing with the Montessori educational ethos. Utilizing the collaborative autoethnography method (Chang et al., 2014), we delve into experiential insights from practical educational pursuits. Preliminary findings indicate the efficacy of art education for this age group, underscored by key aspects including 1) The harmonization of theory and practice throughout program development and implementation; 2) the formulation of precise program framework implementation strategies; 3) the provision of comprehensive providing assistance and direction in selecting art projects and activities for preschool educators. These research outcomes offer a novel perspective on the symbiotic relationship between theory and practice, thus fostering the adoption of innovative methodologies in preschool education within the Vietnamese context.

13. Architectural Experimentations: New Meanings for Ancient Ruins

Starting from the critical premises that underpin the debate between archeology and architecture, some evidence emerges: sometimes, the musealization of buildings, “urban carcasses” and historical ruins—which are our legacy from the past—is even more harmful than that of any other artefact, for the purposes of their real understanding. In a country like Italy, which has archeological presences more than any other, architecture must contribute to overcoming the consolidated aporia that the Contemporary, conceived not only as a period but also and above all as its “forms and functions”, is structurally in opposition to the conservation of archeological heritage. Spatium ad Omnes, the project presented in this article, is an attempted exercise at “inhabiting archaeology”, that is, trying to re-grant inclusive usability to a historical fragment, which has lost the elements necessary for its liveability, paying attention to the reversibility of the project itself. The set of questions, doubts and steps preliminary for the design have been highlighted more than the final “figure” of the project: an essential form directly connected with the primordial principles of its constitution. Spatium ad Omnes protects and encourages visiting the complex, trying to offer new perspectives, new narratives and new connections that translate into the possibility of being—for those who visit this place—the protagonists of a unique experience made of history, memory and continuous discoveries.

During the work, the APQP (Advanced Product Quality Planning) method is presented and analyzed, an essential process in the automotive industry for quality planning and defect prevention, structured in stages of planning, design, development and validation. The V3P (Vehicle Performance Plan Process) framework created and adopted by the Renault company is explained as a project planning method based on milestones, intended to ensure the performance and efficiency of the final product, consistent with cost, quality and schedule objectives. The document also includes a case study related to the management of a nonconformity, exemplifying the use of the 8D problem-solving method to identify and correct root causes, thus preventing the recurrence of non-conformities in production. Project management is an expensive management approach: transaction costs in project management are higher than in functional management. Accordingly, it is untenable to apply project management to objects that do not correspond to the nature of the project as an object of management. However, insofar as the normal human condition is that of limited cognitive abilities, and under the influence of fashion in management, situations in which the application of project management is sought, when it is not justified by the nature of the object of management, are not an exception. Understanding the distinctive nature of the project on the part of business actors, including international businesspeople, is a fundamental factor in effectively mastering the rich arsenal of tools in project management. The article seeks an answer to the question: what are the contemporary aspects of the nature of the project as an object of management? The aim is to achieve a systematic treatment of the project by identifying existing and deriving new understandings of its nature. Methodologically the article is based on the application of an integrative literature review and abductive reasoning. The theoretical foundations of the analysis are enriched with the author‘s thoughts and a critical review of the theory through an attempt to synthesize it holistically. The article presents and comments on established views on the contemporary nature of the project and on this basis brings out new perspectives – the project as an agency for integration and knowledge creation, the project as an agency for sustainable development, and the project as an agency for international business. The participants of the study were divided into two groups: those who took part in the Polish project “Academic Center of Sports and Health Games for Activation of People with Special Needs” (56 children, 65 adults, 73 elderly people), and those who took part in the Polish-Ukrainian project, which was conducted directly in Ukraine, “Ukrainian Center of Occupational Therapy through Adaptive Games” (61 children, 53 adults, 44 elderly people). All study participants were engaged in adaptive games (Cornhole, Jacollo, Elastik, Kulbutto, Boccia, Paka laka) for the first time. At the beginning and end of the event on adaptive games, a survey of participants was conducted. To determine the psycho-emotional state of children, the WAM method (well-being, activity, mood) was used, and the features of adults’ psychological state were assessed using the standard test AWAMW (anxiety, working capacity, activity, mood, well-being). Results. The analysis of the obtained study results revealed positive changes in the psycho-emotional state of different population groups in Poland and Ukraine under the influence of adaptive sports games. Furthermore, the adult population, including the elderly of Poland and Ukraine, demonstrated decreased anxiety levels and a significant enhancement in activity, mood and well-being due to engaging in adaptive sports games. Conclusions. This study emphasizes the potential of adaptive sports games to improve the mental health of different population groups. The findings also indicate the effectiveness of implementating projects for the introduction of adaptive games on the psycho-emotional state of different population groups both in Poland and Ukraine. 20. A Novel Approach to Estimating Greenhouse Gas Emissions from Federal Highway Construction Projects in Brazil.

- Abstract
In Brazil, the maintenance and expansion of the federal road network conflict with the country's climate neutrality goals. The National Department of Transportation Infrastructure (DNIT), responsible for Brazil's federal highways, lacks tools to assess and mitigate greenhouse gas (GHG) emissions from its projects, which can be achieved through the life cycle assessment (LCA) methodology. Additionally, the scarcity and insufficient quality of environmental data on Brazilian road materials led to using foreign databases in LCA studies conducted in Brazil, generating uncertainties in the results. This research aims to apply LCA to analyze the GHG emissions from highway projects developed by DNIT. The analysis covers the phases of material production, transportation, and construction. Additionally, this study investigates the influence of the leading project disciplines on the results and the differences in outcomes resulting from the use of local Portland cement compared to its equivalent produced in the United States of America (USA) and Europe. The results indicate that the materials production phase has the most significant impact on the project's global emissions, contributing over 78% in all scenarios. The transportation phase accounts for more than 16% of global emissions, with the potential for greater contributions depending on project transportation distances. Environmental data showed that foreign cement increased the project's global emissions by 7.31% (Europe) and 12.91% (USA), with the most significant differences observed in pavement disciplines. In all scenarios, the discipline of new pavement presented the highest unitary emissions, followed by the discipline of restored pavement, which showed average values 58% lower than the former, and earthworks. Other services, drainage, and special structures disciplines showed minimal influence on the results. In conclusion, this research proposes an approach to estimate the environmental impact of Brazilian federal highway projects, enabling early mitigation of GHG emissions during the design phase, focusing on critical disciplines and materials, and highlighting potential distortions associated with the use of environmental data from foreign cement in LCA studies of Brazilian highways. Finally, considerations are presented regarding improving and expanding the scope of the calculation methodology used in this study, allowing for a more comprehensive and accurate analysis of the environmental impacts associated with the Brazilian federal road network. Megaprojects play an important role in economics, society, and the environment and during recent years have fast developed. However, due to frequent social involvement induced by the social impact, social risk control has become a big challenge. So, this study is based on the systematic analysis of social risks and behavioural models in megaprojects. This study proposed a model composed of multi-criteria decision-making techniques and system dynamics to analyze the social risks for megaprojects. After choosing the desired risks in the social dimension and obtaining the causal relationships through the DEMATEL-ANP (DANP) method, as seen in the chart, the relationships between the extant variables can be investigated and concluded. The results show that some risks including timely completion of the project and related issues regarding increasing time based on social problems, the extreme internal and external dissatisfaction of megaprojects, and the decreasing risk due to increasing cost are ranked the first, second, and third one, respectively. Also, the extreme internal and external dissatisfaction of the megaproject has the most impact. In this proposed model, the factors affecting the risk related to the timely completion of the project and associated issues regarding the increasing time can be investigated in such a way that the values of this parameter have increased because of an increase in the internal variables, and vice versa. The mutual impact of the variable, the extreme internal and external dissatisfaction of the megaproject, the decreasing risk of the project quality due to excessive increasing cost in terms of social and unpredicted issues, and social interventions of beneficiaries on the timely completion risk of the project and issues of increasing time can be observed. Also, in the below charts, the behaviour of this model has been investigated during 10 coming years by different scenarios. This study can facilitate the perception of social risk in terms of the risk evolution and provide the decision-making support to overcome the social risk with megaproject operation. Starting from the critical premises that underpin the debate between archeology and architecture, some evidence emerges: sometimes, the musealization of buildings, "urban carcasses" and historical ruins—which are our legacy from the past—is even more harmful than that of any other artefact, for the purposes of their real understanding. In a country like Italy, which has archeological presences more than any other, architecture must contribute to overcoming the consolidated aporia that the Contemporary, conceived not only as a period but also and above all as its "forms and functions", is structurally in opposition to the conservation of archeological heritage. Spatium ad Omnes, the project presented in this article, is an attempted exercise at "inhabiting archaeology", that is, trying to re-grant inclusive usability to a historical fragment, which has lost the elements necessary for its liveability, paying attention to the reversibility of the project itself. The set of questions, doubts and steps preliminary for the design have been highlighted more than the final "figure" of the project: an essential form directly connected with the primordial principles of its constitution. Spatium ad Omnes protects and encourages visiting the complex, trying to offer new perspectives, new narratives and new connections that translate into the possibility of being—for those who visit this place—the protagonists of a unique experience made of history, memory and continuous discoveries. The article is devoted to the study of the protection of the rights of foreign investors during the state of war in Ukraine. The author focuses on the fact that this topic is currently relevant due to the fact that the reconstruction of Ukraine will become necessary. The war caused the outflow of foreign investments from our country. In addition, corruption, pressure from the authorities, and unfair justice are the reasons why foreign investors leave Ukraine. Every investor aspires to work in a state where law and justice reign, so Ukraine, which aspires to membership in the European Union, should create just such a state. Therefore, its primary task is to create a favorable business climate for foreign investors to carry out their activities. Current Ukrainian legislation guarantees compensation and indemnification of losses to a foreign investor, guarantees are also provided in case of termination of investment activity; state guarantees for the protection of foreign investments are defined. In accordance with the Law of Ukraine «On State Support of Investment Projects with Significant Investments in Ukraine», the state provides support to large investment projects. In connection with the introduction of the state of war in Ukraine in 2024, the Law of Ukraine on the insurance of investments against war risks entered into force. The Cabinet of Ministers of Ukraine established a credit agency that provides investment insurance. Although the war made Ukraine unattractive to foreign investors, the authorities are taking all possible measures to improve the country's investment climate. The author draws attention to the need to study and transpose the experience of successful countries in this regard. For example, Australia offers quite good conditions to foreign investors - consistent economic growth, highly qualified labor force, strategic location, efficient administration and judicial system, and good infrastructure. Mexico is also attractive to foreign investors, the «Invest in Mexico» business center has been created to assist investors. The war is an accelerant for positive changes in the state, and after its end, the reconstruction of Ukraine is an important task, therefore the efforts of all branches of government should be directed at overcoming all obstacles to the effective work of foreign investors in our state. The objective of this research is the investigation on the relationship between the Italian and Portuguese architectural culture in a time span between the end of the second World War and the Carnation Revolution, that sees the fall of the Salazar regime in Portugal in 1974, paying particular attention on the figure of Portuguese architect Fernando Távora (1923-2005), one of the greatest exponents of the Protuguese architectural scene of that period. The debate that took place in those years in Italy around the design, paying attention to the relationship with the context and the right “language” to use, combined with the liveliness of the architectural landscape, pushed some Portuguese architects to have an interest in the Italian architectural sphere with which they come into contact through travels, publications and meetings. This research does not want to be an historiographical analysis of the development of projects but rather a process of synthesis of the compositional thought of the architect and the influences deriving from the Italian culture context, whether explicit or documented, but also stemmed from personal experiences and architectures visited by Tavora during his travels to Italy. The research delves into the compositional aspects of some of Tavora’s projects, developed and produced at this stage of his professional career, through a parallel with several Italian buildings of the same period or belonging to classical architecture, which Tavora knows and has had the chance to visit in person. By redesigning the architectures of Tàvora, as well as the Italian ones examined in the analysis, it was possible to fully understand the links between the various projects and therefore developing a schematic graphic clarifying the examined aspects and support the written text. In this paper, the authors present a complete insight into the legal regulation of copyright over architectural works. Along with the presentation of the current legislative framework, a historical overview of the legal regulation of copyright over architectural works in the territory of today's Republic of Croatia and its development is presented. The legal regulation of copyright over architectural works is discussed according to the new, currently valid Law on Copyright and Related Rights, with a simultaneous insight and comparison with the relevant provisions of the Law on Construction, which is in force at the time of writing this paper. Special attention has been given to the legal regulation of contracting for the creation of architectural works and the relationship between the Law on Copyright and Related Rights and the Law on Construction in the case of amendments to building permits. In addition to the presentation of the relevant legislation, recent domestic case law in legal issues of the relationship between public procurement and copyright and the right to use an architectural work is also presented, which case law can be useful primarily to legal practitioners, and then to investors and architects, as well as all those who participate in construction projects in some capacity. The legal arrangements of copyright over architectural works in the comparative legal systems of two countries, the Republic of Slovenia and the Republic of Serbia, are presented in an overview.

27. Enhancing bacteriological concept comprehension in multiethnic student through project-based practicum

The concepts of bacteriology are still poorly understood by students of the Department of Biology Education, Mulawarman University. Certain ethnic characteristics influence student learning processes and outcomes. A quasi-experiment was carried out at the Department of Biology Education, Mulawarman University in the even semester of the 2022/2023 academic year. The aim of the research was to map members of ethnic-based practicum groups in bacteriology practicum in an effort to empower understanding of bacteriology concepts. Ethnic-based practicum means that the practicum is carried out taking into account the ethnic diversity that exists in each group in the class. The research sample was class A and class B students who were taking a bacteriology practicum program. The research instruments were questionnaires and test questions. Data analysis techniques are percentage and covariance analysis. If there is a significant influence, then proceed with Least Significance analysis Difference. The results of data analysis show that there is a significant influence between the application of the product (a Project-Based Learning-based practicum guide) on understanding the concept of bacteriology as a result of development (p˂0.00). The research sample was class A and class B students who were taking a bacteriology practicum program. For further research, practical material needs to be supplemented with other bacteriological materials, and involve more ethnic types.

It has been established that there is still no generally accepted and established definition of public-private partnership in both foreign and domestic literature. In some definitions, the conditional uncertainty of the essence of this concept is deliberately embedded. Thus, the European Investment Bank (EIB) defines a public-private partnership as an agreement between an institution representing public authorities and a private partner, intended for the implementation of public infrastructure projects and public services within the framework of a long-term contract. Since this resolution does not record the nature of such agreements, does not indicate the principles of the relationship between the private and public sectors, then the EIB documents focus, first of all, on the fact that the private sector can receive financial benefits in two ways: payments are made by a state body to a private partner based on the diagnosis of the results of service provision (for example, road availability); the private partner is granted the right to receive revenue from the provision of the service (for example, to introduce and collect tolls for the use of roads). The definitions of the World Bank and the Organization for Economic Co-operation and Development (OECD) are similar and emphasize that a public-private partnership is a long-term contract between the public and private sectors in which significant responsibility rests with the private sector in the field of management, as well as the private sector assumes most of the risks in the implementation of this project. The OECD also emphasizes in its definition the fact that the transfer of risk to a private partner largely depends on the effectiveness of such a project, and that the state's goals are aligned with the private sector's profit-maximizing goals. These definitions are quite cumbersome and detailed, but even they have not become universal and able to cover various options and forms of implementation of public-private partnership. The generalization of the existing approaches to the definition of public-private partnership was further developed, with the selection of three main interpretations: broad (implies the inclusion in the content of the concept of public-private partnership, various options for the interaction of the state and the private sector, aimed at solving any tasks in any spheres of social life); narrow interpretation (presupposes that within the framework of a public-private partnership, the state and business are united to implement a specific investment project regarding those objects that belong to the sphere of public interest and control, for example, related to the production and offer of any public good); contractual (related to the dual nature of the concept of public-private partnership, which involves not only its socio-economic essence, but also its legal one. With this interpretation, the public-private partnership is considered as a specific contract, the subject of which is various works on the construction and use of within the framework of this approach, the concept of public-private partnership is filled with various features and essential conditions of this specific contract, and the subject composition of the participants of contractual relations is also determined).

The difficulties and tasks of using software when applying hybrid learning technologies in the design of digital devices are considered. The composition of the device under study has been determined. Indicators of training quality are associated with the choice of software using the example of the degree of satisfaction with the design result. Software modules for the development of digital devices have been identified. The software of the device being developed is considered as a component of a laboratory workshop. A feature of hybrid learning is noted that is associated with the complexity of prototyping and the need to ensure compatibility of project files created online with computer software modules in the university laboratory. It is proposed to create a database of educational projects to ensure continuity in the design and formation of start-up projects. An example of the design results of a digital device for indicating and monitoring a process parameter is given. The difficulties when using domestically produced integrated circuits in educational design are highlighted. It is recommended to conduct hybrid training in the design of digital devices in small groups.

The country is blessed with vast resources required to make her energy secured. However, despite these huge resources, electricity supplies to the populace is still epileptic. Factors responsible for this has continued to be gas supply shortages to thermal power plants, under-utilization of plants, transmission and distribution challenges. In a bid to provide electricity for needed use, individuals and corporations have had to depend on self-generation using internal combustion engine generators fueled with petroleum products. However, the exorbitant cost and pollution effects are forcing many to a rethink. Technological advancement in Solar photovoltaics has made it more affordable and coupled with the timespan of sunshine, it is now receiving immerse attention. Electricity generation capacity from Solar Photovoltaics installation in the country that exist in literature has been stated as a bulk value, however, this study has gone further to state the capacity of different installations and also stating the aggregate. The aggregate figures for undocumented generations tends to be appalling. The next 3-5 years is posed to witness a great leap in solar photovoltaic installations in the country. The projected generation capacity based on ongoing projects by the year 2030 has also been provided and it is expected that it will account for about 39% of the total, a very great leap from the present fraction of about 2%. Routing Solar Photovoltaics generated electricity through mini-grids or utilizing it in off-grid mode will put it in a better stead to solving the country power challenges.

The requirements of federal state educational standards, professional standards and the labor market contribute to the introduction of project-based learning into the educational process of the university. Despite the fact that issues related to project training are actively being investigated, however, a system of interrelated procedures regulating the activities of project participants has not been developed. This paper presents a methodology for the organization and support of project training aimed at the formation of universal and professional competencies of students, including the development and implementation of the project. The article describes ways to assess the level of competence formation. The study examines the specifics of determining all aspects for the creation and implementation of the project. To verify the theoretical and practical provisions of the developed methodology for the organization of project-based education at the university, the formation of professional competencies is evaluated. The verification of the level of formation of professional competencies of the project participants is carried out on the basis of diagnostic sections described in detail on the example of the industrial practice "Research work" of students of the project master's degree in Mathematics 01.04.01, the orientation (profile) of the educational program "Teaching mathematics and computer science".

Planning an architectural project represents an arduous mental process that combines various physical, social, environmental, economic, and technological variables in the attempt to reach the best possible result for an idea of future human inhabiting. In this context, university teachers face the challenge of developing appropriate teaching methodologies for first-year students to allow them to take a starting point for developing projects with appropriate criteria that generate feasible future instrumental lines to be applied in their academic and professional career. This article presents reflections and results related to the pedagogical strategies taught in the Architecture Workshop, which use architectural typologies to begin with the starting idea. To this aim, a work methodology is addressed as an urban housing project exercise that includes the study of the site, the analysis of a hypothetical owner, and the incorporation of theoretical-practical resources according to the choice of a specific typology. The results delve into the potential and difficulties of its use. It is concluded that the use of typologies contributes significantly to initial learning in our discipline, which makes this reflection essential throughout the project planning process.

33. Impact of the implementation of the project 'polish-kazakh regional center for training, safety and rescue' on competence in the field of medical care

Purpose: evaluate the impact of the implementation of the project “Polish-Kazakh Regional Center for Training, Safety and Rescue” within the framework of the “RITA - Region in Transition” program on the level of knowledge, skills and abilities in the field of medical care. Material and methods. The study involved 646 participants in the first aid training using the BLS algorithm based on the Non-Profit Joint Stock Company “K. Zhubanov Aktobe Regional University.” The study involved: determining the level of stress in the event of being in a situation where it is necessary to provide assistance to a person who has lost consciousness; assessment of the Basic Life Support (BLS) algorithm of actions; assessing the effectiveness of chest compressions on the Laerdal Little Anne QCPR manikin. Results. It was revealed that after completing the BLS training, the project participants’ stress level, if they find themselves in a situation where it is necessary to provide assistance to a person who has lost consciousness, has decreased significantly. Based on the results of testing the assessment of the BLS action algorithm, it was found that the level of knowledge and skills in providing first aid improved by 75,9%. It was found that the efficiency of pressing on the chest of the manikin improved by 53,3% after training. Positive changes in all indicators indicate that BLS training using the KISS (keep it short and simple) methodology is accessible, understandable and effective for all project participants. It was found that indicators of stress level, BLS action algorithm and QCPR effectiveness both at the beginning and at the end of the study have a correlation dependence. Reduced stress levels occur due to increased preparedness among participants and contributes to more effective care delivery. The reliable nature of the connections confirms the assumptions made and gives grounds to assert that the goal of the project has been achieved. Conclusions. The results obtained prove the effectiveness of the implementation of the project “Polish-Kazakh Regional Center for Training, Safety and Rescue”. Thanks to the events carried out, a large number of voters approved the formation of comprehensive competence to provide first aid in the case of Sudden Cardiac Arrest. As a result of the trainings, participants acquired practical skills in carrying out resuscitation measures, mastered the algorithm for providing assistance, and increased the level of confidence in their own theoretical knowledge and practical skills. This project proves that social activism and collaboration between scientists can be very effective and lead to systemic change. In Kazakhstan, where high rates of Sudden Cardiac Arrest are recorded, thanks to the implementation of international projects, a number of events and trainings have already been introduced, largely popularizing the ability to provide first aid, which will further influence the activities of governmental and non-governmental organizations. The results obtained allow us to recommend similar projects for implementation in other countries

The spatial development of territories in Ukraine, in particular in the context of the introduction of decentralization principles into the public administration system, is characterized by the identification of an additional wide range of internal and external factors and problems of functioning in various spheres of society, as well as the actuation of issues regarding the need to find and implement more effective instruments that can solve them. Domestic experience in overcoming various kinds of territorial problems is limited and insufficient, therefore, the study of the best foreign theories and practices in this regard, including the use of instruments for the implementation of project activities, as well as the analysis of opportunities for their implementation, remains relevant. In the context of the spatial development of territories, project activities can be considered as a purposeful system of actions organized by any public governance entities or established in the process of their interaction with each other, aimed both at solving a specific territorial problem and at stimulating the development of various spheres of community life, involving a wide range of mechanisms and instruments for managing spatial development based on planning, financing and implementation of a specific project in order to achieve the final result. The article provides an analysis of the global and European experiences in the use of an instrumentarium for the implementation of project activities in public management of spatial development of territories; approaches are generalized and features of the use of projects depending on the priorities of spatial development, individual characteristics and the presence of territorial problems within each country are determined; the possibilities and relevance of using positive examples of the implementation of multidirectional project activities in the process of managing the spatial development of territories in Ukraine, which is expedient in the period of their post-war recovery, are considered. Acquaintance with the global and European experiences of formation by individual countries, in accordance with national characteristics and the chosen model of development, of priority goals, objectives, mechanisms and instruments of territorial management will allow using positive achievements and, on the basis of the formed strategic directions, introducing effective instruments, in particular for the implementation of project activities, support and stimulation of the development of their own territories, taking into account the characteristics inherent in Ukraine.

We introduced a random symmetric Gauss-Seidel (RSGS) method, which was designed to handle large scale linear least squares problems involving tall coefficient matrices. This RSGS method projected the approximate residual onto the subspace spanned by two symmetric columns at each iteration. These columns were sampled from the coefficient matrix based on an effective probability criterion. Our theoretical analysis indicated that RSGS converged when the coefficient matrix had full column rank. Furthermore, numerical experiments demonstrated that RSGS outperformed the baseline algorithms in terms of iteration steps and CPU time.

This research deals with the training of the students of the second and third year of the Bachelor's Degree in Education Sciences of the Faculty of Humanities of the branch office Natalio y Mayor Otaño, of the National University of Itapúa-Paraguay during the academic years 2023-2024. The work was carried out as a team through various community projects that arose from the social needs of the students themselves according to their contexts, attending to the needs of the community. The objective was to promote student learning through the application of projects by means of the active technique of Community Project Based Learning (ABPC). The methodology used was qualitative and quantitative. From the qualitative perspective, the Participatory Action Research (PAR) design was chosen, based on the Sociocritical theory with intervention through talks and workshops with the members of the community, and from the quantitative perspective, the non-experimental cross-sectional design was used. The population consisted of 80 students of the Faculty of Humanities. The instruments applied were the interview with open-ended questions used with teachers and a Likert scale survey applied to students through Google Forms. The main results denote: the active participation of the students in the various community projects; the significant learning achieved according to the established curriculum of the subject Institutional Management and Design of Educational Projects of the University. Purpose -- The aim of the research was to apply the principles of the quality management system in order to establish a framework for implementing quality management practices within the construction industry. Research methodology -- The study involved analysing the global experience of certifying enterprises according to ISO 9001 standards. The research used a qualitative approach, analysing QMS documentation, case studies, and literature to gain a comprehensive understanding of QMS implementation in established companies. Findings -- It resulted in the development of a system model for introducing and implementing the quality management system in construction industry enterprises, following the ISO 9001 standard. Practical implications -- The enterprises of the Republic of Kazakhstan are not exceptions from world practice, including the enterprises of the construction industry. However, there are few construction industry enterprises that would be certified according to quality management standards, including the ISO 9001 standard. Some do not have the financial and human resources to implement a quality management system, others lack understanding of where to start. Originality/Value -- The study also focused on generalising and providing detailed insights into the processes involved in implementing the quality management system at construction industry enterprises. The article considers in detail the problem of introduction and certification of quality management systems in organizations, substantiates their importance in ensuring the competitiveness of economic entities in the context of globalization. In this regard, there is a need to introduce quality management systems that meet international ISO standards. The aim of the article is to provide a theoretical and practical substantiation of the methodology for the formation of the quality management system of an organization, which is determined by the allocation of key stages of development and introduction of the quality system. The related study should reflect the significance and impact of a reasonable approach to the introduction of the quality management system on the efficiency of management and competitiveness of the organization. The authors note that modern stakeholders demand from organizations not only guarantees of the quality of goods and services, but also social responsibility. The article analyzes contemporary approaches to the formation of the quality management system, identifies the advantages of the project approach to the introduction of the quality management system, identifies the main elements and stages of introduction of the quality management system in the organization. The aim and objectives of the study were achieved through the use of the following methods: analysis and synthesis – to study information sources on the subject of research and modern approaches to the development of quality management systems; comparative analysis – to characterize different approaches to the formation and introduction of quality management systems; system approach – to study the quality management system as an integral system with interrelated elements; empirical methods – to obtain information on the experience of introducing quality management systems in different organizations. Particular attention is paid to the project approach to the formation of quality management systems, which ensures a structured process of their introduction. The key stages of an alike project are highlighted, such as planning, introduction of tasks, monitoring and audit, certification and continuous improvement. The introduction of quality management systems provides organizations not only with compliance with market requirements, but also with the development of the professional potential of staff, increases its involvement in business processes. The authors compare different approaches to the introduction of quality management systems: independent development or with involvement of external experts. The use of the organization’s internal resources can reduce costs and increase the adaptability of the system, but there are risks of not having the necessary competencies. External consultants are able to ensure the speed and efficiency of introduction, but their services require financial resources. The introduced quality management system ensures not only high quality of products or services, but also increases the reputation of the organization in the market, attracts new customers and partners, and also minimizes the risks associated with management of business processes. Also, the quality management system is focused on identifying, eliminating or minimizing risks associated with inconsistencies and deviations in individual processes of the system. This will help the organization to be competitive in the market and attract more consumers. Thus, the quality management system allows the organization to become more efficient, sustainable and focused on strategic development. Prospects for further scientific developments in the field of research on the construction of quality management systems will be directed towards adapting modern technologies and innovative approaches to improving the efficiency and effectiveness of such systems, in particular, through the use of Big Data to track the performance of quality management systems, forecast changes and make decisions based on the analysis of large amounts of information and the development of international standards ISO 9001 to the needs of the global economy and new challenges related to digitalization and globalization. The concepts of bacteriology are still poorly understood by students of the Department of Biology Education, Mulawarman University. Certain ethnic characteristics influence student learning processes and outcomes. A quasi-experiment was carried out at the Department of Biology Education, Mulawarman University in the even semester of the 2022/2023 academic year. The aim of the research was to map members of ethnic-based practicum groups in bacteriology practicum in an effort to empower understanding of bacteriology concepts. Ethnic-based practicum means that the practicum is carried out taking into account the ethnic diversity that exists in each group in the class. The research sample was class A and class B students who were taking a bacteriology practicum program. The research instruments were questionnaires and test questions. Data analysis techniques are percentage and covariance analysis. If there is a significant influence, then proceed with Least Significance analysis Difference. The results of data analysis show that there is a significant influence between the application of the product (a Project-Based Learning-based practicum guide) on understanding the concept of bacteriology as a result of development (p˂0.00). The research sample was class A and class B students who were taking a bacteriology practicum program. This paper analyzes the process of creating the assessment instruments for the Final Year Project (FYP) by education faculty based on the opinions of the lecturers. Qualitative methodology was used, with a case study design and the in-depth interview as a data collection technique. Four lecturers participated as relevant informants. The results show that: (a) the faculty decided to create the instruments due to the lack of clear assessment criteria among the lecturers in the first years (2009-2015); (b) work was carried out on three assessment instruments over two years (2015-2017): a tutor's report (without grade), a document rubric (80% of the mark), and an oral presentation rubric (20% of the mark). It is concluded that the assessment instruments were created through the necessity of the faculty to achieve a more objective and effective FYP assessment. The creation of the instruments followed some steps to encompass the degree competencies and the objectives, types, and criteria of the FYP. The paper presents the process of creating assessment instruments and the advantages of their use, specifically the treatment of rubrics as the main assessment instrument. This paper approaches the role of Origami Art role in teaching Descriptive Geometry to students, future builders. Using the Art of Paper Folding in the application classes of Descriptive Geometry, we demonstrate that the acquiring of knowledge and skills in educational practice is complemented by the development of creativity, imagination, Aesthetics and team spirit. Origami turned into a source of inspiration for first-year students majoring in Civil, Industrial and Agricultural Construction to build a demountable assembly made of modular origami elements. The element is a modular triangle, made from a rectangle with a side ratio of 1:√2 known as the "Harmony Gate". The construction is original and executed on several levels, from white and colored A4 paper, whose density equals 80 g/m2. Assessing Robotic Process Automation (RPA) projects is challenging, especially for small and medium-sized enterprises (SMEs) with limited resources. The most common approach, cost-benefit analysis, measures the financial success of a project, but it does not capture all RPA benefits, which can lead to erroneous decisions about starting, continuing, delaying, or stopping an RPA project. This research presents a novel RPA project assessment model that combines a benefits approach with the balanced scorecard (BSC) framework. The model identifies RPA benefits from the scientific literature and classifies them into four BSC indicators: financial, business process improvement, customer satisfaction, and learning and development. SMEs can easily use the model by comparing expected and actual benefits to make quick and holistic decisions. The model's simplicity, ease of use, and ability to reveal both monetary and non-monetary RPA benefits make it a valuable tool for SMEs. [ABSTRACT FROM AUTHOR]

Mountain areas face various problems such as environmental degradation, deforestation, unsustainable agricultural expansion, soil erosion, coupled with the loss of traditional knowledge, among others, which has become the focus of concern and reflection of both theoretical and practical discourse, due to the environmental, economic and social deterioration they have experienced. Higher Education in Cuba plays a very important role in the face of these problems, by contributing, through scientific means, to their solution. The following original research has as its objective to implement agroforestry resilience actions in mountainous areas from community projects with the Municipal University Center of Remedios in the province of Villa Clara, Cuba. The methodology used was participatory action research, using theoretical methods such as synthetic analytical and historical-logical, empirical methods such as document analysis, observation, interviews, which allowed recording the information directly from the subjects studied and workshops with brainstorming techniques in the dynamics of the research. The results have been structured in the foundation of the conceptual elements necessary to clarify the object of study, main needs and potentialities of the mountainous area studied, as well as agroforestry resilience actions, which allowed greater public participation in the community context in the management of its natural resources, aimed at contributing to the fulfillment of the Sustainable Development Goals (Agenda 2030) and one of the strategic axes within the National Economic and Social Development Plan of Cuba. The drawings of Casto Fernández-Shaw (C.F.S.) show an overflowing imagination. Perhaps this description, so often used to define C.F.S. by those who knew him, led him to navigate a world where his utopia was transformed into a swarm of multiple and strange drawings, with the desire of conquering the ideal city projected from a technological and implausible mind. C.F.S. intended to demonstrate with his inventions that this fantastic city could exist at the service of the people, in a most convulsive and unpredictable century. C.F.S. was an architect capable of drawing stories with an extreme imagination, from a comic strip to an unbuilt architectural project, and from the most fanciful and surreal to the most rational, modern and unique of the buildings built during the twentieth century in our country and abroad. C.F.S.'s drawings seem to be born with agility, with extreme speed in the face of the social, urban and architectural changes that were approaching cities, responding to technological, avant-garde and cultural needs. Faced with these needs to generate cities with futuristic connotations, C.F.S. played an important role in the conquest of unique drawn inventions that present him as a multifaceted architect with artistic concerns, but with the desire to create scenarios for an extraordinarily diffuse world. We find a large amount of documentation on C.F.S., from a biography documented by the architect himself and expanded by prominent authors, architects and his own collaborators, to extensive publications of his work illustrated in articles, books, exhibitions, etc.; the collection of drawings, photographs and all kinds of representations never ceases to amaze, capturing the attention by the unrealized projects. Possibly, C.F.S. is an architect who considered himself an engineer and vice versa, at the same time as a fantasist and inventor. From among these terms, C.F.S. chose for himself that of inventor, an architect more contemporary than traditional, without losing sight of social and public priorities through his projects for housing. In the face of so many documents produced, we will limit ourselves in this review of the life of C.F.S. to the graphic categories from which his idea of the future flows and his way of graphically representing the set of his thoughts in the adventure of fantastic drawing.
