In der vorliegenden Masterarbeit wird der öffentliche Sektor in Hinblick auf künftige Anforderungen betreffend dem Führungsverhalten und den damit verbundenen Notwendigkeiten bzw. Auswirkungen näher beleuchtet. Hierbei wird der Fokus ganz konkret auf die damit einhergehende Bedeutung der Unternehmenskultur gelegt. Durch ein induktives Vorgehen wurde dafür relevante Literatur mit Expert_innenerfahrungen langjähriger Führungskräfte aus dem Feld der öffentlichen Verwaltung, welche als Gemeinsamkeit die Zuständigkeit für den Bereich der Kinder- und Jugendhilfe aufweisen, verknüpft um somit Theorien für die Begegnung zukünftiger Herausforderungen in diesem Tätigkeitsfeld generieren zu können. Es wird im Zuge der Ergebnisdarstellung der breit gefächerte Einfluss von Unternehmenskultur auf das Führungsverhalten bzw. den damit in Verbindung stehenden Aufgaben und Verantwortungen aufgezeigt, ebenso wie das Potenzial der Befassung mit der Unternehmenskultur, um sich für künftige Anforderungen an den öffentlichen Dienst zu rüsten. Konkret wird dargelegt, welche enorme Rolle die individuelle Persönlichkeit mit ihren Prägungen und Wertvorstellungen spielt. Um dies positiv für die Zukunft der öffentlichen Verwaltung nutzen zu können, kann allerdings nicht erst beim Recruiting angesetzt werden. Jede_r einzelne kann zum Gelingen einer zukunftsträchtigen Gestaltung der öffentlichen Verwaltung viel beitragen, das Führungsverhalten und die Beziehung zwischen Führungskräften und ihren Mitarbeiter_innen wird dafür aber besonders eminent sein. Ein Schlagwort hierbei ist etwa die Vorbildwirkung. Es kann somit aufgezeigt werden, welche Spannbreite der Einfluss des Führungsverhaltens auf die Unternehmenskultur hat und wie diese wechselseitig auch die Führungstätigkeit beeinflusst. Da festgestellt werden konnte, dass Änderungen der Unternehmenskultur viel Zeit in Anspruch nehmen, sollte sich der öffentliche Dienst rasch mit dem Thema befassen um für die kommenden Anforderungen gerüstet zu sein. Die Vorzüge der Verwaltung, wie etwa ein breites Tätigkeitfeld und sinnstiftende Inhalte der Arbeit, lassen sich gut mit den Erwartungen der Generationen Y und Z vereinbaren. Welche Umsetzungen dafür nötig sind und welche Anpassungsleistung auch von den Mitarbeiter_innen dieser Generationen gefordert wird/ werden muss, wird in der vorliegenden Forschungsarbeit umfassend geschildert. Die, im Vergleich zur Privatwirtschaft, stark vorhandene Struktur und die gesetzlichen Bestimmungen werden der öffentlichen Verwaltung zwar häufig negativ bzw. hinderlich ausgelegt, bieten aber auch für die Zukunft großes Potenzial- etwa bei der Gewinnung neuer Mitarbeiter_innen. Dies wird ebenfalls verdeutlicht, ebenso wie die Notwendigkeit von mehr Transparenz. Es stellt sich ein Kreislauf der Ergebnisse dar, wodurch klar wird, dass für die Gestaltung einer zukunftsträchtigen, konkurrenzfähigen öffentlichen Verwaltung vor allem der Veränderungswille und die Reflexionsbereitschaft von gelebter Praxis und Führungsverhalten essenziell sind. In this Master's thesis, the public sector is examined in more detail with regard to future requirements regarding leadership behavior and the associated necessities or effects. Here, the focus is placed very specifically on the associated importance of the corporate culture. Through an inductive approach, relevant literature was combined with expert experience of long-standing executives from the field of public administration, who have in common the responsibility for the field of child and youth welfare, in order to be able to generate theories for the encounter of future challenges in this field of activity. In the course of presenting the results, the broad influence of corporate culture on leadership behavior or the associated tasks and responsibilities is shown, as well as the potential of dealing with the corporate culture in order to prepare for future demands on the public service. Specifically, it is explained what an enormous role the individual personality plays with its imprints and values. In order to be able to use this positively for the future of public administration, however, it is not only possible to start with recruiting. Each individual can contribute a lot to the success of a future-oriented design of public administration, but the leadership behavior and the relationship between managers and their employees will be particularly eminent. A buzzword here is, for example, the role model effect. It can thus be shown what range the influence of leadership behavior has on the corporate culture and how this also influences the management activity. Since it has been found that changes in corporate culture take a lot of time, the public service should deal with the issue quickly in order to be prepared for the coming requirements. The advantages of administration, such as a wide range of activities and meaningful content of the work, can be well reconciled with the expectations of generations Y and Z. Which implementations are necessary for this and which adaptation performance is / must be demanded by the employees of these generations is comprehensively described in the present research work. Compared to the private sector, the strong structure and legal provisions are often interpreted negatively or obstructively by the public administration, but also offer great potential for the future - for example in the recruitment of new employees. This is also made clear, as is the need for more transparency. It represents a cycle of results, which makes it clear that for the design of a future-oriented, competitive public administration, above all, the will to change and the willingness to reflect on lived practice and leadership behavior are essential.
