Many oppressive governments have passed cyber laws, cracking down on free speech, and used less traditional tactics to restrict people's capacity to speak freely and in public. This is particularly true in nations where the government regulates media and information flow due to closed information systems. Laws regulating fake news clash with citizens? free speech and expression rights. The paper gives an overview of the hurdles in regulating transnational cases of fake news. In cases of cross-border jurisdiction, it becomes vital to examine International legal standards, such as international agreements and international institutions governing fake news. In this paper, we look at two case studies, one from Argentina and one from Brazil, to see how these countries have dealt with the issue of fake news in cases involving transnational jurisdictions. What has been neglected in much of the existing studies of the influence of seasonal and regional characteristics of agriculture on the market power and national security. This paper constructs a multivariate equations model to investigate the monopoly power of seasonal suppliers and national security in China's soybean market. The results show no relationship between market share and monopoly power; and that CR3 and HHI show China's soybean import market has been the highest oligopoly type, but the model suggest that exporters (the U.S., Brazil and Argentina) have very weak monopoly power and China has no monopsony power; and that the performance of some exporters' soybeans is affected by others, while others are relatively independent in market. This is due to the non-substitutability of the product, the non-substitutability of the buyer and the seller, etc., which causes the mutual dependence of the seller and buyer, and their market power cancel each other out. The seasonality and regionality of soybean production is the root. Considering national security, it is necessary to take the seasonal and regional characteristics of exporters into account to disperse trade risks and oppose monopolisation of international food production and trade. The paper shows mechanisms and manifestations of the challenges for the security in the South American Tri-Border Area (Paraguay, Brazil and Argentina). It analyses the background of the activity of chosen organized crime and terrorist groups in this region. The article refers to some social and economic conditions for the spread of violence and illegal business in the area. It is focused on the most important dimensions of these problems and on the strategy implemented by South American governments to fight and prevent organized crime. GM maize events are developed for the benefit of the global population but their approval in each country varies according to consumer acceptance, needs and commercial interests. This study analyzed the number of global approvals (by country and type of approval) for GM maize in the period 2014-2018, based on statistical data collected from the ISAAA-GM Approval Database. Descriptive statistics, regression equations and coefficient of determination were used to identify the trends for these indicators. The results showed that a total of 691 applications were approved in 28 countries. In 2016 was registered the highest number of food, feed and cultivation approvals. South Korea, Argentina, Brazil and Taiwan were the top four countries with the most food approvals, Brazil, South Korea, Argentina and Japan were the top four countries with the most feed approvals, and Argentina, Brazil, Japan and Canada were the top four countries that issued the most cultivation approvals. In developing country the rate of acceptance for GM maize was higher compared to developed countries. This article provides a comparative analysis of the distribution effects of the increase in the real value of the minimum wage in Latin America during the 2000s in four Latin American countries: Argentina, Brazil, Chile and Uruguay. Using semiparametric techniques to estimate counterfactual density functions, the authors find that the increase in the minimum wage had an equalizing effect in Argentina, Brazil and Uruguay, but not in Chile. This increase accounted for a considerable part of the decline in wage inequality, which was the result of compression at the lower tail of the wage distribution. [ABSTRACT FROM AUTHOR]

In 2020, during lockdown as an Irish emigrant in the UK, I re-evaluated being Irish in a foreign country as I examined pictures taken in Latin America during my travels, as artist-in-residence at Zona Imaginaria. This paper reviews three contemporary artists in Argentina and Brazil, Mónica Girón, Mariana López and Pedro Lopes, whose work focuses on diverse cultures, history seen in this context, and colonisation and emigration as influences on three artists’ work. In Brazil, I visited farms, small towns and Minas Gerais state, and compared life there with my native Ireland. The effects on the contemporary art and culture of both countries due to colonisation, is noted by an Irish artist, heavily influenced since this trip in her own artwork. [ABSTRACT FROM AUTHOR]

In the evolution of contemporary international politics, ideological turns are important factors that affect the resetting of governments' external agendas and of intra-regional and extraregional ties. All of them are affected by the worldviews of political leaders who occupy a prominent place in governments and by the types of leadership that presidents choose to have in the exercise of their functions. This prompts us to analyse and reflect on the forms of international insertion South American countries in the regional, continental and global scene based on the perceptions of these leaders. The challenge is to analyse the pre-existing and emerging perceptions between Argentina and Brazil in the period 2003-2019 and how they shaped the regional integration processes. At the same time, this paper examines their trends based on the operational milieu, that is, according to the international and regional context and the evaluation of integrationist alternatives. The hypothesis is that the changes that took place in the operational milieu were a determining factor in the setting of the psychological milieu; and that the resetting of the agenda regarding regional integration shows both a change in perceptions and an effort to adapt to external and internal political turns. Thus, among the various existing perceptions, we highlight as the most relevant three ideal models/types that move towards two extremes to achieve a third that synthesizes them: the strategic alliance; nationalist-military thought (or traditional suspicion); and Mutually Assured Trust (MAT). Purpose - The purpose of this paper is to examine the informative power of rating agencies in the process of establishing sovereign risk, over a ten-year period (1997-2006). Design/methodology/approach - First, following an earlier model, the concept of noise-rater risk is introduced. Second, four panels were carried out to identify the most significant macro factors in determination of sovereign ratings, taking into account contemporaneous and lagged variables. The dependent variable is sovereign rating issued at the end of each year. Third, three kinds of errors committed by rating agencies when altering the sovereign ratings of emerging countries are defined. Findings - Noise-rater risk amplifies the chances of noise traders obtaining higher returns than arbitrators. The panels show that, with the exception of debt, all other factors are sample dependant, and that variables and samples leave ample space for subjective factors. Analysis of errors demonstrates that rating agencies appear to lose their focus/modus operandi/principles in times of crisis, and that they commit more errors immediately prior and after the onset of a financial crisis. Practical implications - The paper argues for a cautious analysis of rating agency's informative power. Like any other stakeholder, rating agencies are influenced by cognitive limitations, erroneous beliefs, and the cost of acquiring and using information. Originality/value - The paper uses behavioral finance methodologies to observe rating agencies and demonstrates, from its observations of sovereign ratings, that agencies tend to fail at times of financial turmoil, i.e. when they are most needed, by abandoning their "look at the future" principle. Objective: this paper aims to describe the first phase of a project whose general goal was to develop a consensus-based set of advanced practice nurse competencies applicable to Latin American countries and, based on these competencies, produce an advanced practice nurse curricular prototype adapted to Latin American countries. The project was framed in a competency-based approach to advanced practice nursing education. The specific aims of the first phase of the project described in this paper were: 1) to identify a set of potential advanced practice nurse competencies that would serve as the template for Core Advanced Practice Nurse Competencies in Latin American countries and 2) to establish consensus for Core Advanced Practice Nurse Competencies in Latin American countries. Method: advanced practice nurse competencies were derived from a comprehensive review of published competencies and informed the development of a survey designed to assess the relevance of advanced practice nurse competencies in Latin American countries. The survey was distributed to nurse leaders and nurse educators. Data were analyzed using descriptive statistics. Results: consensus for Core Competencies was established. Conclusion: the Core Advanced Practice Nurse Competencies presented can provide a structured framework to build educational programs aligned to the needs of the regional environment. This article introduces a special issue of EPAA/AAPE devoted to recent higher education reforms in Latin America. The last two decades have seen much policy development in higher education in the region, examined and discussed by scholars in each country, but dialog with the international literature on higher education reform, or an explicit comparative focus, have been mostly absent from these works. By way of presentation of the papers included in this issue, we first provide an overview of major policy changes in higher education in the Latin American region since the 1990s. We then turn to the six works in this special issue to describe the theories and methods supporting them. Next, we illustrate how general analytic categories can be derived from single or multi country case studies to illuminate themes capable of cutting across the particulars of national contexts, with their unique traditions, policy paths, and politics. Our three common threads are, first, the types of drivers for reform, that is, how policy change originates, either bottom-up from the institutions, or top-down from the government, and various possibilities in between. Second, understanding challenges to institutional autonomy in a continuum of intensity of state intended intervention in higher education. Third, explaining different levels of strain between public and private sectors in higher education based on conditions of competition for economic resources. While the papers in this special issue do not cover all countries, nor all issues on which policy has been crafted in the last two decades across the region, the collection of articles herein account for topics of enduring importance: faculty work in Ecuador, financial aid in Colombia, public policy decentralization in Argentina, quality assurance models in Colombia and Uruguay, the emerge of new institutions and universities in Argentina and Uruguay, and social justice, access, and inclusion in higher education, in Argentina, Bolivia, Brazil, Chile, Colombia, and Ecuador. The articles presented in this special issue provide much insight onto higher education policy in Latin America and, additionally, offer ample opportunity to develop social science knowledge on the basis of strong comparative work.

Standard economic theories of wage inequality focus on the factor-biased nature of technological change and globalization. This paper examines the long-run development of industrial wage inequality in Latin America from a global comparative perspective. We find that wage inequality was comparatively modest during the first half of the twentieth century, but rising much faster during the post-war era than in other industrial countries. In-depth analyses of wage inequality trends in Argentina, Brazil, and Chile confirm this pattern, but also reveal notable country peculiarities. In Argentina and Chile, trend breaks coincided with large political-institutional shocks while in Brazil, wage inequality increased unabated under the wage regulation policies of successive post-war administrations. We argue that without taking national policies with respect to education and the labor market into account, economic theory cannot explain 'Latin American' patterns of wage inequality. This paper studies the impact of a regional free trade agreement, MERCOSUR, on technology upgrading by Argentinean firms. To guide empirical work, I introduce technology choice in a model of trade with heterogeneous firms. The joint treatment of the technology and exporting choices shows that the increase in revenues produced by trade integration can induce exporters to upgrade technology. An empirical test of the model reveals that firms in industries facing higher reductions in Brazil's tariffs increase investment in technology faster. The goal of this paper is to suggest that municipalities can facilitate the central government's ability to carry out its desired policy goals. Using three institutional variables that provide internal evidence for each case, I will argue that within some institutional configurations the center may seek uniformity of outcome by trying to circumvent governors and/or regional intermediation and forge a direct relationship with municipalities. Based on research from the area of social protection policy in Brazil and Argentina, I suggest that direct national-local collaboration contributed to the ability of the Brazilian central government to bypass governors and evenly spread non-contributory welfare goods across its territory and alleviate poverty. I argue that such policy collaboration is less likely to be institutionally feasible in a federal system like Argentina's, where such equivalent collaboration is impeded by the ability of its provinces to directly capture local units of government and undermine national policy outcomes and executive preferences. Purpose -- The purpose of this paper is to report results from an exploratory, empirical research study that describes personal values and attitudes toward women, two themes that strongly impact employment relations and a wide variety of management issues. Design/methodology/approach -- Well-established measures for the major themes for this paper were used in constructing a questionnaire. Data collection instruments were vetted for content, translated and back-translated, and applied by native researchers, who also contributed local expertise to the paper. Findings -- Female respondents across all four countries were more egalitarian in their attitudes towards women in the workforce than were men. Additionally, Colombian respondents had more egalitarian attitudes towards women scores, followed by Brazilians and Argentineans; Mexicans exhibited the least egalitarian attitudes toward women. Originality/value -- This is the first empirical study that links two well-validated constructs (personal values and attitudes toward women) in samples from the largest Latin American countries. This paper looks at the genesis of a discourse on urbanismo (city planning) in Brazil and Argentina between 1894 and 1945 using the ideas of Michel Foucault on discipline and his concept of bio–power. The demographic pattern of the major cities in both countries from 1890 onwards and the renewals of the centres of these cities are also discussed. Other sections are dedicated to the plans proposed for the same cities in the 1920s and to urban representations, such as ideas about social reform, the role of hygiene as a point of departure for planning, and the relationship of ideas on Taylorism (scientific management) and the city. The paper also discusses the planners opposition to elections, when they claimed that they were the only ones qualified to deal with urban problems and therefore they should be employed in the state apparatus. Other concerns of the paper are the use of planning as an element of nation building and ideas defining eugenics (race ‘betterment’) as an important aspect of city planning. I conclude by arguing that, if implemented, city planning was a way of creating an industrial culture, disciplining society through the city, although the industrial proletariat has never made up the majority of the population in Brazil or Argentina. Even if many aspects of the plans proposed for both countries were not implemented, the discourse of planners can be seen as a will to discipline society through the city. This discipline would affect the freedom of movement of human bodies, and is therefore approached through Foucault's concepts of bio–power and discipline. [ABSTRACT FROM AUTHOR]

Currently, genetically modified (GM) crops are an important part of world agriculture, offering numerous benefits to farmers. This study investigates the dynamics of the cultivated area with GM crops, especially with genetically modified (GM) soybean, for the period 2014-2018, by country and by transgenic trait, using ISAAA and FAOSTAT databases. In the studied period, the top 5 GM crops countries were USA, Brazil, Argentina, Canada and India which totalled 166.1 million hectares or 89.5% of the global area. Regarding GM soybean, the top 5 countries were USA, Brazil, Argentina, Paraguay and Canada which cultivated 89.9 million hectares or 96.8% of the global area with this crop. The linear regression and the Pearson correlation coefficient have pointed out a general increasing trend for both cultivated areas. The USA and Brazil occupied the leading position in world with 32.93 and 32.55 million hectares of GM soybean, respectively. Herbicide tolerance (HT) has been consistently the dominant transgenic trait for GM soybean in USA, Argentina, Paraguay and Canada. In Brazil, the cultivated areas with stacked HT/IR traits have been larger than the areas cultivated with a single HT trait, in the last 3 years. As a conclusion, the global area of GM soybean will continue to increase due to its important economic role in the agriculture development and environmental benefits. [ABSTRACT FROM AUTHOR]

Higher education institutions have been complicit with the ongoing coloniality project that reinforces and perpetuates inequities, dismisses interests, knowledges, alternative discourses, and world views different from Western European thought (Bell, 2018; Dastile & Ndlovu-Gatsheni, 2013; Harms-Smith & Rasool, 2020). Education is rooted in colonialism, which raises doubts about the feasibility of universities implementing a decolonial agenda (Dhillon, 2021). To contribute to the conversation about decolonial praxis and the documented efforts in the literature on how to enact a decolonial rehumanizing agenda, this paper presents a systematic literature review of works from the Global South that attempt to disentangle universities from colonial practices in higher education. The works reviewed describe a variety of practices from pedagogical practices, curriculum changes, and institutional connections with marginalized communities that make visible knowledges, languages, and perspectives traditionally excluded from universities.

This paper analyzes debt securitization in underdeveloped countries, using the case of Argentina, Mexico, and Brazil. We argue that the three countries have had a significant increase in the issuance of debt securities. However, the nature of the securities issued is different in each nation. In the case of Argentina, the increase in international debt securities in circulation has to do with the issuance of government securities. In Mexico, the increase is more related to the new financing needs of Mexican non-financial corporations. Sporotrichosis caused by Sporothrix brasiliensis is an emergent mycosis that is now a worldwide concern. One important step to sporotrichosis control is its correct treatment. However, limitations abound; thus, new antifungals, mainly focused on S. brasiliensis, are urgently needed. We performed a systematic review (following the PRISMA guideline) focused on (1) the global distribution of human and animal sporotrichosis by S. brasiliensis, especially outside of Brazil; (2) appraising therapies tested against this pathogen. We identified sporotrichosis caused by S. brasiliensis reported in five countries (Paraguay, Chile, Argentina, the United Kingdom, and the United States) in addition to Brazil, occurring on three continents, highlighting the epidemiological scenario in Argentina with an important increase in reported cases in recent years. Regarding the antifungal activity of drugs, 25 articles described the in vitro action of 20 unique chemicals and eight repurposed drugs against S. brasiliensis. Only five studies reported in vivo activity against S. brasiliensis (five drugs) using invertebrate and vertebrate models. Sporotrichosis caused by S. brasiliensis has a global impact and it is no longer specifically a Brazilian problem. We review the need for understanding the disease epidemiology, education of clinicians and of the populace, organization of health care delivery to respond to a spreading epidemic, and research on therapy for sporotrichosis. Mycorrhizal fungus diversity is an ecosystem health indicator, and thus, the appreciation of the aboveground as well as the belowground biota, such as fungi associated with natural and managed ecosystems, is essential to provide sustainable products and suggestions to farmers. Less is known about the totally arbuscular mycorrhizal fungi (AMF) and fungal endophytes useful to agroecology, which are environment friendly microbial biofertilizers to mitigate the complications of conventional farming. Specific AMF are found in most covers; grassy ecosystems are increasingly investigated through their exclusive fungal species that improve sustainable cultivation. Different grazed pastures, forages, and their diversity are important objects of study either in economic or ecological scope. Based on recent reports, the occurrence of AMF in grasslands and pastures is significant, supporting more diverse AMF than native forests. Therefore, we show current information on these topics. We conducted a Web of Science search of published articles on AMF, pastures, and grasslands and analyzed them. The results confirmed the important role of pH as the driver of AMF diversity distribution between the grassy ecosystems from Argentina and Brazil. In grasslands, the main family represented was Glomeraceae, while pastures maintain predominantly Acaulosporaceae. Background We estimated rates of influenza-associated deaths and hospitalizations in Argentina, a country that recommends annual influenza vaccination for persons at high risk of complications from influenza illness. Methods We identified hospitalized persons and deaths in persons diagnosed with pneumonia and influenza (P&I, ICD-10 codes J10-J18) and respiratory and circulatory illness (R&C, codes I00-I99 and J00-J99). We defined the influenza season as the months when the proportion of samples that tested positive for influenza exceeded the annual median. We used hospitalizations and deaths during the influenza off-season to estimate, using linear regression, the number of excess deaths that occurred during the influenza season. To explore whether excess mortality varied by sex and whether people were age <65 or ≥65 years, we used Poisson regression of the influenza-associated rates. Results During 2002-2009, 2411 P&I and 8527 R&C mean excess deaths occurred annually from May to October. If all of these excess deaths were associated with influenza, the influenza-associated mortality rate was 6/100 000 person-years (95% CI 4-8/100 000 person-years for P&I and 21/100 000 person-years (95% CI 12-31/100 000 person-years) for R&C. During 2005-2008, we identified an average of 7868 P&I excess hospitalizations and 22 994 R&C hospitalizations per year, resulting in an influenza-associated hospitalization rate of 2/10 000 person-years (95% CI 1-3/10 000 person-years) for P&I and 6/10 000 person-years (95% CI 3-8/10 000 person-years) for R&C. Conclusion Our findings suggest that annual rates of influenza-associated hospitalizations and death in Argentina were substantial and similar to neighboring Brazil. [ABSTRACT FROM AUTHOR]
