The period from the mid-1990s to the mid-2000s saw the transformation of information and communication infrastructure. In the same period, TPRC evolved from a narrower focus on conventional telecommunications and information policy to "The Research Conference on Communications, Information, and Internet Policy." Through the lens of my own interdisciplinary work on Internet policy and intersecting TPRC activity, this retrospective describes an arc of change that began at the 1994 TPRC and continued for about a decade. It combines description, commentary, and reflections on what this history might bode for TPRC as metaverses and Web3 progress from today's hype to tomorrow's Internet. [ABSTRACT FROM AUTHOR]

Tourism consumption as a typical representative of service consumption, has strong comprehensiveness and driving force, continuously expanding new consumption upgrade space. In the context of the digital economy, the development of the mobile internet has opened up new opportunities for the tourism industry acting as an important factor influencing the consumer behaviour of the residents. Based on 9007 resident survey data from the China General Social Survey (CGSS) in 2017, this paper explores the relationship between Internet use, access to information and residents' travel consumption behavior by means of probit model and mediating effect model. First, according to the findings, Internet use has a positive impact on residents' travel consumption behavior, increasing residents' tourism expenditure. Second, the mechanism suggests that access to information plays a partially mediating role between Internet use and travel consumption behavior. Third, further analysis revealed that, for the retired population, the more frequently they use the Internet, the more likely they are to spend on travel. Compared to those with lower incomes, those with higher incomes will spend less on travel after retirement. With this in mind, in order to promote residents' tourism consumption, speed and fee reduction should be continuously promoted, urban and rural information infrastructure should be strengthened, and accessibility of tourism information for residents should be improved. Environmental protection supervision is an important manifestation of ecological accountability system reform. Taking the implementation of China's central environmental protection inspection (CEPI) policy as a quasi-natural experiment, this paper applies the time-varying difference-in-difference (DID) model to identify the impact of the CEPI policy on the likelihood of enterprises' environmental violations. The main conclusions include: (1) the implementation of CEPI policy is conducive to inhibiting environmental violations. After a series of robustness tests, including the parallel trend test, the placebo test, the exclusion of policy interference, and the replacement of explained variables, the result remains robust. In terms of dynamic perspective, there is a lag in the impact of CEPI policy on enterprises' environmental violations. (2) The effect of CEPI policy is more prominent on samples of large enterprises, enterprises with highly concentrated equity, enterprises that polluted heavily, enterprises owned by executives with a political background, and enterprises that are situated in regions with higher level of marketization and more developed information infrastructure. (3) The CEPI policy can restrain the environmental violations of enterprises by a dual mechanism of releasing punishment and deterrence signals from the external governance, and forcing enterprises to enhance environmental management system from the internal governance. Currently, China has entered a stage of high-quality development due to innovations and improving capabilities of the cities. Being the most valuable urban brand, civilized cities are a symbol of the city's comprehensive ability. Their construction blueprint coincides with the realization of high-quality development. Therefore, exploring the relationship between civilized cities' construction and urban innovative development is a matter of great significance for improving national high-quality development policies and strengthening civilized cities' construction. This paper examined the data from 242 cities from 2003 to 2016, applying the multi-period difference-in-difference model to test the established hypothesis. The results indicate that the pilot policy for civilized cities has effectively improved the level of urban innovation. The results also validate that the title of the civilized city effectively promotes the urban innovation level by promoting the agglomeration of human capital, improving the level of informatization, and increasing investment in scientific as well as technological innovation. At the same time, there are significant differences in policy effectiveness for cities with different urban levels and geographical locations. The construction of future civilized cities should focus on attracting and cultivating high-quality talents, strengthening investment and support in information infrastructure construction, and scientific and technological innovation research and development to adapt to local conditions and resultantly achieve the improvement in urban innovation level. Revenue risk is the most critical factor that hampers the long-term viability of highway infrastructure service projects. This paper develops an integrated multi-method decision framework to evaluate and compare multiple revenue risk mitigation strategies for build-operate-transfer (BOT) highway infrastructure concessions. Using the project data of a real highway BOT case project in India, this paper models and evaluates various risk mitigation strategies on different performance metrics using Monte Carlo simulation analysis. The technical efficiencies of the risk mitigation strategies are estimated using data envelopment analysis (DEA) and efficient strategies are identified. The findings suggest that strategies comprising appropriate combinations of minimum revenue guarantee, excess revenue share, and revenue shortfall loan mitigate the revenue risk most efficiently. The decision framework and the findings facilitate efficient public infrastructure contract design by policymakers and set multiple research directions. [ABSTRACT FROM AUTHOR]

Purpose: Information infrastructures can enable or constrain how companies pursue their visions of sustainability reporting and help address the urgent need to understand how corporate activity affects sustainability outcomes and how socio-ecological challenges affect corporate activity. The paper examines the relationship between sustainability reporting information infrastructures and sustainability reporting practice. Design/methodology/approach: The paper mobilises a socio-technical perspective and the conception of infrastructure, the socio-technical arrangement of technical artifacts and social routines, to engage with a qualitative dataset comprised of interview and documentary evidence on the development and construction of sustainability reporting information. Findings: The results detail how sustainability reporting information infrastructures are used by companies and depict the difficulties faced in generating reliable sustainability data. The findings illustrate the challenges and measures undertaken by entities to embed automation and integration, and to enhance sustainability data quality. The findings provide insight into how infrastructures constrain and support sustainability reporting practices. Originality/value: The paper explains how infrastructures shape sustainability reporting practices, and how infrastructures are shaped by regulatory demands and costs. Companies have developed "uneven" infrastructures supporting legislative requirements, whilst infrastructures supporting non-legislative sustainability reporting remain underdeveloped. Consequently, infrastructures supporting specific legislation have developed along unitary pathways and are often poorly integrated with infrastructures supporting other sustainability reporting areas. Infrastructures developed around legislative requirements are not necessarily constrained by financial reporting norms and do not preclude specific sustainability reporting visions. On the contrary, due to regulation, infrastructure supporting disclosures that offer an "inside out" perspective on sustainability reporting is often comparatively well developed. Name resolution system is an important infrastructure in Information Centric Networking (ICN) network architecture of identifier–locator separation mode. In the Local Name Resolution System (LNMRS), a hierarchical name resolution system for latency-sensitive scenarios; higher-level resolution nodes serve more users and suffer more storage pressure, which causes the problem of unbalanced storage load between layers, and requires inter-layer collaborative storage under the constraint of deterministic service latency characteristics. In this paper, we use the constraints required for inter-layer collaborative resolution to construct an index neighbor structure and perform collaborative storage based on this structure. This method relieves storage pressure on high-level resolution nodes. Experimental results show that the increase of total storage load brought by the proposed method is 57.1% of that by MGreedy algorithm, 8.1% of that by Greedy algorithm, and 0.8% of that by the K-Mediod algorithm when relieving the same storage load for high-level resolution nodes. The article presents information related to Universal Business Language (UBL), which provides a royalty-free set of XML-based business documents, and the areas of development in it. The business documents provided by UBL includes purchase orders for e-commerce invoicing and ordering. The UBL was crafted by the Organization for the Advancement of Structured Information Standards. Its original goal was to fuel global e-commerce by simplifying paper-heavy processes. UBL 1.0 became an OASIS standard in November 2004 and UBL 2.0 appeared in December 2006. UBL's founders say that it will play an increasing role for governmental agency IT groups trying to cut the costs of paper-based processes.

Green technology innovation is an effective means to achieve high-quality economic development. The impact and mechanism of digital financial inclusion on regional green technology innovation are tested using a threshold regression model and the panel fixed effect model, based on China's provincial Panel data (provincial Panel data are regional annual report data) from 2011 to 2020. According to the study, there is a direct link between local green technology innovation and digital financial inclusion. This paper highlights the differences in their influence by location and usage depth and underscores the necessity of government engagement to improve these characteristics. Information infrastructure needs to be strengthened, especially in areas with gaps. Greater investment in research and development (R&D) indirectly supports regional green technology innovation since it is impacted by digital financial inclusion. Interestingly, a threshold effect becomes most noticeable when digital financial inclusion rises above a particular threshold. Based on the data from two field surveys in 2015 and 2022, this paper calculates the weight of values using the entropy weight method and the variation coefficient method, and evaluates risk using the information quantity method. The information quantities of four levels of criteria (hazards, exposure, vulnerability, emergency responses, and capability of recovery) were extracted and inputted into a random forest model. After optimizing the hyperparameters of the random forest using GridSearchCV, the risk assessment was performed again. Finally, the accuracy of the two evaluation results was verified using an ROC curve, and the model with the higher AUC value was selected to create a risk map. Compared with previous studies, this paper considers the factors of emergency responses and recovery capability, which makes the risk assessment more comprehensive. Our findings show that the evaluation results based on the coupling model are more accurate than the evaluation results of the information method, as the coupling model had an AUC value of 0.9329. After considering the indices of emergency responses and capability of recovery, the risk level of the highest-risk area in the study area decreased. [ABSTRACT FROM AUTHOR]

In the process of asphalt pavement maintenance management, the technical condition of the pavement is accurately predicted, its performance trend is predicted, and the right time is chosen to take targeted maintenance measures that will play a multiplier role, so predicting the technical condition of the pavement is important significance. This paper mainly studies the cluster dimensionality reduction evaluation method of the technical condition of expressway asphalt pavement. This paper summarizes the experience of regular highway inspection data inspection and analysis, and mainly studies the standardized analysis method of highway pavement inspection data, aiming to meet the data requirements at all levels through effective data analysis indicators. The experimental data in this paper show that the driving quality of the two-way pavement is good, the total average SRI is 91.2, and the evaluation is "excellent," and the left width is slightly better than the right width; the transverse crack penetration of most reconstructed road sections is greater than 0.4, indicating that the transverse crack penetrates the road surface more serious. The experimental results of this paper show that the technical status of asphalt pavement based on cluster analysis has practical significance, and the analysis results show that the treatment effect is ideal. Background: This paper explores the feasibility of establishing a large-scale population-based cohort and biobank in Switzerland by assessing potential participants' needs, expectations, and concerns about such an infrastructure providing information on health, lifestyle, and exposure trajectories, the development of disease, and risk factors over time. Methods: We utilized a scenario-based questionnaire in the Swiss Health Study pilot phase (2020–2021), involving 1349 adults aged 20–69 from the cantons Vaud and Bern. We conducted descriptive statistics supported by R and qualitative content analysis of n = 374 open responses related to attitudes towards research. Results: We highlight the benefits and challenges of the scenario-based approach, discuss the sample represented in the pilot phase, and present implications for building a full cohort. We also report on participants' attitudes towards and previous experience with health research. We analyze references regarding informed consent and feedback, attitudes towards the Swiss Health Study, and recommendations on improving its scope, design, and instruments. Results indicate a high interest (90%) in participating in a national health study, with 85% of a random population sample willing to join a long-term cohort. Only 43% were familiar with biobanks, and 44% preferred general consent. Trust was high for Swiss-based public research but lower for researchers from other countries or private sector. Over 95% expressed willingness to complete online questionnaires, undergo physical examination, and donate biosamples. Almost all participants wanted to know the outcomes of the medical tests (99.5%) and the exposure to environmental stressors (95%) from their study center visit. Preferred tools for monitoring sleep, physical activity, and diet were known smartphone apps with automatic data management. Conclusion: Overall, the study reveals a positive attitude towards personalized health research, with a strong willingness to share data and samples. Key insights focus the meaning of informed consent for participation, the relevance of sampling and representativeness, as well as the significance and challenges of personalized feedback, especially regarding environmental health concerns. Findings emphasize participants' supportive yet reflexive stances, underscoring the importance of aligning research values with individual values in personalized health research. Intelligence Everywhere is predicated on the seamless integration of INTERNET of Things (IoT) networks transporting a vast amount of data streams through many computing resources across an edge-to-cloud continuum, relying on the orchestration of distributed machine learning models. The result is an interconnected and collective intelligent ecosystem where devices, systems, services, and users work together to support IoT applications. This paper discusses the state-of-the-art research and the principles of the Intelligence Everywhere framework for enhancing IoT applications in vertical sectors such as Digital Health, Infrastructure, and Transportation/Mobility in the context of intelligent society (Society 5.0). It also introduces a novel perspective for the development of horizontal IoT applications, capable of running across various IoT networks while fostering collective intelligence across diverse sectors. Finally, this paper provides comprehensive insights into the challenges and opportunities for harnessing collective knowledge from real-time insights, leading to optimised processes and better overall collaboration across different IoT sectors. The main focus of the present research study reports on the information services, status of library building, sections and infrastructure facilities in selected Government Degree Colleges Libraries of North Costal Andhra Pradesh, India. Out of the 15 libraries studied, 10 do not have a separate building for library and they are housed either in administrative or part of class rooms. The degree college libraries of Srikakulam district have reported with adequate furniture, space for users, seating accommodation and toilet facilities. To understand the services offered to the users under the information services are studied-the reference services, question papers services and news paper clipping services are reported in all the studied 15 libraries. The analysis of influencing factors serves as the cornerstone for the research on smart community construction. Drawing upon both field research and extensive literature study, this paper explores the influencing factors of China's smart community construction and its effective paths by taking 52 national pilot zones for community governance and service innovation in China as examples. In the constructed analytical framework of influencing factors, elements such as economic development, capital investment, information infrastructure, community governance, public support system, and smart platform are included. By the use of the qualitative comparative analysis (QCA) method, the results of the study show that community governance, public support system, and smart platform are necessary conditions for smart community construction, while economic development, capital investment and information infrastructure play a leading role in the four combined paths. Finally, this study provides a new perspective for theoretical research, a reference forgovernmental departments to make decisions, and experience for the construction of smart communities in other developing countries. The theoretical impact of the electric vehicle (EV) market share growth has been widely discussed with regards to technical and socioeconomic aspects in recent years. However, the prospection of EV scenarios is a challenge, and the difficulty increases with the granularity of the study and the set of variables affected by user behavior and regional aspects. Moreover, the lack of a robust database to estimate fast-charging stations' load curves, for example, affects the quality of planning, allocation, or grid impact studies. When this problem is evaluated on highways, the challenge increases due to the reduced number of trips related to the reduced number of charger units installed and the limited EVs range, which influence user anxiety. This paper presents a methodology to estimate the highway fast-charging station operation condition, considering regional and EV user aspects. The process is based in a block of traffic simulation, considering the traffic information and highway patterns composing the matrix solution model. Also, the output block estimates charging stations' operational conditions, considering infrastructure scenarios and simulated traffic. A Monte Carlo simulation is presented to model entrance rates and charging times, considering the PDF of stochastic inputs. The results are shown for the aspects of load curve and queue length for one case study, and a sensibility study was conducted to evaluate the impact of model inputs. [ABSTRACT FROM AUTHOR]

The road agencies collect and submit weigh-in-motion (WIM) data to the Federal Highway Administration as part of their traffic monitoring program. Therefore, the WIM data should be precise and accurate. One way to evaluate WIM measurement errors is by using the test truck data collected immediately before and after equipment calibration. The limitation of this approach is that the data represent a snapshot in time and may not represent a long-term WIM site performance. This paper presents an approach for estimating WIM system accuracy based on axle load spectra attributes (normalized axle load spectra (NALS) shape factors). This alternative approach allows for characterizing temporal changes in WIM data consistency. The WIM error data collected before and after calibration were related to Class 9 NALS shape factors in the proposed methodology. This paper aims to determine WIM system errors based on axle loading without physically performing WIM equipment performance validation using test trucks. The presented methodology can be used to estimate systematic errors (drift) in the WIM system at any point in time after the equipment calibration. This approach can help highway agencies select optimum timings for routine maintenance and calibration of WIM equipment without compromising its accuracy. The results show that the WIM accuracy for the single axle (SA) and tandem axle (TA) can be estimated with SA and TA NALS shape factors with an acceptable degree of error for bending plate to quartz piezo sensors. Background: The global concern for the environment and sustainable development goals has led to a growing focus on the increasing activities of city logistics. This research study aims to evaluate the current state of city logistics within the framework of sustainable development and analyze the key factors that impact the efficient management of city logistics in Jordan. Methods: To achieve these research objectives, a quantitative approach utilizing a survey questionnaire was employed. The findings emphasize a significant disparity between current practices in city logistics and desired outcomes, indicating an urgent need for improvement in cost reduction, enhancement of quality of life, and promotion of sustainability. Results: The results reveal that the performance of urban authorities in managing city logistics is influenced by various factors, including regulatory inefficiencies, suboptimal human resource performance, deficiencies in information systems, and challenges related to coordination amongst stakeholders. Conclusions: Consequently, this paper puts forth actionable recommendations for improving city logistics management, which involve amending existing regulations, implementing comprehensive training programs for employees, strengthening infrastructure for information systems, and fostering robust communication channels between urban authorities and stakeholders. As indicated by Odom et al. (2002) (hereafter, the paper), the potential growth in electronic commerce may be hampered by consumer fears and concerns about purchasing online. The use of web assurance seals may ease such fears and concerns thereby fostering online purchasing. Accordingly, research related to web assurance is interesting and relevant for both practice and academia. The paper presents the results of three studies that explore consumer fears and concerns about purchasing online and their perceptions of web assurance seals. These comments will begin with a potential answer to the 'bottom line' recurring question: What do we learn from the paper? In the context of China's new infrastructure construction developing rapidly, this paper explores the sustainable new infrastructure green development pattern. We establish qualitative and quantitative indicators for green technology innovation (GTI) at both the societal macro level and enterprise micro level, capturing the multidimensional nature of China's green innovation dynamic. Additionally, we create an indicator system for China's new infrastructure investment intensity (NTI) across three areas: information infrastructure, integration infrastructure, and innovation infra-structure. Using provincial panel data from 2010 to 2020, we construct a coupling coordination degree model (CCDM) to examine the level of coordination between NTI and GTI. Our findings reveal that: the degree of coordination between NTI and GTI follows a U-shaped curve, with both subsystems remaining far from highly coordinated during rapid development; the coupling level of NTI and GTI in China is currently at a near dissonance level overall; the degree of coupling and coordination between NTI and GTI is mainly influenced by policies, and the coupling level is higher on the enterprise side than on the societal side; the two parameters (α-NTI and β-GTI) widely used in prior studies have less of an effect on the coordinated coupling system than other factors considered herein. This study provides a viable path to save energy by means of e-commerce development. Taking the national e-commerce demonstration cities (NEDC) pilots policy implemented in China as a quasi-natural experiment, based on the city panel data from 2006 to 2019, this study applies the multi-period difference-in-difference (DID) method to evaluate the effect of NEDC on energy saving in pilot cities. The empirical results suggest that the NEDC policy obviously contributes to energy conservation. The treated cities reduced energy consumption by 14.2% as a result of the implementation of NEDC, relative to the untreated cities. The conclusions remain valid after conducting robustness tests such as placebo test, instrumental variables regression, propensity score matching-difference-in-difference (PSM-DID), and synthetic difference-in-difference (SDID). The NEDC achieves energy-saving effects through technological innovation, industrial restructuring, and economic agglomeration. Furthermore, the heterogeneity analysis indicates that, in cities with high levels of human capital, well-developed information infrastructure, non-resource-based cities, and favorable business environments, the impact of NEDC on energy saving is more significant. Analysis of spatial effects shows that the implementation of NEDC has negative externalities, increasing energy consumption in the surrounding area. In the context of the digital economy, this paper presents new insights on the relationship between e-commerce and energy consumption and provides policy direction for countries looking for energy-saving solutions. As the key node of highway traffic in China, the super-large bridge is the most important infrastructure of the country. With the completion of large-scale infrastructure construction in China, the key work of super-large bridges has changed from construction to maintenance. The service life of the super-large bridge is long, and with the increase of the service life of the super-large bridge, the annual maintenance cost is also increasing. At present, with the rapid development of super-large bridges in China, the diseases of super-large bridges are also increasing, and the maintenance and management of super-large bridges have become an urgent problem to be solved. In order to solve this problem, this paper takes the highway bridge as the research object and, on the basis of mastering the actual needs of the maintenance management of highway bridges in China, puts forward the monitoring and maintenance of bridges based on BIM technology, solves the lack of maintenance information elements in traditional BIM technology, studies the establishment method of the maintenance information model, finally develops the basic data acquisition software of the BIM model, accurately locates the disease position of the highway bridge, realizes the three-dimensional visual information management system of bridge, and continuously improves the maintenance efficiency. The research results show that starting from the monitoring and maintenance information management of highway bridges, the BIM data management method of the highway bridge maintenance stage is put forward, which realizes the visual management of maintenance information of highway bridges. Based on the analysis of the hierarchical information model of bridges, the component coding system of a bridge facing the maintenance management stage is established, and the visual management of diseases of bridges is put forward. Using BIM technology to assist the evaluation method of super-large bridges, using relational database and VBA project manager, based on the theoretical algorithm and interface design, automatic maintenance decision-making suggestions are realized. BIM technology is proposed to assist maintenance inspection and evaluation decision-making, and automatic and visual maintenance management of super-large bridges is realized. Infrastructure along the highway refers to various facilities and equipment: bridges, culverts, traffic signs, guardrails, etc. New technologies such as artificial intelligence, big data, and the Internet of Things are driving the digital transformation of highway infrastructure towards the future goal of intelligent roads. Drones have emerged as a promising application area of intelligent technology in this field. They can help achieve fast and precise detection, classification, and localization of infrastructure along highways, which can significantly enhance efficiency and ease the burden on road management staff. As the infrastructure along the road is exposed to the outdoors for a long time, it is easily damaged and obscured by objects such as sand and rocks; on the other hand, based on the high resolution of the images taken by Unmanned Aerial Vehicles (UAVs), the variable shooting angles, complex backgrounds, and high percentage of small targets mean the direct use of existing target detection models cannot meet the requirements of practical applications in industry. In addition, there is a lack of large and comprehensive image datasets of infrastructure along highways from UAVs. Based on this, a multi-classification infrastructure detection model combining multi-scale feature fusion and an attention mechanism is proposed. In this paper, the backbone network of the CenterNet model is replaced with ResNet50, and the improved feature fusion part enables the model to generate fine-grained features to improve the detection of small targets; furthermore, the attention mechanism is added to make the network focus more on valuable regions with higher attention weights. As there is no publicly available dataset of infrastructure along highways captured by UAVs, we filter and manually annotate the laboratory-captured highway dataset to generate a highway infrastructure dataset. The experimental results show that the model has a mean Average Precision (mAP) of 86.7%, an improvement of 3.1 percentage points over the baseline model, and the new model performs significantly better than other detection models overall. In the early 1990s, US leaders promoted the internet as post-nation "global information infrastructure." However, throughout the 2000s, critical internet infrastructure became centralized under the tight control of a handful of US-based multinational companies. This paper examines the US government's willingness to leverage its regulatory control over privately run critical infrastructure to exercise massive internet surveillance (pulling information from sovereign states), massive influence campaigns (pushing information into sovereign states), and, increasingly, to levy unilateral cyber-sanctions on other sovereign states (cutting information flows through blockages and digital lock-outs). The US government is now asserting its territorial sovereignty over what it had presented as global infrastructure in order to advance its narrow national goals. I argue that the weaponization of corporate internet infrastructure by the US government marks a new era of internet governance and is one of the key drivers of what is often discussed as internet fragmentation in internet governance forums. Recent developments in Web Service and Semantic Web technologies have shown great promise for the automatic chaining of geographic information services (GIService), which can derive user-specific information and knowledge from large volumes of data in the distributed information infrastructure. In order for users to have an informed understanding of products generated automatically by distributed GIServices, provenance information must be provided to them. This paper describes a three-level conceptual view of provenance: the automatic capture of provenance in the semantic execution engine; the query and inference of provenance. The view adapts well to the three-phase procedure for automatic GIService composition and can increase understanding of the derivation history of geospatial data products. Provenance capture in the semantic execution engine fits well with the Semantic Web environment. Geospatial metadata is tracked during execution to augment provenance. Sustainability is one of the main scientific and public topics of today. This includes the sustainable transport and infrastructure. One of the ways how to achieve higher level of sustainability is through the implementation of BIM (Building Information Modelling) into the road design process. However, to create a safe road network, which is also necessary for achievable sustainability, it is essential to consider the Road Safety Audit (RSA) principles throughout the BIM applications. The paper discusses the possibilities of involving the RSA in the process road design in I-BIM (Infrastructures Building Information Modelling). Within the individual phases of the preparation of a transport project and the application of the safety audit tools in BIM applications, it is possible to achieve a significant increase in the level of safety. This approach is shown within the paper on the implementation and use of supplementary road safety devices, specifically the road restraint systems. Currently, the individual components are defined by their main parameters in specific libraries. However, their definition is only as a general object where many of the supplementary parameters or fundamental design characteristics, such as working width or minimal length, are not included. This may lead to potential design flaws or safety hazards which have to be subsequently corrected in further phases. The objective of the paper is to identify the current deficiencies, primarily the missing road safety perspective within the BIM process. The article presents comments on E. Mauldin and V. Arunachalam's paper titled "An Experimental Examination of Alternative Forms of Web Assurance for Business-to-Consumer e-Commerce," which appeared in volume 16 of the "Journal of Information Systems." The author observes that the paper clearly suggests that we need to develop better models, clearly define constructs and examine the topics, targets, and forms of assurance that we provide. The results of the paper support the findings of other research that Web assurance seems to make little difference to individual consumers.

Due to the harsh environment of highway tunnels and frequent breakdowns of various detection sensors and surveillance devices, the operational management of highway tunnels lacks effective data support. This paper analyzes the characteristics of operational surveillance data in highway tunnels. It proposes a multimodal information fusion method based on CNN-LSTM-attention and designs and develops a digital twin for highway tunnel operations. The system addresses issues such as insufficient development and coordination of the technical architecture of operation control systems, weak information service capabilities, and insufficient data application capabilities. The system also lacks intelligent decision-making and control capabilities. The developed system achieves closed-loop management of "accurate perception-risk assessment-decision warning-emergency management" for highway tunnel operations based on data-driven approaches. The engineering demonstration application underscores the system's capacity to enhance tunnel traffic safety, diminish tunnel management costs, and elevate tunnel driving comfort. This paper draws on information infrastructures (IIs) in science and technology studies (STS), as well as on feminist STS scholarship and contemporary critical accounts of digital technologies, to build an initial mapping of the infrastructural mechanisms and implications of large language models (LLMs). Through a comparison with discriminatory machine learning (ML) systems and a case study on gender bias, I present LLMs as contested artefacts with categorising and performative capabilities. This paper suggests that generative systems do not tangibly depart from traditional, discriminative counterparts in terms of their underlying probabilistic mechanisms, and therefore both technologies can be theorised as infrastructures of categorisation. However, LLMs additionally retain performative capabilities through their linguistic outputs. Here, I outline the intuition behind this phenomenon, which I refer to as "language as infrastructure". While traditional, discriminative systems "disappear" into larger IIs, the hype surrounding generative technologies presents an opportunity to scrutinise these artefacts, to alter their computational mechanisms and introduce governance measures [1]. I illustrate this thesis through Sharma's [2] formulation of "broken machine", and suggest dataset curation and participatory design as governance mechanisms that can partly address downstream harms in LLMs (Barocas, et al., 2023). The mutual identification of spatial objects is a fundamental issue when updating geographic data with other data sets. Representations of spatial objects in different sources may not have the same identifiers, which would unambiguously assign them to each other. Intersections of spatial objects can be used for this purpose, but this does not allow for the detection of possible changes and their quantification. The aim of this paper is to propose a simple, applicable procedure for calculating the shape similarity measure, which should be able to efficiently identify different representations of spatial objects in two data sources, even though they may be changed or generalised. The main result is the aggregated index of shape similarity and instructions for its calculation and implementation. The shape similarity index is based on the calculation of the set similarity, the distance of the boundaries, and the differences in the area, perimeter, and number of the vertices of areal spatial objects. In the case study, the footprints of the building complexes in Dúbravka (part of the city of Bratislava, the capital of Slovakia) are compared using data from OpenStreetMap and INSPIRE (Infrastructure for Spatial Information in Europe) Buildings. A contribution to the quality check of the OpenStreetMap data is then a secondary result. The proposed method can be effectively used in the semi-automatic integration of heterogeneous data sources, updating the data source with other spatial data, or in their quality control. Maintenance management is assuming an increasingly important role and garnering increased attention in Small and Medium Enterprises (SMEs). However, the difficulty of collecting data and processing information is evident in such contexts. In the current literature, few maintenance maturity models focus on the maintenance information management practices field. Moreover, though the existing models allow for assessing the maturity level, they do not indicate or assist in identifying and defining actions to reach the highest level. Furthermore, these models are not suitable for any type of organisation, as the assessment areas defined are quite generic (high level). For this reason, this paper proposes an innovative model for assessing the maturity level of maintenance management information practices in Small and Medium Enterprises (SMEs). The model provides the organisation with the strengths and weaknesses of their maintenance information management practices. The proposed model allows a clear measure of the maturity of the maintenance information management practices in smaller industrial contexts and provides a customised improvement programme. The model proposed supports small and medium companies to improve the effectiveness and efficiency of their maintenance management information infrastructure. The paper examined adaptation strategies used by rice processors in Ebonyi State to manage climate risks. The paper used random sampling technique to select respondents and questionnaire was used to collect data from the respondents. Cross-sectional data collected from 98 rice processors were analysed using descriptive statistics and multivariate probit regression model. The results indicated that majority of the rice processors perceived prolonged dry season and increased rainfall intensity as the main climate risks in the state. Livelihood diversification, storing of paddy, and reliance on climate information were the major adaptation strategies used by the rice processors to manage the climate risks. The main determinants of climate change adaptation strategies of rice processors were education, membership of cooperative societies, income, training on rice processing and climate risk management, experience of climate hazards, and ownership of assets. The processors faced various barriers to adoption which are mainly related to capital needs, competition from foreign brands, access to basic infrastructure and roads and information, high cost of labour. It is recommended that government support be given to the rice producing communities in terms of basic infrastructure and policies to protect the industry. Also, regular workshops/trainings should be held to train processors on best climate risk management practices and encourage registration of processor cooperatives/relevant associations. SUMMARY: Blockchain is a disruptive technology that offers advantages to the audit profession such as transparency into all transactions, an immutable ledger, and the potential for real-time auditing. However, to realize these benefits, the profession must be prepared to gain comfort over blockchains as a component of organizations' information technology infrastructure. This paper considers risks to private and permissioned blockchains through the lens of information technology general controls (ITGCs) as part of an audit of internal control over financial reporting. I discuss new ITGC areas of focus for auditors to consider, along with areas of risk that blockchain could eliminate. To help readers better understand this emerging topic, I provide illustrations, a summary table of key points, and a glossary of blockchain-related terms used throughout the paper. As a typical and special type of urban setting, the university campus usually faces similar challenges as cities raised by high-density inhabitants. The smart campus has been introduced based on the smart city, as concepts, technologies, and solutions to improve livability and energy efficiency. Inhabitants' occupancy in buildings and open spaces on campus is critical to optimize campus management and services. Information about spatial occupancy of campus inhabitants can be produced based on various location-based solutions, such as global navigation satellite systems (GNSS), campus cameras, Bluetooth, and Wi-Fi. As an essential component in campus information infrastructure, Wi-Fi network covers almost the entire university campus and has advantages in collecting locations of campus inhabitants. In this paper, geo-visualization of spatial occupancy of campus inhabitants is designed and implemented using anonymized Wi-Fi network log data. First, 3-dimension building models are reconstructed based on LiDAR point clouds and construction drawings. Then, the Wi-Fi network log data are cleaned and preprocessed. Campus inhabitants' locations are extracted from structural Wi-Fi data. Geo-visualization at room, floor, and building levels is designed and implemented. On a temporal dimension, spatial occupancy can be visualized by each second, minute, hour, or day of the week in 3D buildings. The implementation of the geo-visualization is based on CesiumJS, which offers an interface for 3D-animated visualization and interaction. Blockchain technology has attracted a lot of attention lately because it is seen as an all-purpose method for conducting online transactions between unidentified parties without the need for a centralized authority. Modern developers and businesspeople think it will disrupt or even change both the government and industry. In this setting, government-focused blockchains are becoming increasingly prevalent. Several recent studies highlighted use cases in the public sector for decentralized information infrastructures. Blockchain is expected to revolutionize or at least simplify many governmental functions. However, because blockchain use has yet to be widely adopted in government or industrial settings, the question arises: what are the technical hurdles impeding blockchain adoption? To that purpose, a systematic literature assessment of 29 academic articles investigating software engineering problems in blockchain technology for government applications has been done. The papers are initially inductively analyzed in order to illustrate and identify the issues frequently highlighted in academic literature. Furthermore, a theoretical framework is discussed by relying on models used in traditional software development, which is then followed by deductive analysis to map out the blockchain use cases and future trends connected to the difficulties. Japan is currently facing serious issues associated with an aging society and negative population growth. Urban structures, remnants of economic prosperity, are now hindrances to sustainable urban development, driving municipalities to seek efficient methods to manage this growth. Japanese municipalities continuously conduct surveys to collect data for urban planning purposes. However, lack of standardization and poor visualization tools prevent coordination and consensus-building among stakeholders during the planning process. The "i-Urban Revitalization" (i-UR) is an information infrastructure promoted by the Japanese government expected to enable municipalities to analyze and visualize their goals related to that process.This paper presents the implementation of i-UR. One approach employed for data standardization is to develop a CityGML Application Domain Extension (ADE) for urban planning that covers detailed attributes of city objects and mechanisms for global representation and analysis necessary for urban planning. The effectiveness of this ADE is being evaluated through data implementation and visualization experiments conducted in three municipalities in Japan. A prototype for the proposed "AR Consensus-formation system" is being developed for further utilization of the ADE. In addition, Ideathon events are being held to develop human resources in municipalities to promote urban revitalization and facilitate i-UR use. This paper adopts knowledge mapping combined with a deep neural network algorithm to conduct in-depth research and analysis on the current situation and development of the industrial economy and designs a visual analysis model of economic development based on knowledge mapping combined with a deep neural network algorithm. Cultivate the concept of coordinated development and legal system of the subject, improve the awareness of network security and integrity self-discipline of the subject, improve the level of network hardware equipment manufacturing, improve the level of network platform construction, build a network security technology prevention system, improve the repair system of network information alienation, set up a specialized agency setting for the coordinated development of network ecology and industrial economy, and increase the capital investment in network infrastructure and network information technology research and development. A framework of breadth and depth recommendation ranking based on a knowledge graph is proposed and implemented. This paper provides a visual analysis method to sort and classify multivariate data. The method first determines users' preferences through their interactive operations, calculates the weights of each attribute according to the users' preference model, then uses the obtained attribute weight sets to sort the whole data set, and finally completes the category classification according to the sorting results and the users' markings on some data. The visual display allows users to intuitively perform data sorting and classification operations and quickly understand the characteristics and category features of the data. The framework achieves modeling and integration of knowledge graph neighborhood information from breadth dimension and depth dimension to realize personalized recommendation sorting and improves the F1 metrics by 8.59%, 14.36%, and 15.22% on the public datasets Amazon-book, Yelp2018, and ILast-FM compared with the previous optimal model. Over the past 20 years, drive-by monitoring, using data from sensors in passing vehicles, has become increasingly popular due to its low cost and high efficiency at a network level. Despite significant advances, the dynamics of vehicles remains one of the main challenges to overcome before accurately identifying critical information about the infrastructure being crossed, bridges or road pavements. This paper introduces a novel approach to estimating bridge profiles (i.e. road surface profiles on the bridges) and vehicle properties using a fleet of passing vehicles. In this method, bridge profiles are first calculated using the innovative Inverse Newmark-beta integration method, and the cross-entropy optimization algorithm is employed to solve the problem. Numerical results demonstrate that the proposed approach is highly effective in extracting bridge profiles and predicting vehicle properties, even in scenarios with significant levels of measurement noise. Data sharing and service reuse in the health sector pose significant privacy and security challenges. The European Commission recognizes health data as a unique and cost-effective resource for research, while the OECD emphasizes the need for privacy-protecting data governance systems. In this paper, we propose a novel approach to health data access in a hospital environment, leveraging homomorphic encryption to ensure privacy and secure sharing of medical data among healthcare entities. Our framework establishes a secure environment that enforces GDPR adoption. We present an Information Sharing Infrastructure (ISI) framework that seamlessly integrates artificial intelligence (AI) capabilities for data analysis. Through our implementation, we demonstrate the ease of applying AI algorithms to treated health data within the ISI environment. Evaluating machine learning models, we achieve high accuracies of 96.88% with logistic regression and 97.62% with random forest. To address privacy concerns, our framework incorporates Data Sharing Agreements (DSAs). Data producers and consumers (prosumers) have the flexibility to express their prefearences for sharing and analytics operations. Data-centric policy enforcement mechanisms ensure compliance and privacy preservation. In summary, our comprehensive framework combines homomorphic encryption, secure data sharing, and AI-driven analytics. By fostering collaboration and knowledge creation in a secure environment, our approach contributes to the advancement of medical research and improves healthcare outcomes. Triggering economic growth is a requirement to promote human welfare and realize sustainable development in many developing countries. However, place-based policies' impact on economic growth is debatable, and its underlying mechanism is unknown. China's Old Revolutionary Development Program (ORDP) is a large-scale and novel type of place-based policy targeted at undeveloped regions in China. We evaluate the effect of ORDP on economic growth by employing a time-varying difference-in-differences model and further explore the potential mechanisms and heterogeneity effects. VIIRS/DNB nightlight data is used to measure economic growth. We find that ORDP can significantly promote economic growth by 4.0% and the result is still robust after several tests. Mechanism analysis shows that ORDP can improve economic growth through government intervention, industrial structure optimization, and information infrastructure construction. Heterogeneity analysis indicates that the ORDP performs better on economic growth in central Chinese cities and high-economy cities. At the same time, our paper provides three practical suggestions for stimulating economic growth in ORDP, which can be enlightening for other developing countries. [ABSTRACT FROM AUTHOR]
