This paper reflects on the progress of tsunami preparedness in a coastal community in Aceh, Indonesia, nearly two decades after the catastrophic 2004 Indian Ocean Tsunami. The research employs a comprehensive approach to thoroughly evaluate and comprehend the community's preparedness, its correlation with local perceptions of tsunami risk, and delves into the prevalence of tsunamis in the area, with a specific emphasis on the significant impact of the 2004 Indian Ocean Tsunami on the coastal community of Aceh. To investigate the community's readiness and the potential impacts of tsunamis at the study site, tsunami simulations were performed using the shallow water equation within the COMCOT (Cornell Multi-grid Coupled Tsunami) model. These simulations assessed run-up and inundation scenarios, thereby providing justification for the potential tsunami impact in the area. Modelling the scenario of tsunami in the region is important to measure the potential impact and estimation time for community to prepare the evacuation plan. In addition to the numerical modeling, a mixed-method approach was employed, involving the distribution of questionnaires and conducting in-depth interviews with 150 respondents directly on-site. These assessments yielded valuable insights into community perspectives on tsunami risk and their preparedness measures. The findings contribute to the development of effective strategies for disaster management by integrating local knowledge, experiences, and socialization programs. Abstract: Aceh, located in the northernmost area of Sumatra Island, is one of the regions that suffered the most damage from the Indian Ocean tsunami in 2004. The process of reconstruction after a large-scale disaster is considered an opportunity to create a safer society, especially for developing countries, however the accumulation of knowledge about how to improve reconstruction is insufficient. The affected areas have diverse social and economic characteristics and unprecedented restoration efforts have been made. The Indian Ocean tsunami disaster, therefore, provides numerous research opportunities, and many surveys and other researches have been conducted to better understand what happened and how the reconstruction process could be improved. However, the majority of such research has focused on housing reconstruction, rebuilding livelihoods and community rehabilitation and there has been only limited research on transportation-related issues. Thus, there is significance in evaluating the reconstruction of Aceh from a transportation perspective, a dimension that has yet to be examined systematically. As a first step in the effort to evaluate various aspects of the reconstruction of Aceh from a transportation perspective, this research aims to present three transportation-related issues within the reconstruction process—1) the road network in the Banda Aceh coastal area, 2) mobility in relocation sites, and 3) reconstruction of the Banda Aceh–Meulaboh road—and to conduct a preliminary analysis of these issues by adding the viewpoint of disaster management and reconstruction, the authors'' area of specialization. For conducting a preliminary analysis, existing information such as research papers, articles and reports and data collected through interviews and field reconnaissance conducted by the authors were utilized as much as possible, and such “qualitative data” was analyzed by applying the “interpretive approach”, considered an appropriate analytical framework for qualitative data. This article addresses the sustainability implications of post-disaster measures in the context of the 2004 Indian Ocean Tsunami by presenting an analysis of the current situations and changes in some of the affected regions. Sustainability implications of measures are captured by investigating the persistence of the social and economic living conditions in relation to post-disaster measures, and the alignment of the measures with basic environmental aspects. Based on major concepts relevant in disaster science and sustainability research, the study explored sustainability aspects of post-disaster measures implemented after the 2004 tsunami, by conducting selected interviews among the participants of the 2015 international seminar ''11 Years after the Indian Ocean Tsunami 2004'' and a broader online survey. Information was sought about (1) the current state of vulnerability of the local population in the regions affected; (2) the main lessons that have been identified to improve project design and management of recovery and vulnerability reduction; and (3) project sustainability implications with respect to the state of today's vulnerability. Based on the analysis of the information on these three priority areas, selected tasks for future disaster risk management are identified, such as more integrative planning and improved coordination with international organizations and local people. Aim We aimed to estimate the present extent of tsunami-affected mangrove forests and determine the rates and causes of deforestation from 1975 to 2005. Location Our study region covers the tsunami-affected coastal areas of Indonesia, Malaysia, Thailand, Burma (Myanmar), Bangladesh, India and Sri Lanka in Asia. Methods We interpreted time-series Landsat data using a hybrid supervised and unsupervised classification approach. Landsat data were geometrically corrected to an accuracy of plus-or-minus half a pixel, an accuracy necessary for change analysis. Each image was normalized for solar irradiance by converting digital number values to the top-of-the atmosphere reflectance. Ground truth data and existing maps and data bases were used to select training samples and also for iterative labelling. We used a post-classification change detection approach. Results were validated with the help of local experts and/or high-resolution commercial satellite data. Results The region lost 12% of its mangrove forests from 1975 to 2005, to a present extent of c. 1,670,000 ha. Rates and causes of deforestation varied both spatially and temporally. Annual deforestation was highest in Burma ( c. 1%) and lowest in Sri Lanka (0.1%). In contrast, mangrove forests in India and Bangladesh remained unchanged or gained a small percentage. Net deforestation peaked at 137,000 ha during 1990–2000, increasing from 97,000 ha during 1975–90, and declining to 14,000 ha during 2000–05. The major causes of deforestation were agricultural expansion (81%), aquaculture (12%) and urban development (2%). Main conclusions We assessed and monitored mangrove forests in the tsunami-affected region of Asia using the historical archive of Landsat data. We also measured the rates of change and determined possible causes. The results of our study can be used to better understand the role of mangrove forests in saving lives and property from natural disasters such as the Indian Ocean tsunami, and to identify possible areas for conservation, restoration and rehabilitation.
