This paper focuses on the contradictory nature and sometimes unintended consequences of workers' efforts to defend particular communities against the ravages of capital restructuring. In the past decade, pattern collective bargaining in the highly unionized British Columbia pulp and paper industry has faced enormous strains due to intense industry restructuring. Our analysis focuses on the repercussions of actions taken by union locals in two British Columbia towns-Port Alice and Port Alberni-to try to secure the survival of their pulp and paper mills and, even in the case of Port Alice, the continued existence of the community. Our analysis resonates with recent debates surrounding worker agency as well as writing in the 1980s which addressed the often contradictory and problematic nature of workers' struggles to 'defend place'; writing largely neglected in more recent work in labour geography. In 1996 we initiated a study to evaluate several techniques for measuring light under broadleaf canopies. Hourly average photosynthetic photon flux density and percent transmittance were measured 1 m above the ground at four points in each of three canopy densities created by a spacing experiment in a 35-year-old paper birch (Betula papyrifera Marsh.) dominated stand located near Prince George, B.C. At each point, fisheye photographs were taken and LAI-2000 plant canopy analyzer (LAI-2000), spherical densiometer, and competition index (Lorimer'sindex) measurements were made. Percent transmittance measurements onan overcast day (1-h average), transmittance measured over periods of 3 h or longer on a clear day, LAI-2000 diffuse noninterceptance measurements, and gap light index determined from fisheye photographs were strongly correlated with growing season percent transmittance (r2>= 0.96) as was competition index (r2 = 0.928). Concave spherical densiometer measurements and midday percent transmittance measurements on clear days were also well correlated with measured percent transmittance (r2>= 0.89). Estimates of understory light by the LITE model were strongly correlated with growing season percent transmittance. Correlations improved with increasing length of the period simulated (r2 = 0.755 for a point measurement on a clear day; r2 = 0.936 for an entire sunny day;and, r2 = 0.953 for the entire growing season). How fires burn across British Columbia (BC), Canada is shaped by settler coloniality, timber capitalism, state forestry regimes, criminalization of burning, and Indigenous resistance. Despite the urgency of confronting the fire suppression paradox embedded in settler colonial fire management laws and practices, approaches to studying fire in Canada that foreground Indigenous law and de-center settler colonial governance is scarce. As political ecologists and geographers working and living in the context of unceded and ancestral lək̓ʷəŋən, W̱SÁNEĆ, xʷməθkʷəy̓əm, Sḵwx̱wú7mesh, səlilwətaɬ, and syilx territories, we engage with Indigenous feminist scholarship to expose how coloniality and gender intersect in attempts to erase Indigenous sovereignty to structure and naturalize provincial fire policy and its emplaced impacts on Indigenous legal orders. Our analysis contextualizes settler-colonial provincial fire management policy in the purview of Indigenous legal orders to foreground how racial-colonial and gendered politics are obscured when colonial fire and wildfire practices are naturalized. Revisiting key moments in the political development of fire suppression across so-called BC, we contend that the suppression paradox is embedded in and reproduces a colonial logic that widens existing social and economic gaps. These gaps are uniquely gendered, as settler coloniality operates upon patriarchal lines that have actively attempted to erase Indigenous women and Two-Spirit peoples, including the laws and legal authorities that they possess and practice. Considering the 1910 Fulton Commission, we highlight an example of how women and Indigenous people were excluded from the political decision-making structures that shaped colonial fire management practices in BC. These gendered and racialized exclusions bear directly on the exclusion of Indigenous women and gender-diverse folx, and Indigenous legal orders guided by matriarchal lines of fire knowledge. Purpose The purpose of this paper is to present a study of the transformation of First Nations’ health governance, describing the development of partnerships between First Nations and provincial and federal governments for co-creating solutions to address First Nations’ health inequities in British Columbia (BC). The paper frames this transformation in the context of a Canada-wide reconciliation initiative stimulated by the Truth and Reconciliation Commission.Design/methodology/approach This qualitative case study was a joint initiative between Simon Fraser University and the BC First Nations Health Authority (FNHA), involving interviews with senior leaders within the BC health system, FNHA and First Nations communities. In addition, a policy roundtable was held in February 2015 which gathered 60 participants for further dialogue on the process.Findings Key themes included: partnership and relationships, governance and reciprocal accountability, First Nations perspectives on health and wellness, and quality and cultural safety. Findings indicate that significant transformational changes have happened in the relationship between First Nations and the mainstream health system. The creation of the FNHA has led to more representation for First Nations people at all levels of governance and health service planning, which will ultimately lead to more culturally safe health services that incorporate a First Nations perspective of wellness.Social implications The transformation of First Nations health governance in BC can serve as an example in other indigenous health settings both within Canada and internationally.Originality/value This paper describes a transformative health governance process in First Nations communities that is an historical first in Canada. Substantial historical research indicates that during World War II Canadian schools were considered optimal sites for fostering nationalistic sentiments in teachers and learners. Policymakers directed educators and students to collect scrap metals, purchase war savings certificates, salute the flag, and undertake marching drills. These wide-reaching directives give the impression that schools were considerably reshaped during the war. Nevertheless, since much of the literature has used official information sources, such as curriculum documents and government missives, it is unclear to what extent teachers implemented such directives. No Canadian scholarship has tapped the memories of former teachers to determine their compliance in promoting nationalistic sentiments and activities. Nor have existing histories categorised activities by geographic area (such as rural versus urban; coastal versus inland) or school level (elementary versus secondary). Thus, the “unity of purpose and experience” implied by some of the literature may be overemphasised. This paper challenges the suggestion that throughout Canada all children and teachers in schools fervently engaged in nationalistic behaviour during World War II. To supplement government perspectives found in newspapers, magazines, curricular documents, and other Department of Education sources, I interviewed two dozen teachers who taught in 40 schools throughout British Columbia between 1939 and 1945. Despite policymakers’ intentions, there were many factors influencing schools’ abilities to support the war effort. These included a community’s geographic proximity or access to centres of larger war-related activity, such as munitions factories or collection stations; the values and social circumstances of families and communities; and teachers’ individual preferences, often reflecting their career stage. This paper describes key travel traits of non-resident visitors to British Columbia's wine tourism destinations. It identifies Generalist and Immersionist as being important segments of this market that merit particular attention in future destination management planning and marketing initiatives. It uses an importance-performance analysis framework to determine the key areas for management activity that need to be addressed in order to meet the travel product needs of each of these segments. The paper concludes by recommending a range of strategic initiatives that should be used by the wine industry and its tourism partners to elevate the appeal of BC wine destinations in the international marketplace. This paper addresses the limitations of theoretical models of immigrant and ethnic entrepreneurship by observing that the pre- and post-migration experiences of business owners who entered Canada through the business immigration programme in the 1980s and 1990s were not, as these models assume, from the working class but members from the entrepreneur class. The orientation of that programme toward bolstering investments in provincial manufacturing sectors does not, however, coincide with business immigrants' accumulation strategies. Through an examination of two groups of immigrant manufacturers, East Asians and Europeans, the paper concludes that the post-migration accumulation strategies of each group differ because their pre-migration experiences with politico-institutional processes and structural developments in the (newly industrialising) economies of the Asia-Pacific and the (post-industrialising) Euro-American region differ. Although the `new' East Asian and `new' European immigrants face the same immigration selection process and the same opportunity structures in setting up a variety of light manufacturing rms in Canada, they differ substantially in their selection of a business language, in the continuation of their line of business, in their acquisition of production skills, in their reliance on product designs by others, and in their multicultural and co-ethnic employment practices. This is a paper about Alice Ravenhill, an under-scrutinized early twentieth-century colonial settler in British Columbia, Canada. It is also a paper about the relationship and deep connections that I developed with her through archival research, a relationship and set of connections that 1 suggest open new spaces to (re)consider present-day colonial power in British Columbia. Specifically, I propose that 'against the grain' archival readings of BC's past, with an emphasis on finding evidence of resistance to colonial power, can serve to distance the present from the past, thus positioning both contemporary geographies and researchers at work in the province today as existing in a different time and place than those of Alice Ravenhill and other colonial subjects. If, by reading 'along the archival grain' as I attempt to do in this paper, we (particularly those of us who live and work in BC today) instead understand ourselves as deeply and emotionally connected to colonial settlers like Alice Ravenhill, and if we understand their lives and work as similar to our own, there is a chance we might avoid some of their more egregious undertakings. Over the past few decades there has been increasing attention paid to 'shared' forms of governance and to the creation of new protected areas (PAs) that are designed to address 'non-biological' goals and values. The rationale for these initiatives has, in part, been based on the belief that well-designed systems of protected area governance will help to deliver desired outcomes and meet linked sociocultural, economic and environmental objectives. Addressing these questions has become increasingly important in British Columbia, where a number of First Nations are asserting increasing control over existing state-run protected areas, as well as establishing new protected areas and designing governance systems for them that deliver outcomes consonant with cultural beliefs, values and goals. This paper reports on an in-depth case study of the Tla-o-qui-aht Tribal Parks and the Pacific Rim National Park Reserve, with a focus on comparing how these physically adjacent protected areas with different objectives each attempt to meaningfully engage the Tla-o-qui-aht First Nation in PA governance. This paper presents an overview of British Columbia's (B.C.) educational history, interwoven with descriptions of textbooks. Focusing on social studies textbooks, this article explores change and continuity in the history of public schooling, paying attention to whether citizens were conceptualized as active, passive, or patriotic citizens. It identifies four key periods: the establishment of public schools in B.C., the rise of the Progressivist movement in the 1930s and reaction to it, advocacy of Bruner's structure of disciplines in the 1960s, and pendulum swings in philosophic orientations in the latter part of the twentieth century. The article illustrates connections between contemporary philosophies and textbooks, and identifies continuity and change in the content and aims of the textbooks. [ABSTRACT FROM AUTHOR]

Abstract: In this paper, a comparative review of the community forest models prevailing in two countries is made: the province of British Columbia in Canada and Cameroon in Central Africa. A series of assessment criteria emanating from community forest attributes in both jurisdictions were identified and employed as a basis for assessing and comparing the performance of both models. Results of this study revealed that fundamental similarities and differences exist in the two models and none of the models is superior to the other. However, it is argued that when both models are evaluated against specific criteria, one model often exhibits some sort of dominance vis-à-vis the other. To conclude, the paper prescribes a series of recommendations for improving the efficiency and quality of the community forest model in both jurisdictions. [Copyright &y& Elsevier]

Analysis of casual work in British Columbia is an important issue given that the increase in casual work has been greater in this province than in other provinces in Canada and given that the labour market has been substantially deregulated since 2001. In this paper, we analyse how individuals’ casual employment status affects their economic security based on a specially designed survey undertaken by the authors. We follow the ILO’s classification of the dimensions of economic security but, based on our findings, add a further dimension—Time security—As being of particular importance to casual workers. On the basis of these results, we analyse the policy interventions that might be necessary to increase the economic security of casual workers, policies which we suggest can best be conceptualized as providing a “security quilt”. Services offered by voluntary organisations are an integral but often overlooked component of health and social care. Of late, there has been a renewed interest in voluntary welfare provision as a viable alternative to state and market. Recent developments in welfare provision in Canada appear to have brought greater social care roles for the voluntary sector at the same time as new and arguably more restrictive funding and accountability mechanisms are being imposed by different arms of the state. To explore these issues more closely, the present paper examines the impressions and experiences of voluntary and formal sector providers of services for senior citizens and people with disabilities in a remote urban centre (population less than 100 000) in the interior of British Columbia, Canada. Two important operational pressures provide the context of the analysis: (1) reform of provincial government funding and regulation of voluntary services; and (2) the restructuring of welfare provision, especially in the areas of health care and social services. The authors found evidence of an escalating incursion of the state into local voluntary sector affairs that needs to be understood in the context of long-standing institutional links between government and ‘professional’ voluntary welfare provision in British Columbia. The results point to three important directions in contemporary local voluntary provision: (1) an emerging ethos of accountability, efficiency and competition in voluntary provision; (2) increasing pressure to centralise volunteer services; and consequently, (3) the potential erosion of flexibility and personalisation that are seen to characterise the voluntary sector. The water resources of Canada are today, and have always been, of major importance to the welfare of Canadians. Throughout most of Canada's history, these resources have been viewed within a supply–management framework and, frequently, exploited through the construction of ‘megaprojects’, often with little or no concern for issues such as environmental harm and social and community disruption. As in many parts of the world, those most affected by such large-scale water resource developments have been aboriginals (in Canada, ‘First Nations’ peoples). Although the issues of environmental, social and economic damage to First Nations as a result of water megaprojects have been investigated, little has been written about the impact of such projects – especially dam construction – on the loss of sense of place of deracinated peoples. This paper investigates one example of such loss of sense of place, that of the Cheslatta T’En forcibly removed from their ancestral lands in the 1950s so as to allow for the construction of a private hydroelectric dam by the Aluminum Company of Canada (Alcan). This study examines the extent and quality of climate adaptation integration within strategic plans of local governments in British Columbia, Canada. Strategic plans (n = 39) were assessed using plan content analysis in order to understand whether regional planning leads to adaptation action by municipalities. Framed through an institutional resilience lens, we find that regional policy guidance is critical for initiating the uptake of municipal climate adaptation; however, lack of granular adaptation policies informed by appropriate climate data constrains implementation in practice. Through collaboration and leveraging strengths of different levels of government, adaptation barriers can be addressed and the quality of adaptation policies improved. [ABSTRACT FROM AUTHOR]

The Interior Wetbelt (IWB) of British Columbia includes the globally rare Inland Temperate Rainforest (ITR) that if managed for its substantial carbon (C) stocks can contribute to Canada's Nationally Determined Commitment under the Paris Climate Agreement. We provide spatially explicit estimates of above‐ and belowground live and dead biomass and soil C stocks derived from three sources: (1) government online Vegetation Resources Inventory (VRI); (2) the GlobBiomass spatial dataset; and (3) field plots (n = 27) within old‐growth forests of the ITR. For live aboveground C, we summarize C stocks by elevation classes and decadal forest age. The upper bound on total C densities (above‐ and belowground live and dead biomass and soil C) based on VRI was a maximum of 806 megagrams (Mg) C ha−1. The mean total biomass C density measured in field plots was 583 Mg C ha−1 with a maximum of 1275 Mg C ha−1, which is on par with some of the world's most C‐dense temperate forests. About half the C is in live biomass pools with the rest in dead biomass and soil organic C pools. The mean C density from the VRI over all elevations was 182 Mg C ha−1, with soil organic C ~40% and live tree stems ~27%. Vegetation Resources Inventory estimates were 75% lower than field‐based measurements with the greatest mismatch in areas with the highest C density. Approximately 22% of the IWB has been logged, the majority since 1970s, resulting in live above ground C declining by at least 18%, although this is likely an underestimate. Logging was heavily concentrated in low (<1000 m; 28.3% of elevation zone) to mid‐elevations (1000–2000 m; 20.9%) compared with upper elevations (>2000 m; 1.2%). The region contains underappreciated C stocks that can help Canada meet its climate and conservation targets, but only if there are major forestry reforms that protect C‐dense old‐growth forests, allow degraded forests time to recover the logging‐related C debt, and improve monitoring of C stocks and stock changes. The territory of the Tlowitsis Nation spans the coastal area of Northern Vancouver Island, British Columbia. Seasonal travel routes, food processing spots, burial and cultural sites and other named places extend across the entire territory. Since the turn of the 20th Century Karlukwees, located on remote Turnour Island, became a central settlement for the Tlowitsis Nation. In the early 1960s the Nation was displaced from Karlukwees; this has led to community members becoming culturally, as well as physically, removed from their traditional territories. A rising urban population with little attachment to these lands has reduced the opportunity and ability for members to take an active and informed role in their community. This paper describes the Tlowitsis relationship to its island based homeland. Further, it explores how contemporary efforts to reclaim territories and mobilise the community within the context of the Canadian government land claims negotiations help to shape the ideal of what their island's past means for the future of the Nation. Abstract: Integrated surveillance of pathogens along the food chain and the multidisciplinary investigation of food hazards are considered international best practices. Integrated surveillance of Salmonella was initiated in British Columbia (BC), Canada in 2006. The objectives of this paper were 1) to describe the BC integrated surveillance experience, 2) to present findings from the integrated surveillance of Salmonella, and 3) to identify the components that enabled the program. Data about BC animal, food and human Salmonella isolates from 2006 to 2010 (n =5003) were centrally collated and analysed. Among chickens, chicken meat and humans, the most common serotypes identified were S. Enteritidis, S. Typhimurium and S. Heidelberg. An increase in S. Enteritidis in all three sectors in 2007–9 led to a multi-disciplinary and multi-sectoral investigation. An evaluation of the integrated surveillance program helped identify four critical program elements: dedicated people, cross-sectoral sharing and integration of data, multi-disciplinary analysis and interpretation of findings, and collaborative multi-sectoral response. Environmental movements depend on mass media to reach the public and shape political decision-making. Without media access, social movements experience political marginality. In this paper, we examine whether the internet is a more open space than traditional media for activists to speak on behalf of nature. Our analysis is based on newspaper coverage and environmental organization websites that focus on the conflict over the proposed Jumbo Glacier Resort ski resort in British Columbia. Environmental websites and mass media texts both define Jumbo Pass as wilderness and grizzly bear habitat, while focusing on ecological concerns as well as questions of local democracy. However, environmental group websites discuss a greater range of environmental risks and provide more detailed discussion of these issues. Environmentalist websites also integrate scientific experts and celebrity supporters to a greater degree than mass media texts, which are dominated by environmentalist, ski industry, and provincial government news sources. Abstract: In 2003, semi-structured interviews were conducted in British Columbia, Canada with participants obtained using a purposive sample on the ethnoveterinary remedies used for animals. Twenty-nine participants provided the information in this paper on the ethnoveterinary remedies used for reproductive health in dogs and cats. The plants used for pregnancy support and milk production in pets were raspberry-leaf (Rubus idaeus), motherwort (Leonurus cardiaca), flaxseed (Linum usitatissimum) and ginger (Zingiber officinale). Uterine infections were treated with black cohosh (Actaea racemosa) and goldenseal (Hydrastis canadensis). Most of the studies conducted on these plants have not been conducted on companion animals. This paper applies effectiveness as a criterion to measure the participation of First Nations'' participation in British Columbia''s environmental assessment process. Effectiveness is reviewed as a means to measure policy implementation and an expanded framework is proposed to measure effectiveness. The framework is applied to three case studies in north-central British Columbia to measure the effectiveness of First Nations'' participation in the EA process for mining development. All three cases failed to achieve procedural, substantive, and transactive efficacy and thereby failed to meet overall policy effectiveness. The policies used by the British Columbia government, including the relatively recent Environmental Assessment Act (1995), reflect a poor integration of First Nations people in the EA decision-making process with respect to mine development. Borders and bordering practices can be understood as both an act of sovereign authority and establishing the contemporary international system. The drawing of borders also simultaneously legitimizes the state's sovereign authority, creating a political community 'inside' borders through which modern politics takes place. These processes are especially pertinent for settler states such as Canada, whose sovereign authority over its recognized territory is contingent on the erasure of Indigenous sovereignty. However, Indigenous nations reject Canadian claims of settler authority and legitimacy, instead continuing to uphold their own modes of governance and relationships to territory. This contestation of settler territoriality is practiced in various ways, with this article exploring how energy utility governance and infrastructure act as bordering practices--that is, as a productive means of manifesting and demonstrating territorial authority. Through the British Columbia Utilities Commission's Indigenous Utilities Regulation Inquiry, we explore the contestation of territory through what we refer to as 'embedded bordering'. In doing so, we identify a tension between ongoing settler moves to dispossession alongside decolonial potential in the bordermaking practices of energy governance and infrastructure. Landslides in the Thompson River valley, British Columbia, Canada, have historically impacted vital transportation infrastructure, the environment and natural resources, cultural heritage features, communities, public safety, and the economy. To better understand and manage geohazard risks in Canada's primary national railway corridor, government agencies, universities, and railway industry partners are focusing research efforts on Ripley Landslide, 7 km south of Ashcroft. Electrical resistivity tomography (ERT) datasets collected in November 2013 (on land) and November 2014 (over water) were successfully combined and inverted into a pseudo-3D model that produced significantly deeper resistivity values than previously available in 2D profiles. The lithology, degree of saturation, porosity, presence of dissolved electrolytes, and temperature all influence electrical resistivity of earth materials in the landslide. Continuous (real-time) ERT monitoring began in November 2017 to characterize the long-term hydrological behavior of geological units in the landslide. Seventy-two electrodes were positioned in two arrays across the slide body and connected to a proactive infrastructure monitoring and evaluation (PRIME) system with internet access. PRIME resistivity results corroborate data from other geophysical techniques and hints at an unusual distribution pattern for surface moisture and groundwater in fractured bedrock and overlying clay-rich sediments containing vertical tension cracks and discrete sub-horizontal planar features interpreted as slide surfaces within pre-sheared zones. A greater understanding of the composition and internal structure of slope failures in the valley is gained at the site from terrain analysis and modeling of multi-dimensional geophysical datasets. This insight helps with the interpretation of multi-year monitoring datasets and will guide future efforts to record landslide activity in the valley, reducing stakeholder risks. Tree cavities provide a critical resource for cavity-nesting animals, and high quality cavities can be difficult for animals to acquire in habitats where competition is high. We investigated the breeding performance of Lewis's Woodpeckers in three habitat types in British Columbia, Canada in 2013 and 2014. We also assessed whether the number of nest competitors and cavity availability influenced the habitat specific breeding performance of this threatened cavity nesting species. We found that daily nest survival rate was lower in burned habitat (0.15 ± 0.08 (0.05–0.37)) than in live pine (0.72 ± 0.10 (0.51–0.87)) or cottonwood (0.69 ± 0.09 (0.51–0.83)) habitats. However, hatching success (the proportion of eggs that hatch) was lower in live pine habitat (0.59 ± 0.09 95% CI) than burned (0.77 ± 0.19 95% CI) or cottonwood (0.80 ± 0.07 95% CI) habitat, and the fledging success of successful nests in live pine and burned habitat (1.86 ± 0.31 and 1.88 ± 0.59 95% CI, respectively) was slightly lower than in cottonwood habitat (2.61 ± 0.45 95% CI). Consequently, Lewis's Woodpeckers in cottonwood habitat produced more fledglings per nesting attempt (2.05 ± 0.49 95% CI) than in live pine (1.53 ± 0.35 95% CI) or burned (0.79 ± 0.49 95% CI) habitat. Habitats differed in the number of nesting competitors and the number of suitable cavities surrounding active Lewis's Woodpecker nests. Our results showed that cavity density best explained breeding performance differences although the mechanisms remain unclear. There was no evidence that the number of heterospecific nest competitors, including the invasive European Starling (Sturnus vulgaris), explained or influenced Lewis's Woodpecker breeding performance. Cavity density influenced the productivity of successful nests but did not explain habitat differences in hatching success or daily nest survival. Further work is required to understand the mechanistic basis for the habitat specific breeding performance of Lewis's Woodpeckers. Habitat differences in breeding performance in British Columbia are not consistent with those in other regions, highlighting the importance of regionally-specific demographic data for managing species at risk. Managing the number of grizzly bear (Ursus arctos) mortalities to a sustainable level is fundamental to bear conservation. All known grizzly bear deaths are recorded by management agencies but the number of human-caused grizzly bear deaths that are not recorded is generally unknown, causing considerable uncertainty in the total number of mortalities. Here, we compare the number of bears killed legally by hunters to the number killed by people for all other reasons, for bears wearing functioning radiocollars and for uncollared bears recorded in the British Columbia (BC) government mortality database for the Flathead Valley in southeast BC. Between 1980 and 2016, permitted hunters killed 10 collared bears and 12 (9 known, 3 suspected) were killed by people for other reasons. This ratio differed (p < 0.0001) from the uncollared bears in the government database where 71 were killed by hunters while only 10 were killed for other reasons. We estimate that 88% (95% CI; 67-96%) of the human-caused mortalities that were not by permitted hunters were unreported. The study area may have low reporting rates because it is >40 km on a gravel road from a Conservation Officer office, so reporting is difficult and there are no human residences so there is little concern of a neighbor contacting an officer. Our results are likely indicative of other places that are road-accessed but far from settlements. We discuss the implications of sampling individuals for collaring and the possible implications of wearing a collar on the animal's fate. [ABSTRACT FROM AUTHOR]

This paper synthesizes data extracted from the literature and data collected in various studies by the author on the quantity, characteristics, and functional importance of coarse woody debris (CWD) in the old-growth forests of British Columbia (B.C.). There is little agreement in the literature about the minimum diameter of CWD or the number of decay classes recognized. In western North America, five decay classes are commonly used, but recent studies suggest fewer decay classes are preferable. Comparisons among decay classes and biogeoclimatic zones and subzones in B.C. reveal that quantities and volumes are greatest (up to approximately 60 kg/m[sup 2] and approximately 1800 m[sup 3] /ha, respectively), and CWD persists the longest (sometimes in excess of 1000 years) in the Coastal Western Hemlock (CWH) biogeoclimatic zone. The quantity and ground cover of CWD increase with forest productivity. Persistence of CWD has varied from less than 100 to over 800 years in two coastal (CWH and Mountain Hemlock (MH)) and three interior (Interior Douglas-fir (IDF), Interior Cedar–Hemlock (ICH), and Engelmann Spruce – Subalpine Fir (ESSF)) biogeoclimatic zones. Trends in CWD quantity with forest age in managed coastal B.C. forests suggest a U-shaped curve, with greater quantities occurring in recent cutovers than in old-growth forests, and lowest quantities occurring in middle-aged forests. This may be the normal trend in CWD with forest age, with departures from this trend resulting from disturbance- or environment-specific factors. Relatively large amounts of data exist on the characteristics of CWD in the CWH, IDF, ICH, ESSF, and Boreal White and Black Spruce (BWBS) biogeoclimatic zones, but such data for the Coastal Douglas-fir, Sub-Boreal Pine–Spruce, Sub-Boreal Spruce (SBS), and Spruce–Willow–Birch biogeoclimatic zones appear relatively sparse. There have been few studies of the functional role of CWD in B.C. forests, but those studies that have been completed indicate that CWD is an important habitat component for some plant and animal species. A total of 169 plant species, including >95% of all lichens and liverworts, were found to grow on CWD in old-growth forests in the CWH, MH, IDF, ICH, and ESSF biogeoclimatic zones. One third of these species were restricted to CWD. Studies in several biogeoclimatic zones have found that CWD provided preferred habitat for and was associated with higher populations of some small animal species, such as shrews, some voles, and some salamanders, in old-growth forests, but the effects varied with species and biogeoclimatic zone. The nutrient cycling role of CWD is not yet well known, but it currently appears to be relatively insignificant in B.C. old-growth forests. Although it has been considered that CWD could increase mineral soil acidification and eluviation, no evidence for this was found in a study of the CWH, MH, IDF, ICH, ESSF, BWBS, and SBS biogeoclimatic zones. Future studies of the functional role of CWD should consider both scale (square metre vs. hectare) and temporal (changes in CWD with forest age) issues, as studies including these are sparse and both may be important. Ochre is a red mineral pigment that was a key element of social and ceremonial practices among cultures of the Pacific Northwest Coast. It is recovered routinely from archaeological excavations, is visible as pigment for pictographs, and is described in the historical record as a trade item and component of ceremonial practices. Despite its ubiquity in the archaeological record, it is difficult to interpret its significance without first understanding the nature of its procurement and distribution. As a step towards identifying procurement practices, trade and resource use, it is necessary to thoroughly characterize ochre outcrops with regard to their intra-source and regional variability. We analysed ochre from three outcrops using INAA to determine their elemental chemistry. The purpose of this study is threefold: to provide an example of the range of elemental variability within and between outcrops, to illustrate the effect of scale and geomorphological processes on elemental compositions and statistical interpretation, and to create a database of known deposits in southern British Columbia. The results demonstrate that ochre deposits may be differentiated on the basis of their chemistry, and that conservative statistical interpretation needs to be employed to assess true elemental variability within and between ochre deposits and regions. ABSTRACT In British Columbia, Canada's westernmost province, unresolved Aboriginal claims to land remain highly contentious. Since the early 1990s, a unique treaty negotiation process has sought to resolve questions about land ownership and establish a new relationship between Aboriginal peoples and the Crown. After almost two decades, the limitations of this treaty process are increasingly evident and answers to the land question remain elusive. This article examines this treaty-making process through a property lens, focusing on how particular models of property are privileged by and produced through this approach to treaty. I argue that the treaty process, as currently structured, works to entrench dominant Western forms of property across Aboriginal territories in a highly separate and unequal manner, and as such, serves to reinscribe asymmetrical relations of power between Aboriginal peoples and the Crown. To a considerable extent, this asymmetrical approach to property making explains the lack of progress towards treaties. The final part of the article explores alternative approaches to treaty proposed by Aboriginal groups. I argue that these proposals, which reflect Aboriginal understandings of property, offer a new and more promising direction for treaty making. In particular, the emphasis on sharing lands and resources, as well as the wealth generated from these, provides a path to reconcile competing property interests and to build a new and more respectful relationship between the Crown and Aboriginal peoples. I suggest that the difficulties of treaty making in British Columbia reflect broader challenges associated with land restitution and reconciliation in settler colonies. [ABSTRACT FROM AUTHOR]

Constitutional and institutional legacies were combined to create a very decentralized forest policy sector in Canada. Where coherent policy requires a national response-as is the case with adaptation to climate change-the critical challenge is to locate the relevant decentralized policy capacity and steer it toward meeting national objectives. While there is some evidence that significant policy capacity exists in provincial forest and resource management departments, climate change adaptation has led to an expansion of departmental mandates that is not being addressed by better coordination of the available policy capacity. The relevant federal agencies are not well represented in information networks and forest policy workers report lower levels of internal and external networking than workers in related policy subsectors. Introduction of the harmonized sales tax has upset much of the BC public, particularly for its perceived impact on the cost of living. This study examines misconceptions over the coverage, operation, and consumer impacts of the HST relative to the retail sales tax that it replaced; the study explains their structural and operational differences. Previous forecasts of the consumer impacts are reviewed and tested by the first quantitative analysis for British Columbia based on data since the HST was implemented. The key finding is that the HST has raised BC's cost of living by 0.5 to 0.6 percent, which is consistent with businesses having passed through to consumers all of their tax savings related to in-province sales. The study offers policy options for offsetting even the small consumer impact of the HST and improving its public acceptance. [ABSTRACT FROM AUTHOR]

The macfarlanei subspecies of the Western Screech-owl (Megascops kennicottii) resides in the dry southern interior of British Columbia and is federally endangered in Canada. We captured and radio-tagged 11 adult screech-owls (6M, 5F) between July 2005 and January 2008 to collect ecological information needed to direct effective conservation. We collected point radiolocations from tagged owls to estimate seasonal and year-round home ranges with the 95% isopleth of the utilization distribution calculated using fixed kernel methods. Screech-owl home ranges averaged 64.5 ha (s = 10.6, n = 5), with no substantial difference in size between males and females. Owls used considerably smaller areas during the breeding season (t = 20.4 ha, s = 15.3, n = 7) than the non-breeding season (x = 88.6 ha, s = 44.5, n = 6). During the breeding season, males and females of a single pair overlapped extensively, whereas outside the breeding season very little overlap occurred within pairs. We did not detect overlap between neighbouring pairs. Home ranges of Western Screech-owls were highly associated with riparian forests; most screech-owls had ⩾10 ha of riparian forested habitats within their home ranges. The incidence and severity of forest fires are linked to the interaction between climate, fuel and topography. Increased warming and drying in the future is expected to have a significant impact on the risk of forest fire occurrence. An increase in fire risk is linked to the synchronous relationship between climate and fuel moisture conditions. A warmer, drier climate will lead to drier forest fuels that will in turn increase the chance of successful fire ignition and propagation. This interaction will increase the severity of fire weather, which, in turn, will increase the risk of extreme fire behaviour. A warmer climate will also extend fire season length, which will increase the likelihood of fires occurring over a greater proportion of the year. In this study of the North Okanagan area of British Columbia, Canada, the impacts of climate change of fire potential were evaluated using the Canadian Forest Fire Danger Rating System and multiple climate scenario analysis. Utilizing this approach, a 30% increase in fire season length was modelled to occur by 2070. In addition, statistically significant increases in fire severity and fire behaviour were also modelled. Fire weather severity was predicted to increase by 95% during the summer months by 2070 while fire behaviour was predicted to shift from surface fire-intermittent crown fire regimes to a predominantly intermittent-full crown fire regime by 2070 onwards. An increase in fire season length, fire weather severity and fire behaviour will increase the costs of fire suppression and the risk of property and resource loss while limiting human-use within vulnerable forest landscapes. An increase in fire weather severity and fire behaviour over a greater proportion of the season will increase the risks faced by ecosystems and biodiversity to climatic change and increase the costs and difficulty of achieving sustainable forest management. The article reports on a study about the intensity of anthropogenic marine activities in the exclusive economic zone (EEZ) of British Columbia, Canada. The study used a Geographic Information System (GIS) approach by mapping spatial information for 39 marine activities which include transportation and infrastructure uses, commercial and recreational fishing areas, and terrestrial activities along the coast of British Columbia. The study showed that an estimated 83 percent of the continental shelf of British Columbia is being used by humans. According to the author, the analysis provides a baseline for evaluating future changes in the state's marine environment as well as assist in identifying areas of conservation potential.

This article discusses the determination of snow water equivalent by acoustic impulse of snowpacks in Saskatchewan and British Columbia, Canada. Depth and density of snow layers was estimated by seismological techniques and frequency-modulated continuous wave radar. This method also estimates the tortuosity of snow. The authors compared the acoustic sounding method with gravimetric sampling to determine snow water equivalent. According to the authors, correlation variations were primarily found with higher water contents and in areas where multiple layers were found.

The Canadian welfare state has changed significantly in the last decade with the federal devolution of policy responsibilities creating opportunities for some provinces to adopt American social policy ideas. Given the expectations of resilience and non-convergence, in the welfare state literature, this article addresses the issues of policy change by demonstrating that the movement of British Columbia's labour and social policy towards international neoliberal norms, including policy examples set in many US jurisdictions, have produced limited convergence. We suggest that this indicates that more change has occurred and is occurring in the Canadian welfare state than the resilience model or comparative public policy literature would indicate. Some models anticipate that liberalized agricultural trade will lead to increased crop diversity, while other models make the opposite claim. These positions were explored in southwestern British Columbia, Canada where, between 1992 and 1998, government subsidies and other measures designed to protect horticultural farmers were lifted, exposing these farmers to foreign competition. Public hearings on the future of agriculture provided an opportunity to tap the knowledge and experience of people affected by this transition. Analysis of transcripts from these hearings, which was confirmed by industry data, shows that trade liberalization has led to the loss of the local fruit and vegetable processing industry. Stakeholders saw the loss as a major factor affecting the choice of crops grown locally. To test this assertion, crop diversity data were analyzed, differentiating crops grown for the processing industry from those grown for the fresh market. Results show that crop diversity increased for processing crops but not for fresh crops. Farmers who used to produce commodities for the fruit and vegetable processing industry seem to have been forced to find new crops to cope with the decline in the processing industry. Here then is a case where the effects of trade were indirect (they were mediated by another variable: the loss of the processing industry) and variable (they differed for the two groups of crops). This may have significant environmental implications as scientific research shows that diverse agro-ecosystems are better able to withstand pest outbreaks and require less agri-chemicals than simple systems. Abundant and well-preserved Early Jurassic ammonite assemblages occur in the Taseko Lakes map area on the Cadwallader Terrane in the southern Coast Mountains of British Columbia. The ammonite assemblage described herein includes nine genera and 14 species, most of them already known from classical localities of northern and southern Europe. The presence in particular of Caenisites brooki (Sowerby) and C. turneri (Sowerby) permits high-resolution correlation with the Turneri Zone of the north-west European Sinemurian zonation. The specimens were collected at four localities but most come from an olistolith where the ammonite assemblage is dominated by Coroniceras ( Paracoroniceras) mutabile Macchioni, Smith and Tipper, associated with Lytotropites fucinii (Bonarelli) and Hypasteroceras montii (De Stefani). The latter two species, whose exact age is here established for the first time, have a Mediterranean distribution. [ABSTRACT FROM AUTHOR]

Achieving forest sustainability in a low-population density society such as British Columbia (B.C.) poses different problems to those of South America. British Columbia has experienced the same problems as most of North America, in that for a century or two its forests have been plundered to support rapid economic growth. The Province has nowto adjust to lower rates of extraction of forest products. Increasedawareness of the services a forest provides, besides the provision of wood products, is leading legislators to revise substantially forest management practices. We report on scientific analyses of the only well-preserved ancient human body ever recovered from a North American glacier. The body was found high in the mountains of northwest British Columbia at about 80 km from the nearest point of the strongly indented coast of southern Alaska. The geographical location suggests that the young man, aged about 20 years, could have lived either on the mild coast or in the continental interior. Preliminary environmental scanning electron microscopy (ESEM) and light microscope studies of the contents of the digestive tract reveal pollen of an intertidal salt-marsh plant and pieces of a marine crustacean. Remains of coastal zone plants (a fruit of a flowering plant and a needle of a coniferous tree) had adhered to the deceased's robe. Stable isotope analyses of bone and muscle show that more than 90 % of the dietary protein was from marine sources. We conclude that this individual had strong coastal connections during his life and had been on the coast shortly before he died about 550 to 600 years ago. [ABSTRACT FROM AUTHOR]
