This paper represents one of the most recent and pertinent studies conducted in Afghanistan, aiming to address the societal imperative of comprehending the factors behind the fall of the Republic government and the subsequent rise of the Taliban to power. Furthermore, the paper seeks to analyse public attitudes towards the current situation. Employing a quantitative approach, the research utilizes a descriptive-analytical method through questionnaires and the participants include social media activist, students and universities professors, the data collected by online survey according WhatsApp, Facebook messengers, telegram, email and other social media groups from different ethnic groups. The findings of this research have identified several pivotal factors contributing to the ascent of the Taliban to power, including the US-Taliban agreement in Doha, Qatar; political disparities; administrative and financial corruption within the Republic's administration; Pakistan's support for the Taliban; the previous government's accord with the Taliban; ethnic dominance; robust military morale of the Taliban; and proficient war management by the Taliban. Afghanistan, as a multi-ethnic society, witnesses political dynamics predominantly rooted in ethnic affiliations. The majority of respondents express dissatisfaction with the current Afghan situation, displaying significant concerns for the populace. Foremost concerns, in terms of prioritization, encompass poverty; closure of girls' schools; restrictions on women's education and employment; escalation of civil unrest; mono-ethnic rule; ethnic conflicts; emergence of ISIS; ethnic marginalization; violations of citizenship rights; political participation and legitimacy crises; and authoritarianism. Consequently, to address the political crisis and establish a viable system, the research concludes that while Pashtuns lean toward a centralized system, Hazaras, Tajiks, Uzbeks, and Turkmens evince greater interest in a decentralized structure.

Higher education consists of a wide array of education programs, some of which closely involve both domestic politics and issues that transcend national boundaries. This paper explores a controversial and highly contested higher education program that is shaped by a post-conflict affected context and transnational politics. Based on the case study of a new Vietnamese language studies program in Cambodia, the paper demonstrates that when post-conflict education and transnational politics intersect with one another in many ways, post-war higher education reconstruction becomes a platform where stakeholders such as youths and national and international governments contest and negotiate influence and change. By critically examining the relations between educational phenomena and historical, national, and geopolitical dynamics in a post-conflict environment, the paper discusses key factors of higher education reconstruction in the aftermath of social upheavals and mass atrocities. It also offers a fresh perspective on the multifaceted dynamics of a higher education program which involves public protests, state intervention, transnational disputes, and inter-state relations.

The 'overseas Filipino workers' (OFWs) are the largest source of US dollar income in the Philippines. These state-sponsored labour migrations have resulted in an exodus of workers and professionals that now amounts to approximately 10% of the entire country's population. From a temporary and seasonal employment strategy during the early American colonial period, labour export has become a cornerstone of the country's development policy. This was institutionalised under the Marcos regime (1965-1986), and especially in the early years of the martial law period (1972-81), and maintained by successive governments thereafter. Within this context, this paper investigates the relationship between Marcos' 'New Society' agenda, the globalization of migrant labour, and state sponsorship of labour exports. In particular, it analyses the significance of attempts made to deploy education policy and educational institutions to facilitate the state's labour export drive. Evidence analyzed in this paper suggests that sweeping reforms covering curricular policies, education governance and funding were implemented, ostensibly in support of national development. However, these measures ultimately did little to boost domestic economic development. Instead, they set the stage for the education system to continue training and certifying Filipino skilled labour for global export -- a pattern that has continued to this day.

While there have been myriad and significant changes in technology, geopolitical relations, environmental shifts and political upheaval, we are still plagued with social inequalities, injustice, warfare and xenophobia, all of which frames our context and contextual analysis. September 11 was a global event or moment because it happened in the United States, and this is not inconsequential to how global hegemony and international relations are configured and unpacked. Had 9/11 taken place elsewhere, would we have taken as much notice? Invading Iraq, like invading Vietnam, and like myriad other examples of deleterious and nefarious experiments in militarization, ultimately foments the contrary of peace, solidarity and social justice. This paper explores the two decades after 9/11, emphasizing the centrality of peace and the need for critically engaged and transformative education.

Border conflict is the product of aggression between the nations. Borders are not just physical barriers, but also psychological barriers between the neighboring countries. The Union Territory Jammu and Kashmir (J&K) is experiencing hostility and displacement since independence of India and Pakistan in 1947. The uncertainty continues, especially for the villages close to the border where incidences of firing are quite frequent. During conflict in border areas, the rights of a children i.e. the right to life, the right to education, the right to be with family and community, the right to health and the right to be nurtured and protected are severely violated and compromised. This paper aims to understand the impact of border conflict on the education of children in the Jammu region. This study adopted qualitative method in which, thirty children living in the bordering villages, of the age group between 10-14 years were interviewed. Phenomenological analysis is used to explore the lived experiences of the children. The findings of the study described the impact of border conflict under four sections viz. (a) disturbed school functioning and student hood; (b) frequent dislocation due to intense concern for security; (c) multiple impediments in sustaining education during conflict; and (d) tangled aspirations and hope for future among the children.

Recent research has focused either on the internationalisation of China's higher education (HE) as soft power, or on soft power with 'Chinese characteristics'. There is a paucity of research combining these two foci. This paper fills this gap by: (i) unravelling the meanings and features of the 'Chinese characteristics' embodied in the policies of President Xi Jinping's new regime that seeks to rejuvenate the 'civilisational state' through internationalising HE as soft power; (ii) analysing the implications and complications therein; and (iii) exploring the predicaments and paradoxes as China seeks to construct a Sino-centric world order alongside, if not atop, the Westphalian system. It demonstrates how the internationalisation of HE as soft power with 'Chinese characteristics': finds its legitimacy in a historico-cultural narrative; rides on the tide of the current global norms/practices; builds on national agenda/priorities; and is running into conflict with the West which is pursuing its own similar interests.

Each country should look beyond the nationalistic stories and the everyday self-images popularly disseminated. UK students deserve an environment where school curricula, public debate, politics, media and memorials give balanced, factual and ethically informed narratives about Britain's past and current dealings with other races and nations. A mythical 'great' Britain underpins a 'racialized consciousness' shaping attitudes to race equality issues at home today and how of contemporary commercial colonialism is evaluated. 'White' is a socially constructed composite ethnicity with exclusionary and subjugating characteristics. With different national roots, and played out differently in different countries, the 2020 Black Lives Matter protests point to common, enduring global inequalities and injustices with 'white priority' at their root. This paper focuses principally on the school curriculum, its content and, how it is experienced and assessed. It examines understanding of, and attitudes towards, five interlocking themes: slavery; colonialism; 'righteous' wars; contemporary exploitative engagement with lesser developed nations; and racial and class inequalities in today's Britain. The limited current state of understanding of these issues poses challenges to the extension of multicultural education into meaningful antiracism and action for social justice. The school curriculum is only one part of wider action required to address (mis)understandings of Britain's past and present colonialism, to recognise current race related injustices at home and abroad and to resituate notions of 'belonging', ethnicity and equal worth. Even 'correcting' these perceptions, bolstered by the widespread 'Black Lives Matter' protests in many countries, will not lead to sustained improvements in racial justice without significant adjustments to legal, social and especially economic infrastructures.

Archives in financial institutions can often appear detached from reality, less relevant in reporting political facts and the documents mostly reveal redundant financial details. Yet financial institutions hold reliable primary information and their files contain insights of international historical relevance. Through the analysis of documents kept at the historical archive of the the Italian Bank for China (now in Archivio Storico UniCredit) it is possible to contextualize the bank's activity in the first half of the twentieth century in relation to historical facts of the first republic, China. In this article, the author unveils how the Banca Italiana per la Cina was involved in financial and political events concerning the Chinese and Italian governments. In the documents and correspondence written by the bank's management the facts are described with real perception of the situations. Scientists and diplomats have significant differences in professional skills, activity time and work content, but they should work together. With the deepening impact of science and technology (S&T) on socio-economic development and international relations, S&T has become a crucial component of national strategies, particularly for diplomacy. There is a need for scientific evidence and advice, meaning that mastering more knowledge and skills in S&T would be helpful in negotiations. This paper analyses the ideas of S&T diplomacy, including a review of its 40-year history in China, its definition (with detailed connotations) and its characteristics. The paper focuses on the significant role of people-to-people communication in S&T, which may inform future work. Five suggestions are given to strengthen the strategic planning of S&T diplomacy: (1) A more clarified, strategic goal of future-oriented S&T diplomacy is required; (2) It is important to build a theoretical system for China to describe S&T diplomacy; (3) The creation of a global S&T cooperation map that adapts to the new type of international relations would be valuable; (4) Fairness and justice shall be maintained, while a reform of the global S&T governance system is promoted; (5) It is a must to adhere to bottom-line thinking and strengthen risk prediction and emergency responses. The topic of the article is the place of history in the development of cultural relations between Czechoslovakia and Italy between 1948 and 1989. Cultural relations are an inseparable part of bilateral relations between countries, and this is true in the case of the complicated relations between Czechoslovakia and Italy in the period from the rise of the communist regime in Czechoslovakia in 1948 to its demise in 1989. History, in its various forms, also had an indispensable place in these relations. This was due to the general fact that the regime in Czechoslovakia used historical themes and adapted their content as part of its promotional action not only for its own population but also in international relations. It was also due to the specific features of the historical development of the two countries and a number of common features. This paper deals with the wide range of traces that the question of history has left in Czechoslovak-Italian relations. First, it concerns the question of historical scientific research carried out by Slovak and Czech scholars (historians or archivists) in Italy based on a cultural interstate agreement, an agreement between academies of sciences or outside the framework of agreements, and the formal and informal relations between professional historians of both countries. Another aspect examined is the place of historical themes in cultural, popularization and propaganda activities in the form of films, lectures, exhibitions, museums, celebrations. To what degree are historical animosities regarding another country relevant for foreign policy in the face of changes in the security environment? This paper seeks to answer this question in the context of Korea–Japan relations. While pundits have pointed to the Korean public's negative views of Japan—rooted in the colonial experience—as the explanation for the lack of cooperation between Japan and Korea in the security field, this paper argues changes in the level of common external threat can shift the public's priorities from perceived historical injustices toward the needs of security. Surveys from the period when the security environment was shifting markedly—the final years of the Cold War (1986–1990)—reveal that public opinion regarding Japan relative to other powers in the region began to deteriorate only after the security environment improved, pointing to a limit to the extent that "history" trumps security. Greece and Albania are two countries that confronted each other several times during the first decades of the 20th century. The fact that both Albanians and Greeks were living for centuries in the same geographical region (Epirus) caused several disputes and the intervention of the Great Powers. However, after several years of armed or political confrontation (1913-1945), Greece understood the necessity for peaceful coexistence. This paper argues that Ireland has been a consistent contributor to peacekeeping since 1958 and examines how the nature of Irish participation has evolved. The maintenance of an effective UN forms a key objective of Irish foreign policy within which peacekeeping and a policy of military neutrality have come to play a central role. In 1993, Ireland revised the legal basis for participation. This brought about a fundamental change in policy, after which participation in peacekeeping not specifically of a police nature was permitted. Ireland displays evidence of both self-interest and altruism in relation to peacekeeping. Unlike many other European countries, it did not ‘withdraw’ from engagement during the 1990s. Despite greater clarity around decision-making processes in recent years, it is still difficult to discern a clear Irish policy strategy. Challenges identified for the future include the changing nature of UN peacekeeping, budget limitations and downsizing of the Defence Forces, legal obstacles to participation in non-UN approved missions, risk assessment, national caveats and a lack of clear doctrine. On January 23, 2013 the Philippines alerted the international community that it had initiated a case against China in to help resolve the dispute regarding China's continuing move into the South China Sea. The body set to hear the case against China is the United Nations Convention on the Law of the Sea (UNCLOS). China's response was presented in a scathing 93-point rebuke of the Philippines. China claims that the Philippines has not followed proper channels in trying to resolve territorial disputes, and China remains willing to discuss this at a bilateral level. For their part, Philippine officials claim that China is bullying its way into hegemonic control of the South China Sea. This paper presents a contextual understanding of the current situation with an eye toward history as a way through this potential geopolitical crisis. Based on precedent in the area and in world history, I argue in this paper that the Philippine government's reliance on the UNCLOS to arbitrate with China in the South China Sea is a gamble that will result in greater harm than good for the region. The interconnection of politics and memory has become especially relevant in the political processes of the twentieth century, due to the need to rethink historical heritage and to understand the impact of history on the course of events. The past century, fraught with ethnic conflicts, reaffirms the importance of the impact of historical memory on inter-ethnic and inter-state relations. Studying the Ukrainian-Polish cooperation, she came to the conclusion that the policy of historical memory is the subject and instrument of foreign policy of modern states. Recent research and publications analysis. Reconsideration of the pages of history, formation and significance of memory politics in political life were worked by: G. Motyka, Y. Grytsak, B. Osadchuk, T. Zhurzhenko, M. Marynovych, M. Ryabchuk, N. Yakovenko, E. Thompson, F. Boll, O. Miller, N. Gorskaya and S. Trochimchuk. The most fundamental theoretical works on the study of memory belong to such researchers as: P. Nora, M. Halbwax, P. Recyor, P. Hatton, J. Assman, A. Nixenthitis. Paper objective. The main purpose of the study is to show that history is an instrument of foreign policy and improvement of bilateral relations, a factor that has contributed to the construction of the European Union. The article analyzes the relationship between politics and memory in postwar Europe, and emphasizes the influence of historical memory on the interstate relations of the countries of Western and Central Europe. Following the example of the foreign policy of France, Germany and Poland, it is emphasized that Europe, in the postwar period, created a new culture of memory, which is called the “culture of repentance”. It is proved that the countries of Western and Central Europe have formed a model of peaceful coexistence and achievement of social understanding based on reconciliation with the conflict past. Historical memory has become an object and instrument of foreign policy. This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia's Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan's growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia's basic policy regarding the exclusion of Japanese permanent settlers. "The Nature and Scope of Diplomatic History" is an article that explores the field of diplomatic history, which focuses on the interactions between states and their representatives. It discusses the nature of diplomacy and its role in shaping international relations, as well as the study of treaties, alliances, war and peace, and the influence of non-state actors. The article also acknowledges the challenges and limitations faced by diplomatic history, such as its focus on state actors and official sources. It highlights the interconnectedness and evolving nature of history, diplomacy, and diplomatic history, and emphasizes the multidisciplinary approach of the field. Until recently, Australia's cricketing past has been coloured by an anglocentric bias. Australian cricket writers, players and administrators mainly have deemed Australian series with subcontinental countries of much lesser importance than Ashes contests. In surveying Australia's cricketing relations with the subcontinent from the 1880s until Australia's first fully fledged official tour of the region in 1959–1960, this paper seeks to redress this imbalance. The paper explores how initial cricketing relations were viewed within the prism of Australia's traditional cricketing ties with England. This did not alter with India's attaining official Test match status in the 1930s. Australian tours of India were confined to unofficial teams, and it was not until 1947–1948 that the first official exchange occurred. As this paper documents, the importance of subcontinental cricket tours increased after the war, as both Labor and Liberal Coalition governments encouraged the use of cricket to foster diplomatic ties at a time of increasing decolonisation and when Indian and Australian external relations were ideologically opposed. The governments' efforts were not fully supported by many Australian cricketers and administrators. While some, such as the Australian captain Ian Johnson, embraced cricketing diplomacy, many of his colleagues coloured these new cricketing worlds with old Australian prejudices. It is customary to argue that foreign policy is very much dominated by the executive, with parliaments wielding limited influence. However, with the exception of the US Congress, legislative‒executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention. Drawing on a principal‒agent framework, this collection scrutinises the conventional wisdom of ‘executive autonomy’ in foreign affairs, indicating that even though parliaments have arguably become more involved in foreign and security policy over time, any notions of parliamentarisation need to be treated with caution. While expectations of consensus in the name of the national interest continue to play an important role in foreign policy decision-making, the papers highlight the role of party-political contestation structuring parliamentary debates and votes in this increasingly politicised issue area. This introductory paper introduces the analytical framework and hypotheses guiding the contributions in this collection, summarises their main findings and suggests avenues for future research. After World War II, Japan became a major recipient of foreign aid from the USA. As Japan's economy improved in the 1960s, it played a significant role as a global aid donor in world politics through its Official Development Assistance (ODA). This commitment continued into the 1990s when Japan, as one of the leading proponents of the concept of human security, began providing humanitarian aid to more countries across the globe. To better understand the notion of human security in international politics, this paper examines Japan's endorsement of the concept in its foreign policy strategy. This paper provides an overview and critical assessment of Japan's Grant Assistance for Grass-Roots Human Security Projects (GGP) in the state of Sabah in East Malaysia from 2000 to 2021. This paper argues that different contexts and circumstances in the state of Sabah require further study, especially for understanding Japan's focus and concern in the area of basic human security needs, as enshrined in the GGP philosophy. Despite Japan's GGP objective as part of its foreign policy to promote human development, the execution of its foreign aid in Sabah does have issues. This paper concludes that the implementation of Japan's GGP necessitates greater inclusion, particularly for other vulnerable groups and underdeveloped areas in Sabah. The purpose of this paper is to examine the stability and toughness of North Korea's political regime from the perspective of radicalism and gradualism of the market economization. Since it is believed that gradualism keeps the regime stable. I examined the hypothesis that North Korea and Cuba effectively abandoned their socialist planned economy and introduced market economization after witnessing the economic crisis in China and Vietnam during the Cold War. As a result, North Korea and Cuba experienced the economic crisis and gradual economic development after the Cold War. The socialist planned economy remained an ideal in North Korea. This paper focuses on understanding the different evolutions of business' associational paths in post-Import Substitution Industrialization (ISI) Chile and Uruguay, offering an explanation at the crossroads of the institutional change and international trade literatures. The argument is that the different forms in which ISI institutions were transformed during the liberalisation period facilitated a greater mobility of factors to different degrees, triggering divergent enduring associational strategies on the part of business. The proliferation of narrow-based special benefits during the ISI fuelled preferences for the formation of sector-based coalitions oriented towards rent-seeking activities. Nevertheless, while ISI regulations were displaced in Chile during the military period, Uruguay followed a gradual process of layering of new rules alongside old ones. These diverging strategies, having different effect on established inter-sectoral regulatory distortions, propitiated alternative associational paths of local business. [ABSTRACT FROM AUTHOR]

Research has made great strides in understanding how and why organizational actors use the past. So far, scholars have largely focused the level of analysis on the organization, without exploring the intertwined nature of historical claim-making with the organizational field or society at large. This article extends the status quo by conceptualizing the role of context for organizational uses-of-the-past. It identifies three key aspects of context that shape how history contributes to the social construction of reality: the existence of multiple audiences, the landscape of pre-existing historical narratives and the experience of social practices giving credibility to historical claims.By analysing the historical case of German business in colonial India, the paper makes three broader claims that could move research toward a more contextualized conception of the uses-of-the-past: (i) historical claims are validated in a continuous dialogue with multiple audiences; (ii) they revise previously existing narratives by critiquing or 'outpasting', i.e. invoking earlier origins; (iii) they often result in 'rhetorical frictions' that require continuous and skilful history revisions to mitigate emerging conflicts in their reception. By contextualizing the uses-of-the-past in this way, the paper moves beyond 'hypermuscular' organizational actors bending history to their will and foregrounds the situated nature of historical rhetoric. This paper offers an introduction to the following papers, which represent the results of a round table at the Nordiska Historikermöte 2004 in Stockholm. It discusses the renewed interest in the study of diplomacy and international politics. This revival during the past few decades is sometimes not more than a reinvention of the old diplomatic history. However, it is also influenced by the history of ideas, as elaborated by Anglo‐American historians, and modern cultural sociology. Over the past two decades, South Africa has sought to perform several roles on the world stage, such as the economic dynamo of Southern Africa, a diplomatic heavyweight representing the African continent, and a norm leader on the world stage as a so-called ‘middle-power’. Although South Africa's evolution and rise as an important player in global affairs has generated a welcome body of critical scholarly literature, comparatively little analysis has been allocated to understandinghownorm dynamics and the country's ever-evolving international identities have enabled it to construct and reconstruct its ‘interests’. Social constructivism is best suited for such an analysis because it can operationalise norms, commitments, identities, and interests, and it provides the epistemological tools to map the increasingly multilateral connections between global, regional, and domestic forums. By employing a rationalist approach to constructivism, this paper remedies the aforementioned gap in the literature by illustrating how South Africa constructs and reconstructs its identities and interests in relation to membership in international organisations (IOs). To that end, the paper examines the evolution of South Africa's participation in the African Union (especially ‘peacekeeping’ contributions) and the International Criminal Court. The paper concludes by assessing the theoretical implications and practical ramifications of the norm dynamics involved in South Africa's commitment to these two IOs. [ABSTRACT FROM PUBLISHER]

The positive role that external powers can play in the creation and maintenance of security in regions has long been ignored; external interference is generally perceived as detrimental to the ability of a group of states to function as a community. However, this paper argues that in the case of ASEAN, the presence of external actors allows the group to function as a community that also provides and ensures security. This paper furthers the debate regarding ASEAN's security functions.
