Aims: This paper describes the investments made, approaches taken and lessons learnt by three rural Australian academic health departments engaged in the delivery of the Health Career Academy Program (HCAP). The program seeks to address the under‐representation of rural, remote and Aboriginal populations within Australia's health workforce. Context: Significant resources are directed towards rural practice exposure for metropolitan health students to address workforce shortages. Fewer resources are directed towards health career strategies that focus on the earlier engagement of rural, remote and Aboriginal secondary school students, those in Years 7–10. Best practice career development principles highlight the importance of earlier engagement in the promotion of health career aspirations and in influencing secondary school student career intentions and uptake of health professions. Approach: This paper describes: delivery contexts; the theory and evidence that has informed the HCAP; program design, adaptability and scalability; program focus on priming the rural health career pipeline; program alignment to best practice career development principles; enablers and barriers confronted in program delivery, and lessons learnt to inform rural health workforce policy and resourcing. Conclusion: There is a need to invest in programs that seek to attract rural, remote and Aboriginal secondary school students to health professions if Australia is to develop a sustainable rural health workforce. A failure to invest earlier undermines opportunities to engage diverse and aspiring youth in Australia's health workforce. Aim: This paper discusses four main strategies for addressing nursing shortages that have been persistent, widespread and growing. Fallout from the COVID‐19 pandemic might offer valuable impetus to address this tenacious challenge. Background: Nursing shortages are common, widespread and have been persistent for most of a century. Many of the reasons behind these shortages are well known and are themselves enduring, as are the types of strategies put forward for addressing them. These strategies can generally be classified into four main categories: enhancing retention, improving recruitment, encouraging return to practice and drawing on international human resources. The COVID‐19 pandemic is the latest major threat to ensuring a sufficiently sized and skilled nursing workforce. Many nurses have succumbed to burnout as well the plethora of factors that predated the pandemic and have a negative impact on nurse wellbeing, turnover and intention to leave. Sources of evidence: This discussion paper draws on international sources of evidence. Discussion/conclusion: This paper highlights how many of the factors behind and strategies for addressing nursing shortages at the local, national and global levels are widely studied and known. A sustained combination of strategies that focus both within and beyond health and nursing, including on the broader social context, is necessary. While COVID‐19 has been extremely damaging, it might present an opportunity to make sustainable, effective reforms to address nursing shortages. Implications for policy: Knowledge users must recognise that a combination of approaches across the gamut of policies that influence nursing workforces is necessary to address nursing shortages. The #BlackLivesMatter Movement has amplified the role of social media in visibilising anti‐Black violence. Drawing on the narratives and expertise of those who have experienced anti‐Black racism, this paper employs the theoretical concept of racial dignity to highlight how young African Australians participate in racial discourse on social media. The findings of this paper demonstrate that social media is a significant site where Black African youth reclaim racial dignity through: 1) reversing the white gaze; 2) recognising and calling out anti‐blackness; and 3) cultivating and engaging in communities of healing and belonging. Through these digital practices, Black African youth in Australia foster racial agency that promotes positive self‐recognition, racial resilience and racial dignity. We argue, therefore, that social media offer Black African young people in Australia spaces to engage in positive expressions of Afro‐blackness and challenge anti‐blackness in ways that are safer to them than in physical, offline settings in white contexts. Taking a historical perspective, the paper moves between a broader analysis of the forced extraction of Indigenous labour by the state and private enterprise and the violence against Indigenous people which accompanies it. Service providers commonly understand development projects in Indigenous Australia to play out at the intersection of a pre‐existing binary between Indigenous and non‐Indigenous groups. It follows that effective development practice is seen to depend on building partnerships across the 'intercultural' divide. Instead of taking this assumption as a baseline from which analysis proceeds, I draw on Karen Barad's theory of 'intra‐action' to show how an Indigenous/non‐Indigenous binary is continually produced in the context of a development NGO working in Central Australia. Based on fieldwork as a volunteer within this NGO, I demonstrate how the 'intra‐action' of community development process produces forms of difference and relatedness for non‐Indigenous NGO staff, and for the Aboriginal community. I argue that in spite of calls for deeper engagements, the community development apparatus continually performs separateness as the ethical framework on which the project proceeds. Objective: With little research investigating older Australians' experience of companion animal (pet) ownership or wildlife encounters, this paper focuses on the value of animals in their lives. Methods: Three online focus groups explored 103 older adults' lived experience of home and community, with this paper focused on interactions with animals—companion animals and wildlife. Results: Most (60%) had at least one pet, which brought love and joy into their lives. Reflexive thematic analysis identified three themes: pets as family; challenges of pet ownership; and connection to everyday wildlife and nature. Conclusions: In addition to valuing companion animals (typically cats and dogs), this research is among the first to show that some older people also develop ongoing relationships with local Australian wildlife, such as kookaburras, kangaroos, lizards and birds, which raises the possibility that fostering connections with wildlife may enhance well‐being. Family reunification is an area of high policy importance for child protection systems. The safe return of children from out‐of‐home care to their biological parents or relatives and long‐term family preservation can potentially mitigate the subsequent detrimental effects of separating children from their families. In this paper we describe one type of family for whom reunification was considered; namely, families who have been affected by intergenerational trauma. To assist families affected by intergenerational trauma and abuse requires an understanding of the mechanisms and processes that maintain intergenerational trauma and how these might inform therapeutic approaches for working with children and their families. This paper utilises case studies to illustrate the use of the Adult Exploration of Attachment Interview (AEAI) as part of a broader therapeutic reunification program in an Australian state. The AEAI focuses on supporting parents to become aware of the impact of previous experiences in their childhood; the mitigation of feelings of shame, self‐blame, and inadequacy by helping the parent confront the negative experiences of the past. The aim is to assist the parent to recognise the significance of the past, to consolidate their strengths, and to develop more nurturing relationships with their children. Case illustrations demonstrate that this therapy was a component in addressing the causes of behaviour and psychological distress that had been barriers to reunification from care in two families. This was achieved through a process of reflection and self‐awareness, rather than one focused on guilt or shame, with the therapist there to help verbalise and articulate what otherwise might have been hidden or implicit processes. In both cases, this awareness was used to help reframe the parent–child relationship and led to observable behavioural changes in parenting practices. [ABSTRACT FROM AUTHOR]

Retirement incomes and aged care have both received considerable policy attention in Australia over the last three decades, but as in other countries, the two financing systems have remained largely separate in policy and practice. The problem is located at the intersection of wider policy debates about shifts from public to private welfare and concerns over intergenerational equity. This paper aims to integrate these related debates by incorporating aged care into the "pillars" framework used to understand retirement incomes. We propose an Aged Care Superannuation Levy applied to superannuation fund earnings, winding back the large and growing public tax concessions that support this pillar of private defined contribution pensions in Australia's retirement income system. This revenue would create a social insurance pillar for aged care to stand alongside the four other pillars of retirement incomes that interact variously with aged care financing. Interest in a social insurance pillar of aged care financing is renewed in the light of the Royal Commission into quality and safety of aged care that reported in February 2021. As the Royal Commission recommendations on financing were divided and not taken up in government policy, the way remains opens for further consideration of the alternative approach proposed here. The paper critiques the curriculum construction of historical consciousness within Australian school systems. National and trans‐national discourses about identity, culture, gender, race and class influence the development of historical consciousness in Australian classrooms. During this unprecedented period of shared grief and global trauma, re‐interpreting historical narratives that build children's concepts of social justice, equity and global inclusivity is important epistemological work for the future. This paper uses survey data and interviews from Australian school children and teachers as the COVID‐19 pandemic emerged to examine what are the key narratives about Indigenous stories, resilience, adversity, global migration, and national identity, and how these narratives distort present realities. The analysis considers how historical consciousness is enacted within the current Australian school curriculum with stories from commemoration to contestability. Survey data from students from school years 6–12 is analysed in terms of how personal agency and empathy is formed through historical practices and inquiry in the classroom. This is supported by interviews about teaching practices. This paper reveals how globalized experiences can bridge historic boundaries of racism, prejudice and exclusion and how curriculum frameworks can develop critical historical consciousness for the future. In September 2016, the United States government agreed to consider resettling up to 1250 refugees who had sought protection in Australia but who were detained offshore under the Australian government's hard‐line asylum policy. This paper charts the story of this resettlement agreement, noting that for many refugees and asylum seekers that story remains unfinished. For an agreement signed to create certainty, there has been considerable uncertainty since 2016. The paper will consider what the agreement with the United States says about Australia's asylum policy. That the Obama administration agreed to resettle refugees who had sought protection in Australia, at a time of heightened global resettlement needs, is because US diplomats were aware of the plight of the refugees held offshore and because the two countries have a long record of cooperation in refugee resettlement. That the deal was begrudgingly maintained under President Trump is testament to the importance of the bilateral relationship. That resettlement in the United States has been so uncertain — and may not be available to everyone — only underscores the deeply flawed and unsustainable nature of the Australian government's insistence on refusing entry to these refugees. Pigdogging is a popular pastime in Australia, a form of recreational hunting whereby people collaborate with dogs to chase and catch wild pigs. This paper analyses the hunt as an interspecies event that unfolds through the sensual and sensory entanglements of human and nonhuman, with a particular focus on the perspectives of the hunters. The concept of 'atmosphere' will be employed to frame an ethnographic analysis of two facets of pigdogging. First, by hunting with a dog, humans augment their capacity to identify the presence of pigs through the canine's extraordinary sense of scent. Through this relationship, the world of scent is revealed as having atmospheric properties: an enveloping phenomenon which is known through the dog, yet also escapes the hunter's perceptual apprehension. Second, this paper will illustrate examples of how atmosphere develops through the sensual relations between human and nonhuman bodies during the hunt. An affectively charged interspecies encounter is composed and participated in by the hunter through this recreational practice, and affords the enactment of subjectivities central to an aesthetics of pigdogging. Introduction Recent changes in terminology have recognized that cervical smears may contain cells with a high nuclear-cytoplasmic ratio, suspicious for high grade dyskaryosis, which are not definitively diagnostic. Aims The correlation of cyopathological features present in a prospective series of cervical smears diagnosed as ‘borderline nuclear change – high grade dyskaryosis not excluded’ (BNCH) with clinical and histological follow-up. Methods We have been using the BNCH diagnosis in our practice since June 1999. Cases of BNCH between June 1999 and June 2002 were retrieved from computerized laboratory records. Questionnaires were sent to referring clinicians regarding clinical follow-up, including results of colposcopy, histology and follow-up smears. Smears were reviewed for the presence of microbiopsies or single atypical cells. Numbers of atypical cells were quantified as less than/equal to or greater than 3. Results A total of 106 reports on conventional cervical smears diagnosed as BNCH from 1999 to 2002 were retrieved; they comprised of 0.098% of a total of 107 634 smears screened over that period. Clinical follow-up, with histology (n = 54), colposcopy (n = 26) or repeat cytology (n = 10), was available in 88 of 106 cases. Thirty-one (35%) showed a high grade abnormality (CIN2, CIN3 or invasive squamous or adenocarcinomas), 15 (17%) showed a borderline/low grade abnormality (repeat BNCH or CIN1) and 42 (48%) were negative. Eighty-seven of these were reviewed cytologically ( Table 1). Conclusions The BNCH category has a substantial yield of high grade abnormalities on follow-up, which may be greater in cases where atypical cells are pre-dominantly within microbiopsies. This paper examines the hallmarks of an emergent and distinctive Australian and New Zealand health geography over the last 30 years. Building on an assessment of the early development of the sub‐discipline in the two countries, a review of published work reveals the co‐presence of local themes alongside connections to more global perspectives associated notably with health behaviour. Further common themes are the influence of year‐round exposure to outdoor spaces and the proximity of "blue spaces" to urban centres. However, there are divergences in the evolution of the sub‐discipline. A comparison of attendance at the biennial International Medical Geography Symposia (held since 1985) with publications in the journal Health & Place reveals differentially globalised characters. A steady flow of international visitors and appointments to New Zealand universities as well as more apparent connections to the wider discipline of geography contrast with more applied geospatial and public health connections in Australian health geography. Topics discussed include reasons the 2016 Defence White Paper (2016 DWP) is an important document to consider in relation to Australia's foreign policy, four priority areas for Australian foreign policy as integral to the achievement of the Strategic Defence Objectives, and debate over the proper relationship between foreign and defence policy.

The purpose of this study is to provide further empirical evidence for the Australian case. It differs from previous studies in a number of respects. For example, the process by which expectations are generated differs from the processes adopted in previous studies. It also has two additional aims which differentiate it from earlier studies. First, it considers the validity of aggregating the demands for certain monetary assets into a single demand for money function. Most of the studies mentioned above deal with a single monetary aggregate; Lewis and Wallace consider only the demand for savings deposits. This study reports separate equations explaining the demand for notes and coin and current (cheque) deposits. These assets have been chosen because they possess the common characteristic that they can be converted into cash on demand. Secondly, an aspect of the Australian banking system which has been ignored in previous studies is examined in this paper. Australian trading banks lend on the overdraft system and at any point in time there is a substantial amount available to borrowers in the unused portions of their overdraft accounts. It has frequently been argued that the value of this store of liquidity should be included in measures of the money supply. This proposition is tested by the equations reported in this paper. The article emphasizes the need to consider the potential harm of testing and interventions. It presents two papers that challenge the traditional view that testing and interventions are always helpful. It is reported that the first paper shows that early aggressive intravenous hydration in patients with mild acute pancreatitis causes increased fluid overload while the second paper shows that prophylactic fluid bolus given during intubation of critically ill adults did not prevent hypotension.

This paper reports an Australian project designed to simultaneously explore and capacity build professional practice when working at the intersection of parental mental health and/or problematic substance use and domestic violence (DV). Data from this paper are derived from two main sources: observations and ethnographic notes obtained during 28 Community of Practice (CoP) meetings and semi‐structured interviews with 28 CoP participants. Participants were front‐line workers from a range of government and non‐government organizations providing services to families experiencing DV across three Australian states who participated in The STACY Project: Safe and Together Addressing ComplexitY. Thematic analysis was employed to examine the research questions: How do professionals and organizations understand and respond to families experiencing DV, parental mental health difficulties and problematic substance use issues? How did practitioners report participation in the STACY Project reorienting professional practice with families experiencing DV, parental mental health difficulties, and substance misuse issues? This paper reports workers' exploration of practice implications. The research found that 'domestic violence blind' practice has become entrenched at the intersections of child protection, substance misuse and mental health problems, but a shared framework could bring practitioners from diverse sectors together to generate new ways of working with these complex problems. Background: Videofluoroscopic swallow studies (VFSS) are integral to diagnosing and supporting dysphagia management. However, in many countries, only doctors are authorized to complete medical imaging request forms, in accordance with radiation safety regulations. This can impact workflow and timely access to VFSS. Enhanced scope of practice (ESP) models of care exist, where speech and language therapists (SLTs) are authorized to complete VFSS request forms. However, formal evaluations of these ESP models are currently lacking. Aims: The primary aim of this study was to examine service outcomes regarding the safety and efficiency of SLTs completing VFSS request forms compared with the medical referring model (standard care). The secondary aim was to ascertain the impacts on SLTs' daily workflow and the utility of training for SLTs to complete VFSS requests. Methods & Procedures: The study involved a mixed‐method design. First, referrals completed using standard care versus those completed under the new SLT‐led VFSS referring model were compared for efficiency (days to request completion, number of contacts between staff to complete requests and delay to VFSS appointments) and safety (compliance with radiation safety standards for requests, adverse events and change to dysphagia management to justify radiation exposure). Semi‐structured interviews were then conducted with SLT referrers (n = 7) exploring the impacts of the model on daily workflow and the utility of training. Outcomes & Results: VFSS inpatient requests were examined across a 3‐month period (n = 61 requests) using the standard model, and for 6 months (n = 109 requests) following the introduction of SLT‐led VFSS referring. Regarding efficiency, there was no significant difference between the two models, with most request forms taking less than or equal to 1 day to be completed. Adherence to radiation safety requirements was significantly greater in the SLT‐led VFSS referring model compared with the standard model (p < 0.001) in relation to the overall requisite clinical information being documented on the request forms. No adverse events occurred and 100% of VFSSs led to changed dysphagia management. Interviews of VFSS referring SLTs revealed that completing requests was not complex or onerous, and that the training equipped them well to undertake the role. Conclusions & Implications: The SLT‐led VFSS referring model was feasible for SLTs and resulted in satisfactory efficiency and greater adherence to radiation safety requirements for VFSS request forms than the standard model. Improved information on VFSS request forms provides clearer justification for the radiation procedure and helps optimize the diagnostic yield of VFSS. The evidence supports further widespread adoption of this model. What this paper adds: What is already known on the subject: Models of care permitting selected allied health professionals to refer patients for diagnostic radiology procedures have been established to achieve healthcare efficiencies. Evidence supports the safety and efficiency of physiotherapists referring to radiology. However, limited published outcome data exist regarding models of SLTs referring for radiology procedures, such as VFSS. What this paper adds to existing knowledge: This study describes the implementation of a SLT‐led VFSS inpatient referring model in a quaternary hospital and examines service outcomes. The findings reveal that VFSS request forms completed in the SLT‐led referring model had greater adherence to radiation safety standards compared with the standard referring model. Efficiency was similar across both models and there were no adverse events. Completing VFSS requests did not disrupt daily workflow for SLTs and training was effective preparation for the role. What are the potential or actual clinical implications of this work?: Results demonstrate that the SLT‐led VFSS referral model can be safely and appropriately implemented in the inpatient setting. Improved quality of information documented on request forms by SLTs increases adherence with radiation safety standards, providing clearer justification for radiation assessments and potentially eliciting more targeted diagnostic information to inform dysphagia treatment planning. The science of learning (SoL) has powerful contributions to make to both the production of knowledge about learning and to the ways in which this knowledge can be successfully mobilized into educational practice. However, as a multidisciplinary field, it also faces some challenges if it is to bridge the research‐practice gap. Using Levin's (2013) conceptualization of knowledge mobilization, this paper will describe the challenges and promising approaches to effective research translation and frame existing approaches across three interacting domains of (1) knowledge production, (2) knowledge use, and (3) knowledge mediation. It will then present a novel partnership approach developed by the Science of Learning Research Center at The University of Queensland, Australia—the Partner Schools Program (PSP). Drawing upon existing promising practices, the PSP brings together educators, researchers, and research brokers in partnership to transform research into contextually relevant applications. Translating the science of learning into meaningful educational practice is complex and not yet well understood. This paper draws on some promising approaches and describes a unique partnership program that brings together educators, researchers, and research brokers to collaborate and transform the science of learning in ways that are contextually relevant and meaningful to individual school contexts. The growing interest in customer engagement (CE) has triggered a new wave of reforms, particularly in utility regulation. Within the water sector, there has been a shift from a focus on cost‐reflective pricing toward customer‐centric pricing processes designed to identify customer preferences and expectations. The Victorian water sector in Australia offers a unique opportunity to explore the outcomes of these CE trends given the recent first‐time application of a novel Performance, Risk, Engagement, Management, and Outcomes (PREMO) framework. Based on in‐depth interviews with senior industry representatives from a diverse sample of Victorian water utilities, this paper critically analyses the scope, design, and incentive mechanisms that underpin the new regulatory process. Findings indicate that CE has potentially beneficial aspects to both the regulator and the regulated utility, including more transparency in capital projects and a better understanding of customer preferences in service delivery. Labour markets around the world are experiencing extraordinary disruption during the COVID‐19 pandemic. The gap in the employment rate between Australians with and without disability is likely to widen, given the entrenched disadvantage of people with disability in the job market. For many, it will compound existing health and economic vulnerabilities. This scenario is troubling from both a human rights and an economic perspective. In this paper, we examine the interface of two policy instruments intended to improve the prospects of people with disability finding and keeping employment in Australia – Disability Employment Services and the National Disability Insurance Scheme – in the lead up to and in the early stages of the COVID‐19 pandemic. Findings from three studies conducted between 2018 and 2020 reveal these instruments are not mutually reinforcing. With a 10‐year National Disability Employment Strategy (NDES) in development under federal government oversight, we argue that more concerted and targeted effort from these services and broader public policies and programs is needed to ensure Australians with disability are not sidelined in the labour market in the wake of the pandemic. We examine the interface of two policy instruments intended to improve the employment prospects of people with disability in Australia. Three recent studies reveal these instruments are not mutually reinforcing. More concerted effort is needed to ensure Australians with disability are not excluded from work in the wake of COVID‐19. Australia has a long‐standing dependence on foreign investment to make up the difference between domestic saving and investment opportunities. There is, nevertheless, an ongoing debate about the merits or otherwise of inward foreign investment. There has also been a recent tightening of criteria governing foreign investment. The OECD assesses Australia's foreign direct investment regime to be one of the most restrictive in the OECD area, while broader discussions have considered the potential for a decline in Australia's credit rating. This paper uses a dynamic global general equilibrium model—GDyn‐FS—to report on the national and sectoral effects of a decline in the desirability of investing in Australia, relative to other countries. This paper explores the range of initiatives offered across Australia to support the attraction, retention and progression of girls and women to science, technology, engineering and mathematics (STEM) studies and careers. A mapping exercise, conducted by the author as part of the development of the Decadal Plan for Women in STEM for the Australian Academy of Science, provided an overview of 337 programmes and initiatives offered nationally, the majority of which were university scholarships. Academia, industry and government are the main providers of these initiatives, with collaborations common between all the different stakeholder groups identified. Of all the initiatives mapped, only seven had publicly facing evaluation data, of which one went beyond self‐reports of satisfaction and enjoyment. The myriad initiatives show a concerted effort to engage girls and women in STEM, but the absence of any meaningful evidence of impact means we simply do not know whether these initiatives are benefiting girls and women and achieving the desired policy outcomes or not. Smart infrastructure is positioned as central to the liveability and viability of rural and regional towns in Australia. The Australian Government's Smart Cities Plan and Regional Connectivity Program includes Smart Investment in regional areas and the New South Wales Government has prioritised connectivity and telecommunications infrastructural development through the Regional Digital Connectivity program. And yet regional and rural communities are typically excluded from the evidence base for smart technologies and services. Local Aboriginal Land Councils are also important stakeholders in managing the digital processes associated with information and infrastructure moving across different Countries. This paper draws on data from the 'It just works!': Regional and rural consumer understandings of smart technologies in North West New South Wales project, including over 130 survey responses and interviews with shire councillors, land councillors, and consumers on smart development and Internet infrastructure in the region. In the areas surveyed, smart regional policy is variously emerging, non‐existent, or assembled from existing policy domains and regulation involving the Internet, telecommunications, regional development, First Nations, and local government. Background: Non‐communicable diseases (NCDs), also known as chronic diseases, now constitute a major proportion of ill‐health across most adult and older populations including in people with intellectual disability. The current paper is a comparative analysis of prevalence of NCDs across mid‐aged and older‐aged people with mild intellectual disability. Method: Comparative data comes from two cross‐sectional surveys using similar methodology and timeframes. The analysis sample comprises mid‐aged group (30–50 years, N = 291) and older‐aged group (≥60 years, N = 391). Results: People with mild intellectual disability start developing NCDs in early to mid‐adulthood and increases with age. The mean number of NCDs in mid‐aged group was 0.86 (SD, 0.84) compared to 3.82 in older group (SD, 2.67). Conclusion: There needs to be early identification and management of NCDs using relevant health promotion and preventative measures at optimal intervention points. Given that the number of children and young people needing care keeps rising and fewer people are becoming foster carers, efforts to support carers and workers in foster caring are essential. This paper considers the experiences of carers and foster care agency workers involved in Australia's piloting of the Mockingbird Family. With a view understanding experience, data were collected via focus groups with carers and agency workers (n = 20) involved in piloting, implementation and evaluation. Deductive analysis applied the theory of experience to generate understanding of experience, as both intrinsic and extrinsic dimensions to capture strengths in the Mockingbird Family's foster caring networks. These dimensions of experience included collective passions of carers and workers; experiential change over time; collective experiences as a moving force; and experiences as transformational. Understanding of experience associated with the perceived strengths of the Mockingbird Family, including strategies to promote strong professional relationships between carers and workers, is an important element in strengthening environments of children and young people in care. Introduction: Current strategies to address shortages of rural doctors focus on developing a pipeline for rural generalist practice. Limited research has explored how doctors' professional journey engenders the skills required to practice rurally. Objective: This paper analyses how rural general practitioners' clinical pathway informs their scope of practice and future retention. Design: Qualitative thematic analysis using semi‐structured telephone interviews. Twenty‐one general practitioners appointed in their local health district of Murrumbidgee and Southern New South Wales, Australia, within the past 10 years. Participants comprised 10 Australian medical graduates (AMG) and 11 international medical graduates (IMG). Findings: AMGs and IMGs contrasted how their pathway into rural practice, and capacity to work rurally, informed their scope of practice. Australian medical graduates' familiarity with rural areas was consolidated through congruous experiences, including at rural clinical schools. Paradoxically, the fluency of their training limited the amount of unsupervised experience and confidence AMGs gained. Together with a focus on work‐life balance, this limited many to providing mainstream general practice, precluding extending their scope of practice. International medical graduates described disseminated experiences, often unsupervised in high‐volume contexts. However, a lack of professional opportunities prevented them from extending their scope of practice. Discussion: IMG and AMG motivation and pathway for working rurally differ. Respective cohorts have concerns regarding requisite skills and knowledge for rural practice, which incorporates opportunity and recognition. Entry points for training should be variable to allow consideration of life stage, prior skill development and extension of scope of practice. Conclusion: Doctors' scope of practice is informed by their pathways into rural practice. Australian medical graduates may not gain adequate competence during expedited training programs to confidently undertake extended clinical activities. International medical graduates, however lacked the opportunities and support, to utilise their expertise in rural practice. Introduction: Commercial tobacco use was systematically embedded as a valuable commodity through colonisation that continues to be exploited for profit by the Tobacco Industry. There have been significant declines in current smoking prevalence among Aboriginal and Torres Strait Islander peoples 18 years and over, from 55% in 1994 to 43% in 2018–2019. This paper seeks to better understand smoke‐free behaviours, and to systematically quantify associations between a range of SDOH and non‐smoking/never‐smoking among Aboriginal and Torres Strait Islander adults (≥18) living in regional Australia. Objective: To explore the social determinants of health (SDOH) related to non‐ and never‐smoking among Aboriginal and Torres Strait Islander peoples in regional Australia. Design: Cross‐sectional analysis of the NATSIHS, weighted to the Aboriginal and Torres Strait Islander adult population living in regional Australia, was conducted. Participants were characterised as people who were current smokers, never‐smokers and non‐smokers (ex‐ and never‐smokers). The social determinants of health exposures related to socioeconomic position, well‐being and access to healthcare. Setting: Regional Australia is distinct from urban and remote areas, based on the ASGS Remoteness Structure (ABS) 2018–2019. Participants: Aboriginal and Torres Strait Islander adults (≥18 years) who were selected, consented and asked questions about smoking in the National Aboriginal and Torres Strait Islander Health Survey (NATSIHS 2018/19). Results: High income was associated with non‐smoking (Prevalence Ratio [PR] = 2.07; 95% CI: 1.66–2.57) and never‐smoking (PR = 2.02; 1.46–2.79), as was completing year 10 (non‐smoking PR = 1.34; 1.12–1.61 and never‐smoking PR = 1.56; 1.20–2.03). Better food security was associated with a higher prevalence of never‐smoking (PR = 2.42; 1.48–3.98). Lower psychological distress scores were associated with non‐smoking (PR = 1.30; 1.10–1.53) and never‐smoking (PR = 1.56; 1.21–2.01). Never‐smoking was more frequent in participants reporting no experiences of unfair treatment (PR = 1.59; 1.22–2.06). Having a usual healthcare provider was associated with non‐smoking (PR = 1.38; 1.02–1.86). Positive exposure to the SDOH were associated with non‐ and never‐smoking among Aboriginal and Torres Strait Islander adults in regional Australia. Structural and systemic changes to address the SDOH, including discrimination and racism, are expected to accelerate non‐smoking behaviours and improve health outcomes for Aboriginal and Torres Strait Islander peoples. This paper is an examination of identity narratives of a small group of trans‐national transpeople in Australia. We reveal the complex identity journey undertaken by this group. Transpeople of Sub‐continental origin consume a temporarily transformational journey negotiating, resisting and subverting the dominant discourses that construct heterosexuality, gayness, whiteness and femininity. They carve out temporary liminal spaces of resistance within which to perform as "weekend women." We identify transforming, transitioning, transcending across gender and ethnic boundaries, and see being enabled by specific transnational consumption imaginaries in liminal spaces meshed by intersectional of race/ethnicity and gender. We follow intertwined discourses that forms a "matrix of domination" and the way liminal thirdspaces create temporarily decolonized spaces that enable them to escape this matrix and perform a (trans)formative, movement back and forth between their weekday/weekend differently gendered/cultured selves. Issue Addressed: Supporting healthy behaviours (quality diet, physical activity, sleep) through home‐based interventions is feasible to improve postnatal mental health. Involving stakeholders in developing interventions is essential for maximising accessibility, implementation and scale‐up. This study aimed to identify factors affecting the sustainable implementation and scalability of the Food, Move, Sleep (FOMOS) for Postnatal Mental Health program, including strategies to enhance research‐practice translation. Methods: Stakeholders (n = 13) involved in promoting physical activity, healthy eating, postnatal and mental health, public health and/or policy participated in semi‐structured interviews. Interviews, based on PRACTIS Guide recommendations for implementation and scale‐up, explored perceptions of program design, implementation and scalability. Reflexive thematic analysis was undertaken. Identified implementation and scale‐up strategies were mapped against the Expert Recommendations for Implementing Change compendium and PRACTIS Guide. Results: Individual‐level: Targeting multiple systems (primary, tertiary, community‐based care) and entry points (early, mid‐postpartum) for uptake was important. For equity, screening women in public hospitals, engaging with community agencies and targeting most at‐risk women, was suggested. Provider‐level: Stakeholders identified strategies to enhance future roll‐out (organisations assisting with recruitment). Factors impacting sustainability included high demand for the FOMOS program, and governance around screening and funding; online delivery, connecting with partners and providers and integration into existing services may enhance sustainability. Systems‐level: Political support and community champions were perceived important for program dissemination. Nine strategies addressing program uptake, reach, implementation, potential scalability and sustainability were identified. Conclusions: For sustainable implementation and potential scalability of a home‐based multi‐behaviour postnatal intervention, multi‐level implementation and scale‐up strategies, aligned with existing health systems, policies and initiatives to support postnatal mental health should be considered. Western democracies are experiencing a widespread shift towards greater recognition of transgender rights in public policy, yet the timing of change differs across states. To explain this variation, I present a novel theoretical framework called "policy momentum." Unlike existing work on policy diffusion, which typically emphasizes domestic or international processes, I theorize how the combined pressure from each level creates the conditions for policy change to occur. Empirically, I contrast the creation of national human rights policies to protect transgender individuals in Canada (2017) and Australia (2013). Using process‐tracing and within‐case analyses, and drawing on elite interviews, primary documents, and Hansard records, I demonstrate the decisive interaction of subnational legislative changes with an emerging global norm to produce transgender policy change. This paper thus contributes to our understanding of LGBTQ+ public policy while also providing a framework for explaining the conditions for cross‐national policy change more broadly. The centralisation of trauma services in western countries has led to an improvement in patient outcomes. Effective trauma systems include a pre‐hospital trauma system. Delivery of high‐level pre‐hospital trauma care must include identification of potential major trauma patients, access and correct application of lifesaving interventions (LSIs) and timely transport to definitive care. Globally, many nations endorse nationwide pre‐hospital major trauma triage guidelines, to ensure a universal approach to patient care. This paper examined clinical guidelines from all 10 EMS in Australia and Aotearoa/New Zealand. All relevant trauma guidelines were included, and key information was extracted. Authors compared major trauma triage criteria, all LSI included in guidelines, and guidelines for transport to definitive care. The identification of major trauma patients varied between all 10 EMS, with no universal criteria. The most common approach to trauma triage included a three‐step assessment process: physiological criteria, identified injuries and mechanism of injury. Disparity between physiological criteria, injuries and mechanism was found when comparing guidelines. All 10 EMS had fundamental LSI included in their trauma guidelines. Fundamental LSI included haemorrhage control (arterial tourniquets, pelvic binders), non‐invasive airway management (face mask ventilation, supraglottic airway devices) and pleural wall needle decompression. Variation in more advanced LSI was evident between EMS. Optimising trauma triage guidelines is an important aspect of a robust and evidence driven trauma system. The lack of consensus in trauma triage identified in the present study makes benchmarking and comparison of trauma systems difficult. Effective trauma systems include a pre‐hospital trauma system. Delivery of high‐level pre‐hospital trauma care must include identification of potential major trauma patients, access and correct application of lifesaving interventions (LSIs), and timely transport to definitive care. A large literature on the sensitivity of streamflow response to climate variations has emerged over the past several decades, but the underlying mechanisms are not fully understood. The usual approaches to this problem have been simple and do not fully address its complexity, which involves the individual and joint effects of large‐scale climate modes and smaller‐scale weather features on streamflow volumes, the presence of persistence in these time series and their effects on antecedent conditions. Ongoing improvements in observational and reanalysis datasets and online access allow for better quantification of the connections between streamflow response, climate variability modes and regional weather features. The purpose of this paper is to determine whether Bayesian networks can be used to better identify key factors and their associated pathways leading to streamflow generation. A Markov blanket approach is described and illustrated using monthly streamflow series recorded at eight gauging stations within or immediately adjacent to the coastal region of eastern mainland Australia. The method is compared and contrasted with conventional multiple linear regression with discussion around this type of approach as part of a growing interest in machine learning applications. One example is used to illustrate the application of both approaches to a streamflow series exhibiting strong non‐stationarity. Results for the other streamflow series are included in a concise synthesis. Overall, the results suggest that Bayesian networks have several desirable features in terms of transparency, interpretability and explanatory insight. The findings from this study lend support to the use of Bayesian networks for modelling connections between streamflow volume and the variability of climate and regional weather. This improved understanding of the key controls of streamflow variability is intended to help address growing needs around informing social, cultural, economic and ecological aspects of water planning and management. The discovery of smoke‐induced dynamical anomalies in the stratosphere associated with the 2019/2020 Australian New Year pyrocumulonimbus (pyroCb) super outbreak initiated a new field of study involving aerosol/weather anomalies. This paper documents the dynamical anomalies associated with the February 2009 Australian Black Saturday pyroCb outbreak. Positive potential vorticity anomalies (indicating anticyclonic rotation) with horizontal extent ∼1000 km and vertical thickness ∼2 km are associated with the plume, which we classify as a Smoke With Induced Rotation and Lofting (SWIRL). The SWIRL initially formed east of Australia, but then moved westward, crossing over Australia, and continuing to Africa. The SWIRL lasted for nearly three weeks (13 February–4 March), traveling ∼27,000 km and rising from potential temperatures of ∼410–500 K (altitudes ∼18–21 km). The altitude of the SWIRL is corroborated with coincident satellite‐based profiles of H2O, CO, HCN, O3, and aerosol extinction. A vertical temperature dipole (±3 K) accompanied the PV anomaly, as verified with coincident Global Navigation Satellite System radio occultation temperatures. The SWIRL dissipated as it passed over Africa. Operational ECMWF forecasts with early initialization (13 February) and late initialization (21 February) are examined. In the early case, the forecasted PV anomaly disappeared within 4 days, as expected due to lack of smoke heating in the forecast model. In the late case, while the forecasted PV anomaly was weaker than in the reanalyzes, a remnant anomaly remained out to 10 days. Plain Language Summary: Large bushfires in February 2009 in Australia led to large thunderstorms called pyrocumulonimbus (pyroCb) that injected significant amounts of smoke high into the atmosphere. When this smoke was warmed by absorbing sunlight it became buoyant and started to rise and rotate. This feature has been named a Smoke With Induced Rotation and Lofting (SWIRL) and had previously been observed in large pyroCbs that occurred around New Year's Day 2020 and in Canadian fires that occurred in 2017. The February 2009 SWIRL was a pancake‐like structure 1000 km across and 2 km thick. It lasted for three weeks, traveling over 27,000 km, and rising from 18 to 21 km in altitude. The SWIRL was observed both in weather maps and in satellite observations of gases such as water vapor, carbon monoxide, and ozone. Forecasting the SWIRL is difficult because current numerical weather models either do not consider smoke heating or lack inputs of pyroCb events as they are occurring in real time. This paper analyses the strategic interests that inform deforestation policies in Australia, and the variance in policy selections over time. A theory of deliberate policy disproportionality is used to analyse 20 years of regulatory reform in Queensland, focusing on the Vegetation Management Act (VMA) 1999. Application of the framework to this case suggests that political executives were prone to deliberately adopt (dis)proportionate policies as a strategic response to either manage or capitalise on stakeholder support or opposition to any proposed legislative change. The high variance in (dis)proportionate deforestation policies is attributed to how political executives respond to claims made by competing constituencies regarding the costs versus benefits of successive reforms. During key reform phases, policy under‐reaction was the norm, and political executives intentionally limited the scope and effectiveness of the VMA 1999 due to perceived impacts on the agricultural sector. Political executives were highly responsive to the emotional investment of rural constituents and averse to introducing policies that required difficult trade‐offs. Elections offered strategic opportunities for delivering more proportionate policies that balanced public environmental benefits with economic impacts, as evidenced by a conditional deforestation ban introduced between 2004 and 2012 and reinstated in 2018. Points for practitioners: Variance in Queensland's deforestation policy over time can be attributed to the intentional decisions by political executives to limit or expand the scope of regulations as a strategic response to stakeholder expectations.Political executives were responsive to the costs versus environmental impacts/benefits of any deforestation reforms, but prone to policy under‐reaction when the priority was managing the emotive reactions from rural constituencies.More proportionate regulations, such as the partial deforestation ban of 2004, aimed to balance environmental benefits with compensation for landholders but were only implemented when electorally beneficial.Stakeholders have a significant influence on disproportionate deforestation policy design and governments will need to manage competing claims to deliver more durable policy outcomes. The Australian Commission of Safety and Quality in Health Care mandates the application of the eight National Safety and Quality Health Service Standards to minimise high‐risk adverse events in hospital settings for all Australian patients. It acknowledges that adults with intellectual disability require reasonable adjustments to the application of the standards to optimise the impact of the quality and safety measures for this group. The paper proposes a system whereby reasonable adjustments can be developed for this population. First, particular criteria, items or actions of a standard are selected for the formulation of reasonable adjustments. Second, the adjustments are broken down into categories of alterations to usual knowledge, process, content and organisation involved in compliance with the chosen aspect of the standard. Third, the categories of reasonable adjustments are simultaneously influenced and shaped by aspects of living with intellectual disability, disability supports and a health‐disability sectoral interface. The objective of the paper is to assess the resilience of the economy of Australia following the Covid‐19 pandemic that hit the global economy in Q4 2019, in years 2020, 2021 and 2022. Quarterly growth rates (annualised) of the Real GDP of Australia and Canada are forecasted between Q2 2022 and Q4 2050. Two sets of forecasts are generated: forecasts using historical data including the pandemic (from Q1 1961 to Q1 2022) and excluding the pandemic (from Q1 1961 to Q3 2019). The computation of the difference of their averages is an indicator of the resilience of the economies during the pandemic, the greater the difference the greater the resilience. Used as a benchmark, Canada's economy shows a slightly lower resilience to the Covid‐19 pandemic (+0.37%) than Australia's economy (+0.39%) based on Q2 2022–2050 forecasts. However, driven by stronger growth than Canada, the average estimate of the Q2 2022–Q4 2050 quarterly (annualised) growth rate forecasts of Australia is expected to be +2.09% with the Q1 1961–Q1 2022 historical data while it should be +1.61% for Canada. Covid‐19 exposed the whole world to numerous challenges ranging from health to economic recession. Nevertheless, it also impeded gambling activities. Here, we consider the relationship between Covid‐19 support payment and gambling. Gambling is considered leisure for many game players but leads to multiple social and economic harms. This has led to a growing body of literature examining the factors that influence gambling. This paper contributes to this strand of the literature by utilizing the ordinary least square and instrumental variable approach to investigate if Covid‐19 support payment is a driver of gambling. We utilize a wide range of gambling measures and different forms of Covid‐19 support payment. Our findings show that Covid‐19 support payment is positively associated with gambling. Our results also suggest a stronger effect for male gamblers and online gamblers compared to female gamblers and gamblers who gambled at the venue. [ABSTRACT FROM AUTHOR]

Research to date has failed to generate a comprehensive understanding of the source of the gender gap in financial literacy in adulthood. Using microdata from the Household, Income and Labour Dynamics in Australia (HILDA) Survey and an analysis covering four age groups (15–19, 20–24, 25–29 and 30–34), this paper suggests that the gender gap starts young and well before individuals enter adulthood. The analysis also suggests that that raw (unadjusted) gender gap likely underestimates the underlying gap. Contemporary manifestations of race are dynamic and elusive in the forms and shapes they take. "Colourblind" racism is effective at drawing on seemingly objective and race‐neutral discourses to obfuscate racialized forms of structural exclusion. Framed by Critical Race Theory and Critical Narrative Analysis this paper presents an example from the Australian context that examines the relationships between a grassroots initiative developed by creatives from the African diaspora and two not‐for‐profit human services organizations, to illustrate how ideologies of race are enacted and obscured by managerialist ideologies and discourses of risk. Specifically, it shows how harmful dominant cultural narratives of deficit and danger transforms racialized Africans in Australia into "risky subjects." In a managerialist organization, risk must be controlled, and thus risk becomes the rationality for the control of racialized and risky subjects. Resistance to control by those subjects produces forms of organizational defensiveness that are mobilized through managerialist discourses and practices that work to structurally exclude. These findings illustrate the ways ideologies of race work alongside and through other ideological discourses and practices which render racialized dynamics of oppression race‐neutral. Innovation ambidexterity is important for firms, but their ability to develop both strategies simultaneously has been conventionally challenged. This challenge is caused by the heterogeneous demands of distinct capabilities and resources of exploratory and exploitative innovations. This paper thus investigates the interplay among internal and external collaborations, ambidextrous innovation, and absorptive capacity in small firms. Using a dataset of 228 Australian firms and applying the PLS‐SEM method, we find that supply chain networks influence only exploitative innovation, and knowledge‐oriented networks influence only exploratory innovation. However, employee engagement directly influences both exploratory and exploitative innovation. Absorptive capacity fully mediates the relationship between employee engagement and exploratory innovation and partially mediates the other relationships. The findings support the argument that balancing exploratory and exploitative innovation in firms is important instead of choosing one strategy over the other. It provides empirical evidence of employee engagement as a common antecedent of ambidextrous innovation and the differential effects of supply chain‐oriented and knowledge‐oriented networks. They will inform innovation strategy decisions of firms primarily on the need to broaden external networks and promote employee engagement in the innovation process and that the benefits of knowledge networks for exploratory innovation are realized fully through absorptive capacity. Background: Dysarthria, aphasia and executive processes have been examined for their role in producing impaired communicative competence post traumatic brain injury (TBI). Less understood is the role of emotional dysregulation, that is, apathy and disinhibition, and social cognition, that is, reading and interpreting social cues. Methods & Procedures: In this study, we examined 49 adults with moderate to severe TBI and 18 neurologically healthy adults. We hypothesised that apathy and disinhibition would predict communication outcomes as would social cognition. We also predicted that apathy and disinhibition would influence social cognition. Communication outcomes were measured by the La Trobe Communication Questionnaire (LCQ) and the Social Skills Questionnaire‐TBI (SSQ‐TBI). Apathy and disinhibition were measured by the Frontal Systems Behavior Scale (FrSBe). We measured four aspects of social cognition: emotion perception and theory of mind using The Awareness of Social Inference Test (TASIT) and the Complex Audio‐Visual Evaluation of Affect Test (CAVEAT), empathy using the Questionnaire of Cognitive and Affective Empathy (QCAE) and the Balanced Emotional Empathy Scale (BEES), and alexithymia using the Toronto Alexithymia Scale (TAS‐20) and the Bermond–Vorst Alexithymia Questionnaire. Outcomes & Results: Consistent with predictions, the LCQ and SSQ‐TBI were associated with disinhibition and the LCQ was also associated with apathy. The LCQ was associated with the full range of social cognition constructs although the SSQ‐TBI was not. Finally, apathy and disinhibition predicted a number of social cognition measures. Conclusions and Implications: These results are discussed in relation to understanding the nature of communication disorders following TBI and how they are measured, as well as the interrelation between emotion dysregulation and social cognition. Although most adults with severe TBI have minimal or possibly no language impairment, they often struggle with functional communication in everyday situations. Many have been reported to be overtalkative, insensitive, childish and self‐centred, displaying an inappropriate level of self‐disclosure and making tangential and irrelevant comments. Conversely, some speakers with TBI have been noted to have impoverished communication, producing little language either spontaneously or in response to the speaker's questions and prompts. What this paper adds to existing knowledge: We found that both apathy and disinhibition were strongly associated with the Latrobe Communication Questionnaire both empirically and conceptually, despite the LCQ being developed from a different, pragmatic orientation. Disinhibition was also associated with the Social Skills Questionnaire for TBI. We also found that poor social cognition scores predicted communication difficulties. Finally, we found that behavioural dysregulation itself, i.e., both apathy and disinhibition, predicted poor social cognition. What are the potential or actual clinical implications of this work?: Our findings highlight the central role that apathy and disinhibition play in both communication and social cognition. Objective: Quality survivorship information is an essential component of cancer care. However, survivors often report not receiving this information and healthcare professionals report limited practical guidance on how to effectively deliver survivorship information. Therefore, this study used realist review methods to identify mechanisms reported within the published literature for communicating survivorship information and to understand the contextual factors that make these mechanisms effective. Methods: Full‐text papers published in CINAHL, PubMed, Web of Science, Scopus, Cochrane Library, and Academic Search Ultimate were included. Studies included in this review were conducted in Australia between January 2006 and December 2023, and reported on how information regarding survivorship care was communicated to adult cancer survivors living in the community. This review utilized realist methodologies: text extracts were converted to if‐then statements used to generate context‐mechanism‐outcome theories. Results: Fifty‐one studies were included and six theories for mechanisms that underpin the effective delivery of survivorship information were formed. These include: (1) tailoring information based on the survivors' background, (2) enhancing communication among providers, (3) employing dedicated survivorship staff, (4) providing survivorship training, (5) reducing the burden on survivors to navigate their care, and (6) using multiple modalities to provide information. Conclusions: Findings can inform practical guidance for how survivorship care information is best delivered in practice. Clinicians can apply this guidance to improve their individual interactions with cancer survivors, as can policymakers to develop healthcare systems and procedures that support effective communication of cancer survivorship information. Disability support systems have not consistently used family‐centered practices when supporting families of children with disability. Families have experienced structural and interpersonal barriers that have negatively impacted not only their child's quality of life, but also family quality of life (FQOL). The eight domains of QOL as defined by the International Association for the Scientific Study of Intellectual Disabilities [IASSID] are reflected in a family‐centered model of support developed for children and young people by Microboards Australia. The Microboards for Children [MB4C] model reflects best family centered practice based on principles that integrate well with recognised FQOL domains such as family relationships, support from other people and from disability‐related services, and leisure and enjoyment of life. The MB4C model aims to enhance families' knowledge, skills, confidence, and sense of wellbeing to support them develop a vision for an active, socially connected, and happy future with their child. The model consists of a structured network of formal and informal support to enhance not only their child or young person's personal relationships, social networks, and community inclusion but also to enable parents and siblings to access education, employment and to enjoy life in their community – all indicators of FQOL. In this paper we explore how these features of MB4C policies and practice align with family‐centered practice principles and with FQOL domains. We argue that the MB4C model provides an example of how FQOL may be enhanced by a holistic family‐centered disability service system that works in partnership with families with disability. This paper examines household earnings arrangements and parenthood. Previous research has shown that parenthood is associated with a motherhood wage penalty with women withdrawing from the labour market or reducing their work hours. But few studies have examined within‐couple relative earnings and breadwinning arrangements across the transition to parenthood. We identify three types of households—"female‐breadwinner households" (where women earn more than 60 per cent of the couple's annual labour income); "male‐breadwinner households" (where women earn less than 40 per cent of the joint income); and "equal‐earner households" (where women earn 40 per cent to 60 per cent of the joint income). Using longitudinal data from the Household Income and Labour Dynamics in Australia (HILDA) Survey and fixed effects models, we find a substantial decrease in the percentage of couples in equal‐earner households in the year prior to and after parenthood that is largely replaced by an increase in the percentage in male‐breadwinner households. We observe little return to pre‐parenthood earnings arrangements for equal‐earner and male‐breadwinner households. For female‐breadwinner households, we observe a gradual return to pre‐parenthood arrangements. These results provide evidence that parenthood is a major milestone contributing to gender inequality and highlight the importance of policies for reducing the impact of parenthood on women's earnings. While "good refugee" stories have the potential to soften attitudes toward forcibly displaced people, there are hidden implications associated with this construct that must be considered. Based on 60 qualitative interviews with asylum seekers and refugees, this paper examines the ways forced migrants adopt and reproduce "good refugee" discourses that unintentionally position their belonging as contingent upon upholding narrowly defined, and arbitrary, ideals about deservingness. By critically analysing this discourse, we highlight the importance of reconsidering the construction of refugees' deservingness along moral and neoliberal lines and instead present a case for approaches that focus on rights‐based, humanitarian grounds for refugee resettlement.
