In this article, eco-efficiency – ‘sustainable development at the company level’ or ‘value added per environmental impact’ – is operationalized at the production unit level. An eco-efficiency index is developed and tested with 31 Finnish and 37 Swedish pulp, paper and board mills in 1993–1996. In essence, gross value added without a change in inventories is divided by environmental impact aggregated with seven valuation methods. The definition of eco-efficiency as sustainable development at the company level appears to be problematic. [Eco]2-efficiency does not include the third, ethical dimension sustainable development, but only ecology and economy. Value added is a limited indicator of economic performance and very sensitive to changes in market prices, while environmental impact changes with valuation assumptions. The Swedish mills were generally more eco-efficient, while the Finnish mills were more eco-efficient in integrated woodfree paper, solid bleached sulphate board and liquid packaging board. A diversity of place‐based community economic practices that enact ethical interdependence has long enabled livelihoods in Monsoon Asia. Managed either democratically or coercively, these culturally inflected practices have survived the rise of a cash economy, albeit in modified form, sometimes being co‐opted to state projects. In the modern development imaginary, these practices have been positioned as ‘traditional’, ‘rural’ and largely superseded. But if we read against the grain of modernisation, a largely hidden geography of community economic practices emerges. This paper introduces the project of documenting keywords of place‐based community economies in Monsoon Asia. It extends Raymond William’s cultural analysis of keywords into a non‐western context and situates this discursive approach within a material semiotic framing. The paper has been collaboratively written with co‐researchers across Southeast Asia and represents an experimental mode of scholarship that aims to advance a post‐development agenda. With the aim of facilitating the long-term transformation towards a sustainable future, the research field of sustainability transition has gained growing attention. A number of approaches have been proposed to understand or even manage the complex societal transition processes towards sustainable development. There are four popular approaches for sustainability transitions, i.e. the multi-phase concept, multi-level perspective, strategic niche management and transition management. However, there is a lack of studies to systematically review and critically reflect on these various approaches in this emerging field. This paper presents a holistic review of the four most common approaches, and more importantly identifies four critical challenges for the future studies on transition approaches. This paper is part of the special issue of European Environment devoted to the outputs of the EU SRDTOOLS project,1 which developed and applied a new model of regional sustainable development evaluation. The paper introduces the concept and framework of the four-capital model, which was used in the project. First it discusses some issues around sustainable development evaluation, before introducing the theory of the four-capital model. It then describes how indicators can be used to evaluate programmes such as those financed by the EU Structural Funds against criteria for sustainable regional development in terms of the four capitals. The increasing resource and environmental pressures have impeded China's efforts to quickly promote its people's quality of life, while protecting its natural environment. Due to lack of resources, technologies and capital, China needs to seek a more integrated development strategy. Industrial ecology (IE) may be one solution as it aims at optimizing the use of materials and energy in products, processes, industrial sectors and economies by systemically mimicking natural systems in an industrial setting. The relevant practices and experiences in the developed world have proved that there is a degree of effectiveness and efficiency to development through the application of IE. It is even more critical to apply the principles of IE in China, where resources are scarce. However, compared with developed nations, China faces different environmental, economic and social constraints. Therefore, China has to adopt different approaches to implement the concept of IE. In this paper, we first review the current practices in eco-industrial development in China. Then the advantages and barriers to applying IE in China are analyzed and recommendations are provided. Sustainable development, although a widely used phrase and idea, has many different meanings and therefore provokes many different responses. In broad terms, the concept of sustainable development is an attempt to combine growing concerns about a range of environmental issues with socio-economic issues. To aid understanding of these different policies this paper presents a classification and mapping of different trends of thought on sustainable development, their political and policy frameworks and their attitudes towards change and means of change. Sustainable development has the potential to address fundamental challenges for humanity, now and into the future. However, to do this, it needs more clarity of meaning, concentrating on sustainable livelihoods and well-being rather than well-having, and long term environmental sustainability, which requires a strong basis in principles that link the social and environmental to human equity. The Bedu have lived for centuries in harmony with the environment in the Middle Eastern desert known as the Badia region. However, during the 20th century their environment was fragmented and divided to form parts of Jordan, Syria, Iraq and Saudi Arabia. This process restricted their movements and increased the pressure on the environment. In addition, economic growth and urbanization have also had an impact on their way of life. As a consequence, the Jordan Badia Research and Development Programme (BRDP) was established, during 1992, to improve the Bedu's quality of life and to ensure sustainable development and environmental protection in the Badia. This paper reviews the BRDP strategy as well as the deliverables thus far in terms of benefits to local communities, facilities, pioneered projects, main research outcomes and current research priorities. Desertification affects about 36 × 106 km2 of land around the world, two‐thirds of the world's countries and one‐fifth of its population, but poverty prevents these people from developing effective solutions. To balance the need for sustainable development with environmental protection, China's scientists have tested a new and more environmentally friendly approach based on ecological restoration projects that simultaneously provide a sustainable livelihood for the citizens affected by the projects. This strategy for controlling desertification requires cooperation among governments, scientists, and researchers from many disciplines and the communities affected by the program. To document the effectiveness of this strategy, we monitored the implementation of a programme to combat desertification in the Alxa League of China's Inner Mongolia Autonomous Region. Our study showed that the new strategy can significantly increase vegetation cover, species richness, aboveground biomass, soil organic matter content, and soil nutrients. The successful ecological restoration provides potentially important lessons for other parts of the world that face the joint burden of poverty and environmental degradation. [ABSTRACT FROM AUTHOR]

Climate change mitigation research is fundamentally motivated by the preservation of human lives and the environmental conditions which enable them. However, the field has to date rather superficial in its appreciation of theoretical claims in well-being thought, with deep implications for the framing of mitigation priorities, policies, and research. Major strands of well-being thought are hedonic wellbeing--typically referred to as happiness or subjective well-being--and eudaimonic well-being, which includes theories of human needs, capabilities, and multidimensional poverty. Aspects of each can be found in political and procedural accounts such as the Sustainable Development Goals. Situating these concepts within the challenges of addressing climate change, the choice of approach is highly consequential for: (1) understanding inter- and intra-generational equity; (2) defining appropriate mitigation strategies; and (3) conceptualizing the sociotechnical provisioning systems that convert biophysical resources into well-being outcomes. Eudaimonic approaches emphasize the importance of consumption thresholds, beyond which dimensions of well-being become satiated. Related strands of well-being and mitigation research suggest constraining consumption to within minimum and maximum consumption levels, inviting normative discussions on the social benefits, climate impacts, and political challenges associated with a given form of provisioning. The question of how current socio-technical provisioning systems can be shifted towards low-carbon, well-being enhancing forms constitutes a new frontier in mitigation research, involving not just technological change and economic incentives, but wide-ranging social, institutional, and cultural shifts. Northern Australia's globally significant savannas and rivers face major threats, from cattle to weeds to land clearing to climate change. In the face of imperatives and pressures such as reducing carbon emissions, nature conservation, alleviating Indigenous disadvantage, the resources boom and global food security, how should development be managed to protect its globally significant ecosystems? Nine planks in a ‘Sustainable Northern Australia’ agenda are proposed: (i) enhance investment in mitigating pervasive landscape threats; (ii) strengthen support for Indigenous Caring for Country activities and incorporation of Traditional Ecological Knowledge into land management; (iii) align and strengthen invasive species control and management; (iv) facilitate new economic development pathways focused on sustainability; (v) build climate resilience by maintaining and enhancing landscape-scale connectivity; (vi) protect free-flowing rivers from dams and major water resource development; (vii) establish and effectively manage a large interconnected network of protected areas; (viii) develop cooperative governance arrangements; and (ix) enhance knowledge generation and research and monitoring capacity. The article talks about the use of risk assessment for the facilitation and enhancement of sustainable development. According to the World Commission on Environment and Development (WCED), sustainable development means balancing economic growth and environmental protection in a way that meets the needs of the present without compromising the needs of the future generation. Over the last five decades, Malaysia has undergone rapid economic, social and environmental change, a process which is still continuing. The pursuit of socio-economic progress has been accompanied by an unprecedented rate of change in the natural environment. In parallel to this development, governmental responses have also adapted over time to address emerging environmental situations. This article views the recent history of Malaysia's evolving policy response to development needs and environmental change as consisting of four distinct stages. Despite an impressive array of policy statements and strategies to implement sustainable development, many challenges remain today. A clear articulation of normative principles of sustainable development is of paramount importance, as is the monumental task of policy implementation. The article focuses on the limiting factors to environmental protection and policy implementation in China. The country's environmental performance, governance and economic status among industrialized nations was examined. It found out that the government attempts in protecting the environment were hindered by various constraints such as socio-economic, institutional and legal factors. The country also faced the problem of maintaining its economic growth with ecological sustainability.

This article considers the environmental dimension of regional sustainable development in France. The first part evaluates the position of the environment in regional sustainable development policies using two levels of analysis. First, it examines the stated objectives for regional sustainable development that relate to a balanced integration of the environmental dimension in relation to the economic and social dimensions. Second, it demonstrates how efforts to implement regional sustainable development (RSD) invariably lead to domination by environmental factors, as a consequence of well established environmental policies. Thereafter, a critical analysis of this outcome is presented, illustrating how the disparity between what is said and done has produced an ambiguous notion of sustainable development (SD), and how different actors have adopted strongly opposing views. This confusion has created resistance by environmental actors, who perceive sustainable development as potentially diluting environmental demands. In compliance with UN requests, National Strategies for Sustainable Development (NSSDs) are emerging around the world. With these strategies, countries are supposed to halt or reverse trends that conflict with sustainable development. We begin by giving a brief overview of the history of environmental policy planning leading up to NSSDs. Afterwards, we summarize the content of the 2002 Austrian SSD and describe its making as well as implementation processes. On that basis, we proceed to analyze its respective strengths, weaknesses and the lessons learned in the process. As one of the authors took part in the making of the Austrian strategy, our process description and the subsequent analysis are able to draw upon insider knowledge. The three main conclusions of this analysis are the following: (i) the design of the implementation process is more policy relevant than NSSDs themselves; (ii) as NSSD processes, driven by bureaucracies rather than governments, will face limits in implementation, high-level political commitment is crucial and (iii) experiences and lessons learned should not only be transferred from international organizations to individual countries but also directly between the countries themselves.
