A database of journal articles and conference papers that cover the economics of agricultural development in Africa during the period 2016–2020 was compiled. These papers are first described in terms of demographic and bibliometric criteria, followed by a network analysis of the main centers of origin and of influence of this research. Finally, three different processes were used to test the policy relevance of the work. These include a simple enumeration of the policy recommendations in a sample of the papers, a megatrend analysis, and a comparison of their focus with the standard narrative of the role of agriculture in economic development. The results show that a large proportion of the literature is not forward‐looking, and is weak on policy relevance. We ignore a number of issues that engage the attention of those concerned with implementing structural change in agriculture across the many very different but very real natural resource, political, social, economic, and technological environments around the continent. The post-2015 moment is a moment in time in which multiple efforts are being made to envision a better long-term future for humanity and to forge, post-2015, a new and different global development trajectory. There is a need for not only new global goals but also a new global development paradigm. This paper presents a two-sector growth model in which industrial accumulation is sensitive to the factor-saving bias of technical change in agriculture. Agriculture features low factor substitutability and hidden unemployment and, in the baseline scenario, industrial growth is constrained by aggregate demand. Land-saving innovations are then shown to raise rural employment, enlarge the domestic market for manufactures, and bolster industrial accumulation, in contrast to labor-saving innovations. The baseline model and its extensions illuminate recent empirical studies which established that higher land yields boost industrial growth in developing countries, as well as accounts of the role of agricultural innovations in the industrialization of Japan, East Asia, and Latin America. Recent spikes in commodity prices, the growing appetite for primary commodities among emerging economies, growing interest in biofuels and speculations over future returns to land and its products have led to a renewed interest in farmland in the global South. With highly publicized risks and polarized 'win-lose' narratives, so-called 'land grabbing' has become an important focus of transnational governance activity. In juxtaposition to those seeing large-scale land acquisitions as inherently risky or undesirable, some argue for the potential opportunities they engender-provided risks can be mitigated through improved governance. This paper explores this argument through a systematic analysis of the formal features of the multi-sited governance mechanisms in place to guide agricultural investment and govern its social and environmental effects. The intent is not to discount the importance of informal norms and practices or the so-called 'lived experience of governance,' nor the argument that such land acquisitions are inherently flawed irrespective of the 'discipline imposed on them.' Rather, the paper aims to explore the merits of the arguments advanced by the pro-investment camp, and to explore the extent to which the emerging global governance architecture is set up to deliver on the purported benefits of large-scale agricultural investment. Results suggest that serious weaknesses in the substantive scope, reach and/or implementation mechanisms in all of the reviewed governance mechanisms pose a serious risk to the likely effectiveness of the emerging governance architecture in minimizing risks and leveraging benefits. This paper estimates the effect of individual responsibility on economic development using an instrument derived from rainfall data. I argue that a taste for collective responsibility was adaptive in preindustrial societies that were exposed to high levels of agricultural risk, and that these attitudes continue to influence contemporary social norms and economic outcomes. The link between agricultural risk and collective responsibility is formalized in a model of optimal parental socialization effort. Empirically, I find a robust negative correlation between rainfall variation, a measure of exogenous agricultural risk, and a measure of individual responsibility. Using rainfall variation as an instrument, I find that individual responsibility has a large positive effect on economic development. The relationships between rainfall variation, individual responsibility and economic development are robust to the inclusion of variables related to climate and agricultural and institutional development. This study looks into the effects of voluntary sustainability reporting in analysts' earnings forecasts as a driver for sustainable development. The methodology used is based on a regression model to test whether the issuance of a CSR stand-alone report affects analysts' forecast errors and forecast dispersion. Forecast error refers to the difference between the forecasted earnings per share (EPS) and the actual EPS. Dispersion refers to the standard deviation in EPS forecasts between analysts following the same firm. Our study in the Spanish context includes 527 observations from listed firms and covers the period 2005-2010. We provide evidence that there is a negative statistically significant association between the absolute forecast earnings error and the publication of a sustainability report. However, we find that the CSR reports have lost power in reducing the earnings forecast error if we compare analysts' activity before the financial crisis and during the crisis itself, so we open up a question for future research to check whether this is a consistent trend or whether in times of economic recovery this phenomenon regains power. The main conclusion of this paper points to the importance of sustainable development and stakeholder engagement through the issuance of CSR reports, which can help the smooth running of capital markets in a context of increasing sensitiveness to social responsible investment. Our study in this field is pioneering in the Spanish setting, which is especially interesting given the growing trend to publish CSR reports in this country. Sustainable development in the context of international policy is influenced by western values, with few critical evaluations of its application in Asian contexts. This paper presents the interpretation of sustainable development by businesses, civil society, government at various levels and a selection of graduate students in Phuket, Thailand. In all, 78 hours of observations in public meetings, 70 hours of interviews and 10 hours of sectorally arranged workshops were conducted over a period of two years. Data were transcribed and analysed using established qualitative methods. The paper reports how Thai value systems relate to sustainable development concepts and proposes that a culturally appropriate model is needed for understanding the path to a sustainable future in Phuket. Understanding cultural and social values is the key to sustainability. This will require appropriate network-building that creates change towards a culturally sustainable society. We propose that similar cultural adjustment will be necessary for sustainable development to become effective as an organizing concept in Asia. This paper concerns the interpretation of pictures that stakeholders draw in order to help them structure and understand complex situations. The pictures in question are called Rich Pictures (RPs) and the matter at the heart of interpretation is insight drawn from eduction (drawing forth). Insights relate to stakeholders of all kinds, be they the individual, the group, the context in which the individual and the group find themselves, or the means whereby the context can be made more sustainable or improved. RP drawing, often as a collaborative, stakeholder exercise, is a powerful activity that has the capacity to break down barriers of language, education and culture. Drawing upon research with RPs from around the world and spanning 50 years of our combined practice, this paper demonstrates RPs' utility, universality and resilience. We maintain that RP drawing enriches problem solving and, in the long term, saves time and resources being expended on erroneous and/or superficial tasks. However, the interpretation of RPs is still in its infancy. By use of processes derived from various forms of content analysis (CA) we argue that RPs can be applied as a powerful tool in a variety of policy fields. Conclusions for application are drawn and suggestions are made for further research relating to the clearer interpretation of RPs. The interest regarding sustainable consumption has increased around the world, and several international institutions and organizations have highlighted the emergency that society needs to face from this century onwards. Sustainable consumption involves many factors other than individual behaviour, which usually leads to a cross-national focus to explain differences and similarities among countries. Cross-cultural investigations have emerged under the widespread context of sustainability, but how they can contribute to clarify sustainable consumption behaviour is as yet an incipient discussion. On this basis, and considering previous literature about value dimensions, the theory of planned behaviour (TPB), and the value-belief-norm theory (VBN), this paper undertakes a theoretical discussion drawing upon previous empirical research and proposes a new, alternative and complementary point of view. We address how cultural elements can influence values and, in turn, sustainable behaviour. Moreover, we argue that beliefs could be a key driver of sustainable intention, as the intention formed by attitude, perceived behavioural control and subjective norms does not explicate sustainable consumption by itself. Ultimately, this study combines various concepts in a wider discussion about cross-cultural sustainable consumption, a holistic perspective to investigate sustainable consumption across countries. Egypt has been unable to sustain rapid economic growth in the past, nor has it been able to generate employment opportunities at a fast enough rate to keep unemployment from rising. It will be argued in this paper that this has been the result of significant implicit taxation of the agricultural sector. The latter has slowed the structural transformation of the Egyptian economy, increased the capital intensity of production in the urban sector, and slowed overall economic growth. The Egyptian experience is contrasted with that of South Korea and Taiwan. The results indicate that indeed structural change in Egypt has been slowed by the implicit taxation of agriculture. This paper outlines the development and use of a simulation model designed to analyse multifunctional agriculture and rural development policy. The model was the core of the EU research project, TOP-MARD (Towards a Policy Model for Multifunctional Agriculture and Rural Development). The TOP-MARD project explored ways in which both market and non-market ‘functions’ of agriculture and farm households interact with the process of economic development and the quality of life in a variety of rural territories, and how different kinds of policy influence these relationships. A model was developed in common between 11 European research partners and then adapted to the 11 study regions. In this paper the model is applied to the Norwegian study region, Hordaland County. The study concludes that reducing agricultural subsidies can lead to improvements in regional economic performance by releasing labour and capital to uses with higher returns and by creating positive feedback to the economy by improving environmental quality and overall quality of life. Tin mining carried out on the Jos Plateau since the beginning of the last century has disturbed some 320 km2 of agricultural land. Formal attempts at reclamation of this land failed, but local farmers have developed a successful informal strategy for reclamation. This paper reports on a study undertaken to comprehend the farmers’‘informal’ approach to soil fertility management. Their soil fertility management practices centre on the use of a complex combination of traditional organic manures and ‘modern’ inorganic fertilizers that they have developed entirely on the basis of experimentation. A central focus of this paper is therefore the empirical knowledge base of the farmers and an assessment of any underlying scientific explanations for their strategies, including an analysis of their assertion that different brands of NPK fertilizers differ in their nutrient value. This discussion is followed by a consideration of the difficulties in accessing and understanding empirical knowledge. It is concluded that farmers’ knowledge and understanding of the values of different fertilizers and manures does have a scientific basis. It is argued that for further agricultural development to take place on the Jos Plateau, there must be synergy between farmers’ empirical knowledge (which has led to the development of successful and effective soil fertility management strategies, unlike the attempts of the local ‘scientific’ communities) and scientific knowledge (which can identify health and environmental hazards which may not be immediately visible to farmers). This paper examines the extent to which sectoral trends and fluctuations in the Australian economy can be understood using international trade theory and knowledge of key policy developments. It suggests they are consistent with theory, but it also reveals several features that make Australia's economy unusual. The most striking are the facts that (i) the agricultural sector's share of GDP remained fairly constant rather than falling during 1860-1960 and even during the latest mining boom; and (ii) the farm sector continued to enjoy a strong comparative advantage despite periodic spurts of growth in mining exports. This paper reviews what has been learned from experiences of African agriculture and hence what policy lessons may be. Views of African agriculture over the last 130 years have changed from optimism to pessimism and at least halfway back again as the performance of the sector has fluctuated. Fortunately it seems the deep pessimism about agricultural prospects expressed in the 1980s and 1990s has receded. The performance of African agriculture since 1990 suggests that neither those who doubt that any significant advances are taking place, nor those who see advances in some remarkable but perhaps isolated cases of rapid transformation of farming and agricultural supply chains, have sufficient evidence - either from national data or small-scale studies - to support their positions. Hence policy has to rely largely on general principles and historic lessons, rather than more clearly proven propositions. Policy debates over African agricultural development may sharply divide on some topics, but there is little debate over the importance of basic conditions for agricultural development of an enabling investment climate and the provision of rural public goods. Beyond these basics, the challenge is to remedy the failings of markets that deny most smallholders access to inputs, financial services and insurance. Here opinion divides between whether to return to public provision, as with fertiliser subsidies, or whether private and collective institutional innovations will be sufficient. Recent initiatives to test and scale up the latter look promising, but most have yet to be evaluated. If agricultural development is first and foremost about establishing the basic conditions for growth, then most countries in Africa may be better placed than they have been in the past. Given the many examples that show African smallholders investing and innovating when they have the chance, then there are reasons to hope that the modest growth of production and productivity seen in the last two decades may accelerate in the future - thereby allowing African countries to make the transition from agrarian to urban economies. The link between foreign aid and economic growth has been a controversial issue with no strong consensus so far. This paper argues that a possible reason why some studies may conclude that aid is ineffective in promoting economic growth might be that not all aid is given for development purposes (i.e. aid given for strategic considerations, humanitarian reasons or emergency relief). This study classifies foreign aid into four subcategories: agricultural aid, social infrastructure aid, investment aid, and non-investment aid. Using the generalized method of moments (GMM) estimation technique on a Barro type growth regression with panel data from the aid recipient economies, this paper finds that when aid is directed to the agricultural sector of the developing countries, it is positively and significantly related to growth and can affect economic growth in the short run. This paper surveys the linkages between malaria and agriculture, focusing on the economic impacts of the disease. We adopt Negin's (2005) conceptual framework to examine the potential impacts of malaria in the agricultural sector, including both direct and indirect impacts. In addition to health care costs, malaria causes loss of agricultural labor and slows adoption of improved practices in agriculture. Furthermore, some agricultural practices and development interventions are known to facilitate the spread of malaria, exacerbating its impacts. Given the importance of both agriculture and malaria in developing countries, especially in Africa, the interaction between them could be a significant factor in economic growth. The review identifies gaps in past research on this topic. A better understanding of malaria's impact on agricultural productivity, coupled with efforts to strengthen capacity to deal with malaria, would enhance policies and programs aimed at combating malaria and curbing its impacts on agricultural productivity. This paper will aim to demonstrate how a wider theoretical and conceptual landscape, based around environmental social theory, can help to assist contemporary rural sociology in progressing its agenda. Of particular relevance here is an assessment of rural sociology by Buttel, where he makes the point that in the past decades work on aspects of regulation and globalization, for instance, has tended to be quite the reverse of the earlier theoretical developments of the 1970s and 1980s. He argues for more theoretical innovation to be undertaken. While the past decade or so has demonstrated quite a flurry of rich empirically engaged work, actual theoretical development has reached, he argues, something of a hiatus; with various schools tending to adopt a position along the actor-oriented-political economy axis.

This paper examines some recent analyses of alternative agro-food networks (AAFNs) and claims that these innovative modes of food provisioning are emblematic of a new rural development paradigm in Western Europe. A political-economic critique of the territorialised, farm-centric value added strategies underlying these claims suggests that this characterisation is overdrawn and premature. The neglect of the consumption side of the rural development equation also argues for a more modest assessment of AAFNs and their paradigmatic potential. [ABSTRACT FROM AUTHOR]

Using a recent public expenditure dataset, this article proposes a 'reality check' of the level and composition of input subsidies in nine African countries between 2006 and 2013. Results show that input subsidies (1) received close to 35% of agricultural-specific expenditure on average and (2) cover a variety of interventions, including investments in capital, such as on-farm irrigation, and in on-farm services, such as inspection or training. Further, the figures show that input subsidies tended to become entrenched in agricultural budgets over time, leading to sub-optimal execution rates, and were primarily funded by the national taxpayer, while donors invested more in public goods. Findings confirm that input subsidies crowded out other spending categories likely to be more supportive of long-term agricultural development objectives. The article concludes that the political economy of input subsidies should be directed to making more concrete efforts to attain a better balance of public expenditure on agriculture. Furthermore, policy-makers should aim to increase the efficiency and policy coherence of input subsidies, since merely abolishing them is likely to be unfeasible in the short term. This paper examines the adoption of agricultural conservation technologies through analysis of diffusion, economic or farm-firm, and ecological factors. The traditional argument that all conservation practices are unprofitable is challenged. This position has been taken in arguments that the diffusion perspective is largely irrelevant in explaining the adoption of conservation technologies. This study argues, however, that the economic and diffusion perspectives are complementary. The adoption of an index of conservation practices and the use of conservation tillage are examined. Diffusion or information variables play an important role in the adoption of both conservation technologies. I close with suggestions for improving sociological research in this area; this research will increase the relevance of sociological analysis to policy debate. [ABSTRACT FROM AUTHOR]

This article presents comments of authors on the article "Commercialization and Commiditization: A Dialogue Between Perspective," by Peter Vandergeest. Peter Vandergeest extends his critique to document in more detail the similarities, differences and analytical shortcomings of the 1960s commercialization literature and the recent commoditization perspective on agrarian development. He aims not only to expose the inadequacies of these two contrasting theoretical approaches, but also to stimulate a dialogue between them so that researchers might move beyond the current impasse in neo-Marxist development sociology. Vandergeest's paper is one of the first systematic analytical comparisons of these two bodies of literature and offers fresh insight into both old and new theoretical and practical problems. One way in which one can take up these cultural dimensions is through the study of agricultural knowledge systems. This work should draw upon the sociology of knowledge and cognitive anthropology to analyze how farmers or other actors generate, reproduce and transmit knowledge that is relevant to agricultural practice.

The purpose of this research paper is to enlarge the dimension of agrarian reform programs by considering them as a part of the community development role in agrarian improvement and economic development in general. The author's hypothesis shall be that community development programs are a necessary condition for economic development. Implicit in the author's discussion is the thought that community development programs can extend beyond traditional supporting services such as credit availability, technical advice and marketing co-operatives. In some countries, extensive agricultural support programs may, however, qualify for "full-blown" community development status. The contention is that for agrarian reform to make significant economic contributions, major support activities are required. After surveying rural agriculture in Japan, the Republic of Korea, Taiwan, and the Philippines, the author concluded that one institution appeared to stand above all others as a requisite for the existence of a strong agricultural sector and that is viable farmer associations.

Global trade has increased the growth proportionally over the last two centuries. Trade increases the prosperity of nation, fueling economic growth, rising employment opportunities, reducing poverty, and raising the living standards of the people. The study period is from 1990–1991 to 2018–2019. Compound annual growth rate (CAGR), coefficient of variation, moving average method, terms of trade, and elasticity of total merchandise, agricultural, and commercial crops exports and imports were used to achieve objectives. The study revealed that agricultural trade shared very less percentage out of total merchandise trade in the world, that is, 7.55%. South America and South Africa (poor continent) have shown the highest percentage of agricultural commodities traded out of total merchandise trade. Richest continents such as Europe, North America, and Asia shared very less percentage of agricultural commodities traded to total merchandise trade. Globally, China, USA, and Germany highly expanded their trade. China and Republic of Korea were the largest exporting and importing countries of total traded goods. Brazil, Spain, and China were shown the highest significant growth potential of agricultural exports, whereas China, Canada, and USA have shown the highest growth rate of agricultural imports in the world during the study period. America was exporting more quantity of cotton, tea, rubber, and opium while importing tobacco and coffee. Asia was exporting more quantity of sugar crops and coffee while importing cotton, jute, opium, rubber, tea, and tobacco. Africa was exporting more quantity of cotton, jute, tea, and rubber while importing sugar crops, cocoa, tobacco, and coffee. Europe was exporting more quantity of tea, rubber, opium, tobacco, and coffee while importing cocoa. More quantity of opium by America and Europe; coffee by Europe; and sugar crops by Asia was exported with the highest price in the world. Terms of trade was favored for sugar crops, jute, opium, and coffee in the Africa; cocoa, opium, rubber, tea, and coffee in the Europe; and rubber in the America. Export price elasticity of sugar crops, cotton, jute, opium, rubber, and coffee in the America; jute in the Asia; cotton, rubber, and tobacco in the Africa; and sugar crops, opium, rubber, tea, tobacco, and coffee in the Europe was marginally greater than their imports. Countries governments that are growing commercial crops must give prominence in framing price policies for the cash crops. Governments should take action against the unfair competition existing in the international markets of cash crops especially for opium and tobacco. The study found that even Neoliberal globalization modern period also, developing countries and continents such as Africa, Latin America and South America trade economies are more depend on agriculture and developed countries more on manufactured sector. The article investigates the effects of regional preferential trade agreements (RPTA) on trade agriculture focusing on the benefits given to the member countries as well as the negative impact on nonmember countries. Through the gravity model, it has been found out that RPTAs increase trade volume among the member countries. The results show that RPTAs are not harmful to nonmember countries which show that they do not displace agricultural trade of these countries. They also improve global welfare through the increased trade volume. In general, RPTAs are welfare enhancing the agriculture of both members and nonmember countries.

Underlying factors in the growth of agriculture as a sector and of rural incomes in developing countries are investigated, using data from 85 countries during 1960–2001. Hypotheses about growth are derived from both the general growth literature and the empirical literature on past agricultural growth in the United States and other industrial countries. The growth of agriculture as a sector is surprisingly independent of the growth of income per capita for those who work in that sector. Neither is necessary nor sufficient for the other. Diffusion theory and political economy are the two most common ways by which rural sociologists have explained the widespread use of agricultural innovations. In this paper, we argue, borrowing from science studies and using the empirical case of soybeans in Brazil, that the use of agricultural innovations is better understood as the result of the construction of networks of people and things. Thirty years ago soybean production in Brazil was insignificant. However, at that time a soybean network began to be formed. Initial actors were, among others, (1) soybean varieties produced in the United States, (2) wheat farmers located in the south of Brazil, and (3) soil in need of nitrogen, an expensive input for the new wheat varieties. State policies were no doubt important in consolidating that network. However, other persons, institutions and things were also necessary, including science and technology, the creation and/or expansion of farmers' organizations such as cooperatives, and the solution to the problem of photoperiod sensitivity in soybeans. We follow the soybean from its introduction in Brazil to its present status as an important crop. The overall context within which the soybean network began is also described. We conclude that the actor network approach is more congruent with the history of soybeans in Brazil than diffusion theory or political economy. [ABSTRACT FROM AUTHOR]

Institutions are essential for agricultural development, yet confusion is widespread about what institutions are and how to evaluate them. National agricultural research systems embody the lack of clarity. Institutions are stable and valued behaviours to solve collective problems, and can be manifested as both rules and organizations. Institutional development schemes usually concentrate on organizations. Evaluation methods for institutions focus on resource acquisition, internal processes, output and outcomes and the linkages among these activities. All the methods are handicapped by difficult definitional, attribution and temporal problems. The article discusses the effect of innovations on patterns of rural development and in particular on output per acre and on labor input per acre. Data from a sample of 240 smallholdings in five different areas of Malawi are examined. The article indicates that the existence of differing patterns of rural development in these areas. It discusses the implications for rural development policy. In this article, it is argued that the usual contents of the concepts modern and traditional are insufficient to account for the presence or absence of agricultural development. The use of the concepts may even have led to a certain neglect by rural sociologists of the structural factors affecting development. Increasing the world’s food supply has depended heavily on increasing agricultural productivity, which in turn depends on investments in research and development (R&D). This article synthesizes findings from more than 40 studies on how R&D investments affect agricultural total factor productivity (TFP) in various parts of the world. The article breaks out the relative contributions to TFP growth of R&D by public institutions, private companies, and the CGIAR (a consortium of international agricultural research centers), including international technology spillovers. Major differences emerge between global regions in sources and efficiency of R&D capital. Abstract: Clark's claims about the scale of English agricultural output from the 1200s to the 1860s flout historical and geographical reality. His income‐based estimates start with the daily real wages of adult males and assume that days worked per year were constant. Those advanced in British economic growth make no such assumption and instead are built up from the output side. They correlate better with population trends and are consistent with an economy slowly growing and becoming richer. Clark's denial that such growth occurred, his assertion that substantially more land must have been under arable cultivation, his belief that conditions of full employment invariably prevailed in the countryside at harvest time, his concern that the wage bill would have exceeded the value of output in British economic growth, his refusal to consider the possibility that the working year was of variable length, and his assertion that output per acre must have been equalized across arable and pasture are all shown to be figments of his ‘Malthus delusion’. Climate change poses unprecedented challenges to agricultural production globally and in the United States; it is both vulnerable to the impacts of a changing climate and a contributor to greenhouse gas emissions. Because farmers need to quickly adapt to reduce their risks and emissions, there is a pressing need to better understand the process by which they make decisions. This complex decision-making process includes many factors, such as farmers' beliefs; knowledge and capacity to make changes; the information they receive from Extension, industry, and social networks (e.g., family and peers); economics and regulations; and farm-scale and environmental issues (including personal experience with extreme weather). This study assesses the published literature on U.S. agricultural stakeholder views and decisions on climate change, focusing on farmers and ranchers from different regions. We identify key themes that emerge from the literature on how stakeholder views about extreme weather and climate change relate to decisions about adaptation and mitigation practices. This review finds that although the majority of U.S. farmers believe the climate is changing, many remain skeptical of the issue and uncertain about the anthropogenic causes of climate change. Farmers' climate change mitigation and adaptation decisions also vary widely and are often correlated with belief or other factors such as personal experience with extreme weather, costs of change, or fear of regulation. Australia's northern savannas are one of the few remaining large and mostly intact natural areas on Earth. However, their biodiversity and ecosystem values could be threatened if proposed agricultural development proceeds. Through land-use change scenarios, we explored trade-offs and synergies among biodiversity conservation, carbon farming and agriculture production in northern Australia. We found that if all suitable soils were converted to agriculture, habitat at unique recorded locations of three species would disappear and 40 species and vegetation communities could lose more than 50% of their current distributions. Yet, strategically considering agriculture and biodiversity outcomes leads to zoning options that could yield >56,000 km2 of agricultural development with a significantly lower impact on biodiversity values and carbon farming. Our analysis provides a template for policy-makers and planners to identify areas of conflict between competing land-uses, places to protect in advance of impacts, and planning options that balance agricultural and conservation needs. He develops a deep interest in the quantitative analysis of markets and policy issues important to agriculture.

The article profiles Philip G. Pardey, a Fellow of the American Agricultural Economics Association in 2006. Pardey's various affiliations are presented. He is a professor of the Department of Applied Economics at the University of Minnesota from 2002 up to the present in 2006. He is also the director of the International Science and Technology Practice and Policy center at the University of Minnesota from 2004 up to the present. He comes to economics with a grounding in agricultural science that reinforced his interest in science and technology policy.

Within the European Union, promotion of 'policy coherence' is intended to improve co-ordination across sectors and groups of professionals, who make competing claims for agricultural development in low-income countries. This article examines the prospects for stakeholders in Sweden to implement such a policy, drawing on experiences from the launch of a national multi-stakeholder platform with the participation of 99 organisations. Its findings demonstrate institutional fragmentation and struggles for legitimacy, with the internationally heralded Swedish Policy for Global Development operated largely as a tokenistic instrument, legitimised by the pretence of stakeholder engagement. This essay questions the way the findings from research on agriculture in poor countries tend to be summarized in policy narratives, and more specifically the role agricultural economics tends to play in this process. I conclude that there is a tendency to overstate the role agriculture plays in development and, as a result, some of the wrong battles are being fought in the policy advocacy arena, and inappropriate advice is being offered to policy makers. Although there is much empirical evidence of the importance of agricultureled economic growth, there is a renewed emphasis in development circles on the industrial sector as the main driver of growth, even for the low-income countries of sub-Saharan Africa. This article applies a simplified model of agricultural growth linkages to illustrate the importance of agricultural growth for increasing employment and accelerating poverty reduction in Ethiopia. Achieving rapid agricultural growth, however, will require the engagement of small commercial farmers, large enough to adopt new technologies and produce significant marketed surpluses, but small and numerous enough to have spending patterns that drive a large, vibrant rural non-farm sector. There is an influential view that South-East Asia's economic success is based on export-oriented industrialisation, and that African states should above all imitate this aspect of Asian development strategy. This article, however, uses evidence from Indonesia, Nigeria, Malaysia and Kenya to argue: (i) that the historical roots of South-East Asian economic success actually lie in pro-poor agricultural and rural development; (ii) that even when it has been pro-rural, as in the case of Kenya, African development strategy has not been pro-poor; and (iii) that pro-poor agricultural development, not export-oriented industrialisation, should be the first priority of African states seeking to achieve sustained growth and poverty reduction. The importance of the agricultural sector in the economic development process is well known. Improvements in agricultural productivity are often found to spill into other areas of a developing economy, potentially improving the standards of living of urban and rural workers alike. Given the importance of this sector, accurate measures of total factor productivity (TFP) across countries can be helpful in identifying conditions, institutions or policies that promote agricultural development. In this article, we estimate TFP growth in agriculture for a panel of 39 sub-Saharan African countries from 1961 to 2007. We also develop a set of development outcome measures theoretically consistent with strong agricultural performance to serve as external validation of our results. We find that three estimation methods (stochastic frontier, generalised maximum entropy, and Bayesian efficiency) generate relative rankings that are consistent with the development outcome measures, providing external validation of the methods. The article reports on the economic assistance given by the United Nations International Fund for Agricultural Development (IFAD) to Senegal. IFAD has helped assemble and arrange a $47 million aid package to benefit small farmers who are suffering erratic rainfall, and eroding quality and falling prices of their main products in the country.

The semi-arid zone of Southwest Asia, known as the Fertile Crescent, is under unprecedented stress because of agricultural development. Where rain-fed agriculture and transhumant herding had prevailed over ten millennia, today intensive cultivation with irrigation threatens future sustainability. A number of interconnected, but uncoordinated drivers of change combine to shape the landscape and its future, and their changes make it hard to anticipate future requirements and opportunities, as well as to implement policies, whether by local stakeholders or at the national level. Among the factors that comprise the socio-natural systems are (1) climate, (2) water and soil resources, (3) history of land use, (4) social, economic and political factors, (5) infrastructural developments (6) interstate impacts, and (7) legacies of the past. The example of the Khabur River drainage in northeastern Syria shows the dynamic interplay among these factors over the past 70 years, with implications for the way future policies and practices are developed. The article explains the principle, a rule of one. This means that one rational person is enough to make a market and that one irrational person is enough to break a game. The power of the market as an exchange institution rests in its ability to move resources from low- to high-valued uses. If one person is rational enough to look for arbitrage opportunities among the other irrational players, the market works. In contrast, it suffices for one person to behave irrationally for a game to yield outcomes that deviate from the predicted actions of rational behavior.

The article evaluates the major characteristics of public agri-environmental payment programs in the U.S. It will also outline problems with these precedents, especially those arising as scientific advancement, and proposes program decision-making possibilities that would better approximate market-like equilibria for public good environmental services from agriculture. Land retirement programs such as the U.S. Conservation Reserve Program pay agricultural producers an annualized fee to obtain a stream of environmental benefits over a predetermined contractual period.

The article aims to present a conceptual framework for the analysis of ecosystem services (ES) supply in the U.S. It will also discuss some of the data and modeling issues that arise in predicting farmers' participation in ES contracts and the supply of ES resulting from them. To frame the discussion, the researchers outline a model of the supply of ES that illustrates the ways that spatial and system complexity can affect it. This model is used to discuss the data and modeling issues that arise in empirical implementation.
