Search

A database of journal articles and conference papers that cover the economics of agricultural development in Africa during the period 2016–2020 was compiled. These papers are first described in terms of demographic and bibliometric criteria, followed by a network analysis of the main centers of origin and of influence of this research. Finally, three different processes were used to test the policy relevance of the work. These include a simple enumeration of the policy recommendations in a sample of the papers, a megatrend analysis, and a comparison of their focus with the standard narrative of the role of agriculture in economic development. The results show that a large proportion of the literature is not forward‐looking, and is weak on policy relevance. We ignore a number of issues that engage the attention of those concerned with implementing structural change in agriculture across the many very different but very real natural resource, political, social, economic, and technological environments around the continent. A growing body of literature highlights the importance of export sophistication for economic development. Given the newness of the literature on export sophistication, its determinants are under‐exploited. As a pioneer study, this paper attempts to fill this gap in the literature by examining the effect of infrastructure development on export sophistication. Based on a panel of 45 African countries over the period 2003–2016, the results of the different estimations show that infrastructure, including transport, electricity, ICT and access to water and sanitation, improves export sophistication in Africa. Our results also show that the effect of infrastructure varies at different intervals of the export sophistication distribution. Therefore, improved infrastructure would allow African countries to not only improve their export structure but also achieve sustainable and durable growth. [ABSTRACT FROM AUTHOR]

This paper examines the nature and origins of state-society relations in sub-Saharan Africa ( SSA). It traces the region's predatory state-society relations to slavery and colonialism and the concomitant extractive institutions, which are not conducive to sustainable economic development. Consequently, attempts to achieve sustainable development have been largely futile. The paper proposes a strategy for transforming the region's economic and governance institutions for inclusive and enduring growth and development. This paper examines the impact of political competition on economic growth. In this paper, I show that internal political dynamics, distinct from the type of political system, can having different effects on growth. Using results from the 1994 and 1999 elections in South Africa, I show that municipalities with higher levels of political competition have shown lower levels of economic growth. I use individual level surveys to show that this political competition is associated with political paralysis, dissatisfaction with the current democracy and government and lower optimism about the future. Abstract: This study complements existing literature by investigating how the advancement in information and communication technology affects the formal economic participation of women. The focus is on 48 African countries for the period 1990‐2014. The empirical evidence is based on ordinary least squares, fixed effects and the generalized method of moments regressions. The results show that improving communication technology increases female economic participation with the following consistent order of increasing magnitude: mobile phone penetration, internet penetration and fixed broadband subscriptions. The recent economic performance of Sub Saharan Africa has been very disappointing. Its poverty has many dimensions and causes, both internal and external. This paper focuses on the role of institutions in promoting or hindering economic development in Africa and the implications for doing business on the continent. It questions our understanding of institutions and how they develop and warns against simplistic assumptions in this regard. This paper describes the aid allocation behaviours of the Development Assistance Committee (DAC) donors and their response to the emergence of China in the aid landscape. Our analysis presents evidences of donors' competition in Africa. We investigate whether African countries with the Chinese influence expanding receive favourable aid modalities from G7 donors over the period 2000-2011. We find a robust positive relationship between the level of aid and the number of China projects a country receives and the level of bilateral aid from G7 donors, even after accounting for standard economic and political factors. Results indicate that DAC donors use bilateral aid to tackle the increasing influence of China in Africa, by delivering more aid to countries with natural resources or strategic political interest. The paper also assesses empirically whether strategic interests and economic competition between DAC donors and China have influenced the composition of aid flows received by African countries. Our empirical strategy is sharpened by the use of a spatial-X model and a difference-in-difference estimation that leverages a 'natural' experiment in DAC aid flows in the aftermath of the financial crisis, with China increasing his sphere of influence in Africa. Aims According to the World Health Organization (WHO), the total amount of alcohol consumed in the African region is expected to increase due to the growth of new alcohol consumers, especially young people and women. With the changing alcohol environment, increases in the alcohol-attributable burden of disease are inevitable. To our knowledge, there has not been a comprehensive analysis of the factors that could be driving those increases. The objective of this study was to examine the evidence from peer reviewed literature regarding the factors that could be instrumental in this process, in order to inform strategic policy-related decisions. Method A narrative review was conducted using a thematic analysis approach. We searched papers published between January 2000 and July 2014 in PubMed, the WHO's Global Health Library and African Journals Online. Results Our analysis identified seven factors (demographics, rapid urbanization, economic development, increased availability, corporate targeting, weak policy infrastructure and trade agreements) which are potentially tied to changes in alcohol consumption in Africa. Driven largely by globalization, a potential convergence of these various factors is likely to be associated with continued growth in alcohol consumption and alcohol-related morbidity and mortality. Conclusions To address the emerging risk factors associated with increased alcohol consumption, African governments need to take a more active role in protecting the public's health. In particular, important strategic shifts are needed to increase implementation of intersectoral strategies, community involvement in the policy dialogue, health services re-orientation and better regulation of the alcohol beverage industry. The paper examines the pattern of poverty, growth and inequality in Ethiopia in the recent decade. The result shows that growth, to a large extent depends on structural factors such as initial conditions, vagaries of nature, external shocks and peace and stability both in Ethiopia and in the region. Using a rich household panel data, the paper also shows that there is a strong correlation between growth and inequality. In such set up, the effect of implementing a pro-poor growth strategy, compared to allowing the status quo to prevail, can be quite dramatic. On the basis of realistic assumptions, the paper shows that from a baseline in 2000 of a 30 per cent poverty share, over 10 years at growth of 4 per cent per capita, poverty would decline from 44 to 26 per cent for distribution neutral growth (DNG) (i.e. no change in the aggregate income distribution). In contrast, were the growth increment distributed equally across percentiles (equally distributed gains of growth, EDG), the poverty would decline by over half, to 15 per cent, a difference of almost eleven percentage points. Thus, ‘distribution matters’, even, or especially in a poor country like Ethiopia. Recent increases in the size of African middle classes have excited speculation about the economic implications of these developments. This review paper argues that to understand these, we must first interrogate our analytic assumptions about the middle class and its relationship to the private sector across the continent. Africa's middle classes are born out of a different relationship with the private sector than classical theories suggest. Rather than one, homogenous middle class (or private sector), there are multiple kinds, and hence, many of our universalizing analytic assumptions about the character of that class-and its likely economic impact-may not hold. © 2015 The Authors. In the light of challenges to sustainable development in the post‐2015 development agenda, this paper assesses how increasing carbon dioxide (CO2) emissions affect inclusive human development in 44 countries in sub‐Saharan Africa for the period 2000–2012. The following findings are established from Fixed Effects and Tobit regressions: first, unconditional effects and conditional impacts are respectively positive and negative from CO2 emissions per capita, CO2 emissions from liquid fuel consumption, and CO2 intensity. This implies a Kuznets‐shaped curve because of consistent decreasing returns; and second, the corresponding net effects are consistently positive. The following findings are apparent from Generalized Method of Moments regressions: first, unconditional effects and conditional impacts are respectively negative and positive from CO2 emissions per capita, CO2 emissions from liquid fuel consumption, and CO2 intensity. This implies a U‐shaped curve because of consistent increasing returns; and second, the corresponding net effects are overwhelmingly negative. Based on the robust findings and choice of best estimator, the net effect of increasing CO2 emissions on inclusive human development is negative. Policy implications are discussed. In examining some big questions on African development, I provide evidence that the dynamics of some development indicators could support both endogenous and neoclassical growth theories in the convergence debate. This paper investigates convergence in real per capita gross domestic product and inequality-adjusted human development in 38 African countries, disaggregated into 10 homogenous panels based on regions ( Sub- Saharan and North Africa), income levels (low, middle, lower middle and upper middle), legal origins ( English common law and French civil law) and religious dominations ( Christianity and Islam). The main finding is that the income component of the Human Development Index moves slower than others in the convergence process, and thus requires a more focused policy intervention. Using changes in the possession of household assets over the past 20 years, several recent papers have argued that economic growth and poverty reduction in Africa was substantially better than suggested by national income data and income poverty statistics, which suffer from well-known weaknesses. We scrutinize these claims and first argue that trends in assets provide biased proxies for trends in incomes or consumption. In particular we show that the relationship between growth in assets and growth in incomes or consumption is extremely weak; instead, we find evidence of asset drift using macro and micro data, which is consistent with the claims we make about possible biases in the use of asset indices. As a result, we find no evidence supporting the claim of an African growth miracle that extends beyond what has been reported in official GDP/capita and consumption figures. [ABSTRACT FROM AUTHOR]

Empirical research has generally attributed the dismal performance of Africa's economic growth to country-specific socio-economic and geo-political factors. This paper shows that while country-specific issues matter for Africa's economic growth, common global economic factors do matter as well. The importance of common global economic factors has been augmented by increased globalization, the introduction of the World Trade Organization and the current global economic crisis. Using system GMM panel data techniques that extend previous literature on Africa's growth, the estimation results provide new insights into the positive relationship between the world business cycle and the growth rates of African countries. The growth experiences of the Democratic Republic of the Congo and South Korea over the last several decades have been polar opposites. Despite this divergence in economic outcomes, the two countries shared some initial similarities including very low income, high population growth rates, harsh colonial regimes, military coups and Cold War politics. There were also important initial differences in population density, ethnolinguistic diversity, natural resource endowments and geography. Given its enormous mineral wealth, economic prospects initially appeared brighter in the Congo than in Korea to most contemporary observers. This paper explores the possible causes of divergences in the two countries by examining initial conditions, economic and demographic trends, geography and governance. This paper is the result of the analysis of 200 interviews with Zambian enterprise owners during the summer of 2006. It examines the reasons for the lack of growth of micro and small firms and the resulting ‘missing middle’ in Zambia. The study finds that most enterprise owners are risk takers, have bounded rationality in terms of their understanding of market structure, conduct and performance and rely on inappropriate channels for their information. A second group of enterprise owners who are less risk preferring, and do not have aspirations in terms of firm growth is also identified. Most enterprises in these two groups do not operate on a growth trajectory. Finally there is a very small group of enterprise owners who are truly entrepreneurial. This paper examines the catching-up (stochastic convergence in real per capita income) hypothesis for 52 African countries with respect to the USA. over the 1969-2011 period, using a highly flexible stationarity test. The empirical results show (i) that all African countries experienced at least one break, switching between catching-up and divergence paths during the sample period; (ii) that structural breaks tend to coincide with political instability, trade liberalisation policies and terms of trade shocks; (iii) that among the 52 African countries studied, only five lie on the catching-up path, while the remaining 47 diverge from the USA. ABSTRACT The migration-development nexus has been of increasing importance in international relations between African and European countries since 2000. Linking migration to development has spurred political interest in the development potential of migrants as a substitute for official development assistance. This paper analyses the convergence in discourse and practices on migration and development in the context of migration policies formulated to manage migration between Africa and Europe. The discourse on migration and development is mobilised by different actors to justify their actions; it stems from different migration management concepts and frameworks advocated by the European Union, particularly in its Global Approach to Migration. The migration and development discourse is sustained by increased funding from the European Union and some member states to instil a particular view of the nexus between migration and development. The case of Senegal in this paper illustrates the application of the dominant discourse. The first section provides an analysis of the discourse mobilised by different actors at the European and African levels to justify the promotion of the migration-development nexus. Acemoglu, Johnson and Robinson have dramatically challenged the tendency of economists to confine their empirical search for the causes of economic growth to the recent past. They argue that the kind of institutions established by European colonialists, either protecting private property or extracting rents, resulted in the poorer parts of the pre-colonial world becoming some of the richest economies of today; while transforming some of the more prosperous parts of the non-European world of 1500 into the poorest economies today. This view has been further elaborated for Africa by Nunn, with reference to slave trading. Drawing on African and comparative economic historiography, the present paper endorses the importance of examining growth theories against long-term history: revealing relationships that recur because the situations are similar, as well as because of path dependence as such. But it also argues that the causal relationships involved are more differentiated than is recognised in AJR's formulations. By compressing different historical periods and paths, the ‘reversal’ thesis over-simplifies the causation. Relatively low labour productivity was a premise of the external slave trades; though the latter greatly reinforced the relative poverty of many Sub-Saharan economies. Again, it is important to distinguish settler and non-settler economies within colonial Africa itself. In the latter case it was in the interests of colonial regimes to support, rather than simply extract from, African economic enterprise. Finally, economic rent and economic growth have often been joint products, including in pre-colonial and colonial Africa; the kinds of institutions that favoured economic growth in certain historical contexts were not necessarily optimal for that purpose in others. Donor-sponsored anti-corruption programmes represent an increasingly large segment of international development assistance to Africa. While the ostensible objective of these programmes is to reduce African corruption, the generality of them suggests that other factors appear to motivate their design and implementation. This paper attempts to assess the generality of these programmes by looking at the specificity, relevance and fit of proposed anti-corruption activities. The malleability of these programmes suggests that programme design draws from a mix of broader discursive fields and the genuine attempt to improve project performance and decrease corruption. The development of an “informed and alert electorate” is essential for the establishment of democratic governance in Africa and for the continent's future economic growth. This need is particularly evident in Zimbabwe, which is currently in the midst of an acute political and economic crisis. This paper tells the story of a small community-based organization in a remote part of Zimbabwe, which helped to raise political awareness and consciousness among a dis-advantaged rural population. Because of the threat that it posed to the Mugabe government, the organization was forced to close in October 2002. The federal solution has been widely discussed in relation to political systems where the articulation of major cleavages, differences, and pluralities threatens political integration and stability. The relationship between conflict, development, and federalism, however, has been poorly accounted for in the literature on federalism. Existing theories about the utilitarian value of federalism thus face serious challenges, especially with respect to post‐colonial Africa. The relationship between conflict, economic development, and federalism in the African context needs to be carefully examined from the perspective of governance, as well as the impact they have on society‐state relations. This article discusses the impact of ethno‐linguistic, ethno‐regional, and ethno‐religious conflicts on economic development in Nigeria – informed by the inequalities, insecurity, and poverty prevalent in the country – and examines the relevance of the federal solution for mitigating such centrifugal pressures as well as other divisive and violent tendencies. Africa is currently the only continent that is yet to experience sustained industrial growth and structural transformation. The continent's position as the last frontier for industrial growth became clear following the spectacular transformations of the Chinese economy since the late 1970s. While it is often emphasized that Africa must improve its industrial capacities and diversify its economies in order to achieve real growth and development, there is little clarity on the most effective model and strategies for the continent's industrialization. This article conceptually examines the Washington Consensus versus the Beijing development models, and empirically presents their evolution in Africa. Drawing on a modified Fukuyama's state theory which differentiates between the strength of state institutions and the scope of state activities, this article argues that strengthening African states is a prerequisite for the success of any development model. I use satellite imagery on night-time lights to measure growth across states and local government areas in Nigeria since the return of democracy in 1999. The data suggest that states in southern Nigeria have grown faster on average than states in the north. Using the Ordinary Least Squares, I estimate a relationship between change in night lights and real gross domestic product ( GDP) growth in Africa and use the coefficients to estimate GDP growth for states and local government areas in Nigeria over the period. Finally, I evaluate the effects of violence on growth in Plateau, Yobe and Borno states. I find that the crisis in Plateau state has resulted in slower growth compared with other states in the region. I also show that Yobe and Borno states had performed worse than other states in the north even before the outbreak of violence related to the Boko Haram sect. [ABSTRACT FROM AUTHOR]

While Africa may have overcome its growth tragedy, it is facing a statistical tragedy, in that the statistical foundations of the recent growth in per-capita GDP and reduction in poverty are quite weak. In many countries, GDP accounts use old methods, population censuses are out of date, and poverty estimates are infrequent and often not comparable over time. The proximate reasons have to do with weak capacity, inadequate funding, and a lack of coordination of statistical activities. But the underlying cause may be the political sensitivity of these statistics, and some donors' tendency to go around countries' own National Statistical Development Strategies ( NSDS). Greater openness and transparency of statistics, and a higher profile for the NSDS, possibly with 'naming and shaming' of those who try to circumvent it, may help Africans turn around their statistical tragedy. In recent years, the private sector has been recognised as a key engine of Africa's economic development. Yet, very little is known about its size and characteristics. We present novel estimates for 50 African countries and show that the private sector accounts for about two thirds of total investments, four fifths of total consumption and three fourths of total credit. Countries with small private sectors include a sample of oil exporters and some of the poorest countries in the continent. Surprisingly, the size of the private sector does not appear to be significantly correlated with growth performance. Labour market data reinforce the idea of a large private sector, which provides about 90% of total employment opportunities. However, most of this labour is informal and characterised by low productivity: permanent wage jobs in the private sector account on average for only 10% of total employment. South Africa is the notable exception, with formal wage employment in the private sector representing 46% of total employment. Finally, we find evidence of negative private sector earning premiums (−13% on the average), suggesting that market distortions abound. These are likely to prevent the efficient allocation of human resources and to reduce the overall productivity of the African economies. [ABSTRACT FROM AUTHOR]

This study contributes to a small, but growing stream of literature exploring the contagious nature of corruption by examining the rate at which the correlation between countries' corruption measures decays as the geographical distance between country capital cities increases. Focusing on countries in Africa and the Middle East and using historical data from Transparency International to measure perceived levels of country corruption and the great circle distance (in miles) between country capitals, the results of this analysis indicate that corruption is contagious and can spread beyond its neighbour's borders. The rate at which corrupt practices are adopted decays as the distance between the countries' capitals increases and the first order conditions suggest that corrupt practices can spread and impact practices beyond 2700 miles. The results also suggest that reducing corruption within a nation's borders can be viewed as a positive externality as reductions in corruption levels can spillover to other countries and help to lower corruption within a larger geographical region. Cross-sectional studies of growth in post-colonial Africa have overwhelmingly focussed on explaining the failure of growth in Africa. This prompting stylised fact has its qualifications and when these are taken into consideration the explanations of African economic growth appear incoherent. The notion of a chronic African growth failure has diverted attention from the process of economic growth and left important questions unaddressed. The quest for the African dummy has delivered transferable conclusions with a strong impact on the writing of African economic history. Many African countries have experienced episodes of weak growth since 1970 through the 2000s. A fundamental intermediation gap in Sub‐Saharan Africa (SSA) is the extremely limited financing for medium to long term lending facilities to promote growth. Thus, given the importance of financial development on economic growth, this study investigates the impact of financial development on economic growth in SSA, which is sub‐divided into low‐, middle‐ and upper‐income groupings to ascertain whether differences in income levels across countries affect the relative impact of finance on growth. The study adopts the dynamic and static panel data model to analyse 30 SSA countries using annual data over the 1985–2015 period. The findings indicate that financial depth and financial intermediation reduce per capita income growth in low‐ and middle‐income countries. However, it increases growth in upper‐income and the overall sample of SSA countries. Credit supply positively impacts growth in low‐income countries but exerts a significantly negative impact on growth in middle‐income and the overall sample of SSA countries. Financial liberalisation promotes growth in upper‐income and the overall SSA. However, it reduces growth in low‐ and middle‐income countries. Recent acceleration of Chinese engagement in African hydropower is attracting increasing attention and concern. Yet there is scant research and little reliable data on this engagement. This article analyses Chinese hydropower engagement based on a new, verified dataset. We examined over 100 projects reported by the media and lists compiled by other organizations, amassing case studies for each project using desk research, interviews and field visits. We demonstrate that Chinese engagement in African hydropower is often overestimated in both numbers and value. Further, misunderstanding and myths abound regarding Chinese financing and construction practices. This evidence‐based understanding provides a firmer foundation for advocacy, research and efforts by other companies and funding agencies to co‐operate with Chinese actors in this controversial sector. Agricultural cooperatives in Africa tend to be community‐based organizations defined by principles of inclusion, voluntarism, democracy, equity, autonomy, mutuality and solidarity. This means that they generally operate in accordance with the principles endorsed by the International Cooperative Alliance (ICA). However, only a few of these organizations are successful in commercializing the agricultural produce of their members. In this study, we argue that growth‐problems leading to commercial failure and organizational degeneration in these cooperatives can be attributed to a lack of managerial capital. Drawing on the literature and evidence from the field we set out key management solutions for counterbalancing cooperative principles in the context of rural Africa. These solutions were taught to the leaders and managers of 362 cooperatives at four training events held in Madagascar, Malawi and twice in Uganda. Using a production function for cognitive achievement and key informant interviews, we find that our training contributed to the adoption of the proposed solutions by some of the cooperatives. Using the Ugandan sub‐ sample, we estimate an OLS regression and a PSM model to show that the training translated into higher revenues per member generated through collective commercialization. Abstract: From 2002 to 2013, Angola engaged in large‐scale state‐led reconstruction and development alongside an elite‐led appropriation and seizure of national assets. Until the oil price shock, Angola had been succeeding in promoting rapid economic growth, and possibly even significant social development, alongside a massive grab of wealth and power by local elites. Today, though an economic crisis has taken hold, frequent predictions of the country's imminent collapse have yet to be fulfilled. This article reviews the state's development planning and expenditure with a focus on public investment and industrial development to determine to what extent Angola during this period might be considered a developmental or petro‐developmental state. It is argued that, while more significant than generally thought, petro‐developmental outcomes were and are limited by the autocratic and neopatrimonial tendencies of the Angolan elite. Nevertheless, limited success with structural transformation may have lasting effects. Following its long civil war, the conditions existed for Angola to follow a new path of state‐led development. In spite of the growing body of literature on the bright side of inter‐firm relationships, limited attention has been paid to the dark side of inter‐firm relationships. Using insights of serial entrepreneurs in a developing economy, we articulate the mechanisms through which adverse rumours and misinformation perpetrated by rivals' firms undermine small businesses and lead to decline and eventual collapse. We uncovered that the rumours were made more potent when combined with other factors such as prior history of poor and faulty products, sensitivity of industry and intense competition from rival firms in reducing the life chance of firms. Our study also uncovered that inter‐firm backstabbing leads former business owners to form a negative perception of former competitors and their organizations even after their business collapsed. Artisanal and small-scale mining (ASM) is an important means for diversifying economic activities to sustain people's rural livelihood in mineral-rich African countries. To pursue economic benefits, ASM workers often take physical and legal risks in mining activities. However, a question arises as to whether the economic benefits are sufficient for explaining their engagement in risky mining activities. This article examines whether ASM functions as an informal safety net that brings social benefits to ASM workers and motivates their engagement in mining activities. To examine an informal safety net, the article analyses the case of artisanal and small-scale gold mining in Geita, Tanzania. The result of the analysis states that social benefits are, in association with economic benefits, motivating factors for continuing the ASM activities. The analysis implies that in the ASM, the more impoverished sites are, the more functional they are in regard to exerting an informal safety net. Copyright © 2016 John Wiley & Sons, Ltd. This study develops a model of opportunistic behaviour in which an incumbent government resorts to expansionary fiscal and/or monetary stimuli to foster economic growth and thus, maximize the probability of re-election. Using a panel dataset of 31 African countries covering the period 1980 to 2009, we test whether donor aid facilitates such political business cycles and investigate their effect on growth. We find evidence that donors, through guaranteeing support to incumbent governments, may unwittingly instigate political business cycles. With forbearance, and sometimes complicity by donors, aid seems to allow incumbent governments to instigate macroeconomic stimuli that ensure electoral victory with no fear of losing aid support. © 2015 UNU-WIDER. Given the role that innovation plays as an engine for economic development, we examined the enabling factor of institutions in Africa. Particularly, attention was given to determining the equivalent effects of institutional development on innovation. A sample of 40 African countries over the period 1996-2012 was employed, and our baseline equation was estimated using the system generalised method of moments ( SGMM) estimation technique. The empirical result reveals that government effectiveness and regulatory quality are two institutional measures that have the most equivalent impact on innovation. The extent of impact is an indication that institutions matter, especially when considering innovation in Africa. Therefore, to advance the rate of innovation in Africa, improving frameworks to drive regulations and enhance government effectiveness is a necessary instrument. Genetically modified (GM) crops could increase economic growth and enhance living standards in Africa, but political issues have slowed the use of biotechnology. This is the first study that assesses the potential impact of GM crops in Africa while considering the preferences of producers and consumers towards GMOs as well as the income and price risks they face. The study uses a choice experiment to estimate the ex ante economic impact of a novel technology, Bacillus thuringiensis (Bt) cowpea, on producers and consumers in Benin, Niger and northern Nigeria. The experiment involves the simulation of a market transaction similar to those in open air markets in West Africa. During the market simulation, respondents are informed about the advantages and disadvantages, including health risks, of Bt cowpea. The results from the study suggest that cowpea growers and consumers in Benin and northern Nigeria prefer Bt to conventional cowpea for health safety reasons. The results estimate that social welfare in Benin, Niger and northern Nigeria would increase by at least US$11.82 per capita annually with Bt cowpea, if seed sectors are operating smoothly. With inefficiencies in seed sectors and the potential for cowpea acreage increase, the estimated social welfare increase in the region would be about US$1.26 per capita annually. Is African politics characterized by concentrated power in the hands of a narrow group (ethnically determined) that then fluctuates from one extreme to another via frequent coups? Employing data on the ethnicity of cabinet ministers since independence, we show that African ruling coalitions are surprisingly large and that political power is allocated proportionally to population shares across ethnic groups. This holds true even restricting the analysis to the subsample of the most powerful ministerial posts. We argue that the likelihood of revolutions from outsiders and coup threats from insiders are major forces explaining allocations within these regimes. Alternative allocation mechanisms are explored. Counterfactual experiments that shed light on the role of Western policies in affecting African national coalitions and leadership group premia are performed. [ABSTRACT FROM AUTHOR]

SUMMARY The notion that economic development in African states requires minimal levels of security has become widely accepted in the international development community. The question is which types of security provision-professional all-service policing or functionally specialized agencies-will have the greater impact on promoting and sustaining economic development. Using mainly available data and analyses by van Dijk, I argue that functional policing styles and work are more important to address the major obstacle to economic development: grand corruption, organized crime, political violence, fraud and mismanagement by government than professional all-service policing. The law and finance theory essentially states that legal origins are a significant determinant of financial development. The conclusion from the law and finance theory is that countries whose legal traditions derived from British Common Law have better developed financial markets than countries following French Civil Law. This study conducted an empirical investigation of the law and finance theory for African countries. Our empirical results showed that legal origins are insignificant in explaining financial development but rather, legal effectiveness significantly explains cross-country differences in financial development in Africa. An introduction is presented in which the editors discuss various reports within the issue on topics including the concept of circular economy, the theory of fast-expanding markets, and the association between entrepreneurship and movement of products in the market.

The global economic crisis beginning in 2008 has come at an inopportune time for Africa. Economic growth had recovered, poverty had declined, and human development had improved. Then the crisis hit. Growth then fell by 60 per cent. The growth decline has been less than in previous economic crises though. Africa's resilience currently likely results from improvements in economic and political governance and to changes in the external environment. It appears that Africa will once again resume its path towards prosperity. However, although low-income and 'fragile' countries appear to be holding up well, many of them critically depend on external assistance. Africa is urbanizing rapidly. Yet most dual economy models focus on the sectoral rather than spatial dimensions of development. This article adopts a 'dual-dual' approach to measuring rural/urban and farm/nonfarm linkages. We develop an economy-wide model of Ethiopia that distinguishes between cities, towns, and rural areas. The model captures detailed sectoral and regional linkages, internal migration flows, and externalities from urban agglomeration. We find larger linkages between agricultural production and small towns and show that redirecting urban growth toward towns rather than cities leads to broader-based economic growth and poverty reduction. In contrast, industry and services, particularly within cities, are far less effective in reaching rural areas and the poor. Africa's current urbanization pattern-toward major cities rather than towns-will weaken national growth-poverty linkages. Urbanization that takes advantage of the synergistic relationship between agriculture and small towns has the potential to result in a more inclusive growth trajectory. [ABSTRACT FROM AUTHOR]

Africa's external relations are currently undergoing major changes. Non-traditional state actors like China and India are reviving their ties with African economies and thereby affecting power relations between African states and traditional partners. Meanwhile, high commodity prices and improved credit ratings make external finance available for African governments. This article examines how non-traditional state actors affect the possibility of African governments setting and funding their own development priorities. It argues that while the current situation may increase the policy autonomy for African economies this is largely a consequence of the increased availability of external finance - and not just from non-traditional state actors.
