In this article, eco-efficiency – ‘sustainable development at the company level’ or ‘value added per environmental impact’ – is operationalized at the production unit level. An eco-efficiency index is developed and tested with 31 Finnish and 37 Swedish pulp, paper and board mills in 1993–1996. In essence, gross value added without a change in inventories is divided by environmental impact aggregated with seven valuation methods. The definition of eco-efficiency as sustainable development at the company level appears to be problematic. [Eco]2-efficiency does not include the third, ethical dimension sustainable development, but only ecology and economy. Value added is a limited indicator of economic performance and very sensitive to changes in market prices, while environmental impact changes with valuation assumptions. The Swedish mills were generally more eco-efficient, while the Finnish mills were more eco-efficient in integrated woodfree paper, solid bleached sulphate board and liquid packaging board. This article presents a discussion of E. M. Bernstein's paper about the financial problems of economic development. Bernstein discusses five facets of this problem: to decrease the size of the development program, to energize the inflow of foreign capital, to encourage domestic savings, to gather together the available resources, and to allocate the resources available to the private sector in a way that will stimulate the greatest increase in production. The author believes that this analysis leaves no room for argument.

The article presents a discursive analysis of Great Britain's Conservative Party 2011 Green Paper "One World Conservatism: A Conservative agenda for international development." It offers a comparison of the conception of development in that paper with the 1997 Labour Party White Paper which launched the development of the Department for International Development (DFID). The discourse used to describe Britain's role in promoting global development and reducing poverty is examined.

Recent withdrawal of the U.S. military from the Republic of Panama has exposed 64,000 ha of lowland forest in the former Canal Zone to possible development. The forests form a 16-km-wide strip reaching 65 km from the Caribbean Sea to the Pacific Ocean and function as the water supply for the canal and as home to one of the world's richest terrestrial biotas. We present an overview of the distribution of bird diversity in the forests of the canal area based on 10 years of inventories. A total of 498 terrestrial species has been recorded, of which 177 occur only in lowland forests. More species reside in Caribbean- than in Pacific-slope forests and in the largest forest tracts. The Panamanian government, recognizing the importance of the forests for protection of biodiversity and for proper functioning of the canal, has created two national parks and a national monument in the canal area. One large park, Soberania National Park, currently contains 92% of the region's forest-dwelling species. Two large tracts on the Caribbean coast, the Achiote Road forest and the Fort Sherman forest, are not designated as national parks but are recognized as important forest areas. Those two forests harbor species found nowhere else in the canal corridor. Extensive fragmentation, disconnection of forested corridors between foothills and lowlands, and anthropogenic degradation of forests near towns have altered regional bird-community dynamics. Some dynamics occur on large spatial scales, such as the poorly understood movements of elevational and transisthmian migrants. Long-term maintenance of bird species diversity in the canal area will require preservation of the large forest tracts and reestablishment of a forested connection from the canal corridor lowlands to the Chagres lowlands and foothills in the east. Such conservation activities will be challenging to execute given the region's growing human population and desires for a stronger national economy. We recommend protection of remaining forests and active enforcement of protection laws to reduce hunting and further intrusions. [ABSTRACT FROM AUTHOR]

We study the evolution of topics in economics and their geographical specialization by analyzing 13,233 papers from seven top journals between 1985 and 2012 and their forward citations. The share of U.S. publications declines from 75% to 64% with a corresponding increase of the European share from 12% to 24%. We use topic modeling and document the evolution of the discipline over 27 years. We estimate, with a quasi‐structural model, the citation lag distribution for 18 different topics and three large geographical areas. The modal citation lag is about 6.7 years in the entire sample and 4.8 years for citations from the top 100 journals. We quantify (1) the home bias effect in citations, (2) how it fades away over time, (3) the long lasting impact of U.S. publications vis‐à‐vis other geographical areas, and (4) the higher speed of diffusion and faster obsolescence in the United States. The fifth‐generation (5G) technology is seen to be a solution for developing countries to improve their quality of services in terms of transportation, education, health, agriculture, and other fields, thereby holding the promises of economic transformation by improving productivity and the quality of life. The paper considers some of the challenges that face operators, investors, and providers when planning to introduce 5G technology to developing countries. The main focus of this paper is the 5G transport network, in particular, the backhaul network. The 5G transport network architectural options and scenarios are discussed based on several standards and previous studies, the problems of existing infrastructures of developing countries are investigated, and new proposed technologies that may help to address those challenges are considered. A shift of focus is discernible in the literature on industrial agglomeration and regional economic development in the post-Fordist/globalization context. In addition to economic factors, the new focus emphasizes the importance of social and cultural factors for the growth of new industrial agglomerations. However, despite the importance attached to the (natural) environment in writings on organizations, regions and economies over the last few years, the literature on industrial agglomeration continues to remain devoid of any substantial references to the environment. Attaining sustainability at the local/regional (see note) level requires, among other factors, collective effort by industrial organizations toward common goals including resource conservation, production efficiency, economic viability and social responsibility. This paper explores the possibilities for bridging the current gaps between regional planning policy and the requirements of ecosystem integrity and sustainable industrial development in the practical contexts provided by ‘eco-industrial parks’ (EIPs) and the Waterloo Industrial Network for Sustainability (WINS). This paper presents a stakeholder perspective to study tensions in hybrid organizations (HOs). In this study, we investigate social enterprises (SEs) as emblematic cases of HO. The paper responds to literature that calls for studies about the interactions with stakeholders and proposes the relational paths SEs can implement to alleviate the emerging tensions between environmental–social and business goals. It also contributes to the academic debate offering empirical evidence on HO‐related tensions. Solving these tensions is beneficial for HOs and in terms of sustainable development. The paper presents a longitudinal case study of a leading SE in the fair trade industry. Fair trade represents an industry where economic, social, and environmental goals may be jointly achieved through the action of SEs. The main paper's contributions regard a stakeholders‐generated view of tensions and the identification of stakeholders‐tailored solutions to managing them. This paper explores the impact of the political hierarchies of cities in China from different perspectives. First, we examine the economic disparities between prefectural cities and municipalities. Furthermore, this paper draws upon a quasi‐ experiment to analyze the impact of upgrading Chongqing to a municipality in 1997 using the synthetic control method. The city‐upgrading policy significantly increased Chongqing's gross domestic product (GDP) in the following 4 years. The article discusses a paper by Pinelopi Koujianou Goldberg and Tristan Reed that explores the role of market size in economic development and poverty reduction. This paper examines news media coverage of hydraulic fracturing in Canada over a five-year period in five newspapers. Hydraulic fracturing, or 'fracking,' has reenergized the North American oil and gas market. This technology has increased economic growth, but it also comes with unknown and uncertain environmental and public health risks. Regulation of the fracking industry varies globally. In Canada there are three provinces that engage in large volume fracking and four provinces that have placed a moratorium on fracking. This paper demonstrates that the Canadian fracking story is about five frames: water pollution, economic benefits, uncertain risks, moratoriums, and energy independence. There is a difference between coverage in the two national newspapers as well as a difference in national and provincial coverage. In Nova Scotia, where fracking is banned, the media focuses primarily on environmental issues and benefits to the local economy. In Saskatchewan, where fracking for oil is an essential part of the economy, the media focuses on economic benefits and downplays other frames. Overall, across the five papers, the media coverage is highly selective and focuses on particular stories about the economy or the environment, but not both. Despite its invaluable contribution to the field of comparative economics, the socialist calculation debate has focused on the narrow topic of the impossibility of the rational economic calculation under socialism. The literature on new institutional economics suggests that economic development is determined by economic and political institutions which are far more complex than the issue of economic calculation. To bridge the gap between the calculation debate and new institutional economics, this paper utilizes the historical case studies of Perestroika and Deng's China to demonstrate relationship between state capacity and economic calculation. Based on the Xingke Tiben, this paper assesses the long‐run economic development of China, by constructing a new estimate of male occupational structure during 1734–1898 by sector, sub‐sector pattern, and region. After assessing the source's biases, using this new empirical basis, this paper demonstrates that the national male occupational structure was nearly identical in 1761–70, 1821–30, and 1881–90, suggesting a long‐lasting structural stasis of the national economy, allowing for fluctuations between benchmark dates. Within agriculture, substantial regional differences in labour organisation are revealed. Three distinct models are found: the Northern Regions model features a high usage of wage labour, the Yangtze Valley model presents a high level of tenancy development, and the Southern Regions model displays the highest share of landowners. All three models saw increasing use of wage labour in 1761–1890 and shrinking landownership in 1821–90. At the regional level, the long‐run estimate for Lower Yangtze suggests that the region as a whole stagnated throughout the entire period, but the overall structural stasis hides dynamic, contrasting long‐run economic change between the region's core and peripheral areas. Comparative analysis with England further suggests that the timing of the Great Divergence between China and England took place before 1734, even in the context of the regional difference. ABSTRACT: This paper explores whether conducting scientific and technical (S&T) research reduces the volatility of output growth. The paper finds robust evidence that output volatility is significantly lowered by a country's production of S&T publications. The results show that the effect of S&T publications on output volatility is particularly strong in middle‐income, OECD and other high‐income countries. However, for East‐Asian, low‐income and sub‐Saharan African countries the effect is either weak or absent. These results provide strong evidence that not only OECD and other high‐income countries are actively engaged in S&T research, emerging developing countries are also conducting S&T research, which is effective in reducing output volatility. The association between social trust and long‐run economic growth is well documented. However, which determinants of growth are affected by social trust remains an open question. This paper therefore explores to which extent social trust affects the rate of factor accumulation versus productivity improvements. Previous studies indicate that social trust could affect both the accumulation of physical and human capital and the rate of productivity increases. Existing literature also indicates that part of the growth effects may be due to how trust affects the quality of formal institutions. The effects of trust are estimated in a panel of 64 countries observed in 5‐year periods between 1977 and 2017, using growth accounting to separate patterns of growth. The results unequivocally show that social trust predominantly affects long‐run growth by affecting the growth of productivity and that only a small share of that effect runs through the effects of trust on formal institutions. With the conversion of the global power economy and energy structure, access to a large amount of renewable energy has led to a decrease in power system inertia. The slight abnormal disturbance in the distribution network may have a significant impact on social and economic development. Aim at enhancing power stability and system resiliency; this study focuses on the detection and location of multiple abnormal sources in the distribution network. Most traditional methods use models relying on precise line parameters, subject to poor adaptability to the distribution network with a large number of nodes, and rapidly changing topology. Therefore, this study proposes a novel random matrix model, driven by monitoring data from phasor measurement units distributed on the overhead transmission lines. In this model, linear shrinkage (LS) theory, and Marchenko–Pastur law are combined for noise reduction to ensure the dynamic character and anti-noise ability. Moreover, data dimensions and sample points may be at the same level in an extensive scale network. The LS and standard condition number rule (SCN) are used for estimating the number of abnormal sources. Finally, the effectiveness of this paper's model is verified in PSCAD. This paper provides an alternative approach to penalized regression for model selection in the context of high‐dimensional linear regressions where the number of covariates is large, often much larger than the number of available observations. We consider the statistical significance of individual covariates one at a time, while taking full account of the multiple testing nature of the inferential problem involved. We refer to the proposed method as One Covariate at a Time Multiple Testing (OCMT) procedure, and use ideas from the multiple testing literature to control the probability of selecting the approximating model, the false positive rate, and the false discovery rate. OCMT is easy to interpret, relates to classical statistical analysis, is valid under general assumptions, is faster to compute, and performs well in small samples. The usefulness of OCMT is also illustrated by an empirical application to forecasting U.S. output growth and inflation. [ABSTRACT FROM AUTHOR]

A stochastic framework for coordination of macroeconomic policies is introduced in this paper. It is suggested that: (i) measures of policy accountability should allow for the climate of uncertainty that surrounds policy decisions, and (ii) most models of aggregate economic activity impose arbitrary specifications of uncertainty that do not appear to be empirically justifiable. Ambiguities in interpreting the Humphrey-Hawkins reports of policy authorities are sketched in section II; a proposal for maximizing the ex ante prospects of policy objectives is illustrated in section III; finally, nonstationary allocations of uncertainty are discussed in sections IV and V. This paper provides a brief survey of ongoing work by members of the Federal Reserve Board staff on the role of uncertainty in policy forecasts. The article comments on a paper published within the issue, "Capital Formation and the Recent Productivity Slowdown," by Peter Clark. The author also discusses results from his own research in "Accounting for United States Economic Growth, 1929-1969," and applies it to Clark's paper. It is suggested that an abrupt rise in energy prices may have affected growth rates during the mid-1970s. The author also looks at a similar analysis made by John Kendrick, who focuses on the U.S. postwar period of 1948-1966.

This paper aims to investigate the effect of financial development and renewable energy consumption on consumption‐based CO2 emissions in Chile while controlling for economic growth and electricity consumption. Based on the aim of the paper, autoregressive distributed lag (ARDL) bounds with Kripfganz and Schneider's (2018) approximations, fully modified ordinary least square (FMOLS), dynamic ordinary least square (DOLS), and gradual shift causality tests are applied in this study. The outcomes clearly reveal that while financial development and renewable energy consumption reduce the consumption‐based CO2 emissions in Chile, economic growth and electricity consumption increase consumption‐based carbon emissions. The gradual shift causality test provides consistent results with ARDL, FMOLS, and DOLS estimators. Therefore, policymakers in Chile should dynamically encourage the research and development of low‐carbon technologies and renewable energy investments while imported nonrenewable energy sources level should be targeted, and especially those sectors which are more energy‐intensive and causing to increase in consumption‐based CO2 emissions. Estimating the contribution of enslaved workers to output and growth in the United States during the first half of the nineteenth century is a crucial building block to better understand the contours of nineteenth‐century US economic history, and more generally, the connection between slavery and capitalism. Existing estimates only present a partial picture and are potentially problematic. In this paper, we use data on enslaved person valuations to calculate the contribution made by enslaved workers to regional and national gross national product (GNP) in 1839 and 1859 and to the growth in per capita output in the 20 years before the Civil War. We find that in the United States, enslaved workers were responsible for somewhere between 12.49 per cent and 18.0 per cent of the increase in output per capita between 1839 and 1859. David Hume opposes banks and favors hoarding. The only bank he reluctantly approves of is a public, 100% reserve bank. Other banks increase money supply and prices, hindering exports and economic growth. For Hume, a 100% reserve public bank would lead to "the destruction of paper-credit" ([1752] 1985, p. 285), fostering economic growth instead by preventing inflation. Given the scanty and inadequate studies on Serbia's growth performance before the First World War, this paper presents production‐side GDP estimates for Serbia for six years between 1867 and 1910. It probes into the growth dynamics, assessing convergence with the more developed countries of north‐western Europe, as well as progress towards achieving modern economic growth. Although the economy showed some dynamism in terms of overall GDP, per capita GDP in pre‐First World War Serbia grew by only 0.28 per cent per annum, as much of the overall GDP growth was eroded by rapid population growth. Far from converging with north‐western Europe, Serbia continued to fall behind. Sluggish structural transformation and slow income per capita growth suggest that Serbia's transition to modern economic growth was in its infancy. Growth in the dominant agricultural sector was extensive, driven by expanding arable land and population growth. Land was affordable and easy to obtain; hence, peasants invested little in new technologies. Meanwhile, the modern industrial and service sectors were below a threshold that could sustain rapid growth. Nevertheless, this study also highlights the rapid expansion of a small modern sector and export diversification that reflected emergent 'green shoots' in 1905–10. [ABSTRACT FROM AUTHOR]

The article deals with the implementation of the rule by the Advisory Council on Public Records under the provisions of the Public Records Act of 1967 in Great Britain. Most contemporary historians saw the First World War as a historical watershed from which time onwards the activity and potential role of governments in influencing British economic and social development were much enhanced. As a result, particular areas of historical research, such as diplomatic history and historical studies of social and economic policy, were given enormous stimulus. For all historians access to records is essential. New records are almost always welcome and any restriction on access to information is generally deplored or regretted. In the initial euphoria at the release of so much new material comparatively little attention was paid to the status of the public records as research evidence. In 1970, however, doyen of British interwar historians, the late G. L. Mowat, referred to a part of the new material with characteristic shrewdness.

An introduction is presented in which the editor discusses various reports within the issue on topics including regional transportation, the sector's role in economic development and government investments for the sector.

Modern primary industry makes obsolete the conventional analysis of private and social performance. This is due to the dominance of chain failure as opposed to the more familiar market failure. This paper makes the case that value addition dominates aspirations for primary industries, and vertical coordination and shifts in commercial power balances feature in the sharing of benefits within value chains. Moreover, complexity in chain relationships and some particular features of primary industry bring challenges to forward planning and concerted effort. Value addition in New Zealand's forestry and wood products' industry presents several such challenges, and these are examined with a qualitative system dynamics model. Potential policy responses that eliminate chain failure are discussed in association with the Australian beef industry research model. This paper seeks to provide new empirical evidence that demonstrates the importance of digital technologies in promoting economic growth, drawing on the literature on advances in growth and leveraging a broader and more robust country-level panel dataset. In particular, this paper estimates the long-run economic impact of digital technologies using mobile phone penetration and internet usage as broad indicators. The empirical results suggest that, between 2004 and 2014, the diffusion of digital technologies significantly improved economic output in Australia and abroad, contributing to steady-state gross domestic product per capita growth of approximately 5.8 per cent on average. These findings could serve as the starting-point for predictions about the likely impact of future technologies, providing a better understanding for policy-makers in prioritising initiatives that will continue to lift living standards in the coming years. This paper explores the empirical relevance of banking market structure on growth. There is substantial evidence of a positive relationship between the level of development of the banking sector of an economy and its long-run output growth. Little is known, however, about the role played by the market structure of the banking sector on the dynamics of capital accumulation. This paper provides evidence that bank concentration promotes the growth of those industrial sectors that are more in need of external finance by facilitating credit access to younger firms. However, we also find evidence of a general depressing effect on growth associated with a concentrated banking industry, which impacts all sectors and all firms indiscriminately. The existing studies usually find that technical change was very important in constraining the economic growth of the Soviet Union. While these studies have been successful in quantifying the extent of technical change, they have been less successful in quantifying its nature. This paper moves a step closer to probing the essence of Soviet efficiency by splitting the aggregate technical change into its subcomponents – namely, capital and labour efficiency. I find that the Soviet Union registered strong labour efficiency gains during most of the postwar period, converging towards the labour efficiency level of the global frontier – the US. Labour efficiency growth did decrease over time, but labour efficiency was not a primary cause of Soviet growth retardation. That retardation was instead caused by a decline in capital efficiency. At a disaggregated level, I find that the decrease in capital efficiency was driven by structures. I hypothesize that labour shortages and an inadequate investment policy resulted in a large stock of unfinished, and hence idle, structures, distorting Soviet economic growth. [ABSTRACT FROM AUTHOR]

This paper examines the evolution of consumption practices in Venice in the long eighteenth century through the combined use of post‐mortem inventories and household budgets. Although Italy experienced a period of relative decline between the seventeenth and eighteenth centuries, our findings suggest that Venetian households enjoyed a rich and vibrant material culture that was fully comparable with those of the most advanced European urban economies. However, although new products, practices, and fashions were adopted by Venetian society, the architecture of consumption did not undergo sudden and extreme changes; rather, consumption was gradually refined, following the path that it had begun during the Renaissance. We therefore argue that the Venetian economy did not experience a consumer revolution but, instead, consumer evolution. Moreover, this study shows that sophisticated consumption practices were not exclusive to the more dynamic economies of the continent but were widespread even in those regions that were victims of the Little Divergence. We thus suggest that the relationship between consumption development and economic development was not necessarily causal and that the diffusion of new consumption practices throughout society was a necessary, but insufficient, prerequisite for economic take‐off. China's extensive economic growth has been accompanied with high levels of pollution, and excessive energy consumption has brought serious pollution problems. The use of financial resources to regulate green production modes and encourage high‐quality economic development has become a major focus in academia. At the same time, growth enterprise market (GEM) enterprises, which mainly operate in technology‐intensive industries, are assumed to have a simulating effect on regional innovation. Therefore, this paper utilizes the capital return differences of 4437 listed companies and 920 GEM companies based in 30 provinces of China from 2008 to 2018 to quantitatively analyze the levels of financial misallocation. With two‐stage regression method, the direct effect of financial misallocation on regional green total factor energy efficiency (GTFEE) and the indirect impact observed when taking regional innovation as an intermediary variable are discussed. Furthermore, dynamic threshold panel regression and heterogeneity analysis are used to verify the above nonlinear relationship. The empirical findings indicate that financial misallocation enhances innovation capability and further restrains GTFEE. With an improved degree of marketization and environmental regulation, the inhibitory effect of financial misallocation on GTFEE is more significant. [ABSTRACT FROM AUTHOR]

In the context of global concern for the environment and considering the observation that very few manufacturing companies have taken a more proactive position on sustainability, it has been suggested that the stakeholder approach can contribute to the study of sustainability management. Hence, this paper analyzes the relationship between a set of individual stakeholders pressures (STP) from different groups and the adoption and implementation of some specific sets of sustainability practices (SP) in manufacturing: internal and external monitoring and external collaborative. It also contributes to the open debate around the "monolithic" versus differentiated reaction to perceived STP, showing that companies respond selectively to the different stakeholder groups. Finally, this research also considers the possible influence of different country development contexts (developed vs. emerging countries), which may be very informative in the context of the growing globalization of operations. Using a large, worldwide, multicountry, and multi‐informant sample of manufacturing plants from three industry sectors located in 15 emerging and developed countries, this study shows that the different stakeholders play different roles in the adoption and implementation of different sustainability practices, thus contributing to the open debate around a suitable balance of stakeholder pressures. This research further contributes to the debate around the convergence and divergence perspectives by supporting the "universal" adoption of sustainability practices (convergence perspective) as no statistical differences are found in stakeholder pressures in different country development contexts.
