Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. How people pay is critically important to consumers and businesses alike. Many consumers are choosing to pay for goods and services from an increasing number of options. Tech‐savvy urbanites buy coffee by tapping their phone on a reader. Parents returning from a night out use peer‐to‐peer payment apps, such as Venmo, to pay the sitter. The recent explosion of financial innovations promises faster, more efficient, and cheaper transactions. These increasing digital payment options coincide with decreased number and volume of cash transactions. However, vulnerable populations face more constrained payment choices and often rely exclusively on cash. Without experience, devices, or acceptable credit histories, vulnerable populations may have little access to digital transactions. The advantages of falling digital costs and other benefits thus accrue to the digitally connected. At the same time, those who must transact in coins and paper money are likely to find their relative costs increasing. This paper highlights payment trends and the potential impact on vulnerable populations in the United States as we move toward a cashless society. The article presents information on various governmental or parliamentary publication often referred to as "Grey Papers". Such documents are part of the common currency of conversation. However, in practice it is very difficult to define these terms and one finds that in much of governmental publishing the color of the covers of the document is less significant than the greyness over the meaning attached to the various forms of publication. One believes that one knows the difference between White Papers, Green Papers and their kin, but under close examination they often tend to merge to a uniform grey. A White Paper, indicates the broad lines of legislation the Government intend to introduce and, very often, of executive action that will be taken. A Green paper is a white paper that is not ripe yet. Green Papers announce tentative proposals for discussion.

Using observational data on consumer carryout bag usage, we measure the effects of disposable bag policies on disposable and reusable bag demand. Our results show that plastic bag bans coupled with paper bag fees decrease total disposable bag demand but lead to significant increases in paper bag consumption. We compare our results to a study on bag fees and find that both policies lead to similar increases in reusable bag usage. However, the success of bans versus fees in discouraging disposable bag usage is contingent upon the types and prices of bags that stores choose to sell in lieu of disposable plastic. People with learning disabilities are living longer. Older people with learning disabilities should be included in policies and plans that are for all older people. National plans and policies for older people often do not say anything about older people with learning disabilities, and it is hard to know whether older people with learning disabilities are benefiting. People who plan services locally often do not have good information on older people with learning disabilities. Using the Equalities Act 2010 could help people who plan services and write policy to think about older people with learning disabilities but this is not happening at the moment. People who work with older people with learning disabilities should be aware of policy for all older people, so that older people with learning disabilities do not miss out. This paper seeks to explore the opportunities and challenges generated by current policy, guidance and legislation in England relating to older people, in terms of the practical implications for older people with learning disabilities. Using the broad themes housing, employment, social inclusion and isolation, care and support, and promoting better health and well-being, this paper discusses potential practical opportunities and concerns for older people with learning disabilities arising from policy and legislation such as current initiatives regarding integration, personalisation and the dementia policy. Consideration is given to the implications of changing policy and practice for both current and future generations of people with a learning disability as they reach older age. This discussion paper concludes that whilst there is potential for older people with a learning disability to benefit from policy and practice aimed at improving the lives of older people generally, the tendency for policy to be targeted at specific groups without adequately considering the diversity of those groups often leaves those with a learning disability at the margins of being able to make the most of changes. In 2006, the National Institutes of Health (NIH) initiated the Clinical and Translational Science Awards (CTSAs) as part of the NIH Roadmap Initiative, in order to improve the conduct and impact of NIH's clinical and translational research portfolio. The CTSA program is intended not only to transform the training programs and research infrastructure at individual academic institutions, but also to create a nation-wide collaborative consortium to transform the biomedical research enterprise. In January 2009, the NIH CTSA National Consortium adopted Strategic Goals to maximize the CTSAs' impact on the Nation's healthcare and health. Of these, the CTSA Strategic Goal 4 is to promote the translation of the results of clinical and translational research into practice and public policy. To advance this goal, a committee was constituted to focus on the organization and development of the CTSA Consortium's comparative effectiveness research (CER) capacity, an increasingly important component of research translation into practice and policy. This Committee's Workgroups took on a number of deliverables in service of this objective, including producing this White Paper on how the CTSA Consortium might best facilitate CER, for NIH's Institutes and Centers (ICs), other Federal agencies, outside stakeholders, and the healthcare system overall. This White Paper offers some specific suggestions for how the CTSA Consortium might support this emerging and crucial national effort to generate, synthesize, and disseminate CER in order to improve healthcare decision-making and health outcomes. Important points of reference for this White Paper are two Congressionally mandated reports on CER released at the end of June 2009, one by the Institute of Medicine (IOM) and another by the Federal Coordinating Council for CER (FCC-CER). The definitions of CER by each report, and their recommendations for the CER enterprise, are highly germane to the purpose of this CTSA Consortium White Paper. The CER definition used in the IOM Report was, "The generation and synthesis of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. This summary paper for the symposium provides a brief overview of the papers by Craig Veitch, John Beard and Max Kamien that deal with the environmental, socioeconomic and political descriptors of ‘rurality’. Those three papers deal with a number of fundamental truths about rural and remote health, including the fact that internal migration is an important and poorly understood factor in determining community and health outcomes. A brief treatment of the issue suggests that selective internal migration is likely to mean that the burden of illness in rural and remote areas is even higher than that suggested by the published figures. The paper then asserts that thinking in the rural and remote health sector in Australia focuses largely on the negative aspects of the current characteristics of rural areas. A self-evident definition of ‘rurality’ is offered that has it defined by the set of factors that currently characterise places, communities and individuals outside the major cities. The paper suggests that each of these characteristics has an upside or benefit, as well as a downside or risk, and that giving greater attention to the former will provide a better basis for informing rural health policy and practice than the deficit view alone. The focus of this paper is on environmental protection investments for reducing emissions to air in the pulp and paper industry and in the energy and heating industry. We use data on environmental protection investments to assess the costs for environmental protection in order to characterize the potential differences between these two industries in their ability to adapt to national policymaking. We find that the energy and heating industry invests more than the pulp and paper industry in relation to their revenues. This pattern is also true if we look at the type of environmental protection investment (i.e. clean technology or end-of-pipe solutions). That the pulp and paper industry is less investment intensive with regards to environmental protection is in line with what can be expected, i.e. firms in a competitive market do not seem to have the same possibility of internalizing the external cost of production in response to ‘green’ consumer demand. NGOs have, by and large, given a warm welcome to the new UK White Paper on International Development. But, after 20 years of political marginalization, is the development community too easily satisfied? This article argues that the White Paper does mark a welcome break from the previous Conservative approach with a number of commendable policy ideas. The document overall, however, still contains important flaws, particularly in areas where the Treasury will have inevitably played a critical role. If DFID and the new Secretary of State can take credit for the best of the White Paper's contents then her Cabinet colleagues are the obvious culprits for the worst. This article argues that NGOs can play a constructive role by recognizing the weaknesses of the Paper and undertaking to help in building the public constituency for further, and more fundamental, change. © 1998 John Wiley & Sons, Ltd. The Labour government's new White Paper promises great changes in the British aid programme: re-focusing aid on poverty reduction, partnerships replacing one-sided conditionalities, and policy coherence so that the broad gamut of British policies in areas as diverse as agriculture, trade and investment are in line with the needs of international development. However, the Paper is stronger on broad policy statements than detail as to how to implement these strategies. Moreover, an examination of the history of British aid shows continuity to have been greater than change. Both Labour and Conservative governments have presided over cuts in UK aid, and so instead pointed to the high quality of British aid. But efforts to improve aid quality have been impeded by the use of aid to achieve political and commercial objectives. Whether the White Paper represents a break with the past cannot be determined by the Paper's brave rhetoric, but only by the future actions of the Department for International Development. © 1998 John Wiley & Sons, Ltd. Children's services in England are undergoing their most radical transformation since 1948 following the passage of the Children Act 2004. A key part of these changes is the legal requirement to have an Integrated Inspection Framework to assess the extent to which the new Children's Services Authorities have succeeded in meeting five key outcomes—being healthy, staying safe, enjoying and achieving, making a positive contribution and achieving economic well-being. To this end, up to ten national inspectorates have to coordinate their activities to a hitherto unparalleled extent. This article describes the nature and scale of the new remit and identifies a number of unresolved issues that could impede progress. In 2000 the Howard government formed a consultative committee to review defence policy and gauge public opinion on defence issues. It concentrated on the impact of budgetary stringency and dramatic strategic change and supported increased defence spending on equipment to cater for high-level threats. Was there a thorough review? Inconsistencies occurred in the reports developed from the review and statements made by senior policy-makers while it was being conducted. The way the review was undertaken points to conceptual tensions in Australia's strategic culture and serious problems with entrenched interests in the services. Objective: To describe the mental health care system in Russia against the background of rapid social, economic and political change since the late 1980s. Method: Indicators of social stress and deteriorating population mental health and official data on service provision are presented. Results: In the current system of psychiatric care dispensaries take a central position. Key issues of the discussion on mental health care include ways of coping with social stress disorders, strategies to redefine psychiatric rehabilitation in a changed social-economic context and steps towards strengthening social support networks for people with mental illness. Following political abuse of psychiatry, professionals have had to face justified and unjustified accusations, and been faced with a general challenge to their role. Conclusion: Tackling problems of social stress, the integration of mental health care in the general medical care system and the building-up of general hospital in-patient psychiatric units are of strategic importance. Objective: To provide a framework of mental health care reform across Europe. Method: On the basis of summary quantitative indices and expert ratings of broad aspects of mental health care structure, the process and outcome of psychiatric reform common trends and differences are outlined. Results: There has been a broad trend away from an institutional model of care with the mental hospital as the dominant institution, and community- and general hospital-based mental health services of varying comprehensiveness are in place in most countries. The social and broad community aspects of psychiatric reform have generally been somewhat less successful than changes in service set-up. Assessment of reform outcomes proves particularly difficult. Conclusion: Psychiatric reform processes have achieved some of their aims, and there are broadly similar trends. The article presents a call for papers on such topics as supply chain management (SCM), as well as public policy and government regulation (PPGR) and the political dynamics of rulemaking processes.

This paper reconsiders the outpacing argument, the belief that changes in law and other means of regulation cannot keep pace with recent changes in technology. We focus on information and communication technologies (ICTs) in and of themselves as well as applied in computer science, telecommunications, health, finance, and other applications, but our argument applies also in rapidly developing technological fields such as environmental science, materials science, and genetic engineering. First, we discuss why the outpacing argument is so closely associated with information and computing technologies. We then outline 12 arguments that support the outpacing argument, by pointing to some particular weaknesses of policy making, using the United States as the primary example. Then arguing in the opposite direction, we present 4 brief and 3 more extended criticisms of the outpacing thesis. The paper's final section responds to calls within the technical community for greater engagement of policy and ethical concerns and reviews the paper's major arguments. While the paper focuses on ICTs and policy making in the United States, our critique of the outpacing argument and our exploration of its complex character are of utility to actors in other political contexts and in other technical fields. Threats to the health of our environment are numerous. Much research in science and engineering is devoted to documenting, understanding, and attempting to mitigate the harm itself. The root challenge for sustainability, however, is human behavior. As such, changes to human behaviors and the internal processes that drive them are also essential. Critical to understanding sustainability‐related behaviors is the individual's conceptualization of the natural world and its components and processes. The papers in this topiCS issue address these conceptualizations by drawing from anthropological, linguistic, educational, philosophical, and social cognitive perspectives as well as traditional psychological approaches to the study of concepts and their development in children. They engage with many domains bearing on environmental sustainability including climate change, biodiversity, land and water conservation, resource use, and design of the built environment. They coalesce around four broad themes: (a) What people know (or believe) about nature broadly and about specific aspects of nature, and how they acquire and use this knowledge; (b) how knowledge is expressed and shared via language; (c) how knowledge and beliefs interact with affective, social, and motivational influences to yield attitudes and behaviors; and (d) how members of different cultures and speakers of different languages differ in these ways. The papers also point to lessons for advancing sustainability via public policy and public messaging, education, conservation and nature management, and design of the built environment. The 1997 White Paper on international development is the first such policy statement since 1975. Comparison of the two thus gives us an opportunity for assessing how official thinking and politics in the UK have responded to the many changes that have occurred in the meantime. This article first compares the views of the two papers on the nature of development and of the poverty problem; and then compares the treatment of EC/EU issues. Neither Paper was just about aid. We conclude that WP75 appears comparatively narrow in focus and unsophisticated in its appreciation of the problems addressed, but is better at taking a strategic view and more forthcoming about specifics. What WP97 gains in the breadth and sophistication of its appreciation of problems it loses in detachment from reality and retreat from specifics. Its treatment of EU issues is surprisingly laconic. But overall WP97—in its various forms—is more accessible and decidedly more populist. It has already been disseminated to a far wider audience than WP75 ever reached. Its success is in simplifying a world which development officials know has grown more complex; its failing is that they seem unsure about specifically how their influence and modest resources can best be applied to improving it. © 1998 John Wiley & Sons, Ltd. Introduction: Research with young people (YP) is ethically challenging and bound in a complex maze of issues relating to power, voice and representation. Such sensitivities mean that the challenges raised in researching marginalised YP are often hard to navigate. This paper reports on research carried out with YP to explore links between mental health, school exclusion and involvement in criminal gangs. It aims to provide a practical guide to negotiating some of the methodological and ethical challenges experienced. Method: In‐depth interviews conducted with 28 YP (aged 14–24 years) who were gang involved or seen to be at risk of gang involvement. Research was conducted in youth clubs, alternative provision and youth justice settings. Results: Observations/Reflections We reflect on how navigating ethics can create barriers to involving YP as primary informants in research. We consider why it is important to overcome these hurdles and how public engagement work with recognised gatekeepers and the use of creative interview methods can facilitate meaningful encounters, where YP feel able to share valuable insights into their lives. Conclusion: Alongside a number of specific learning points, the paper reflects on theories behind research with YP, including the need for recognition of power imbalances and reflexivity. It concludes with thoughts on the practical realities of achieving meaningful participation or an 'authentic voice' with marginalised groups and the importance of this in informing policy and practice. Patient or Public Contribution: The focus of this work was to collect experiences of YP who are recognised as gang‐involved or at risk of being so, with a view to informing health and education policies. The scoping study for the project involved extensive public engagement work with YP exploring and trialling suitable methods of accessing, recruiting and ultimately interviewing this target group. An introduction is provided for a policy paper included in the issue on the topic of the British government's policy for special educational needs and disability (SEND), which is based on a seminar held on June 21, 2012 at Birkbeck College in London, England.

The article explores the Affair of the Pentagon Papers concerning the "dead issue" of the Vietnam War. It asserted that the Papers bear reach evidence that parts of the Department of Defense and the Central Intelligence Agency (CIA) felt that economic and political pressures at home were preventing the U.S. government from taking the steps that were physically within its powers, to smash the rising Vietnamese resistance. It stated that the writing of an internal history of the war could expose the foolishness of the State Department and the uniformed military while avoiding any head-on attack upon existing policy.

This study proposes an approach for visualizing knowledge structures that creates a 'research-focused parallelship network,' 'keyword co-occurrence network,' and a knowledge map to visualize Sci-Tech policy research structure. A total of 1,125 Sci-Tech policy-related papers (873 journal papers [78%], 205 conference papers [18%], and 47 review papers [4%]) have been retrieved from the Web of Science database for quantitative analysis and mapping. Different network and contour maps based on these 1,125 papers can be constructed by choosing different information as the main actor, such as the paper title, the institute, the country, or the author keywords, to reflect Sci-Tech policy research structures in micro-, meso-, and macro-levels, respectively. The quantitative way of exploring Sci-Tech policy research papers is investigated to unveil important or emerging Sci-Tech policy implications as well as to demonstrate the dynamics and visualization of the evolution of Sci-Tech policy research. With the rapid increase in long‐term care (LTC) needs, it is important to assess the expected contributions of the traditional providers of LTC: the state, the market and the family. We first survey the literature devoted to the family and the market. Then, given the declining role of family caregiving and the negligible role of the market, we look at a number of studies exploring the design of public policies in support of the dependent elderly, particularly those who cannot count on the assistance from their family and those who lack basic means. Under the climate change aggravating the issues of energy security and food shortage, global agriculture suffers from great pressure, and how to promote sustainable agriculture has become one of the hot issues of concern in academia. This paper focuses on China, where efforts are being made to develop sustainable agriculture, and takes the western part of Shandong Province as the target of study. Based on the identification of factors that affect the promotion of the local circular agriculture implementation, AMOS was applied to construct and test the structural equation model and to explore the interaction mechanism between each variable. The study breaks through the traditional modes of data collection and is based on the actual farming conditions of the farmers currently, choosing to obtain data by means of questionnaires and field surveys. The 24 selected factors were analyzed by SPSS and AMOS software, and the total model weight of each factor were calculated separately. The top five key factors affecting the advancement of the model, namely government policy encouragement, preferential agricultural loans support, participation of specialized agricultural organizations, estimated revenue of the mode and farmers' awareness of environmental protection, are obtained with weight of 6.08%, 5.60%, 5.59%, 5.26% and 5.09%, respectively. Combined with data to focus on analysis, this paper puts forward some relevant countermeasures and suggestions to promote the integrated planting and breeding mode in accordance with local conditions, which can provide beneficial reference for government departments to make relevant policies. This article considers the levelling‐up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short‐lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments'—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system‐wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the 'power‐hoarding' tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling‐up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short‐termism and centralisation of power in the UK's public policy approach. We then consider the approach of Starmer's Labour Party to levelling up and the issues it needs to confront if it forms the next government. [ABSTRACT FROM AUTHOR]

Holistic Flexibility is a conceptual lens in systems thinking that enables intellectual, emotional and tactical elasticity in systems practice. This paper will demonstrate Holistic Flexibility in practice in an NGO setting to design and implement a programme to address the widening gap between government policy and its implementation. Critical Systems Heuristics was chosen as the preferred methodology, strengthened with two methods from two other systems methodologies—CATWOE (a mnemonic for Customers, Actors, Transformation, Worldview, Owners, Environment) from Soft Systems Methodology and issues (assumption) rating method from Strategic Assumption Surfacing and Testing. Following a participative programme design exercise, two phases were identified. The strategy, implementation and impact of phase 1, which covered work undertaken between the period 2018 and 2020, is provided. Phase 2 was under consideration at the time of writing this paper. This paper builds a difference‐in‐difference model (DID) to study the impact of government risk sharing policies on corporate innovation investment. High‐tech firms are used as the experimental group to test the effect of policy shocks. It is shown that government risk sharing may ease financing constrains, which will increase corporate innovation investment. The results suggest that the effect of government risk‐sharing policies on bank credit is short‐run, while the effect on corporate innovation investment is more sustainable. In addition, the government risk‐sharing ratio is inversely proportional to the loan rates and the success rate of innovation. [ABSTRACT FROM AUTHOR]

Using content analysis of more than 100 newspaper articles for each of the cases, the paper shows that regulatory policies do not face any easier messaging options than price-based policies. The role of crises in policy processes is manifold: Among other things, they can create new problems, provide windows of opportunity to solve existing problems, and change actor constellations in existing policy subsystems. The similar framing of different policy instruments leads to challenges for future linkages between policy designs and framing strategies. On 31st December 2020, The National Science Library of the Chinese Academy of Sciences (CAS) released a list of 65 international scientific journals, all of them indexed by the Web of Science, that were said to be potentially in conflict with academic rigour. The list immediately influenced the publication patterns of Chinese researchers. A year later, on 31st December 2021, CAS released a revised and reduced list of 35 questionable journals and said the publishers in the meantime had reacted constructively and improved the procedures of their journals. This study aims to provide an understanding of the motivations and criteria behind the list, partly by reviewing Chinese policy documents and public debates, partly with a quantitative analysis to detect the relative importance of the criteria used to select the journals for the list. This paper seeks to conduct a comprehensive literature review analysing governmental initiatives, particularly public policies, pertaining to the needs of the creative economy (CE). The uniqueness of this paper lies in its unprecedented examination of literature on governmental actions for the CE. The methodology involved executing a rigorous systematic review of literature drawn from multiple credible research sources. The primary objective was to identify the stimuli, impediments and formulation processes across various sectors within the CE. The findings uncover a wide array of stimuli that policymakers can employ to foster the CE. We offer recommendations for constructing a policy framework. [ABSTRACT FROM AUTHOR]

This Special Issue is based on a selection of papers initially presented at the conference on "Resilience and the Third Sector" (Institute of Public Sector Accounting Research, University of Edinburgh, November 2022). The third sector is pervasive in most societies and makes a distinctive and widely‐recognized contribution to the public good by building social capital, frequently affording a foundation for social cohesiveness. However, it is a fragile sector that is significantly affected by crises (the slings and arrows of outrageous fortune). These have the potential to curtail the capacity of third‐sector organizations (TSOs) to deliver societal benefits and, in the most extreme cases, even threaten their survival. Given this, the resilience of TSOs (albeit this term has multiple layers and manifold meanings) is critical. This paper explores a range of connotations linked to third‐sector resilience and explores contemporary evidence (including the papers in this Special Issue) as to how the sector identifies, manages, and learns from crises. In addition, it provides a brief outline research agenda as a basis for encouraging researchers to focus on resilience in TSOs and enhance knowledge. It is argued that more rigorous, evidence‐based research of this nature has the potential to positively influence practice in the sector, as well as policy formulation by government and others who steer TSOs. In 2019, the United Nations (UN) promulgated the Global Compact for Safe, Orderly and Regular Migration which charts the UN's global migration policy strategy, affording central importance to safety in migration. This ascendant focus on safe migration is echoed in a range of national and regional policy initiatives. Despite the policy enthusiasm for safe migration, to date, there is a dearth of critical scholarly attention to this policy shift. This paper builds on 7 years of ethnographic research on safe migration interventions in mainland Southeast Asia. Centring on the Mekong region, this paper examines two interlocking effects of safe migration policy instrumentalisation. On the one hand, safe migration discourse' spatio‐temporal underpinnings dispositions programmes to gravitate towards policy abstractions. Yet, in practice, safe migration interventions heavily depend on informal constellations of sociality, where migrants become re‐embedded as both objects and instruments of policy. The article presents criticism on researcher John W. Kindt's article "The Costs of Addicted Gamblers: Should the States Initiate Mega-Lawsuits Similar to the Tobacco Cases?" The primary criterion for inclusion of citations in Kindt's article is whether the materials support his position on the high social costs of gambling, especially casino gaming as opposed to whether the underlying research is competent or valid. Since Kindt wants to argue a position that is supported by very little refereed research, most of his citations are either from his own prior writings, from unpublished papers, presentations, or hearings, or from newspaper or magazine articles; There is little mainstream research cited, probably because it does not pass the ideological test of conforming to Kindt's convictions. There is little interest exhibited by the author in acknowledging any information that might run counter to his thesis that gambling is a very bad activity that has been thrust on to an unsuspecting and naive public by a clever gambling establishment particularly skilful at such deception. On the other hand, Kindt has little difficulty citing individuals who are in agreement with his beliefs.

In the current climate of welfare reform, it is important to understand how perceptions of the poor affect policy decisions. This paper examines how people distinguish between the undeserving poor and the deserving poor, and how this differentiation affects policy decisions. Survey respondents rated each policy in a set of hypothetical policies on a liberal-conservative continuum. Analyses were then conducted to explore differences in the respondents' likelihood of recommending the most liberal and the most conservative of these policies. Study I demonstrated that liberal policies were more likely to be recommended and conservative policies were less likely to be recommended when the target group was perceived to be deserving rather than undeserving. Study 2 replicated this effect of perceived deservingness and demonstrated an effect of attribution of responsibility. That is, liberal policies were more likely to be recommended and conservative policies were less likely to be recommended when the responsibility for the target's poverty was attributed to society rather than to the individual. The period when the British Educational Research Association (BERA) was founded was one in which there was an increasing recognition amongst the research community that a wind of change had stirred up the settled traditions of educational research. It was a time which celebrated the promise of alternative paradigms for research. Ten or so years on we are entering another era where the emphasis is not on the reconceptualisation of what research is but on how it is organised. I think one can discern at least two factors, not wholly separate from each other, that will increasingly influence how a substantial part of research will be organised. These two factors are the changes which have taken place in the composition of the research community and the direction of current Government policy concerning the school system. I aim to show how these are leading to a fruitful form of collaborative research at local level which should be encouraged and supported—not least by BERA. [ABSTRACT FROM AUTHOR]

For over two decades, the literature has characterized contemporary Western societies as audit societies. These societies are characterized by an approach to governance that is shaped by the idea and practice of auditing. This paper shows that with regard to public governance, the audit society has started to give way to a program of government innovation, or what we theorize to be the emergence of a new form of society: the innovation society. The paper builds this theorization on a longitudinal case study of the past 40 years of Danish central government administrative policy developments with a focus on internal auditing. The paper shows that internal auditing has transitioned from being a macro actor of public governance to becoming a micro actor and ultimately terminated. The paper further shows that this dissociation process was instigated not by elected politicians but by highly positioned civil servants who managed to remove what they identified as an obstacle to the stability of the innovation program. Background: Recruitment of internationally qualified nurses as a labour source is a long‐standing human resource strategy being implemented to address the current and increasing global nursing shortage. Internationally qualified nurses transitioning into the health workforce of developed countries following immigration often possess specialty skills. A lack of a clear pathway of specialty skill utilisation makes recognising and using these specialty skills complex for many nurses. The ability for nurses to transition between countries and maintain specialty practice demands immediate attention in the current atmosphere of the global pandemic and the predictions to recruit more specialist nurses from overseas. Aim: To identify and synthesise strategies taken by various developed countries in transitioning specialist internationally qualified nurses into practice. Methods: An integrative review was conducted to identify common themes, patterns, and best practices in order to inform policy development and improve the successful integration of internationally qualified nurses into the healthcare systems of developed countries. The study employed the Whittemore and Knafl five‐stage integrative review approach. To conduct a comprehensive search, four electronic databases, namely Medline, CINAHL Complete, ProQuest Health, and EMBASE, were systematically searched in October 2021. The search was updated in March 2022 to ensure the inclusion of the most recent literature. Additionally, Google Scholar was utilised to avoid overlooking any important articles. Prior to the full‐text review, three reviewers independently evaluated titles and abstracts. The included papers' quality was determined using the JBI critical appraisal tools. Results: This study included 10 papers, comprising three studies and seven reports. However, none of these documents provided information on how internationally qualified nurses could transfer their specialty skills acquired overseas to developed countries after immigrating. The guidelines and policies reviewed only offered generic advice on becoming a specialist nurse. Although some countries mentioned that post‐graduate qualifications were not mandatory for nurse specialists, the majority of documents in this review emphasised the need for a national framework of education at level eight or higher (equivalent to a post‐graduate level) to attain the status of a nurse specialist. Moreover, the included documents did not provide clear information on whether an international specialisation degree would be recognised during the registration process. As a result, confusion persists regarding the requirement of post‐graduate qualifications for nurses aiming to specialise and the recognition of international specialisation degrees during the registration process. Discussion: The lack of consistency in defining nurse specialty and the skill transferability among institutions and state borders were evident in this review. According to all the 10 documents analysed, developed countries appear to have minimum policies on the transfer of internationally qualified nurse's specialty skills. Recommendations for policymakers, employers, and aspirant migrants have been proposed. Limited research has been done on how developed countries used their internationally qualified nurses' overseas‐acquired specialist skills after immigration, indicating a lack of a distinct specialist skill transition pathway. Conclusions: This review presents data to support the need for greater research in this area to better utilise the abilities that internationally qualified nurses bring from their home country and put them to constructive use in the host country, especially in the context of a global pandemic. The gambling literature is replete with accusations of bias. Research that has been funded by the gambling industry, or an organization that at some point has been associated with the gambling industry, is often dismissed as biased. There are two obvious problems with the argument that funded research is dishonest. First, if funding nullifies research findings, then all government-supported research, must be invalid. In the extreme case, only unpaid volunteer researchers should be trusted. Second, scientific findings are not simply opinions. Questionable findings can be either supported or refuted by other researchers who repeat experiments, empirical tests, and analyses. Kindt does not bother to refute researchers with whom he disagrees; he simply lobs personal attacks and conflict-of-interest allegations. Most of the support for his arguments comes from non-academic sources. While this type of work might be suitable for publication in a law review, it is inappropriate for a peer reviewed economics journal.
