Se presenta un marco teórico del conflicto armado; también se exponen, brevemente, los principales hitos del surgimiento y desarrollo del DIH, así como su normatividad; después se realiza un esbozo general de sus aplicaciones en el conflicto colombiano y, por último, se presenta una propuesta que busca crear conciencia sobre la necesidad de un proyecto educativo que refuerce los planteamientos del DIH y sirva como guía en su eventual formulación. Esta propuesta se hace con base en una concepción de la educación que no se limita al campo de la capacitación, sino que apunta a la dimensión del ser como fundamento del saber hacer. Se orienta a que el DIH sea comprendido, no como una simple normatividad de la guerra, sino como una manera de vivir bajo los principios de la justicia y el respeto a la dignidad humana. Lo anterior llevaría a que una persona formada en estos principios no solo aprenda a enfrentar situaciones de conflicto sin acudir a acciones violentas, sino que, en última instancia, con su actitud pueda aportar a la prevención de la guerra, ya que así menos actores del conflicto van a querer llevar a cabo acciones atroces que también se puedan desarrollar en su contra.In this paper, a theoretical framework of the armed conflict is presented in the first place and then, the main milestones of the appearance and development of IHR and its regulations are outlined. Subsequently, the paper makes a general outline of its applications in the Colombian conflict. Finally, there is a proposal aiming at raising awareness of the need for an educational project that reinforces the IHR proposals and guides its eventual formulation. This proposal is made on the basis of a conception of education which is not reduced to training but regards the human attribute as a foundation for the know how to do. It aims at an understanding of IHR not as a simple regulation of the war, but as a way of living under the principles of justice and respect for human dignity. This would cause a person formed in these principles, not only to face conflict situations in a non-violent way but also, as a last resort, to contribute with their attitude to the prevention of war. On this basis, fewer actors of the armed conflict will be willing to commit atrocious actions which could backfire.

11. English Medium Instruction and the Internationalization of Higher Education in Latin America: A Case Study from a Colombian University

This study discusses the implementation of English medium instruction (EMI) at a Colombian university. First, the paper reviews the rise of EMI in the internationalization of higher education. Second, it illustrates how one university incorporated EMI as part of an internationalization process. Third, it identifies the perceptions that a group of administrators, faculty, and students have regarding the EMI initiative. Questionnaires, semi-structured interviews, and document analysis were conducted. Findings suggest that EMI is tied to the structuring of an internationalization office, curricular reforms, and English language learning support. Participants’ perceptions are associated with their imaginaries, identities, experiences, and obligations in relation to the English language. The study concludes that the implementation of EMI within the internationalization of universities is inevitable, yet a sustainable EMI strategy requires contextual awareness and articulation amongst its participants. La creación de un periódico moderno: El Tiempo en Colombia, 1911-1940 Criação de um jornal moderno: El Tiempo na Colômbia, 1911-1940 In this article I examine the first three decades of operation of the Colombian newspaper El Tiempo as a critical moment to understand the influential position the newspaper held in the country during a large portion of the twentieth century. In particular, I analyze the history of El Tiempo as a business, a topic usually unexplored by the history of the press and the public sphere in Colombia. In the first part, I explore the revenue and expenses of El Tiempo. I argue that facing the imported paper crisis generated by World War I, El Tiempo developed an effective commercial strategy that led the newspaper to become financially independent. In the second part, I analyze the internal organization of El Tiempo and the state of journalism as a profession in Colombia. I argue that the rationalization of tasks and the creation of a workers’ union at El Tiempo anticipated some aspects of what would characterize the professionalization of national journalism. In the third part, I explore the printing technologies and means of transportation used by El Tiempo to print and distribute newspaper issues. I argue that faster printing technologies and means of transportation enabled El Tiempo to expand its format and enlarge its circulation. In the conclusion, I suggest that the modernization of the press in Colombia led by El Tiempo had as a particularity that newspapers became modern while being the organ of a political party, in contrast to other Latin American countries where modern newspaper were independent from political parties. Este estudio analiza la implementación del inglés como medio de instrucción (EMI, por sus siglas en inglés) en una universidad colombiana. Primero, el artículo revisa el auge de EMI en la internacionalización de la educación superior. Segundo, ilustra cómo una universidad incorporó EMI como parte de un proceso de internacionalización. Tercero, identifica las percepciones que tiene un grupo de administrativos, profesores y estudiantes con respecto a la iniciativa de EMI. Se realizaron cuestionarios, entrevistas semiestructuradas y análisis de documentos. Los hallazgos sugieren que EMI está vinculado a la estructuración de una oficina de internacionalización, refor-mas curriculares y al apoyo al aprendizaje del inglés. Se halló que las percepciones de los partici-pantes están asociadas a sus imaginarios, identidades, experiencias y obligaciones en relación con el inglés. El estudio concluye que la implementación de EMI dentro de la internacionalización de las universidades es inevitable; sin embargo, una estrategia de EMI sostenible implica una sensibi-lización sobre el contexto y una articulación entre sus participantes.

Resumen En el presente artículo examino las tres primeras décadas de funcionamiento del periódico El Tiempo como momento crítico para entender la posición influyente del periódico en el país durante gran parte del siglo XX. En particular, analizo la historia de El Tiempo como negocio, un tema que, en términos generales, no ha sido explorado por la historia de la prensa y la esfera pública en Colombia. En la primera parte, exploro los ingresos y gastos de El Tiempo. Argumento que, ante la crisis de la importación de papel generada por la Primera Guerra Mundial, El Tiempo desarrolló una estrategia comercial efectiva que llevó al periódico a convertirse en financieramente independiente. En la segunda parte, analizo la organización interna de El Tiempo y el estado del periodismo como profesión en Colombia. Sostengo que la racionalización de tareas y la creación de un sindicato de trabajadores en El Tiempo anticiparon algunos aspectos de lo que caracterizaría la profesionalización del periodismo nacional. En la tercera parte, exploro las tecnologías de impresión y los medios de transporte utilizados por El Tiempo para imprimir y distribuir las ediciones del periódico. Argumento que la mayor rapidez de las tecnologías de impresión y de los medios de transporte le permitió a El Tiempo ampliar su formato y aumentar su circulación. A modo de conclusión, sugiero que la modernización de la prensa en Colombia liderada por El Tiempo tuvo como particularidad el hecho de que los periódicos se modernizaron, a la vez que siguieron siendo el órgano de un partido político, a diferencia de otros países latinoamericanos donde los periódicos modernos eran independientes de los partidos políticos. Em particular, analiso a história de El Tiempo como negócio, uma questão que, em termos gerais, não tem sido explorada pela história da imprensa e a esfera pública na Colômbia. Na primeira parte, exploro as receitas e despesas do El Tiempo. Argumento que, diante da crise na importação de papel gerada pela Primeira Guerra Mundial, El Tiempo desenvolveu uma estratégia comercial eficaz que levou o jornal a se tornar financeiramente independente. Na segunda parte, analiso a organização interna de El Tiempo e o estado do jornalismo como profissão na Colômbia. Argumento que a racionalização de tarefas e a criação de um sindicato de trabalhadores em El Tiempo anteciparam alguns aspectos do que caracterizaria a profissionalização do jornalismo nacional. Na terceira parte, exploro as tecnologias de impressão e os meios de transporte utilizados por El Tiempo para imprimir e distribuir as edições do jornal. Argumento que as tecnologias de impressão e meios de transporte mais rápidos permitiram a El Tiempo expandir seu formato e acrescentar sua circulação. Para concluir, sugiro que a modernização da imprensa colombiana liderada por El Tiempo teve, como particularidade, o fato de os jornais terem sido modernizados, ao mesmo tempo em que mantiveram-se em órgão de um partido político, ao contrário de outros países latino-americanos onde os jornais modernos eram independentes dos partidos políticos.

DOI: 10.5294/pacla.2010.13.1.4 This paper summarizes and examines the more relevant financial investments, mergers and acquisitions carried out in the Colombian media market by major international groups during the first decade of the 21st century. In a highly unprecedented environment and within a period of only ten years, an important share of Colombia’s leading media companies passed into the hands of foreign firms that remain attracted to the country, given the size of the market, the potential for growth in the different sectors and the policies on foreign direct investment being stimulated and protected by the national government in the field of media content distribution and telecommunication service delivery. The Spanish groups Planeta, Prisa and Telefónica, and Telmex from Mexico have become the main players in this phenomenon, which is known as The Re-conquest. DOI: 10.5294/pacla.2010.13.1.4

Resumen Este trabajo se enfoca en analizar la naturaleza de la migración colombiana hacia México durante los últimos 30 años. Mediante la exposición de cifras y evoluciones estadísticas se pretende construir un análisis cualitativo y argumentativo de la situación migratoria de los colombianos en México. Metodológicamente, la revisión de líneas de progresión estadísticas en cifras absolutas de población residente, de flujos migratorios de salida, y de otros elementos estadísticos pertinentes como método de identificación de tendencias migratorias, al igual que la revisión de la historia migratoria de México para la identificación del inicio y evolución de la migración colombiana en este país, buscan ser elementos que permitan al lector aproximarse y reflexionar sobre las diversas dimensiones del fenómeno en cuestión. Abstract This paper focuses on analyzing the nature of Colombian migration to Mexico in the last 30 years. In presenting figures and statistical evolutions, we intend to carry out a qualitative and argumentative analysis of the migratory situation of Colombians in Mexico. Methodologically, we reviewed lines of statistical progression in absolute numbers of resident population, migratory outflows and other relevant statistical elements to identify migratory trends and explored the migratory history of Mexico to determine the beginning and evolution of Colombian migration in this country. These elements will allow the reader to approach to and reflect on the various dimensions of the phenomenon concerned. Resumo Este trabalho se enfoca em analisar a natureza da migração colombiana para o México nos últimos 30 anos. Por meio da exposição de cifras e evoluções estatísticas, pretende-se construir uma análise qualitativa e argumentativa da situação migratória dos colombianos no México. Metodologicamente, a revisão de linhas de progressão estatística em cifras absolutas de população residente, de fluxos migratórios de saída e de outros elementos estatísticos pertinentes como método de identificação de tendências migratórias, bem como a revisão da história migratória do México para a identificação do início e da evolução da imigração colombiana nesse país, buscam ser elementos que permitam ao leitor aproximar-se e refletir sobre as diversas dimensões do fenômeno em questão.

Este artículo hace un acercamiento a la ideología de género al identificar sus principales postulados y peligros. Se analizan, a manera de ejemplo, algunas leyes y sentencias que han pretendido legitimar este discurso. Se ponen a disposición las estrategias políticas mediante las cuales ha entrado la ideología de género en el ordenamiento jurídico colombiano. The ideology of gender is addressed in this paper by identifying its principal tenets and risks. Several laws and sentences that have attempted to legitimize this discourse are examined by way of example, and the political strategies used to introduce the ideology of gender into the Colombian legal system are described. Este artigo faz uma aproximação à ideologia de gênero ao identificar seus principais postulados e perigos. analisam-se, como exemplo, algumas leis e sentenças que pretenderam legitimar esse discurso. Põem-se à disposição as estratégias políticas mediante as quais a ideologia de gênero tem entrado no ordenamento jurídico colombiano.

This paper summarizes and examines the more relevant financial investments, mergers and acquisitions carried out in the Colombian media market by major international groups during the first decade of the 21st century. In a highly unprecedented environment and within a period of only ten years, an important share of Colombia's leading media companies passed into the hands of foreign firms that remain attracted to the country, given the size of the market, the potential for growth in the different sectors and the policies on foreign direct investment being stimulated and protected by the national government in the field of media content distribution and telecommunication service delivery. The Spanish groups Planeta, Prisa and Telefónica, and Telmex from Mexico have become the main players in this phenomenon, which is known as The Re-conquest Este trabajo resume y analiza las inversiones financieras más relevantes, las fusiones y adquisiciones realizadas en el mercado de medios de comunicación colombianos por los principales grupos internacionales durante la primera década del siglo XXI.
