Charlotte County, Florida and Punta Gorda were heavily devastated due to Hurricane Charlie on August 13, 2004. The U.S. Army Corps of Engineers is working for Federal Emergency Management Agency (FEMA) to create several styles of emergency housing by preparing 200 damaged home sites for temporary trailers and is building 14 temporary travel-trailer group sites with above ground utilities for 1,104 units.

The US Army Corps of Engineers (Corps) and the Naval Facilities Engineering Command (NAVFAC) utiliizes different approaches to their waste cleanup operations. The Corps employs a sole contractor for all stages of a cleanup mission under the Total Environmental Restoration Contract. The NAVFAC divides its work firstly under the Comprehensive Action Long-Term Navy contracts and later phases under the Remedial Action Contracts, employing different contractors for each stage.

A dispute, however, is brewing between the two regarding a minority subcontracting issue. The contractor was reprimanded by the Corps for attaining only 9.3% of the 35% minority subcontracting objective established by the latter. Metric, on the other hand, claimed that the Corps disregarded some dubious minority contracts given by other companies.
