The Queensland DNA Inquiry, conducted by Walter Sofronoff KC, unearthed substantial deficiencies in forensic DNA practices, highlighting the need for rigorous scientific standards and improved management within forensic laboratories. The inquiry’s final report made 123 recommendations to overhaul these practices, prompting the Queensland Government to pledge over $95 million towards restructuring forensic services. This paper reviews existing approaches to inclusive, co-produced and agentic research in disability, and shares related reflections from a co-produced digital storytelling project. The project, which included self-advocates with intellectual disabilities, academics, and support staff was undertaken in Queensland, Australia, in 2018. This paper reflects on the potential and limitations of inclusive research methods by, and with, people with intellectual disabilities. We reflect on and analyse our experiences using a co-production framework and consider how this project increased participation and agency by, with, and for people with intellectual disabilities. The paper concludes with a summary of learnings and recommendations for future co-produced research activities including the importance of taking time to build capacity and establish the required foundations for more inclusive research. Historically, researchers tended to conduct research on people with intellectual disabilities instead of researching with people as co-researchers. Time and deliberate efforts are needed for all people involved in co-produced research, be they people with disabilities, family and carers, advocates, disability workers or academic researchers, to work together in ways which share power and decision-making. This project reflects on the processes used to co-produce individual digital stories and a group digital story about the activities of a long-established group of self-advocates. This includes reflecting on how the digital stories were shared and received; and how the research findings have been communicated, to date, including at a national conference about intellectual disability. Background: Incarcerated trans women experience significant victimization, mistreatment, barriers to gender-affirming care, and human rights violations, conferring high risk for trauma, psychological distress, self-harm, and suicide. Across the globe, most carceral settings are segregated by sex assigned at birth and governed by housing policies that restrict gender expression—elevating ‘safety and security’ above the housing preferences of incarcerated people. Aim/methods: Drawing upon the lived experiences of 24 formerly incarcerated trans women in Australia and the United States and employing Elizabeth Freeman’s notion of chrononormativity, Rae Rosenberg’s concept of heteronormative time, and Kadji Amin’s use of queer temporality, this paper explores trans women’s carceral housing preferences and contextual experiences, including how housing preferences challenge governing chrononormative and reformist carceral housing systems. Findings: Participants freely discussed their perspectives regarding housing options which through thematic analysis generated four options for housing: 1) men’s carceral settings; 2) women’s carceral settings; 3) trans- and gay-specific housing blocks; and 4) being housed in protective custody or other settings. There appeared to be a relationship between the number of times the person had been incarcerated, the duration of their incarceration, and where they preferred to be housed. Conclusions: This analysis contributes to richer understandings regarding trans women’s experiences while incarcerated. This paper also informs the complexities and nuances surrounding housing preferences from the perspectives of trans women themselves and considers possible opportunities to enhance human rights, health and wellbeing when engaging in transformative approaches to incarceration. Path dependence has become a multi-disciplinary concept, employed across various literatures to explain why the past matters for decision-making. Debate within 'new institutionalist' scholarship has provided a detailed critique of the term over several decades. Some scholars argue that it is hampered by poor conceptual clarity and highlight its limitations in explaining institutional reform. Yet, this paper demonstrates how neglecting antecedent conditions and associated decision pathways is particularly inappropriate for politico-spatial issues like disaster risk and natural resource governance. Doing so risks omitting key material and perceptual contingencies influencing contemporary institutions. Examining southeast Queensland's flooding disaster of 2011, the paper proposes that path contingency provides a useful theoretical bridge between institutionalist theories of stability and reform, and the geographic contexts within which disaster risk governance proceeds. The analysis then addresses the potential generalisability of path contingency beyond its application to disaster management, for consideration across a broader range of institutionalist research. The Olympic bidding process prior to 2024 was altered in 2019 to provide greater transparency and reduce unnecessary work related to the preparation for each bid, of which there can only be one host. This paper analyses the process of the 2032 Olympics through the notion of a preferred candidate in Brisbane, Australia. Through a document analysis of five official documents and submissions in the lead up to the IOC announcement of the preferred bid in February 2021, this paper elucidates how the Olympic Movement is shaped and refined to offer a more nuanced perspective of how such a preferred bid could be advantageous in terms of more inclusive legacy outcomes to the IOC, as well as the destination. This article explores research methods around the generative process of remembering spaces. It discusses a participant's extraordinary lists and drawings, 'maps' of factory layouts, created from memory, of an industrial heritage site, a woollen mill closed in 1971, situated in Ipswich, Queensland, Australia. These methods investigate the conditions, and entanglements across time, that enable detailed recall. The paper considers both, methods in the present that create an affective resonance with the past; and types of experiences in the past creating detailed memories in the present. The findings offer a combination of ethnographic methods for accessing those memories by being in-situ with participants through interviews, drawings, site walkthroughs, photo-elicitation and a perspective of wayfaring. The Covid-19 pandemic led to different ways of working for social work and human service practitioners across the globe. This paper examines the use of technology by practitioners during nationwide stay at home orders due to COVID19. This study consisted of interviews with fifteen social work and human services practitioners in Southeast Queensland, Australia. While technology is frequently used in practice, the challenges and benefits of using technology as a primary practice method whilst working from home are discussed in this paper. The findings of this study suggest that the use of technology whilst working from home may be a viable option for future practice in well-resourced organizations with technologically proficient practitioners. However, for practitioners and clients without limited access to technology or reduced digital capabilities, such arrangements risk becoming discriminatory. The recent deployment of new satellite-based hyperspectral imaging sensors, along with advances in classification methods, has enhanced the acquisition of information on the spatiotemporal patterns of Land Use/Land Cover (LULC).. With this context, the study presented in this paper seeks to assess the combined utilization of the Pixxel's technology demonstrator hyperspectral satellite mission with the Support Vector Machines (SVM) and Random Forest (RF) machine learning classifiers for LULC mapping in an agricultural area located in Queensland, Australia. Accuracy assessment of the resulting LULC maps has been done based on relevant classification accuracy metrics. It has been observed that SVMs outperformed RF in terms of both overall classification and urban vegetation cover mapping accuracy. An overall accuracy of 92.34% with kappa of 0.90 was reported for the SVMs' results, whereas for RF, the accuracy was 89.65% with 0.89 kappa, respectively. Both classifiers produced similar results for the classes of mango tree and sugarcane crops, whereas minor differences were observed in the depiction of water bodies and artificial surfaces. Our study findings provide insightful perspectives on the potential of Pixxel datasets for delineating the spatiotemporal distribution of LULC in agricultural landscapes, showcasing Pixxel's hyperspectral sensors' promising potential in this field. AbstractIndexes are useful for summarizing multivariate information into single metrics for monitoring, communicating, and decision-making. While most work has focused on defining new indexes for specific purposes, more attention needs to be directed towards making it possible to understand index behavior in different data conditions, and to determine how their structure affects their values and the variability therein. Here we discuss a modular data pipeline recommendation to assemble indexes. It is universally applicable to index computation and allows investigation of index behavior as part of the development procedure. One can compute indexes with different parameter choices, adjust steps in the index definition by adding, removing, and swapping them to experiment with various index designs, calculate uncertainty measures, and assess indexes’ robustness. The paper presents three examples to illustrate the usage of the pipeline framework: comparison of two different indexes designed to monitor the spatio-temporal distribution of drought in Queensland, Australia; the effect of dimension reduction choices on the Global Gender Gap Index (GGGI) on countries’ ranking; and how to calculate bootstrap confidence intervals for the Standardized Precipitation Index (SPI). This study aims to evaluate the process of implementing an evidence-based goal-setting package into five rehabilitation services across the continuum of rehabilitation. This study used a mixed methods approach guided by Medical Research Council (MRC) recommendations for conducting process evaluations, the RE-AIM framework, and the Theoretical Domains Framework (TDF). This study will evaluate the reach, adoption, implementation, and maintenance of the goal-setting package over six months. Environmental context and resources, the clinician's social and professional role and identity, social influences and clinician beliefs about goal-setting consequences and individuals' capabilities were all identified as barriers or enablers throughout the implementation process. Community rehabilitation services faced challenges implementing paper-based resources, whilst inpatient rehabilitation sites faced challenges engaging nursing staff in the interdisciplinary approach to goal-setting. Social influences were an enabler in two sites that used the case conference format to facilitate setting common goals. Clinicians in all sites continued to express difficulties implementing shared decision-making with people who had cognitive impairments or were no longer progressing in their rehabilitation. A team-based approach to implementing the goal-setting interventions centred around the case conference format appeared to be the most successful mode for implementing interdisciplinary person-centred goal-setting. The rehabilitation case conference forum can be used to facilitate teams to set interdisciplinary common goals. Rehabilitation teams should add further consideration to how they can involve clients as a member of the rehabilitation team throughout the rehabilitation process. Embedding changes into existing process and using structured templates and tools can enhance the process of goal-setting in rehabilitation. In Australia, surveillance data establish that there are higher rates of late HIV diagnoses among heterosexual migrants from Sub-Saharan Africa and new HIV diagnoses among gay and bisexual men (GBM) from Southeast and Northeast Asia and Latin America. Together, these groups are identified as priority migrant communities in current efforts to eliminate HIV transmissions. HIV health literacy is recognised as a key means of improving access to services and health outcomes. This qualitative paper explores critical HIV health literacy among priority migrant communities in Queensland, Australia. To foreground community voices, peer researchers from priority migrant communities participated in the project design, data collection and analysis, with 20 interviews completed. The findings demonstrate how participants' engagement with HIV health information and services is highly relational and situated within the framework of sexual health and wellbeing. Participants strategically selected where to seek information and who they trusted to help them appraise this information. They further demonstrated reflective capacities in identifying the contextual barriers that inhibit the development of their HIV health literacy. The findings highlight the need for HIV health promotion strategies that embrace a sex positive approach, promote cultural change, and involve collaboration with general practitioners (GPs). This paper documents Indigenous Traditional Owners' water values, rights, and interests from the Mitchell catchment in North Queensland. It is the first analysis of the catchment that links Indigenous water values, rights and interests with specific water resource assessment and development considerations. The paper highlights how relational and reciprocal values frame Traditional Owner responsibilities and obligations through water across generations, across geography, to places, and with the non-human and spiritual entities living on their traditional lands. This ethos of relatedness shapes the way Indigenous peoples want to be engaged in water assessments and planning processes – such processes must focus first on local and regional relationships, where Indigenous actors are central to the coordination of a wider multi-interest governance process. Relatedness relies on building trust, continuous learning, and communication to encompass different values amongst people who are inter-dependent in their use of and relationship with water. Traditional Owners are seeking new platforms that bring multiple knowledges to water resource assessments and planning processes – where Indigenous ways of knowing are included with science, policy, industry, conservation, and community knowledges into an adaptive process focused on long-term sustainability. University libraries worldwide are reconceptualising the ways in which they support the research agenda in their respective institutions. This paper is based on a survey completed by member libraries of the Queensland university libraries Office of Cooperation (QulOC), the indings of which may be informative for other university libraries. After briefly examining major emerging trends in research support, the paper discusses the results of the survey specifically focussing on support for researchers and the research agenda in their institutions. All responding libraries offer a high level of research support, however , eResearch support, in general, and research data management support, in particular , have the highest variance among the libraries, and signal possible areas for growth. The Cavendish banana is Australia's most popular fruit and marketed as emblematic of Australian nationalisms. In July 2017, the disease-causing fungus Fusarium oxysporum f. sp. cubense was confirmed present on Australia's largest Cavendish banana farm, in the worst disease incursion that Northern Queensland Cavendish monocrop plantations have yet faced. Confronted with the potential collapse of the industry, banana growers and Biosecurity Queensland officials have deployed a biosecurity response centred on measures of border control and containment. This paper examines the othering of the disease vector Panama Tropical Race 4, revealing biosecurity attempts as embroiled in cultural preoccupations with invasion. In so doing, this paper establishes that the biosecurity concerns regarding Northern Queensland bananas are not just with the economic and biological productivity of nature, but entangled in post-colonial anxieties over who belongs within the landscape. Following the entangled relations between the disease and Cavendish bananas reveals cultural nuances and multispecies relations. These shape and are shaped by industry and government efforts as experts attempt to maintain governance over entities as they appear to slip from human control. This paper finds that the anxieties and narratives of Australian post-colonial politics are deeply imbricated with the logics of ecological protection, agricultural productivity and the banality of everyday nationalisms. Intergenerational programs that bring the young and old together are known to facilitate social connections. However, benefits of intergenerational programs cannot be achieved by simply bringing the two generations together. We need to understand the factors which enhance intergenerational engagement. This paper specifically explores barriers and enablers for improving engagement of older people in an intergenerational program conducted within four research sites in South East Queensland and New South Wales, Australia. Video ethnography was used to examine the intergenerational environment and observe patterns of engagement between older people and children. In this paper, production scheduling for rotomoulded plastics manufacturing in a multi-machine environment is considered. The objective is to minimise total tardiness. The problem has some commonality with hybrid flow shop scheduling with batching, where additional constraints are needed to control which machines may be used at each stage. The problem is shown to be NP-hard and is formulated as a mixed integer program. Given consequently large solve times to obtain optimal solutions, simulated annealing and tabu search algorithms were developed alongside a constructive heuristic to obtain near-optimal solutions within a practical time-frame. The solution algorithms were tuned and tested using randomly generated problem instances. The best results in terms of solution quality were generally obtained by simulated annealing. This paper seeks to explore the lived experiences of teacher educators working in the midst of the current tumultuous and highly regulatory policy landscape. The paper will briefly outline the politics and policies that have profoundly shaped teacher educators' work in Australia over the past 10 years. We write from our own experiences, as three actively-teaching teacher educators, working with a diverse and nontraditional student population in regional Queensland. We seek to illuminate these experiences through a series of narrative (re)presentations, drawing attention to what we see as important questions regarding the enactment of policy reforms, paying particular attention the impacts on teacher educators and preservice teachers. The principal purpose of this study was to gain a greater understanding of the utilitarian and symbolic significance of koalas for Aboriginal communities in Queensland, Australia as recorded by colonists during the early period of colonization and the early twentieth century. It does this primarily through a close examination of the nineteenth-century and early twentieth-century archival records and contemporary publications that relate to Queensland Aboriginal peoples' associations with koalas. This paper is the third in a series investigating the historic and cultural importance of the koala according to the location in Australia. It likewise employs the historical method approach, which relies on identifying historical sources, evaluating their relative authority, and combining their testimony appropriately in order to construct an accurate and reliable picture of past events and environments. Through a critique of the published historical sources, the distribution of and the etymology of "koala" are briefly discussed before an examination is made of the animal's spiritual importance, associated cultural traditions, and simultaneous utilitarian role. Mirroring previous studies published by the authors on Victoria and New South Wales, we confirm that the predominately non-Aboriginal historical records reveal that koalas were hunted for food and their skin in some Queensland regions. It shall be seen that the ethno-historical records are inconclusive about the koala's distribution in Queensland, whether they were hunted across all of the state at the point of colonization and whether they were considered an integral food source in some regions. Furthermore, this study demonstrates that the extent to which they were used varied across regions and between language groups and was subject to certain rules, and that their spiritual significance can be traced directly to epic creation stories. The implications of this paper are consistent with the earlier New South Wales and Victorian studies: regional variations exist in Queensland in relation to the (pre-colonial, colonial and post-colonial) historic relationship between Aboriginal communities and koalas and that close consultation with Aboriginal communities needs to be taken into consideration when planning conservation measures relating to koalas. This paper describes the development and implementation of a peer-support program Always There in a large public mental health service in Queensland, Australia. The program is modelled on Scott's three tier model of peer support, with trained responders providing emotional support to staff following a traumatic adverse event, or when experiencing acute or cumulative stress. Support is provided in complete confidentiality. Main lessons learned in the 2 years since the launch of the program are shared in this paper, outlining successes such as improvements in staff's perception of organisational culture, and challenges related to embedding the program to "business as usual". The January 2011 flood event that impacted southeast Queensland is amongst the most extensive and severe floods in terms of loss of life and property damage that the region has experienced, despite it being only the eighth highest flood on record at the Brisbane City Gauge. The spring of 2010 was the wettest on record for Queensland, New South Wales, and the Murray-Darling Basin (Bureau of Meteorology 2011a) at that time. The flood mitigation dams in the region, Somerset Dam and Wivenhoe Dam, had to be operated for flood mitigation purposes during October 2010, which was the first occasion since February 2001 that Wivenhoe Dam had been called into action due to the Millennium Drought. The wet October was followed by a very dry November which, in turn, was followed by the wettest December on record for Brisbane. Somerset Dam and Wivenhoe Dam were again pressed into action on three separate occasions during December 2010. The resultant releases ensured that only minor flooding resulted in the Lower Brisbane River during these events. However, on the 5th of January 2011, another rainfall event started to unfold across the catchments of the dams. By the 10th of January 2011, an upper-level low combined with a humid easterly flow to bring very heavy rainfall and flash flooding to southeast Queensland and northeast New South Wales. The heaviest falls were in the areas north and west of Brisbane, with three-day totals exceeding 200 mm over most of the Brisbane River catchment. This rainfall event resulted in a flood of record in the Upper Brisbane River and Upper Lockyer Creek catchments that sadly resulted in a substantial loss of life in Toowoomba and the Lockyer Valley, and which required record releases from Wivenhoe Dam. The resultant downstream flooding saw some 14,000 properties impacted, principally in the Lockyer Valley Regional Council, Somerset Regional Council, Brisbane City Council, and Ipswich City Council local government regions. Flood damage was estimated to be around $2.53 billion. This paper discusses the event as it unfolded and the subsequent judicial inquiries, engineering reviews, and legal proceedings that resulted from the consequences of the operation of Somerset Dam and Wivenhoe Dam. Teachers play a critical role in the implementation of inclusive education in their schools. In this paper, we report on a study that investigated teacher perceptions of their capabilities to implement effective inclusive practices in their classrooms at an urban, primary (elementary) school in south-east Queensland, Australia. Participating teachers (n = 48) responded to an online survey that contained two open-ended questions that focused on understandings and beliefs about inclusive practices, together with the Teacher Efficacy for Inclusive Practices (TEIP) scale Sharma, Loreman, and Forlin [2012. "Measuring Teacher Efficacy to Implement Inclusive Practices." Journal of Research in Special Educational Needs 12 (1): 12–21]. Responses to the open-ended questions revealed that teachers were positively disposed towards the enactment of inclusive practices in their school. Teachers also reported high levels of efficacy across items on the TEIP scale, indicating that they were mainly confident in implementing inclusive practices in their classrooms. They showed highest levels of uncertainty for items related to involving parents in school activities and informing others about inclusion legislation and policies. Sharing personal teaching stories provides opportunities for enhanced wellbeing and learning for both experienced and pre-service teachers. This paper shares the results of a qualitative pilot study that used narrative inquiry to collect and share teacher stories. The research was conducted in two phases. The first phase collected humorous stories from experienced teachers recalled from the first years of their teaching career. Thematic data analysis investigated the wellbeing and learning impact on those teachers when sharing their stories. The second phase invited pre-service teachers to read and evaluate the impact of humorous stories when preparing for their first school placements. Thematic data analysis investigated the wellbeing and learning impact on pre-service teachers reading these stories. The analysis from both phases demonstrated recurring themes regarding the importance of teacher-student relationships for teacher wellbeing. The results also showed that the sharing and reading of stories had beneficial outcomes such as enhanced wellbeing and enhanced learning for both the teacher storytellers and the pre-service teacher readers. This study provides evidence that the inclusion of real-life stories offers a valuable addition to Initial Teacher Education programs as a way of developing professional and reflective practice. There has been significant investment by police agencies in the use of body-worn cameras (BWCs). Preliminary evidence suggests that when used in the context of domestic and family violence, BWC footage may strengthen evidential cases and prosecutions. There is, however, a paucity of research examining the merits of and risks posed by the use of BWC footage in DFV incidents and legal proceedings. Notably absent in much of the literature are the views and experiences of police officers who, as initial owners of BWC footage, are likely to affect how it is produced and interpreted. This paper presents findings from the first Australian study to examine how police officers, as users and operators of BWC technology, perceive the use of BWC footage in DFV-related civil and criminal legal proceedings in two Australian state jurisdictions: Western Australia and Queensland. While broadly supportive of BWC technology, police respondents, especially those from specialised DFV units, identified various benefits and limitations to using BWC footage in the context of DFV, including that BWCs have the potential to capture DFV upon police call-outs, but can be limiting insofar as they do not show ongoing patterns of violence. Our findings highlight the importance of exercising domain-specific, rather than a 'one size fits all' approach when it comes to understanding the benefits and limitations of BWC technology. Environmental impact assessments are a key component of the approval process for many onshore seismic surveys. Quantifying the environmental disturbance caused by such surveys is, however, problematic, as although they cover large areas only a small fraction will be impacted. In this paper, I describe how disturbance can be quantified using the tree fractional cover statistic calculated using LiDAR data. I demonstrate its application using both a synthetic dataset and a real dataset from the Bowen Basin, Queensland, Australia. For the latter, the application of a disturbance minimisation survey design technique resulted in environmental disturbance being reduced from 13% to just 3.5%. [ABSTRACT FROM AUTHOR]

This paper identifies drivers and barriers to the uptake of regenerative agriculture (RA) as a grassroots innovation in the southeast Queensland context. It aims to identify opportunities for supporting RA as a viable pathway for sustainable food production. A mental model approach involving semi-structured interviews was used to recognize the important interconnected causal mechanisms at play within this grassroots agricultural system, as perceived by the study participants who have an interest in RA in the southeast Queensland context. It revealed two key interrelated themes driving uptake of RA in the region: economic viability of the approach and shifting values and priorities of consumers and producers. Inhibiting factors identified include limited access to local mentoring and advice, financial risk, and lack of supportive policies. The leaders of governments in the United Kingdom, Australia, and Queensland recently created “implementation” or “delivery” units at the centre, ostensibly to advise, monitor, and ensure better implementation of policy initiatives. This collection of papers seeks to explore the emergence, roles, functions, and accomplishments of policy implementation and delivery units, as well as their prospects. This overview paper provides a framework for analyzing and assessing the work of these units to date, beginning with a synopsis of the evolution of thinking on implementation, and turning to the new environment for governance, policy development, and implementation. It casts policy implementation and delivery units as one of several “adhocracies” that populate the centre of government, which may take on quite different roles. This paper gives an account of competing public discourses on schooling. In particular, it investigates one newspaper's coverage of the release of an educational report. The paper combines interview data with a critical discourse analysis of newspaper texts to show how media reporting of Queensland schools constructed a preferred discourse on education that represented schools as being in crisis, 'in trouble'. The analysis describes how the paper shaped popular opinion on educational policy through the construction of public discourses of crisis in education. Further, the analysis shows how this discourse positioned particular groups as the authoritative voice on standards in Queensland schools. It shows how, at a time when teacher quality was under question, the media constructed a public discourse that diminished the authority of teachers to speak about education policy, granting that authority to the newspaper's editor, who assumed the people's voice on educational issues. This analysis of the construction of public discourses about education policy gives insights into the media's place in educational policy-making. This paper examines conceptions of governance and freedom embedded within a new school autonomy policy in Queensland (Australia). Drawing on interview data from case study research, it foregrounds the practices of two school leaders from a secondary school in regional Queensland. It considers how such conceptions foster an entrepreneurial leadership of competition and compliance but also how they create space for something other than these dominant performative priorities. The paper’s theoretical contribution responds to calls for more nuanced accounts of entrepreneurial leadership to better understand how current performative demands are impacting on school leaders amid increasingly autonomised education systems. There is an increase of international students studying social work in Australia. Undertaking the compulsory field work component of social work studies can be particularly complex for international students, as they have to acquire an understanding of social work practice, knowledge and skills in a new cultural context. Prior research has highlighted the importance of supporting students and field educators to ensure successful quality learning experiences for international students in social work field education experiences. This paper reports on a subset of 35 international students who responded to a 2019 field education supervision survey in one Australian state, Queensland. The findings highlight that more international than domestic students are placed in placements with external supervision, that the overall the student cohort is younger than domestic students and that more international students reported longer supervision sessions. Despite field placements often being personally challenging international students rated their supervision experiences positively, and highlighted the opportunities it provided for support, learning and professional development. Students recognised that the process helped them understand concepts of critical reflection and an appreciation of the value of supervision and professional support for their ongoing professional development. The relationship between technology and fatal intimate partner violence has been previously thought of as distinct and separate. This research paper suggests, however, that online abuse that is considered "spaceless" in fact is intrinsically linked to the perpetration of "real world" and fatal violence. This study examined 100 cases of intimate partner femicide to determine the frequency of technology-facilitated intimate partner violence in Queensland, Australia. Findings indicate that risk factors of intimate partner femicide, including coercive control and stalking are closely associated with technology-facilitated intimate partner violence. This suggests that technology allows offenders to enact an omnipresent violence. Implications highlight the need for future research, policy, and practice to acknowledge the interconnectedness of offline and online abuse in responding to fatal intimate partner violence. Digital urbanism recasts suburban and regional geographies within national and global urban systems by transforming communities and workplaces. This paper explores the planning and policy implications of activating smart work hubs across South-East Queensland during 2012–2014. It demonstrates key evidence of the nature, approach and priorities of smart work hub projects previously untested in Australia and pioneered by Regional Development Australia. The paper reorientates attention to the networked interplay of agglomeration, collaborative consumption and coworking towards urban revitalisation challenges for suburban and regional development that strengthen local communities: specifically potential demand assessment; commuter and knowledge worker patterns; and assessing public–private benefits of smart work hubs. Importantly the paper concludes with critical factors needed to advance research and the extensive engagement undertaken into wider and sustainable practice. Previous studies reveal that a loss in Modulus of Resilience (Mr) has an adverse effect on pavement performances. However, no study investigated this during extreme moisture intrusion at granular and subgrade layers, which may be compared with a flooding situation. This study has aimed to assess the impact of change in Mr due to moisture increase on pavement performance using the HDM-4 and AASHTO 2008's roughness prediction models. As a case study, the paper utilises seven selected flexible pavement road groups of Queensland, Australia that cover 50% of the major road network. Both the results match closely when pavement strength data are accurate. The deterioration predictions are verified with actual after flood data and t-tests for two major roads in Logan City, and found consistent. The study has observed some interesting findings on change in degree of saturation, pavements flood resilience and life-cycle performances with flooding scenarios. It is believed that these results would be useful in obtaining accurate ΔIRI change at varying Mr values due to a flood to select appropriate post-flood rehabilitation. A road authority can use pavements flood-resistance and life-cycle performance results for deriving a maintenance strategy. Moreover, pavement flood resilience, relationships between Mr loss and strength and Mr loss and deflection would help in pavement design, estimating existing structural strength and rehabilitation design. It is common for the media to cast young people as dangerous and delinquent, particularly when those young people derive from marginalized backgrounds. Moral panics are fuelled and sustained by the media in their role as agents of moral indignation. Additionally, the media represent a powerful source of moral regulation, often working against the interests of young people. In this paper, a recent media focus on the 'youth crime crisis' in Queensland, Australia is examined to consider potential ways in which public discourse might move beyond deficit tropes to develop more nuanced and productive conceptualizations of youth. We draw on emergent theorizations of the 'figurations' that define the ways in which 'youth' is understood in public discourse to consider how mediated social imaginaries work to produce representations of young people and frame possibilities for thinking about their place in contemporary society. In a globally austere policy context, state financing of public services has been positioned as perennially 'in crisis' with private intervention a positive solution. There is a general assumption – in education policy and practice – that philanthropic donations can be a solution to reduced public funding of schooling. While much research investigates the role of new philanthropy and venture capital in funding and influencing public schooling, this paper focuses on the reconstitution of 'old' philanthropy in new ways. We focus on the role of parents, through Parent and Citizen (P&C) associations, to show how they are being responsibilised to fundraise for their child's public school, shifting from their traditional fundraising of small amounts of money through 'community building' activities (e.g. fetes, stalls and trivia nights) to engaging in 'commercial fundraising' (e.g. running the canteen, uniform shop and Outside House School Care for profit) that can raise hundreds and thousands of dollars each year. Through this analysis we argue we are seeing a further stratification of the public school system coupled with a concerning lack of transparency around the extent to which some public schools are being nourished by the deep coffers of successful P&Cs. The literature defines curiosity and interest, but it is not clear how interest can be generated, where interest is positioned in the learning process, and what the impact of interest is on cognitive and emotional development. This paper reports on a three-year, iterative design-based research project involving three separate cohorts totalling 57 early learners in an early learning setting in Southern Queensland, Australia. The young learners aged 4–5 years, engaged in an enrichment program that extended over a two-week period for each of 15 topics. Insights were gained on how young children developed interested in a topic. An emergent model of authentic interest was developed, showing how interest is situated centrally in the learning process. It also shows how interest raised awareness, exploration, and new knowledge, creating a cycle of repeated engagement with the topic, thereby enhancing cognitive and emotional development. The rising number of students in schools identified as being on the autism spectrum has placed pressure on school leaders and staff to gain knowledge and take on new practice. A school-wide autism competency (SAC) approach utilises the research on elements of effective practice to build the capacity of school leaders and staff to create inclusive school cultures, implement evidence-based strategies, and improve outcomes for students on the autism spectrum. This paper reports on the experiences of three schools as they implemented the SAC approach in Queensland, Australia. A multiple case study design was utilised to examine the factors that influenced the implementation process and outcomes achieved at each school. Factors that influenced each school's ability to transform their practice for students on the autism spectrum included engagement of leaders, support from an external coach, involvement of parents, realignment of resources and staff, and the ability to manage change and competing priorities. Findings revealed that although all three schools increased staff's knowledge of students on the autism spectrum, the engagement and actions of leaders and the underlying culture of the school influenced the degree to which changes were implemented and outcomes were realised for students on the autism spectrum. Self-care has become an increasingly important practice for social workers to ensure practitioner wellbeing and effective, ethical practice outcomes. However, undertaking self-care activities is often considered the responsibility of individual social workers with limited consideration of how the workplace may influence their understanding and practice of self-care. Based in Southeast Queensland, Australia this paper uses interpretative phenomenological analysis to understand workplaces influences on eleven social worker's practice and experience of self-care. This study produced rich data about how social workers perceive workplaces' use of self-care rhetoric to achieve increased productivity and minimise organisational risk. Social workers instead suggested self-care practices and practitioner well-being was more easily maintained in organisations that fostered supportive teams and healthy workplace cultures. This research illustrates how the concept of self-care has become manipulated to meet the neoliberal demands of organisations rather than a mechanism for supporting social workers. Findings of this study suggest more research, practice, policing, and funding should focus on organisational practices and policies which support social workers well-being, rather than focusing on individualised practices of self-care. This paper provides a summary history and critique of the development and implementation of restorative justice in the Queensland youth justice system through an analysis of official data and documentary sources. The paper focuses on policy changes, including government responses to program reviews, issues regarding the availability of conferencing, connections between conferencing and prevention and program transparency and accountability. The study provides several important lessons applicable across jurisdictions. The main finding was that conferencing in Queensland remains substantially underutilised. This was associated in large part with the discretionary gatekeeping role of police, the absence of a systematic and comprehensive consultation process with victims and accused persons and governments ignoring the science of restorative justice. In terms of prevention, the study identifies the need for a more integrated approach involving conferencing, risk assessments and the post-conference supervision and welfare needs of offenders. Frank Costello's long career represents a series of illuminating encounters with the development of Australian planning, design practice and education. His career stretched from the 1920s to the 1970s, first in Sydney and subsequently in Brisbane where he was the senior architect-planner at Brisbane City Council between 1941 and 1952. He also worked for a decade in the Queensland Department of Works. He had a parallel career as an educator, commencing part-time at Sydney Technical College in 1937 and from the mid-1940s at what is now the Queensland University of Technology where the final phase of his career came as a senior lecturer in architecture with special responsibility for town planning. Post-war Brisbane gave him the opportunity to put into practice much of the modernist ‘organic’ theory that he had accumulated from his extensive studies and travels abroad. This paper recounts Costello's life and times as a journeyman planner whose life stories and professional philosophy is illuminatingly representative of the evolution of mainstream Australian planning values and the limits to practice. This paper characterises climate change as a “transformative stressor”. It argues that institutional change will become increasingly necessary as institutions seek to reorientate governance frameworks to better manage the transformative stresses created by climate change in urban environments. Urban and metropolitan planning regimes are identified as central institutions in addressing this challenge. The operationalisation of climate adaptation is identified as a central tenet of a comprehensive urban response to the transformative stresses that climate change is predicted to create. Operationalisation refers to climate adaptation becoming incorporated, codified and implemented as a central tenet of urban planning governance. This paper has three purposes. First, it examines conceptual perspectives on the role of transformative stressors in compelling institutional change. Second, it establishes a conceptual approach that characterises climate change as a transformative stressor requiring institutional change within planning frameworks. Third, it reports emergent results and analysis from an empirical inquiry which examines how the metro-regional planning regime of Southeast Queensland has responded to climate change as a transformative stressor via institutional change and the operationalisation of climate adaptation. This paper presents the results of a small number of dates from sand samples collected at building sites in the eastern suburbs of Sydney. OSL ages of well-sorted, quartz sand ranges from 31 to 24 ka from within well-developed podzol soil profiles within a metre of the surface. The source of this sand appears to be from the east off the inner continental shelf during a period just prior to the maximum of the Last Glacial Maximum (LGM, Marine Isotope Stage 2) when sea-level was approximately 70-90 m below present level. During a later phase of the LGM, there is evidence from other coastal sites in central NSW and Gippsland, Victoria, that the dominant wind was from the west consistent with evidence from arid and semiarid Australia. Dune orientations in northern NSW into Queensland and other evidence at this time appear to reflect winds from the southeast quadrant. This study highlights the existence of a potential pivot area in dominant wind direction during the LGM between sustained westerly flow in southern area including Victoria and northeast Tasmania and southeast flow of northern NSW into Queensland. In central NSW, the circulation switched from easterly in Stage 2 to westerly as the glacial stage intensified in the LGM sometime after ca 25 ka. [ABSTRACT FROM AUTHOR]

Urban planning and the development system are mechanisms that can provide affordable housing and alleviate the cost of housing. This paper explores the use of a specific response to housing affordability and delivery of affordable housing in Queensland through the introduction of a statutory land authority, the Urban Land Development Authority (ULDA). It provides a narrative review of an important time in Queensland’s planning and development history. The introduction of the ULDA was significant as it represents the first time that Queensland planning saw the introduction of planning-related legislation that could require affordable housing. Even more extraordinary was that the deliverables (affordable housing) sat outside the mainstream planning legislation of the time. Additionally, the establishment of the ULDA represents the first statutory land authority responsible for planning and development in Queensland. While similar authorities have been operational in many States since at least 1974, this was never the case in Queensland, but the Queensland response of the ULDA was unique in Australia in terms of its powers and structure. This paper investigates the work of media discourses on education policy in public debates over the Queensland school curriculum. It draws on theories of discourse, theories that have recently influenced the field of policy sociology, to outline a conceptualization of policy and media texts as discourses in the public sphere. In so doing, it notes the significant contribution such public discourses on education make to the policy process. The paper employs critical discourse analysis to investigate the discursive constructions of curriculum during one particular policy initiative. The analysis focuses on newspaper debates over the inclusion of a subject called Health and Physical Education (HPE) in the Queensland secondary school curriculum. The paper shows how educational policy issues were discursively constituted and contested through the construction of public discourses on education policy. In particular, it demonstrates how such public discourses worked to construct authoritative voices on educational policy. Children in socioeconomically disadvantaged communities often do not access follow-up eye care services when referred from vision screenings; whether this is due to lack of availability is not known. This paper highlights the need for vision and eye care for vulnerable children with practicing clinical optometrists well placed to provide vision care. Vision impairments develop from a young age and may inhibit learning experiences and impact life outcomes. Vision screening to detect and refer vision abnormalities supports children in their education and prevents minor vision impairments from worsening. This research describes outcomes from a vision screening programme for 4– to 5-year-olds delivered in Queensland, Australia. The programme involved all prep children from participating schools in Queensland. Vision screening was conducted with the Parr 4 m Visual Acuity Test and Welch Allyn Spot Vision Screener. A cross-sectional study design was adopted. Descriptive data analyses explored the frequency of vision screening and referral outcomes. Inferential analyses examined associations between vision screening and referral outcomes with socio-economic indexes for areas (SEIFA) scores. Of 71,003 prep students screened, 4,855 (6.8%) received a referral recommendation. A higher proportion of children who received a referral recommendation was from more disadvantaged locations (?2 = 109.16, p < 0.001). Of the students referred, 3,017 were seen by an eye health professional. Further vision assessment of students by an eye health professional revealed that 43.3% of the referred children were diagnosed with a vision abnormality, 18.9% had no vision abnormality and 37.7% had an 'undetermined' diagnosis. A higher proportion of children confirmed with a vision abnormality were from more disadvantaged locations (?2 = 52.27, p < 0.001). It is important that vision screening programmes target disadvantaged populations and support families of children who require further health assessment to access health services. This paper critiques three recent inquiries and recommended changes in practice around the management of complaints against police in the state of Queensland, Australia, with a view to advancing a best practice model internationally. A civilian oversight system, closely aligned to a 'civilian control' model, was introduced in Queensland as part of a reform program following the 1989 Fitzgerald Inquiry into police corruption. However, external control of complaints was almost completely eroded over a 30-year period. The resumption of police control resulted in recurring scandals and widespread stakeholder disaffection. These issues came to a head and were addressed to varying degrees through three inquiries across 2022: the Review of Culture and Accountability in the Queensland Public Sector ('Coaldrake Review'), the Commission of Inquiry relating to the Crime and Corruption Commission ('Fitzgerald and Wilson Inquiry') and, in particular, the Commission of Inquiry into Queensland Police Service Responses to Domestic and Family Violence ('Richards Inquiry'). The combined findings and recommendations demonstrated the need for rigorous institutional independence and transparency in the processing of complaints, along with a range of complementary integrity management strategies to ensure adequate accountability of police.
