What is known about homelessness in Canada? In this article, we present the results of a systematic literature review of peer-reviewed research produced on homelessness in Canada, in English and French, since 2000. We seek to map this literature in an effort at understanding how homelessness has been studied by researchers and to identify potential gaps in this impressive body of literature. The literature review included a two-stage process. First, we analyzed almost 1000 articles specifically regarding homelessness according to title, journal, and case. Then, we conducted a qualitative abstract analysis of 251 papers written by the ten most prolific scholars of homelessness research, analyzing the research question, methods, and recommendations. We find that the majority of research on homelessness in Canada has been in large cities (Vancouver, Toronto, and Montreal). Research is often conducted in comparative perspective, though there have been fewer international comparisons, and often from a public health or medical science perspective. We argue that social scientists have a lot to contribute to this field of study by analyzing the structural and political causes of homelessness, and that researchers should study small, mid-sized, northern, and rural communities in their studies as well as big cities. The transformative justice agenda within the field of transitional justice has yet to take up settler colonialism and Indigenous peoples. This paper develops the idea of an indigenised, decolonial transformative justice that encompasses relational change at the grassroots level through acts of Indigenous resurgence, settler decolonisation and allyship, as well as structural transformations at the state and global levels through the UN Declaration on the Rights of Indigenous Peoples. Canada currently is in a transitional moment and there has been a perceptible shift in its position toward the Declaration. It originally voted against the Declaration but is now committed to implementation as per the Truth and Reconciliation Commission's recommendation. A key issue is the extent to which the Declaration will be subsumed under Section 35 of the Constitution, which recognises existing Aboriginal Rights. The paper argues that Section 35 can only become a 'full box of rights' if the lid is fully opened to embrace the transformative, decolonising provisions of the Declaration, particularly those around free, prior and informed consent. Given the apparent reluctance of the state to disrupt the colonial status quo, grassroots and transnational mobilizations and strategies that enact the performative element of Indigenous rights will remain key. Despite increasing calls for systemic change in the Canadian higher education sector, Indigenous leaders continue to be under-represented, under-funded, and overworked. This qualitative study investigates the purview of senior Indigenous leaders within Canadian higher education, drawing on interviews conducted with four senior Indigenous leaders at Canadian universities. The study, underpinned by emancipatory Indigenist research, draws on the literature predominantly written by Canadian Indigenous scholars. Reporting on Stage Five of a qualitative Australian project – Walan Mayiny: Indigenous Leadership in Higher Education, this paper is the first of four international aspects of the larger project. Findings suggest these Indigenous senior leaders overcome significant barriers to gain senior roles, while the weight of systemic change is carried by individual Indigenous leaders. The question addressed is how senior Indigenous leaders can unsettle systemic barriers so that universities are facing in the direction of where they need to be going, and not where they've been. This paper presents the Mindfulness Framework for implementing mindfulness into Information Literacy instruction. The Mindfulness Framework is informed by findings from an original survey of the most preferred Information Literacy teaching strategies deployed by nearly 600 academic librarians in the United States and Canada, and grounded in the relevant literature from library and information science and education. Survey responses show that library instructors use a broad variety of teaching strategies, and the authors attempt to demonstrate how these strategies can support the integration of mindfulness into IL instruction. Using mindfulness strategies in other pedagogical contexts has been shown to improve learning and retention. This is the first paper to explore and discuss how librarians can use familiar strategies to integrate mindfulness into information literacy instruction. [ABSTRACT FROM AUTHOR]

In December 2020, Canada released its national strengthened climate change plan with focus on cutting energy waste, cutting pollution, and build clean industrial advantage. Two weeks later, the national hydrogen strategy was announced urging all involved stakeholders to delve into the deployment of large-scale clean energy technologies. Ontario, Canada's largest economy and leading manufacturing province, it releases its provincial hydrogen strategy and roadmap later this year. represents a viable solution for reducing CO2 emissions from large industry pollutants by integrating our innovative copper chlorine (Cu-Cl) thermochemical water splitting cycle with the energy intensive and polluting industry of cement manufacturing. The paper highlights the nexus between the production process of two valuable commodities, namely cement and Hydrogen, and the role their integration introduces for increased energy efficiency and reduction of greenhouse gas emissions. In addition, as most of the thermal energy demand in cement manufacturing is utilized during the kiln processes, the paper proposes several energy mix scenarios involving the use of hydrogen to partially meet the kiln's heat demand. The results from these scenarios show the possibility of achieving over 15% to 19.6% reduction in CO2 emissions compared to coal-based kiln production, along with reduced recurring cost for operating the kiln. On-site large-scale hydrogen production, mixed with natural gas, was found to be financially viable and environmentally advantageous alternative to power the kilns. [ABSTRACT FROM AUTHOR]

Infrastructure development in Canada's northern regions remains a challenge. Although scholars and policy-makers recognize the significant socio-economic potential of northern infrastructure, the prevailing piecemeal approach does not respond to many of the challenges faced by Indigenous communities. A pan-Canadian approach, such as a Northern Corridor, can circumvent some of the disadvantages stemming from fractured and uncoordinated initiatives but it still underlies the diverse environmental and socio-economic conditions across the Canadian North. The Nordicity index, originally developed by Hamelin, reflects northern Canada's diversity and has been applied as a public policy tool, e.g. for determining northern living allowances or adapted for transportation development. However, these indices are spatio-temporally fixed which means they do not recognize changing spatial patterns of northern mobility. Thus, this paper argues that northern infrastructure development should be informed by Indigenous spatial practices of mobility. To this aim, the paper investigates the role of Nordicity in Canadian policy-making and analyses how northern Indigenous spatial practices of mobility have transformed throughout the last century. The Nordicity index recognizes the environmental and socio-economic conditions across Canada's diverse northern regions but it should be complemented with an analysis of the spatial practices of northern Indigenous Peoples to inform future infrastructure development. This paper examines how the discourse of creative industries is interpreted in the Canadian context with a case study of the Department of Canadian Heritage's Creative Canada policy framework. Based on textual analysis of policy documents from both federal and provincial governments, it analyzes the underlying dynamics of Creative Canada with pre-existing dialogues of Canadian cultural policies. The findings of this research indicate that this policy masterplan reinterprets traditional mandates of Canadian cultural policies, such as safeguarding the nation's cultural sovereignty and developing a distinctive Canadian value with market mechanisms. While Creative Canada is a major turning point in policymaking towards the commodification of culture and creativity, its schemes of valuing culture and the arts remain subject to the complexity of the nation's cultural politics that also shapes the market. This paper argues that Canadian climate policy under the Trudeau government is both self-defeating and immoral. Focusing on the central facet of the government's strategy – which trades a small carbon price for significant expansions of oil pipelines – the paper develops this argument in three principal ways. First, it situates the strategy in relation to the global warming potential of new extracted/exported emissions facilitated by new pipelines, which would overwhelm the savings created by the carbon price. Second, the paper focuses on the policy's potential to exacerbate a perilous national accumulation strategy that leaves workers and communities highly vulnerable to unstable global commodity markets. Finally, it situates the policy in relation to a centuries-old process of colonial theft of Indigenous lands to facilitate extractive development. Outdoor education is often undervalued. As such, we believe there is merit in critiquing the field and focusing more attention on its value and importance. This paper seeks to offer a critical exploration of ‘if’ and ‘how’ outdoor education is a discipline. The paper begins with a brief overview of the literature that seeks to define a ‘discipline’. We then present a six-component discipline model and examine whether and how outdoor education aligns with its first three components: a focus of study; a worldview or paradigm; and an active research or theory development agenda. In our analysis of these components we seek to not be definitive; rather, we invite readers to ponder our evidence in light of their lived experience. The ultimate hope is that this paper will encourage readers to deliberate the arguments that arise as a consequence of assessing outdoor education as a discipline. In doing so we hope to challenge readers to conceptualise outdoor education in innovative ways and to stimulate critical discourse to strengthen the field so that it may realise its potential and best serve society. An introduction is presented in which the editor discusses various reports related to South Asian immigrants in Canada.

Building on the recent studies revealing that official bilingualism policies in Canada are often used to reinforce a specific racial and linguistic order, this paper addresses the impact of these federal-level policies on education policies at the provincial level. From the policy genealogy perspective, we examine Ontario's Heritage Languages Program (HLP), a highly contentious provincial policy that is still in place today. By analysing the discourses circulating in public and within the Ontario Ministry of Education around a proposed bill in the legislature to bolster heritage-language instruction and a subsequent Ministry initiative, we argue that official bilingualism and policies of multiculturalism functioned as discursive vehicles for resisting an enhanced HLP and to heritage-language education per se in politically more tolerable ways. The first part of the paper describes the research design, and introduces the historical context which produced the HLP and the early conflicts over it. The second part discusses three specific findings: (1) a discussion of the Proposal and its relationship to Bill 80; and (2) the discourses present in the general public; and (3) the discourses present in Ministry-internal deliberations of the HLP in Ontario. The existence, nature, and social make-up of the cultural omnivore has been a topic of consistent scholarly inquiry in recent decades. Studies exist examining these dynamics both across cultural fields (inter-domain) and fully within them (intra-domain). However, even as one of the most culturally salient domains of leisure, sport is often relegated to the side-lines of these debates. This study sets out to analyse the leisure 'following' of professional sports. Using large-scale survey data from Canada, and employing a variety of statistical methods, this paper finds numerous distinct omnivorous categories, as well as a univorous group of professional sports consumers. The results reveal that the omnivorous groups have elevated levels of cultural and economic capital. However, it is two more selective omnivorous profiles, rather than the most omnivorous group, that show the highest concentration of cultural and economic capital. These results shed doubt on the status of intra-domain omnivores by volume as the consumption profile of high status groups. In an era of rural service decline and population aging, some rural libraries rely on volunteers to keep them open within the community. This paper outlines the challenges of sustaining such volunteer-based rural libraries, drawing on a case study of a volunteer-based library in rural Ontario, Canada. Findings suggest that age of volunteers, volunteer participation, territoriality, branch polarization and the burden of volunteering present challenges in sustaining the volunteer program at the library, yet the library contributes to the community through community engagement, enabling aging in place and through economic development. This paper studies the forecasting ability of various Phillips curve specifications for 1 year ahead headline and underlying core inflation measures for three open currently inflation targeting (IT) countries: Sweden, Canada and New Zealand. The changes of the monetary policy regime in these countries are discussed for periods of fixed exchange rate regime, early years of IT and later periods in the light of inflation forecasting accuracy. The paper finds evidence that Phillips curve models can improve inflation forecasts against the random walk benchmark in the periods when the central bank is explicitly targeting the inflation. Yet, the results from earlier periods indicate heterogeneity in individual model performance across various econometric specifications and different sample periods. [ABSTRACT FROM AUTHOR]

The paper contributes to the present reflection on the transformation of the suburb by investigating the capacity of large multifunctional suburban centres (LMSCs) to provide public transit- and walking-conducive environments within the suburban realm. To this end, it investigates land-use and commuter journey patterns of the 13 largest suburban multifunctional centres in Canada. The study exposes difficulties in using LMSCs as recentralization instruments meant to "urbanize" the suburb by making it more public transit- and walking-oriented. It points to tensions within LMSCs between playing the role of activity centre and adopting land-use configurations conducive to public-transit use and walking. The stronger is the centrality role of an LMSC, the more it is overtaken by automobiles from its dispersed suburban surroundings. Alternatively, LMSCs can generate weak centrality effects while performing as effective transit-oriented developments. This paper explores the intersection between migration, aging and lifelong learning with the aim of expanding our understanding of how lifelong learning enhances older migrants' active aging in a foreign land. Our study also offers insights into the learning activities of older immigrants in general. In 2002, the World Health Organization (WHO) proposed a conceptual framework of active aging, which has greatly influenced aging policies and seniors' everyday practices. Yet, there is a paucity of research that explicates and fully integrates lifelong learning into active aging discourse, and focuses on senior immigrants' lifelong learning in an aging society. Based on interviews, textual materials, and participatory observation in five Chinese seniors' immigrant associations in Toronto, we explore how Chinese senior immigrants' learning has been (re)shaped and practised through re-settling in Canadian society. Five categories of learning are explored, including a) learning language and computer skills, b) learning culture and history, c) learning civic engagement, d) learning leisure, and e) learning health. We argue that 'active learning' can be used as a dynamic conceptual framework that interacts with active aging theory, demonstrating how senior immigrants actively participate in the lifelong learning project for participation and integration in Canada. Inuit Canadians are on average about 20 years younger and have a 10-year lower life expectancy than other Canadians. While there have been improvements in Inuit health status over time, significant health disparities still remain. This paper will review the peer-reviewed literature related to Inuit child, youth, and maternal health between 2000 and 2010, investigate which thematic areas were examined, and determine what proportion of the research is related to each group. Establishing areas of research concentrations and scarcities may help direct future research where it is needed. We followed a systematic literature review and employed peer-reviewed research literature on child, youth, and maternal health which were selected from 3 sources, MEDLINE, CINAHL, and the Circumpolar Health Bibliographic Database. The resulting references were read, and summarized according to population group and thematic area. The thematic areas that emerged by frequency were: infectious disease; environment/environmental exposures; nutrition; birth outcomes; tobacco; chronic disease; health care; policy, human resources; interventions/ programming; social determinants of health; mental health and wellbeing; genetics; injury; and dental health. The 72 papers that met the inclusion criteria were not mutually exclusive with respect to group studied. Fiftynine papers (82%) concerned child health, 24 papers (33%) youth health, and 58 papers (81%) maternal health. The review documented high incidences of illness and significant public health problems; however, in the context of these issues, opportunities to develop research that could directly enhance health outcomes are explored. Taking broadly sociocultural or sociolinguistic perspectives, the five contributions to this special issue investigate various aspects of the co-construction of knowledge, as this is manifested in K-16 classrooms in Canada, the United Kingdom, and the United States. While the authors of these papers address different educational settings, student populations, and curricular content, what unites them is their concern to better understand the cumulative, multidimensional nature of learning and teaching and the ways in which this is enacted in action and discourse across different spaces and over different scales of time. This paper explores the past, present, and future directions of tourism education in Canada, from its origins in the late 1960s until today. The study reviews the development of tourism education over four decades, with a particular focus on developments in Ontario. The influence of tourism organizations, and the impact of legislation on tourism and hospitality education in developing future industry leaders capable of sustaining and growing Canada's tourism industry are discussed. The paper also reflects on the current status of tourism education in Canada, the lack of government support for tourism research initiatives, and the loss of research talent to overseas universities. The research discovered a paucity of past historical documentation of tourism education in Canada and this paper is perhaps the first concerted effort to chronicle the 40-year cumulative history of formal tourism education in Canada. Routing regular and dangerous commodities in railway freights transportation is discussed in this paper. Based on a link-based modeling approach, a mixed integer nonlinear programing model is developed. The model takes into account weather stability conditions of urban and rural areas and spatial distribution of risk at yards and around links as it impacts these zones along the routes. This paper also discusses the advantages of using bifurcation of flows on risk-cost tradeoffs and route planning decisions. The widely used nonlinear risk function is linearized and then the problem was solved to optimality using a commercial software. Results of the experiments on two hypothetical networks and one based on the rail network of the Province of Québec in Canada are presented and analyzed. Routing decisions associated with both variants of the proposed model with bifurcation of the material flows are compared to obtain managerial insights on the model in solving hazmat freight routing problems. Hazing rituals in sport commonly involve coercive sexual acts. However, sexually violent hazing is rarely taken seriously by law enforcement and the criminal justice system in Canada. This paper examines sexually violent hazing in Canadian sport within the broader context of Canadian criminal sexual assault law. Using unobtrusive methods, the paper examines 12 cases of sexually violent hazing in Canadian sport to reveal what it can entail, who it commonly involves, and how sport leagues and the Canadian legal system often fail to adequately respond. Through an abductive analysis of this unobtrusive data, and drawing on theoretical work on masculinities and Erving Goffman's concept of total institutions, the paper argues that sexually violent hazing occurs in sport not purely for the purposes of teambuilding, as it is commonly understood, but also to establish and reaffirm hierarchies of masculinity within the total institution of sport. Using the notion of "flexible citizenship", this paper examines how Chinese international secondary school students accumulate and exchange different forms of capital as governed by their transnational social networks. This study draws on data from a 14-month ethnographic field study on the transnational lives of 11 Chinese students in a Canadian international secondary school. This study illustrates that the instrumental dimension of "flexible citizenship" produced both opportunities and tensions in student participants' lives when their new and existing social relations converged to mediate their transnational lives and trajectories. The force of multiple transnational actors to maximise opportunities exerted emotional pressures on students and caused relational tensions. In addition, when the participating students encountered challenges in broadening social connections in the host society, they solidified home social connections for emotional support and further academic and career development, although such practices constrained their effort in intercultural learning for embodied cultural capital. This paper advocates that beyond the governmental logic of instrumental "flexible citizenship", all social actors should gain more nuanced and comprehensive understanding of students' lives and their relational and emotional development. Additionally, Chinese students may be given more freedom in enacting their agency to engage with their transnational and intercultural lives in the ways they desire rather than those that are desired by external social forces. This paper studies performance differences between immigrants working in the regular Canadian labour market and those in the ethnic enclave sector of the economy. First, by studying the effects of education and race on the weekly wage earnings, I find that the returns to education are greater and being a visible minority carries less of a wage penalty for immigrants working in the regular sector compared with those in the enclave sector. Moreover, taking the AMEs (Average Marginal Effects) studies, I document different effects of education and race on both earnings and job segment for these two types of immigrants and propose an explanation. After this, I compute task supply and wage gaps between different types of immigrants in three census years to show differences in assimilation by immigration cohort. Finally, I use regression models to study immigrants' task supply and weekly wages so that we can have a fuller view of the differences in performance between immigrants working in the regular and enclave sectors. Faith communities are increasingly recognised as an important piece of civil society that can contribute to addressing difficult sustainability and environmental problems. This research investigates the environmental activities and engagement of faith leadership organisations in Canada, a region in which faith-based environmentalism has not been studied extensively. The paper traces the evolution of environmental engagement among a diverse, multi-faith group of communities, beginning with the entry into environmental work by some groups in the 1960s and 1970s. Over the years, some programmes have matured, others have faltered, programmes have adapted to address new environmental challenges, and new communities have entered into environmental discourse. The paper also analyses contemporary activities, which can be divided into formation activities, advocacy and activism, and practical actions. Formation activities, such as education and worship programmes, are the most common, and advocacy and activism are often the most contested form of engagement. These activities demonstrate a commitment to a holistic approach, to addressing underlying causes of environmental harm by transforming worldviews, and contributing to societal change through both practical actions and advocacy and activism. Viola Desmond is now considered a forerunner in the civil rights movement in Canada. Lesser known is her role as a groundbreaking and successful African Nova Scotian entrepreneur. In this paper, the author pursues two objectives: (1) elevate the entrepreneurial accomplishments and lessons of Viola Desmond, and (2) explore a unique feminist approach to critical historiography, which fuses prowoman polemical writing, with fictocritical strategies and autoethnography. The research question guiding this study is: How can the application of a novel feminist approach help reveal an overlooked historical female figure who has been marginalized by a web of interlocking discourses? The paper makes three related contributions: (1) achieving recognition for Viola Desmond as an overlooked contributor to our understanding of female leadership in black entrepreneur; (2) promoting an understanding of her lost lessons and accomplishments; and (3) providing a plausible explanation for why Viola Desmond was omitted from the conceptualization of the field. Introduction Research in palliative care (PC) is often regarded as challenging due to the vulnerability of the population and other peculiarities. We aim to systematically identify barriers to research in PC in the literature. Methods The electronic databases CINAHL, MEDLINE were searched for papers published in the last 25 years. Citations and then abstracts were screened for inclusion. Original papers were included on first-level analysis. On a second level reviews, reports, and position papers were analyzed. Papers containing a direct patient report were specifically analyzed. Barriers were categorized (ethical considerations, financial and time expenses, study design and methodology, human resources and politics) and results quantified. Results Twenty-one original papers and 65 other papers were included. Five studies involved patients directly, five were systematic reviews, three were study experiences, and seven were surveys or workshop reports. Most papers originated from UK, USA, or Norwegian Universities. Ethics and methods were the most often mentioned categories on both levels. Accrual, attrition, and gatekeeping were frequently named barriers. Complex invasive studies or possible side effects hinder patients' participation, as patients are often willing to participate for altruistic motivations. Discussion Barriers to PC research are ethical concerns and methodological challenges. Possible strategies to overcome methodological barriers include international collaborative efforts to include more patients and improve study designs. Ethical barriers indicate the need for patient involvement in the research development process and tailoring research specifically to the PC population. [ABSTRACT FROM AUTHOR]

Whereas some federations reacted to the expanding international trade agenda by 'federalizing' trade policy-making and allowing sub-federal governments a substantial involvement, others did not. Comparing Canada and the United States, this paper investigates the conditions and potentials of federalization on the case of public procurement liberalization. The first section argues that the institutionalization of intergovernmental relations depends on the incontestability of sub-federal claims to authority and the absence of cheaper alternatives. In the US, the availability of federal pre-emption and the possibility to exclude sub-federal competencies from international agreements acted as a brake on state involvement. In Canada, 'watertight' provincial competencies and a non-representative second chamber enabled a gradual federalization. The second section argues that federalization holds the potential to increase constituent units' openness to procurement liberalization. While their deficient involvement has constrained US states' openness, federalization was instrumental in Canadian provinces' recently growing openness for international suppliers. Global activism led to the emergence of new international standards concerning state obligations to consult Indigenous peoples and, under certain circumstances, obtain their free, prior and informed consent (FPIC) when extractive projects impact their rights and traditional territories. However, a growing literature shows that the implementation of Indigenous peoples' participatory rights remains uneven and inconsistent at best. This paper focuses on Indigenous peoples' agency in operationalising their rights. We do so by focusing on an increasingly common yet overlooked Indigenous strategy: the development of community-based consultation and consent protocols. What role do unilateral Indigenous protocols play in shaping how participatory norms are implemented? How can protocols contribute to shaping Indigenous peoples' relations with state and industry actors? We present the result of a systematic comparative analysis of thirty-five consultation and consent protocols adopted by Indigenous nations and communities in Canada and Brazil between 2005 and 2020. While they vary in their structure and content, protocols in both countries converge in their use of both programmatic and performative languages to recast participatory processes as spaces to assert Indigenous peoples' status and legitimacy as self-determining polities. In doing so, protocols re-politicise and re-appropriate participatory processes and put forward an alternative interpretation of their participatory rights that challenges how state authorities and industry actors tend to operationalise consultation and FPIC standards. The absence of disease modifying treatments for amyotrophic lateral sclerosis (ALS) is in large part a consequence of its complexity and heterogeneity. Deep clinical and biological phenotyping of people living with ALS would assist in the development of effective treatments and target specific biomarkers to monitor disease progression and inform on treatment efficacy. The objective of this paper is to present the Comprehensive Analysis Platform To Understand Remedy and Eliminate ALS (CAPTURE ALS), an open and translational platform for the scientific community currently in development. CAPTURE ALS is a Canadian-based platform designed to include participants' voices in its development and through execution. Standardized methods will be used to longitudinally characterize ALS patients and healthy controls through deep clinical phenotyping, neuroimaging, neurocognitive and speech assessments, genotyping and multisource biospecimen collection. This effort plugs into complementary Canadian and international initiatives to share common resources. Here, we describe in detail the infrastructure, operating procedures, and long-term vision of CAPTURE ALS to facilitate and accelerate translational ALS research in Canada and beyond. Artificial Intelligence (AI) offers the promise of improving natural resource governance, including addressing bribery and corruption risks. The mobilisation of computing power requires access to large amounts of data, a task facilitated by disclosure instruments. This paper examines the rationale and potential of artificial intelligence and the Extractive Industries Transparency Initiative (EITI) as anti-corruption tools, with a focus on extractive companies based in Canada. The paper concludes that the integration of AI and the EITI Standard holds some promise to curtail corruption in extractive sectors, despite some ethical, legal and practical challenges. The COVID-19 pandemic highlighted the importance of immigrant health workers in OECD nations, and intensified debates about the current and future supply and distribution of such workers, particularly nurses. This review paper considers internationally educated nurses in the case of Ontario, Canada, and the policy responses developed during the pandemic to address the increased utilization of immigrant health workers. To further consider the evolving place of migrant workers within health, the broader issue of the future of health care work is examined to imagine what a sustainable and resilient health workforce agenda that integrates internationally educated nurses might look like. Food insecurity is widely documented among people living with HIV (PLWH) worldwide, and it presents significant challenges across the spectrum of HIV care and support. In North America, the prevalence of food insecurity among PLWH exceeds 50%. In the province of British Columbia (BC), it exceeds 65%. It comes as no surprise that food has become an essential tool in supporting and engaging with PLWH. Over the past decade, however, a shift has taken place, and food has become an incentive to boost uptake and outcomes of prevention, testing, treatment, and support. To explore this practice, we drew on a qualitative case study of incentives in the care and support of PLWH. This paper presents the findings of a targeted analysis of interviews (N = 25) that discuss food incentives and explores two main themes that shed light on this practice: (1) Using food to engage versus to incentivize and (2) Food is more beneficial and more ethical. Providers perceived food more positively than other incentives, despite the goal remaining somewhat the same. Incentives, such as cash or gift cards, were considered ethically problematic and less helpful (and potentially harmful), whereas food addressed a basic need and felt more ethical. This paper examines the state of Canada's federal access to information (ATI) regime. Drawing from literature on government transparency, we conceptualize Bill C-58 and the problems it proposes to address as a form of policy discordance. We assess the recent digitization of ATI in Canada by analyzing data on request abandonment, record exemptions, as well as variation by ministry. In so doing, we identify tensions between strategic narratives of "open, honest, government" and recent changes brought about through legislative amendments. We conclude by problematizing notions of proactive disclosure, open government, and transparency as currently promoted in the Canadian federal context. [ABSTRACT FROM AUTHOR]

Trans and non-binary youth (TNBY) face high levels of interpersonal and social adversity as well as disproportionate rates of mental health issues such as depression, self-harm and suicidal ideation. Among protective factors, context plays a key role. In addition to parental support, access to gender-affirming medical care begins to emerge as crucial for young people needed them. This paper compares, through thematic analysis, the experiences of TNBY with regard to access and experiences to care in Canada, Switzerland, England, and Australia. It identifies similarities and differences in barriers to access to care, as well as impacts of gender affirming care on young people and their well-being. The article concludes with a discussion on the importance of prompt and easier access to gender-affirming medical care, of training of professionals, and a hypothesis about the role of context in TNBY well-being. Police organisations in Canada and other parts of the world, have recently undertaken efforts to address misconduct arising from high-profile reports of internal discrimination and harassment and/or instances of excessive use of force. However, these actions tend to be pursued through traditional approaches without fully understanding the contextual factors that contribute to these harmful behaviours. Through a sequential, qualitative mixed-methods study involving Canadian police officers, this paper highlights how symbolic meanings attached to police work contribute to perceptions that the work is more suitable for some individuals than others. The findings also illustrate how officers respond to identity threats from stigmatised officers or from external sources. Finally, the findings suggest that the prototypical image of a police officer may be changing with recent criticisms of the police presented as possibilities for change. [ABSTRACT FROM AUTHOR]

This paper examines the role of social media evidence in sexual assault trials in Canada, focusing on cases with underage female victims. Teenage girls are among the heaviest social media users and face unique expectations regarding the performance of heteronormative gender norms. Society simultaneously encourages girls to enact gender roles that emphasize their femininity and sexuality and punishes them for acting according to these standards. When girls engage in performativity online, they leave behind a digital footprint that can be used against them at trial. Through a detailed case study of 14 publicly available judgments, we analyze how judges evaluate girls' social media content in sexual assault trials that feature a mistake of age defense. Drawing on social media research, legal studies, and the concept of performativity, we show that judges vary greatly in their understandings of gender norms and that this translates to divergent case outcomes. In the 'guilty' cases, the judges contextualize social media content as insufficient and unreliable, noting that it is common for youth to lie or embellish facts online. In the 'not guilty' cases however, the judges appear to take such evidence at face value and hold girls accountable for having provocative pictures or misrepresenting themselves online. Such practices are problematic because they perpetuate rape myths and misconceptions about victim behavior. We call for greater consideration of the socio-cultural norms that govern girls' social media use to avoid biased interpretations that adversely shape the outcome of sexual assault trials. Cognitive Behavioral Therapy for psychosis (CBTp) is recommended by psychosis treatment guidelines in the U.S. and Canada, however accessibilty has not been systematically established and little is known about trainer or training characteristics in these countries. This paper represents the first effort to estimate the population of CBTp practitioners, characterize trainer qualifications and training practices, and calculate a CBTp accessibility estimate. We oversampled from a known cluster of the target population and supplemented with chain-referral sampling. Respondents completed an online survey pertaining to workforce training conducted since 2005. An accessibility estimate was calculated using published disease prevalence data and national workforce census data. Twenty-five CBTp trainers completed the questionnaire. Respondents were predominantly white female psychologists in hospital or academic settings. Their estimates of practitioners trained in the past 15 years yielded a point prevalence of 0.57% of the combined mental health workforce, corresponding to 11.5–22.8 CBTp-trained providers for every 10,000 people diagnosed with a psychotic disorder. Survey results showed several differences in training approaches, settings, and funders. This preliminary study suggests that CBTp remains inaccessible across these two countries. This present work shares data from a mixed-methods study in Southern Ontario, Canada, focused on understanding faith sharing (often called evangelism or proselytism) within evangelical faith-based organizations. The study figures against the backdrop of the relatively scant literature on understanding evangelism in social service settings. The findings reveal multiple ways in which faith-based organizations seek to evangelize clients "non-violently", i.e., in a fashion that is not forceful or coercive. Here we focus on three: (1) through sharing and imparting a worldview; (2) through faith as a service modality; and (3) through social support. Analyzed against the backdrop of existing literature on faith-based organizations and ethical social service delivery, our findings suggest the need for further inquiry into social service delivery by faith-based organizations (FBOs). The paper discusses some valuable elements of the service provided by FBOs but also raises critical questions about client self determination and autonomy and service free from coercion – even if faith-sharing is in its gentlest and most well-intentioned form. The health and well-being benefits of nature contact in parks and other forms of protected areas are now well established, but remain beyond the grasp of many due to century-old design legacies and inadequate investment in inclusive visitor services. This paper reports on lessons learned from an interdisciplinary workshop that brought together park agency staff, academics, and individuals representing accessibility organisations. The purpose of this workshop was to develop a shared vision and explore planning and management pathways for advancing accessibility in parks and protected areas. Four interrelated priority action areas were identified: (1) inclusivity through employment; (2) inclusive programming; (3) information sharing; and, (4) partnering in next steps. This paper contributes to an underdeveloped literature on accessibility and nature by identifying parameters around which park agencies can collaborate to empower diverse populations to enhance their health and well-being through nature contact. Findings strongly suggest the need for parks and protected areas planning and management to evolve at all levels of service delivery in order to keep in step with new federal and provincial legislation focused on building a more inclusive Canada. This paper reports on an auto ethnographic examination of my identity, my positionality, and my role in reconciliation with Indigenous peoples in Canada and to decolonising and indigenising the academy through my research and teaching practices. It is an individual response to the Truth and Reconciliation Commission of Canada (TRC) calls to Action. I weave in personal narratives, theory, and poetry to engage with deep reflection on my lived experiences and the historical and social contexts that have influenced the construction of my identity and educational praxis. I examine these experiences within the context of colonisation, moving from historical to current perspectives and its specific implications within the Canadian context. Intersectionality and Indigenous theories and perspectives guide this examination. The aim is to further my understanding of Indigenous issues and to prepare myself to be an active and effective agent in the process of reconciliation with Indigenous peoples. Family members are essential contributors to the quality of life (QoL) of persons living in residential long-term care (RLTC). This paper analyzes how the system enables or inhibits family involvement with residents in RLTC. Our analysis of 21 policies that regulate long-term care in four Canadian Provinces reveal differences in their portrayal of residents' families. Family roles are characterized procedurally (task-oriented) or relationally (interactive). Operational standards linked to licensing of RLTC homes employ more formal terminology, while RLTC program guidelines, use facilitative language to engage families and build relationships. Examples of orientation procedures, care protocols, living at risk, and end-of-life care reveal inter-provincial variations. We argue that there are opportunities to further engage families within the current regulatory framework and improve their continued contributions in the post-pandemic era. [ABSTRACT FROM AUTHOR]

In the health professions, altruism is a foundational value upon which professional privilege is built. This imperative towards self-sacrifice for the benefit of others is a key component of what it means to be professional. This paper explores how altruism operates as a coded mechanism of exclusion and oppression for disabled health professionals. Analysis is based on interviews with fifteen Canadian disabled healthcare professionals in medicine, nursing, occupational therapy, and social work about their experiences of inclusion and exclusion. Themes including the disproportionate sacrifice of time, resources, and income emerged, as did the need to manage political disclosure, often embodying the role of the 'super-crip' with patients/clients and colleagues so as to maintain others' faith in their professional competence and their professional privilege. Further discussion includes questions of how to 'crip' altruism as a professional value and the role of altruism as an ableist force within the health professions. Altruism, the idea of helping others even at cost to oneself, is an important value for health professionals. Disabled health professionals sacrifice more than non-disabled healthcare professionals to meet this obligation. Disabled healthcare professionals may work without accommodations, putting in extra time and effort to prove their altruism. Disabled healthcare professionals experience that disclosing disability may mean their colleagues will treat them as patients. [ABSTRACT FROM AUTHOR]

The adoption of the Global Compacts on Migration and Refugees in 2018 marked a turning point in international migration governance. According to objective 13 of the Global Compact for Migration, States Parties have committed to use immigration detention as a measure of last resort and work towards alternatives. As for the Global Compact on Refugees, States Parties and relevant stakeholders also pledged to contribute to the development of non-custodial and community-based alternatives to detention, particularly with respect to children. Five years later, the enhancement of human rights protection for migrants, refugees, and asylum seekers within national territories remains a challenge. We argue that two states of the Global North – Canada and France – are actually using the Global Compacts to push forward their own agenda on the international scene, as a tool to influence other states. Even if Canada and France have engaged in multilateral discussions on the regulation of migration and the protection of refugees through soft law instruments, we find that national practices have not been altered since 2018. As such, this paper will demonstrate that the implementation of the Global Compacts is, in fact, used to advance foreign national policy for both states. [ABSTRACT FROM AUTHOR]

Many road agencies worldwide still use the empirical AASHTO 1993 pavement design method. Since the release of the AASHTO 1993 design guide, many aspects of pavement design have changed, including asphalt material properties, traffic, environmental factors, etc. However, many agencies use a single layer coefficient for asphalt mixtures and pavements are currently designed with inaccurate values, as proved by many. This paper presents a four-step procedure (called AASHTO 93 Plus method) to determine structural layer coefficients of asphalt mixtures. The AASHTO 93 Plus method considers viscoelasticity and temperature-dependency of asphalt mixtures to estimate the layer coefficient. Five-hundred-eighteen (518) flexible pavements from USA and Canada roads and 1599 HMAs from the Long-Term Pavement Performance (LTPP) database were analyzed. The results showed that the new material-specific layer coefficients were well above the typical value of 0.44. The total number of 3,726 IRI data records of these 518 pavements were converted to PSI and then compared to those obtained from the traditional AASHTO 93 and AASHTO 93 Plus methods for validation. Results confirmed that the conventional AASHTO 93 method predicts faster deterioration of pavement conditions over time, while the results of AASHTO 93 Plus method better aligned with the field data. Since the shift to legalizing recreational cannabis use in Canada in 2018, there has been increased attention on the consequences of cannabis use on women's reproductive and maternal health, with particular attention to the impact of cannabis in utero and through breastfeeding. This has resulted in an intense focus on the behaviors of individuals who consume cannabis during the perinatal period, which raises questions about the impact this has on women and mothers who have historically been under the surveillance of the Canadian public health, health and social care, and legal systems. Grounded in an intersectional feminist framework that acknowledges how race, ability, class, and other social positions impact and differentiate women's experience, this paper presents findings emerging from a participatory arts-based research approach called Photovoice with 23 mothers living throughout Canada. All participants consumed cannabis during pregnancy and breastfeeding and illustrated through photographs and individual and group discussion how their experiences of intersectional stigma and surveillance by health and social care providers resulted in barriers to accessing cannabis-related information and support. Implications arising from our inquiry suggest there is a dire need for public health, perinatal care, and social care responses that run counter to the current context where stigma and fear prevent parents from accessing cannabis information and support. This study examines through a systematic review, the reference services rendered in academic libraries using artificial intelligence (AI) and by collecting data through environmental scanning. The objective of this systematic literature review is to provide a synthesis of empirical studies exploring the application of artificial intelligence for reference services in academic libraries. Data were collected from Web of Science, Scopus, and LISA databases. Following the rigorous/established selection process, a total of thirty five articles were finally selected, reviewed and analyzed. Thirty five papers were identified, analyzed and summarized on the subject relating to the application of AI and the methods which are most often used. The findings demonstrate that university libraries in Canada and China are leading in the deployment of AI for reference services. The AI techniques used mostly in the scanned university libraries are self-directed learning and natural language processing techniques; while the challenges of using AI for reference services are the problem of quality intelligence, linguistic style, privacy, a threat to intellectual freedom, bias, and cost; inadequate experts, poor network, poor training and lack of innovation, and limited knowledge about the technology.
