This study examined the relationship between risk perception and evacuation behavior, and the sociospatial contexts that affect evacuation. It is argued that risk perception and contextual conditions have a joint effect on evacuation. Data were collected from 3,756 evacuees in sixteen cities and towns affected by the 2011 Tohoku earthquake off the Pacific coast. Using geographic information systems (GIS), data from questionnaires on risk perception and activity diary surveys on behavioral response were combined with geospatial data. The main finding was that high risk perception leads to evacuation behavior, but that the difference between immediate and delayed evacuation depends on the sociospatial context. Delayed evacuation, compared with immediate evacuation, tends to occur in the following contexts: (1) the physical context (e.g., being inland at the time of the disaster impact); (2) the household context (e.g., the need to confirm the safety of household members); and (3) the social context (e.g., the need for assistance with mobility). This study extends the literature on disaster science and cognitive-behavioral geography by considering the relationship between perception and behavior in urban spaces in emergencies. This study examined the drought preparedness of drought-prone communities in the Sudano-Sahelian zone of Cameroon. The study employed a mixed-method approach, using qualitative and quantitative data collection methods, including interviews, household surveys, focus group discussions, and field observations. The data were then analysed using SPSS for quantitative data and content analysis for qualitative data. The results reveal that the respondents primarily rely on their personal and community abilities to prepare for droughts. A significant proportion (χ2 = 11.676, P = 0.020) of the respondents depend on community leaders for drought information, while others rely on family and friends. They also use indigenous knowledge and construct boreholes/wells to prepare for droughts. However, limited government support, inadequate extension/scientific support services, and insufficient formal training limited drought preparedness. Age, household size, and income significantly influenced perceived preparedness for drought. Based on the findings, the study concludes that informal/locally-driven strategies are important in drought preparedness and should be strengthened. The study recommends the establishment of drought management committees at the grassroots level and the effective use of indigenous knowledge in combination with scientific knowledge for drought planning and adaptation. Given the geographical variation in climatic stressors, a focus on a specific event such as drought has enhanced the understanding of drought disaster preparedness at the community level for effective planning and policy interventions. This paper examines the form, function and impact of previous Olympic security arrangements and their intersection with planning practice. Drawing from prior and ongoing empirical research investigating the security practices at summer Olympic Games, the paper argues that wider shifts towards 'total' security models comprising continually reproduced security motifs can be observed that are increasingly standardized, mobile, globalized and planned-in. For most Olympic organizers, preparations now necessarily include attempts to equate spectacle with safety and to 'design-out' terrorism by relying on highly militarized tactics and expensive and detailed contingency planning. Such securitizing practices have intensified in form and scale since 9/11, with such intensification set to continue at the XXXIII Olympiad in Paris, where a vast security infrastructure is being embedded into the large-scale and long-term master-plans for the central city. This represents a high point in spatial planning practice through embracing principles of security-by-design where Games-time security infrastructure, whilst providing effective protection, becomes a less visible but permanent, physical legacy that can also contribute to local programmes of regeneration, climate resilience and crime prevention. The paper concludes by reflecting upon what the continual evolution of security infrastructure means for the balancing of planned-in security and spectacle at future Olympiads. The vector information of mountainous roads is great significance, including regional economics, emergency response, disaster management, among others. Nevertheless, there are irregular deformations in existing vector data, coupled with incomplete extraction results for mountainous roadways. These issues pose challenges in establishing a matching model between road extraction results and existing vector data, significantly reducing the efficiency of automated updates for the current vector data. Targeting roads as a distinct artificial feature and leveraging their topological connectivity, we propose a vector data updating method based on matching point pair grouping. Firstly, we employ the SDUNet model to extract mountainous road and utilize the Superglue model to match road binary images with vector binary images, resulting in sets of initial matching point pairs. Subsequently, we propose a road line extraction model that groups matching point pairs, eliminates misaligned pairs based on road topological connectivity, and establishes a mapping relationship between road lines and vector lines. Ultimately, through road line optimization and vector line optimization methods, we accomplish the automatic updating of vector data for mountainous roadways. Through a comprehensive analysis of over 2600 vector data, our method demonstrates substantial advantages in terms of both F1 and IoU compared to alternative methods. [ABSTRACT FROM AUTHOR]

COVID-19 has affected the various aspects of social service delivery worldwide. Explicitly, pediatric service was affected mainly due to the travel restrictions, and children were at heightened risk due to these circumstances. Therefore, this study aims to analyze the Pediatric Clinical Practice in a Chinese children's hospital to describe and acknowledge the impact of COVID-19 on the pediatric healthcare system. For this purpose, the hospital's outpatient registration database was the primary information source, which comprises demographic data, including age, gender, city of residence, and hospital departments visited. Data on patients admitted from January 25, 2019, to April 16, 2019, were collected and used as a baseline. The results revealed that the number of pediatric visits to the case study hospital decreased during the COVID-19 pandemic, accounting for 40% of that in 2019, especially during the early stage of the pandemic. The proportion of pediatric patients from outside Chongqing decreased by approximately 14% in the early stages and increased by 24% in the second and third stages, corresponding to an overall decrease of 8.5%. The damage assessment of numerous buildings after the earthquake is still a challenge by traditional methods as it requires a significant amount of time and resources for carrying out building-by-building seismic damage assessment. This study presents the machine learning (ML)-based damage assessment of buildings after an earthquake. The applicability of the machine learning model will be limited considering only structural properties or ground motion characteristics. Thus, in this study, the applicability of different machine learning techniques is explored using real-world earthquake damage datasets considering both the structural properties and ground motion characteristics. Initially, the entire dataset is used to train the ML models to classify the building's damage into five categories ranging from null to slight damage to collapse. Later, the dataset is divided into three traffic light damage tags: green, yellow, and red. The performance of the ML model to classify the building's damage into three damage tags is found better than that of classifying it into five damage categories. Objectives: We describe our co-design process aimed at supporting the reintegration of essential care partners into long-term care homes during the COVID-19 pandemic. Methods: More specifically, using a co-design process, we describe the pre-design, generative, and evaluative phases of developing a virtual infection prevention and control course for essential care partners at our partnering long-term care home. For the evaluative phase, we also provide an overview of our findings from interviews conducted with essential care partners on the expected barriers and facilitators associated with this virtual course. Results: Results from these interviews indicated that the virtual course was viewed as comprehensive, detailed, engaging, refreshing, and reliable, and that its successful implementation would require appropriate resources and support to ensure its sustainability and sustainment. Findings from this study provide guidance for the post-design phase of our co-design process. Conclusion: Our careful documentation of our co-design process also facilitates its replication for other technological interventions and in different healthcare settings. Public information and early warning are key components of social disaster prevention because they can complement planning, and multi-disciplinary coordination and minimize losses. Social media has increasingly become an important communication channel for users to disseminate useful public and emergency information in these incidents. Communications, including web-based services, between governments, communities, and people involved in the management of disasters are mandatory for the purposes of early warning, rescue services, and recovery. Purpose of this article is exploring how people may use or had used the social media applications during the disaster and provide the advantages of social media in disaster management all over the world but specifically for citizens of Türkiye and Iraq. To get the response of the users, a Google form based survey questionnaire was distributed to the users through the internet. Two hundred and eleven persons, from both genders responded, ages ranged from 17 years to above 45, from different educational levels, inhabiting Türkiye (n = 105, 49.8%), Iraq (n = 88, 41.7%), and other countries (n = 18, 8.5%). The study shows that depending on the culture, social media usage behaviors change for disaster situations. During the disaster, Iraqi citizens preferred to use the Facebook application, meanwhile Türkish citizens prefer to use WhatsApp application to communicate. Both, governments and private sector, are invited to establish and continuously update the infrastructure and facilities of an effective social media communication system, plans should be made to encourage all sectors of society to learn how to use social media in the event of a disaster. The COVID-19 pandemic that emerged in 2020 has caused significant health crises worldwide. Countries and regions around the globe have practiced different policies to contain the pandemic. One commonly adopted strategy is the Zero-COVID policy, comprising two phases: an initial suppression phase, typically enforced through lockdowns, followed by a sustained containment phase. However, sudden and strict lockdown policies in the suppression phase would inevitably bring unexpected challenges to vulnerable populations. There is a need to identify the emergent needs of underprepared, vulnerable populations under lockdowns to inform future pandemic management. In this study, the messages posted on an online mutual help-requesting platform during the 2022 Shanghai lockdown were leveraged as the near real-time agent to represent the side effects of the lockdown policy. This work explores the spatiotemporal correlation of the posts to their potential influencing factors and mines knowledge from the textual content of the posts. The results indicate that the help requests were clustered in downtown Shanghai. The access to profuse medical resources and public services may be hindered in districts with more stringent lockdown policies. The help requests' content unveils a need for medication and groceries under lockdown. It also underscores that the elderly population was affected most by the lockdown. Based on these insights, policymakers can better anticipate and address the urgent residential needs that may arise in future lockdowns. This knowledge can contribute to more effective planning and preparedness efforts to mitigate the impact on vulnerable populations and ensure their well-being during similar crisis situations. Effective disaster debris management requires reasonable predictions pre-hazard and estimates post-hazard of debris for a community to get back to normal sooner. However, there is a lack of data related to post-disaster waste quantities that could validate and improve debris predictions. This knowledge gap can be addressed by using remote sensing technology to quantify disaster debris promptly following a hazard. This study aimed to demonstrate and compare multiple remote sensing tools available for quantifying disaster debris using post-disaster data collected following Hurricane Ida. The tools used in this study are satellite imagery, emergency response airborne imagery, unmanned aerial vehicles (UAVs), and terrestrial laser scanning (TLS). We found that satellite imagery is useful for quantifying vegetative debris generation and transportation across vast areas, however it is often limited by spatial and temporal resolutions. Emergency response airborne imagery, collected within days following the hazard, is well-suited for quantifying transported vegetative debris and can assist debris clearance of emergency service routes across large areas, although it can be limited spatially and temporally to the interests of the acquiring agency. UAVs and TLS can provide precise volumes of debris but UAVs may be a better option due to their lower cost and computational demand. Guidance is provided for selecting a remote sensing tool based on the desired application and available resources, which can assist decision making for disaster waste managers. When disasters isolate communities from external support, their members must turn to each other for mutual assistance. This study explores (1) resource management, (2) information sharing, and (3) community leadership and civic participation as dimensions of peer-to-peer sharing for more efficient distribution of local resources under “islanded” conditions. Interviews with members and leaders of three neighborhood-scale communities in Washington state revealed concerns about household preparedness and stockpiling of resources, but also the potential to lever individuals’ community knowledge, social networks, and willingness to participate. Future interventions might include enhancing place-based social infrastructure for resource and information sharing; online local databases and applications that normally maintain privacy but “unlock” important household information for community use in emergencies; and programs that help individuals access and adopt leadership and participation roles. The COVID-19 pandemic has been a defining catastrophe for many communities across the world. This study focuses on a small, urban community in the United States at the regional epicenter of the pandemic with high rates of illness, death, financial hardships, and a halt to in-person school and services that lasted over a year. Drawing on institutional theory with a focus on environmental jolts and leadership sensemaking, we conducted a thematic analysis of 20 interviews with cross-sector community leaders, including city officials, school district administrators, directors of community-based organizations, and church leaders to evaluate how they made sense of COVID-19 disruptions and framed their responses to the environmental jolt caused by the pandemic in Spring, 2021. Findings illustrate how leaders framed the jolt as highlighting existing issues, maintained a focus on priorities and purpose pre-dating disruptions, and emphasized opportunities emerging from the crisis. We discuss how leaders engaged in sensemaking both as a form of stabilization, providing a rationale for maintaining pre-pandemic priorities, and as a way to motivate and leverage opportunity through an emphasis on the silver lining of the jolt. This paper aims to provide a design basis for engineering disaster prevention and mitigation by accurately describing the spatial distribution of soil liquefaction. A group of in-situ Cone Penetration Tests (CPT) was conducted to evaluate the seabed soil properties and liquefaction potential of the Yellow River Subaquatic Delta. The factor of safety against liquefaction (FSL) and liquefaction potential index (LPI) were utilized to investigate the liquefaction characteristics of seabed soils. The findings are as follows: (1) The delta is "near coarse and far fine," with sand and silt dominating the onshore direction and silt and silty clay dominating the offshore direction; (2) Silt, as a structured soil, has a maximum sensitivity of 10, and there are local liquefaction phenomena. The size of a Soil behavior type index can be used as the limit value of liquefaction discrimination in the region; (3) The FSL of the shallow layer is smaller, while that of the deep layer is generally larger. The FSL near the coast is smaller than that far from the coast, but its variation range is large, indicating that the shallow soil layer near the coast is more prone to liquefaction; (4) The LPI of the delta is less than 5, which is significantly affected by the wave cycle loads and geographical environment. People with disabilities, especially children and youth, are often not considered in emergency and disaster preparedness planning, which leaves them vulnerable and at a higher risk of the negative effects of natural and human caused disasters. The purpose of this study was to understand the extent of emergency and disaster preparedness and factors influencing preparedness among children and youth with disabilities and chronic conditions, their caregivers and service providers. Our scoping review involved searching six international databases that identified 1146 studies of which 27 met our inclusion criteria. The studies in this review involved 2613 participants (i.e., children, parents, educators and clinicians) across nine countries over a 20-year period. Our results highlighted the following trends: (1) the extent of emergency preparedness; (2) factors affecting emergency preparedness; and (3) interventions to enhance preparedness. Our findings underscore the critical need for more attention to emergency preparedness for children and youth with disabilities, their families and service providers and their inclusion in planning. Support is needed for emergency preparedness for children with disabilities at an individual, family and community level. Clinicians should assist children with disabilities and their families to develop a disaster and emergency preparedness plan that includes their medical needs, basic supplies and connections to relevant resources and supports. In simulation-based training, learners apply skills in an environment that approximates the real conditions of work. Trainers who design a simulation also employ assumptions about the design of communication, or how they believe learners should communicate. More specifically, simulation-based training events draw work groups' attention to communication expectations related to timing, timelines, and timeliness. Competing perspectives may produce temporality tensions. To better understand how temporality tensions affect work and workers, I conducted a qualitative case study of a large, multi-agency disaster-response exercise (the 'Tall Grass' exercise), which simulated a search-and-rescue operation. I identified competing design logics related to synching work streams, pacing activities, and providing feedback or input at the 'right' time, and I identified counterproductive effects of adopted communication designs. The Australian Black Summer season of 2019–2020 caused widespread social, economic, and environmental impacts for affected rural communities. In this article, the authors report on a small study exploring postdisaster service provision from the perspectives of community service workers following the Australian Black Summer season. Using a qualitative, semistructured design, six community service workers were interviewed about their experiences delivering postdisaster services to affected rural communities. Three themes emerged from a thematic analysis. These themes were impacts of rurality, accounting for diversity, and the influencing policy context. The Findings underscore rurality as a context-specific characteristic intersecting with social identities in a broader sociopolitical system. Implications suggest the need to address persisting rural inequities that cause cumulative disadvantage and advocate for policy change to address service system gaps. IMPLICATIONS Structural inequities in rural communities continue to shape the experiences of residents impacted by disasters causing cumulative disadvantage. Diversity within and between neighbouring communities and population groups requires consideration of the heterogeneity of rural contexts. Anger is a well-recognised but little understood emotion in postdisaster contexts. For service providers working in recovery environments, it is critical to understand anger to ensure effective supports and interventions are mobilised. This article describes findings from a study conducted four years after the 2009 Victorian Black Saturday bushfires. Thirty-eight community and service-provider participants were interviewed as individuals, dyads, or within focus groups about their own and others' experiences of anger. Postdisaster anger was described as more immediate, intense, and frequent than predisaster, and seen by participants as destructive, productive, and justified. Experiences and understandings differed by gender, and related to aggression, violence, and family violence. Service provision was a key trigger for anger, with leadership styles, community expectations, and community members' level of control over decision making being factors that shaped experience. Based on these findings, five proposed principles for anger-sensitive practice in disaster contexts, along with wider considerations for understanding anger, are provided. IMPLICATIONS This article provides unique understandings of the experience of anger following disaster, which are useful for social workers, community members and leaders, and other service providers. Research findings about anger experiences and outcomes postdisaster are synthesised into proposed principles for practice with disaster-impacted communities (that can potentially build capability prior to disasters). Community structure analysis compared city characteristics and newspaper coverage of state/local government responses to COVID-19 in 25 major U.S. cities, sampling all 250+ word articles from 4/4/20 to 7/6/20. The resulting 588 articles were coded for "prominence" and "direction" (favorable/unfavorable/balanced-neutral coverage), then combined into each newspaper's composite "Media Vector" (range=0.3552 to −0.5197, or 0.8749). Twenty-one of 25 newspapers (84%) displayed unfavorable coverage of local COVID-19 responses. Pearson correlations and regression analysis confirmed a muscular "violated way of life" pattern, when a community perceives itself as threatened by a "biological threat or a threat to a cherished way of life." Political and belief system polarization (in particular percent Evangelical and percent voting Republican) were strongly associated with unfavorable coverage of local pandemic responses, compared to more favorable responses linked to percent voting Democratic or percent Catholic. Vulnerability (percent uninsured) was also linked to negative coverage. Conversely, two different measures of access to healthcare (percent municipal spending on health and welfare, and physicians/100,000) were significantly linked to favorable coverage of the same local government efforts. The COVID-19 shock resulted in a large number of people becoming newly poor in Bangladesh, for whom recovery was slow and difficult. In response, BRAC implemented a nationwide program – credit, business planning support, and mentoring – targeting the economic recovery of the new poor. This paper estimates its impact using a mixed method and finds that the program had a significant positive effect on employment, income, and assets, indicating a faster economic recovery of program participants. The learnings from this program can have major policy implications for future disaster responses targeting livelihood recovery, specifically during the time-sensitive transitory phase from relief to long-term development. Sources of disaster resilience represent important (but understudied) dimensions of the interplay between immigrants and disasters, as do immigrants' disaster response activities. Using key informant interviews, we examine immigrant faith-based organizations' (FBO) responses to two contemporary pandemics. Additionally, we assess for the presence of disaster-relevant social capital in immigrant FBOs. FBOs were found to possess key components of social capital and to actively engage in pandemic response activities, including provision of health risk communication, education, leadership, infection control measures, cash and in-kind contributions, advocacy, and psychosocial support. This study was conducted to determine relationship between disasters and sleep problems in adolescents. In this descriptive and cross-sectional study, 407 adolescents aged 10–18 years were included. The data were collected with Descriptive Characteristics Form, Disaster Fear Form, and Bergen Insomnia Scale. 86.5% of the adolescents had experienced at least one disaster. It was found that 67.3% of adolescents experienced sleep problems after disasters. A positive correlation was found between the mean scores of Fear Disaster Form and Bergen Insomnia Scale. In addition, mean Bergen Insomnia Scale scores of adolescents who experienced earthquakes, pandemic disease, traffic accidents, and floods were statistically higher than those who did not (p < 0.05). By screening for sleep problems in adolescents who have experienced disasters and planning and implementing appropriate interventions, adolescents who are already at risk for sleep problems can develop healthy sleep habits and prevent physiological, mental, and cognitive problems due to sleep problems. Although lockdown drills are a practice widely used in K-12 public schools across the United States to prepare students and staff to respond to acts of violence, research has only just begun to consider the impacts of these practices on those who participate in them. This study adds to the growing body of literature by examining the potential impact of students' exposure to violence (ETV) in their school on perceptions of safety and emergency preparedness in the context of lockdown drills. The findings indicate that ETV decreases both safety and preparedness perceptions. The association between perceived school safety and ETV, however, weakens over time and may be lessened by participation in drills and associated training. This study unpacks socially shared meanings of internal displacement as illustrated in Philippine media, using a social representations approach. Following our theoretical framework, we identified processes of symbolic coping about internal displacement from among 422 media articles published between 2006 and 2020. Philippine media uses anchoring and objectification in socially representing forced migration. It associates internal displacement with events in Philippine history and links it with everyday emotions like anger, anxiety and fear. It describes involuntary migration using metaphors such as hell on earth, chicken in a coop and canned sardines. It uses symbolism, such as footwear and doll, to demonstrate evacuee empowerment and personifies the internally displaced as Muslims or Indigenous Peoples who are fleeing for their lives while carrying their possessions. Our findings point to internal displacement as a space not only for suffering and deprivation but also for sustaining oneself and demonstrating human agency. Our study shows that beyond the dire circumstances surrounding internal displacement are structural issues that need to be dealt with: armed conflicts, terrorism, violence and disaster management. Despite soaring social costs, opposed professional opinions, and divergent foreign experiences, China still persisted with its Zero-COVID policy. Preexisting theories of policy change are unable to explain the continuation of China's COVID policy. Corresponding to the three stages of policy making, implementation and adjustment, the authors propose a framework of three decision-making constraints: (1) decision urgency, (2) regime type, and (3) political opportunity structures, which are believed to jointly shape China's policy against Omicron and obstruct Chinese decision-makers from adjusting it. Scientific evidence suggests that nonpharmaceutical interventions (NPIs) effectively curb the spread of COVID-19 before a pharmaceutical solution. Implementing these interventions also significantly affects regular socioeconomic activities and practices of social, racial, and political justice. Local governments often face conflicting goals during policymaking. Striking a balance among competing goals during a global pandemic is a fine science of governance. How well state governments consume the scientific evidence and maintain such a balance remains less understood. This study employs a set of Bayesian hierarchical models to evaluate how state governments in the United States use scientific evidence to balance the fighting against the spread of COVID-19 disease and socioeconomic, racial, social justice, and other demands. We modeled the relationships between five NPI strategies and COVID-19 caseload information and used the modeled result to perform a balanced governance evaluation. The results suggest that governmental attitude and guidance effectively guide the public to fight back against a global pandemic. The more detailed spatiotemporally varying coefficient process model produces 612,000 spatiotemporally varying coefficients, suggesting all measures sometimes work somewhere. Summarized results indicate that states emphasizing NPIs fared well in curbing the spread of COVID-19. With over 1 million deaths due to COVID-19 in the United States, we feel the balance scale likely needs to tip toward preserving human lives. This article explores the anti-Soviet undertakings of Winston Churchill and the Flensburg Reich government during the spring of 1945. It contends that British and German strategic goals closely aligned as the Second World War in Europe ended. These objectives were to halt Soviet expansion westwards and to prepare for a potential new military confrontation with the USSR. It links British contingency planning to attack the Soviet Union (Operation Unthinkable) directly to Churchill's attempts to prolong the existence of the Flensburg government after V-E Day. The article argues that Churchill sought to use the remnants of the Nazi leadership as an anti-communist tool against the Soviet Union. It also presents the case that Reich President Karl Doenitz pursued a similar arrangement. Finally, the article asserts if Churchill had been able to secure American support, then an armed conflict between the western allies, backed by the Nazi government, and the Soviet Union was plausible. In this paper, we explore what the travel restrictions during the COVID-19 pandemic reveal about the changing geographies of mobilities and the making of homo sacer, the latter constituted through differentiated control of mobilities. Implemented to protect U.S. public health, travel restrictions imposed on travelers from Mainland China during the early days of the pandemic exemplify how sovereign power that declares a state of emergency and creates bare life can be readily applied to groups of people who previously had privileged access to global mobility. In this sense, bare life does not refer to fixed and disadvantaged social categories but is rather contingently and contextually constituted, through the works of hybrid sovereign regimes. At the same time, however, these travelers are not reduced to a state of zero-agency but reside within a liminal space between soft and hard cosmopolitanisms, as they can still deploy agency and cosmopolitan capital to achieve certain degrees of mobility. By examining how Chinese travelers navigated various travel restrictions and the constantly changing policies to travel to the U.S., this paper explores new spaces of exception and forms of bare life, and argues that homo sacer is dynamically, relationally and recursively constructed, both through apparatus of control and the agency of travelers. This study combined the Human-centered design (HCD) approach with the immersive VR techniques to design and evaluate a new evacuation alarm system with improved warning efficiency for building emergency evacuation, considering the negative influence of pre-emergency activity. Four main HCD design activities were performed, the context-of-use, user requirements were defined through a theoretical perspective, technology-based solution research, expert group meeting, and focus group were used to produce the final concept. A smart phone-based evacuation alarm system concept, consisting of a control center and a smartphone-based user interface, featuring warning redundancy and multimodality was proposed. A developed virtual environment (VE) was used to evaluate and refine the final design in an iteration manner. This study widened the application of the HCD approach by using alternative simulator methods for evaluation, and added a step for the validation of VR as an adequate tool for designing and evaluating products. Path dependence has become a multi-disciplinary concept, employed across various literatures to explain why the past matters for decision-making. Debate within 'new institutionalist' scholarship has provided a detailed critique of the term over several decades. Some scholars argue that it is hampered by poor conceptual clarity and highlight its limitations in explaining institutional reform. Yet, this paper demonstrates how neglecting antecedent conditions and associated decision pathways is particularly inappropriate for politico-spatial issues like disaster risk and natural resource governance. Doing so risks omitting key material and perceptual contingencies influencing contemporary institutions. Examining southeast Queensland's flooding disaster of 2011, the paper proposes that path contingency provides a useful theoretical bridge between institutionalist theories of stability and reform, and the geographic contexts within which disaster risk governance proceeds. The analysis then addresses the potential generalisability of path contingency beyond its application to disaster management, for consideration across a broader range of institutionalist research. The historical influence of environmental factors on families has received relatively little scholarly attention. In this article we explore the impact of the 'natural' or 'more-than-human' world on Australian families through one of the most powerful examples of environmental influence: disasters. We take three case studies as our focus: Cyclone Tracy (1974), the 2011 Queensland Floods and the 2019-20 Black Summer Fires. Our primary source materials are oral history interviews with Australian parents, some of which are archived interviews in cultural collections and some of which are contemporary interviews newly-created for this research. Through these case studies spanning half a century, we analyse change and continuity in the ways in which disasters have been experienced and remembered by Australian parents. While parents consistently shoulder an additional burden during disaster by caring for children, the ways they do so are distinctly gendered and have remained so across time. But as disasters increase in frequency, ferocity and severity in an era of climate change, the way parents understand, respond and prepare for environmental crises is shifting. Australian parents increasingly see their childrearing duties as encompassing consideration of extreme weather in locating or renovating a family home, practicing evacuation drills, and anticipating potential disasters in planning family holidays. Awareness of climate risks is even influencing reproductive decisions about family size or whether to become a parent. We hypothesise that shifts in individual parent's disaster experiences may be collectively changing Australian cultural ideals of 'good' parenthood in the twenty-first century. Research conducted at the intersection of the history of the family and environmental history is becoming urgently significant in the present-day, as we seek to make sense of rapid environmental change and its personal and cultural impacts on our human lives. The Internet of Things (IoT) uses Wireless Sensor Networks (WSNs) to gather data from particular locations. Environmental monitoring, Army, agronomic, disaster risk management, and tracking systems are just a few of the industries that heavily rely on the WSN of the IoT. Wireless Sensor Network (WSN) is the massive number of sensor nodes dispatched to track a large area, where the control strategies are frequently challenging. In order to prepare these networks for the market, sufficient protection requirements for medium- and large-scale WSNs are a challenging and important target to achieve. To ensure its security, node identity authentication is a significant one. So, we proposed a public blockchain-based multi-wireless sensor network verification method through a Light-Weight Authentication Algorithm (LWAA) for IoT which is used to enhance the secure authentication and performance in WSN in a multi-Wireless Sensor Network model. Here, the nodes are separated between access points, group head nodes, and regular nodes indicated by their power variations that are created into a hierarchical model. The common authentication of nodes in a number of communication scenarios is identified through blockchain. Our cryptography technique enhances the network life span and decreases the computation time efficiently. The evaluated performance in total power consumption, throughput, latency, packet delivery ratio, time computation, and also proved better results in comparison with the existing authentication methods such as ECDSA, EIBAS, ECBR, and AES. Disaster events, such as floods, wildfires, and earthquakes, increasingly cause damage to livelihoods, the economy, and the environment. Preparing for disasters is noted as one of the most effective ways to adapt and increase resilience to these events, but research has shown that many people in the United States have not adopted recommended household preparedness actions. Moreso, there is currently no geospatial data set or tool for mapping geographic variation in disaster preparedness behavior, despite the availability of appropriate survey data. Using the Federal Emergency Management Agency National Household Survey from 2017 to 2020, we develop a multilevel regression and poststratification model that provides estimates at the state, county, and zip-code tabulation area scales of several preparedness actions and a general disaster preparedness index. Results show regional and state-level variation among preparedness levels, with the Southeast and Utah being generally more prepared than other regions of the United States. Additionally, we introduce an online interactive mapping tool for these results that practitioners, academics, and the public can use to identify preparedness levels in their area of interest. The outcomes of this study can be used to inform future work in hazard risk assessment and to further develop comparisons between risk perceptions and hazard preparedness. Misinformation disseminated via online social networks can cause social confusion and result in inadequate responses during disasters and emergencies. To contribute to social media-based disaster resilience, we aim to decipher the spread of disaster misinformation and its correction through the case study of the disaster rumor during Hurricane Sandy (2012) on Twitter. We first leveraged social network analysis to identify different types of accounts that are influential in spreading and debunking disaster misinformation. Second, we examined how the spatiotemporal proximity to the rumor event influences the sharing of misinformation and the sharing of corrections on Twitter. Third, through sentiment analysis, we went further by examining how spatiotemporal and demographic similarity between social media users affect behavioral and emotional responses to misinformation. Finally, sentiment contagion across rumor and correction networks was also examined. After a disaster, the population undertakes a series of actions aimed at saving and rescuing other people who may be in danger, as well as the gathering of goods considered indispensable to ensure their safety. Numerous studies have indicated that gender is one of the factors that conditions the lived experience of a disaster and, therefore, the actions that people undertake during the emergency. However, previous studies addressing the issue of gender in this respect have focused on how people are evacuated from the danger area, rather than on the rescue of goods. With the aim of contributing to filling this gap, the current article studies the patterns of the reproduction of/alteration in gender roles in the rescue of material goods following the earthquake in Lorca (Spain) in 2011 through the analysis of raw data collected from four focus groups comprising people who survived this catastrophic event. The results demonstrate that during the rescue actions in the disaster the men and women studied behaved to a great extent in line with traditional gender roles, although there were certain actions undertaken that involved a degree of alteration to these roles. Evacuation planning and emergency routing systems are crucial in saving lives during disasters. Traditional emergency routing systems, despite their best efforts, often struggle to accurately capture the dynamic nature of flood conditions, road closures, and other real-time changes inherent in urban disaster logistics. This paper introduces the ReinforceRouting model, a novel approach to optimizing evacuation routes using reinforcement learning (RL). The model incorporates a unique RL environment that considers multiple criteria, such as traffic conditions, hazardous situations, and the availability of safe routes. The RL agent in this model learns optimal actions through interaction with the environment, receiving feedback in the form of rewards or penalties. The ReinforceRouting model excels in executing prompt and accurate route planning on large road networks, outperforming traditional RL algorithms and shortest-path-based algorithms. A higher safety score and episode reward of the model are demonstrated when compared to these classical methods. This innovative approach to disaster evacuation planning offers a promising avenue for enhancing the efficiency, safety, and reliability of emergency responses in dynamic urban environments. Throughout the COVID-19 pandemic, public officials in the United States – from the President to governors, mayors, lawmakers, and even school district commissioners – touted unproven treatments for COVID-19 alongside, and sometimes as opposed to, mask and vaccine mandates. Utilising the framework of ‘pharmaceutical messianism’, our article focuses on three such cures – hydroxychloroquine, ivermectin, and monoclonal antibodies – to explore how pharmaceuticals were mobilised within politicised pandemic discourses. Using the states of Utah, Texas, and Florida as illustrative examples, we make the case for paying attention to pharmaceutical messianism at the subnational and local levels, which can very well determine pandemic responses and outcomes in contexts such as the US where subnational governments have wide autonomy. Moreover, we argue that aside from the affordability of the treatments being studied and the heterodox knowledge claiming their efficacy, the widespread uptake of these cures was also informed by popular medical (including immunological) knowledge, pre-existing attitudes toward ‘orthodox’ measures like vaccines and masks, and mistrust toward authorities and institutions identified with the ‘medical establishment’. Taken together, our case studies affirm the recurrent nature of pharmaceutical messianism in times of health crises – while also refining the concept and exposing its limitations. Integrated healthcare agencies were particularly impacted early on during the COVID-19 pandemic by having to treat infected patients without interventions and vaccines. A phenomenological qualitative approach was taken to examine experiences of social workers in managerial positions handling the pandemic in these agencies. Data were collected before vaccines were authorized for emergency use. Purposive and snowball sampling was used to recruit participants. Data analysis followed a constant comparison strategy. Themes identified included: 1) response to the pandemic with limited information; 2) transition to remote work and telehealth; 3) management of social workers; and 4) preparation for post-pandemic. Collaborative learning has documented benefits. Restrictions because of the COVID-19 pandemic prevented in-person collaborative experiences, therefore creating a pathway for online ones. An inter-university team previously created and published a novel framework that fosters collaborative learning for emergency/disaster preparedness and uses scenarios that attract student participation from a spectrum of disciplines. Here, we detail the implementation and evaluation of this framework in a virtual setting. Analysis of pre- and post-surveys from the virtual event revealed similar results to the previous in-person iterations. Results for both in-person and virtual events demonstrated that students had higher confidence and interest in emergency/disaster preparedness and interprofessional teamwork after participation. This paper presents the current status of Indian smart cities and examines their preparedness and response to the COVID-19 outbreak. The study focuses on implemented & ongoing projects under the Smart City Mission of the Government of India, which have contributed significantly to controlling the pandemic along with other channels. The study finds that modern cities in both developed and developing countries were not well-prepared to deal with the emergency situations and struggled in providing a satisfactory response during the pandemic. The analysis of primary and secondary data has shown that digital surveillance and movement control through integrated control command centers (ICCC) were the most useful projects in monitoring the COVID-19 cases. However, the lack of technology integration in smart cities hinders the effective usage of implemented projects. Thus, the study recommends integrated network-based applications that include healthcare, essential services, mobility, and movement across smart cities in India. How public organizations respond strategically to natural hazards is relevant for maintaining functionality and protecting citizens. An essential component of strategic response is coordinating with multiple organizations in ways that provide resources and mutual support. Drawing from resource dependence and cognitive behavior theories, we investigate how different contextual factors predict coordination strategy. We focus on transit agencies in the US and develop hypotheses about how the experience of natural hazards, the transit infrastructure conditions, and public managers' risk perceptions determine their coordination as responses to immediate and future extreme weather events. This study aims to contribute to the strategic management of natural hazards literature. In particular, we expect that the findings will illuminate how transit agencies consider service area vulnerabilities as part of their strategic coordination efforts. In 2022, prolonged periods of extreme heat waves fueled huge wildfires across the globe. While research has shown that past experience with wildfire increases homeowners' intentions to adopt fire mitigation activities, little is known about whether the impact of disaster can be long-lasting and represent a stable behavioral change. Thus, the current work explored whether Chinese homeowners' intentions to perform fire wise actions would change over time. In Study 1, we compared responses of residents in a fire-stricken area with those of residents in a nondisaster area three days after a massive wildfire. It was found that participants who had just experienced a wildfire reported a stronger intent to take fire mitigation on both self-report and behavioral measures. Study 2 involved a follow-up survey that took place in the same areas one month after the fire had occurred. The results showed that participants in these two areas demonstrated no differences in intentions to implement fire mitigation measures, which suggests that the impact of disasters decayed over time. Combined, these findings suggest that past experience with wildfire will likely give rise to stronger intention to engage in mitigation behavior but this effect may diminish with time ticking away.
