Jarmo Peltolan mukaan 1930-luvun lama merkitsi ennen kaikkea työttömyyttä, työajan lyhennyksiä ja palkan alennuksia. Lama oli vaikutuksiltaan ja seurauksiltaan merkittävämpi ja pitkäaikaisempi kuin aikaisemmin on ymmärretty. 1920-luvun lopulla alkanut lama ulottui monessa perheessä pitkälle 1930-luvun jälkimmäiselle puoliskolle. Kokemuksena se asettuu työläissuvuissa vuosien 1917 1918 ja vuosien 1939 1944 rinnalle ja väliin. Maailmalla 1930-luvun lamana tunnettua ilmiötä kutsuttiin Suomessa yleisesti pula-ajaksi. Toisin kuin pula-aikoina yleensä nyt kaupoissa oli kyllä tavaroita, mutta kaikilla ei ollut niihin varaa. Tamperelaisperheiden toimeentuloon laman aikana keskittyvä tutkimus perustuu laajoihin ihmisten elämää ja kulutusta makrotasolla kuvanneisiin tilastoaineistoihin. Tutkimusta varten on tamperelaisten työssäkäynnistä, työttömyydestä, tuloista, avioitumisesta ja lapsien hankkimisesta rakennettu tietokantoja, joiden pohjalta on rakennettu pieniä mikrohistoriallisia kertomuksia tamperelaisten perheiden elämästä laman aikana. Työväestöön kohdistuneen laman suhteuttamiseksi on työläisperheiden rinnalle otettu muihin yhteiskuntaluokkiin kuuluneita perheitä. Vaikka tilastot ja tietokannat ovat perhetarinoiden myötä muuttaneet muotoaan määrällisestä laadulliseksi, on lamakuvaa lisäksi täydellistetty ja monipuolistettu kirjallisuuden, muistelmien ja sanomalehtiaineiston avulla. Laman aikana työn puutteesta kärsineet perheet olivat epävakaiden työmarkkinoiden armoilla. Sosiaaliturva oli vähäistä. Välillä työttömät pääsivät työttömyys- eli varatöihin, välillä he joutuivat turvautumaan köyhäinhoitoon, joka piti maksaa takaisin parempien aikojen koittaessa. Ajoittain työttömät söivät soppaa työväentalolla. Monet perheet selvisivät pahimman yli tehtaissa työskennelleiden nuorten tuloilla. Avioliittojen solmimista ja lasten hankkimista lykättiin laman aikana. Jos joissakin perheissä lama liitti lapset ja toimeentulovaikeuksista kärsineet vanhemmat tiukemmin yhteen, niin oli myös perheitä, joissa lama osaltaan johti perheiden hajoamiseen. Vaikka naiset säilyttivät miehiä todennäköisemmin työpaikkansa, putosivat naisten lähtökohtaisesti heikot palkat tekstiilitehtaissa niin alas, että heidän asemansa vertautui työttömiin sekatyömiehiin. Heikon taloudellisen tilanteen vuoksi jotkut toimeentulovaikeuksissa olleet joutuivat turvautumaan laittomiin keinoihin, kuten prostituutioon ja varasteluun. The enduring and fragmented economic depression Tampere was the most significant industrial city in Finland during the interwar era. In Tampere there were, including the suburb of Pispala, over 60 000 residents. Over 75 % of the population were working class, and over 60% got their livelihood from industrial and construction work. Women in Tampere often worked for weaving, clothing, shoemaking, and leather industries. As a centre of metal industry with mostly male employees Tampere was also quite prominent within the country. Some 2 000 male and less than 100 female construction workers were listed in the late1920s. The depression of the 1930s had more consequences than was previously thought. Previously, little attention has been paid to the hardships faced by the Finnish domestic industry. The number of people employed fell by 25%, and many of those who had kept their jobs, only worked for part of the week. The industries in Tampere served predominantly the domestic market. The recession almost totally paralyzed private building. Around 2 000 builder jobs had been lost during the worst period. The employment in the metal industry fell by 30% (500 persons) and 20 % (1 500) in the textile industry during the years 1928-32. Additionally, in other sectors, employment rate fell so much that Tampere had at the worst time over 5 000 jobs less than during the peak economic boom in autumn 1928. The livelihood during the recession is being investigated from four different directions. The direction are characterized by the following statements: i) the different livelihoods of the groups of people and individuals during the economic depression is indicative of the depth and duration of the recession in relative terms. ii) The endurance of the recession and the workers becoming more affected by it forced them to look for alternative means of income. iii) The experiencing of a long-standing unemployment and various shortages had a negative influence on the internal structure of the families. iv) The experience families were exposed to by the recession negatively influenced the respective hopes on the future of the members of the family. These statements are tested both on the macro and micro levels. In the study I am aiming at evaluating the courses of life of several Tampere families by reconstructing the respective experiences emanating from the different classes of society. The everyday lives of families suffering from a long-standing unemployment are described in the life stories, in the appendix. In order to provide a point of comparison, the families that remained relatively unaffected economically by the recession are also being discussed. Although the incomes of the workers did not always fall to the level of the early 1920s, only their real income decreased markedly during the recession of the 1930s. This is important since the values in the society and the policy that reflected those values meant that the poorest segments of the society became the paying sufferers. The protracted economic recession involved that the planning ahead in life became more difficult. When the trust in the future was poor, the material shortages gradually led in giving up in the other areas of life as well. Children in working class families held over their decision to marry. Therefore in Tampere, a city with a predominantly working class population, birth rates fell more than in any other Finnish city. The low level of social policy contributed to this. The continued poor job situation led into a poor living standard. In addition to poor nourishment, the depression-stricken lacked adequate clothing and footwear. The consumption of water, electricity, and of wood for heating was cut down. The provisional works were hard manual working sites. Building waterways late in autumn and physically demanding soil shifting work in winter were liable to cause illness to poorly equipped workmen already in their 40s to 60s. These ailments would enhance the spiral and prevent employment. Death took its toll particularly in the shape of TB from the other members of poor families, children and wives. An increased use of alcohol was a solution in many a family to drown the worries. The use of alcohol might have been on a high level already in many families before the depression as well. The low basic level of social security was the essential reason for the protraction of the 1930s great depression and its long-standing ill effects. The depression cannot be interpreted merely as a temporary sagging of economy and the GNP, which soon recovered its former growth path. It is a persistent process in which the problems of the national economy became intertwined with the fortunes of the individuals and families in a way that cannot be reduced from the growth curves of the GNP. The depression can be thematized into three separate stages: the economic depression, the employment depression, and the wide-reaching social depression. A similar stage-like development was visible in the respective depressions of the 1930s and the 1990s in Finland. One could say a depression has a domino effect, the first stage disturbs the second stage and this again the third one. Despite the economic turn for the better, the unemployment remained high, as well as the number of people having had to rely on poor relief. On account of this the social costs such as poor relief and employment assistance (relief work), remained on a high level. This phenomenon has been known as the long shadow of the depression. Although in a theoretical model the three stages can be separated from one another, it is clear that neither the families nor the then decision-makers could not foresee when the job market recession would turn into a social depression. For the politicians the dragging on of the recession meant increasing costs, for the families, increasing difficulties. As the patriarchal caretaking in the society gradually diminished, the role of the municipalities and the state increased very slowly. The increase of the public share did not result in a corresponding increase in the level of social security, but a gradual shifting of the responsibilities from the employer to the public sector. The workers and the employer had some differing opinions on the scope and the political couplings of a correct level of social security. During the years 1918-39 the negotiating position of the workers was poor, especially during the recessions. A political shift to the right tightened its grip as the depression progressed. The explanation to the reaction of the socio-political system is thus found partly in the values of the groups that maintained the system , partly in the stage of the economic development of the society, and partly in the long duration of the economic downturn. All three factors were connected and interdependent and their mutual relations dictated what the reactions towards the depression were and which situations the families were to face in different times. The fact that the great depression of the 1930s in a way does not fit the so-called great story of Finnish history, is likely to explain why the depression with its exceptional duration and its targeting almost wholly on the population of manual workers has not been an issue of more study. The depression of the 1930s in Tampere tells a story about a time when social security was still literally in child s shoes . It provides an analogy of the Finnish depression of the 1990s, and one can only ponder what could have happened in the country without a decently working social care system.

Tutkimus tarkastelee historian käyttöä argumentaatiokeinona poliittisessa retoriikassa. Tapausesimerkkinä on Yhdysvaltain entisen presidentin Woodrow Wilsonin puheet ensimmäisen maailmansodan (1914-1918)ajalta. Tutkimuksen lähdeaineistona ovat Wilsonin kirjoitukset ja puheet koko hänen julkisen uransa ajalta, 1880-luvun puolivälistä vuoteen 1919. Pitkä aikaperspektiivi tuo esiin muutoksen, joka Wilsonin historian käytössä tapahtui kun hän siirtyi yliopistomaailmasta politiikkaan. Wilson muistetaan parhaiten ponnisteluistaan YK:n edeltäjän, Kansainliiton perustamiseksi ensimmäisen maailmansodan jälkeen. Wilson halusi maalleen johtavan roolin maailmanrauhan turvaajana. Yhdysvaltain Senaatti ei kuitenkaan päässyt riittävään yksimielisyyteen Kansainliiton jäsenyydestä ja USA jättäytyi järjestön ulkopuolelle. The dissertation analyzes the ways history can be used for argumentation in political rhetoric. It is a case study of Woodrow Wilson, the 28th president of the United States, who is best remembered for his efforts to secure world peace by establishing the League of Nations after the First World War. The study covers Wilson's public career beginning from the last two decades of the 19th century when he was a university professor and a respected writer and speaker on history, to the first decades of the 20th century when he entered daily politics first as a governor of New Jersey and then as the President of the country. The long perspective allows the analysis of changes in the ways Wilson wrote and spoke about history. The study demonstrates the importance of history both to Wilson throughout his career and to understanding the way Wilson thought. In recent years, interest in Wilsonianism has been revived by President George W. Bush's foreign policy, especially after his declaration of a "war on terrorism," inspiring comparisons between the policies of the two presidents. The present study is not about comparing the two presidents, but shows, instead, that Wilson, in viewing world history as the fulfillment of the American experiment, effectively encouraged globalization American-style. Wilson explained American belligerency and justified U.S. membership in the League of Nations as natural and necessary stages in American history in order to fulfill the nation's historical mission and to "end" history. Wilsonianism was solidly based in "progressive history," a belief that a general "current in history" is running towards a better future - "better" defined in American terms. On more general level, the study demonstrates the malleability of the past and Wilson's skill in manipulating history to support his policies. Another lesson is that politicians have different agendas than professional historians. There is no room for scholarly disputes in political uses of history. As Wilson moved away from his scholarly interest in history he not only reinterpreted earlier events and personalities to suit policy needs, but substituted increasingly vague abstractions for concrete facts. In all, Wilson's speeches should remind historians that public figures, not to mention Hollywood and TV, play as important if not more important role than professionals in shaping the public's perception of the past. Professional historians know (or should know) better than anyone how fragile and malleable - and hence complex - historical knowledge is. They should therefore see to it that this complexity is taken into consideration when statements about the past are used to justify political decisions.

Väitöskirjan tarkastelun kohteena on Liettuan itsenäisyyden alkuvaiheet ja liettualaisten historiantutkijoiden osuus tässä prosessissa 1900-luvun alussa. Tutkimuksesta käy ilmi, miten vaikeissa olosuhteissa ja paineissa, keskellä Venäjän, Puolan ja Saksan poliittisia kriisejä ja sotaa Liettuan itsenäisyys toteutui. Tutkimuksessa lähdetään liikkeelle erilaisista nationalismin määrittelyistä ja tekijä tukeutuu erityisesti Anthony D. Smithin määrittely, jonka mukaan nationalismi on ideologinen liike, joka edellyttää, että sellainen yhteisö, jota jotkut pitävät kansana, saa autonomian. Smithin teoria korostaa etnisten tekijöiden tärkeyttä kansallistietoisuudelle. Aluksi tutkimuksessa tarkastellaan liettualaisten historioitsijoiden käsitystä nationalismista ja toimintaa Liettuan kansallisvaltion luomiseksi. Liettualaiset historioitsijat pitivät 1900-luvun alussa johtavana aatteenaan nationalismia ja päämääränään valtiollista itsenäisyyttä. Tutkimuksen toisessa osassa osoitetaan miten suuri merkitys yliopistolla ja korkeammalla opetuksella oli Liettuan itsenäisyydelle. Kansallismieliset liettualaiset keskittivät toimintansa kansansivistykseen ja korkeampaan koulutukseen, mikä kulminoitui erityisesti yliopiston perustamiseen. Kun yliopisto perustettiin helmikuussa 1922, sitä luonnehdittiin Liettuan itsenäisyyden tukipylvääksi. Mallina oli ollut Saksan yliopistolaitos. Lisäksi tarkastellaan yliopiston suhteita ulkomaisiin erityisesti läntisiin yliopistoihin ja esitetään opiskelijatilastoja. Lithuanian independence was shaped by the conflicts among the great powers in the Baltic region. This study examines the formation of Lithuanian state at the beginning of the 20th century. Lithuanian historians had a key role in this process. The author analyses the concepts and views of historians in relation to issues of nationalism. The creation of the Lithuanian university is discussed as a manifestation of this new nation state. The questions explored include what kind of university was necessary for the newly established state and; in what way the international cooperation of historians influenced the formation of the University of Lithuania.

Väitöskirjan tavoitteena on ollut tutkia roomalaista sotataitoa aikavälillä 491-636. Ensisijaisena tutkimuskohteena on ollut roomalainen taistelutaktiikka ja sen tehokkuus. Taktiikka on jaettu kampanja-, jalkaväki-, ja ratsuväkitaktiikan alakysymyksiin. Sen lisäksi on tutkittu strategiaa, epätavallista sodankäyntiä, piiritystaktiikkaa ja merisodankaäyntiä. Tutkimustulokset on saavutettu vertailemalla aikakauden historioitsijoiden tekstejä, sotamanuaaleja ja muita lähteitä. Tutkimuksessa on käytetty armeijan tehokkuden selvittämisessä apuna sotilaallisen organisaation tehokkuuden käsitettä joka pohjautuu pääosin Allan R. Milletin, Murray Williamsonin sekä Kenneth Watmanin luomaan malliin. Tutkimuksen perusteella voidaan päätellä että Rooman armeija oli sotilaallisesti tehokas strategisella tasolla kun johdossa oli kyvykäs keisari. Tavoitteena oli yleensä saavuttaa sotilaallinen ylivoima valitulla rintamalla mistä johtuen aikakauden kenttäarmeijat saattoivat olla (toisin kuin yleensä luullaan) huomattavankin suuria. Jos tämä ei ollut mahdollista turvauduttiin sissisotaan, diplomatiaan, liittolaisten hankkimiseen ja linnoitusten hyväksikäyttöön. Tutkimus on myös osoittanut että Roomalainen armeija oli yleensä tehokas myös taktisella tasolla. Sen pitkät sotilaalliset perinteet yhdistettynä valmiuteen omaksua vihollisilta hyödylliseksi koettuja asioita takasi sille yleensä etulyöntiaseman. Tämä oli osasyynä roomalaisten tappioon muslimeille Jarmukissa vuonna 636 ja siten islamin uskon leviämiseen aina eurooppaan asti. The aim of this thesis has been to study the Roman art of war during the years 491-636. The primary aim has been to study the Roman tactics on land but the thesis also reasseses and studies the unorthodox fighting methods, strategy, siege tactics and naval warfare. The aim has been to assess the military effectiveness of the Roman army. The concept of military effectiveness is partially based upon the model created by Allan R. Millet, Murray Williamson, and Kenneth Watman. As a result of this thesis one can say that the Roman army was militarily effective at the strategic level when the empire was led by an able emperor. The Romans typically aimed at achieving numerical superiority at their own chosen theatre of operations. When this was not possible, they resorted to using guerilla warfare, diplomacy, allies, and defensive fortifications. Consequently, unlike usually assumed, the Roman field armies could be remarkably large even 30,000-50,000 men strong. This thesis has also shown that the Romans were also usually militarily effective at the tactical level. Its long military traditions and readiness to borrow what was useful from the enemies gave it greater flexibility that any of its enemies had. This did not ensure success on the battlefield but it did ensure them the ability to exploit the weaknesses that the enemies had. The Romans also possessed the most effective siege techniques. Its navy was the most effective fighting force in the Mediterranean area. The Roman cavalry was the most flexible fighting force of its era. It could fight at long range and in melee while mounted or dismounted. The Roman infantry was also equally adept at using missiles or melee weapons. The thesis has also demonstrated, unlike usually assumed, that the phalanx tactics were not inflexible or static. The units were able to operate independently. However, there were also serious weaknesses. The most important of these was the possibility for the cavalry to become separated from its infantry support if it pursued the enemy too far from its own infantry support. This weakness was partially responsible for the defeat at the Battle of Yarmuk in 636 and therefore important for the whole world history. As a result, the Muslims were ultimately able to spread even into Europe.

Tämä tutkimus tarkastelee vuosina 1889-1890 Yhdysvaltain intiaanien keskuudessa laajalle levinnyttä, henkitanssina, tunnettua uskonnollista liikettä. Erityistarkastelun kohteena on sioux-kansan suurimman ryhmän, lakotojen, henkitanssi. Kyseistä metodia ovat Yhdysvaltalaiset tutkijat Patricia N. Limerick ja Robert F. Berkhofer käyttäneet menestyksekkäästi omissa tutkimuksissaan. Tällä tavoin tämä työ osaltaan vastaa ns. New Western History -tradition esiin nostamiin kysymyksiin Yhdysvaltain Lännen tutkimuksessa. In the late 1880s a revitalization movement known as the ghost dance swept across the North American plains and galvanized tens of thousands of Indians from more than 30 tribes. The ghost dance was a religious movement that took many forms as it passed from one tribe to another, yet its core message of return to the old ways and a future of peace and happiness remained the same. The ghost dance was the physical expression of a religious movement that advocated peace. The most important instructions of the prophet of the religion, a Paiute Indian called Wovoka, were: You must not do harm to anyone. You must not fight. Do right always. According to Wovoka, the whites were going to disappear in a great earthquake, and only those Indians who believed in his message were to survive. Then they would live forever in a world of happiness where no hunger or disease would exist. To make all this to happen, the Indians were to dance a certain sacred dance. Thus no fighting was needed to bring about this new Indian paradise. In the late 1880s Indians in the United States were living on reservations where they were fed and clothed by the government. They were basically poor wards of the government with little hope for the future. The ghost dance offered new hope to Indians, who had been forced to give away their lands and abandon their traditional ways of living. Even their religious ceremonies were forbidden. The ghost dance, however, returned religious ceremonies to a central place in the daily lives of the Indians. All over the Western United States Indians started to dance and pray as Wovoka taught. Unfortunately, among the Lakotas, the western branch of the Sioux people, the dance produced tragic consequences. The United States military, under orders to put a stop to what many whites thought was a war dance, opened fire on Lakotas in December 1890 resulting in what would become known as the Wounded Knee massacre. The Lakota ghost dance has been the subject of a wide scholarly and public interest from the late nineteenth century throughout the twentieth century. The first publications about the Lakota ghost dance that used historical documents as source material were published as early as 1891. James P. Boyd s Recent Indian Wars, Under the Lead of Sitting Bull and Other Chiefs; With Full Account of the Messiah Craze and Ghost Dances and Willis Fletcher Johnson s The Red Record of the Sioux. Life of Sitting Bull and History of the Indian War of 1890-1891, for example, were among the very first to set the tone in studying the Lakota ghost dance. Articles in various journals and magazines soon followed. The first and foremost study of the ghost dance is The Ghost Dance Religion and the Sioux Outbreak of 1890 by the early anthropologist James Mooney. The book was originally a part of the 14th Annual Report of the Bureau of Ethnology to the Secretary of the Smithsonian Institution 1892-1893 and was a result of several years investigation of the ghost dance among various Indian tribes. Mooney s work is still essential and invaluable, but also somewhat problematic and contains some errors. Among the Lakotas, for example, Mooney was not able to get any information from the Indians. The Lakotas simply refused to talk to him: The dance was our religion we will not talk any more about it, was their reply to Mooney s requests. For this reason his study, although the first actual attempt to try to understand the ghost dance as a religious movement, lacks information from the Lakotas themselves. Even the Lakota ghost dance songs he published were received from a local schoolteacher Emma C. Sickles who, in turn, got them from George Sword, an Indian informant. Mooney constructed his story of the Lakota ghost dance and the outbreak, as he calls it, from primary government documents and newspapers, but not with the help of Indian informants like he was able to do among several other Indian tribes. From the very beginning the Lakota ghost dance was studied mainly from the perspectives of white Americans, and the Lakotas views were only briefly incorporated into this main narrative. These earliest accounts created a tradition of treating the Lakota ghost dance as a military, political, or religious-political movement. Their approach is well characterized by phrases such as Sioux outbreak, Messiah Craze or ghost dance war, so often used even in the titles of these works. This tradition continued into the late twentieth century, when alternative interpretations have emerged. While some of these accounts do incorporate the Lakotas point of view as a legitimate part of the story, most fail to put the ghost dance in a wider cultural and social context. Often these accounts are written to convey a particular perspective, focus narrowly on some specific aspects of the Lakota ghost dance, or are analyzed chronologies. All too often the story of the Lakota ghost dance, even in some of the most recent accounts, is based on already existing literature or one-sided interpretations of the primary documents. However, critical analysis of the primary sources is essential, since they do not simply reveal facts, but must be interpreted in the context of the late nineteenth century.

Tutkimuksessa tarkastellaan itävaltalaisen Otto Bauerin (1881-1938) poliittista filosofiaa. Bauer tunnetaan ennen kaikkea kansallisuusteoreetikkona ja sosiaalidemokraattien poliittisen linjan määrittelijänä ensimmäisen maailmansodan jälkeen. Työssä paneudutaan hänen parlamenttiin, parlamentarismiin ja parlamentaariseen demokratiaan liittyviin ajatuksiinsa. Ensimmäistä kertaa laajemman tutkimuksen kohteeksi tuleva Bauerin parlamenttityö alkoi keisarillisessa Itävallassa yleisen äänioikeuden toteuttamisen jälkeen (1907) jatkuen tasavallan syntyvaiheissa (1918-19) ja uuden perustuslaillisen elämän alettua uudessa kansallisneuvostossa. Tutkimus on aatehistoriallinen; aatehistoria ymmärretään käsitysten käsittämiseksi. Bauerin parlamenttikäsitysten tulkinta on väline avata hänen poliittista ajatteluaan yleisemminkin. Samalla hahmotellaan modernin - parlamenttikeskeisen - politiikan syntyprosessia Itävalta-Unkarissa ja Itävallassa katsottuna ikään kuin sisältä käsin. Bauer oli tämän uuden poliittisen kulttuurin tärkeä määrittelijä ja toimija. Vallitsevan Bauer-tulkinnan mukaan toisaalta Bauerin vallankumousajattelu ja toisaalta hänen käytännönpoliittiset kantansa ja toimensa olivat ristiriidassa keskenään ja vielä kohtalokkain seurauksin. Tässä tutkimuksessa kyseenalaistetaan tällaisen tulkinnan hedelmällisyys ja mielekkyys. Väitöskirjassa esitetään ja perustellaan vaihtoehtoinen käsitys, että juuri vallankumousteoriaa ja käytännönpolitiikkaa yhdessä tarkastelemalla voidaan ymmärtää Bauerin ja hänen edustamansa poliittisen suuntauksen (ns. austromarxismin) erityisyys. Aikaisempi ristiriitateesi osoittautuu ymmärtämisen esteeksi. Yleisemmin työssä väitetään, että vallankumouksellinen toimintalinja ja parlamentaarinen 'käytännönpolitiikka' - ts. ajatusmalli yhteiskunnan uudistamisesta reformein - eivät olleet toisensa poissulkevia politiikan konseptioita. Pikemminkin niiden yhteys on olennainen selitettäessä parlamentaarisen demokratian muodostumista, varsinkin Keski-Euroopassa. Tutkimuksen yksi tärkeä näkökohta on menneisyyden vaihtoehtoisen tulevaisuuden näkökulma. Siinä halutaan pitää kiinni historiallisen toimijan omista lähtökohdista, Bauerin omista tulevaisuuskäsityksistä riippumatta siitä, ovatko ne toteutuneet. Nämä jäävät varjoon, kun jälkiviisaasti kysytään, miksi sosiaalidemokratia Itävallassa kärsi tappion austrofasismille (1930-luvulla). Tutkimus jakaantuu kolmeen pääosaan, jotka muodostavat sekä ajallisesti että temaattisesti toisiaan seuraavat jaksonsa; teoreetikko Bauer kehittyy työn kuluessa koko ajan tärkeämmäksi arkipolitiikan määrittelijäksi. Samalla tulkinnan painopiste siirtyy teoreettisista lähtökohdista enemmän parlamentaariseen arkipolitiikkaan päätyen ja päättyen 'mikropoliittiseen synteesiin' (parlamenttipolitiikan laajaan analyysiin sen käytännöllisimmällä tasolla v. 1922). Tutkimuksessa on käytetty lähteinä Otto Bauerin koottuja teoksia, parlamenttipöytäkirjoja, muuta pöytäkirja-aineistoa sekä lehdistö- ja arkistoaineistoa. Gegenstand meiner Forschungsarbeit ist die politische Strategie des österreichischen Sozialisten Otto Bauer (1881 1938), der den Austromarxismus 1927 als eine Synthese aus revolutionärem Enthusiasmus und nüchterner Realpolitik beschrieb. In der von Bauer skizzierten sozialdemokratischen Strategie sollten also Marxismus und Reformismus, das heißt Revolution und westliche Demokratie vereint werden. So wurde einerseits am revolutionären Sozialismus festgehalten, die parlamentarische Demokratie andererseits aber als unverzichtbar angesehen. Die sozialistische Utopie des Austromarxismus als solche bildet nicht den Ausgangspunkt dieser Untersuchung, es ist vielmehr die Zeit des Austromarxismus, die in der Arbeit in einer bestimmten geschichtsphilosophischen Bedeutung beachtet wird. Eine erfolgreiche politische Zukunftsperspektive, die und das eigentlich schon 1927 plötzlich und unerwartet verschwindet, ist bei einer historischen Interpretation sicher von Interesse: Alles schien gut begründet und geplant zu sein, bis die Geschichte plötzlich endete und die berechtigte Frage nach Tragödie oder Triumph hinterließ. Insofern die jeweils verwirklichte, erfolgreiche historischen Alternative ex post immer als natürlich und sogar fraglos erscheint, ist es schwer, im Vergangenen stark ausgeprägte Zukunftserwartungen, das heißt vergangene alternative Zukunft, zu erfassen. Um zu verstehen, warum sich eine historische Entwicklung durchgesetzt hat, ist es aber auch notwendig zu versuchen, die unverwirklichten Alternativen zu verstehen. Die in den Interpretationen des Austromarxismus allgemein vertretene These vom Widerspruch zwischen Theorie und politischer Praxis ein Widerspruch, der in den zwanziger und dreißiger Jahren zu einer krisenhaften Entwicklung in Österreich geführt haben soll halte ich für problematisch. Meine Forschungsarbeit betrifft Bauers politische Strategie, das heißt deren Entstehung, deren Grundbegriffe und ihre Ausformung zu einer Theorie und Politik in den Jahren 1907 1923. Unter politischer Strategie verstehe ich hier Bauers Auffassung von der allgemeinen Natur des Übergangs zum Sozialismus, sein Verständnis der (politischen) Formen und Methoden des Übergangs sowie die Bestimmung der situationsbedingten Aufgaben. Politische Strategie wird hier als Parlamentsstrategie interpretiert und insofern verstanden als: Verständnis des Parlaments, Interpretation der parlamentarischen Demokratie, Bestimmung der Ziele parlamentarischer Politik und soweit dies geschah deren Ausformung zu einem theoretischen und politischen System. Bei der Betrachtung von Bauers Schriften zum Parlament und seiner parlamentarischen Politik läßt sich gleichzeitig die Idee der Ausformung moderner Politik in Österreich (bzw. der Doppelmonarchie) skizzieren. Unter moderner Politik verstehe ich in einem weiten Sinn eine bestimmte politische Ordnung oder Kultur, in der das Parlament das Zentrum des politischen Lebens bildet und wirkliche gesellschaftliche Bedeutung trägt.

Tutkimuksen kohteena on kolmen maailmanhistorian perusrakennetta käsitellen metahistorijoitsijan Yhdysvalloissa saama vastaanotto. Amerikkalaisen Brooks Adamsin pääteos The Law of Civilization and Decay ilmestyi 1896, saksalaisen Oswald Spenglerin Der Untergang des Abendlandes 1918-22(engl. The Decline of the West I-II 1926-28) ja englantilaisen Arnold J.Toynbeen 12-osainen A Study of History 1933-61. Tutkimus perustuu laajaan aikalaiskirjallisuuteen, erityisesti käsiteltävistä teoksista johtavisssa tieteellisissä ja kulttuurilehdissä julkaistuihin arviointeihin. Työ jakautuu yhdeksään päälukuun jossa esitellään kunkin globaaalihistorijoitsijan teoriat sekä aikalaisreseption avulla selvitetään em. historianfilosofien vaikutusta Yhdysvaltalaisen liberaalin eliitin tulkintaan Amerikan roolista maailmanhistoriassa. Tutkimus osoittaa, yleisellä tasolla, että aina Puritaanien maailmanreformaation ajatuksesta Francis Fukuyaman Historian loppu - teoriaan saakka globaalista historiaa koskevilla teorioilla on ollut suurempi merkitys Yhdysvalloissa kuin Euroopassa. Yhdysvaltain poliittisen eliitin piirissä erityisesti debatilla sivilisaatio-käsitteen sisällöstä on ollut keskeinen sija Amerikan maailmanpoliittisen roolin hahmottamisessa. Yhdysvaltain liberaalien näkökannan mukaan Valistuksen aatteisiin perustuva nykyaikaistuminen tuli suorittaa Yhdysvaltain johdolla ja Amerikkalaisen sivilisaation periaatteet vallitseviksi koko maailmassa. Aihe on tutkimuksen ­ ja nykyisen maailmantilanteen ymmärtämisen kannalta ajankohtainen. Yhdysvalloissa on syntynyt laaja maailmanhistoriaa kokonaisuutena käsittelevä globaalisen historian koulukunta. Tämä oppiala on noussut yleisen historian erääksi merkittävimmäksi osa-alueeksi. (Globaalinen historia pohtii senkaltaisia kysymyksiä, kuin mitkä olivat maailmanhistorian yhdistävät teemat? johtiko kadonneiden sivilisaatioiden tuhoon valloittajien sotakoneet, vai heidän mukanaan tuomansa mikrobit? johtavatko suuriksi uskonnoiksi muodostuneet aatteet sivilisaatioprosessia?... etc.) Väitöskirja selvittää osin Adamsin, Spenglerin ja Toynbeen osuutta globaalisen historian oppialan syntyyn Yhdysvalloissa. Brooks Adamsin (1848-1927) merkitys globaalisen historian ja globalisaatioteorian pioneerina on jäänyt hänen kuuluisamman historijaveljensä Henryn varjoon. Brooks Adams, Bostonilainen patriisi ja presidentti Theodore Rooseveltin taustavaikuttaja hahmotteli 1900-luvun alkuvuosikymmeninä Yhdysvaltain maailmanvallan ympärille luotavaa maailmanjärjestystä: korporaatioiden ja kovan tieteen hallitsemaa maailmaa, vapaakauppaa, sekä arvoista ja ympäristöstä riippumatonta hallintotapaa, joka on eksakti ja tehokas. Ensimmäisen maailmansodan jälkeen sivilisaatio ja kulttuuri käsitteiden uudelleenarviointi oli maailmanhistorian kirjoituksessa sen keskeisin teema. Tutkimus osoittaa myös, ensi kertaa transatalanttisessa kontekstissa, että Oswald Spenglerin Europassa 1919 kohua herättänyt Länsimaiden perikato saavutti myös Yhdysvalloissa 1920-luvun Jazz-kaudella New Yorkin älymystön piirissä suorastaan kulttimaineen New Yorkin lehdistössä Spenglerin uhkaava preussilainen hahmo oli kuin modernin aikakauden Cato, joka lupasi tuhoa amerikkalaistyyliselle massakulttuurille. Mutta 1930-luvun poliittisessa ympäristössä Yhdysvaltain johtavat liberaalit leimasivat Spenglerin yksimielisesti fasismin profeetaksi. Toisen maailmansodan jälkeen merkittävä englantilainen historiantutkija ja kansainvälisen politiikan vaikuttajan Arnold Toynbeen laaja uskonnollissävyinen sivilisaatiohistoria sekä Toynbee henkilönä nousi maineeseen ja asemaan, jota kenelläkään historioitsijalla Yhdysvalloissa ei ole ollut. Tutkimus osoittaa, että tämän Toynbee-ilmiön taustana oli toisaalta kylmän sodan alkuvaiheen uhkaava tilanne ja toisaalta Timen ja Lifen mahtavan kustantajan Henry L. Lucen innostus Toynbeeen selitykseen maailmanhistoriasta spirituaalisena prosessina eli Lucen luentana Toynbeen teoriasta Amerikasta kristillisen sivilisaation esitaistelijana. Arvostetun The Survey of International Affairs-julkaisun päätoimittajan Toynbeen vihamieliset lausunnot Yhdysvaltain ylimielisestä roolista maailmanpolitiikassa 1950-luvulla käänsivät kuitenkin amerikkalaisten uusliberaalien mielipiteet Toynbeetä vastaan. Tutkimus näyttää myös, että Toynbee on oppilaansa Chicagon yliopiston professori William McNeillin koulukunnan kautta keskeinen globaalisen historian oppi-isä. This dissertation deals with three metahistorians and their reception in the United States. American Brooks Adams published his main work The Law of Civilization and Decay 1896, German Oswald Spengler, Der Untergang des Abendlandes 1918-1922 (The Decline of the West, in English, 1926, 1928) and Englishman Arnold Toynbee A Study of History (12.vols. 1934-1961). The study is based on an extensive material dealing with the three world-historians, mainly in the leading scholarly [a majority in history and social sciences] and highbrow magazines, such as The New Republic and The Atlantic Monthly. The book is organized in nine main chapters, which include a summary of each thinker s theory of global history and their assessment of America s role in world-history; the chapters also explore through reception-analysis the American reaction to the major works of the three world-historians and the zeitgeist that informed the reviews. The study, in its general theme, demonstrates how world historical ideas from the Puritan idea of world reformation to Francis Fukuyama s End of History -hegemonic liberalism have been conceptualized by the American political and scholarly elite. The text argues that the liberal consensus of the definition of the term civilization consists in the United States mainly of modernization and Enlightenment values which are expected to bring positive changes to the world through emancipation, freedom, and material affluence. This progressive description of the liberal paradigm which the pessimistic metahistories, and the prophets of decline, in spite of their brief popularity in the U.S. tried to depose could not, in the final analysis, be defeated. The study also argues that, because of its perennial concern for civilization [the American political elite from Franklin D.Roosevelt to George W. Bush use the term, in defining their world-political agendas] the United States has been more receptive to world historical explanations than Europe. Furthermore the study is important, because in the United States world-history, as an academic discipline, has returned to university curriculums. World history draws its basic agenda partly from the metahistorians, by asking questions, like: why did great civilizations collapse? what is the role of the great religions in world history? what is the role of technological modernization in the global change?... As a pioneer of global history and globalization theory Brooks Adams (1848-1927) has not received up-dated attention from contemporary scholarship. The dissertation demonstrates how the Boston patrician partly outlined technocratic and activist policies, which his friend president Theodore Roosevelt used in order to create the American superpower. The book also demonstrates how Adams was also a pioneer in the field of global history and globalization theory, who paved the way for subsequent efforts. After the First World War the revaluation of the concepts of civilization and culture was the central theme of world-history. The breakthrough from Victorian optimism to a modernist post-war gloom focused attention to Oswald Spengler s famous world-historical interpretation The Decline of the West. The argument demonstrates in the transatlantic context, that also the cynical and disillusioned Jazz Age, Smart Set New Yorkers accepted Spengler as the prophet, who doomed the 1920s American spending spree and its mass- culture. When the political context changed in the 1930s the same New York liberals condemned Spengler as a precursor of the Nazi-movement. After the Second World War British historian, and respected expert in international politics, Arnold Toynbee and his large, spiritually flavoured, world historical synthesis A Study of History rose to the status in the United States that hardly any historian, or theory of history, has achieved. The study shows that behind this Toynbee phenomenon was, on the other hand the threatening situation at beginning of the Cold War 1947, on the other hand the enthusiasm of the Time-Life-Fortune publisher Henry Luce, who presented him as a prophet of the American Century and in Luce s American reading of Toynbee s theory also as a defender of the Christian civilization. When Toynbee s opinions turned against American foreign policy, in the1950 s, and his religiosity into syncretism, American New Liberals opinion turned heavily against the superhistorian. The study shows also that through his pupil William McNeill, and his Chicago school of world- historians, Toynbee is one of the founders of the contemporary discipline of world-history writing.

Vesihuolto eli vedenhankinta ja viemäröinti on kaupunkihistorian peruskysymyksiä, johon perehtyminen luo uutta kuvaa selviämistaistelusta kaupungistumisen mukanaan tuomia ongelmia vastaan. Suomessa yritykset kunnallisen vesihuollonratkaisemiseksi aloitettiin ensimmäiseksi Tampereella jo vuonna 1835. Tampere on vesihuollon historian kannalta mielekäs tutkimuskohde, koska se kaupungistui ja teollistui poikkeuksellisen nopeasti, mikä aiheutti vesihuollolle suuria vaatimuksia. Tulipalot aiheuttivat jatkuvasti vakavia ongelmia eri kaupungeissa. Varsinkin 1865 suurpalo näytti selvästi tamperelaisille, että vedensaanti palopaikalle oli järjestettävä uudelleen. Myös juomaveden puute ja kaivojen saastuminen muodostuivat Suomessa 1800-luvun jälkipuoliskolla niin vakavaksi ongelmaksi, että jotain oli tehtävä. Vesijohtojen ja viemäreiden rakentaminen laajassa mittakaavassa aloitettiinkin 1880-luvulla, mutta ongelmat eivät olleet vielä ohi. Tampereella esim. riehui 1900-luvun alkuvuosikymmeninä kaksi voimakasta lavantautiepidemiaa. Vesiongelman ratkaisuksi vuonna 1898 valmistuneen korkeapaineisen vesijohdon yksi keskeisistä rakentamissyistä oli ollut puute kunnollisesta vedestä, mutta tavoitteessa ei onnistuttu koska säästösyistä jätettiin suodattimet pois. Seurauksena oli satoja kuolonuhreja vaatinut lavantautiepidemia 1915-1916. Vettä saatiin nyt riittävästi, mutta laadussa oli paljon parantamista. Tiedosta ei ollut puutetta, sillä suomalaiset lääkärit ja insinöörit seurasivat tilannetta Euroopassa. Puhtauden merkitys korostui, kun tartuntataudit oli torjuttavissa estämällä taudinaiheuttajien pääsy veteen. Tällöin keskeisiksi kysymyksiksi nousivat veden suodatusmenetelmät ja likaveden puhdistaminen. Vesihuollosta löytyi useita valintoja, jotka suuntasivat tapahtumia pitkällä aikavälillä. Kuitenkin myös pitkäaikaiset hitaat tapahtumat tai muutokset, joiden takana ei ollut varsinaista valintaa, ohjasivat myös tapahtumia. Näin tapahtui esimerkiksi vesikysymyksen syntyvaiheessa epäkohtien muuttuessa ongelmiksi ja ongelmien kärjistyessä katastrofiksi lavantautiepidemian 1915-1916 myötä. Ongelman synnyn taustalla ei ollut varsinaista valintatilanteita, vaan kaupungeissa meneteltiin kuten ennenkin. Asukastiheyden kasvaessa nopeasti ympäristö kuormittui kuitenkin liikaa ja katastrofi oli lähellä. Tutkimus osittaa, että kuva pääkaupungin kehitystä määräävästä roolista ja jopa kuva sen roolista edelläkävijänä tällä sektorilla osoittautui harhaanjohtavaksi, jollei jopa virheelliseksi. Pääkaupungilla on ollut toki tärkeä, muttei keskeinen rooli, vaan kulloinkin tarvittava ajanmukaisin tieto on haettu sieltä, missä sitä on ollut saatavilla. Tietotaitoa on löytynyt myös omalta paikkakunnalta, tässä tapauksessa Tampereelta, ja sitä on myös osattu hakea suoraan ulkomailta. Suomalainen ja lähes kaikkien muidenkin länsimaiden malli kunnallisessa omistuksessa olevista, siis kuluttajien omistamasta ja mitattuun kulutukseen pohjaava malli on yli sadan vuoden aikana osoittautunut kestäväksi ja toimivaksi. Vesihuolto muodostaa luonnollisen alueellisen monopolin, jonka on oltava vastuuntuntoisissa käsissä. Vesihuollon vertaaminen liiketoimintana sähkö- ja energialaitostoimintaan ei ole onnistunut. Sähkö on siirrettävissä varsin pienin kustannuksin pitkiäkin matkoja, kun taas vesi ja jätevesi eivät. Monet vesihuollon kannalta keskeiset muutokset ovat aikanaan olleet vaikeasti ennustettavissa ja niin ne saattavat olla jatkossakin. Vaikka pohjavesien hyödyntämistä painotetaan voimakkaasti 2000-luvun alun Suomessa, muihinkin vaihtoehtoihin on syytä varautua pitämällä kaikki raakavesilähteet mahdollisimman hyvässä kunnossa tehokkaan vesiensuojelun avulla. Vesi ei ole ongelma. Jo muinaiset roomalaiset osasivat johtaa riittävästi vettä miljoonakaupungin tarpeisiin sekä huolehtia viemäröinnistä. Tämä taito unohtui kuitenkin hyvin pitkäksi ajaksi. Myös ajatus siitä, että kaupunkien asukkaiden hyvinvoinnista huolehtiminen kuuluisi yhteisiin asioihin, valtion tai kaupungin hoidettavaksi, katosi. Vasta 1800-luvun puolivälissä ajatus virisi uudelleen samaan aikaan tapahtuneen bakteriologisen vallankumouksen kanssa. Tällöin ryhdyttiin kehittelemään ratkaisuja vesihuollon järjestämiseksi kaupungin mittakaavassa, mutta antiikin perimää ei osattu käyttää hyväksi ja vasta lukuisten virheiden ja ihmishenkien menetysten kautta päästiin toimiviin, moderneihin järjestelmiin. Yhä edelleen kuitenkin eri puolilla maailmaa unohdetaan kaikki tämä tieto ja rakennetaan järjestelmiä, jotka eivät perustu koetellusti toimiviin periaatteisiin. Vesi ei ole ongelma, mutta usein siitä vastaavien päättäjien sekä veden kuluttajien asenteista löytyy vääriin käsityksiin ja puutteelliseen tietoon perustuvia toimintamalleja, jotka aiheuttavat ongelmia. Hyvän veden puute on eri yhteyksissä katsottu maailman suurimmaksi ongelmaksi, joka aiheuttaa jopa kymmeniä tuhansia kuolemia päivässä. Yhteensä puutteellisen sanitaation ja turvallisen juomaveden puutteesta kärsii lähes puolet maapallon asukkaista. Lapset kärsivät asiasta eniten ja noin 2,2 miljoonasta vuosittain näistä syistä aiheutuviin tauteihin kuolevista onkin suurin osa lapsia. Vesilaitoksen sekä laajemmin vesihuollon ja ympäristön tila ei ole niinkään riippuvainen ajasta ja paikasta eikä teknisen tietämyksen tasosta tai rahasta. The water issue refers to the crisis in urban water acquisition based on wells, which began to dry up and become contaminated due to inadequate or non-existent sewerage. The water issue also includes the aspirations of contemporaries for finding an answer to the question. Contemporaries were searching for a solution to water acquisition from waterworks, and for drainage and environmental pollution from sewerage. Thus, water supply and sewerage were seen as solutions to the water issue. Fires ravaging the wooden cities of Finland were also a central motivator. When contemporaries in the various cities of Finland spoke about these problems, they were commonly using the term water question . This problem of water supply was solved only after prolonged planning and transitional periods. The main research question of this study is: How was the water issue solved? Was the answer to the water issue feasible and operational? How did the decisions made affect the environment? Were the solutions practical or did they cause problems for inhabitants and the environment? The water supply and sewerage of the city is also essentially connected to industry, especially as it is related to wastewaters. Industry was also an important water user and part of the water system. Development stages of water supply and sewerage systems can be divided roughly into three systems. Used points of comparison must be from research subjects (water supply and sewerage) that are not only contemporary but also of similar technological level. I have divided the systems roughly as follows: 1) Bucket systems, 2) Protosystems, and 3) Modern systems. The purpose of this is to show that various solutions for city infrastructure, at different times, could have been feasible then. This way, we can also avoid a predestined, technologically deterministic view of water supply and sewerage advancing unavoidably towards the modern, right solution. The first municipal water pumping installation in Tampere, and probably in Finland too, was founded in 1835. The system was quite simple and constituted a so-called bucket system. The first water-protection regulation in Tampere concerned this system. The first actual waterworks in Tampere, a clear protosystem, was completed in 1882. In the construction no attention was paid to the earlier critique. The high-pressure facility was completed on 1898, but not on the scale of the original plan. Since slow sand filtration was rejected and the outlets of the sewers were too close to intake pipes, the efficiency of the new facility was also its weakness: later typhoid fever spread fast over a wide area aided by the water pipe network. In 1916 hundreds of peoples died which finally prompted the necessary decisions to be made. The threat of typhoid fever and other diseases spreading through water was removed in 1917 when chlorination of water was started.

Lakotojen, siouxien läntisen haaran ja sen suurimman heimon oglaloiden kohdalla valkoisen miehen tie alkoi marraskuun 4. päivänä vuonna 1868, kun Punainen pilvi (Makhpiya Luta, Red Cloud) ja 125 muuta lakotapäällikköä ja -päämiestä allekirjoittivat Fort Laramiessa rauhansopimuksen, jonka mukaisesti näille määrättiin tarkoin rajattu asuinalue Missourijoen (Missouri River) länsipuolelta, suuri siouxreservaatti. Keskityn erityisesti tutkimaan maanviljelyä, joka intiaaniasiainhallinnon näkökulmasta oli merkittävin tie kohti valkoista sivistystä ja edistystä. Tämä asia on useimmissa tutkimusajanjakson arvioinneissa jäänyt käsittelemättä. Vuoden 1868 Fort Laramien rauhansopimuksen keskeisenä tavoitteena oli tehdä lakotoista, sotureista ja metsästäjistä, itsenäisiä, omalla palstallaan asuvia ja taloudellisesti omavaraisia maanviljelijöitä. Selvitän, miten ja missä laajuudessa tämä maanviljelyyn vastenmielisesti suhtautuneiden oglaloiden keskuudessa toteutui ja miten sitä näiden keskuudessa toteutettiin. Selvitän myös, miten hallituksen harjoittaman sivistämistoiminnan keskeiset keinot, omavaraisuuden ja individualismin korostaminen, vaikuttivat oglaloiden perinteisen elämänmuodon ja kiinteän heimosidonnaisuuden murtumiseen reservaatissa sekä miten laajaa valkoisten harjoittama lähetystyö ja koulutus olivat ja millainen koulutuksen vaikutus tässä prosessissa oli. Lisäksi tarkastelen, miten intiaani-politiikan keskeiset toimijat, erityisesti intiaaniasiamiehet, täyttivät ja toteuttivat vuoden 1868 rauhansopimukseen sisältyneet sivistämistavoitteiden velvoitteet. Suureen siouxreservaattiin siirtymisensä jälkeen vajaan kymmenen vuoden aikana oglaloita siirrettiin kolme kertaa asemalta toiselle satojen mailien matkan. Vuoden 1878 syksyn muutto Missourijoen alueelta White Clay Creekin alueelle, Pine Ridgen ase-malle, oli oglaloiden viimeinen. Tuolloin hieman runsaat 17 000 lakotaa viljeli noin 458 hehtaaria, eli noin 0, 005 % suuren siouxreservaatin 9,8 miljoonan hehtaarin alueesta. Noin 6 000 oglalalla ei kuitenkaan viljelyksessä ollut eekkeriäkään maata. Kaikki oglalaperheet asuivat aseman läheisyydessä tiipiissä, ja vain muutama intiaani käytti valkoisten vaatteita. Vuonna 1887, vajaat kymmenen vuotta Pine Ridgen asemalle muuton jälkeen, suurin osa oglaloista oli siirtynyt kylistään asemalta läheisten jokien ja purojen varsille ja laaksoihin, joita he asuttivat runsaan 100 mailin matkalta. Jokaista hallussaan olevaa hehtaaria kohden oglaloilla oli viljeltynä vain 6 aarin alue. Yhtään palstaa 1 015 oglala-perheellä ei ollut, vaan viljelyala oli edelleen heimon yhteismaata. Oglaloiden pienten farmien viljelyala oli keskimäärin puolen ja puolentoista hehtaarin välillä, ja näiden puutarhatilkkujen tuotto oli perin vähäinen. Lännen alueen valkoisten farmarien tilakoko 1880-luvulla oli keskimäärin 130 ­ 138 hehtaaria. Kaksi kolmasosaa oglaloista asui hirsimökeissä. Osittain valkoisten vaatteissa kulki jo ¾ oglaloista, loput käyttivät niitä jo kokopäiväisesti. Koulutuksen kohdalla kehitys oli hieman parempi: Vuonna 1887 Pine Ridgessä toimi yksi sisäoppilaitos ja kahdeksan päiväkoulua, mikä määrällisesti vastasi vain kuudes-osaa Fort Laramien rauhansopimuksen tavoitteista. Koulutuspaikkojen osalta tavoitteista oli saavutettu kolmannes. Useimmat kouluista olivat huonorakenteisia, ahtaita, vetoisia, kylmiä jne. Lisäksi niiden kaluste- ja varustelutaso olivat puutteellisia. Vaikka koulutus oglaloiden kohdalla kasvoi merkittävästi 1880-luvulla edelliseen vuosikymmeneen verrattuna, osallistui vuonna 1887 kuitenkin vain vajaa kolmannes 1 800 koulu-ikäisestä oglala-lapsesta melko epäsäännöllisesti koulutyöhön. Lukutaitoisia oli hieman yli kolmannes koko oglala-väestöstä. Englantia puhuvien määrä oli hieman korkeampi. Oglaloista ei intiaaniasiainhallinnon tavoitteista ja optimistisista toiveista huolimatta tullut omavaraisia valkoisia maanviljelijöitä vaan liittohallituksen elättejä, jotka olivat täysin riippuvaisia hallituksen jakamista ruoka- ja muista tarvikkeista. Heidän koulutuksensakin kokonaisuudessaan oli vain peruskoulutusta, joka ei palvellut tavoitetta omavaraisuudesta. Lisäksi kongressi oli varsin haluton myöntämään edes vuoden 1868 Fort Laramien rauhansopimuksen mukaisia määrärahoja. Suhteessa maan kasvavaan varallisuuteen intiaaniasiainhoitoon varatut määrärahat pysyivät alhaisina. Taloudellisuus ja säästäväisyys ohjasivat kongressin ja sen kautta myös asemalla työskentelevien intiaaniasiamiesten toimia. Myöskään intiaanien sivistämiseksi ei intiaaniasiainhallinnon millään tasolla tehty minkäänlaisia esityksiä saati erillistä sivistämisohjelmaa intiaanien sulauttamiseksi osaksi yhdysvaltalaisen yhteiskunnan taloudellista ja sosiaalista järjestelmää. Lopuksi intiaaniasiainhallinnon eri tasoilla usko oglaloiden todelliseen sivistymiseen ei ollut kovinkaan vahva, koska näitä pidettiin paitsi villeinä, laiskoina myös taantuneina ja kyvyttöminä edistymään. Ei voi välttyä ajatukselta, että intiaaniasiamiesten harteille sälytetty oglaloiden sivistäminen ja saattaminen omavaraisiksi ja tasa-arvoisiksi kansalaisiksi muodostui aikaa myöden vain keinoksi saada oglalat asettumaan aloilleen, hallituksen valvontaan ja holhoukseen, jotta näitä olisi ollut helpompi ohjailla. Maanviljelyn ohella tässä prosessissa korostui keskeisesti yritykset hajottaa oglaloiden perinteinen kiinteä heimosidonnainen elämänmuoto, sukulaisuusjärjestelmä ja päälliköiden arvovalta sekä oglaloiden uskomusten, uskonnollisten seremonioiden että heidän perinteisten arvojensa ja tapojensa kieltäminen. Erilaisuus oli merkki barbariasta, joka piti kitkeä. Sulauttamisen korvasi samankaltaistaminen. Hallituksen harjoittamien sivistämistoimien näkyväksi tulokseksi muodostuikin omassa talossa asuva, valkoisten vaatteissa kulkeva, rauhaa rakastava, lainkuuliainen, nimellinen kristitty oglala, jonka toivottiin käyttäytyvän kuin valkoinen mutta joka kuitenkin oli erilainen, koska hän ei ollut sisäistänyt yritteliäisyyden, yksityisomistuksen ja individualismin hyveitä, eikä näin ollen voinut olla Yhdysvaltain kansalainen. Oglalas white man s road began November 4th in 1868, when the Lakotas led by Red Cloud (Makhpiya Luta) and 125 other Lakota chiefs and headmen signed the Fort Laramie Treaty, officially referred to as the Treaty of 1868, which set apart the Great Sioux Reservation in the southwest quarter of Dakota Territory. The Treaty is perhaps one of the most famous treaties between the United States and the Indians The fact is that it stopped the so called two-year Red Cloud war, which the United States army had lost. In my research, which is a part of a larger interdisciplinary study of North American history. I will concentrate on the Oglalas. To the whites they appeared to be the most important Lakota tribe, and I will be discussing their vicissitudes on the white man s road, in the great Sioux Reservation at the Red Cloud and Pine Ridge agencies between 1868 and 1887. I will be studying the attempts of the U.S. government to change the traditional economic, administrative, social and religious structure of the Oglala community. I will concentrate on agriculture which was supposed to make the soldiers and hunters self-sufficient which was also considered to be the most significant means towards civilization and progress from the standpoint of the administration of Indian affairs. This is an issue that has not been discussed in earlier studies. In 1868, in the Fort Laramie Treaty, the main goal was to make farmers of the Lakota soldiers and hunters. These newborn farmers were to be independent and self-sufficient and they were supposed to live on their own plots of land. I will try to clarify to what extent this was carried out among the Oglalas who opposed the idea of becoming farmers. I will also try to explain how the most important governmental means i.e. to make the Oglalas independent and emphasize their individuality affected their traditional way of life. The governmental efforts may also have had a negative effect on their tribal lifestyle. The whites also carried out educational and missionary work among the Indians and I will try to explain the extent and effect of this policy on the Oglalas, and on the civilization process. In autumn 1878, ten years after the Treaty of 1868, the atmosphere in the Great Sioux Reservation and in its agencies was still confusing and partly tense. The Lakotas were trying to lead their traditional way of life and also the life of the white man. In less than 10 years, the Oglalas had been transferred several hundred miles from one area to another. The move in autumn 1878 from the area near the Missouri River to the Pine Ridge Agency by White Clay Creek was the last one for the Oglalas. About 17,000 Lakotas cultivated some 1,131 acres (458 hectare), which was about 0,005 % of the Great Reservations total 24.3 billion acres area. Among 6,035 Oglalas not a single acre was under cultivation. All the Oglala families of Pine Ridge lived near the agency in tepees and only few wore white man s clothes. In 1887, in less than 10 years after the move to Pine Ridge, a great majority of the Oglalas left their villages at the agency and moved to the nearby rivers, creeks and valleys, where their settlements stretched, all in all, well over a hundred miles. Even though the agents had repeatedly, during the years, complained that the Indians shied away from work or were not able to work, more than two thirds of them had left their tepees and built log cabins for themselves and half of them, at least to some degree, had started farming the land and keep cattle. Most of the patches the Indians, mixed blood and squawmen had plowed themselves. Part of the area under cultivation was plowed by the agency farmer, three additional farmers and other white workers at the agency. However, the land was probably mostly cultivated by women who used a hoe because there were only few suitable agricultural machines like reapers and sowers. It was also very hard to transport such machines long distances in difficult terrain, and some of the machines were continuously out of order. In their plots, which for the most part, were surrounded by plank or barbed-wire fences, the Indians, most of them women, grew corn, wheat, oats, barley, potatoes, squashes, melons, turnips, onions, tomatoes, carrots, radishes and other vegetables. After spring sowing the waiting started. If the summer heat, drought, winds, hailstorms, swarms of grasshoppers or parasites did not destroy the crop, the insignificant yield, from the small plots, was only a fraction of what was needed to feed the Oglalas. Only few families had dairy cattle or poultry. Not even lumber sales or sales of fur and hide or the few dollars the Indians got from freighting, could change the fact that the Oglalas, including the ones who cultivated land, were completely dependant on the food rations and other materials supplied by the government. Three fourths of the Indians wore white man s clothes now and then and, the rest wore them every day. In 1887 Oglalas were farming 728 hectares (1,801 acres), which was 0.06% of their close to 1.3 million hectare (3.2 million acres) area. Out of each hectare the Oglalas were farming 6 ares. The Oglala families did not own the plots they were farming, the cultivated land was tribal land in common. The size of these small Oglala farms was from a half acre to four acres, and they yielded very little. Compared to the farms of the whites, the Oglala plots, their small gardens, were truly modest. In the West the average tillage size of the white farms was 320 to 340 acres (130-138 hectares) in the 1880s. About two thirds of the Oglalas had left their teepees and built log cabins for themselves. Three fourths of the them wore white man s clothes now and then and the rest wore them every day. The Oglalas were more successful in educational matters than in farming. In 1887 at Pine Ridge there was one boarding school that could accommodate 200 pupils. Only 142 pupils attended this school. In the area there were also eight day schools and on the average 37 students attended them. These day schools could have taken 320 pupils. All the schools were maintained by the government. One of these operated at the agency, the rest in the Indian settlements. Though the appropriations for education crew larger, they were still only one sixth of the appropriations agreed to in the Fort Laramie Treaty. As far as the capacity of the schools was concerned only one third of the goals of the Treaty of 1868 was reached. Even though the agents were far more interested in educating the Oglalas than making them self-sufficient farmers, some of the school houses at the agency were in bad shape. Their maintenance was problematic and even the construction-works had been slow. For proper education the schools were, for the most part, too small. In addition, their structures were weak and they were uncomfortable. Most of them did not have ceilings at all, their roofs were leaking and their ventilation was bad. When the winds were strong and especially during the winters, the school houses were so cold that sometimes they had to be closed. In the late 1880s the boarding school and most of the day schools were in need of renovations, some were estimated to last only a few years. Apart from this, the furnishings and the necessary equipment were insufficient. Compared to the available education in the 1870s, more Oglalas were receiving schooling in the 1880s. However, in 1887 a little less than one third of the 1,800 school-age children attended school somewhat irregularly. Only little more than one third were literate in the most important language i.e. English. Only a few more were able to speak it. Those who could fairly converse and get along in English were few and far between. The Oglalas, despite the hopes and goals of the BIA and the Indians friends, did not become self-sufficient white farmers. Instead they were forced to become wards of the federal government and were totally dependent on food and other materials they got from it. They did not receive any higher learning which could have helped them to become self-sufficient. In addition, Congress was reluctant to grant the annual appropriations promised in the 1886 Fort Laramie Treaty. Compared to the growing prosperity in the U.S., the appropriations for the Indians remained humble. Thrift dictated the actions of Congress and the agents working at the reservations. The BIA did not put forward any proposals on how to educate the Indians. Nor did the administration of Indian affairs at any level have a special civilization program the purpose of which would have been to incorporate Indians into American society and its economic and social organization. In the end, the members of the BIA did not have enough faith in the Oglalas as they were thought to be wild, lazy, backward and incapable of making good progress. One cannot help but think that the efforts of the agents to civilize and educate the Oglalas as well as their attempts to make them self-sufficient and equal citizens, were finally just a means to get the Oglalas to settle down, to be supervised by the government so that they would be easier to control. The emphasis of the process was not only to encourage farming but also to destroy the traditional tribal way of life. The relationships of the family, the authority of the chiefs, the Oglala beliefs, their religious ceremonies and their values and customs were targeted as well. Being different meant being a barbarian, which was not allowed. Integration was replaced by attempts at uniformity.
