The Commonwealth Government should move to the funding of undergraduate courses for Australian students through the students rather than by way of direct grants to institutions. An independent coordinating body should be re-established to report on the higher education sector, advise the Commonwealth and administer Commonwealth higher education programs. Public funding of undergraduate education and research training should be decentralised through a system of scholarships. Undergraduate scholarship holders should pay charges determined by universities under HECS (Higher Education Contribution Scheme) arrangements. HECS arrangements also should apply to full fee paying undergraduates and PELS (Postgraduate Education Loan Scheme) arrangements to full fee paying research students. This paper provides a snapshot of Indigenous Early Career Researchers in Australia derived from demographic information collected in the first stage of the 'Developing Indigenous Early Career Researchers' project. Analysis of the data to date has evidenced much diversity across this cohort. However, one commonality across all Indigenous Early Career Researchers was a commitment to the value and validity of Indigenous Ways of Knowing in the higher education sector. With the use of Tribal Critical Race Theory this paper explores the ways in which Indigenous Early Career Researchers disrupt Western-based academies and schools of thought and proposes that Indigenous Early Carer Researchers grow 'pearls' of experience and knowledge within the higher education sector that are essential to the development of a richer academy and stronger Indigenous communities. Increasing the numbers of Indigenous people enrolled in research higher degrees in Australia is important for building the Indigenous academic workforce, broadening the scope of knowledge production in academic institutions and ensuring effective research outcomes for Indigenous Australians. While the numbers of Indigenous research higher degree students are increasing, universities still have a lot to do to bring that number up to parity. In this paper, we explore the value of a pre-doctoral program developed for Indigenous people interested in doing a PhD that provides them the information they need to inform their choices about undertaking a doctoral project. As the only program of this kind in Australia, this research contributes to the emerging literature on the factors that have an influence on why Indigenous people choose to undertake PhD programs and the effectiveness of initiatives to support their pathway to higher degree research. The research outcomes build on the evidence base for improving initiatives across the university sector, highlighting the need for tailored, Indigenous-led pre-doctoral support programs for Indigenous students, the value of cohort experiences and the importance of universities that value Indigenous people and their knowledge systems. Understanding the drivers of student dropout from higher education has been a policy concern for several decades. However, the contributing role of certain factors—including student mental health—remains poorly understood. Furthermore, existing studies linking student mental health and university dropout are limited in both methodology and scope—for example, they often rely on small and/or non-representative samples or subjective measures, and focus almost exclusively on main effects. This paper overcomes many of these shortcomings by leveraging unique linked administrative data on the full population of domestic students commencing undergraduate studies at Australian universities between 2012 and 2015 (n = 652,139). Using these data, we document that approximately 15% of students drop out of university within their first academic year. Critically, students receiving treatment for mental health problems are 4.3 (adjusted) to 8.3 (unadjusted) percentage points more likely to drop out of higher education. This association remains in the presence of an encompassing set of potential confounds, and is remarkably uniform across segments of the student population determined by individual, family, and programme characteristics. While the prevalence of group work in higher education in Australia can be construed as a cultural or institutional practice, it has become a site of struggle for many international students who must negotiate the normative practices embedded in group work. This paper aims to investigate how six Japanese international students at Australian universities explore, negotiate and respond to the normative practices of group work through group projects. The findings reveal that students actively sought and negotiated hidden and implied normative practices of group work. Their responses to the norms were underpinned by the norms being inculcated into their dispositions or, namely, habitus, in the form of beliefs and values, which enabled them to critically examine their group practices. Additionally, when they identified a mismatch between their perceived norms and the responses of their peers, which is realised through Bourdieu's concept of 'hysteresis', they were found to take leadership opportunities. We contend in this paper that when their practices or group practices are at odds with the perceived or identified norms, it induces their hysteresis encounters, which represent initiation of alternative actions and capacity to embrace learning opportunities. We also argue that the investigation into this phenomenon is vital in identifying practices that reproduce fallacies and missed opportunities or prevent students from embracing true virtues of group work. One fundamental aspect of organizational transformation in higher education is the change to the profile of universities' non-academic workforce. Key staffing trends identified in recent studies conducted in a variety of national settings include an increase in the proportion of non-academic staff at universities and a shift toward more highly qualified and remunerated non-academic roles. This paper examines the extent to which these trends have played out at Australian universities over the period 1997 to 2017. Drawing on unpublished sets of staffing data, the analyses show that while the proportion of non-academic positions at Australian universities has remained largely stable, there has been a striking and uniform growth in management-rank positions, concurrent with a substantial decline in lower-level and less expensive support roles. This has some significant implications, in particular the growth in more complex "corporate" structures, the relatively fewer staff to support academic work, and the increase in the relative costs associated with maintaining the non-academic workforce at Australian universities. The growth in student numbers from the Indian subcontinent countries has increased exponentially in the Australian higher education system over the past decade. Unfortunately, this growth has not been accompanied by initiatives to address the distinctive cross-cultural challenges faced by this cohort. This paper seeks to identify academic and professional staff perceptions of how they can help alleviate the social and academic challenges faced by subcontinent students. Thematic analysis of multiple focus group interviews established a range of simple initiatives that university staff and decision-makers could introduce to alleviate these challenges. Academic and professional staff should clearly and repeatedly articulate course, assessment and integrity expectations and make use of pre-arrival and orientation interactions. The pedagogic environment should be customised to subcontinent students in the classroom, and written teaching materials should be supplemented with engaging videos, ideally subtitled. The introduction of cross-cultural awareness training for academic and professional staff would improve the learning experience of subcontinent students. Adequate resourcing of academic skills and English language support and mental health support services also emerged as valuable initiatives. In an era where higher education institutions appear increasingly committed to what Sara Ahmed calls 'speech acts' whereby declared goodwill, through stated commitments to diversity, equity, and increasing Indigenous student enrolment and completion have been made; it is undeniable that Indigenous academics are in high demand. With fewer than 430 Indigenous academics currently employed here on the continent now commonly referred to as 'Australia', and 69% of that cohort identifying as female, what does it look like to experience this demand as an Indigenous academic woman? Drawing on data collected from a Nation-wide study in 2019 of 17 one-on-one, face-to-face interviews with Indigenous academic women, using Indigenous research methodologies and poetic transcription, this paper explores the experiences and relational aspects of Indigenous academic women's roles in Australian higher education. Despite decades of managerial university reforms, collegiality emerges as an idea that unites academics, and that both symbolises and legitimises the collective aspirations of the academy. Typically, collegiality is positioned as an unquestionably "good thing"—an unproblematic academic ideal or an academic structure—obscuring the contingency of social arrangements in universities. This paper investigates the plurality of collegial practices that unfold "on the ground" in the context of university reforms and the diversification of the academic workforce over recent decades. The paper presents a qualitative and exploratory study of collegial practices in seven contemporary Australian and New Zealand/Aotearoa universities, employing a social cartographic analysis. Eleven types of logics underpinning collegial practices are identified and described in detail, by drawing on examples of collegial practices offered by fifteen research participants. A reconfigured picture of academic relations is presented, revealing the range of collegial practices that tend to be subsumed under a generic notion of collegiality. The effects of different types of collegial practices are examined, contesting exclusionary collegial relations and highlighting practices that have the potential to produce a more inclusive and socially just academy. Students from regional and remote areas remain significantly under-represented in higher education despite decades of equity policy designed to encourage participation. One explanation is that policy initiatives often overlook the realities in local rural contexts that can make higher education less desirable. Applying the theoretical lens of 'doxic' and 'habituated' aspirations, this paper analyzes interviews with 13 students, 10 parents/carers, and 4 teachers from one regional and one remote community in NSW, Australia. We document the emotional and material realities shaping young people's imagined futures in these communities, highlighting the commitment to a rural lifestyle in one, and the desire to escape the other community in decline. We argue that developing successful initiatives to address equitable participation in higher education requires a departure from hegemonic discourses of 'rurality' and greater recognition of and respect for the diverse needs and desires of regional and remote students. The focus of our paper is the leadership role of programme managers in the higher education sector. In particular, we highlight the complex and paradoxical nature of the programme leader’s role, and provide an insight into leadership in this challenging and dynamic environment. We identify cognitive and behavioural complexity as necessary capabilities for programme managers to ensure they can navigate the turbulent river system of academia. The Integrated Competing Values Framework describes some leadership behaviours appropriate for the programme manager’s role. We also argue how critical observation skills, reflection and self-awareness can assist programme managers to provide leadership in this uncertain environment. This paper addresses the limited empirical analysis of higher education students' perceptions of contemporary labour market demands. It explores their perspectives on the health of the graduate labour market, what factors determine these and how their perceptions relate to self-perceived employability, career proactivity, career control and efforts to develop positional advantage. Further, the study examines determinants of students' career planning, all in the context of a challenging graduate labour market and higher education systems that have become more market-driven. The paper draws on evidence from a survey among Australian and UK students (N = 433), from two institutions and across a range of disciplines. Data revealed a number of significant findings. Overall, students who reported more positive perceptions of the current labour market were more likely to develop higher self-perceptions of employability, believe they had a greater sense of control over their career yet were less engaged with proactive career behaviours. Students perceived employability, their sense of career control and their reported career proactivity positively determined their engagement in career planning. The study enhances our understanding of the impact of labour market demand-side factors on student approaches to careers. It raises significant implications for universities and their career practitioners in identifying ways of enhancing students' career planning strategies within a more challenging labour market context. There is widespread interest in employing designers who focus on learning, performance and education technology in many industries at a global level. In Australia, learning designers are in demand in Education, Corporate Training, Finance, Charity, Non-Government Sectors, and also in Start-Ups and Entrepreneurial arenas. This demand is despite the fact that the role of the Learning Designer is incredibly varied, contextually-based, and also unclear to many employers – and students! This suggests that there is currently an opportunity for learning designers and academics who deliver learning design content to define what it means to be a learning designer. This paper presents an Australian case study which uses design-based research methods in a pre-production mode to identify the key principles that informed the development of a course of study (what others may refer to as a program). How those principles were operationalised within the course design and more are discussed in an effort to reposition understandings of knowledge, skills and abilities for this field. Universities have a long history of collecting student feedback using surveys and other mechanisms. The last decade has witnessed a significant shift in how student feedback is systematically collected, analysed, reported, and used by governments and institutions. This shift is due to a number of factors, including changes in government policy related to quality assurance, and the increased use of the results by various stakeholders such as governments, institutions, and potential students and employers. The collection, analysis, and reporting of results are systematically carried out in many institutions worldwide. However, how to use student feedback to effectively improve student learning experience remains an issue to be addressed. This paper will contribute to this debate by comparing how Australian and Scottish universities use student feedback results to inform improvements. Based on thematic analysis of external quality audit reports of all Australian and Scottish universities, this paper suggests that universities have systematic processes to collect student feedback using a range of mechanisms, but limited work is done to use the data to inform improvements. This paper argues the need for universities to genuinely listen to student voice by facilitating partnership between students and institutions to act on their feedback as part of quality assurance. Social inclusion in Australian higher education was high on the agenda of the recent Rudd/Gillard Australian Government. This paper offers an assessment of that agenda, particularly the extent to which it worked in favour of under-represented groups. It argues that the Government's widening and expansion policies and its equity and aspiration strategies lacked sociological imagination, projecting deficits onto individuals who refused to be taken in by its ambitions for higher education participation. The paper concludes that in the absence of a sociological imagination in government policy, the freedoms of disadvantaged groups continued to be curtailed: not just to choose futures in keeping with their goals but also the freedom to formulate choices. A significant body of work problematises the assumption that student evaluations of teaching (SET) actually measure teaching quality. This is concerning, given that SET are increasingly relied upon not only to evaluate candidates for employment (so job acquisition is influenced by flawed data) but also to inform performance metrics for those in employment (so job security is influenced by flawed data). This paper presents qualitative research conducted at a large public university in Australia. The findings suggest that student evaluations of teaching seem to measure conformity with gendered expectations rather than teaching quality, with particularly negative effects for women. The integration of SET into performance management practices within institutions of higher education could be entrenching inequalities amongst university staff that could ultimately disadvantage female academics. Introduction: Enabling education programs, otherwise known as Foundation Studies or Preparatory programs, provide pathways for students typically under-represented in higher education. Students in Enabling programs often face distinct challenges in their induction to academic culture which can implicate them in cases of misconduct. This case study addresses a gap in the enabling literature reporting on how a culture of academic integrity can be developed for students and staff in these programs through an educative approach. Case description: This paper outlines how an educative approach to academic integrity is implemented within the Enabling programs of two Australian universities. Discussion and reflection: This case study reflects upon an approach which makes specific reference to the key elements of 'support', 'approach' and 'responsibility' as highlighted in Bretag and Mahmud's seminal paper. The paper reports a reduction in misconduct cases at the two institutions suggesting a positive correlation between the interventions and students' understanding of ethical academic practice. This study reflects upon practitioner experiences with academic integrity investigations to evaluate the effectiveness of this approach. Conclusions: The authors show that it is possible to ensure academic integrity practices and values are upheld within a supportive learning environment appropriate to a students' level of study. Learning analytics is an emerging field in which sophisticated analytic tools are used to inform and improve learning and teaching. Researchers within a regional university in Australia identified an association between interaction and student success in online courses and subsequently developed a learning analytics system aimed at informing learning and teaching practices. Contemporary literature draws attention to ethical considerations and moral tensions in the implementation of learning analytics. This paper presents a case study of the ethical implications of a learning analytics implementation at CQUniversity, a regional Australian university. There was an institutional assumption that student data, consensually gathered at enrollment could be analyzed beyond the scope of the original consent. Further, academics were using the data in a manner not intended by the designers of the learning analytic system, and academics interpreted the student's individualized data to label students based on their estimate of success. The learning analytics system is still being used and the ethical findings from this paper have implications for CQUniversity, academics and students. In order to resolve the ethical dilemmas the university could increase transparency of the process to students and obtain consent at multiple levels throughout the student journey. Universities are at a pivotal point in their history and are undergoing dramatic changes. One of the more significant of these changes is the move towards instrumental programmes of learning, as manifest for instance in workplace and work-based learning. This paper argues that this trend threatens the existence of the liberal university, where knowledge is pursued predominantly for its own sake. The paper identifies four dominant discourses in higher education and suggests that these discourses co-exist with one another, and are sometimes dominant, at other times recessive. It argues that the trend to a post-industrialised labour market has seen the emergence of a vocationalised discourse in higher education, which stresses the instrumental at the expense of the liberal. This paper reviews the nature and implementation of the Australian VET FEE-HELP (VFH) policy initiative: a scheme introduced in 2008 to extend income-contingent loans to the vocational education and training (VET) sector in Australia. We argue that the implementation of the scheme has been seriously flawed, leading to a range of counter-educational and unethical practices on the part of some VET providers. An ongoing research project into the impact of the changing contemporary cultural context of VET on the creation of moral dilemmas facing VET teachers in their work has identified four dilemmas that were seen by teachers to be significantly driven by the VFH scheme. Those dilemmas arose from (1) unethical student recruitment and enrolment practices, (2) overlooking traditional educational standards, (3) constraining teacher responsiveness and (4) manipulating learning assessment. The identifying teachers saw themselves as being professionally unprepared to handle such moral dilemmas, leading to discomfort and inappropriate handling of the dilemmas. [ABSTRACT FROM AUTHOR]

Since 2008, all Australian students in Years 3, 5, 7 and 9 have been assessed in literacy and numeracy through an annual National Assessment Program—Literacy and Numeracy (NAPLAN) test. In 2015, a team of mathematics education researchers across Australia conducted a nationwide research project to identify school practices and policies that were consistent between schools that showed growth and/or improvement in their NAPLAN numeracy results. This paper reports findings from three case study schools, using a school improvement framework to interpret evidence gathered from the schools’ principals and school leaders. The introduction of spaces that encouraged the participation of Aboriginal and Torres Strait Islander peoples in higher education became a reality in the early 1980s. Since then, Aboriginal and Torres Strait Islander educators and leaders have worked tirelessly to find their ‘fit’ within the Western academy, which continues to impose a colonial, Western educative framework onto Aboriginal and Torres Strait Islander peoples. More recently, universities are attempting to move towards a ‘whole of university’ approach to Aboriginal and Torres Strait Islander higher education. To achieve such a major shift across the academy, Indigenous values, perspectives and knowledges need to be acknowledged as a strong contributor to the environments of universities in all core areas: student engagement, learning and teaching, research and workforce. In a move to achieving a ‘whole of university’ approach which revolves around Aboriginal culture and knowledges, the Wollotuka Institute at the University of Newcastle developed a set of cultural standards, as part of an international accreditation process, to guide a culturally affirming environment for Aboriginal and Torres Strait Islander students and staff. This environment acknowledges the unique cultural values and perspectives of Aboriginal and Torres Strait Islander peoples. In this paper, the authors explore, from an Indigenous Standpoint, the creation of a university environment that privileges Aboriginal values, principles, knowledges and perspectives. The paper exposes how traditional Aboriginal Songlines, particularly in Aboriginal education, were disrupted, and how the creation and emergence of a contemporary environment of Aboriginal educational and cultural affirmation works towards the re-emergence of Songlines within higher education. This paper asks the question: do people with different levels of research productivity and identification as a researcher think of research differently? It discusses a study that differentiated levels of research productivity among English and Australian academics working in research-intensive environments in three broad discipline areas: science, engineering and technology; social science and humanities; and medicine and health sciences. The paper explores the different conceptions of research held by these academics in terms of their levels of research productivity, their levels of research training, whether they considered themselves an active researcher and a member of a research team, and their disciplinary differences. Previous research has highlighted the occurrence of isomorphic tendencies-convergences in terms of formal organizational structure-in higher education systems in times of uncertainty and under external pressure to change. It has been repeatedly claimed that the Australian university system largely followed a logic of isomorphic change in the aftermath of radical national policy reform of the late 1980s. Yet to date, there is a lack of comprehensive empirical studies testing this thesis. Addressing this lacuna, and drawing on a range of university and government data, this paper tracks and analyses: (a) changes in the formal academic organizational structures existing at all public Australian universities and (b) changes in the numbers of academic staff and students in different academic organizational groupings over the period of 1987-1991. Despite some limitations in the available data, our system-level analysis finds that there was clear and significant convergence in terms of formal organizational structures and student and staff numbers in the majority of academic fields that were taught and researched at Australian universities at that time. We also draw attention to some conceptual limitations of existing accounts of isomorphic change in Australia and outline trajectories for future research supplementing the system-level analysis presented here. The prevalent knowledge economy discourse has direct implications for higher education policies and practices. It is expected that the higher education sector supports national economic competitiveness mainly through promoting scientific research, supporting technological transfer and innovation, and producing 'knowledge workers' such as higher degree by research graduates. However in the context of changing work requirements and fast paced technological progress, the 'skills gap' between the labour market needs and the actual attributes of graduates has emerged as a tangible concern. This paper explores the issue of research graduate employability in Australia. Drawing on critical frame analysis, the paper particularly problematises the way research graduate employability has been framed in relevant policy texts, and shows what issues are excluded from the policy agenda and why. By way of demonstrating exclusions from the current debate on doctoral graduates' skills and employability, we briefly report on new data on the level of industry-engagement of research students at one large Australian university to argue that assumptions about the need to 'fix' the skills deficit of graduates have excluded from view high levels of industry engagement. This paper offers a conceptually novel contribution to the understanding of the distinctive governance challenges arising from the increasing reliance on formalized knowledge in the governance of research activities. It uses the current Australian research governance system as an example - a system which exhibits a comparatively strong degree of formalization as to its knowledge mechanisms. Combining theoretical reflections on the political-administrative and epistemic dimensions of processes of formalization with analyses of interview data gathered at Australian universities, it is suggested that such a strong reliance on formalized knowledge has rather ambivalent governance ramifications. On the one hand, it allows for a seemingly rational and efficient form of the control and coordination of research activities. Yet on the other hand, it also increases the risk that knowledge is used in governance contexts in superficial, unconsidered and ultimately unreasonable ways. It is further suggested that there are a range of indications that precisely such use elicits and reinforces a range of dysfunctional behaviors on part of relevant individual and organizational actors in the public science system. Adolescent aspirations have been extensively researched, particularly in the contexts of higher education and the workforce. This paper extends research by exploring how the educational and career aspirations of rural adolescent girls relate to their other future goals. It demonstrates how exploring aspirations, both within and outside of the contexts of higher education and the workforce, enables a deeper understanding of various adolescent aspirations and the interconnections between them. This paper draws on a qualitative study with adolescent girls living in the Cradle Coast region of Tasmania-a rural and remote region where access to a wide range of educational resources and experiences is limited in comparison to those available in metropolitan centres. The paper responds to recent participation policy in Australia that implies young people from rural locations are lacking in aspiration. The article demonstrates that despite rurality, the girls in this study have many aspirations, including those for higher education. It discusses how having many and quite varied aspirations influences the girls' decision making and planning around their futures. The paper shows that it is the balancing of many future goals that influences educational and career decision-making, rather than low aspirations. [ABSTRACT FROM AUTHOR]

Over the last three decades there have been numerous surveys in Australian universities which have attempted to describe the perceptions of academic staff to various aspects of their roles. Each of these surveys appears to have been inspired by changes resulting from contemporaneous government policies and/or community expectations. Calls for ’’Efficiency and Effectiveness‘‘, ’’Accountability‘‘, and ’’Quality and Diversity‘‘ have coincided with massive expansion in the higher education system, the change from a binary system to the Unified National System, and consequent changes to student profiles, funding arrangements, and academic workloads. Academic culture, with its tradition of freedom and autonomy, has been besieged by the alien culture of managerialism with its own vocabulary of ’’client‘‘, ’’quality assurance‘‘, and ’’product‘‘: but has this assault made any difference to how academics perceive their work and their perceptions of quality in university teaching ? This paper reports on an analysis of data (relating to academics‘ perceptions of their work) from surveys conducted in universities from the late 70s and throughout the 80s and 90s. The growing market of international students puts increasing pressure on higher education providers to also provide language support, as students from non-English speaking background face the dual challenge of developing their English language proficiency alongside their subject content. However, there is little research on how knowledge about language is actually integrated with content knowledge in practice or how such an integration can be supported by curriculum design. Using a case study of a popular academic language support program implemented in an Australian university, this paper examines the relationship between academic literacy and business ethics as two distinct forms of disciplinary knowledge, to investigate how the complexity of their integration is managed dynamically in the classroom. In this study, we draw on Legitimation Code Theory to analyze the role of language in constructing discipline-specific knowledge. Our findings suggest that students do not automatically understand the relevance of language support and that shifting knowledge practices during classroom interaction can enhance students' motivation as well as help students to relate their knowledge about language to the discipline. This paper reviews the current status and focus of Australian Architecture programs with respect to Indigenous Knowledge and the extent to which these tertiary programs currently address reconciliation and respect to Indigenous Australians in relation to their professional institutions and accreditation policies. The paper draws upon the findings of a recently completed investigation of current teaching: Re-Casting terra nullius blindness: Empowering Indigenous Protocols and Knowledge in Australian University Built Environment Education. Three data sets from this investigation are analysed: a desktop survey of Australian Built Environment curricula; workshops with tertiary providers and students, professional practitioners and representatives of three Built Environment professional institutes; and an online survey of Australian Built Environment students (of which their discipline could be isolated) ascertaining what is currently being taught and learned and what changes would be feasible within the constraints of courses from their perspective. Detailed descriptions are also provided of pedagogic improvements informed by the project findings. The findings suggest minimal current exposure of Architecture students to Indigenous Knowledge content beyond voluntary engagement in self-chosen thesis projects and elective (including studio) subjects led by passionate but largely unsupported teachers championing Indigenous issues; a paucity of teaching echoed by practitioners and accreditors who acknowledge lack of expertise in this area across the profession. This paper discusses ways in which Indigenous Knowledge might be better acknowledged, respected and introduced to Australian Architecture students’ education. This article provides a case for the benefits of captioning recorded lecture content in the Australian higher education sector. While online lecture captioning has traditionally been provided on a case-by-case basis to help students who are deaf or hard of hearing, this paper argues for a mainstream approach in order to benefit a range of student groups both with and without disability. It begins with some background on the regulation and technology context for captioning in higher education and online learning in Australia. This is followed by a review of the current literature on the benefits of captioning to a wide range of students both disabled and non-disabled, the perceived barriers to captioning, and how the increasing internationalisation of the university context effects captioning options, both culturally and commercially. The paper concludes by suggesting that it may be inevitable that all recorded lecture content will need to be captioned in the future and highlights the potential benefits to Australian universities to move quickly to embrace this existing technology. This paper reports on a study that investigated the range of institutional support needs of international students at one Australian university with a view to increasing understanding of their needs and the ways in which support was provided. The study involved a number of data collection methods including focus groups, key informant interviews and a larger scale survey, undertaken in an inductive and sequential process. The results indicated that the levels of awareness about services differed, that lack of knowledge of how to access a service and finding information about it were key reasons for non-use, and that the helpfulness of staff impacted on the perception of services as useful. Neoliberal reforms in higher education have resulted in corporate managerial practices in universities and a drive for efficiency and productivity in teaching and research. As a result, there has been an intensification of academic work, increased stress for academics and an emphasis on accountability and performativity in universities. This paper critically examines these developments in institutions and draws on evidence from universities across the sector and a detailed case study in one university to identify the impacts of these changes on academic work. Given its ubiquity and the link of academic productivity to institutional experience, the paper argues that assumptions underpinning academic performance management need to be rethought to recognise the fundamentally intrinsic motivational nature of academic work. The paper explores the effects of performance management on individual academics as a case study in one institution and proposes a re-design of academic performance management to improve productivity based on the evidence. In recent years, research on higher education has increasingly examined the realities of internationalisation, with a particular focus on international students' experiences and internationalisation at home programs. These studies have explored the friendships of international students, including their relationships with both locals and internationals from other countries. However, local students' perspectives and experiences of friendship are largely absent from this literature. The few accounts examining local students' lives explicitly focus on improving their cross-cultural knowledge and engagement, or on rare cases of local-international student friendships. The overriding assumption in this literature is that the understandings and social practises of local students are major barriers to their relationships with internationals. This paper addresses this gap by exploring local students' perspectives on the absence of friendships with their international peers. We utilise findings from a research project on internationalisation at home, involving interviews and focus groups with local and international students and staff at an Australian university. Focusing on locals' discussions of potential friendships with internationals, we propose that these missing friendships are an important area of study. We find that these friendships are missing for several interrelated reasons: local-international friendships are considered unnecessary and are therefore unimagined by locals, who tend to assume that similarity and affinity naturally lead to friendships, and the structures and spaces that might facilitate friendships are absent. Ultimately, uncovering why these friendships are missing sheds fuller light on how relationships might be facilitated, potentially informing and improving universities' internationalisation initiatives. This paper identifies what can be called the 'paradox of interdisciplinarity' (Weingart ) in Australian higher education research governance and explores some of its constitutive dimensions. In the Australian context, the paradox of interdisciplinarity primarily concerns the proliferation of a programmatic discourse of interdisciplinarity in government reports and government policy and strategy documents, often tied to notions of innovation and applicability, parallel to the persistence or even reinforcement of modes of governance and associated mechanisms that almost exclusively rely on rigid discipline-based classification systems to evaluate and fund research. Two interrelated dimensions of this apparent paradox are discussed. First, the conceptions of knowledge that underpin the use of notions of disciplinarity as well as interdisciplinarity in Australian government reports and policy and strategy papers are analysed. Second, an analysis of the Australian research governance system and its underlying mechanisms is presented, as they pertain to interdisciplinary forms of research. On the basis of these analyses, it is concluded that there is a significant mismatch between the discourse of interdisciplinarity and associated conceptions of knowledge on the one hand, and current, relatively inflexible governmental research funding and evaluation practices on the other. It is finally proposed that the occurrence and perpetuation of such a mismatch in the Australian context can only be understood properly if placed in the context of a more general paradox of research governance, where a politically charged rhetoric of innovation conflicts with the actual trend toward an increasingly diminishing scope for the self-organisation of knowledge. This paper draws on the largest and most comprehensive Australian research to date that explores the campus climate for sexuality and gender diverse (SGD) people at one university. Using a mixed-method approach that incorporated an online survey open to all students and staff (n = 2395), face-to-face in-depth interviews with key stakeholders (n = 16) and an online document analysis, the study explored participants' perceptions and attitudes to sexuality and gender diversity on campus, experiences of in/exclusion, (un)safe places, visibility in public online documents, and the campus-based services available to support SGD individuals. The findings point to the ongoing exclusion experienced by SGD people across the university. We show how exclusion serves to silence individuals across multiple levels and how this, in turn, limits the visibility of, and redress for, exclusion, impacting on health and well-being. This tension, we posit, can only be addressed safely and holistically through proactive and strategic endeavours on the part of the institution; without which, exclusion will continue to prevail. This paper presents findings from a research project which aimed to rank Australian higher education institutions on their 'equity performance'; that is, the extent to which they were accessible for, supportive of and benefiting students traditionally under-represented in higher education. The study comprised a conceptual consideration of how higher education equity might be defined and empirically measured, drawing on extant scholarly research as well as observations from key stakeholders, including equity practitioners, researchers, policymakers and higher education executives and institutional planners. Based on these findings, a theoretical framework for higher education equity performance was constructed, and performance indicators identified and subjected to systematic assessment for real-world application. The ensuing ranking system was populated with institutional data from the 37 public universities in Australia. The findings from this analysis indicate that a ranking system may not be the optimal method for assessing higher education equity performance and highlights the subjective nature of both higher education equity and higher education ranking systems. This paper explores the professional development needs of leaders in response to emergent demands for leadership and competing pressures within the changing landscape of Australian international education. Framed within Bourdieu's concepts of field and habitus, this study addresses five dimensions of professional development needs reported by leaders in international education: understanding of and skills to work across cultural differences, knowledge of and expertise to respond to policy changes and emergent trends, leadership and management skills targeted for internationalisation, networking and relationship management skills to work with increasingly diverse and 'non-traditional' stakeholders and research skills. However, the social field in which these leaders are functioning is causing tensions for their continuing professional development, including existing institutional governance and structures, financial constraints and the institutional culture that has not put internationalisation on the top of institutional development agenda. The study indicates a critical need for tackling obstacles and supporting sustainable situated professional learning for these leaders so as to enhance their capacities and impact as key players in international education. This study provides empirical and theoretical insights for institutions involved in international education to build effective policies and practices for enhancing professional development for the sustainable international education leadership. In 2007 the Rudd Labor government in Australia introduced significant changes to education policy for the nation. The Skilling Australia's Future (Rudd et al. Skilling Australia for the future. Election policy document, 2007) policy was meant to redress a perceived failure by the previous Howard federal Liberal-National Coalition governments to fund and manage vocational skills training adequately. The Skilling Australia's Future policy established a number of areas for immediate action. This paper looks at one of these areas from the policy document, namely, the Rudd government's plan for addressing skills shortages (Rudd et al. , pp. 4-9) through the establishment of Trade Training Centres in schools. The policy is analysed using Critical Discourse Analysis, featuring the semiotic concept of intertextuality. Findings from the application of this method suggest that Skilling Australia's Future (2007) belongs within a history of like-minded policy and, although a new direction is provided by the allocation of Trade Training Centres to selected high schools, the policy is not clearly separable from the market-driven discourse that has pervaded education policy since the 1990s. External quality audits have been introduced in many parts of the world including Asia Pacific, Asia, Africa, Europe, and the Middle East. While external quality audits have been introduced for more than a decade in some countries like New Zealand, the United Kingdom (UK), Denmark, and Sweden, there is limited research on the extent to which such audits have improved the performance of universities on educational measures. This paper is based on a large public university in Australia that has used strategy implementation and external quality audit as an opportunity for change and improvement. The paper argues that effective strategy implementation, external quality audits, and internal reviews and improvement processes, if effectively managed, could improve performance of the university on various educational measures. The paper compares various performance data of the university: two years pre-strategy implementation and external quality audit and three years post-audit. Finally, the paper argues that a systematic approach to reviews with evidence-based decision-making enables the university to address the areas needing improvement and address the priorities in a timely manner. The proportion of students enrolled at university from the lowest quartile of socio-economic position has remained static at around 15% for at least the past 15 years (DEEWR, Transforming Australia's higher education system, ). This paper argues that the apparent lack of progress towards equity of access has been exacerbated due to how socio-economic position (SEP) is measured within higher education. Three major methodological issues are identified: (a) the use of socio-economic indicator for areas (SEIFA) at an inappropriate unit of geographic area (postcode), (b) an inappropriate choice of index (education and occupation), and (c) using the index of education and occupation as the sole indicator of SEP thereby increasing the risk of misclassification of individuals through the operation of ecological fallacy. This paper argues that to address these methodological deficiencies, alternative methods of determining SEP are required at both the aggregate and individual level. Possible options are proposed for use as replacements for the geographic area (postcode) and index (education and occupation) as well as additional measures at the individual or household level. The field of Australian higher education has changed, is changing and is about to change, repositioned in relation to other 'fields of power'. It is a sector now well defined by its institutional groupings and by their relative claims to selectivity and exclusivity, with every suggestion of their differentiation growing. The potential of a 'joined-up' tertiary education system, of vocational education and training (VET) and universities, has the potential to further rework these relations within Australian higher education, as will lifting the volume caps on university student enrolments. Moreover, Australian universities now compete within an international higher education marketplace, ranked by THES and Shanghai Jiao Tiong league tables. 'Catchment areas' and knowledge production have become global. In sum, Australian universities (and agents within them) are positioned differently in the field. And being so variously and variably placed, institutions and agents have different stances available to them, including the positions they can take on student equity. In this paper I begin from the premise that our current stance on equity has been out-positioned, as much by a changing higher education field as by entrenched representations of social groups across regions, institutions, disciplines and degrees. In taking a new stance on equity, the paper is also concerned with the positioning in the field of a new national research centre with a focus on student equity in higher education. In particular, the paper asks what stance this new centre can take on student equity that will resonate on a national and even international scale. Despite numerous equity initiatives aimed at increasing participation in higher education, students from regional and remote communities continue to be underrepresented in Australia. This paper presents a scoping review of empirical studies, published between 1991 and 2016, that examined aspirations for higher education of students from regional and remote areas. Analysis of the 65 articles revealed an emphasis on enablers and barriers to participation in higher education including: cost and distance, supportive environments, attachment to home, schooling and academic achievement, knowledge of pathways, and individual characteristics. However, much of the research offers a homogeneous view of regional and remote communities which elides location-specific characteristics that are powerful in shaping educational aspirations. We argue that there is a critical need for greater understanding of the diversity of experiences, influences, and aspirations among students within rural and remote communities to underpin the provision of appropriate infrastructure and support for their higher education aspirations. We identify some key avenues for further research into the aspirations of students in rural and remote communities and the ways in which this research can inform and improve outreach activities. An introduction to the journal is presented which discusses various reports published within the issue, including one by Ian Dobson on the massification of Australian higher education, one by Osmo Lampinen on the development of a non-university polytechnic sector in Finland's higher education system and another by Ingvild Larsen on reforms implemented in the Norwegian higher education system.

Regional tendencies in higher education are increasingly important, for example the common rise of North-East Asian universities in China, Hong Kong SAR, Taiwan and South Korea, and Singapore in South-East Asia, to a major global role, following the prior trajectory of Japan. Though the rapidly modernizing Post-Confucian countries do not constitute a formal region, they share a common political and cultural dynamism, entailing rapid improvement of quantity and quality in education and research. This poses challenges and opportunities for Australia, a British/European heritage nation located at the edge of Asia, with extensive trade into East Asia, and an Asian-influenced demography, providing that it can (1) further develop its research capacity, given that research provides the main medium of deep collaboration in higher education, and (2) lift its cultural capacity to interface with systems in the region. In the context of increased demands for excellence in all areas, academic promotion and tenure is now directly linked to achievement of measurable outputs in all areas of performance. In a work environment characterised by high workloads, competing expectations and reduced resources, academics must increasingly demonstrate active engagement with the scholarship of teaching and learning (SoTL). For many, this may mean adopting new cultures, methodologies, theories, languages and modes of enquiry outside their home or cognate discipline. In the context of performance management, academics must reconceptualise and articulate notions of 'good academic practice', often in parallel with the practical requirement to continue to teach in the culture and practices of their cognate discipline. We need to better understand the implications, for institutions and individuals, of approaching SoTL through the lens of performance evaluation. This paper reports the key themes from a pilot study examining how academics at an Australian university are responding to the emergence of SoTL in the performance management context. The last couple of years have witnessed a growing debate about online learning in higher education, notably in response to the global massive open online course (MOOC) phenomenon. This paper explores these developments from an institutional policy perspective, drawing on an analysis of the initial stages of different approaches to MOOCs and e-learning being taken up at three Australian universities. It points to four commonalities emerging from the institutional constructions of these initiatives including (1) the use of e-learning policy as a vehicle for curriculum redesign; (2) an emphasis on internal curriculum redesign as a core rationale for MOOCs; (3) a desire to capitalise on promotional opportunities but a reticence around wholly embracing the concept and structure of MOOCs and (4) the absence of access-driven concerns in university policy despite the prominence of such concerns in broader public debate. The approach is framed by a consideration of change dynamics in higher education and highlights the emphasis on internal university work within the policy narrative, suggesting this could represent an attempt to reframe the debate about MOOCs away from popular arguments about systemic disruption and instead use them to progress forms of change that align to broader strategic objectives. The accuracy and consistency of peer marking, particularly when students have the power to reward (or penalise) during formative and summative assessment regimes, is largely unknown. The objective of this study is to evaluate students' ability and behaviour in marking their peers' teamwork performance in a collaborative group assessment context both when the mark is counted and not counted towards their final grade. Formative and summative assessment data were obtained from 98 participants in anonymous self and peer assessment of team members' contributions to a group assessment in business courses. The findings indicate that students are capable of accurately and consistently judging their peers' performance to a large extent, especially in the formative evaluation of the process component of group work. However, the findings suggest significant peer grading bias when peer marks contribute to final grades. Overall, findings suggest that students are reluctant to honestly assess their peers when they realise that their actions can penalise non-contributing students. This raises questions about the appropriateness of using peer marks for summative assessment purposes. To overcome the problems identified, this paper proposes a number of measures to guide educators in effectively embedding summative peer assessment in a group assessment context. Australia has been very successful in recruiting international students. The Australian government regularly reports students' high levels of satisfaction with their educational experiences; however, there is also evidence of some dissatisfaction with regard to social and educational experiences. This paper explores the extent to which universities are meeting the social and educational needs of international students by analysing their experiences through the two dominate rationales in international education, namely neoliberal and cosmopolitan rationales. It discusses findings from a project examining the perceptions and experiences of international students at a large metropolitan Australian university. The study was conducted in two phases: an online questionnaire, followed by focus group interviews. The findings indicate that while international students might rate their overall satisfaction as high on questionnaires, deeper analysis through focus groups highlights the lack of social integration and belongingness that international students perceive. These results challenge universities to innovate their practices in order to develop and integrate cosmopolitan experiences that not only may benefit students but also assist in sustaining the neoliberal rationale of the sector. With projections from the Australian federal government indicating an impending exacerbation of the teacher shortage by 2025, it is timely to explore potential approaches that could help mitigate this imminent national crisis. In teaching, there is an historical tendency for the teaching profession to attract more women than men and this study therefore aims to analyse trends in female completion rates of Initial Teacher Education (ITE) degrees. The study objective was to identify the specific teaching degree levels (undergraduate and postgraduate) and modes of attendance that are most likely to continue attracting women to pursue careers in teaching. This research relies on non-identifiable open access data obtained from Australian ITE providers between 2001 and 2021, which have been collected by the Australian Government Department of Education, Skills and Employment. The study findings reveal an upward trend in female completions of ITE programs offered through external and multimodal study modes, while the internal mode of attendance show a decline. These findings hold significant implications for policy and practice, suggesting the need to enhance the accessibility of external and multimodal ITE degrees for women. [ABSTRACT FROM AUTHOR]
