Structured reporting in radiology continues to hold substantial potential to improve the quality of service provided to patients and referring physicians. Despite many physicians' preference for structured reports and various efforts by radiological societies and some vendors, structured reporting has still not been widely adopted in clinical routine. While in many countries national radiological societies have launched initiatives to further promote structured reporting, cross-institutional applications of report templates and incentives for usage of structured reporting are lacking. Various legislative measures have been taken in the USA and the European Union to promote interoperable data formats such as Fast Healthcare Interoperability Resources (FHIR) in the context of the EU Health Data Space (EHDS) which will certainly be relevant for the future of structured reporting. Lastly, recent advances in artificial intelligence and large language models may provide innovative and efficient approaches to integrate structured reporting more seamlessly into the radiologists' workflow. The ESR will remain committed to advancing structured reporting as a key component towards more value-based radiology. Practical solutions for structured reporting need to be provided by vendors. Policy makers should incentivize the usage of structured radiological reporting, especially in cross-institutional setting. The geotechnical, chemical, and mineralogical properties of green liquor dregs (GLDs) generated as byproducts from five paper mills were investigated to assess their buffering and heavy metal immobilization capacities and their roles as water and oxygen barriers. One type of GLD was further studied to test the effects of the retrieval process and the storage, drying, and hydration of GLD. The high water retention capacity of the GLDs is valuable for limiting O2 diffusion. Laboratory results showed that the GLDs had hydraulic conductivities of 3.7 × 10−9–4.6 × 10−8 m/s and varied regularly in plasticity. The chemical and mineralogical compositions of the GLDs varied greatly, reflecting the raw material used to produce paper and the process used to retrieve GLDs. Although they had high total heavy metal contents, none of the leached elements from the GLDs (L/S 10 cm3/kg) exceeded the European Union's limits for landfills of non-hazardous waste. The GLDs exhibited high buffering capacities. In a supplementary test, the buffering capacities varied (0.0041–0.0114 M H+/g GLD) over 72 d after acid was added to the GLD. Changing the filtration process did not greatly affect the GLDs' properties but mainly affected the hydraulic conductivity, total heavy metal contents and sulfur content. Analyzing the storage of GLDs is necessary in the mining industry because remediation measures require large amounts of material over short periods. The buffering capacity of the dried GLD decreased slightly. The effect of dewatering caused by the mixing of 2% Na-lignosulfate with GLD (w/w) was low. [ABSTRACT FROM AUTHOR]

Background, aim, and scope Pulp and paper production is one of the most important Portuguese economic activities. Mostly based on eucalyptus (Eucalyptus globulus), nearly 70% of the pulp produced is exported, mainly to the European Union. The aim of this paper is to compare the environmental impacts of the production of Portuguese printing and writing paper based on eucalyptus with those from the production of paper from industrial hemp (Cannabis sativa). Materials and methods We have used a life cycle assessment approach to compare both types of paper. The functional unit used was a ton of white printing and writing paper. Data was mostly derived from the Portuguese literature for eucalyptus and from scientific literature for hemp. The impact categories/indicators taken into account were global warming, photochemical oxidant formation (summer smog), acidification, eutrophication, and direct land use. Results and discussion Industrial hemp presents higher environmental impacts than eucalyptus paper in all environmental categories analyzed. The main differences are in the crop and the pulp production stages. This is because hemp makes use of higher number of mechanical operations and larger amounts of fertilizer in the former and larger amounts of chemical additives in the latter. Conclusions There is scope for improving industrial hemp paper production. We present some suggestions on how to reduce some of the environmental impacts identified for hemp, so that the pulp and paper industry can continue its progress towards a more environmentally friendly paper production. Recommendations and perspectives New studies could be based on the alternatives presented throughout the paper for improving hemp paper. One of the leading national and international objectives is to achieve more egalitarian societies. Avoiding gender or digital gaps are priorities generally assumed as concerns of governments and international organizations. This paper evaluates the digital gender divide in its three stages: access, use and results, relating it to gender and salary gaps in the context of the European Union. Cluster analysis was conducted to classify the countries according to their gender digital divide. The influence of age and studies level of males and females was revised. Based on the OECD and EUROSTAT data, an empirical analysis was conducted. By comparison of means, the significant variables influencing the gender digital divide were identified, probing that the educational level significantly influences it, especially in what refers to the third stage. Finally, through a regression analysis, it was proved that the influence of the insecurity and the gender wage gap goes beyond the women and affects society. [ABSTRACT FROM AUTHOR]

Purpose: The European Ecolabel (EU Flower) has the mission to encourage cleaner production and influence consumers to promote Europe's transition to a circular economy. Nonetheless, little is known about EU Ecolabel evolution; it is not clear what the drivers that encourage its implementation are. Thus, this study aims to assess the growing acceptance of the EU Ecolabel in the European Union, and Spain more specifically, by examining product and service categories and geographical regions. Methods: The methodological approach taken in this study is a mixed methodology based on the triangulation method by consulting the EU Ecolabel scheme database, EU Ecolabel delegates from some autonomous regions, and the academic literature. Also, a geographic analysis was run in the ArcGIS Software with data about the accumulation of licenses assigned in 2016. Results and discussion: The analysis shows that most products in Spain that have been awarded the EU Ecolabel belong to the following categories: Do-It-Yourself Products (paint and varnish), Paper Products, Cleaning Up Products, and Electronic Equipment. At the same time, the study showed that this ecolabel faces significant obstacles in its diffusion, such as the competition with environmental labels launched previously in Europe and other regional labels. Conclusions: The results of this study indicate the existence of five drivers that may encourage the implementation of EU Flower in a region: (1) public management, (2) communication strategy, (3) sustainable public procurement criteria, (4) local income per capita, and (5) international trade incentives. Finally, this study provides essential recommendations for policymakers to trigger ecolabeling practices such as the need to improve the understanding of the EU ecolabel impact in different levels of activity, which means countries, regions, industrial clusters, firms, and consumers. Also, this investigation identifies areas for further research, and it expresses the need to develop business case studies about ecolabeling with the objective to visualize this phenomenon as an eco-innovation process. This paper assesses the digital divide between and within the 28 member-states of the European Union. The analysis comprised four socio-demographic contexts: age, education, gender, and income. Because of the digital divide's complexity, a multivariate approach was applied - factor analysis with oblique rotation, which resulted in two distinct dimensions: e-Services and Social Networks. To test the significant differences of European Union positioning and European Union disparities, Multivariate Analysis of Variance and Squared Rank Test were computed. The European Union took its first strategic step on the topic of climate adaptation in 2009 with publication of a White Paper on Adaptation. Since its publication, many researchers and analysts have criticized the White Paper for its lack of concrete and enforceable actions. In this paper, we analyse the White Paper as an instrument of soft law. First, we provide background on the theory of soft law, its terms of applicability, and the standards by which to judge its success. Second, we analyse the content and context of the White Paper according to soft law principles. We find that the conditions under which the White Paper was adopted were exactly those suited to a soft law approach and highly determined by the European multi-level governance context. As such, the White Paper has managed to achieve several of the common objectives of soft law in particular in setting up processes allowing information-sharing and subsidiarity. However it has failed to achieve several others especially in fostering the commitment of the states, and in moving the European Union in the direction of binding regulation. Background: European Union (EU) research on cybersecurity is actively developing more efficient digital steganalysis techniques aimed at uncovering hidden online illegal content in apparently legitimate multimedia files. Beyond issues such as the design, effectiveness and functionality of the technology, this paper addresses the recently raised concern of societal impact, which refers to the influence, consequences, or effects, whether expected or not, that a particular action, policy, or technological advance has on society as a whole or on different segments of society. These impacts can be broad and multifaceted, encompassing economic, social, cultural, environmental and ethical dimensions, amongst others. Aim: The aim of this article is to take an exploratory look at the societal challenges and benefits associated with the use of digital steganalysis tools in cybercrime investigations in EU member states, adopting a dual mixed-methods perspective. Methods: First, a systematic review of the scientific literature published within 2017–2023, focusing on the societal dimension of steganalysis tools, including peer reviewed journal and conference papers on steganalysis and crime (N = 55) was carried out. For the second part of the paper, two nominal group discussions were conducted with experts from Law Enforcement Agencies (LEAs): the first on societal benefits (N = 7), the second on societal challenges (N = 6). These consensus-building discussions aimed to identify, quantitatively assess and rank the various challenges and potential social benefits associated with the use of digital steganalysis tools in police investigations. Results: Findings reveal a widespread oversight in addressing the social impact dimension by tool designers on academic papers, especially regarding societal acceptance issues. The expert-citizens argued for stakeholders and public awareness of both risks and benefits of steganalysis tools. Conclusions: This study highlights the current need to consider not only the technological aspects, but also the profound social dimension arising from the use of these tools, such as public awareness of cybercrime and the ethical design and use of digital crime investigation tools. Understanding and evaluating societal impacts is essential for making informed decisions, shaping policies, and addressing the needs and concerns of diverse stakeholders in various domains. This multidisciplinary approach is crucial to achieving a more balanced and comprehensive understanding of the impact of digital steganalysis tools in the field of digital criminal investigation. A wave of company law reform has swept across Europe and has now reached Denmark, where a proposal for a new combined companies act has been put forward and will soon enter the legislative process. In this article, the driving forces behind these reforms are explored. They are: the freedom to choose among the company law regimes of the European Union that follows from the case law of the EC Court of Justice; the demise of the doctrine of protection of capital; and the increasing insignificance of the distinction within company law between public and private limited companies. The main tenets of the Danish reform are: the introduction of a combined companies act to cover both the public and the private limited company; the possibility to choose between the main corporate governance models known in European company law, which, in combination with the possibility to use English at board meetings, the general meeting of shareholders and in public documents and accounts, should cater to the needs of crossborder business and investment; and a relaxation of the capital regime allowing limited companies more freedom in deciding the structure of their share capital and the distribution of control. In the framework of the mixed migration flows, the identification of the victims of trafficking in persons has become a delicate and challenging process, especially in the period 2015–2019, when the European Union experienced an unprecedented surge in migrant arrivals. Through a qualitative case study approach, the paper draws on interviews of street-level bureaucrats (Lipsky, 1980) responsible for the identification of potential or actual women victims of trafficking in persons within mixed migration flows2. The paper analyses how the European Union policies are implicated in the identification procedures adopted in Italy and to what extent a human rights-based and intersectional approach is applied in the Italian experience in 2015–2019. Issues related to the effective management of migration flows, including respect for the human rights of migrants and the prevention of discrimination for their treatment in terms of status, are closely intertwined with the process of early identification. The key findings were essentially threefold. First, a human rights-based approach – albeit with some critical issues – is applied during the identification procedures, as the multi-agency work is adopted as much as possible. Second, Italy did not completely implement some measures envisaged by the European Union policies, daunting early identification. Third, Italy seems to lack a comprehensive and coherent strategy, and policymaking is outsourced to a local policy network of agencies and institutions with their policy style. EU-US data transfers for health research remain a particularly thorny issue in view of the stringent rules of the EU General Data Protection Regulation (GDPR) and the challenges related to US mass surveillance programs, particularly the manner in which US law enforcement and national security agencies can access personal data originating from the EU. Since the entry into force of the GDPR, evidence of impeded collaborations is increasing, particularly in the case of sharing data with US public institutions. The adoption of a new EU-US adequacy decision in July 2023 does not hold the promise for a long-lasting solution due to the risks of being challenged and invalidated – yet again – at the Court of Justice of the EU. As the research community is calling for answers, the new proposal for a European Health Data Space regulation may hold a key to solving some of the existing issues. This paper seeks to draw a research agenda for unveiling the underlying bottlenecks and possibilities for improving the agricultural total factor productivity in the European Union (EU). To this aim, the paper first surveys the key challenges for the modern agricultural economy. Then, the case of the EU is discussed by looking at the convergence in the partial productivity indicators (including the GHG emission) and growth efficiency that relate to the gap in the total factor productivity growth. The results suggest that the EU member states exhibited growth inefficiency (i.e., a gap in the total factor productivity growth) of 5–9% on average during 2004–2021. The paper also discusses the possibilities to utilize the production theory for assessing the pathways towards improvements in the productivity and sustainability of the EU agriculture. Increasing global concern about climate change and the circular economy have successfully established itselves in international and national policies over the last decade, with the aim of reshaping the production and consumer behavior. The circular economy is one of the core pillars of European Union policy and its success depends on the energy efficiency, reducing production costs, and maintaining employment levels by ensuring continuous strong economic independency of the region. While crises are unavoidable and continue to appear, this paper aims to project the impact of any crisis on sustainability transitions using data analysis of the Global Financial crisis from 2008 to 2009 and discuss how the success of the circular economy implementation and environmental policies could be affected. The paper notes that the global financial crisis of 2008–2009 had a short-term positive impact on environmental degradation and that economic interests overshadowed environmental goals. Due to the recent events of the ongoing Russia and Ukraine war, COVID-19 societal and industrial behavior has shifted from sustainable to linear and has taken a step backward in reducing environmental pollution and achieving Sustainable Development Goals. Analysis of already present data and the context of the 2008–2009 global financial crisis, reviewing of COVID-19 impact on the global economy, health sector, and environmental policies allows us to predict the consequences, as it relates to the future of circular economy policy. Mediterranean Temporary Ponds (MTPs) are among the most precious habitats in the Mediterranean bioclimatic because they shelter extremely rare and isolated organisms from different taxa and are included in Annex 1 of the Habitat Directive under code 3170*. Nevertheless, their conservation is highly precarious to such an extent to be considered a disappearing ecosystem. To evaluate the perspectives of MTPs in the third millennium, we carried out a literature search, getting on the trail of the string "Mediterranean Temporary Ponds" to answer the following questions: is the focus of these research papers on MTPs sensu Habitat Directive? Do the research areas of investigation mirror the habitat distribution? Which are the main gaps in the issues analysed? Are all the components of the system considered? Our results highlighted the great interest of the scientific community in MTPs. However, it also brought out several problems and knowledge gaps related to the different features analysed: in many cases in which code 3170* is reported, it is just mentioned; the geographical distribution of the studied areas revealed gaps, particularly in the east Mediterranean and throughout the biogeographic regions; among the issues analysed a dearth of research papers related to the identification of the habitat and effects of climate change has emerged; the studies on the biotic components are strongly unbalanced on vascular plants and abiotic components, such as hydrology and water quality, are scarcely investigated. The transport sector contributes globally around 14% of the greenhouse gas emissions, and one-third to the European Union's. As an important economic sector, it requires an in-depth discussion, especially regarding environmental impacts. This paper focuses on transport-related life cycle assessment studies, as they are vital for the decision-making processes at various levels. We have framed our research on the requirements of the International organization for Standardization. We have given particular attention to the quality of life cycle assessment phases (goal and scope, inventory, life cycle impact assessment, and interpretation). We have explored 34 research and review papers, acquired from the Web of Science database. Furthermore, we have carried out a content scope analysis using Leximancer to determine and assess existing research areas and future trends. Results are represented via concept maps, giving a comprehensive overview of the life cycle assessment research in the transport. Our study indicates several incompatibilities with the standardised methodology. The findings suggest improvements in the methodological perspective. For example, system boundary represents a weakness in several studies as well as a comprehensive definition of goals or functional unit. Reliable and standardised studies are better-supporting decision-making process, leaving out any ambiguous understandings or manipulation of the results. A content analysis revealed most frequently discussed concepts, which were 'impact', 'transport', 'emissions', and 'carbon', suggesting existing research trends, and identifying research gaps, such as consumption-related topics. Climate hazards disrupt global value chains and business operations, leading to €52 billion in losses for the European Union in 2022 alone. In response to this escalating crisis, there is a need for corporate climate adaptation and resilience strategies (henceforth: CCAR) to effectively integrate climate risk challenges into strategic planning. Despite this urgency, there is a shortfall of research synthesising the drivers, strategies, and outcomes of corporate adaptation and resilience. Our study addresses this gap by conducting a systematic literature review to elucidate the academic status quo. From an initial dataset of over 3000 publications, we narrowed the sample to 66 papers, which specifically focus on these topics in the private sector. Grounded in this comprehensive review and regulatory observations, we delineate a CCAR typology to define the key elements required for a corporate approach to physical climate risks. This typology is translated into an actionable business adaptation framework, offering a clear path to begin the adaptation journey. Our in-depth content analysis contributes to the existing literature by identifying two main themes and several gaps: Current research covers the drivers, detailing why companies embark on such initiatives. Another stream focuses on how companies adapt, examining strategies to overcome these climate risks. However, work on the effectiveness and outcomes thereof is scarce. This paper evaluates drivers of personal overindebtedness in the European Union. Overindebtedness gives rise to poverty, social exclusion, and other serious social problems. However, the European Union has not adopted a common definition of overindebtedness. This paper explores whether tax policy, indicators of economic freedom, and macroeconomic traits such as the debt to gross domestic product ratio can explain private indebtedness. Sparsity-inducing regression methods applied to data from 27 European Union countries from 2013 to 2020 isolated two predictors that reduce household debt and two predictors that increase it. The level of social contributions and the overall tax burden are associated with lower private debt. Financial freedom and the ratio of public debt to gross domestic product elevate private debt. These are the only four predictive variables among 17 to attain statistical significance under all four regression methods deployed in this study. In response to the urgent environmental and social challenges posed by mining operations, this paper introduces the Mining Area Sustainability Index (MASI), a novel framework aimed at transforming the mining sector towards sustainable practices. Mining activities have historically led to significant environmental degradation, including water contamination and habitat destruction, contributing to climate change and biodiversity loss. These activities also have profound social implications, such as displacing communities, endangering health, and distributing economic benefits inequitably, often leaving local communities in developing countries marginalized. Recognizing these challenges, this paper outlines the consolidation and standardization in sustainability reporting within the mining sector as a pivotal development. The introduction of international standards by the International Sustainability Standards Board (ISSB) and the European Union's European Sustainability Reporting Standards (ESRS) marks significant strides towards enhancing transparency, accountability, and sustainability across mining operations. Furthermore, the concept of double materiality, assessing both financial and social impacts of mining, represents an advancement in comprehending the broader societal impacts of mining alongside its environmental and economic effects. MASI emerges as a comprehensive tool designed to assess the sustainability of mining areas, offering a nuanced understanding of mining activities' impacts on local environments, societies, and economies. By focusing on localized, community-centric evaluations, MASI aims to fill existing gaps in sustainability assessment and provide a reference for local residents to gauge the sustainability of their surroundings. This systematic literature review aimed to provide updated information on lifelong learning in educational research by examining theoretical documents and empirical papers from 2000 to 2022. This review sought to identify concepts, theories, and research trends and methods linked to lifelong learning in educational research in different countries. Our review findings showed that theoretical papers, such as reports, policies, and concepts of lifelong learning, are generally much more extensive than empirical studies. Word cloud analysis revealed that the most prominent concepts were lifelong learning skills, lifelong learning competencies, and the three types of lifelong learning (formal, nonformal, and informal). Following the inductive analysis, this study investigated three common research trends: conceptual framework or policies of lifelong learning, lifelong learning abilities, and influencing factors of lifelong learning and/or lifelong learning abilities. Regarding methodology, this study identified only three studies that used mixed methods, which is insufficient in the field. In addition, heterogeneity was also observed between research instruments in lifelong learning. Different data analysis techniques can be applied in this field, including content analysis, descriptive analysis, and inferential analysis. Finally, the participants involved in the examined studies were students, primary and secondary school teachers, undergraduates, postgraduates, student teachers, European Union Lifelong Learning experts, young adults, teacher educators, administrators, and academic staff. In a world where Artificial Intelligence (AI) is pervasive, humans may feel threatened or at risk by giving up control to machines. In this context, ethicality becomes a major concern to prevent AI systems from being biased, making mistakes, or going rogue. Requirements Engineering (RE) is the research area that can exert a great impact in the development of ethical systems by design. However, proposing concepts, tools and techniques that support the incorporation of ethicality into the software development processes as explicit requirements remains a great challenge in the RE field. In this paper, we rely on Ontology-based Requirements Engineering (ObRE) as a method to elicit and analyze ethicality requirements ('Ethicality requirements' is adopted as a name for the class of requirements studied in this paper by analogy to other quality requirements studied in software engineering, such as usability, reliability, and portability, etc. The use of this term (as opposed to 'ethical requirements') highlights that they represent requirements for ethical systems, analogous to how 'trustworthiness requirements' represent requirements for trustworthy systems. To put simply: the predicates 'ethical' or 'trustworthy' are not meant to be predicated over the requirements themselves). ObRE applies ontological analysis to ontologically unpack terms and notions that are referred to in requirements elicitation. Moreover, this method instantiates the adopted ontology and uses it to guide the requirements analysis activity. In a previous paper, we presented a solution concerning two ethical principles, namely Beneficence and Non-maleficence. The present paper extends the previous work by targeting two other important ethicality principles, those of Explicability and Autonomy. For each of these new principles, we do ontological unpacking of the relevant concepts, and we present requirements elicitation and analysis guidelines, as well as examples in the context of a driverless car case. Furthermore, we validate our approach by analysing the requirements elicitation made for the driverless car case in contrast with a similar case, and by assessing our method's coverage w.r.t European Union guidelines for Trustworthy AI. This paper empirically tests the two competing hypotheses regarding the relationship between competition and stability: the competition-fragility hypothesis and the competition-stability hypothesis. The banking sector stability is proxied with the estimated Z-score, which provides a measure of overall bank stability. Two different measures are used to represent bank competition: the Herfindahl–Hirschman Index (a specific measure of market concentration) and the Boone indicator (which measures competition from an efficiency perspective). Using data from the Moody's Analytics BankFocus database and the World Bank Global Financial Development database, the paper applies panel estimations to a relatively large panel, including 784 relevant banks from all 27 European Union countries, between 2006 and 2021. The main findings overall confirm the validity of the competition-fragility hypothesis. Moreover, the results obtained for two specific European Union countries, Germany and France, highlight some specific differences, particularly regarding the effects of bank market concentration and the responses to the crises that affected the European Union banking institutions over the considered period. The findings of this paper reinforce the relevance of the policy maker's role and indicate, for example, that bank market competition in the European Union is probably already sufficiently high and should not be reinforced, as overall, the increase in bank competition seems detrimental to the stability of European Union banking institutions. This White Paper results from the collaboration of Design for All (DfA) and e-Accessibility expert bodies representing the European Union member states [ref: the coordination centres of the national European Design for All e-Accessibility network (EDeAN) in 23 European Union Member States, in this document referred to as NCCs]. The objectives of this White Paper are threefold: (1) to present the current state of affairs of EDeAN, active since 2002 as part of the European Commission’s action line supporting the development of the European Information Society; (2) to outline a roadmap for future initiatives, actively reflecting views of the EDeAN network in specific domains related to DfA, e-Accessibility and e-Inclusion; and (3) to bring forward a set of suggestions and recommendations regarding the activities of the network, aiming to support the creation of a fully inclusive European Information Society. The paper is organised as follows: Section 1 provides a short introduction to DfA and Accessibility in Information Society (IS) and Information Society Technology (IST) developments in Europe. Section 2 provides an overview of policy as well as R&D activities related to DfA and accessibility in IST in Europe. Section 3 briefly describes the role of EDeAN and the new challenges that emerge as a result of the changing European policy environment. Section 4 presents current challenges that emerge in five domains directly related to DfA and accessibility, such as policy and legislation, industry, monitoring and evaluation—benchmarking, standardisation, R&D, and education and training. Finally, Sect. 5 puts forward a number of recommendations with regard to future activities for EDeAN. The contents of this paper reflect results from the open discussion forums supported in the EDeAN website (ref: EDeAN Special Interest Groups, SIGs). Paper and cardboard for food packaging are non-inert materials that can transfer chemical compounds by migration into food. Phthalates, namely dibutyl phthalate (DBP), diisobutyl phthalate (DIBP), bis(2-ethylhexyl) phthalate (DEHP) and 2,6-diisopropylnaphthalene (DIPN) are some of the compounds that can migrate into food. In this study, 7 dry foods [wheat flour (2), powdered chocolate (2), cornstarch, toast and biscuit] in paper packaging were evaluated for the presence of DBP, DIBP, DEHP and DIPN by gas chromatography coupled with mass spectrometry (GC-MS). Only two food samples (powdered chocolate and toast) did not contain any of the studied substances. In the other dry food samples, 1, respectively 2 of the investigated phthalates were detected. DEHP was found in the highest concentration (ranging from 1.56 to 3.85 mg kg− 1), followed by DIBP (ranging from 0.36 to 1.51 mg kg− 1). The values exceeded the migration limits established by Mercosur and European Union legislation by 2.5 to 5 times, indicating the need to improve process control and to adopt stricter good manufacturing practices, in order to avoid exposure of the population to these substances. Chinese foreign direct investment (FDI) has been exacerbating fears in the European Union (EU) by being concentrated in strategically important sectors. To address worries about Chinese investments with efficient policies and to identify wanted and unwanted investments, it is crucial to understand the determinants of Chinese FDI flows to the EU. This paper employs panel data analysis to investigate these determinants, using data from between 2005 and 2018. Results show that market growth, political stability, corruption control, and trade relations are not statistically significant. However, the number of patent applications in the host country has a positive significant impact on Chinese FDI inflows, while FDI restrictions have a significant negative impact. Results of this paper indicate that the EU's recent FDI policy is targeting Chinese investments from the right angle and its screening mechanism, with improvements, can become the most efficient tool to handle Chinese investments in the bloc. Drawing upon French philosophy, this study offers a novel empirical and conceptual understanding of the newly launched European Universities Initiative. In 2019, higher education institutions across the European Union created 17 new alliances as part of the first pilot phase of the initiative. This is an experiment in European and global higher education. This paper offers a conceptual contribution to the field of higher education studies, making use of a rhizomatic analysis to explore how university alliances build what the European Commission refers to as the 'European universities of the future.' Based on the conceptual reflection and findings from a small-scale empirical study, this paper concludes that the alliances within the European Universities Initiative rely on pre-existing higher education and research partnerships while at the same time experimenting to foster a diversity of institutional forms to achieve the ambitious goal of creating 'European Universities.' While the EU is working toward the implementation of the world's first Carbon Border Adjustment (CBA) Mechanism, a gap remains between the ways in which carbon leakage and CBAs are discussed in policy spheres and economic evidence on these topics. The aim of this paper is to bridge this gap by presenting the EU's policy context, systematically reviewing the economic literature on carbon leakage and CBAs, and discussing potential future research avenues. Three channels of leakage are identified in our literature review: the competition, energy and innovation channels. The main finding of this paper is that while the competition channel is well understood and taken into account by policymakers, the energy and innovation channels are generally not considered. Big digital companies have become key elements in economy, communication, education, and politics in 21st century societies. The neutral ideology in their digital platforms, applications, and services, as well as the exponential growth in their activities can be used by world superpowers —especially the United States and China— to implement geostrategical operations, massive social manipulation or influence democratic processes with the objective of increasing their power and dominance over other nations. The aim of this paper is to state the different strategies of digital expansionism performed by the United States and China, and, additionally, to showcase the negative consequences of these strategies on the population and democracies of the European Union. The first section of this paper will define the concepts of digital sovereignty and digital expansionism as well as their importance in 21st century geopolitics. Next, the important role that big digital companies have on digital expansionism will be analysed, and the usage of digital authoritarianism and digital instrumentarianism performed by the United States and China will be further examined. Finally, the negative consequences of the implementation of these methods in the democratic systems of the European Union will be analysed, as well as what possible solutions there might be for said consequences. Nowadays, the cosmetics industry has developed a strong interest in applying nanotechnology. A significant number of cosmetic products such as lipstick, sunscreen, anti-aging, cleansers, and perfume contain nanomaterials or nanocarriers and are readily available in the market. Scientific studies have raised justified concern over the potential hazards associated with the penetration of nanoparticles through the skin barrier, which renders the need for precaution. Nanolabels enable consumers to take precautions by making an informed decision and protecting the susceptible group of the population. This paper analyses the necessity of nanolabelling for nanocosmetics in the EU and Malaysia. Reference is made to the nanocosmetics labelling framework in the European Union with special reference made to France and the nanocosmetics framework in Malaysia. It adopts doctrinal analysis by examining the legislation regulating nanocosmetics in Malaysia which is among others in the Guidelines for Control of Cosmetic Products in Malaysia (2nd Edition) effective from 1 August 2022. This paper delves into the complexities of global AI regulation and governance, emphasizing the socio-economic repercussions of rapid AI development. It scrutinizes the challenges in creating effective governance structures amidst the AI race, considering diverse global perspectives and policies. The discourse moves beyond specific corporate examples, addressing broader implications and sector-wide impacts of AI on employment, truth discernment, and democratic stability. The analysis focuses on contrasting regulatory approaches across key regions—the United States, European Union, Asia, Africa, and the Americas and thus highlighting the variations and commonalities in strategies and implementations. This comparative study reveals the intricacies and hurdles in formulating a cohesive global policy for AI regulation. Central to the paper is the examination of the dynamic between rapid AI innovation and the slower pace of regulatory and ethical standard-setting. It critically evaluates the advantages and drawbacks of shifting regulatory responsibilities between government bodies and the private sector. The paper uses a variant of the Revealed Comparative Advantage index to examine comparative advantages of the European Union (EU) countries in 254 research areas and their development from 1998 to 2018, focusing mostly on the split into the old and new EU members and their convergence. The results confirm that there has been convergence inside the groups as well as between the groups. EU researchers from different countries now publish papers in more similar research areas and the countries' research-area mix is more coherent than before. The EU has increased its comparative advantage in the majority of research areas in the field of Science and in almost all research areas in Social Sciences and Arts and Humanities in the last two decades. On average, the growth has been faster in new members than in old members. This paper aims to test the pollution haven hypothesis within the European Union (EU), especially among newcomer countries, through the participation in global value chains (GVCs). The study used a combination of multiregional input–output method and multilevel mixed econometric analysis to investigate the relationship between global value chain trade flows, foreign direct investment flows, energy consumption, and carbon emissions across countries, sectors, and time. The study tested both the "pollution haven" and "pollution halo" hypotheses and found a non-linear relationship between foreign capital flows and carbon emissions, which became less relevant after the economic integration process. The results suggest the existence of a pollution haven in Europe. Although Eastern economies still exhibit problematic issues in relation to pollution control, they have made significant progress in reducing their emissions intensity. The last decade has witnessed an increasing proliferation of measures and strategies included in Italian and EU legislation to speed up the procedure for recognizing international protection, implicitly emptying it of its protective capacity. The contribution, part of ethnographic research that started in 2012 and is still in progress, intends to analyze how the use of time as a tool to govern contemporary migration flows acts differentially in terms of time spent, the time allowed, and time available, considering the different actors involved in determining its rhythm (Jacobsen and Karlsen, 2021; Della Puppa and Sanò in Studi Emigrazione, 220, 2020, in Journal of Modern Italian Studies, 26(5), 503–527, 2021; Rozakou, 2021). The paper will be composed of two parts: in the first one, through the presentation of a life story, the impact on migrants' experiences and emotional reactions to this unilateral determination of time dictated by policies and regulations will be problematized. The second part aims to examine the rationality of these procedures and assess their impact on the provisions in the broader legal framework. It seems interesting to investigate how control over time and through time (Tazzioli in Political Geography, 64, 13–22, 2018) is configured as a "specific modality of relations between parts of the world" (Fabian, 2021: 75), particularly how the "temporal architectures" (Sharma, 2014) enacted by Italy and the European Union have been codified in the law and governance policies of the current migration flow, and how migrants experience and endure these policies. The European Green Deal and similar strategies seek to improve sustainability of the agricultural sector via public support programmes. It is important to assess the costs of sustainable energy use in agriculture by exploiting the shadow price approach. However, the earlier literature often ignored the fact that shadow price analysis may be sensitive to the assumed direction of optimization. This paper seeks to disentangle the major patterns in energy-related greenhouse gas (GHG) emission performance in the selected European Union countries by assuming different optimization directions. The country-level data are used to construct the environmental production technology by means of the data envelopment analysis. The different directional output distance functions (aggregate, unit and radial) for the weak disposability data envelopment analysis models are used to quantify the shadow prices of the energy-relevant GHG emission and construct the marginal abatement cost curves. Despite the negative externalities on the environment and human health, today's economies still produce excessive carbon dioxide emissions. As a result, governments are trying to shift production and consumption to more sustainable models that reduce the environmental impact of carbon dioxide emissions. The European Union, in particular, has implemented an innovative policy to reduce carbon dioxide emissions by creating a market for emission rights, the emissions trading system. The objective of this paper is to perform a counterfactual analysis to measure the impact of the emissions trading system on the reduction of carbon dioxide emissions. For this purpose, a recently-developed statistical machine learning method called matrix completion with fixed effects estimation is used and compared to traditional econometric techniques. We apply matrix completion with fixed effects estimation to the prediction of missing counterfactual entries of a carbon dioxide emissions matrix whose elements (indexed row-wise by country and column-wise by year) represent emissions without the emissions trading system for country-year pairs. The results obtained, confirmed by robust diagnostic tests, show a significant effect of the emissions trading system on the reduction of carbon dioxide emissions: the majority of European Union countries included in our analysis reduced their total carbon dioxide emissions (associated with selected industries) by about 15.4% during the emissions trading system treatment period 2005–2020, compared to the total carbon dioxide emissions (associated with the same industries) that would have been achieved in the absence of the emissions trading system policy. The paper explores the role of the European Union (EU) in the war in Ukraine, from the run-up of the war to its impact on the EU's future structure and functions, within Europe and globally. It begins with an account of the condition of the EU before the war, which it describes as overextended and stagnant with respect to the EU's proclaimed finalité, the "ever closer union of the peoples of Europe." Next, it recounts the use of the EU in early American attempts to include Ukraine in the East European enlargement of NATO, with EU membership as a reward for Ukrainian Westernization. To the EU leadership, this presented an opportunity to revive older, by then largely failed attempts at supranational unification and centralization, by offering to the United States to serve as its transatlantic base for its Ukrainian strategy. Following this, the paper explores the consequences for the EU and its stronger member states of the impending American withdrawal from the Ukrainian war theater, as the US turns to its conflict with China. The final section discusses the conditions under which Europe, the European states, and the EU can hope for some kind of strategic and political autonomy in the emerging new New World Order. Public debt and its development are key questions of public sector economics and fiscal policy. This paper uses the Synthetic Control Method to study how different large-scale steps of European integration and the establishment of the EU fiscal framework have affected government debt in EU Member States. The results point to a notable debt-restricting effect of EU membership and the introduction of the Stability and Growth Pact for a large majority of the studied country groupings as well as for individual countries. This paper conducts a comparative analysis of data governance mechanisms concerning the secondary use of health data in Taiwan and the European Union (EU). Both regions have adopted distinctive approaches and regulations for utilizing health data beyond primary care, encompassing areas such as medical research and healthcare system enhancement. Through an examination of these models, this study seeks to elucidate the strategies, frameworks, and legal structures employed by Taiwan and the EU to strike a delicate balance between the imperative of data-driven healthcare innovation and the safeguarding of individual privacy rights. This paper examines and compares several key aspects of the secondary use of health data in Taiwan and the EU. These aspects include data governance frameworks, legal and regulatory frameworks, data access and sharing mechanisms, and privacy and security considerations. New multimodality imaging systems bring together anatomical and molecular information and require the competency and accreditation of individuals from both radiology and nuclear medicine. This paper sets out the positions and aspirations of the European Society of Radiology (ESR) and the European Association of Nuclear Medicine (EANM) working together on an equal and constructive basis for the future benefit of both specialties. ESR and EANM recognise the importance of coordinating working practices for multimodality imaging systems and that undertaking the radiology and nuclear medicine components of imaging with hybrid systems requires different skills. It is important to provide adequate and appropriate training in the two disciplines in order to offer a proper service to the patient using hybrid systems. Training models are proposed with the overall objective of providing opportunities for acquisition of special competency certification in multimodality imaging. Both organisations plan to develop common procedural guidelines and recognise the importance of coordinating the purchasing and management of hybrid systems to maximise the benefits to both specialties and to ensure appropriate reimbursement of these examinations. European multimodality imaging research is operating in a highly competitive environment. The coming years will decide whether European research in this area manages to defend its leading position or whether it falls behind research in other leading economies. Since research teams in the member states are not always sufficiently interconnected, more European input is necessary to create interdisciplinary bridges between research institutions in Europe and to stimulate excellence. ESR and EANM will work with the European Institute for Biomedical Imaging Research (EIBIR) to develop further research opportunities across Europe. European Union grant-funding bodies should allocate funds to joint research initiatives that encompass clinical research in diagnostic imaging in conjunction with research in mechanical and electronic engineering, informatics and biostatistics, and epidemiology. There is increasing recognition of the wicked nature of the intertwined climate, biodiversity and economic crises, and the need for adaptive, multi-scale approaches to understanding the complexity of both the problems and potential responses. Most science underpinning policy responses to sustainability issues, however, remains overtly apolitical and focussed on technical innovation; at odds with a critical body of literatures insisting on the recognition of systemic problem framing when supporting policy processes. This paper documents the experience of implementing a mixed method approach called quantitative story-telling (QST) to policy analysis that explicitly recognises this normative dimension, as the methodology is part of a post-normal science (PNS) toolkit. The authors reflect on what was learnt when considering how QST fared as a tool for science–policy interaction, working with European Union (EU) level policy actors interested in sustainable agriculture and sustainable development goal 2. These goals—also known as UN Agenda 2030—are the latest institutionalisation of the pursuit of sustainable development and the EU has positioned itself as taking a lead in its implementation. Thus, the paper illustrates our experience of using PNS as an approach to science policy interfaces in a strategic policy context; and illustrates how the challenges identified in the science–policy literature are amplified when working across multiple policy domains and taking a complex systems approach. This paper examines gender (in)equality in the European Union and the EU countries across six core life domains, 'Work & Money', 'Knowledge', 'Power', 'Health', 'Safety, Security & Trust', and 'Life Satisfaction', for the period 2010–2018. The paper advocates a non-parametric (Benefit-of-the-Doubt) frontier estimation approach for estimating gender inequality across these six domains. The results reveal considerable differences across the domains with larger gender inequalities towards women being observed in the domains 'Power' and 'Work & Money'. However, overall, gender gaps seem to have decreased over the years. By 2018, results indicate a situation of (near) gender equality in four of the six domains in the European Union. At the level of the Member States, results show a geographical pattern with northern countries being more gender-equal and attaining higher achievement scores across the domains, followed by western and then southern countries. This paper provides a historical overview regarding the emergence, development and deepening of divergences between the European Union (EU) and the People's Republic of China (China) in reducing global aviation emissions. It focuses on their divergences on three specific issues, i.e. under which framework to tackle global aviation emissions, whether and how to reflect the Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC) principle in the design and implementation of the global market-based measures (MBMs) for international aviation and which role the International Civil Aviation Organization (ICAO) should play in offsetting these emissions. Besides, this paper explains the driving forces behind these divergences by examining both normative and economic-related factors, which have formed different stances of both sides. From a Chinese perspective, considerations about the issues of state sovereignty, fairness regarding burden sharing in tackling climate change, the development of China's aviation and aircraft manufacturing and its limited capability in promoting the large-scale SAF deployment help explain its hardline stance on reducing global aviation emissions. As for the EU, perceptions of its leading role in the global climate governance and the CBDR-RC principle, the targets of strengthening the EU ETS role in the global carbon market, and the competitiveness of the European airlines are underlying reasons behind its attempt to include the international aviation under its ETS. Moreover, the EU member states' support to the ICAO can be explained through the conformity between the emissions offsetting objectives under this organisation and the EU's current climate policies. In this paper, we introduce the special issue on Financial and Institutional Reforms for an Entrepreneurial Society in Europe. There are many reasons for Europe to want to make the transition to a more Entrepreneurial Society. And for decades now, policy makers are trying to bring that transition about with variations on the Beducate, deregulate and finance^ approach to entrepreneurship. We argue that more fundamental reforms are required to improve the entrepreneurial ecosystem and bring about this transition. We then discuss the 12 contributions that pertain to five different facets of the entrepreneurial ecosystem. The first two papers address the most fundamental institutional foundations of the ecosystem. The next three papers discuss the (lack of) access to knowledge and incentives to start innovative entrepreneurial ventures. That is followed by three papers that focus on the institutions that (fail to) channel financial resources to such ventures and two papers that analyze the relevance of labor market institutions. This paper explores political drivers and policy process of the reform of the framework for Artificial Intelligence regulation and governance in the European Union (EU). Since 2017, the EU has been developing an integrated policy to tighten control and to ensure consumer protection and fundamental rights. This policy reform is theoretically interesting, raising the question of which conceptual approaches better explain it, and it is also empirically relevant, addressing the link between risk regulation and digital market integration in Europe. This paper explores the policy reform mainly by using two case study methods—process tracing and congruence procedure—using a variety of primary and secondary sources. It evaluates the analytical leverage of three theoretical frameworks and a set of derived testable hypotheses concerning the co-evolution of global economic competition, institutional structure, and policy preferences of domestic actors in shaping incremental approach to AI regulation in the EU. It is argued that all three are key drivers shaping the reform and explain the various stages of the policymaking process, namely problem definition, agenda-setting, and decision-making, as well as the main features of the outcome. Background: To curb human-made carbon-dioxide emissions, the European Union will introduce carbon pricing for buildings and transport in 2027. Central and East European (CEE) countries are pressured to embark on ambitious decarbonization pathways leading to carbon-neutral economies by 2050. This paper is the first to investigate the public acceptance of and the willingness to pay (WTP) for a carbon tax in a CEE country, Hungary. It analyzes the support-increasing effects of five revenue-recycling mechanisms (tax cuts, green spending, support for poor households, funding for health care and education, and debt reduction), a wider range than covered in previous studies. A national face-to-face survey of 3013 adults on public attitudes to climate change, conducted in summer 2022, is the main method of data collection. This is combined with secondary analysis of related statistics and documentary analysis of relevant materials. Results: The results show low public acceptance, with only a modest increase from 20.3% to 27.3% due to revenue recycling. This is accompanied by low WTP values and WTP increases. All these are lower than those found in Western surveys. A novel empirical result is the relative popularity of public health care and education in revenue recycling, though differences in revenue-recycling preferences are apparent between those who accept a carbon tax even without a redistribution mechanism and those who are willing to pay only if redistribution is included. Green spending also performed relatively well, while supporting the poor fared less well, albeit with relatively high WTP values. Reducing taxes and public debt were the least likely to instigate carbon-tax acceptance. Conclusions: The results highlight the importance of carefully assessing the distributional impact of implementing carbon pricing mechanisms and thoroughly integrating social considerations into climate policy. Based on this, as well as the analysis of the social conditions and political economy of climate policy development in Hungary, policies—such as a gradually increasing carbon tax, social cushioning, legal earmarking of carbon-tax revenues, and policy bundling—are proposed to make carbon pricing socially tolerable and politically acceptable. In recent years, the European Union has made considerable efforts to develop dedicated strategies and policies for the governance of robotics and AI. An important component of the EU's approach is its emphasis on the need to mitigate the potential societal impacts of the expected rise in the interactive capacities of autonomous systems. In the quest to define and implement new policies addressing this issue, ethical notions have taken an increasingly central position. This paper presents a concise overview of the integration of this ethics narrative in the EU's policy plans. It demonstrates how the ethics narrative aids the definition of policy issues and the establishment of new policy ideas. Crucially, in this context, robotics and AI are explicitly understood as emerging technologies. This implies many ambiguities about their actual future impact, which in turn results in uncertainty regarding effective implementation of policies that draw on the ethics narrative. In an effort to develop clearer pathways towards the further development of ethical notions in AI and robotics governance, this paper understands human-robot interaction (HRI) research as a field that can play an important role in the implementation of ethics. Four different complementary pathways towards ethics integration in (HRI) research are proposed, namely: providing insights for the improvement of ethical assessment, further research into the moral competence of artificial agents, engage in value-based design and implementation of robots, and participation in discussions on building ethical sociotechnical systems around robots. Studies on immigrant fertility typically compare immigrants and natives or different migrant groups at the same destination but rarely immigrants of the same origins in different destination countries. In this paper, we look at immigrants from multiple origins in multiple destination countries simultaneously, using the European Union Labour Force Survey to compare female immigrants from ten areas of origin in eight destination countries in Europe. Our results indicate a strong origin effect. However, they also suggest that when women migrate to a context where the fertility norm is different from that in their origin, they adjust their behaviors accordingly, which indicates that policy and normative context play an important role in shaping migrants' fertility. From a policy perspective, this is important because it suggests that the fertility of immigrant women, who are exposed to different norms and normative contexts, can resemble that of native women at the destination. Our findings contribute to strengthening the role of destination in shaping fertility behavior and highlighting the importance of looking at all the possible combinations of immigrants coming from and going to different fertility regimes. This paper examines the effectiveness of the sanctions imposed by the European Union and the G7 on Russian oil and their impact on the Russian economy and the developments of the war in Ukraine. The main questions in the paper revolve around Moscow's strategies and policies to evade these oil sanctions and the extent to which they have mitigated the impact of the sanctions on Russia. The paper argues that oil sanctions were not able to inflict sufficient economic pain to push Russia to change its policy toward the war in Ukraine, where the Russian economy's dependence on European oil importers was not a crucial factor in the success of the sanctions. Additionally, the paper contends that the time factor was in Russia's favor, as delaying the oil sanctions allowed Russia time to prepare for the circumvention of sanctions. [ABSTRACT FROM AUTHOR]

The Global Navigation Satellite Systems (GNSS), including the US's GPS, China's BDS, the European Union's Galileo, and Russia's GLONASS, offer real-time, all-weather, any-time, anywhere and high precision observations by transmitting L band signals continuously, which have been widely used for positioning, navigation and timing. With the development of GNSS technology, it has been found that GNSS-reflected signals can be used to detect Earth's surface characteristics together with other signals of opportunity. In this paper, the current status and latest advances are presented on Global Navigation Satellite System-Reflectometry (GNSS-R) in theory, methods, techniques and observations. New developments and progresses in GNSS-R instruments, theoretical modeling, and signal processing, ground and space-/air-borne experiments, parameters retrieval (e.g. wind speed, sea surface height, soil moisture, ice thickness), sea surface altimetry and applications in the atmosphere, oceans, land, vegetation, and cryosphere are given and reviewed in details. Meanwhile, the challenges in the GNSS-R development of each field are also given. Finally, the future applications and prospects of GNSS-R are discussed, including multi-GNSS reflectometry, new GNSS-R receivers, GNSS-R missions, and emerging applications, such as mesoscale ocean eddies, ocean phytoplankton blooms, microplastics detection, target recognition, river flow, desert studies, natural hazards and landslides monitoring. Background: The main goal of the paper is to define the level of energy efficiency in the economies of selected countries in the Balkan region that have opted for the EU Green Deal, a circular economy, and a transition to carbon neutrality. Energy efficiency, as a determinant of carbon neutrality, was selected as an indicator for analysis because it records particularly unfavorable indicators in the region under observation. The research was carried out on a sample of seven Balkan countries and their surrounding areas. An initial qualitative analysis was followed by a quantitative analysis based on a combination of statistical methods and soft computing. Six indicators were selected for the analysis covering a period of 30 years (1990–2020). Results: A significant obstacle to the green transition and the region's transition to a circular economy and carbon neutrality is energy efficiency and energy related pollution—the reliance of most countries on coal-fired thermal power plants for electricity generation. The research results showed the following: (a) the degree of economic development and membership in the European Union are not significantly related to the level of energy efficiency; (b) most of the sampled countries are in the initial stages of introducing activities to achieve carbon neutrality; and (c) only Slovenia has documented consistent indicators and evident advancements in its efforts to achieve carbon neutrality. Based on the research findings, proposals for improvements were made in the direction of policymaking and in a methodological sense. Conclusions: The implementation of circularity and carbon neutrality as a long-term goal of the European Union is not necessarily related to the level of economic development, nor can its trajectory be exclusively ascertained by means of data processing and monitoring. A more precise understanding of a carbon-neutral future can be achieved through the incorporation of qualitative data to a greater extent, a realistic evaluation of historical facts and their repercussions, as well as projections of the effects that reality and global developments after 2022 will have on each country.
