Scientists and diplomats have significant differences in professional skills, activity time and work content, but they should work together. With the deepening impact of science and technology (S&T) on socio-economic development and international relations, S&T has become a crucial component of national strategies, particularly for diplomacy. There is a need for scientific evidence and advice, meaning that mastering more knowledge and skills in S&T would be helpful in negotiations. This paper analyses the ideas of S&T diplomacy, including a review of its 40-year history in China, its definition (with detailed connotations) and its characteristics. The paper focuses on the significant role of people-to-people communication in S&T, which may inform future work. Five suggestions are given to strengthen the strategic planning of S&T diplomacy: (1) A more clarified, strategic goal of future-oriented S&T diplomacy is required; (2) It is important to build a theoretical system for China to describe S&T diplomacy; (3) The creation of a global S&T cooperation map that adapts to the new type of international relations would be valuable; (4) Fairness and justice shall be maintained, while a reform of the global S&T governance system is promoted; (5) It is a must to adhere to bottom-line thinking and strengthen risk prediction and emergency responses. State capitalism is experiencing a revival as a term to capture the current capitalist constellations and departures from neoliberalism. Unlike, neoliberalism, however, the term state capitalism has a long history reaching back to the age of imperialism in the late 19th century. Although state capitalism has been used as a prerogative term by Marxists, liberals, and neoliberals alike, it has served as a programmatic label for developmentalist and neomercantilist projects in reaction to imperialism in the periphery. This paper argues that we need to bring the intellectual history of state capitalism into the 'new state capitalism' debate. China has played a major role in the revival of state capitalism in the social sciences, but the long history of China's engagement with state capitalism as a concept and program dating back to the late Qing reformers has been overlooked for the most part. State capitalism is by no means new to China, from Liang Qichao, Sun Yatsen, and Mao Zedong to Deng Xiaoping, the idea that China had to create a modern nation-state and industrial capitalism in the name of economic progress and to get ahead in the global competition is a recurring theme. What is new is that for the first time, the ambition to use state capitalism as a means to catch up with the West is bearing fruits in ways that could undermine the predominance of Western economies. The paper collaboratively probes the diachronic, cultural and psychological resources inherited from the classical heroic myth of China, Kuafu Chases after the Sun. With the conceptual system of Analytical Psychology and Chinese culture, starting with ancient mythological texts, the authors carry out studies on three dimensions of the historical and contemporary images of Kuafu, the conscious and unconscious contents, and the collective and the individual psyche. First, the paper explores the collective representations of consciousness based on ancient and modern works of art, reviews and cultural phenomena. Second, on collective and cultural unconscious symbols, Kuafu is a heroic archetypal image, and there are four dynamic images from change to transformation. Third, the exploratory study of a case with Sandplay Therapy finds the projection and emergence of the Kuafu myth for individual consciousness is of great clinical value for helping the client experience and transform their psychological conflicts. This paper provides a framework for China's gradual global integration. From historical exclusion, China became initially and partly incorporated to the world in the 1950s and 1960s while ignored by most of the countries. A quantitative breakthrough in the 1970s has led to a universal recognition, still formal and restricted throughout the 1980s and 1990s, making China a great power by the early twenty-first century. China's rise and gradual integration in the international community is interpreted here based on Marx's theory of ownership and Professor Charles Taylor's theory of recognition. Both regard status as a property which is an outcome not just of a unilateral individual claim but of multilateral social relations. Adapted to the international society, these theories underscore China's global integration. Therefore, China is now entitled to, and capable of, playing a more active and, moreover, leading global role, not just because of its unilateral claims and remarkable achievements, but also, and perhaps much more, because of its multilateral recognition—not in the formal diplomatic sense—of China's entitlement and capabilities of doing it. Also, in addition to joining, and occasionally heading, international organisations, China introduced its One Belt One Road initiative as a unique contribution of a model for the West, and especially for less-developed countries. While it is post-Mao China's domestic reform which attract most international attention and are regarded a revolutionary breakthrough with the past, the real and most innovative breakthrough is China's integration in the world. During the autumn of 1949, Hannah Arendt completed the manuscript of The Origins of Totalitarianism. On 1 October of the same year, the People's Republic of China was founded under the leadership of Mao Zedong. This article documents Arendt's claim in 1949 that the prospects of totalitarianism in China were 'frighteningly good', and yet her ambivalent judgment, on the eve of the Cultural Revolution, about the totalitarian character of the Maoist regime. Despite being the premier theorist of totalitarian formations, Arendt's interest in China was half-hearted and her analysis often wildly inaccurate. The concern of this paper, however, is less with the veracity of her remarks, than with a counterfactual question. If Arendt had known what we know now, would she have considered Maoist China to be a totalitarian regime? Put another way: to what extent is our modern picture of Mao's regime consistent with Arendt's depiction of the Soviet Union under Stalin or Germany under Hitler? While Arendt got many of her facts wrong, her theory of totalitarianism -- as shapeless, febrile, voracious of human flesh, and endlessly turbulent -- was in good measure applicable to Mao's regime, even though she failed to recognize it. The past is continuously reinterpreted to serve the interests of the present. Over the last two centuries of turbulent Chinese history, the past has been redefined through narratives and categorisations. How does the party-state manage the diversity and complexity of China's past, and what implications does this have for state–society relations in China? Based on a case study of China's adoption of the Intangible Cultural Heritage Convention, this article argues that the Chinese party-state creates "infrastructures of memory," which enable it to actively manage China's diverse past through selective institutionalisation. This process creates a "cognitive map" of tangible and rationalised relations and boundaries between vernacular memories as interpreted by the state. Although this map is to shape and direct Chinese collective memory and identity, it also sparks contestation among members of the populace who seek to preserve vernacular and multiple memories of their socio-cultural past. Science diplomacy has played an important role in Chinese history, including in the history of science and technology (S&T) development. While we may consider science diplomacy as simply a part of China's Reform and Opening-up policy, the fact is that even in the Kuomintang period (1925–1949) or the Maoist period (1949–1976) it was a key element of Chinese foreign relations. The targets and nature of science diplomacy were shaped by the prevailing politics and economic issues of the times. For example, the Cold War limited the breadth and depth of S&T cooperation between China and the West. Nonetheless, the People's Republic of China pursued cooperation with the Soviet Union and newly independent countries in a very steadfast manner and continues to engage with Russia and developing countries today. This article analyses the nature of science diplomacy as an element of both China's S&T development and its foreign relations. The interactions and practices at the intersection of science and foreign policy in China are manifold. In addition to providing a comprehensive overview, this article also highlights evolving trends, especially in terms of the deepening of China's linkages across the international S&T system. Finally, the article examines the recent impact of the apparent rise of techno-nationalism and how this has affected the nature of China's international S&T activities regarding Beijing's use of science diplomacy. There is a common perception that Chinese students are proficient test takers, but less adept at critical thinking. There is conflicting evidence to support this claim. In this article, the author first briefly traces the development of critical and independent thinking in Chinese history and outlines the situation in Chinese education today. Secondly, he presents his personal experience of encouraging the development of Futures-oriented and critical thinking in a Chinese tertiary education setting, via the creation and teaching of China's first extended Critical Futures Studies courses. The criticality component of the program was modified specifically for the Chinese context. An ethnographic approach is taken in the latter part of this article as the author shares details of that curriculum, as well as successes and shortcomings gleaned from the experience. The purpose of this sharing is to assist other Critical Futures Studies educators in setting up Critical Futures Studies courses in China, or in similar environments where Futures thinking and critical thinking have not been emphasized within the culture and/or educational curricula. The article also posits suggestions on how to develop such programs and related critical thinking processes in broader school curricula. Problem: The NHRD conception claimed to be based on multiple country-cases through a constructive/interpretive process. However, four of cases focusing on HRD policy in China presented incomplete history of China's HRD policies, which may have misled the NHRD conception. Solution: We re-examine China's history of HRD policy as indigenous phenomena in comparison to the four China-cases. Adopting a similar historical method, we fail to identify the policy pattern reported by the previous cases, thus challenge the NHRD's constructivist embeddedness. We question the credibility and trustworthiness of the country-based studies as well as the sense-making constructive base of the NHRD ideation. From China's local phenomenon, we derived a set of HRD assumptions contrary to the existing western-centric assumptions to enrich the global HRD knowledge. I use "procedure," rather than "resulting," files in local archives to re-interpret the politics of China's Land Reform. I demonstrate that, at the time, China's rural population was not divided into landlords, rich peasants, middle peasants, poor peasants, and tenant peasants. Instead, the "rich tenant peasant" was an essential group to understand the land ownership and relations among the different groups. Furthermore, the existence of "one field with two owners" indicates that the land ownership in rural China was much more complicated than the dichotomous framework advocated by the Chinese Communist state. This article investigates China's recent reform to adopt accrual accounting in its public sector. It aims to offer an understanding of the sociopolitical influences that have shaped the reform by contextualising it against a history of Chinese government accounting practice and its surrounding discourses. Based on archival and published materials from the PRC between 1949 and 2019, this article examines antecedent discourses on government accounting from academic, government and news media sources. It uses the accounting discourse as a vantage point to understand the intellectual developments and discursive shifts that have since come to explain the recent Chinese government accounting reforms in connection to the Chinese context. While discourses leading up to the reforms seem to echo Western concerns of New Public Management on the surface, the analysis of this article demonstrates how the reforms respond to distinctly local pressures, ideas and objectives. This encyclopedic book covers a wide range of topics, inspiring people’s observations and pondering about the world by asking nonspecialist questions. Different questions are raised and followed by answers that satisfy readers’ scientific curiosity; cultivate the scientific literacy of generations of children, and even of adults; and make up for the shortcomings of scientific education in China’s schools. This article examines the historical trajectory of Cucumber Lane, which was transformed from a slum ghetto into a socialist ‘model community’ in the mid-1960s in Shanghai. The author argues that in the course of this transformation the state attempted to homogenize the past of the residents, which echoed the rise of yiku sitian ([This symbol cannot be presented in ASCII format]), a popular thought-education strategy adopted during the Maoist period (1949–76). This article analyzes under what circumstances that yiku sitian became an effective means to promote the legitimacy of the state, and what role(s) Cucumber Lane played in being turned into a revolutionary holy land in the 1960s. The article also explores how the ‘revolutionariness’ of its residents was actively ‘created’. The author suggests that in the reform era, different and even contradictory appropriations of the past began to emerge among the residents, who were born and came of age during the Maoist period.
