Objective: Given limited critical care resources and an aging population, early interventions to prevent critical illness are vital. In this work, we measured post-implementation outcomes after introducing a novel electronic scoring system (Elders Risk Assessment—ERA) and a risk-factor checklist, Checklist for Early Recognition and Treatment of Acute Illness (CERTAIN), to detect older patients at high risk of critical illness in a primary care setting. Methods: The study was conducted at a family medicine clinic in Kasson, MN. The ADAPT-ITT framework was used to modify the CERTAIN checklist for primary care during 2 co-design workshops involving interdisciplinary clinicians, held in April 2023. The ERA score and modified CERTAIN checklist were implemented between May and July 2023 and identify and assess all patients age ≥60 years at risk of critical illness during their primary care visits. Implementation outcomes were evaluated at the end of the study via an anonymous survey and EHR data extraction. Results: Fourteen clinicians participated in 2 co-design workshops. A total of 19 clinicians participated in a post-pilot survey. All survey items were rated on a 5-point Likert type scale. Mean acceptability of the ERA score and checklist was rated 3.35 (SD = 0.75) and 3.09 (SD = 0.64), respectively. Appropriateness had a mean rating of 3.38 (SD = 0.82) for the ERA score and 3.19 (SD = 0.59) for the checklist. Mean feasibility was rated 3.38(SD = 0.85) and 2.92 (SD = 0.76) for the ERA score and checklist, respectively. The adoption rate was 50% (19/38) among clinicians, but the reach was low at 17% (49/289) of eligible patients. Conclusions: This pilot study evaluated the implementation of an intervention that introduced the ERA score and CERTAIN checklist into a primary care practice. Results indicate moderate acceptability, appropriateness, and feasibility of the ERA score, and similar ratings for the checklist, with slightly lower feasibility. While checklist adoption was moderate, reach was limited, indicating inconsistent use. Recommendations: We plan to use the open-ended resurvey responses to further modify the CERTAIN-FM checklist and implementation process. Substance use disorders (SUD) pose emotional, mental, and physical threats to persons worldwide. There is a paucity of research focused on capturing individual perspectives on supports and barriers to recovery from a SUD. This need has been identified in areas of Minnesota where a gap in evidence-based substance use support exists. A team of interdisciplinary professionals distributed a qualitative survey assessing supports and barriers to SUD recovery within recovery circles in order to inform the efforts of local organizations. This paper and online access survey was adapted from an existing survey created by Faces and Voices of Recovery. The online survey was accessed by a link and distributed to persons in recovery across Minnesota over 7 months. Data from this survey were analyzed through a consensual qualitative research (CQR) coding method. Notable themes emerged in the following domains: healthcare, environment, individual, and community. Community-wide stigma was an overarching concern, and the study yielded unique insights into stigma within healthcare and the community at-large. Barriers and support to recovery were reported. Barriers included experiencing high levels of stigma and identifying a need for community education on SUDs and recovery. Support included local recovery groups, peer recovery support, and access to healthcare and medication. Our findings illuminate the needs of the recovery community from the perspective of individuals with lived experience and will inform local organizations in specifying resources to help meet the identified needs. Steady increases in the cost of medical care, coupled with a rise in the fraction of workers who lack medical insurance, create incentives for workers who are injured off-the-job to file Workers' Compensation claims. Many analysts have interpreted the high rate of Monday injuries - especially hard-to-monitor injuries like back strains-as evidence of such claims. The analysis in this paper, however, which uses data on "first reports" of injuries filed with the Minnesota Department of Labor and Industry between 1985 and 1989, indicates that workers with low probabilities of medical coverage are no more likely to report a Monday injury than are other workers. Moreover, employers are no more likely to challenge the Monday injury claims of workers with low medical coverage rates than the claims filed by workers with high coverage rates. The article reports on the implications of the efforts taken by John Madigan, a teacher at the Saint Thomas College in Saint Paul, Minnesota on marking the examination of papers of his pupils with odoriferous chemicals. Madigan's efforts have showed an astonishing 30 percent improvement in grades. He has scented examination papers which are satisfactory with attar of roses and those that are not so good with hydrogen sulfide and failures with butyric acid. He has also checked students' tardiness.

Background: In 2019, Navigant Healthcare published research showing that 1 in 5 rural hospitals in Minnesota are at risk of closing as they are not financially sustainable. With 26.7% of Minnesota's population being rural, this is particularly worrisome. A substantial cost to rural hospitals is affording the installation, maintenance, and operation of Computed Tomography (CT) and Magnetic Resonance Imaging (MRI) machines. In light of the serious pressures on rural hospitals, the aim of this paper is to investigate if a disparity exists in MRI and CT machine accessibility among Minnesota's urban and rural county hospitals. Design and methods: Hospitals of Minnesota were contacted and asked how many MRI and CT machines they carried at their facility. This information was compiled in an excel sheet and cross referenced to the county it resided along with the counties: population, rural-urban commuting area (RUCA) classification and land area in square mileage. Results: It was found that the state of Minnesota compared well to the national average in terms of persons and square mileage per MRI and CT machine. When comparing counties of Minnesota by their RUCA classification, a disparity is found in rural counties with regards to square mileage per CT and MRI machine. Conclusions: With distance for service creating a barrier to accessibility, rural county residents would benefit from more inhospital MRI and CT machines. With these findings, it is pertinent further research is conducted to investigate the potential vulnerability of other rural populations with regards to accessibility to radiologic resources. Arts and journalism enterprises may serve as effective economic development tools for small cities and neighborhoods. The author demonstrates how a new, for-profit, weekly newspaper serving a Minnesota city of 12,000 residents in a county of 36,000 has diversified and energized a depopulated downtown and surrounding region. Through powerful investigative reporting and by investing in and hosting exhibits by area artists, the newspaper has attracted new businesses into adjacent unoccupied retail spaces. Within the Department of Medicine (DOM) in a large tertiary academic health care facility in midwestern United States, we have developed an educational offering that incorporates an academic writing program (AWP) blending the approaches of a writing accountability work group, a writing workshop, and didactic writing courses. The purpose of this AWP was to assist healthcare professionals (HCP) with their manuscript writing skills to enhance academic productivity. We report our evolving journey and experiences with this AWP. To date, it has been offered 3 times to 25 HCP over the course of 3 years. Among those responding to a post program follow up survey (N = 11), 8 (73%) indicated that they completed the project that they were working on during the AWP and went on to publish the manuscript (N = 5) or were in the process of submission (N = 2). Some indicated they has also gone on to present posters (N = 2) or were in the process of presenting posters (N = 2) or had received grants (N = 1) or were awaiting grant notice (N = 1). A number of attendees have continued to use and share the tools presented during the AWP. Based on input from attendees and increased requests for this AWP, this educational program has been deemed a success and expansion of this program is currently underway. [ABSTRACT FROM AUTHOR]

This paper conducts a contingent valuation survey of professional sports teams in Michigan and Minnesota. Two findings indicate that the consumption value of teams is quite important in explaining why some citizens continue to support public stadium funding. First, interest in the team is important in determining the value of willingness-to-pay. Second, while aggregate willingness-to-pay values are somewhat less than typical stadium subsidies, they are large enough to be considered an important factor in public funding for stadiums. The findings do not imply that cities should spend tax money on stadiums, but they suggest that the focus on economic impact misses the true source of value teams have for cities as public goods. Due to concerns about the harmful effects of restrictive housing, the Minnesota Department of Corrections reduced the maximum disciplinary segregation sentence length from 720 days (about 2 years) to 90 days in September 2016. Then, in response to a perceived increase in violence within the facilities, the policy was changed again in July 2019 to allow for maximum segregation sentences of nearly a year for the most serious offenses. This study employs a quasi-experimental design to empirically test whether and how these changes affected total misconduct, violent misconduct, and incarcerated-person-on-staff assault within Minnesota prisons. The results of interrupted time series analyses showed a moderate, statistically significant initial increase in violent misconduct after the reduction in segregation sentence length in September 2016. There were also statistically significant and larger initial increases in both violent and total misconduct after the July 2019 increase in segregation sentence length for serious infractions. Background: COVID-19 vaccine hesitancy in the United States is high, with at least 63 million unvaccinated individuals to date. Socioeconomically disadvantaged populations experience lower COVID-19 vaccination rates despite facing a disproportionate COVID-19 burden. Objective: To assess the factors associated with COVID-19 vaccine acceptance among under-resourced, adult patients. Methods: Participants were patients receiving care at a Federally Qualified Health Center (FQHC) in St. Paul, Minnesota. Data were collected via multiple modes over 2 phases in 2020 (self-administered electronic survey) and 2021 (study team-administered survey by telephone, self-administered written survey) to promote diversity and inclusion for study participation. The primary outcome was COVID-19 vaccine acceptance. Using logistic regression analysis, associations between vaccine acceptance and factors including risk perception, concerns about the COVID-19 vaccine, social determinants of health (SDOH), co-morbidities, pandemic-induced hardships, and stress were assessed by adjusted odds ratios (AORs) and 95% confidence intervals (CI). To date, only one published study has tested the predictive validity of the Texas Christian University–Criminal Thinking Scales (TCU-CTS), and no studies have tested whether these scales are predictive of prison misconduct. Using a sample of more than 2,000 people incarcerated in Minnesota's prison system, this study examined the predictive validity of the TCU-CTS with multiple measures of prison misconduct. The results showed the overall TCU-CTS score significantly predicted misconduct, although the strength of this association was relatively modest (AUC = 0.62). Among the six scales on the TCU-CTS, Cold-Heartedness significantly predicted both measures of misconduct, whereas Power Orientation and Criminal Rationalization were each significantly associated with one misconduct measure. Introduction/Objectives: Safe fish consumption is important for people who are or could become pregnant. A health system in Minnesota partnered with the Minnesota Department of Health to develop and disseminate messages to promote safe fish consumption for this population via the ChooseYourFish initiative. The ChooseYourFish message was delivered through 5 channels: the Healthy Pregnancy Program (HPP) with phone-based coaching, a clinic brochure, in the clinic after visit summary (AVS), direct mailing of the brochure with a letter, and in images on clinic waiting room monitors. Methods: We designed a pragmatic evaluation to understand the likelihood that each channel would result in awareness of the message and increase a recipient's intent to act on the information. We surveyed 1050 women aged 18 to 40 in March-May 2020. Results are reported with descriptive statistics. Results: The survey was completed by 524 respondents (51%). Respondents receiving the ChooseYourFish message through any channel except clinic monitors reported a higher awareness of recommendations about eating fish (42%-56%) than respondents in the no-message comparison group (21%). The after visit summary and Healthy Pregnancy Program channels had more confidence in following recommendations (50%-54%) and showed more intention to eat fish (61%-62%) compared to lower-intensity channels (24%-31% and 19%-32%, respectively). Conclusions: Messages delivered by an often-trusted source (eg, healthcare provider) were more likely to increase confidence and intent. Despite the trend toward online health information, physical brochures still have large reach. Repetition of exposure may be important. Because all communication channels have advantages and drawbacks, using multiple delivery channels is appropriate in communication campaigns. [ABSTRACT FROM AUTHOR]

Background: Polygenic risk testing examines variation across multiple genes to estimate a risk score for a particular disease, including risk scores for many common, chronic health conditions. Although polygenic risk information (PRI) may be a promising tool for enhancing preventive counseling and facilitating early identification of disease, its potential impact on primary-care encounters and disease prevention efforts has not been well characterized. Methods: We conducted in-depth, semi-structured interviews of patients to assess their understandings of PRI and their beliefs about its relevance to disease prevention. Results: We completed interviews with 19 participants. Participants described enthusiasm for the generation of PRI and recognized its utility for disease prevention. Participants also described the value of PRI as limited if not corroborated by non-genetic risk factors. Finally, participants noted that PRI, by itself, would be insufficient as a trigger for initiating many preventive interventions. Conclusion: PRI has the potential to become an important tool in primary care. However, patient views about PRI as well as the complexities of disease prevention in the primary care context may limit the impact of PRI on disease prevention. [ABSTRACT FROM AUTHOR]

Background: Metabolic syndrome (MetS) increases risk for morbidity and premature mortality. Blood pressure, waist circumference, and fasting triglycerides (TG), blood glucose (BG), and high-density lipoprotein cholesterol (HDL) are factors for determining MetS. The Simple Method for Quantifying Metabolic Syndrome (siMS) score and risk score estimate risk of MetS. The purpose for this study was to exam the relationship of animal-based (ABP) and plant-based protein (PLP) with MetS as estimated by siMS score and risk score. Physical activty is another important consideration in MetS as it can reduce blood pressure, waist circumference and blood glucose, and affect blood lipid and lipoprotein concentrations. Methods: A cross-sectional study examined whether physical activity (PA) level and dietary protein source (i.e., animal- or plant-based) among young (18-24 years) and middle-aged (45-60 years) females were associated with siMS score and siMS risk score. Average time spent in sedentary, light, and moderate-to-vigorous PA (MVPA; min/wk), steps (steps/day), energy intake (kcal/day), percent dietary protein to total energy intake, ABP and PLP dietary intake, and ABP:PLP ratio (g/day) were included in the analysis. Volunteers were recruited from North Dakota and Minnesota from 2017 to 2019. Results: Eighty-one female participants (mean ± SD; young, n = 38, 20.4 ± 1.7 years, middle-aged, 52.5 ± 4.8 years) were included in the independent t -tests used to examine group differences in age, body mass index, HDL, BG, TG, systolic blood pressure, waist circumference, energy intake, energy intake percentage of total carbohydrates, fat, protein, ABP, and PLP, ABP:PLP, siMS score, and siMS risk score. Stepwise linear regressions were used to evaluate whether PA level and dietary protein source were predictors of siMS score and siMS risk score among young and middle-aged adult females. There was an inverse relationship between PLP intake and siMS score. The model explained 6.9% of the variance in siMS risk score (F1, 80 = 5.93). Plant-based protein intake was inversely related to siMS risk score while light PA was positively associated with siMS risk score. The model explained 16% of the variance in siMS risk score (F1, 80 = 7.53). Animal-based dietary protein intake did not impact siMS score (p = 0.180) and siMS risk score (p = 0.283). Conclusions: Plant-based protein intake was associated with a lower risk of MetS via siMS scores, while ABP was not associated. Given the nature of the cross-sectional design of this study, no causal relationship can be determined, but longitudinal studies or randomized control trials to confirm the results from this study are needed in the future. A Tale of Two Cohorts: Differing Outcomes in Infantile-Onset Focal Epilepsy Triplet EM, Nickels K, Wong-Kisiel L, Fine A, Wirrell EC. Epilepsia. 2022;63(4):950-960. doi:10.1111/epi.17181 Objective: Infants with focal-onset epilepsy are an understudied population, requiring additional evaluation for clinical assessment and prognostication. Our goal was to characterize the etiology and natural history of infantile-onset focal epilepsy. Methods: We retrospectively identified all infants (0–24 months) with onset of focal epilepsy while resident in Olmsted County, Minnesota, between 1980 and 2018, using the Rochester Epidemiology Project Database. We assessed the impact of etiology on both seizure and neurodevelopmental outcome, and mortality. Results: Of 686 children with epilepsy onset <18 years, 125 (18.2%) presented with focal-onset seizures in infancy. Median follow-up for this group was 10.9 years (interquartile range [IQR] 6.2, 19.3). Etiology was identified in 65.6% (structural N = 62, genetic N = 13, both structural and genetic N = 3, metabolic N = 4). Of 107 patients followed >2 years, 38 (35.5%) developed drug-resistant epilepsy (DRE). DRE was more likely with younger age at onset, known etiology, and presence of epileptic spasms. Sixty-eight (63.0% of those with follow-up) were developmentally delayed at last follow-up, and known etiology, DRE, and presence of epileptic spasms were significantly associated with delay (p <.001 for all). Fifteen patients (12.0%) died at a median age of 7.1 years (IQR 1.7, 21.7), but only one death was seizure related (suspected sudden unexpected death in epilepsy [SUDEP]). Of 20 infants with normal development at onset and no known etiology with >2 years follow-up, none developed DRE, all were seizure-free at last follow-up (95% off antiseizure medications [ASMs]), and all remained developmentally normal. Significance: Infantile-onset focal epilepsy accounts for 18% of all epilepsy in childhood, is frequently due to known etiologies, and has a high rate of DRE. Background: As the COVID-19 pandemic has unfolded, understanding the virus and necessary measures to prevent infection have evolved. While effective preventative measures for COVID-19 have been identified, there are also identifiable barriers to implementation. Objective: Explore the access to information, knowledge, and prevention methods and barriers of COVID-19 among Somali, Karen, and Latinx immigrant community members in Minneapolis, Minnesota, USA through analysis of in-depth interviews. Methods: Data were collected through 32 interviews via phone, video conference on a computer, or in-person with Somali, Karen, and Latinx adults to understand the experiences during the COVID-19 pandemic in each group's native language. All participants were over the age of 18, and identified as Somali, Karen, and Latinx refugee or immigrant. Interview protocol contained 9 main questions including probes. Data were analyzed through use of the qualitative analysis software, Atlas.ti using phenomenology. Results: A total of 32 adults were interviewed (Somali = 12, Karen = 10, and Latinx = 10). One-third were in person and the remainder were remote. The average age recorded was 37 years (range 20-66 years), 43.8% males and 56.3% females. Somali, Karen, and Latinx respondents consistently had accurate knowledge about COVID-19 and were attentive to finding trustworthy information. Information was available in Somali, Karen, and Latinx written language, although Karen elders who are not literate would benefit more from video messaging. Knowledge of preventive measures was consistent; however, barriers included access, working in front-line positions, and living in high density housing. Conclusion: Exploring the impact of COVID-19 on Somali, Karen, and Latinx community members in Minneapolis, MN is advantageous in removing identified barriers and disparities in health. The results of this study highlight the need for increased efforts to address barriers in the prevention of COVID-19, as well as future pandemics for immigrant and refugee populations. A recent report of the American Sociological Association calls for revision of the sociology major to promote greater "study in depth." A key recommendation in the report is that the major include at least four levels of sequencing. These consist of introductory courses, skills courses, advanced substantive courses, and capstone courses. St. Cloud State University revised its sociology major to incorporate many of the recommendations in the ASA report. An initial revision of the major omitted the third level of sequencing, but a recent revision includes all four levels. Faculty members concerns about scheduling, enrollments, and autonomy slowed the pace of change and influenced the content of the major. The experience of St. Cloud State University suggests that implementing the "study in depth" guidelines is a difficult but rewarding process. [ABSTRACT FROM AUTHOR]

Objective: To understand the interaction of multimorbidity and functional limitations in determining health-care utilization and survival in older adults. Methods: Olmsted County, Minnesota, residents aged 60-89 years in 2005 were categorized into four cohorts based on the presence or absence of multimorbidity (=3 chronic conditions from a list of 18) and functional limitations (=1 limitation in an activity of daily living from a list of 9), and were followed through December 31, 2016. Andersen-Gill and Cox regression estimated hazard ratios (HRs) for emergency department (ED) visits, hospitalizations, and death using persons with neither multimorbidity nor functional limitations as the reference (interaction analyses). Results: Among 13,145 persons, 34% had neither multimorbidity nor functional limitations, 44% had multimorbidity only, 4% had functional limitations only, and 18% had both. Over a median follow-up of 11 years, 5906 ED visits, 2654 hospitalizations, and 4559 deaths occurred. Synergistic interactions on an additive scale of multimorbidity and functional limitations were observed for all outcomes; however, the magnitude of the interactions decreased with advancing age. The HR (95% confidence interval) for death among persons with both multimorbidity and functional limitations was 5.34 (4.40-6.47) at age 60-69, 4.16 (3.59-4.83) at age 70-79, and 2.86 (2.45-3.35) at age 80-89 years. Conclusion: The risk of ED visits, hospitalizations, and death among persons with both multimorbidity and functional limitations is greater than additive. The magnitude of the interaction was strongest for the youngest age group, highlighting the importance of interventions to prevent and effectively manage multimorbidity and functional limitations early in life. Background. Although the human papillomavirus (HPV) vaccine has been approved for use in adolescents in the US for over a decade, vaccination uptake remains low. Of concern, HPV vaccine coverage is below the national average in Minnesota, USA. To understand the reach of current HPV programming and research, we use an online media scan; this method may be applied to other jurisdictions to gain insight about various public health issues. Design and Methods. This online media scan describes the nature and scope of ongoing activities to increase HPV vaccination in Minnesota. The media scan included: a) structured internet searches of HPV vaccine health education/promotion activities ongoing in Minnesota since 2013, and b) searches in research databases of the published literature on HPV vaccination in Minnesota from 2013 to 2018. Results. Searches resulted in 880 online and 142 research article matches, with 40 and 36 meeting selection criteria. Results were categorized by activities focusing on race/ethnicity, sex, health providers, parents, lesbian, gay, bisexual, transgender and queer or questioning (LGBTQ) populations, geographic location, catchup vaccination, and insurance status. Most activities were statewide (52% health education/promotion and 35% research), followed by activities located in entirely urban areas (15% health education/promotion and 41% research) with only 6% of health education/promotion activities and 2% of research activities carried out in entirely rural areas. Conclusions. A range of local and statewide HPV vaccine health education/promotion and research activities were identified in Minnesota. Several efforts partnered with American Indian and Somali/Somali-American communities, but fewer activities focused on HPV vaccination among LGBTQ youth and HPV vaccination in rural areas. This study adopts the median voter model to analyze the influence of unions on wage structures within collective bargaining units. The model predicts that the intra-unit wage structure will be changed to increase the share of the total wage bill received by the median members of the bargaining unit. This prediction is examined through a case study of a collective bargaining unit, the faculty of the state university system in Minnesota. Analysis of changes in the size and composition of the American labor force has generally depended on data derived from general population and labor-force surveys such as the decennial census. Data from these sources limit severely the extent to which the interrelationships among various factors influencing laborforce participation can be investigated, nor do such data permit prediction of which individuals will or will not enter the labor force. This study of a sample of married women in St. Paul, Minnesota, attempted an analysis of the interrelationships among a set of variables selected because of their presumed influence on the labor-force participation of such women. Previous employment experience was found to be the single, most important predictor of labor-force participation, but was modified by such factors as age and the presence of small children in the home. Objectives: Interest is increasing in collaborations between public health and primary care to address the health of a community. Although the understanding of how these collaborations work is growing, little is known about the barriers facing these partners at the local level. The objective of this study was to identify barriers to collaboration between primary care and public health at the local level in 4 states. Methods: The study team, which comprised 12 representatives of Practice-Based Research Networks (networks of practitioners interested in conducting research in practice-based settings), identified 40 key informants from the public health and primary care fields in Colorado, Minnesota, Washington State, and Wisconsin. The key informants participated in standardized, semistructured telephone interviews with 8 study team members in 2014 and 2015. Interviews were audio recorded and transcribed verbatim. We analyzed key themes and subthemes by drawing on grounded theory. Results: Primary care and public health participants identified similar barriers to collaboration. Barriers at the institutional level included the challenges of the primary care environment, in which providers feel overwhelmed and resources are tight; the need for systems change; a lack of partnership; and geographic challenges. Barriers to collaboration included mutual awareness, communication, data sharing, capacity, lack of resources, and prioritization of resources. Conclusions: Some barriers to collaboration (eg, changes to health care billing, demands on provider time) require systems change to overcome, whereas others (eg, a lack of shared priorities and mutual awareness) could be addressed through educational approaches, without adding resources or making a systemic change. Immunization Information Systems offer many functionalities, such as immunization assessment reports, client follow-up, reminder/recall feature, vaccine management tools, state-supplied vaccine ordering, comprehensive immunization history, clinical decision support/vaccine forecasting and recommendations, data processing, and data exchange. The number and timing of unplanned admissions to inpatient teaching services vary. Recent changes to resident duty hours make it essential to maximize learning experiences and balance workload on these services. Queueing theory provides a mechanism for understanding and planning for the variations in admissions and daily census. Daily admissions, length of stay, and daily census were modeled for a teaching inpatient family medicine service over 46 months using an M/G/∞ queueing model. Q–Q plots and a Kolmogorov–Smirnov test were used to check the fit of actual data to the model. Admissions and daily census followed a Poisson distribution (λ = 3.28 and λ = 8.28, respectively), while length-of-stay followed a lognormal distribution (µ = 0.49, σ2 = 0.83). The M/G/∞ queueing model proved useful for predicting overflow admission frequency, defining expected resident workload in terms of patient-days, and determining hospital unit size requirements. The 2015 Annual National Toxicology Program Satellite Symposium, entitled “Pathology Potpourri” was held in Minneapolis, Minnesota, at the American College of Veterinary Pathologists/American Society for Veterinary Clinical Pathology/Society of Toxicologic Pathology combined meeting. The goal of this symposium is to present and discuss diagnostic pathology challenges or nomenclature issues. Because of the combined meeting, both laboratory and domestic animal cases were presented. The article presents findings of public opinion polls on problems of war-time planning. In the article, a cross-section of the people of Red Wing, Minnesota, have been selected, such that all classes of individuals had an equal inclusion in the group to be interviewed. A group of 39 women of red Wing volunteered to make the canvass. Some of the results of the survey of opinions in Red Wing have been summarized briefly in the article. The majority of Red Wing citizens believe that war time rationing is necessary and support it. A majority prefer local boards of enforcing officials to Federal enforcing officials, thus seeming to oppose any tendency to bureaucracy. Majority opinion favors gradual scaling down of rationing regulations after the war. Community leaders are more decisive, as a rule, than the masses in holding such opinions. Those who were least decisive in their opinions, tended to have lower incomes on the average, followed the less skilled or unskilled occupations, and had slightly fewer years of school education, than those with more decided opinions.

Topics covered include the role of health care providers in the lives of the people they encounter, factors that have increased the number of people living longer with HIV infection, and the estimated number of people in the country who were living with HIV as of December 31, 2014 according to the U.S. Centers for Disease Control and Prevention.

In an effort to reduce first-time sexual offending, this study focuses on the development of a risk assessment tool, the Minnesota Sexual Criminal Offending Risk Estimate (MnSCORE), designed for prisoners without any prior sexual offending history. Logistic regression modeling was used to develop the MnSCORE on a sample of 9,064 male offenders released from Minnesota prisons between 2003 and 2006. Bootstrap resampling was used to not only refine the selection of predictors but also internally validate the model. With an optimism-corrected area under the curve (AUC) of 0.763, the results showed the MnSCORE has moderately high predictive discrimination. Because the risk of first-time sexual offending was significantly lower for offenders who completed prison-based chemical dependency (CD) treatment, it is anticipated the MnSCORE may best be used as a trailer assessment to help better prioritize prisoners for CD treatment—both in prison and in the community following release. The Irvine Minnesota Inventory (IMI) was designed to measure environmental features that may be associated with physical activity and particularly walking. This study assesses how well the IMI predicts physical activity and walking behavior and develops shortened, validated audit tools. A version of the IMI was used in the Twin Cities Walking Study, a research project measuring how density, street pattern, mixed use, pedestrian infrastructure, and a variety of social and economic factors affect walking. Both bivariate and multivariate analyses were used to assess the predictive value of the IMI. We find that while this inventory provides reliable measurement of urban design features, only some of these features present associations with increased or decreased walking. This article presents two versions of shortened scales—a prudent scale, requiring association with two separate measures of a physical activity or walking behavior, and a moderate scale, requiring association with one measure of physical activity or walking. The shortened scales provide built environment audit instruments that have been tested both for inter-rater reliability and for associations with physical activity and walking. The results are also useful in showing which built environment variables are more reliably associated with walking for travel—characteristics of the sidewalk infrastructure, street crossings and traffic speeds, and land use are more strongly associated with walking for travel, while factors that measure aesthetics are typically less strongly associated with walking for travel. Interdistrict open enrollment is the most widely used form of school choice in the United States. Through the theoretical lens of a utility maximization framework, this article analyzes the determinants of interdistrict open enrollment flows in Minnesota and Colorado. The authors’ empirical analysis employs an original data set that details open enrollment flows between all pairwise combinations of school districts within 100 miles of each other in these two states. These flows are merged with demographic and geographic data from the Common Core of Data and U.S. Census Bureau. The findings indicate that open enrollment flows are driven mainly by student achievement and structural characteristics of districts; distance plays a large constraining role. Objective. We conducted a longitudinal study to evaluate the impact of a curriculum designed to develop competency in emergency preparedness among public health professionals. Methods. At six and 12 months following completion of one or more courses in the areas of emergency preparedness, response, and recovery, or in food protection, course participants were contacted and asked to identify if their participation allowed them to develop targeted competencies, identify important knowledge or skills they had acquired, provide examples of application of learning, and describe the impact of changes. Over five years, 36 sets of data were collected. Results. The response rate of those who responded at either six or 12 months, or for both time periods, was 63%. At both six and 12 months, those who responded agreed that the learning activity helped them develop the competency associated with it in the curriculum plan. Respondents described multiple applications of learning and reported the development of reflective and systems-thinking abilities. Conclusions. The results provide compelling evidence that learners do develop competencies that impact their work activities as a result of competency-based educational programming and are able to apply these competencies in their work and organizational activities. The authors describe their experiences teaching Sustainable Cities in North America, a course on both urban sociology and urban sustainability. This course brought students to Portland, Oregon, and Vancouver, British Columbia, and then compared those cities with Minneapolis, Minnesota, on various dimensions of urban sustainability. After connecting this course to existing sociological scholarship on teaching urban sociology and travel—study abroad, the authors describe their course ‘‘in action’’: what they did, why it was (and was not) ‘‘green,’’ and an assessment of the course, including postcourse actions and institutional changes that the course inspired. The authors conclude with a call for more ‘‘green’’ sociology courses and travel—study abroad courses as innovative and exciting ways to teach sociology and to further the discipline’s commitment to ethical environmental actions. Examination of the music opportunities available to students in the junior high schools of the early twentieth century lends historical perspective to current challenges facing middle level music educators. This article describes the specific music offerings at Lincoln Junior High School in Minneapolis, Minnesota, from the school opening in 1923 to 1940, when financial challenges forced the reorganization of the music program. In many ways, the music curriculum at Lincoln Junior High School in Minneapolis was exemplary of the music experiences found in other junior high schools. The required curriculum was based on the general music model of the elementary school and included music appreciation and a strong emphasis on the development of music reading skills. Extracurricular “clubs” provided performance opportunities for young adolescent musicians. Choruses focused on preparing large-scale productions such as operettas and musicals, while instrumental groups participated in contests and festivals. Performances for school assemblies and civic groups provide evidence of the importance of connections to the community for junior high schools. The formation of the Girls’ Band at Lincoln in 1924 was unusual. In the absence of direct evidence, I postulate possible explanations for the founding of this unique ensemble. This study measures and compares the impact of publicly assisted brownfield redevelopment on nearby residential property values in Milwaukee and Minneapolis. It also examines the influence of land use, neighborhood characteristics, and other redevelopment factors on this impact. The research approach incorporates a hedonic method to quantify nearby property value effects at more than 100 brownfield projects, and stakeholder interviews are used to assess perceived impacts to real estate conditions. The results reveal that the spillover effect in terms of raising surrounding property values is significant in both quantity and geographic scope, as redevelopment led to a net increase of 11.4% in nearby housing prices in Milwaukee and 2.7% in Minneapolis. It also reveals that project size, value, and the amount of public funding have minor impacts on this effect; factors such as proximity to major roads, distance from rail, and higher incomes have greater positive impacts. Materials to assist instruction have a long history in music education. Charles H. Congdon was the director of music education in St. Paul, Minnesota, from 1885 to 1898. He ceased classroom teaching and began his own music publishing company around 1900. He remained active in music education and was one of the charter members of MENC. Congdon is best known for the six songbooks in The Congdon Music Readers series. To assist the classroom teacher, he devised a series of large song scrolls to accompany his textbooks. He later developed a system to store and display these scrolls, and designed the first chromatic pitch pipe for school use. Congdon's texts, scrolls, scroll holders, storage cabinets, and pitch pipes all led the way for the commercialization of music materials today. [ABSTRACT FROM AUTHOR]

The article describes the development of an operetta performance tradition at Ramsey Junior High School in Minneapolis, Minnesota. Glee clubs and choruses, formed as extra-curricular offerings consider the performance of operettas as their common activity. It was found that operetta performances continued and the number of performances increased as new schools opened. Several vocal music clubs developed over time, expanding the opportunities for students to perform vocally.

Collaboration among various professional groups to enhance student learning is a very useful strategy. This article describes how one state, Minnesota, over time (1960-1990), employed collaboration among schools, universities, professional organizations, and the State Department of Education to affect student counseling practices where needed. Efforts were directed to investigate and integrate all components of the school counseling profession by beginning with the possible impact of current practice, then researching various implementation models based on appropriate psychological theories, and finally changing counselor certification and graduate education to close the gap between relevant theory and professional practice. Although it is well-established that taxes have a distortionary and negative effect on the economy, not all taxes are equally deleterious. This study anamines the effect of a revenue neutral tax on Carbon Emissions, using the Energy 2020 and REMI models. The revenue raised by the carbon tax is offset by corresponding reductions in other taxes (property and payroll taxes). The results indicate that the carbon emissions tax may or may not be as negative to economic growth as the taxes that they replace were.
