This study investigates how education professionalsbalance their private and professional lives when usingsocial technologies. Based on boundary theory andinterviews with 57 education professionals, we identifywhich tactics they use to separate or integrate theirprivate and professional life. We identified twice asmany segmentation tactics compared to integrationtactics and found that the education professionalsstruggled most with finding segmentation tactics thatwork. We argue that this is because social technologiesare designed to support integration and thereforeteachers using these technologies must work harderto separate their private and professional roles. There isa need to further investigate how boundary theory canbe used, and segmentation tactics understood, whenthe object of study is social technology, which isspecifically built to integrate time and professional andprivate spaces. BACKGROUND: Parkinson disease (PD) is a complex, noncurable, and progressive neurological disease affecting different areas of the human nervous system. PD is associated with both motor and nonmotor symptoms, which negatively affect patients' quality of life and may cause changes in socialization such as intentional social withdrawal. This may further lead to social isolation and loneliness. The use of information and communication technology (ICT) plays an important role in managing social isolation and loneliness. Currently, there is a lack of research focusing on designing and developing ICT solutions that specifically address social isolation and loneliness among people living with PD. OBJECTIVE: This study addresses this gap by investigating barriers and social needs in the context of social isolation, loneliness, and technology use among people living with PD. The insights gained can inform the development of effective ICT solutions, which can address social isolation and loneliness and improve the quality of life for people living with PD. METHODS: A qualitative study with 2 phases of data collection were conducted. During the first phase, 9 health care professionals and 16 people living with PD were interviewed to understand how PD affects social life and technology use. During the second phase, 2 focus groups were conducted with 4 people living with PD in each group to gather insights into their needs and identify ways to manage social isolation and loneliness. Thematic analysis was used to analyze both data sets and identify key themes. RESULTS: The results showed that the barriers experienced by people living with PD due to PD such as "fatigue," "psychological conditions," "social stigma," and "medication side effects" affect their social life. People living with PD also experience difficulties using a keyboard and mouse, remembering passwords, and navigating complex applications due to their PD-related physical and cognitive limitations. Misinterpretations and faulty use of Software Development Method (SDM) practices and principles are identified pitfalls in Software Development (SD). Previous research indicates cases with method adoption and use failures; one reason could be the SDM Cargo Cult (CC) behavior, where SD organizations claim to be agile but not doing agile. Previous research has suggested the SDM CC framework as an analytical tool. The aim of this paper is to refine the SDM CC framework and empirically test this version of the framework. We use data from an ethnographical study on three SD teams’ Daily Scrum Meetings (DSM). The empirical material was collected through observations, interviews, and the organization’s business documents. We uncovered twelve CC situations in the SD teams’ use of the DSM practice, structured into seven categories of SDM deviations: bringing irrelevant information, canceling meetings, disturbing the team, receiving unclear information, bringing new requirements, problemsolving, and task distribution., Cargo cult behaviour in agile systems development

Persons with Parkinson’s disease (PwPs) may have difficulty participating in social activities due to motor and non-motor symptoms that may lead to social isolation and loneliness. This paper addresses how to manage social isolation and loneliness among PwPs using digital solutions. Information and Communication Technologies (ICT) have the potential to address social isolation and loneliness, but there are no current solutions that specifically target these issues among PwPs. In this paper, we present an ongoing project based on design science research (DSR) combined with a user-centered approach to identify challenges, requirements, and design objectives. The empirical work includes data from interviews and focus groups with PwPs and healthcare professionals. Based on the empirical material, we formulated design principles on identified challenges and requirements, which were instantiated into a high-fidelity prototype. This initial cycle serves as a foundation for ongoing improvements and evaluations in a continuous DSR process.

In today's complex environments, safeguarding organizations’ information assets is difficult and requires more than solely technical skills. In order to meet the need for future information security specialists, in 2018 the Informatics department at Örebro University launched an International Master’s Program in Information Security Management. The program content was developed in collaboration with industry and governmental partners. One of the challenges with this co-design effort was to elicit the requirements of the courses in the program from a diverse set of actors. Also, an educational program has a finite number of teaching hours, which means that a limited number of requirements, or topics on information security, can be covered. Consequently, there was a need to prioritize between the elicited requirements and make the partners prioritize. To both these ends, we employed the Delphi method. In this chapter, we give an account of the process of eliciting and prioritizing course requirements using an adapted Delphi method. The adopted process included three iterations, for which workshops and surveys were used to collect the necessary data. The implementation has been far from instrumental, and in this chapter we discuss the details related to design choices made and the rationale behind these choices.

Digital government often addresses how, where, and by whom digital transformation is brought into the complex institutional framed practices of governments and governance of society. However, digital transformation also points at critical demands to address the basic underlying institutional design of governments. The ongoing digital transformation of public welfare institutions opens for a gradual redesign of public institutions. It is important to address core values, such as inclusion, diversity, and literacy, to ensure a reflected transformation and re-design of public institutions. The purpose of this paper is to show how new forms of digital public services may have to be matched with institutional re-design to sustain public values and legitimate governments. We build on Ostrom’s eight design principles for institutional governance of common-pool resources and propose four principles for analyzing potential needs for re-design of institutions. Through a re-analysis of two case studies on automation in Swedish public organizations, we illustrate and discuss the institutional design. Hereby, we identify critical points for further analysis of emerging demands for institutional re-design. The analysis indicates that we must see beyond the organizational changes of digital government reforms and programs. We need to stretch into the institutional and foundational models of the public sector and how to provide equal and resilient welfare in a digital and changing world. We conclude by suggesting an agenda for research on institutional re-design in the digital era.

This study reports the findings from a research project about automated decision making in public sector focusing the changing role of the case worker in digitalized public administrations. The Swedish Transport Agency has fully automatized certain government public services and decisions, such as decisions about driver license learner’s permit. This made the STA and the driver license department a relevant case study for a project on how automatic decision-making changed procedures and practices among the case worker, and its implications on relationship with the clients. We have shown how accountability is constructed and enacted in public sector work in the intersection of technology – human – organization. Automated decision making re-arranges the organizations where the constructions of accountability are floating, which makes it difficult to safeguard responsibility.

BACKGROUND: Advancements in science and various technologies have resulted in people having access to better health care, a good quality of life, and better economic situations, enabling humans to live longer than ever before. Research shows that the problems of loneliness and social isolation are common among older adults, affecting psychological and physical health. Information and communication technology (ICT) plays an important role in alleviating social isolation and loneliness. OBJECTIVE: The aim of this review is to explore ICT solutions for reducing social isolation or loneliness among older adults, the purpose of ICT solutions, and the evaluation focus of these solutions. This study particularly focuses on customized ICT solutions that either are designed from scratch or are modifications of existing off-the-shelf products that cater to the needs of older adults. METHODS: A scoping literature review was conducted. A search across 7 databases, including ScienceDirect, Association for Computing Machinery, PubMed, IEEE Xplore, PsycINFO, Scopus, and Web of Science, was performed, targeting ICT solutions for reducing and managing social isolation and loneliness among older adults. Articles published in English from 2010 to 2020 were extracted and analyzed. RESULTS: From the review of 39 articles, we identified 5 different purposes of customized ICT solutions focusing on reducing social isolation and loneliness. These were social communication, social participation, a sense of belonging, companionship, and feelings of being seen. The mapping of purposes of ICT solutions with problems found among older adults indicates that increasing social communication and social participation can help reduce social isolation problems, whereas fulfilling emotional relationships and feeling valued can reduce feelings of loneliness. Given that there are an increasing number of information security breaches, organizations are being driven to adopt best practice for coping with attacks. Information security standards are designed to embody best practice and the legitimacy of these standards is a core issue for standardizing organizations. This study uncovers how structures at play in de jure standard development affect the input and throughput legitimacy of standards. We participated as members responsible for standards on information security and our analysis revealed two structures: consensus and warfare. A major implication of the combination of these structures is that legitimacy claims based on appeals to best practice are futile because it is difficult to know which the best practice is.

Public organisations are starting to show an interest in automated decision-making (ADM). So far, existing research focuses on the governmental perspective on this phenomenon. Less attention is paid to citizens' views on ADM. The aim of this study is to provide empirical insights into citizen awareness of and beliefs about ADM in public-sector services. To this end, we participated in an annual national survey in Sweden carried out by the SOM Institute at Gothenburg University concluding that a minority of the citizens know about the use of ADM in public-sector services. Furthermore, when computers instead of civil servants make decisions in the public-sector, citizens expect decisions by computers to become less legally secure but more impartial. They also expect ADM to take personal circumstances into account to a lesser degree and become less transparent. Finally, we found that citizens with that awareness expect decisions by computers to become more reliable and impartial. Based on our empirical findings in relation to previous research, we suggest four hypotheses on citizen's awareness and beliefs about public-sector ADM.

Despite the importance of inter-organisational information sharing (IOIS) in the public sector, such endeavours often fail. Existing research has shown that the values held by collaborating organisations are one important factor affecting these kinds of initiatives. However, research has sought only to a limited extent to address how value conflicts come into play over time. Therefore, this paper aims to explore how conflicting values shape an inter-organisational information-sharing practice in the public sector over time. Using the local/global network framework, we analyse four years’ worth of information sharing in an inter-organisational advisory group in the context of Swedish nuclear waste management. We conclude that different value conflicts are emphasised to different extents at different points in time. That is, values do not uniformly affect IOIS activities, and such conflicts over time reduce the set of potential IOIS activities. We also conclude that when IOIS activities are driven by an individual organisation’s values, individual value rational activities may co-exist with a dysfunctional long-term IOIS practice.

In a digitalized society our work environment is highly integrated with our home environment making work boundless both in terms of time and space. The digital work environment risks increased stress. Based on a case study in Swedish schools we investigate how teachers experience the use of social media for work-related purposes. We do so by using the Technology Affordance and Constraints Theory to capture the affordances as well as constraints of this use. Findings show that affordances of social media in schools were increased opportunities for learning, transparency and community building. Constraints were distractions from learning, increased isolation, stress and, above all, lack of guidance in how and when to use social media. We end the paper arguing that lack of policies and guidelines governing the use of social media at work is risking an increase in boundary blurring and potentially more stress.

Whereas broad launch of public e-services ensures equal and homogenous treatment of citizens, citizen diversity is often set aside. By means of a literature study we describe how research has addressed diversity in the field of eGovernment. we analyzed the papers according to the following codes: group; application domain; unit of analysis; and technology in use or design. Results showed that the most common application domain was e-services with access and use as the most common units of analysis. The most frequently researched groups are based on classical socio-demographic variables such as economy, education and age. Also, the majority of papers discussed services in use. We conclude by suggesting that future research focuses underrepresented user groups; adds further granularity to the classical sociodemographic variables; identifies groups within groups; targets policies and policy implementation; and changes focus from use to development. We also call for conceptual clarity of the concept ‘diversity’.

Alltfler myndigheter inför automatiserat beslutsfattande, vilket innebär att en dator fattar beslut istället för handläggare och utredare. Detta kapitel undersöker med- borgarnas inställning till att öka det automatiserade beslutsfattandet i myndigheter. Kapitlets analyser visar att en majoritet (64 procent) anser att det är ett mycket dåligt eller ganska dåligt förslag att datorer ska få ta över fler beslut i myndigheter. Analyserna indikerar också att inställningen har samband med socio-demografisk bakgrund, politiska förhållningssätt och framtidsoro för AI, automatisering och robotisering. Den negativa inställningen återfinns i samtliga grupper. Det är dessutom så att det snarare är graden av negativ inställning som varierar mellan grupper än inställningen som sådan. Med dessa resultat framträder en möjlig spänning mellan utvecklingen inom myndigheter och medborgarnas inställning till automatiserat beslutsfattande.

Information security standards are influential tools in society today. The validity claim of standards is based on what is considered “best practice.” We unveil the negotiations that take place when “best practice” is constructed during standard development. By using dis- course analysis, we investigate how power operates in national and international contexts of de jure information security standard development work. As members of a standard- ization committee, we analyzed the language used by this committee. The results showed two discourses at play: the consensus discourse and the warfare discourse. We conclude by proposing six theoretical propositions on how power operates in the above-mentioned contexts of de jure standard development.

The concept of digital divides has been on the agenda in research and policy making for at least the last 20 years. But it is still, a challenge to grasp this concept that is so elusive and transforming. Inclusion, access and equality are still key values for democraticgovernance and must be addressed in particular whenforming and contributing to a digital government. This paper seeks to intervene in current debates on digital divides and digital inclusion by analyzing two cases of responses among street-level public administration in relation to e-government services in Sweden. The case studies are strategically chosen and conducted in national agencies and in local public libraries. Three lines of contributions are discussed, firstly theimportance to care for equality secondly the need to see the non-users, and thirdly to discuss the potential of putting focus on digital diversity.

I allt större utsträckning införs automatiserat beslutsfattande i offentlig sektor. Det innebär att datorer ersätter handläggare som beslutsfattare. Flera av de ärenden som avgörs med automatiserat beslutsfattande berör medborgarna. Detta kapitel undersöker om medborgarna är medvetna om denna förändring och hur de tror att besluten förändras när datorer ersätter handläggare som beslutsfattare. Resultaten visar att det är en minoritet (20 procent) som har kännedom sedan tidigare om automatiserat beslutsfattande i offentlig sektor. En majoritet tror att besluten förvisso blir mer opartiska när datorer istället för handläggare fattar beslut, men inte att besluten blir mer tillförlitliga. De tror också att automatiska beslut kommer att ta mindre hänsyn till människornas situation och minska insynen i beslutsfattandet. De som har kännedom om automatiserat beslutsfattande är mer positiva när det gäller beslutens opartiskhet och tillförlitlighet, men anser i samma utsträckning som de utan kännedom att besluten medför mindre hänsynstagande till människors situation och minskad insyn i beslutsfattandet.

Internet of Things (IoT) connects machines, devices, sensors and people. This technology is expected to connect billions of devices in the near future. Traditional methods make it very difficult to integrate and maintain so many devices. However, social networks manage to connect and maintain the communication of billions of people using social relationships. Social IoT (SIoT) is an emerging field that uses social relations to connect and maintain devices in IoT networks. This article presents a systematic literature review of conceptual papers in SIoT, together with application areas. The results show two themes from conceptual papers: Objects part of human social loop and have a role in human social network, and Objects form social network. Furthermore the results indicate that, SIoT is mostly applied in smart home environment. These findings will benefit academics and practitioners to better understand SIoT and its applications areas.

Purpose: To identify factors that influence the acceptance of technology for ageing in place by seniors in the post-implementation stage. This review is among very few that focus on acceptance in post-implementation phase. Methods: A literature review. We searched six databases (Cinahl, Medline, PsycINFO, PubMed, Science Direct, Scopus). Inclusion criteria were: 1) original and peer-reviewed research written in English, 2) Articles published in 2010–2018, 3) Empirical research papers, 4) Research in which participants are seniors aged above 60 years, 5) Research aimed at investigating factors that influence the acceptance of digital technology for ageing in place, 6) Research conducted in home environment, 7) Focus on post-implementation stage. Results: Twenty-three out of 2181 papers were included. The results show that acceptance of technology in the post-implementation stage is influenced by 36 factors, divided into six themes: concerns/problems regarding technology (technical errors, etc.), experienced positive characteristics of technology (e.g., ease of use factors, privacy implications), expected benefits of technology (e.g., increased safety, companionship, increased security, etc.), need for technology (e.g., perceived need to use), social influence (e.g., influence by peers, family or surroundings) and characteristics of older adults (e.g., past experiences/attitudes, physical environment). The articles considered different types of technology: health monitoring, ADL, safety and communication. The level of technology readiness for digital technologies supporting ageing in place in post-implementation stage is still low within the scientific literature, since only seven out of 23 articles studied mature technologies (TRL 8–9 of the technology readiness level scale). Within an organization, it is critical that all employees possess a security awareness and thus play a part in the protection of said organization's information assets. Some employees will have key roles and responsibilities and require specific skills to support them. However, organizations can face challenges in regard to recognizing the required specialized skills as well as where to obtain them. For this reason, whether an organization chooses to hire new staff, developing existing staff, or outsource the activities altogether, it is necessary to know the type and level of expertise required. To this end, this chapter discusses the need for organizations to understand and identify the essential skills related to cybersecurity in order for their employees to develop core competencies in these areas.

Purpose: In this paper, using values of individuals in a Swedish health-care organization, electronic identity management objectives related to security are defined. Design/methodology/approach: By using value-focused thinking, eliciting values from interviews of three groups of health-care staff's objective hierarchies for three stakeholder groups are identified and defined. Objective hierarchies allow comparison across multiple stakeholder groups such that strategic objectives for identity management can be compared and contrasted. Findings: This qualitative investigation, which used value-focused thinking, revealed 94 subobjectives, grouped into 12 fundamental and 14 means objectives, which are essential for developing measures that address potential value conflicts in a health-care organization around electronic identity management. The objectives developed in this study are grounded socioorganizationally and provide a way forward in developing measures aimed to reducing potential conflicts at a policy level. Originality/value: In a final synthesis, congruence (or lack thereof) in the electronic identity management approach for a Swedish health organization is suggested. This also creates a foundation to evaluate and weight different objectives for strategic decision management.

Employees’ poor compliance with information security policies is a perennial problem. Current information security analysis methods do not allow information security managers to capture the rationalities behind employees’ compliance and non-compliance. To address this shortcoming, this design science research paper suggests: (a) a Value-Based Compliance analysis method and (b) a set of design principles for methods that analyse different rationalities for information security. Our empirical demonstration shows that the method supports a systematic analysis of why employees comply/do not comply with policies. Thus we provide managers with a tool to make them more knowledgeable about employees’ information security behaviours.

To address the “insider” threat to information and information systems, an information security policy is frequently recommended as an organisational measure. However, having a policy in place does not necessarily guarantee information security. Employees’ poor compliance with information security policies is a perennial problem for many organisations. It has been shown that approximately half of all security breaches caused by insiders are accidental, which means that one can question the usefulness of current information security policies. We therefore propose eight tentative quality criteria in order to support the formulation of information security policies that are practical from the employees’ perspective. There are hopes that e-government will bring many benefits, including efficiency, democratization, participation, and emancipation of citizens. However, despite some evidence that supports these claims there are also cases that digitalization can exclude citizens and build new barriers. This is a special challenge for already disadvantaged groups falling outside the norms. In this study we approach the notion of a norm-critical perspective in relation to e-government through a review of literature in combination with action research oriented workshops. From this we conclude that there is a need for more norm-critical perspectives in research on e-government, as most research today focuses on socio-economic digital-divide issues. In e-government automated decision-making increases, forming part of a trend towards “smart” and self-regulating systems. This necessitates the introduction of new relationships and practices, challenging the division of responsibilities in public administration. Using a case study approach, this paper elaborates on implications of automated decision-making for professional officers in a Swedish public organization. We conclude that automation should be framed in relation to the rules of law and ethics of justice. Furthermore, the roles and competences of professionals are changing, with automated systems beginning to resemble cobureaucrats. Professionals can either make an alliance with the automated system or the client. This choice of strategy is related to the issues of legitimacy and professional competences. We also identify practices as being either a form of caring ethics or a formal legal ethic norm. Such practices should be further addressed to influence practices promoting legitimate systems citizens can trust.

Purpose: The purpose of this paper is to examine the challenges that arise when introducing an electronic identification (eID) card for professional use in a health-care setting. Design/methodology/approach: This is a case study of an eID implementation project in healthcare. Data were collected through interviews with key actors in a project team and with eID end users. The authors viewed the eID card as a boundary object intersecting social worlds. For this analysis, the authors combined this with an electronic government initiative challenge framework. Findings: The findings of this paper illustrate the interpretative flexibility of eID cards and how eID cards as boundary objects intersect social worlds. The main challenges of implementing and using eID cards in healthcare are usability, user behaviour and privacy. However, the way in which these challenges are interpreted varies between different social worlds. Practical implications: One of the implications for future practice is to increase our understanding of the eID card as a socio-technical artefact, where the social and technical is intertwined, at the same time as the eID card affects the social as well as the technical. By using a socio-technical perspective, it is possible to minimise the potential problems related to the implementation and use of eID. Originality/value: Previous research has highlighted the need for more empirical research on identity management. The authors contextualise and analyse the implementation and use of eID cards within healthcare. By viewing the eID card as a boundary object, the authors have unveiled its interpretative flexibility and how it is translated across different social worlds.

Purpose: The purpose of the paper is to reveal how identities are constructed when electronic identification (eIDs) cards are introduced through information systems in public organisations. Design/methodology/approach: Through two case studies, the authors generate rich data on the construction of identities through use of eID within public organisations. The author’s analysis, based on actor network theory, focusses on the translation of eIDs in these two settings. Findings: ID can be viewed as an artefact where the public and private spheres meet. The authors found at least three mixed roles in employees’ use of eID: as a purely private person; as a private person in the work place; and as a professional in the work place. Research limitations/implications– There is a need for further research on how eID is translated into organisational contexts and how institutional settings define the openings for local translation processes. However, the results are based on two small cases, meaning that broad generalisations are difficult to make. Practical implications: EID is so much more than technology. The technical framing of the identification system appears to be subordinated to organisational arrangements and cultures, making it important to apply a socio-technical perspective when working with eID. Originality/value: The empirical cases have offered a unique chance to study implementation and use of eID in two very different public service organisations. The findings illustrate how eID translated into organisational contexts, and how identity management within an organisational setting is linked to the employees’ private and professional roles.

Although inter-organisational collaboration is common, most information security (IS) research has focused on IS issues within organisations. Confidentiality, integrity of data and availability (CIA) and responsibility, integrity of role, trust, and ethicality (RITE) are two sets of principles for managing IS that have been developed from an intra-organisational, rather static, perspective. The aim of this paper is thus to investigate the relation between the CIA and RITE principles in the context of an inter-organisational collaboration, i.e., collaboration between organisations. To this end we investigated inter-organisational collaboration and information sharing concerning Swedish cooper corrosion research in the field a long-term nuclear waste disposal. We found that in an inter-organisational context, responsibility, integrity of role and ethicality affected the CIA-principles, which in turn affected the collaborating actors’ trust in each other over time.
