A cover story is presented that explores how U.S. President-elect Barack Obama is likely to handle policies regarding the treatment of suspected terrorists. U.S. President George W. Bush and U.S. Vice President Dick Cheney both supported expanded executive powers that often disregarded civil liberties and allowed torture in the name of national security. Obama has pledged to close the prison camp at Guantánamo Bay, Cuba, but it is uncertain to where the prisoners will be relocated.
