This article reports that the U.S. House Transportation and Infrastructure Committee on Wednesday approved a bill that would make temporary changes in disaster relief laws to allow communities affected by hurricanes Katrina and Rita to apply for increased federal aid. It was offered by Economic Development Subcommittee ranking member Bill Shuster, and would govern the distribution of money already appropriated for the Federal Disaster Relief Fund, according to a committee aide. The measure would allow the administration to pay personnel working for state and local governments that have lost 25 percent or more of their revenue because of the storms. The bill would also amend the Community Disaster Loan Act to allow jurisdictions hit by the storms to receive federal loans of up to 50 percent of their annual budget, up from 25 percent.
