The Copernicus Sentinel-3 Surface Topography Mission (STM) Land Altimetry provides valuable surface elevation information over inland waters, sea ice, and land ice, thanks to its synthetic aperture radar (SAR) altimeter and its orbit that covers high-latitude polar regions. To ensure that these measurements are reliable and to maximise the return on investment, adequate validation of the geophysical retrieval methods, processing algorithms, and corrections must be performed using independent observations. The EU-ESA project St3TART (started July 2021) aims to generalise the concept of Fiducial Reference Measurements (FRMs) for the Copernicus Sentinel-3 STM. This work has gathered existing data, made new observations during field campaigns, and ensured that these observations meet the criteria of FRM standards so that they can be used to validate Sentinel-3 STM Land Altimetry products operationally. A roadmap for the operational provision of the FRM, including the definition, consolidation, and identification of the most relevant and cost-effective methods and protocols to be maintained, supported, or implemented, has been developed. In this study we use CryoSat-2 SAR (delay-Doppler synthetic-aperture radar) data in the Mekong River Basin to estimate water levels. Compared to classical pulse limited radar altimetry, medium- and small-sized inland waters can be observed with CryoSat-2 SAR data with a higher accuracy due to the smaller along track footprint. However, even with this SAR data the estimation of water levels over a medium-sized river (width less than 500 m) is still challenging with only very few consecutive observations over the water. The target identification with land-water masks tends to fail as the river becomes smaller. Therefore, we developed a classification approach to divide the observations into water and land returns based solely on the data. The classification is done with an unsupervised classification algorithm, and it is based on features derived from the SAR and range-integrated power (RIP) waveforms. After the classification, classes representing water and land are identified. Better results are obtained when the Mekong River Basin is divided into different geographical regions: upstream, middle stream, and downstream. The measurements classified as water are used in a next step to estimate water levels for each crossing over a river in the Mekong River network. The resulting water levels are validated and compared to gauge data, Envisat data, and CryoSat-2 water levels derived with a land-water mask. The CryoSat-2 water levels derived with the classification lead to more valid observations with fewer outliers in the upstream region than with a land-water mask (1700 with 2% outliers vs. 1500 with 7% outliers). The median of the annual differences that is used in the validation is in all test regions smaller for the CryoSat-2 classification results than for Envisat or CryoSat-2 land-water mask results (for the entire study area: 0.76 m vs. 0.96 m vs. 0.83 m, respectively). Overall, in the upstream region with small- and medium-sized rivers the classification approach is more effective for deriving reliable water level observations than in the middle stream region with wider rivers. Over the last few decades, satellite altimetry has proven to be valuable for monitoring lake levels. With the new generation of altimetry missions, CryoSat-2 and Sentinel-3, which operate in Synthetic Aperture Radar (SAR) and SAR Interferometric (SARIn) modes, the footprint size is reduced to approximately 300 m in the along-track direction. Here, the performance of these new modes is investigated in terms of uncertainty of the estimated water level from CryoSat-2 data and the agreement with in situ data. The data quality is compared to conventional low resolution mode (LRM) altimetry products from Envisat, and the performance as a function of the lake area is tested. Based on a sample of 145 lakes with areas ranging from a few to several thousand km², the CryoSat-2 results show an overall superior performance. For lakes with an area below 100 km², the uncertainty of the lake levels is only half of that of the Envisat results. Generally, the CryoSat-2 lake levels also show a better agreement with the in situ data. The lower uncertainty of the CryoSat-2 results entails a more detailed description of water level variations. Reservoir release is an essential variable as it affects hydrological processes and water availability downstream. This study aims to estimate reservoir release using a satellite-based approach, specially focusing on the impacts of inflow simulations and reservoir water storage change (RWSC) on release estimates. Ten inflow simulations based on hydrological models and blending schemes are used in combination with three RWSC estimates based on two satellite-based approaches. A case study is performed at the Ankang reservoir, China. The results demonstrate that release estimates show high skill, with normalized root-mean-square error (NRMSE) less than 0.12 and Kling-Gupta Efficiency (KGE) over 0.65. The performance of release estimates is varying with and influenced by inflow simulations and RWSC estimates, with NRMSE ranging from 0.09–0.12 and KGE from 0.65–0.74. Based on time-varying Bayesian Model Averaging (BMA) approaches and synthetic aperture radar (SAR) satellite datasets, more accurate inflow and RWSC estimates can be obtained, thus facilitating substantially release estimates. With multi-source satellite datasets, temporal scale of reservoir estimates is increased (monthly and bi-weekly), acting as a key supplement to in situ records. Overall, this study explores the possibility to reconstruct and facilitate reservoir release estimates in poorly gauged dammed basins using hydrological modeling techniques and multi-source satellite datasets. In this study we present and validate a simple empirical method to obtain bathymetry profiles using the geolocated photon data from the Ice, Cloud, and Land Elevation Satellite-2 (ICESat-2) mission, which was launched by NASA in September 2018. The satellite carries the Advanced Topographic Laser Altimeter System (ATLAS), which is a lidar that can detect single photons and calculate their bounce point positions. ATLAS uses a green laser, causing some of the photons to penetrate the air–water interface. Under the right conditions and in shallow waters (<40 m), these photons are reflected back to ATLAS after interaction with the ocean bottom. Using ICESat-2 data from four different overflights above the Heron Reef, Australia, a comparison with SDB data showed a median absolute deviation of approximately 18 cm and Root Mean Square Errors (RMSEs) down to 28 cm. Crossovers between two different overflights above the Heron Reef showed a median absolute difference of 13 cm. For an area north-west of Sisimiut, Greenland, the comparison was done with multibeam echo sounding data, with RMSEs down to between 35 cm, and correspondingly showed median absolute deviations between 33 and 49 cm. The proposed method works well under good conditions with clear waters such as in the Great Barrier Reef; however, for more difficult areas a more advanced machine learning technique should be investigated in order to find an automated method that can distinguish between bathymetry and other signals and noise. European countries are obligated to monitor and estimate ecological status of lakes under European Union Water Framework Directive (2000/60/EC) for sustainable lakes' ecosystems in the future. In large and shallow lakes, physical, chemical, and biological water quality parameters are influenced by the high natural variability of water level, exceeding anthropogenic variability, and causing large uncertainty to the assessment of ecological status. Correction of metric values used for the assessment of ecological status for the effect of natural water level fluctuation reduces the signal-to-noise ratio in data and decreases the uncertainty of the status estimate. Here we have explored the potential to create synergy between optical and altimetry data for more accurate estimation of ecological status class of lakes. We have combined data from Sentinel-3 Synthetic Aperture Radar Altimeter and Cryosat-2 SAR Interferometric Radar Altimeter to derive water level estimations in order to apply corrections for chlorophyll a, phytoplankton biomass, and Secchi disc depth estimations from Sentinel-3 Ocean and Land Color Instrument data. Long-term in situ data was used to develop the methodology for the correction of water quality data for the effects of water level applicable on the satellite data. The study shows suitability and potential to combine optical and altimetry data to support in situ measurements and thereby support lake monitoring and management. Combination of two different types of satellite data from the continuous Copernicus program will advance the monitoring of lakes and improves the estimation of ecological status under European Union Water Framework Directive. Satellite altimetry can fill the spatial gaps of in-situ gauging networks especially in poorly gauged regions. Although at a generally low temporal resolution, satellite altimetry has been successfully used for water surface elevation (WSE) estimation and hydrodynamic modeling. This study aims to investigate the contribution of WSE from both short-repeat and geodetic altimetry to hydrodynamic model calibration, and also explore the contribution of the new Sentinel-3 mission. Two types of data sources (i.e., in-situ and satellite altimetry) are investigated together with two roughness cases (i.e., spatially variable and uniform roughness) for calibration of a hydrodynamic model (DHI MIKE 11) with available bathymetry. A 150 km long reach of Han River in China with rich altimetry and in-situ gauging data is selected as a case study. Results show that the performances of the model calibrated by satellite altimetry-derived datasets are acceptable in terms of Root Mean Square Error (RMSE) of simulated WSE. Sentinel-3A can support hydrodynamic model calibration even though it has a relatively low temporal resolution (27-day repeat cycle). The CryoSat-2 data with a higher spatial resolution (7.5 km at the Equator) are proved to be more valuable than the Sentinel-3A altimetry data with a low spatial resolution (104 km at the Equator) for hydrodynamic model calibration in terms of RMSE values of 0.16 and 0.18 m, respectively. Moreover, the spatially variable roughness can also improve the model performance compared to the uniform roughness case, with decreasing RMSE values by 2–14%. Our finding shows the value of satellite altimetry-derived datasets for hydrodynamic model calibration and therefore supports flood risk assessment and water resources management. Satellite altimetry is an important contributor for measuring the water level of continental water bodies. The technique has been applied for almost three decades. In this period the data quality has increased and the applications have evolved from the study of a few large lakes and rivers, to near global applications at various scales. Products from current satellite altimetry missions should be validated to continuously improve the measurements. Sentinel-3A has been operating since 2016 and is the first mission operating in synthetic aperture radar (SAR) mode globally. Here we evaluate its performance in capturing lake level variations based on a physical and an empirical retracker provided in the official level 2 product. The validation is performed for more than 100 lakes in the United States and Canada where the altimetry based water levels are compared with in situ data. As validation measures we consider the root mean squared error, the Pearson correlation, and the percentage of outliers. For the US sites the median of the RMSE value is 25 cm and 19 cm and the median of the Pearson correlations are 0.86 and 0.93 for the physical and empirical retracker, respectively. The percentage of outliers (median) is 11% for both retrackers. The validations measures are slightly poorer for the Canadian sites; the median RMSE is approximately 5 cm larger, the Pearson correlation 0.1 lower, and the percentage of outliers 5% larger. The poorer performance for the Canadian sites is mainly related to the presence of lake ice in the winter period where the surface elevations are not able to map the surface correctly. The validation measures improve considerably when evaluated for summer data only. For both areas we show that the reconstruction of the water level variations based on the empirical retracker is significantly better compared to that of the physical retracker in terms of the RMSE and the Pearson correlation.
