- Abstract
The pursuit of power, dominance over the environment, improved living standards, and wealth entails complex and challenging processes for individuals, groups, societies, and states. The processes of globalization have brought about significant transformations in various phenomena worldwide. Innovations, particularly in the field of communication, have enhanced connections among societies. Consequently, efforts to establish more constructive, negotiation- and consensus-based interactive policies in state-society relations have intensified. In this context, public diplomacy and cultural diplomacy have increasingly been adopted as alternatives to traditional diplomacy. For states to implement these approaches effectively, they utilize methods grounded in the core perspectives of public relations, such as perception management, crisis management, image and reputation building, and media relations. Among the factors influencing societies in the globalization process, innovations in digital environments stand out. States have begun leveraging digital platforms of international broadcasting organizations as well as their own institutions’ digital channels to reach foreign societies and disseminate their core values and activities in fields such as culture, education, science, health, and humanitarian efforts. This study aims to analyze how Turkey’s diplomatic initiatives targeting the African continent are conveyed in digital environments and to identify their primary areas of focus. The content analysis method is employed to examine the findings available in digital platforms. The data for this case study are derived from the digital platforms of the Republic of Turkey’s Ministry of Foreign Affairs, TİKA (Turkish Cooperation and Coordination Agency), Yunus Emre Institute (YEE), Presidency for Turks Abroad and Related Communities (YTB), and international broadcasting organizations such as TRT World and Anadolu Agency. Content analyses are conducted using the “MAXQDA 24” software, categorizing data into economic, cultural, social, and political dimensions. The study’s findings reveal various insights into Turkey’s initiatives in Africa, including the types of activities conducted, their areas of focus, the institutions involved, and how these efforts are presented to the global audience through digital platforms. The results indicate that Turkey’s digital diplomacy content addressing the African continent predominantly falls within the political category, followed by cultural, social, and economic themes, respectively.
