Infrastructure is the lifeline for fulfilling most of the basic needs that support the well-being and prosperity of human society. To sustain improvements in quality of life, China, as a developing economy, needs more and better infrastructure, despite facing massive funding shortages. An enormous amount of its private capital is locked up because of the many obstacles to private investment. This study introduces a blockchain-based financing instrument for unlocking massive private capital to fund infrastructure projects in China. It draws on a literature review and expert survey to identify the major holdups preventing private capital from funding infrastructure projects and to compare the existing instruments used in infrastructure financing. A fuzzy AHP-SWOT analysis is conducted to reveal the main internal factors (strengths and weaknesses) and external factors (opportunities and threats) in using blockchain-based finance in infrastructure projects. Finally, a conceptual framework for a blockchain-based infrastructure financing system is formulated to take advantage of the strength and opportunities, meanwhile, counter the weakness and threats, and the framework is also validated through its deployment on Hyperledger Fabric.

Security and usability are often thought of as being contradictive in nature. One affects the other negatively. The relation and trade-offs between usability and security must be detected during developing web application to satisfy the user’s requirements with security perspective. Current approaches of usable-security emphasizes on building systems that are easy to use and secure as well. Hence, this paper is recognizing usability-security as a problem with different attributes contributing towards it. Further, there is a need to assess this problem for the satisfaction of the end user. In this context, this study proposes the track of Fuzzy AHP-TOPSIS (Analytic Hierarchy Process-Technique for Order of Preference by Similarity to Ideal Solution) technique to assess the usable-security of web application and also identifies the most prioritized attribute contributing towards building usable-security of web application. Moreover, to corroborate the efficacy of the proposed technique, the authors have tested the results on the institutional web applications. The results of the assessment undertaken in this study and the findings tabulated thereafter will be a helpful reckoner for the developers while designing web applications that afford optimum usable-security.

In the era of Industrial Revolution 4.0, the needs to enhance customers shopping experiences have also raised. Many innovative intelligence services are invented to support the business processes. Applying AI enabled chatbots in many industries has appeared as a promising option. Designing and implementing chatbots used to be a sophisticated tasks. However, there are many platforms which support the AI chatbots implementing process significantly. Furthermore, evaluating suitable AI chatbot platforms becomes more complicated since there are many criteria and platforms to be considered. This paper proposed a novel approach based on fuzzy AHP approach to assess the criteria of AI chatbot platforms. The results of this paper can be applied for companies in their selecting chatbots implementation solutions to enhance their business performance.

Cloud computing has been regarded as one of the significant Information Technology (IT) tools. Many sectors are adopting cloud computing services for its business support. It has also become a new IT paradigm that has transformed the E-Learning system to become more user-friendly. As a result, the E-Learning usage is growing rapidly and being preferred over the conventional teaching-learning process in a big way. This revolutionary change is attributed to the advancement in digital technology. The transformation in digital technology has made the teaching-learning process flexible, easy and convenient for effective knowledge transfer. The cloud-based E-Learning process depends upon many factors of different dimensions that are of significant importance for cloud-based-E-Learning success. Hence they must be studied to successfully analyze their level of importance and fulfill Cloud-based E-Learning positive effectiveness. The current research provides a detailed literature review for cloud-based E-Learning Critical Success Factors (CSFs) of teaching–learning process. Further, the research employs the combinatorial approach to evaluate the diversified dimensions and CSFs of cloud-based E-Learning that helps in quantifying and comparing the influence of various dimensions and CSFs of cloud-based-E-Learning. Four dimensions and fourteen factors have been identified through in-depth literature review and later on evaluated for the prioritization using a combinatorial approach. The influence of such dimensions and factors will help various stakeholders to plan their strategy and resources for the betterment of knowledge transfer through cloud-based-E-Learning.

Integrated transportation systems serve as the infrastructure of our society, and their coordination have a great impact on regional socio-economic development. This paper constructs a three-tier evaluation indicator system for the modal coordination of an integrated transportation network by taking into consideration three criteria, namely, structural matching, reasonable layout, and effective integration. The weight of each evaluation indicator is determined based on the analytic hierarchy process (AHP) and inputs from experts. And the membership degree of each indicator is calculated using a fuzzy comprehensive evaluation (FCE) method. Finally, this evaluation indicator system is applied to a regional transportation network to validate its effectiveness. The results show that the overall modal coordination of the regional transportation network is "good", which means there is a large room for optimization. The proposed method for evaluating the modal coordination of an integrated transportation network can provide a scientific basis for the planning and structural layout optimization of regional transportation networks.

This paper systematically studies the influencing factors of teachers' curriculum teaching happiness in higher vocational colleges, and provides a theoretical model and implementation path for the government education department and higher vocational colleges to improve curriculum teaching level and teachers' happiness. Three dimensions and eight influencing factors of the improvement of teachers' curriculum teaching happiness in higher vocational colleges were established respectively. Eight influential factors were analyzed and evaluated by fuzzy AHP, and the weights of the influencing factors were sorted to design the model of teachers' curriculum teaching happiness improvement system. According to the weight of each influencing factor in the evaluation of curriculum teaching happiness, from the three dimensions of teaching environment, teaching subject and influence of teaching, the methods and measures for improving the happiness of curriculum teaching are proposed, which provides a useful reference for the construction of curriculums teaching quality and the improvement of teachers' happiness in government education departments and higher vocational colleges.

Landfill waste is a common problem that occurs in many places. The management of landfills and concern for waste is the responsibility of the government and society. In this digital era, people's concern for waste is often shown by providing information on garbage piles on social media. The government is responsible for managing waste. This is under one of the government's main tasks and functions, namely managing waste to keep the environment clean. However, the government often has limited equipment and employees in charge of managing and collecting the waste dump. Limited equipment and employees have an impact on incomplete and not optimal waste handling. This research conducts mapping and recommendations for priority waste management based on a combination of criteria for the number of waste posts on social media and village geospatial data. The prioritization of waste piles uses FAHP and Vikor, which is then mapped using QGIS. To test the accuracy of the recommendations, we compare the ranking results with the expert ranking results. The study conducted experiments with various combinations of criteria. It was found that the criteria for posting data on social media did not affect in determining priority location for landfills compared to the criteria for the number of residents.

In the power system after the power failure accident, the DG connected in the distribution network is used to cooperate with large units to restore the system black start, which has a higher success rate than the traditional black start method. It is necessary to evaluate the black start performance of multiple DG connected in the system and select the DG with the best performance as the black start power. In this paper, the advantages and disadvantages of DG black startup are evaluated by combining fuzzy AHP and extended grey correlation method. It is proved that multiple DG in a system can be evaluated effectively, and more reliable results can be obtained compared with the traditional strategy of single method.

In today’s business environment the number of customers buying products online have increased, it is difficult for the firm to determine customer lifetime value (CLV) of every customer. In this paper, customer segmentation is used to find the customer lifetime value for a UK based registered company that sells unique gifts. Firstly, customer segmentation is done based on three characteristics of purchase variables: “Recency”, “Frequency”, and “Monetary”. Next, weight or priority is given to the variables, which are attained using Fuzzy AHP technique. Lastly, analysis of the results is done by dividing the dataset into eights clusters and ranking those clusters on the basis of CLV values which helps the marketers in making selling and marketing decisions use these CLV values. Decision maker of the company consider technique of this paper in the future for calculating customers lifetime value (CLV) and gives more attention of that group which have highest CLV value.

In order to solve the problem that the evaluation index value is fuzzy and the index weight is incomplete in the evaluation of urban diversion project, a comprehensive evaluation method of urban water diversion project based on fuzzy AHP- TOPSIS is proposed. In order to fully combine the advantages of the two factors, the index factors are divided into ordered levels by fuzzy AHP, and the weights of each level are scientifically determined, and then the fuzzy AHP-TOPSIS comprehensive evaluation model is constructed in combination with TOPSIS. The optimal scheme is determined according to the degree of approximation between the finite qualitative and quantitative indexes and the ideal target. Through the analysis of examples, it is shown that the evaluation method is scientific in theory and practical in practice. It is operable in practice.

With advancement in IT enabled tools, there is paradigm shift in maintenance process to become an automated or appropriately autonomous system. For understanding system and application of IT enabled tool s identification and prioritization of system attributes is essential. This paper is focused on identification of maintenance 4.0 attributes based on technological and governmental aspect and its prioritization using Fuzzy analytical hierarchical process (AHP) method. Fuzzy methodology was used to remove issues of uncertainty and vague judgments. Sensor technology, data analysis, database management and labor law were identified as pertinent attributes. The results were shared with the management for decision making.

In this study, we are aiming to the Dynamic Route Search method which satisfies the preferences of individual drivers. The preferences here mainly relate to the route search and depend on individual driver. During the route search, there are various elements of preference, such as "Road width", "Travel time" or "Traffic jam" and so on. The preference is fuzzy, because human subjectivity and intuition. Especially when considering the multiple elements, to reflect the fuzziness and the interaction between the elements, we use the Fuzzy Analytic Hierarchy Process (Fuzzy-AHP) to integrate them into the Route Search cost. However, the dynamic elements like traffic jam or accident often occurs on the way, so a new replanning is necessary. For improving the efficiency of replanning, we proposed a Dynamic Route Search method based on D-star algorithm.

The number of people engaging in IT services is increasing as technology has a significant impact on day to day life that needs more expert, dedicated, disciplined employees, which lead to the term of maintaining standard employee performance. In our work, we proposed a framework by which IT company management can evaluate its employee performance. We have built an employee performance model by selecting a set of criteria and sub-criteria such as subjective knowledge & professional achievement, research aptitude, personal skill, management skill. We took opinions from managers of renowned IT companies. Afterward, Fuzzy AHP method is used to rank the factors and sub-factors, having an impact on the employee to evaluate his performance. DEMATEL also used to observe the relationships of criteria. Finally, an evaluation framework is built to determine the performance of an IT employee.

As a local undergraduate university, M University is just in the process of the application-oriented transformation. The "double-qualified and double-ability" teachers are the key factor for the applied talent training. But how to evaluate a teacher's abilities in this field? Here, firstly, we construct the index system of ability evaluation of the "double-qualified and double-ability" teacher which includes the elements of the basic teaching ability, the professional and technical ability and the innovative and entrepreneurial ability. Then, the indicator weights are carried out by the AHP method and the comprehensive evaluation made by the Fuzzy. Finally, empirical analysis being made to investigate a teacher's abilities of "double-qualified" and "double-ability".

Scheduling problem is a multi-objective optimization problem. Genetic algorithms (GAs) have showed the ability of finding near optimal solutions for flow-shop scheduling problems. The infection of delivery time delay, machine efficiency, employee overtime and other criteria should be considered. Because the ERP system realizes the production process management of the enterprise, data mining method could be used to find effective information in system. This paper improves the ordinary genetic algorithm and designs a multi-optimization flow-shop scheduling algorithm by using fuzzy-AHP. It also gives an example that proved it was feasible and effective approach method.

The maritime Aids to Navigation (AtoN) plays a vital role in ensuring safety and efficiency of the water transport. The efficacy evaluation of AtoN is closely associated with the arrangement of navigation aids in both river and port waters. Qualitative description methods are known as convenient but sometimes subjective. A few attempts in the literature review have been conducted for quantitative evaluation. In the present study, a numerical model has been presented by adopting Analytic Hierarchy Process (AHP) and Fuzzy theory. The index evaluation system is established considering the characteristics of the navigation channels in the research domain. The weight of each index is then determined. The judgment matrix is finally combined with the data analysis of the expert questionnaire to achieve quantitative evaluation of the AtoN efficacy. The results indicate that the efficacy of AtoN is overall favorable (with a mean value of 8.0 out of 10) under current arrangement. The proposed quantitative evaluation method could provide a guidance for maritime safety administration.

At present electricity is a primary need that must be used, because it will trigger the economic development of a region and country. In a distribution of electric power, the transformer is one of the most important assets because it can change the voltage level until it can be distributed, it is also the most expensive asset of all equipment in the substation. The expensive investment cost of a transformer causes the priority to be replaced according to the level of urgency, so that the costs to be incurred are proportional to the returns obtained. By knowing the condition of the transformer early can prevent the occurrence of interference that can cause power outages or black out. KEPDIR 149 concerning the replacement of the Main Transmission Equipment and in this case the transformer contains the criteria used to make the replacement for PLN. These criteria will be used to prioritize what transformers will be replaced, it is technical criteria, operating age, and level of risk by using AHP method. The results of the research it was found that technical conditions have the greatest influence because they have a weight of 0.4, and 0,3 for each age and risk level criteria based on the interview of top management. Whereas for the power transformer No. 2 is the transformer with the highest priority, with DGA condition is T3, 23 years operation and high level of risk.

This research is about to study the application of hierarchical decision analysis process in the selection of the Printed Circuit Board (PCB) suppliers. The research uses a questionnaire for collecting the data; subsequently, it makes use of Fuzzy Analytic Hierarchy Process (FAHP) method to analyze it systematically data. The results show that the most influencing factor, among 9 factors, in PCB supplier selection is the geographical factor, it accounts for 34.42%.

One of the most important aspects of inventory management in pharmaceutical sector is the drug categorization plan where important drugs can be separated from trivial ones. Drug categorization is undertaken on a number of selected criteria based on a particular goal. A number of multicriteria decision models can be utilized; the current paper adopting the AHP and Fuzzy AHP method for ranking diabetes drugs in a specialized diabetes clinic. Some of the unique criteria specific to the case study were identified, primarily the drug stock out implication based on availability and effectiveness of alternative drugs. Other factors considered were unit price, quantity, demand type, criticality and shelf life. The Fuzzy AHP model which can deal better with uncertainty of the decision maker's decision were able to eliminate four out of six criteria; drug criticality and stock out implication were found to be the only two important criteria.

One of the requirements to obtain diploma degree of D-IV Nursing Program of Health Polytechnic, Department of Health, Malang is completing the thesis. While the fast or not in completing the thesis is influenced by the selection of topics in accordance with students's abilities. But in reality, there are many students who choose the topics with less appropriate to their abilities. The descripancies will have an impact on students graduation and the graduation rate also has an affect on the accreditation value of the study program in the institution. Based on the description of the problem, the authors conducted a research recommendation system of thesis topics selection based on Fuzzy Analytical Hierarchy Process (F -AHP) and Fuzzy Network Hierarchy Process (F -ANP), Case Sudy: D-IV Nursing Program of Health Polytechnic, Department of Health, Malang. The research results showed that F -AHP method had an excess time of 0.2561 second faster than F -ANP method during the recommendation process. In addition, the F -ANP method had an accuracy rate of 18% higher than the F-AHP method in terms of the results system accuracy with experts recommendations.

Nowadays, new car models are introduced in the market at an increasing rate with new technological advancement by discarding and outdating the old models. However., customer satisfaction is very essential for improving the growth of any automobile industry. Thus., automobile industry should know the consumer demands and needs, which directly or indirectly relate to the improvement of the car models. This paper proposes an efficient hybrid model which will help the customers for selection of best car models. The hybrid model constitutes Fuzzy AHP and PROMETHEE II techniques as both are best MCDM techniques for solving decision problem efficiently and economically.

This research aims to evaluate logistics barriers of exporting eggs from Thailand to the Myanmar market in which in-depth interviews and unstructured questionnaires were used for collecting data from six logistics experts related to the eggs research field. The results of this study show interesting situations and logistics barriers are found, which comprise of five main barriers: customer barriers; exporter barriers; cost barriers; legal barriers; transportation and infrastructure barriers that make the exporting of eggs difficult and inefficient. To prioritize logistics barriers for exporting eggs, fuzzy AHP approach was used which the results have found that transportation and infrastructure barriers are the most important barriers for exporting eggs to the Myanmar market. Hence, the proposed results from this study will help to understand the real situation of logistics barriers for exporting eggs to the Myanmar market and it could be a guideline for the exporters and other related companies who need to export eggs; it will also be useful information for the researcher who needs to study other related issues in the future.

The employee's performance evaluation in organizations is one of the major challenges of the management that has been received a great attention by researchers and managers. The main problem of the current performance evaluation methods is the impact of individual emotions and employee judgments on the evaluation process, which reduces results in the biased evaluation. To solve this problem, in this paper a new method based on Fuzzy AHP and fuzzy TOPSIS for employee performance evaluation are presented. First, the weight of the evaluation criteria is calculated using the Fuzzy AHP method. Next, each employee's performance is scored by weighted criteria using Fuzzy TOPSIS method. The proposed method has been tested on employees of the Entekhab Industrial Group. The results indicate that the proposed method is more effective than other evaluation methods in employee performance evaluation.

The program of delivering aid to the poor in Bali area conducted by the Bali Provincial Social Department has been implemented, but the beneficiary community is still not accurate, in which case many poor people who are receiving aid are not eligible. Given this, unequal aid provision so that people who are still considered capable in terms of economics still get help from the government. With the following problems, the authors conducted a study using Fuzzy Analytic Hierarchy Process (F-AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in determining the accuracy in providing assistance to the poor in Bali Province. With this research it is expected that the Bali Provincial Government can provide accurate and objective assistance to the really poor people.

An individual can never identify the differences between these two versions of the microprocessor by just looking at them or by carrying out simple tasks. We can only spot the difference between them when both are rendered under high-performance tasks that can get the most out of the processors. This research paper includes the mathematical derivation using Fuzzy AHP approach as to which one is the best for educational purpose. This paper will also help eliminate the confusion in choosing between the two processors. The factors the decision will be based on are: — battery life, number of cores, threading, throughput.

The choice of supplier in the supply chain network is a very important and quick issue for decision makers. When we work in line with these requirements, a multi-criteria decision support system focusing on supplier importance and ordering is being established. The fuzzy analytical hierarchy process (AHP) and fuzzy DEMATEL methods are used in the decision support system. With Fuzzy DEMATEL (Decision-Making Trial and Evaluation Laboratory) method, the criterias required for supplier selection are listed according to the values they affect the system and affect the system. By using the fuzzy DEMATEL method, the criterion of the criterion is defined and the criterion which the decision maker should consider most is determined. Suppliers are ranked for supplier selection through comparison matrices using the fuzzy AHP method. All these methods are applied with the data obtained through the experts and their results are shown. At the last stage of the work, an interface is created by which all these methods can be used, and a visual program, which is a decision support system and a decision support system, is included.
