Based on the situation that, currently, the solving of the problem of flight gathering conflict merely through turning one aircraft's heading, this paper intends to provide the methods of computing the optimal division time through simplifying the computation model of conflict detection. Meanwhile, two significant control points of the homing time is confirmed, and the methods of computing the optimal homing time is achieved through uniting the relative motion coordinate system and the absolute coordinate system. And at last, an example is given to demonstrate the correctness and effectiveness of this method.

Firstly a mathematical model for departure sequencing is established in this paper according to the radar separation (wake turbulence separation and non-wake turbulence separation) provided by ICAO. Then by integrating constrained position shifting algorithm and regarding the influence of route flow control, we design the improved backtracking algorithm. At last, taking Chongqing Jiangbei Airport as an example, we perform a simulation. The results show that using backtracking algorithm to solve departure sequencing problem is efficient and feasible.

The method of boundary extraction of convective clouds was theoretically studied on the basis of image processing and model fitting evaluation theory, with the help of Doppler weather radar echoes. Ellipse and convex polygon was used to fit the extracted boundary of those clouds whose areas are big enough for flights to reroute. The evaluation results show that polygon fitting method is better than ellipse. And the accuracy gradually decreases with the increasing of length-width ratio of clouds. On the contrary, the redundancy gradually increases. In ellipse fitting method, the deviation degree also increases when the length-width ratio increases, while, the value is constant in the method of polygon fitting.

In order to allocate airport slots efficiently and fairly, the auction theory was used to design slot auction mechanism, including allocation rules and payment rules. Firstly, aiming at the 1-1 slot trading, optimal allocation model was presented, under the guidance of allocation rules. Secondly, the payments of airlines and traffic flow management department were calculated, according to the vickrey payment rules. Thirdly, in order to meet the demand of budget balance, an improved model based on optimal allocation model was presented and several payment rules were proposed to solve this model. Finally, an example simulation was carried out. The results show that the new model can satisfy budget balance requirements. It is concluded that the optimal allocation results, pricing policy and payment rules have significant impact on the new model.

In order to solve the rerouting problem of air traffic flow management (ATFM) in severe weather, a new rerouting method based on the improved artificial potential field model (IAPEM) is proposed. Aiming at the shortcomings of traditional potential field model, the potential field function has been improved. The additional gravitation point is introduced to remove the local minimum value. The ATC program and flight performance are considered. The linear fitting method is used, so the vibration and discrete points would be eliminated. The curve cut-off method is used to optimize the rerouting path by eliminating the extra turning points. The rerouting problem caused by thunderstorms in South west of China is simulated. The results show that the constrained areas can be avoided safely and effectively by using the proposed method, and the planning is swift and effective.

This paper constructs a piece-wise fuzzy linear regression model for terminal delay estimation using the traffic demand and weather. Earlier, the features of traffic demand and weather were used to develop a linear regression model for delay. The accuracy of delay estimation model using a single linear fit is improved by the three-piece fuzzy linear model. Results are presented on the development of the three-piece fuzzy linear model using 360 days data of one terminal area from 2004. The fuzzy methodology, together with the three-step regression model, provides the estimation of the terminal delay performance.

The research of display system for surface surveillance radar is discussed. The paper emphatically introduces the image display module in that system. This module adds a third party library to read the DXF file, and uses OpenGL to draw the airport map and aircrafts, to achieve the image interaction for users.

According to the flight rerouting problem caused by zonal severe weather areas along the flight path, a new reroute planning method based on the multi-objective dynamic planning algorithm (MODPA) is proposed. First, the environment model of air traffic rerouting problem is constructed, and the method for determining candidate rerouting points is given. Then, MODPA is applied in the flight rerouting problem, the distance and deflection of flight rerouting path are considered, and the corresponding MODPA model is given. Finally, the flight rerouting paths of Kunming-Haikou in three typical severe weather areas are studied, and compared with the rerouting method based on the polygon. Simulation results show that the zonal severe weather areas can be avoided safely and effectively by using the proposed method, the relevant limitations of flight are considered, and the alterant air route is simple and feasible.

Agent–based modeling and simulation of complex system provides new methods for system's analysis, control and decision-making. This paper presents a modeling and simulation method of air traffic flow, constructs computer models of Flight Agent and Control Agent, and discusses the performance evaluation parameters of air traffic control system. Furthermore, a computer prototype system has been developed about the simulation of air traffic flow operating in a control sector. According to the results of simulation, this paper analyzes the effectiveness of control decision-making and reveals the emergent phenomena of air traffic operation such as congestion and flight delays.

To meet the needs on tower ATC simulation, one must construct immersive virtual environment including aerodrome scene. Traditionally, the virtual aerodrome scene was built with the help of 3D modeling software. It requires lots of work and domain expertise. In this paper, we propose an ontology-based approach to formalize ICAO Annex 14[1] and build aerodrome domain ontology for ATCT simulation task.

Air traffic delay is a critical and expensive problem for multi-airport systems. One strategy for reducing total delay cost is to optimize the flight schedule. The SIMMOD software developed by FAA can be used to build simulation model for the multi-airport system. Based on the restricted SPSA optimization algorithm and the theory of multi-level programming model, an area multi-airport system simulation optimization model and algorithm was proposed. This model and algorithm take the importance of related route network nodes and the expected value of optimization results into account. The simulation optimization results of the PRD region multi-airport system verified the effectiveness of the model and algorithm.

According to the deficiencies in the establishment of flight rerouting areas (FRAs), a new method based on the convex polygon is proposed. Fast, the factors that affect the security of flight are analyzed, and the method for establishing static FRAs based on the convex polygon is given. Then, considering the movement of FRAs and stochastic factors, the dynamic FRAs are established. Finally, the alterant air route planning is studied in consideration of the FRApsilas boundaries, and compared with the rerouting method based on the simple polygon. Simulation results show that the region in which flights will be disturbed can be identified effectively by using the proposed method, and the alterant air route is simple and feasible.

To investigate the safety of route flight in air traffic management, the collision risk is evaluated with the fuzzy sets theory. The new fuzzy evaluation method shows how the communication, navigation, surveillance, operation error, and traffic density influence the risk of collision in the parallel routes. The results demonstrate that fuzzy evaluation not only fulfill the safety assessment of separation minima, but also eliminate the limitation of the traditional probability collision risk model.

Aiming at the deficiencies of aircrafts classification in air traffic models, a new classification method based on fuzzy clustering analysis is proposed. First, different factors correlative with aircrafts classification are analyzed, and the aircrafts classification model based on ISODATA algorithm is established. Then current mainstream civil aircrafts are classified by using this method, and the priority and delay cost for each class are given. Finally, the new classification result is implemented in sequencing problems of flights in terminal area. Simulation results indicate that the proposed method is conducive to arrange the sequence of arrival/departure flights reasonably and reduce the expenses of flight delays.
