With the high incidence of occupational diseases in China, occupational-disease-type mass incidents also show a tendency of "frequent occurrence" and "easy occurrence", which poses a severe challenge to China’s modernization governance capacity and system. Mass incidents are also the difficulty, pain point and focus of China’s social public management. Mass incidents we are facing are a major social issue that needs to be properly handled right now. Most occupational-disease-type mass incidents are problems left over from history, and the generation mechanism is multifaceted and deep-seated. Based on the review and analysis of silicosis events in X County, this paper systematically analyzes the occurrence mechanism of occupational-disease-type mass incidents, expounds and puts forward the effective resolution strategies as well as the construction of long-term prevention and governance mechanisms of occupational-disease-type mass incidents.

This paper presents a method of tuning the gate length and width in a standard cell for reuse, which includes the algorithm for auto-identification, obtaining of the gate information and tuning of the locations and/or sizes of the related layout patterns. Existing layouts of standard cells are reused to design new standard cells. Experimental results show that this method can improve the efficiency of standard cell designs and facilitate the generation of standard cells satisfying the requirements of physical optimization.

It is time-consuming to obtain the matched devices by manual analysis and place them in hand for analog circuits of the mixed signal system. To achieve high performance, matched placement is a key point to layout design of analog circuits. In order to simplify layout design, it is necessary to realize the procedure automatically. In this paper, a method for automatic analog circuit placement is provided, as well as an efficient algorithm for the matched device groups. The experimental results verify the automatic placement algorithm of matched device groups.

The discrete time/cost trade-offs problem (DTCTP) is a widely concerned subject in project scheduling. However, in traditional research, it only treat Cost as a non-renewable resource constraint, the availability of renewable resources per period has been neglected. Therefore, when renewable resources are considered, the traditional DTCTP is extended to a new multi-mode double resource-constrained time/cost trade-offs problem (MDRCTCTP), which involves both renewable and non-renewable resources constraints simultaneously. The required amount of renewable resources is added to the execution mode for each activity and by predefining the resource price, and the activity costs are related to the renewable resources. The objective of MDRCTCTP is to minimizing the project makespan with respect to the renewable resource limitation and the project total cost budget. Finally, we validate the MDRCTCTP by adopting a numerical example, the results show that the optimizing project duration is longer than the traditional

Similarity between sentences plays an important role in a variety of applications of natural language process. The paper proposes a novel method to calculate sentence similarity, which takes into account both semantic and syntax: measuring semantic similarity based on events, measuring syntactic similarity based on content words sequence. Our experimental results show that the method is reasonable and effective.
