In order to analyze the driving factors of innovation and entrepreneurship, based on the time series analysis algorithm, this paper combines the analysis requirements of innovation and entrepreneurship driving factors to improve the time series, uses decomposition methods to decompose the complex original data into relatively simple components and reconstruct them, and predicts the reconstructed components to integrate the final predicted value. Moreover, this paper introduces entrepreneurial attitude as an intermediary variable and verifies it through data collection and statistical analysis, so that entrepreneurial traits influence entrepreneurial propensity through entrepreneurial attitude. The test results show that entrepreneurial attitude can better explain the influence of entrepreneurial traits on entrepreneurial propensity. In addition, this paper constructs an analysis model of driving factors for innovation and entrepreneurship, obtains experimental data through questionnaire survey methods, and conducts experimental research in combination with mathematical statistics. From the statistical results, it can be seen that the innovative and entrepreneurial driving factor analysis model based on time series analysis proposed in this paper is effective. The interactive mechanism between college and university entrepreneurship education ecosystem and their students' entrepreneurial performance needs to be further discussed, as college and university students are an important force in entrepreneurship. Since there is a lack of symbiotic mechanism analysis and interactive optimization research using ecological methods, this paper constructs the evaluation index system of entrepreneurship education ecosystem and entrepreneurship performance evaluation index system and uses the entropy weight method to determine the weight of various indicators in the index system more objectively. In this paper, Lotka–Volterra model in ecology is used to deeply study the mechanism between college and university entrepreneurship education ecosystem and entrepreneurship performance. Lotka–Volterra multichoice goal programming (MCGP) model is used to optimize the collaborative relationship between college and university entrepreneurship education ecosystem and entrepreneurship performance. Finally, a numerical example is given to illustrate the feasibility and effectiveness of the research method. Entrepreneurship education activities in colleges and universities play an important role in improving students' innovation ability. Therefore, this paper has important practical value to evaluate the innovation and entrepreneurship ability of college students. At present, most studies use qualitative research methods, which is inefficient. Even if quantitative analysis is adopted, it is mostly linear analysis, which is inconsistent with the actual situation. In order to improve the application level of genetic algorithm to the innovation and entrepreneurship ability of universities based on BP neural network, this paper studies the evaluation model of innovation and entrepreneurship ability of universities. Based on the simple analysis of the current situation of university innovation and entrepreneurship ability evaluation and the application progress of BP neural network, combined with the actual situation of university innovation and entrepreneurship, this paper constructs the innovation and entrepreneurship evaluation index, uses BP neural network to build the evaluation model, and uses genetic algorithm to optimize and improve the shortcomings of BP neural network. Then, the experimental analysis and application design are carried out. The results show that the improved algorithm is basically consistent with the predicted value, small error, and fast convergence. When it is used in the evaluation of innovation and entrepreneurship ability, quantitative analysis results can be obtained, which provides a certain reference for the development of enterprises. Based on the analysis of the current employment and entrepreneurship of college students based on the supply-side structural reform, the employment and entrepreneurship guidance of college students is far from meeting the needs of the society. Therefore, the innovation of talent training mode needs to become an important goal of college development at this stage. Based on the previously mentioned background, this paper included 853 university students as research objects and their data from 2010 to 2018. First, we used the BP neural network as the starting point to conduct in-depth research, selected the sequential model algorithm based on the Keras framework, built a one-layer network and six types of eigenvalue labels to predict the development direction of college students' employment and entrepreneurship, and evaluated the prediction accuracy of the model. This proves that the prediction effect of the model has the value of continuing in-depth research, and then, the prediction model is further optimized. Then, we added a three-layer network to the model and an SGD optimizer and used Softmax as the regression function to verify that the optimized model predicts well. The average accuracy of the prediction model constructed in this paper is 81.48%, the standard deviation is 4.34%, the Acc value of the model is stable at around 0.835, and the loss value is stable at around 0.3, which proves that the prediction model has a good prediction. It provides a set of application models that can be used for reference for the combination of BP neural network related knowledge and college students' employment and entrepreneurship development direction prediction. With the economic development in recent years, the state has paid more and more attention to education, and more and more college graduates have been graduated. The purpose of this paper is to study how to analyze the refinement method of evaluating the innovation and entrepreneurship ability (IEA) of colleges and universities based on the optimal weight model. This paper proposes a sorting refinement method based on the optimal weight model and uses the BP neural network to determine the optimal weight. Weight is a scoring mechanism for comprehensive ranking, that is, a scoring system. The higher the score, the higher the weight, and the higher the ranking of the relative things. The experimental results of this paper show that in 2013, the number of college graduates in China reached 6.09 million, but the number of employed people was only 4.67 million, an increase of 120,000 over the same period. By 2020, the number of college graduates in China has reached 7.27 million, and the number of employed people has been 5.78 million. However, the number of employed persons is always lower than the number of graduates, indicating that employment is difficult. Under this situation, many college graduates choose to start their own businesses, but the success rate of entrepreneurship is also very low, only about 3%. China's rural energy consumption structure has dominated by coal, and carbon dioxide emissions are relatively large. Under the dual historical responsibilities of the carbon peak, the carbon neutral dual-carbon, and the rural revitalization strategy, the rural energy transition is imminent. This paper conducts an in-depth study on the green entrepreneurship of migrant workers returning to their hometowns and carefully analyzes the factors affecting the return of migrant workers to green entrepreneurship. This paper establishes a regression model to clarify that the green entrepreneurial guidance mechanism can effectively increase entrepreneurial opportunities, promote the rational allocation of regional resources, increase the success rate of entrepreneurship, and promote the construction of new rural areas in China with proper healthcare. With the improvement of the enrollment rate in recent years, innovation and entrepreneurship in colleges and universities have become the focus of the country and people. However, the statistics of innovation and entrepreneurship in colleges and universities have become more and more complicated and difficult. The main strategic direction of promoting rural revitalization is to achieve high-quality rural development, maintain the dominant position of farmers, and promote common prosperity of farmers. In recent years, the sustainable development of economy has raised farmers' awareness of starting their own businesses, and their entrepreneurial enthusiasm has been heating up. Based on the empirical survey data of typical rural areas in the Zhejiang Province and structural equation model analysis technology, this paper makes an empirical analysis of the relationship among network embeddedness, entrepreneurial resources, and entrepreneurial ability. The results show that knowledge resources have a significant negative impact on farmers' inclusive entrepreneurial behavior. The dual embedment of social network and industrial network has a significant positive impact on migrant workers' access to knowledge resources and operational resources needed for entrepreneurship, and the entrepreneurial ability of migrant workers mainly depends on operational resources. In order to solve the current problem of low willingness of college students to innovate and start a business, this paper puts forward the method of college students' innovation and entrepreneurship incentive mechanism based on analytic hierarchy process, improves the innovation and entrepreneurship incentive system for college students, optimizes the evaluation index of innovation and entrepreneurship of college students through the analytic hierarchy process, combines the triangular fuzzy number to express the weight evaluation value of the enterprise environmental behavior index, uses the binary semantics to express the evaluation value of the evaluation subcriteria to the enterprise environmental behavior, optimizes the evaluation algorithm, and selects a reasonable college students' innovation and entrepreneurship incentive scheme. The experimental verification results show that the data of innovation and entrepreneurship activities of the proposed method based on analytic hierarchy process for the construction of incentive mechanism for innovation and entrepreneurship of college students are more than 70%, and the highest is 84.5%. How entrepreneurial firms can enhance the level of exploratory and exploitative improvisation in a balanced manner to enhance organizational dynamics has become an important research topic. Current research on the triggers of duality entrepreneurial improvisation has just started, exploring mainly abstract characteristic variables, and has not paid attention to the impact of entrepreneurs' daily behaviors. In order to make up for the shortcomings of current research, the research goal of this paper is to construct a triggering model of entrepreneurs' improvisation based on the research of entrepreneurs' daily behaviors and then to evaluate the influence of the improvisational behavior trigger patterns. Based on the paradoxical and theoretical perspective of duality, a structured observation method is used to explore which behavioral patterns of entrepreneurs tend to trigger dual improvisational behaviors in themselves, their teams, and their organizations. After observing and recording the creators and collecting phenomenal data, six entrepreneurial behavior patterns containing 39 specific operational behaviors have been extracted from the phenomenal data by drawing on the rooted theory approach. In addition, the influence of entrepreneurial patterns is evaluated and ranked using the pairwise hesitant fuzzy set evaluation method. This study reveals the relationship between entrepreneurs' daily behaviors and dyadic entrepreneurial improvisation at the operational level and provides guiding plans for entrepreneurs to improve their own and their organizations' improvisation levels. Decision support technology has become a key link in modern information strategy. With the deepening of research, introduced expert systems have been introduced into decision support systems. In this way, decision support systems gradually become more uncertain and capable of handling uncertainties. The development direction of decision support system is typically based on qualitative analysis. Intelligent decision support system is a system that combines decision support system with artificial intelligence technology. This study attempts to assess in an innovative way the relationship between financing constraints, entrepreneurship, and agricultural firms. The most recently proposed intelligent decision support system, AI-assisted Intelligent Decision Support System (AIIDSS), is used to predict the impact of entrepreneurship on corporate performance. The paper constructs an entrepreneurship index from five aspects: innovation, competitiveness, human capital accumulation, management capability, and adventurous spirit. The method intends to construct the Kaplan–Zingales (KZ) index to evaluate financing constraints. Through an empirical study, it was found that entrepreneurship can significantly promote the growth of listed agricultural companies. The study can drastically reduce the difficulties involved in financing constraints normally faced by agricultural companies. The impact paths include increasing agricultural company operating cash flow, improving stock liquidity, and increasing debt financing. The research suggests that if listed agricultural companies are to improve financing constraints, entrepreneurs must improve their own competitiveness and management capabilities. This will help in reasonably controlling research and development investment besides the impulse to take risks. As the growth of an enterprise relies on considering the determinants of financing constraints, this research provides an effective investigation technique. Social enterprises, which are businesses with social objectives, have been championed by the UK government as an opportunity to deliver more innovative, socially oriented, and commercially sustainable public services. However, very little is known about them, especially in a social care context. This paper therefore aims to answer the following three questions: (1) What are care social enterprises?, (2) What are their distinctive qualities?, and (3) How can they contribute to the adult social care sector? It presents evidence from a "mapping" of care social enterprises in three English local authorities, and from interviews with 35 stakeholders from across the social care and social enterprise sectors. Drawing on an institutional logics framework, we explore the influence of different norms, goals, and practices on care social enterprises and the extent to which they are aligned with those of the public, private, and not-for-profit sectors. We found that their unique combination of business and social logics, along with an entrepreneurial mindset, may make them more flexible, innovative, and able to diversify their income than public and not-for-profit care organisations. They were also considered more trustworthy than private care services. However, their competing social and business logics can create internal tensions and bring uncertainty about what organisational model they are. This paper selects 93 high-tech enterprises listed in 2019 in China's A-share market and comprehensively integrates six variables on three levels, namely, internal guarantee, internal incentives, and external institutions, through fuzzy-set qualitative comparative analysis (fsQCA). On this basis, a discussion was conducted about the multiple concurrent factors and various paths stimulating entrepreneurship. The results show that (1) a single factor does not necessarily lead to high entrepreneurship; (2) high entrepreneurship could be stimulated by four paths: driving mechanism with salary incentive as the core and market mechanism as the support, driving mechanism with government intervention and market mechanism as synergistic drivers, driving mechanism with equity and control power as dual drivers under external institutions, and driving mechanism with external institutions and internal incentives as joint drivers; (3) market competition plays an indispensable role in stimulating entrepreneurship, while management capability suppresses entrepreneurship; (4) nonhigh entrepreneurship could be generated by five paths, which are asymmetric relative to the configurations of high entrepreneurship. Integrated care systems (ICS) in England are partnerships between different health and social care organisations, to co‐ordinate care and therefore provide more effective health and social care provision. The objective of this article is to explore the role of the 'Voluntary, Community and Social Enterprise' (VCSE) sector in integrated care systems. In particular, the paper aims to examine recent experiences of the voluntary sector in responding to the Covid‐19 pandemic, and the lessons that can be learnt for integrated care provision. The article focuses on the case of Oxfordshire (UK), using a mixed methods approach that included a series of semi‐structured interviews with key informants in health and the VCSE sector as well as online surveys of GPs and organisations in the VCSE sector. These were complemented by two contrasting geographical case studies of community responses to Covid‐19 (one urban, one rural). Data were collected between April and June 2021. Interviewees were recruited through professional and community networks and snowball sampling, with a total of 30 semi‐structured interviews being completed. Survey participants were recruited through sector‐specific networks and the research arm of doctors.net.uk, with a total of 57 survey respondents in all. The research demonstrated the critical role of social prescribing link workers and locality officers in forging connections between the health and VCSE sectors at the hyper‐local level, particularly in the urban case study. In the rural case study, the potential role of the Parish Council in bringing the two sectors together was highlighted, to support community health and well‐being through stronger integrated working between the two sectors. There is more and more digital entrepreneurship emerging in practice, but research on it is rare and scattered, meaning that a review of digital entrepreneurship is important and necessary. Based on a data set covering 19 years of research, from 2003 to 2021, this article reviews 469 available articles from the Web of Science Core Collection. Using a scientific knowledge map, it divides digital entrepreneurship research into two stages, namely the "emerging stage" (2003–2017) and the "booming stage" (2018–2021). Research developed slowly in the emerging stage, focusing on the definition of digital entrepreneurship, the influence of digital technology, and antecedents of digital entrepreneurship. In the booming stage, however, digital entrepreneurship research grew explosively. This article sorts out the topics from three aspects, that is, organizational behavior, digital entrepreneurial ecosystem, and business model innovation. Longitudinal research, multi-case studies, mixed methods, and quantitative studies become mainstream, replacing the earlier single-case studies and conceptual analyses. The frontiers of research on digital entrepreneurship focus on digital entrepreneurial ecosystems, business model innovation, digital academic entrepreneurship, digital transformation, and the antecedents of digital entrepreneurship. This article proposes four future directions, including the interaction of digital entrepreneurship elements, the process of digital entrepreneurship with a dynamic perspective, digital entrepreneurship research at the community level, and digital entrepreneurship research in different contexts. Innovation and entrepreneurship (I&E) are of great significance to China's modern economic development, and college students are the most innovative and entrepreneurial potential group. I&E requires college students through the effective combination of various incentive methods on the basis of the individual differences and diversity of college students, so that the I&E enthusiasm of college students can be continuously and optimally exercised. Based on the theory of hierarchical analysis, this paper establishes the evaluation system of the implementation effect of college students' I&E incentive mechanism by setting the evaluation indexes of the effect of college students' I&E incentive mechanism, calculates and obtains the weights of each evaluation index, and provides a reference basis for the design of college students' I&E incentive mechanism. This paper constructs an evaluation model of occupational competency in rehabilitation therapy and applies it to the improvement of college students' innovative and entrepreneurial competencies. Based on clarifying the connotation of college students' entrepreneurial competency, this study carries out research on the evaluation system of college students' entrepreneurial competency. First, the method of qualitative research is used to conduct in-depth interviews with college students and entrepreneurial mentors to understand the views of these groups on college students' entrepreneurial competency, and the coding of the interview contents is carried out by applying the rooting theory, and finally, a theoretical model of the composition of college students' entrepreneurial competency is derived. The front-line position of talent cultivation is the construction of faculty, because the faculty with high-quality vocational ability is an indispensable prerequisite for the development of universities, and the teaching level of the faculty is the key factor for the effectiveness of teaching to appear. Based on the perspective of role theory, we analyze the problems and reasons for the lack of competency in the role-playing process; integrate the three stages of understanding the role, playing the role, and adjusting the role with the competency model; and propose strategies to improve the competency of youth social workers in the process of playing the role, to help workers accurately understand the role, correctly play the role, and reasonably adjust the role. The curriculum is designed to cultivate the competency of college student nursing positions, which is conducive to improving the professional quality of college student nursing service providers and regulating college student nursing practice so that they can actively respond to problems. With the wide application of the Internet, the entrepreneurial resources of colleges and universities have grown at an exponential rate. With the rapid accumulation of this information, it is difficult for students to find what they are interested in from a large amount of information. To accurately recommend innovation and entrepreneurship resources, this paper proposes a recommendation algorithm based on user trust and a probability matrix. After obtaining the user trust data, the PMD (probability matrix decomposition) algorithm is used to complete the trust matrix and normalize it to get the similarity matrix. At the same time, the trust factor between users is added to the calculation process of the posterior probability, and the prediction score is obtained by maximizing the posterior probability. On this basis, the weights of users in the group are normalized, and the weighting strategy based on user interaction is used to integrate the preferences of group members to obtain the final recommendation results. When designing the recommendation system, the web system of the mainstream SSH2 framework is used to design, and the B/S structure of the entrepreneurial resource recommendation system platform is realized. At present, college students' innovation and entrepreneurship has gradually become a hot topic nowadays, and the popularity of related knowledge of college students' innovation and entrepreneurship is getting higher and higher, and more college students have joined in independent innovation and entrepreneurship. In order to alleviate a series of problems in college students' innovation and entrepreneurship, we design an SD model under computational intelligence to put forward corresponding solutions to the problems faced in innovation and entrepreneurship, through the establishment of relevant models and experiments to verify that SD model is based on computational intelligence to optimize the design of college students' innovation and entrepreneurship system. We know that the dimensions of tools include three dimensions: supply, demand, and environment. With the change of time, college students' choice of tools for innovation and entrepreneurship has developed from a single supply tool to a multidimensional tool choice. Through the establishment of SD computational intelligence model to optimize the innovation and entrepreneurship system of college students, through the survey data, it can be seen that the prediction error value of SD model is about 9% and less than 10%, which is within the negligible error range, indicating that SD model has an optimization effect on the innovation and entrepreneurship system of college students. According to the survey, the three dimensions of capital investment, experience, and education level have an impact on college students' innovation and entrepreneurship, accounting for 45%, 25%, and 30%, respectively. By comparing GW model, FIT model, and PBL model with SD model proposed in this paper, the data of precision, recall rate, accuracy rate, and F1 are compared and analyzed under the condition of changing the three dimensions of capital investment, experience, and education level, so as to select the best optimization model of innovation and entrepreneurship system for computational intelligence college students. Experiments show that when the capital investment increases by 10%, the relevant data of SD model is the best, with accuracy of 0.8761, recall rate of 0.9563, accuracy rate of 0.8972, and F1 of 0.8773; When the experience is increased by 10%, the optimization efficiency of SD model is the best, with its accuracy of 0.8660, recall rate of 0.9462, accuracy rate of 0.8871, and F1 of 0.8672. When the education level is increased by 10%, the optimization efficiency of SD model is the best, with accuracy of 0.8921, recall rate of 0.9762, accuracy rate of 0.8762, and F1 of 0.8861. According to the analysis perspective of complex networks, this study determined the coupling relationship between the entrepreneurship platform network structure and complex network model. With the results studied and described in the paper, this study had constructed a platform structure model portraying the evolution process of the platform structure under two types of risks by using the simulation method. Three main conclusions are being drawn from the study: Firstly, endogenous and exogenous risks showed substantial results in affecting the changes in microentities and network relationship of enterprises within the platform, causing the robustness of platform to risk to differ significantly. Secondly, based on exogenous risks, the robustness distribution scaling from highest to lowest among three types of platforms studied is hub-and-spoke > mixed > market. In this paper, the IoT-based adaptive mutation PSO-BPNN algorithm is used to conduct in-depth research and analysis of the entrepreneurship evaluation model for college students and practical applications. This paper details the principle, implementation, and characteristics of each BP algorithm and PSO algorithm. When classifying college students' entrepreneurship evaluation based on BP neural network, because BP algorithm is a local optimization-seeking algorithm, it is easy to fall into local minima in the training phase of the network and the convergence speed is slow, which leads to the reduction of classifier recognition rate. To address the above problems, this paper proposes the algorithm of PSO optimized BP neural network (PSO-BPNN) and establishes a classification and recognition model based on this algorithm for college students' entrepreneurship evaluation. The predicted values obtained from the particle swarm optimization neural network model are used to calculate the gray intervals, and the modeling samples are further screened using the gray intervals and the correlation principle, while the hyperspectral particle swarm optimization neural network model of soil organic matter based on the gray intervals is established afterward; and the estimation results are compared and analyzed with those of traditional modeling methods. The results showed that the coefficient of determination of the gray interval-based particle swarm optimization neural network model was 0.8826, and the average relative error was 3.572%, while the coefficient of determination of the particle swarm optimization neural network model was 0.853, and the average relative error was 4.34%; the average relative errors of the BP neural network model, support vector machine model, and multiple linear regression model were 8.79%, 6.717%, and 9.9%, respectively. The average relative errors of the BP neural network model, support vector machine model, and multiple linear regression model are 8.79%, 6.717%, and 9.468%, respectively. In general, the entrepreneurial ability of college students is at a good level (83.42 points), among which the entrepreneurial management ability score (84.30 points) and entrepreneurial spirit (84.16 points) are basically the same, while the entrepreneurial technology ability is relatively low (82.76 points), and the evaluation results are further verified by the double case analysis method. The current problems encountered by university students in entrepreneurship are mainly the lack of practicality, which indicates that universities, industries, and national strategy implementation levels are not sufficiently focused and collaborative in entrepreneurship development to varying degrees. Digital finance provides an ideal entrepreneurial environment for returning migrant workers (RMWs). From the perspective of entrepreneurs, many scholars have quantified the factors affecting entrepreneurship, as well as the entrepreneurial environment, theorized the importance, motives, and internal/external impactors of RMW entrepreneurship, and put forward quite a lot of countermeasures. This paper innovatively evaluates how digital finance influences the efficacy of RMW entrepreneurship. Firstly, the authors established an influencing factor analysis model and an RMW entrepreneurship model and explained principles for the structural equation modeling of the influence of digital finance on RMW entrepreneurship efficacy. As sustainable development has become a worldwide concern in dealing with tensions between economic development and resource sustainability, green entrepreneurship as a potential solution is gaining popularity. This paper investigates the perceptions of green policies and their impact on green entrepreneurial behavior. Furthermore, green self-efficacy is identified as a psychological mechanism linking green entrepreneurship policies and green entrepreneur behavior and moral reflectiveness as a boundary condition. Building on the policy acceptance model (PAM), the relationships between two policy perceptions and two green entrepreneurial behaviors, the mediating effect of green self-efficacy, and the moderating effect of moral reflectiveness are explored. Results support the mediation and moderation effects, implying that governmental institutions can strive to improve entrepreneurs' perceived usefulness and ease of use in terms of public policies to strengthen their engagement in green entrepreneurial behaviors. This paper reports the productivity of a small-scale pilot biofarm of grey oyster mushroom (Pleurotus sajor-caju (Fr.) Sing.). The pilot was tested in Mekelle city (Ethiopia) in a brick-walled dark room. Growing structures were constructed by erecting three wood poles and fixing them with three wooden side bars at multiple locations to make a prism-shaped rack with multiple triangular open shelves, each capable of carrying one bag of spawned substrate. Mushroom substrates were prepared from maize stalk and wheat bran supplement. Pasteurized chopped maize stalk and wheat bran were mixed at the ratio of 10:0, 9:1, 8:2, and 7:3—yielding four treatments. Five kilograms of substrate was taken from each treatment and was mixed with one kilogram of gypsum to produce a growing mass. Each mass was spawned with 200 g of inoculum under aseptic conditions and put in polyethylene bags. The treatments were replicated thrice and the bags were put on the growth racks in completely randomized design. The growing room was maintained at optimum conditions. Maize stalk substrates supplemented with 10% and 20% of wheat bran have resulted in statistically comparable productivities but statistically significantly higher than those grown on nonsupplemented and highly supplemented maize stalk substrates (p ≤ 0.05). The ingenuity of the design and the convenience of the construction of the racks, the availability of the substrates, and the simplicity of the management and maintenance of the biofarm rendered the piloted design suitable for home-based and small- and medium-scale mushroom biofarm entrepreneurship. Aim: This study explores the main characteristics of entrepreneurial nursing. Background: Nurses have acted entrepreneurially in a multitude of ways since the very beginning of the nursing profession. Still, it is unclear what it means for a nurse to be entrepreneurial. Entrepreneurial nurses are often described inconsistently, by non‐inclusive terms not founded in research. There is a need to examine the essence of entrepreneurial nursing roles. Method: I conducted the research as a systematic literature review of 647 documents. Analysing empirical descriptions of entrepreneurial nurses' employment status, contexts, knowledge, activities, barriers and motivations led to the description of two entrepreneurial nursing roles. Results: The employment status of entrepreneurial nurses represents an important difference in their activities, challenges and motivations. Conclusions: Entrepreneurial nurses may act as nurse entrepreneurs or nurse intrapreneurs. These roles are empirically rooted in the field of nursing and theoretically rooted in the field of entrepreneurship. Small- and medium-sized enterprises (SMEs) are important foundations to implement mass entrepreneurship and innovation and play an irreplaceable role in increasing employment, promoting economic growth, as well as scientific and technological innovations, and providing particularly social harmony and stability and imminently are strategic entities to the national economy and social development in underdeveloped regions. However, the low-efficiency financing of SMEs has gradually become a major factor that restricts the high-quality development of SMEs in the current conditions. In this paper, interest expenditure, gearing ratio, and the net debt ratio as input indicators and current asset turnover ratio, cost margin, and main business income as output indicators are used to conduct the DEA-BCC model. By utilizing the GEM-listed private enterprises between 2017 and 2020 in China, the nationwide financing efficiency of SMEs is firstly measured, and then the financing efficiencies of SMEs in economically developed regions and lagging regions are calculated separately. The comparison reveals that the financing efficiency of SMEs in economically underdeveloped regions is not only lower than the national average figure but also much lower than the financing efficiency level in economically developed regions, which is the result of the combined effect of internal and external factors that enterprises face. DEA model is used to analyze the input-output data of academic entrepreneurship in colleges and universities in 2012 and 2016. According to the validity of the input-output data of academic entrepreneurship in different regions, the differences in efficiency between regions are compared and the reasons are analyzed. This article conducts an experimental investigation on the impact of national open data implementation (ODI) on entrepreneurship ability in sub-Saharan Africa based on epistemological predispositions. With the commitment of 150 countries and organization to open data, this study is founded on the theory of planned behavior that behavioral intention can be induced by background variable categorized as personal, social, and informational. In a bid to validate the informational impact, this study is aimed at determining how much of entrepreneurship ability (EAB) is explained by open data implementation (ODI) in sub-Saharan Africa. This study analyzes secondary data from 22 sub-Saharan African countries, using regression analysis. Result shows that open data implementation has a negative nonsignificant impact on entrepreneurship ability in the continent. It is no surprise that Open Data Barometer (ODB), which is the official open data assessing body, posits that there is need for improved open data implementation in sub-Saharan Africa for economic development purposes. Therefore, this study recommends further research on open data implementation as a national data governance initiative to identify opportunities for entrepreneurial impact in sub-Saharan Africa similar to those observed in Europe and other parts of the world. Aim: This study explores how nurse entrepreneurs' ethical concerns influence their pursuit of entrepreneurial opportunities. Background: Nurse entrepreneurs break norms to challenge the status quo in health care, and entrepreneurship in health care is associated with dubious morals. Thus, nurse entrepreneurs have struggled to gain support and acceptance for their work. Method: This qualitative study relies on in‐depth, narrative interviews with 11 nurse entrepreneurs developing nine different ventures. The interviews are analysed using theoretical thematic analysis, leaning on the ethics of care theory. Results: The analysis reveals two stages of ethical concerns: (1) ethical concerns leading to an entrepreneurial opportunity and (2) ethical concerns while engaged in an opportunity formation. Conclusion: This study shows that nurse entrepreneurs respond to health care issues in line with ethics of care and the ICN Code of Ethics. Nurse entrepreneurs are particularly concerned with doing no harm when developing their ideas and this fear could potentially deter nurses from acting entrepreneurially. 'The mantra of caring ethics' is a more suitable ethical guideline for (future) nurse entrepreneurs. Based on the human capital theory and creativity component theory, this study empirically examines the direct effect of entrepreneurship education on employees' environment protection creativity in the workplace and the dual mediating effect of boundary-free mental model and organizational mobility preference based on 266 valid sample data. The results show that entrepreneurship and environmental protection education received in colleges and universities can significantly promote the improvement of employees' environment protection creativity. Borderless mental model and organizational mobility preference play an intermediary role between them. Aquaculture has great potential in the Terai region of Nepal due to the suitability of pond resources and government attempts to improve the fisheries sector. The majority of fish farmers in Chitwan belong to indigenous nationalities. Entrepreneurship skills help in uplifting local rural communities but due to the lack of attractiveness and economic production of fish in Chitwan, there is a higher chance of fish enterprise failure. Hence, an immediate need of assessing entrepreneurial behavior was felt and the study was carried out among indigenous fish farmers of Eastern Chitwan. For data collection, a questionnaire survey was conducted among eighty random respondents and a key informant interview was performed with expert farmers and fish scientists using the convergent parallel mixed method. Collected data were analyzed using SPSS version 22 and MS Excel. The entrepreneurial behavioral index (EBI) was calculated for each respondent, and it was assessed with various sociological and production factors. Average EBI was found among respondents. Most of the surveyed entrepreneurs have a low level of innovativeness, farming knowledge, and leadership while a medium level of motivation and decision-making ability. From the t-test, it was found that factors like AKC (Agriculture Knowledge Centre) visit, farming type, and organizational membership are significant but farmers' gender, extension consultation, training, information source, education, and experience are nonsignificant with respondents' entrepreneurship. Farmers who do commercial farming, visit AKC, and are members of social organizations have relatively more entrepreneurial behavioral indexes than other farmers. For the improvement of fish enterprises in the study area, training related to fisheries innovativeness, fish farming knowledge, and leadership is recommended through the collaboration of AKC and social organizations. In the past ten years, China's rapid urbanization has hollowed out the rural population considerably. Although returnee entrepreneurship has become a catalyst for retaining people and revitalizing the countryside, most disenfranchised Chinese villages struggle to retain their returnees, owing to their lack of infrastructure and low quality of life. However, many e-commerce villages and live broadcast villages have emerged in the eastern coastal plains of China. Returnees, inspired with a strong hometown identity, have become the driving force in the development of these villages. This study investigates the relationship between the hometown identity of returnees and their entrepreneurial success with the operations research framework. We explored the mediating role of the agglomeration of knowledge to illustrate the mechanism between the hometown identity and entrepreneurial success, while testing the moderating effect and conditional indirect effects of the returnees' creativity through moderated mediation analysis. Using the time lag research method, we collected field data from villages in the northern plains of Jiangsu Province. The research results showed a positive correlation between the hometown identity and entrepreneurial success, with agglomerated knowledge production as an important intermediary. Returnees with a stronger sense of a hometown identity and higher creativity are more likely to enjoy entrepreneurial success. To solve this problem, a blockchain technology based on decentralization was introduced into the innovation as well as an entrepreneurship information platform for college students. It is critical to understand how to assess the usefulness of blockchain in innovation and entrepreneurship information platforms. This research mixes it with the current popular artificial intelligence trend and offers a neural network to assess the value of blockchain technology in terms of creativity and as an entrepreneurship information platform. The contents are as follows: (1) an application value evaluation method with an improved residual neural network is proposed. First, an improved data pooling layer is constructed by using three consecutive convolutional layers in series. The approach then has a significant feature learning ability by increasing the receptive field, thanks to an atrous residual block that combines atrous convolution and the residual block. Finally, the dropout method is introduced to avoid the negative impact of overfitting. (2) An application value evaluation method based on skip connection and residual network is proposed. With the inception module, this method creates a better data pooling layer and adds residual connections. The skip connection line is built in the residual block, which improves the residual block's learning efficiency for feature information. The ordinary convolution in the residual block with a skip connection line is replaced with atrous convolution, and an atrous residual block with a skip connection line is designed. Aiming at studying the evolution pattern of cultivating the ability of university students' entrepreneurship, this paper established the payoff matrix between the university and students agent with the evolutionary economics method. The analysis of the evolution of the communication process model reveals how the choice strategy of individuals influences that of groups. Numerical simulation also demonstrates the influences of different values of decision-making parameters and the change of initial conditions on the result of evolution.
