From 1989 to 2019, Germany stood by its most fundamental geopolitical choices, particularly in terms of European policy. In particular, it confirmed its willingness to be anchored in the institutional framework of political Europe and remained committed to shared leadership with France. However, it is still far from comfortable with its new responsibilities, linked to its new centrality in Europe. This contribution aims to establish in which areas and in which form the Federal Republic has exercised leadership in Europe since the upheavals of 1989/1991. First, it examines Germany’s relationship with EU structures, which has been addressed through the two major European issues since the end of the Cold War, namely the European integration project and the geographical enlargement of the Union. In addition, there is an analysis of Germany’s management of key positions in the EU institutions. This contribution then analyses the priorities and effects of the federal government’s European policy and their evolution since the fall of the Berlin Wall, focusing on three elements of European policy. This refers to Germany’s ambition to act in a normative manner, its economic interests and preferences in the field of external relations to the EU., De 1989 à 2019, l’Allemagne est restée fidèle à ses choix géopolitiques les plus fondamentaux, en particulier en matière de politique européenne. Elle a en particulier confirmé sa volonté de s’ancrer dans le cadre institutionnel de l’Europe politique et est restée attachée à un leadership partagé avec la France. Cela étant, elle est encore loin d’être à l’aise avec ses nouvelles responsabilités, liées à sa centralité retrouvée en Europe. Cette contribution vise à établir dans quels domaines et sous quelle forme la République fédérale, depuis les bouleversements de 1989-1991, exerce un leadership en Europe. Dans un premier temps, elle étudie le rapport que l’Allemagne entretient avec les structures de l’UE, abordé à travers les deux grandes transformations européennes depuis la fin de la Guerre froide, à savoir le projet d’intégration européenne et l’élargissement géographique de l’Union. À cela s’ajoute une analyse de la gestion par l’Allemagne des postes clés dans les institutions de l’UE. Ensuite, cette contribution analyse les priorités et les effets de la politique européenne du gouvernement fédéral, ainsi que leur évolution depuis la chute du mur de Berlin, en se penchant sur trois éléments de la politique européenne. Il s’agit de l’ambition de l’Allemagne d’agir de manière normative, de ses intérêts économiques et de ses préférences dans le domaine des relations extérieures à l’UE.

International audience; This book examines external perceptions of the Franco-German relationship, both from a historical perspective and as a driving force for regional integration. By providing various country and regional studies, it analyses the various types of perception and self-perception in several regions around the globe. Here, Franco-German cooperation serves as a mirror in which third-party countries view their own situation, today and in the future. The contributions address the question of it and how the Franco-German reconciliation and cooperation is perceived as a role model for other regions, especially for the reconciliation of other inter-state and international conflicts. A concluding chapter highlights the divergences and convergences between the respective conflicts, and proposes recommendations for actors involved in diplomacy and international relations.; Ce livre examine les perceptions externes de la relation franco-allemande, à la fois dans une perspective historique et en tant que moteur de l'intégration régionale. En fournissant diverses études nationales et régionales, il analyse les différents types de perception et d'auto-perception dans plusieurs régions du globe. La coopération franco-allemande agit ici comme un miroir dans lequel les pays tiers considèrent leur propre situation, aujourd'hui et à l'avenir. Les contributions abordent la question de savoir si et comment la réconciliation et la coopération franco-allemande sont perçues comme un modèle pour d'autres régions, notamment pour la réconciliation d'autres conflits inter-étatiques et internationaux. Un chapitre de conclusion met en évidence les divergences et les convergences entre les conflits respectifs et propose des recommandations pour les acteurs impliqués dans la diplomatie et les relations internationales.

International audience; A new vinyltrimethoxysilane-based hybrid silica monolith was developed and used as a reversed-phase capillary column. The synthesis of this rich vinyl hybridmacroporous monolith, by cocondensation of vinyltrimethoxysilane with tetramethoxysilane, was investigated using an unconventional (formamide, nitric acid) porogen/catalyst system. A macroporous hybrid silica monolith with 80% in mass of vinyltrimethoxysilane in the feeding silane solution was obtained and compared to a more conventional low vinyl content hybrid monolith with only of 20% vinyltrimethoxysilane. Monoliths were characterized by scanning electron microscopy, Si-29 nuclear magnetic resonance spectroscopy and N-2 adsorption-desorption. About 80% of the vinyl precursor was incorporated in the final materials, leading to 15.9 and 61.5% of Si atoms bonded to vinyl groups for 20% vinyltrimethoxysilane and 80% vinyltrimethoxysilane, respectively. The 80% vinyltrimethoxysilane monolith presents a lower surface area than 20% vinyltrimethoxysilane (159 versus 551 m(2)/g), which is nevertheless compensated by a higher vinyl surface density. Chromatographic properties were evaluated in reversed-phasemode. Plots of ln(k) versus percentage of organic modifier were used to assess the reversed-phase mechanism. Its high content of organic groups leads to high retention properties. Column efficiencies of 170 000 plates/m were measured for this 80% vinyltrimethoxysilane hybrid silica monolith. Long capillary monolithic columns (90 cm) were successfully synthesized (N = 120 000).

International audience; Trends in LC focus on dedicated separation developments spanning different fields of applications ranging from sample preparation to miniaturization. Chromatographic performances result from the porous media, its implantation inside the "column," and its surface functionalization. Because molecular interactions govern chromatographic phenomena, surface functionalization is still a hot research topic. Besides standard approaches for surface functionalization, the use of new surface chemistry reactions opens new perspectives. Click chemistry belongs to this new class of chemical reactions, characterized by its specificity, compatibility with aqueous media, and high reaction yields. In this frame, we review the use of click chemistry reactions in chromatographic sciences. In a first part, we present click chemistry with a specific focus on its implementation in stationary phases. The use of these new clicked materials is detailed and discussed with respect to the chromatographic mode.

International audience; Commercial samples of Coomassie Brilliant Blue G-250 (CBB) were not pure enough to give reliable results when used as indicator of amine content in biological material. The polar and apolar impurities produce unacceptable biases in the results. Counter current chromatography (CCC) was used to purify significant amounts of CBB. The liquid system heptane/1-butanol/water 2:3:4 (v/v) was appropriate to separate crude CBB in three groups of components: polar, partitioning in the aqueous lower phase, intermediate, partitioning well between the aqueous and organic phases, and apolar, preferring greatly the organic phase. The dual-mode way of using a CCC chromatograph was found appropriate for the separation injecting the crude CBB in the middle of a two coil CCC instrument. A multi dual-mode purification was performed allowing to eliminate the polar impurities in the aqueous phase at the column tail and the apolar ones in the organic phase at the column head, trapping the purified dye inside the CCC column. 200mg of purified CBB were obtained from 1g of crude CBB in 3h using as little as 150 mL of butanol and 70 mL of heptane with 200 mL of water. The purified CBB gave total satisfaction in testing amine content in polyclonal antibody containing monolith pipettes.

Enseignement; National audience; Dans le cadre des formations de licence de chimie, biochimie et sciences physiques, les compétences relatives aux sciences analytiques représentent un socle de base sur lequel est bâtie la démarche scientifique. Ainsi, outre la connaissance propre des techniques analytiques, tout étudiant en sciences expérimentales doit posséder les compétences permettant de mettre en oeuvre ces techniques de façon raisonnée pour obtenir une mesure adaptée aux exigences formulées. C'est ainsi qu'a été proposée une unité d'enseignement permettant aux étudiants de licence de développer des compétences méthodologiques associées à la mesure, au travers d'une approche expérimentale ouverte basée sur plusieurs situations-problèmes. Cette approche a aussi permis de modifier l'image d'une chimie perçue comme utilisatrice de recettes de préparation qu'il faut appliquer, en remobilisant les étudiants autour de l'élaboration de leur propre stratégie expérimentale. En réaffirmant le caractère expérimental de cette discipline, et en montrant qu'elle est un espace de créativité et d'innovation, il est possible de conforter les compétences méthodologiques des étudiants, permettant de favoriser leur réussite en licence.

If the unique nature of the Franco-German experience makes any attempt to reproduce it impracticable, that experience can noteless arouse interest, enthusiasm, and even a certain fascination elsewhere. Without serving as an example, it can act as a point of reference and provide useful inspiration even in very different situations. Comparisons cannot, however, supply all the answers and must be made with caution if misunderstandings are to be avoided. This means always taking account not only the parameters of the Franco-German experience, but also the parameters of those countries where there is conflict and scope for reconciliation. The Franco-German experience may be a point of reference for countries that are still beset by regional rivalries and conflicts, but the French and Germans would do well to remind themselves of the ground they have covered., Si la nature unique de l'expérience franco-allemande rend toute tentative de la reproduire impraticable, cette expérience peut néanmoins susciter un intérêt, un enthousiasme et même une certaine fascination ailleurs. Sans servir d'exemple, elle peut servir de référence et fournir une inspiration utile même dans des situations très différentes. Les comparaisons ne peuvent cependant pas fournir toutes les réponses et doivent être faites avec prudence si l'on veut éviter les malentendus. Cela signifie qu'il faut toujours tenir compte non seulement des paramètres de l'expérience franco-allemande, mais aussi des paramètres des pays où il y a des conflits et des perspectives de réconciliation.

Der Analysezeitraum umfasst die erste Hälfte von Macrons Präsidentschaft, insofern als sie reich an Initiativen war und lang genug ist, um Erfolgsfaktoren und Blockaden zu identifizieren. Zunächst gehen wir zurück auf die Botschafterkonferenz 2019, die den konzeptionellen Rahmen für Frankreichs Außen- und Sicherheitspolitik zur Halbzeit der Legislaturperiode darstellt. In einem zweiten Schritt untersuchen wir, was Paris für Europas Sicherheit erwartet und mit welchen Mitteln es seine Ziele erreichen möchte. Schließlich befassen wir uns mit Macrons Forderung nach Unabhängigkeit bzw. Selbständigkeit und klären welche neuen Ansätze dabei vorhanden sind und umgekehrt welche Kontinuitätslinien sich herauskristallisieren., This article aims to help dispel misunderstandings about France's goals for Europe's security by analysing Paris's plans and their implementation in the context of the European Union (EU) and Franco-German cooperation. The period of analysis covers the first half of Macron's presidency, insofar as it was rich in initiatives and long enough to identify success factors and blockages. First, we go back to the 2019 Ambassadors' Conference, which is the conceptual framework for France's foreign and security policy at the halfway point of the legislature. In a second step, we examine what Paris expects for Europe's security and the means it intends to use to achieve its goals. Finally, we look at Macron's call for independence or autonomy and clarify which new approaches are present and, conversely, which lines of continuity are emerging.
