Developing effective and fast data transfer system for the huge amount data between Europe and Japan is a critical issue for the ITER Remote Experimentation Center (REC). To implement the system, effective data transfer methods and wide bandwidth international network are required. This paper describes results of data transfer experiments. We have evaluated two data transfer methods: Packet Pacing and MMCFTP. By using Packet Pacing and 2.4 Gbps line, we achieved 2.2 Gbps data transfer from NIFS to IFERC. By using MMCFTP and 10 Gbps line, we achieved 2.5 Gbps data transfer from NIFS to Dublin, Ireland. Furthermore, by using MMCFTP and 100Gbps line, we successfully achieved the stable transmission of 1PB of data at approximately 84 Gbps, one of the world’s fastest transmission speeds. This paper also describes the upgrade plan of SINET (a Japanese academic backbone network), which is used for ITER and REC communications. SINET will be upgraded to the network based on 100-Gigabit Ethernet technology in April 2016. Furthermore, direct lines of 20 Gbps (10 Gbps × 2) between Japan and Europe will be introduced. • Knowledge spillovers have a positive impact on environmental innovation. • We investigated the waste recycling innovation in the USA, Japan and Europe. • Policymakers should carefully favor industrial relatedness. Since natural resources are finite, new policy instruments to sustain the most efficient processes of waste recycling are required in all countries. To this end, it is critical to explore all technology mechanisms underlying solid waste researchers and practitioners' behaviors. The study focuses on to demonstrate the importance of knowledge diffusion between the source and destination of environmental innovations. This way, policymakers can elaborate opportune strategies to improve the efficiency of innovation activities. By analyzing a sample of 240 large international firms from the USA, Japan, and Europe, this paper discusses the extent to which innovation inputs, research and development, and relative technological spillovers affect environmental innovation—that is measured by the number of waste recycle and land fertilizers patents. The novelty of the study comes from introducing a knowledge production function approach to analyze the role of technological knowledge spillovers on waste recycling and land fertilizers efficiency at the firm level. The technological relatedness between the firms is computed through technological proximity, based on the construction of technological vectors for each firm. The results reveal a significant positive impact of external spillovers on firms' environmental innovation levels. This finding is important particularly in terms of policy implications concerning industrial strategies; as in order to improve environmental innovation, incentives that favor industrial relatedness and establishing integration between firms are crucial. • Review of provisions for seismic qualification of BRBs prescribed in various codes. • BRB core strain (JP) is a more practical way to specify the deformation amplitudes. • The AISC (US) loading protocol specifies the largest target deformation amplitude. • Requirement of minimum cumulative inelastic deformation in JP code is the most severe. • EN 15129 (EU) loading protocol imposed the largest cumulative inelastic demands. • Two new loading protocols for qualification of BRBs with enhanced requirements. The paper presents a research on testing protocols for seismic performance assessment and qualification of buckling-restrained braces (BRBs). The purpose of the study was to propose new loading protocols that consider the most demanding performance requirements available worldwide. In this study, the loading protocols for qualification testing of BRBs prescribed in the codes of four countries/regions, United States, Europe, China, and Japan, plus a non-official Canadian loading protocol, were consulted. The review focused on the background and characteristics, such as the maximum deformation amplitude, deformation range, and number of cycles, of each loading sequence. Then, a database composed of 35 BRB specimens, selected from 16 past experimental studies, was compiled to perform a series of simulations of quasi-static cyclic tests of BRBs under the five different loading histories. The OpenSees platform was used to carry out the modeling, calibration, and analyses. The demands imposed to BRBs were evaluated in terms of cumulative inelastic deformation and cumulative dissipated energy. In addition, the cumulative distribution of the hysteretic energy was defined as a parameter for the assessment of the amplitude-growth rule of the loading protocols. Based on the code review and analyses results, a series of criteria were established and two new loading protocols, GLP-1 and GLP-2, were proposed. Results demonstrated that both proposed loading histories impose superior cumulative inelastic demands and showed a good agreement with the reference cumulative distribution of the hysteretic energy. Abstract: This paper presents results from a survey of stakeholder attitudes towards Carbon Capture and Storage (CCS). The survey is the first to make a global comparison across three major regions: North America, Japan, and Europe. It is based on a 30-question survey which targeted individuals working at stakeholder organizations that seek to shape, and will need to respond to, policy on CCS, including electric utilities, oil and gas companies, CO2-intensive industries and non-governmental organizations (NGOs). The paper reports results from the original survey carried out in 2006 and from a recent follow up on key CCS questions (April 2009). The results show generally small differences across the regions and between the different groups of stakeholders. All believed that the challenge of significant reductions in emissions using only current technologies was severe. There was a widespread belief that CCS as well as renewable technologies such as solar power will achieve major market entry into the electricity sector within the next 10–20 years, whereas there is more scepticism about the role of hydrogen and especially nuclear fusion in the next 50 years. All groups were generally positive towards renewable energy. Yet, there were some notable areas of disagreement in the responses, for example, as expected, NGOs considered the threat of climate change to be more serious than the other groups. North American respondents were more likely to downplay the threat compared to those of the other regions. The Japanese were more concerned about the burden that would be placed on industry in the coming decade as a result of emissions constraints and NGOs were more likely to believe that the burden imposed would be light or very light. NGO respondents also believed CCS to be far more attractive than nuclear power (fission) but much less than renewables. As expected, the risk for leakage from reservoirs was ranked number one of the risk options given. The follow-up study generally confirmed the results of the original study with a few notable differences. As expected, the results of the follow-up shows that respondents consider CCS to play an increased role in the national climate debate. Abstract: Visions about the establishment of a lunar base and development of the Moon for scientific, technical and commercial ends have been on the political agenda since the beginning of the Space Age. In the past few years a number of spacefaring nations, including the USA, European states through ESA, Japan, India, China and Russia have proposed missions directed at the robotic and human exploration and development of the Moon. This paper argues that an important factor in advancing these missions lies in a partnership between the pubic, governmental sector and the private sector. The paper analyzes the dynamics of this partnership as applied to the case of the US Vision for Space Exploration. The results of the analysis suggest that public–private partnerships directed at lunar development and commerce depend on how government reduces risks for the private sector. This paper investigates the long range cross covariances among the stock price returns for the United States, Japan, and the Europe. Empirical results suggest that the stock price returns of these regions have cross covariances of slow moving fluctuations. [ABSTRACT FROM AUTHOR]

This paper aims to advance a model able to explain the synchronization tendency in energy consumption, under the impact of international technology transfers. The key argument is related to the differences in energy consumption efficiency of local and foreign technologies. One direct testable consequence of the model is that there might be a certain correlation between the energy consumption between countries and/or economic areas where a free movement of capital goods and technologies takes place. Hence, it is further tested, in the framework of a multivariate spectrum analysis, the case of energy consumption synchronization between Europe and, respectively, United States and Japan for a time span between 1981 and 2011 based on the data provided by U.S. Energy Information Administration. There are evidences of a leading behavior of energy consumption in United States and Japan in respect to Europe as well as of short-run phase delays of 2 up to 5 months. [ABSTRACT FROM AUTHOR]

Abstract: Neighborhood sustainability assessment tools have become widespread since the turn of 21st century and many communities, mainly in the developed world, are utilizing these tools to measure their success in approaching sustainable development goals. In this study, seven tools from Australia, Europe, Japan, and the United States are selected and analyzed with the aim of providing insights into the current situations; highlighting the strengths, weaknesses, successes, and failures; and making recommendations for future improvements. Using a content analysis, the issues of sustainability coverage, pre-requisites, local adaptability, scoring and weighting, participation, reporting, and applicability are discussed in this paper. The results of this study indicate that most of the tools are not doing well regarding the coverage of social, economic, and institutional aspects of sustainability; there are ambiguities and shortcomings in the weighting, scoring, and rating; in most cases, there is no mechanism for local adaptability and participation; and, only those tools which are embedded within the broader planning framework are doing well with regard to applicability. Abstract: With the increasing of sludge emissions and people''s increasing demand for better dwelling environment, resource utilization of sludge receives much concern in recent years. Currently, the co-processing of sludge in cement kiln has been considered as a sustainable way to dispose sludge in Japan as well as Europe and the United States. Huaxin has begun the co-processing of sludge in cement kiln since 2008. So far, 65000 tons of sludge has been successfully disposed. Abstract: The JT-60SA experiment is one of the three projects to be undertaken in Japan as part of the Broader Approach Agreement, conducted jointly by Europe and Japan, and complementing the construction of ITER in Europe. It is a fully superconducting tokamak capable of confining break-even equivalent deuterium plasmas with equilibria covering high plasma shaping with a low aspect ratio at a maximum plasma current of I p =5.5MA. In late 2007 the BA Parties, prompted by cost concerns, asked the JT-60SA Team to carry out a re-baselining effort with the purpose to fit in the original budget while aiming to retain the machine mission, performance, and experimental flexibility. Subsequently the Integrated Project Team has undertaken a machine re-optimization followed by engineering design activities aimed to reduce costs while maintaining the machine radius and plasma current. This effort led the Parties to the approval of the new design in late 2008 and hence final design and procurement activities have commenced. Abstract: GEN-IV nuclear systems, especially advanced sodium-cooled fast reactors (SFRs) are on the horizon and a key issue of their success is the promise of a higher and improved safety level. In Europe safety investigations are currently under way e.g. in the collaborative CP-ESFR project of the EU. Both on the prevention and mitigation side significant efforts are invested to fulfill the high safety goals. One route of assurance concentrates on the mitigation or even elimination of specific severe accident routes leading to core disruption and recriticalities. The accident phase with larger disrupted and molten fuel regions is coined the transition phase. A competition between fuel losses and in-pool material motion exists deciding over recriticalities and energetics potentials in this phase. To get a control of the transition phase recriticalities and energetics, ideas have been developed to install dedicated means in the core that enhance and guarantee a sufficient and timely fuel discharge - a controlled material relocation (CMR). Several proposals are under way to accomplish this CMR and especially in Japan significant theoretical and experimental work has been performed. In Europe the path to develop CMR measures was driven in the past by the development of the CAPRA reactors with a high Pu enrichment. In the current paper the status of analyses is described and some new concepts are discussed. The CMR measures are discussed along two accident scenarios, the unprotected loss of flow (ULOF) and the instantaneous blockage accident (TIB). [Copyright &y& Elsevier]

Abstract: Several materials have been developed in Europe and Japan for the DEMO reactor that will be tested in ITER. The paper describes a solid breeder for nuclear fusion reactor exploiting ceramic pebbles made of Lithium Orthosilicate (Li4SiO4) and Lithium metatinate (Li2TiO3), with a diameter ranging between 0.5mm and 1mm. The main advantages of the pebbles are resistance to thermal stresses and the possibility to easily fill the complex geometries of the blanket. The results of experimental tests are presented, which enable the determination of the behaviour of single pebbles under compression and the parameters of the pebble beds needed to define their constitutive equations. Several standard tests on samples of pebble beds were performed: triaxial, direct shear and compression. The parameters of the Cam–Clay model were obtained from these tests. This model is normally used to describe soil materials (clay, sand) but in our case was used to simulate the triaxial tests with a finite elements computer code. The numerical results show a good agreement with the theoretical ones. Therefore this model could be used to determine the mechanical behaviour of the solid breeding blanket under normal and accidental conditions. [Copyright &y& Elsevier]

Abstract: The European Joint Undertaking for ITER and the Development of Fusion Energy or (“Fusion for Energy” of F4E for short) is a new organisation that has been established with the main objective of providing Europe''s contribution to the ITER International Organisation (IO) as its Domestic Agency. Fusion for Energy is also the Implementing Agency for the Broader Approach projects being carried out with Japan and, in the longer term, will prepare a programme for the construction of demonstration fusion reactors (DEMO). The threefold mission of Fusion for Energy is consistent with the fast track strategy for the realisation of fusion energy. This paper aims to provide an overview of the current status of Fusion for Energy and highlight some of the opportunities available for research organisations and industry to participate. Abstract: After decades of designing magnetic and inertial fusion power plants, it is timely to develop a new framework for managing the activated (and contaminated) materials that will be generated during plant operation and after decommissioning—a framework that takes into account the lessons learned from numerous international fusion and fission studies and the environmental, political, and present reality in the U.S., Europe, and Japan. This will clearly demonstrate that designers developing fusion facilities will be dealing with the back end of this type of energy production from the beginning of the conceptual design of power plants. It is becoming evident that future regulations for geological burial will be upgraded to assure tighter environmental controls. Along with the political difficulty of constructing new repositories worldwide, the current reality suggests reshaping all aspects of handling the continual stream of fusion active materials. Beginning in the mid 1980s and continuing to the present, numerous fusion designs examined replacing the disposal option with more environmentally attractive approaches, redirecting their attention to recycling and clearance while continuing the development of materials with low activation potential. There is a growing international effort in support of this new trend. In this paper, recent history is analyzed, a new fusion waste management scheme is covered, and possibilities for how its prospects can be improved are examined. [Copyright &y& Elsevier]

Abstract: Several types of reduced activation ferritic/martensitic (RAFM) steel have been developed over the past 30years in China, Europe, India, Japan, Russia and the USA for application in ITER test blanket modules (TBMs) and future fusion DEMO and power reactors. The progress has been particularly important during the past few years with evaluation of mechanical properties of these steels before and after irradiation and in contact with different cooling media.
