The Chaplaincy Ministry is practised in most closed communities, such as uniformed forces, medical institutions, funeral homes, educational institutions and orphan and vulnerable communities. Its relevance in Zimbabwe has been critiqued as it has not been able to demonstrate itself as God’s presence during disasters such as cyclones. The displacement of people in Chimanimani and Chipinge communities in the Eastern side of Zimbabwe, the death of their relatives and the destruction of their properties brought some traumatic experiences that the Church was not able to deal with. Churches in Zimbabwe joined the government and civic organisations to provide humanitarian aid to the distressed communities but unfortunately missed the primary aim of the church journeying along with the distressed. This qualitative research paper argued that, unlike the government and civic organisations that give humanitarian aid and leave the devasted areas, the role of chaplaincy ministry was for the church to commit itself to the daily struggles of the traumatised populace. The paper challenged the churches in Zimbabwe to be like a Christwoven nest that protects, provides, and prays for communities grappling with the omnipotence of God in times of disaster. The paper concluded by proffering a challenge to the church in Zimbabwe to either function as a centre of God’s presence in the shattered communities or be like a charity organisation in humanitarian aid alongside the non-governmental organisations and the government which is not her call. This paper contributes significantly to scholarship as there is limited literature on chaplaincy from an African genre and more importantly resources that define the role of the church in troubled communities. What are the leadership development needs of so-called 'Global South' humanitarian professionals? The humanitarian professionalisation agenda begun in the 1990s has evolved to include short courses and accredited programmes specifically aiming to build leadership skills. This paper explores how humanitarian professionals from the Global South understand the current context of leadership development, including its barriers of access, and potential for change to be more relevant to their lives and work. Using thematic analysis of eleven key informant interviews, the paper finds three levels of consideration: global politics and inequality, personal and professional enrichment, and practical support. The findings suggest that while humanitarian leadership training can be better tailored and made available to Global South leaders at all career stages, there is a wider, more crucial need to address systemic imbalances. This paper contributes to wider discussion on localisation and inequality in the humanitarian aid sector, and more specifically contributes to the literature on how systemic factors shape the limits of both professionalisation and expansion of humanitarian education initiatives. Purpose: Aiming to resolve cross-cultural paradoxes in combining artificial intelligence (AI) with human intelligence (HI) for international humanitarian logistics, this paper aims to adopt an unorthodox Yin–Yang dialectic approach to address how AI–HI interactions can be interpreted as a sophisticated cross-cultural knowledge creation (KC) system that enables more effective decision-making for providing humanitarian relief across borders. Design/methodology/approach: This paper is conceptual and pragmatic in nature, whereas its structure design follows the requirements of a real impact study. Findings: Based on experimental information and logical reasoning, the authors first identify three critical cross-cultural challenges in AI–HI collaboration: paradoxes of building a cross-cultural KC system, paradoxes of integrative AI and HI in moral judgement and paradoxes of processing moral-related information with emotions in AI–HI collaboration. Then applying the Yin–Yang dialectic to interpret Klir's epistemological frame (1993), the authors propose an unconventional stratified system of cross-cultural KC for understanding integrative AI–HI decision-making for humanitarian logistics across cultures. Practical implications: This paper aids not only in deeply understanding complex issues stemming from human emotions and cultural cognitions in the context of cross-border humanitarian logistics, but also equips culturally-diverse stakeholders to effectively navigate these challenges and their potential ramifications. It enhances the decision-making process and optimizes the synergy between AI and HI for cross-cultural humanitarian logistics. In humanitarian aid scenarios, the model of cumulative capacitated vehicle routing problem can be used in vehicle scheduling, aiming at delivering materials to recipients as quickly as possible, thus minimizing their wait time. Traditional approaches focus on this metric, but practical implementations must also consider factors such as driver labor intensity and the capacity for on-site decision-making. To evaluate driver workload, the operation times of relief vehicles are typically used, and multi-objective modeling is employed to facilitate on-site decision-making. This paper introduces a multi-objective cumulative capacitated vehicle routing problem considering operation time (MO-CCVRP-OT). Our model is bi-objective, aiming to minimize both the cumulative wait time of disaster-affected areas and the extra expenditures incurred by the excess operation time of rescue vehicles. Based on the traditional grey wolf optimizer algorithm, this paper proposes a dynamic grey wolf optimizer algorithm with floating 2-opt (DGWO-F2OPT), which combines real number encoding with an equal-division random key and ROV rules for decoding; in addition, a dynamic non-dominated solution set update strategy is introduced. To solve MO-CCVRP-OT efficiently and increase the algorithm's convergence speed, a multi-objective improved floating 2-opt (F2OPT) local search strategy is proposed. The utopia optimum solution of DGWO-F2OPT has an average value of two fitness values that is 6.22% lower than that of DGWO-2OPT. DGWO-F2OPT's average fitness value in the algorithm comparison trials is 16.49% less than that of NS-2OPT. In the model comparison studies, MO-CCVRP-OT is 18.72% closer to the utopian point in Euclidean distance than CVRP-OT. [ABSTRACT FROM AUTHOR]

Two devastating earthquakes struck on February 6, 2023, the first with a magnitude of 7.7 at 04:17 in the Pazarcik district of Kahramanmaras, and the second one with a magnitude of 7.6 at 13:24 in the Ekinozü and Elbistan districts of Kahramanmaras in eastern and southeastern Anatolia, as well as northern Syria. These two earthquakes caused vast destruction in 11 provinces and affected 15.2 million people, including 5.4 million children, living in stricken provinces (Kahramannaras and Hatay Report, Post Earthquake Assessment, 2023). The two earthquakes had a devastating impact on settlements, housing, and businesses in most of the impacted locations, with extremely high levels of damage in highly populated areas. The Nirengi, a Turkish Non-governmental Organization team's reflections on the severe impact of the two earthquakes and living conditions in several lifeline sectors, derived through field observations, data from interviewees, and partly desk research, which are presented briefly in this paper. The provided information was gathered a few days after the earthquake and the recommendations are noted based on the findings of initial assessment following the disaster. Following the Ukraine humanitarian crisis, which was a result of the war in Ukraine, ordinary citizens stepped up to spontaneously coordinate various humanitarian responses to support affected populations. In this article such individuals who founded or coordinated this form of spontaneous humanitarian aid are referred to as citizen aid actors (CAA). This paper explores the work of citizen aid actors in Poland, a country which received many of the people displaced by the war in Ukraine. The study applies the concept of digital affordances to illustrate and argue that citizen aid actors relied on the features available on digital platforms to attain their goals. It is an outcome of a qualitative research approach where interviews, participant observation, and analysis of relevant online material about the studied citizen aid actors were used as methods of collecting data. The findings indicate that these actors used diverse digital platforms at different stages of the humanitarian aid projects, from establishment, organization and sustenance. While this study demonstrates how specific digital platforms contributed to the accomplishment of the work done by CAAs, it also highlights how problematic it can be when the actors largely rely on digital platforms. As such, potential risks associated with overreliance on digital platforms as a way of implementing projects are factored in. AbstractIn recent years, Qatar has emerged as a key actor in humanitarian diplomacy (HD), which has received limited academic attention. This paper provides an analysis of Qatar’s engagement with HD, drawing on a literature review and extensive interviews with officials and humanitarian workers in Qatar, observations of state activities and humanitarian agencies, and personal interviews with international humanitarian aid workers. The study reveals Qatar’s unique strategy, characterised by its diplomatic stance and the integrated efforts of its governmental and non-governmental sectors, as foundational to its HD efforts. The study also reports challenges hindering those efforts, namely the impacts of the political tensions, the lack of diplomatic immunity for humanitarian workers, and a scarcity of specialised expertise in HD. These are explored in terms of their implications for the effectiveness of Qatar’s efforts, emphasising the critical need for enhanced supportive frameworks, targeted capacity-building initiatives, and well-defined protocols for HD engagement. To add to the dialogue on HD, this paper reflects on Qatar’s engagement in HD, suggesting that smaller nations can meaningfully contribute when leveraging their strengths and international relationships. This paper explores the intersection of the impacts of COVID-19 on women and girls in humanitarian settings with the necessity of incorporating female perspectives in decision-making roles within multilateral institutions delivering humanitarian aid. Women remain underrepresented in leadership positions in these multilateral institutions. However, increased female participation in leadership roles is linked to greater consideration of women's needs in humanitarian response plans, thereby promoting gender-sensitive recovery efforts. Given COVID-19's exacerbation of preexisting gender disparities in fragile settings, gender-responsive relief measures are crucial in humanitarian contexts. Chinese humanitarian actors have worked frequently with the Chinese diaspora in disaster‐affected areas, but little, if any, research has been conducted into the important role of the diaspora in disaster response and humanitarian assistance. This paper investigates what local knowledge the Chinese diaspora has offered to humanitarian actors from the People's Republic of China (PRC), and how this has contributed to their effectiveness. Based on a case study of the semi‐autonomous Indonesian province of Aceh in the aftermath of the Indian Ocean tsunami of 2004, this paper argues that the diaspora can serve as a linchpin in local and international humanitarian action. It can do so by strengthening networks and bringing together local ethnic communities, local governments, and the PRC's humanitarian actors, while also offering local knowledge in the form of contextual memory. The article investigates how US-Americans of German origin and ancestry used humanitarian aid to Germany after the Second World War to deliberate their individual notions of heritage amidst the recent violent past of the land of origin. For this purpose, it looks at the rhetoric used by the leaders of German-American heritage organizations and both ethnic and non-ethnic humanitarian agencies. The article finds that these groups employed debates on German postwar suffering and the idea of the Germans being Hitler's 'first victims' to circumvent any accusation of potential German public complicity. They did so not because their German origin subjected immigrants to much public hostility in the United States the way it had during the First World War, but rather because the Nazi atrocities threatened to taint their understandings of Germanness and heritage. By portraying fascism as an outside force that was not inherently German but that had preyed on Germanness from the outside, immigrants could resort to humanitarian aid as a means of rehabilitation that did not support the perpetrators but the victims of the Second World War. The Norwegian parliament has agreed to fund the Nansen Support Program for Ukraine, promising to deliver a total of NOK 75 billion (EUR 6.7 billion) in military and civilian aid to Ukraine over the period 2023–2027. In 2023, half of the aid was delivered in the form of military support, the other half constituted civilian support, including humanitarian relief and direct support to the Government of Ukraine. Over the next four years, the distribution between military and civilian aid through the Nansen Support Program will be decided on an annual basis. To achieve the long-term goal of making Ukraine ‘well-functioning, democratic and safe’, and supporting the country’s ambitions for European integration, the Norwegian aid is intended to strengthen democratic institutions, the rule of law and civil society in Ukraine. This paper examines the debate on Norway’s assistance to Ukraine and discusses the competing, or even conflicting, goals of helping Ukraine win the war and strengthening Ukrainian civil society, looking for answers to several difficult questions: How will the Norwegian government ensure that funding to Ukraine is in fact spent ‘in line with Ukraine’s needs’ and does not enrich criminals or facilitate unlawful activities? In this paper, we consider the Cumulative Capacitated Vehicle Routing Problem (CCVRP), which is used to model many real-world applications, especially in the area of supplying humanitarian aid after a natural disaster. Interestingly, in this study, Unmanned Aerial Vehicles (UAVs) so-called drones are used to assist the trucks in delivering parcels to customers. Each of them travels to different locations to perform specified tasks and meet periodically with the vehicle from which it takes off to swap its battery. In this paper, a mathematical model is formulated which is then tested with small-sized problems using CPLEX software. Due to the difficulty of solving large instances to optimality, we propose a heuristic algorithm based on a well-established type of cluster-first, route-second approach. Then, it is enhanced by some proposed properties. Hereafter, we develop a minimum spanning tree based-lower bound. Finally, extensive computational experiments are carried out by using instances from the literature. They show the good performance of the proposed heuristic algorithm to solve large instances in a very competitive running time. [ABSTRACT FROM AUTHOR]

Education is the most prolific pillar of humanitarian response in emergency situations. During and after emergencies, education affords opportunities for the children, their families and communities to move towards the rehabilitation process and learn the required skills for leading a standard life. The paper is based on review of available literature and for this purpose, an extensive review of research articles, newspapers, books, and online material was carried out regarding need and importance of education during and after conflict. As the conflict between Swat, Malakand and FATA Merged Districts (MDs) started in 2007 and continued until 2010, the main focus of this study is on educational problems during the mentioned period. The study aims to explore the hurdles in the provision of education during the conflict in the study area. In addition, the study aims to learn about the problems faced by teachers during the conflict. The study concludes that conflict in the study area has badly affected the education sector by depriving children of education. The schools were closed and the teachers were issued threats, due to which the teachers left their houses and got shifted to safer areas. Girl schools and female teachers suffered the most as girls education was declared un-Islamic. The study recommends that education ought to be the top priority of both the government and private sectors during times of conflict and temporary schools should be established for continuous education. The authors review the literature on last mile delivery logistics within commercial and humanitarian supply chains from 2010 to the end of 2021. The scope of the last mile, including last mile logistics, last mile distribution, and last-mile mile delivery, is covered. A unifying terminology of the major concepts in this field and a bibliometric analysis are provided. Based on the analysis, the authors further classify and discuss the literature into three clusters: humanitarian relief, commercial logistics, and emerging technologies. Humanitarian organisations are increasingly utilising biometric data. However, we know little about the extent and scope of this practice, as its benefits and risks have attracted all the attention so far. This paper explores the biometric practices of the United Nations Refugee Agency, the United Nations World Food Programme, the International Committee of the Red Cross, Médecins Sans Frontières, and World Vision International. The study analysed relevant documents published over the past two decades and 17 semi‐structured interviews with humanitarian workers conducted between June 2021 and June 2022. The findings reveal that humanitarian organisations use diverse types and functions of biometric data for different services, collaborate with many actors, and employ various data protection measures. Ultimately, challenging the straightforward generalisations about the use of such data, the paper argues that variational applications of biometrics in the humanitarian context require case‐by‐case analysis, as each instance will likely produce a different outcome. This paper analyzes the role of accounting in disaster mitigation and the importance of transparency to avoid corruption. During the Ukrainian war, accounting has allowed the redistribution of war material, the quantification of economic aid, or the efficient management of humanitarian aid. This paper aims to set a research agenda on transparency and corruption in foreign aid to a fragile and conflict‐affected country. In order to analyze the situation of corruption in Ukraine during the war, first a review of the latest corrupt events is carried out and its position in the Corruption Perception Indicator is analyzed. Subsequently, we analyze the aid that Ukraine has received from other countries and institutions, and whether it is transparent. The possible dependence of the Corruption Perception Indicator on the transparency index of each country in the management of aid to Ukraine is studied. This article links corruption, transparency and accounting in the context of the Ukrainian war, highlighting the important role of auditing and financial controls, and presents proposals for future research. The promise of innovation in humanitarian contexts has generated an expanding literature, from academics as well as practitioners. However, the field has become characterised by conceptual ambiguity and insular approaches, inhibiting the integration of findings and best practices. Therefore, this paper aims to identify the key concepts, definitions, and themes in humanitarian innovation (HI) research by applying a systematic literature review and content analysis. Based on data from 301 publications, we analyse scholarly and practitioner articles addressing the topic of humanitarian innovation. Our analysis suggests that efforts to reform the humanitarian system by leveraging innovation have been primarily ad hoc, fragmented, and serving miscellaneous separate objectives. This results in the implementation of incremental improvements, rather than transformative change throughout the sector. To bridge the gap between the various conceptualisations of HI, we propose a conceptual framework that provides a system perspective on HI, which includes the institutions, actors, contextual factors, and outputs of the system. The implications of our finding for further research and policy are discussed as well. The purpose of this paper is to document Qatar's recent contribution of humanitarian, development, and peace-related efforts to the Sudanese in Darfur. It delves deeply into Qatar's involvement in Darfur by tracing the flow of foreign assistance provided between 2011 and 2018, while analysing the relevant mediation efforts to settle the conflict in the region. The paper calls for adopting the Triple Nexus approach – or humanitarian development-peace nexus in dealing with Qatar's role as a third party in Darfur both as a donor and mediator. Contextualising Qatar's role in this context necessitates considering its foreign assistance and peace-related efforts in conflict-affected contexts and its positioning in relation to the Triple Nexus. While Qatar has not publicly committed itself to the Triple Nexus reforms directed to OECD-DAC donor countries, the paper argues that adopting the Triple Nexus approach might develop the prevailing humanitarian and development and peace-related assistance practices in Qatar. Although aid towards the Northern part of the Korean Peninsula, North Korea, has been delivered for several decades, there have frequently been conflict-related events in the region. What forms of aid could bring peace to the Korean Peninsula? This paper explores cases of aid to conflict-related areas and suggests policy implications for aid to North Korea. The analysis shows that project-type and scholarship-type aid to the humanitarian sector could promote peace. Aid provided by NGOs and research and educational institutions has positive effects on peace, but aid by international organizations has a negative impact on peace. Therefore, aid to North Korea would be more effective for peace on the Korean Peninsula when delivered by NGOs and research and educational institutions and provided as a scholarship or project-type grant. Since the late 1970s nearly one million Rohingyas have fled systematic persecution in Myanmar's Rakhine state and are currently living in inhumane conditions in various refugee camps in Bangladesh. This article provides a critical and constructive account of humanitarian organizations' roles in the protracted Rohingya situation, with attention to prevalent global responsibilities, and proposes an alternative humanitarianism framework to address its limitations. The study employed a mixed-methods approach, combining in-depth interviews, focus groups, document analysis, and quantitative surveys to comprehensively examine the complexities of the crisis and the potential for a more effective response. The paper underscores the need to move beyond conventional humanitarian approaches and embraces a holistic framework that integrates conflict prevention, human rights protection, long-term development, international cooperation, and regional engagement. This article discusses Indonesia’s involvement in addressing the plight of the Rohingya refugees, who have been deprived of citizenship, leading to the erosion of their basic human rights. This deprivation has resulted in widespread social exclusion and displacement, forcing many to seek asylum in countries like Indonesia. Therefore, this study aims to: firstly, analyze the legal framework within which international law enables the Indonesian government to responsibly manage refugee situation; and secondly, evaluate the collective efforts of the Indonesian government and the global community in seeking a comprehensive resolution to this crisis. The paper focuses on the legal dimensions of the Rohingya refugee situation in Indonesia, employing a normative approach. It offers a descriptive analysis from the perspective of governance and international law. The findings emphasize the need for the Indonesian government to adopt a proactive stance. Key measures include advocating for the Rohingya’s right to citizenship, urging the Myanmar government to halt its violence, and calling for active intervention from the United Nations (UN) and the international community. Furthermore, it is recommended that Indonesia continues to offer temporary refuge on humanitarian grounds, ensuring the provision of aid and adhering to the principle of non-refoulement. The text discusses the increasing humanitarian crisis of forced displacement and the rise of refugee crises around the world. It highlights the various factors that contribute to unsafe living conditions, such as civil wars, violence, persecution, poverty, and climate change. The text emphasizes the need for business and society scholarship to understand how businesses should respond to refugee crises and the challenges they face in doing so. The special issue mentioned in the text focuses on cross-sector partnerships and their role in supporting refugee integration, highlighting the importance of partnerships and the complexities involved in managing them effectively. The papers in the special issue explore topics such as the different types of value creation activities for refugees, the impact of trust breaches in cross-sector partnerships, and the factors influencing the effective functioning of these partnerships. Fragility continues to present major challenges to achieving sustainable development goals (SDGs). International aid, particularly the Official Development Assistance (ODA), is a critical source of finance to deliver humanitarian assistance, development projects, and peace operations in fragile contexts. This study analyses if and how donors are motivated by fragility in their aid allocation across the humanitarian-development-peace nexus. Employing the random-effect Tobit method, the role of fragility as a donors' motive is analysed alongside three conventional categories of motives: self-interest, recipients' needs, and merit. The empirical analysis demonstrates an association between aid allocation across the nexus and fragility, but also a great degree of heterogeneity depending on the donor and the pillar of the nexus. This paper places the seemingly distinct projects of refugee protection and temporary foreign worker programs alongside one another to reveal their interlinked relationship. I argue that despite its seeming humanitarian exceptionality, refugee protection is deeply implicated in the production of both the category and supply of temporary foreign workers for the Canadian economy. I demonstrate that the defining limitations of refugee law in relation to questions of class and economic deprivation are integral to the conceptualization of the category of the migrant worker. I then engage with statistical data to show that patterns of refugee adjudications in Canada have contributed to maintaining the supply of temporary foreign workers. In particular, I show that Canada has consistently rejected refugee claims from key source countries of migrant workers, namely Jamaica and Mexico. By refusing these claims, Canadian refugee protection has constituted Jamaican and Mexican nationals as inappropriate subjects of permanent protection and, subsequently, primed them for incorporation as temporary foreign workers. In effect, Canadian im/migration has operated like a revolving door: pushing some nationalities out of the permanent protection of refugee status while pulling them into the precarious opening of temporary labour migration. The European Union (EU) reshapes its position on Afghanistan in the post-US withdrawal scenario, witnessing Taliban re-entrance to the power corridors. By stopping all preferences immediately after the Taliban takeover in August 2021, the EU decided to continue only an operational engagement with the new Afghan administration which was necessary for logistical, operational, and humanitarian purposes. This research paper aims to investigate the EU's responses towards Afghanistan, particularly in terms of its strategic engagement with Kabul, which intends to limit humanitarian assistance and other necessary activities in the war-torn country. A situation analysis of the empirical process was employed as a research technique to investigate the EU's new stance over Afghanistan following the Taliban's reemergence in the country. The study nds that human rights violations, ineffective rules of law, lack of social justice, and security issues led to the lack of interest of the international community including the EU in enhancing trade and economic cooperation with the country. While mental health and psychosocial support receive substantial international attention in humanitarian aid, the well‐being of local aid agency staff themselves is often overlooked. This research, using an exploratory sequential mixed‐methods design composed of two rounds of interviews (N = 23) and a survey (N = 146), highlights the constraints that local staff encounter to access psychosocial support. The study presents a snapshot of what mental health and psychosocial support is available for aid workers active in emergencies. Among local staff, 50 per cent deem the support not to be appropriate. The main causes are a lack of information regarding the available care, a lack of time to access care, and a lack of trust to access services provided through the employer. This paper suggests that agencies can improve local staff welfare by alleviating stressors related to short‐term contracts, granting access to after‐assignment care, and catering to a wider array of coping strategies. This article examines the tactical changes made by the asylum seeker community in Hong Kong in negotiating local refugee assistance policies and practices. The analysis presented in this paper is grounded in my ethnographic fieldwork with an asylum seeker-led organization and supplemented by archival study and informal interviews. In recent years, the asylum seeker community has adopted a pragmatic approach to advocacy, increasingly asking the local community for support in providing humanitarian aid rather than calling for changes to the assistance system, a tactic that this group used in the past. I argue that these tactical changes cannot be separated from the social and political contexts of Hong Kong. The presence of stimulating events, particularly those involving local and global refugee and migrant communities, the space available for voicing dissent, and the level of institutional responsiveness, all affect how the asylum seeker community in Hong Kong participates in policy discussions. The war in Ukraine has forced approximately eight million people into neighboring European countries. As part of sports clubs' societal commitment, many have received Ukrainian refugees. However, compared to previous so-called 'refugee waves', forced migration from Ukraine is different in terms of demographics, culture, and (sports) traditions. This paper aimed to assess these 'new' nuances and their implications for the European sports movement. Data were gathered through 17 semi-structured interviews with Swedish sports club representatives, analyzed with a critical realist-inspired thematic analysis, and interpreted with Bronfenbrenner's process-person-context-time framework. The representatives expressed that Ukrainian refugees are more in-tune with organized sports compared to other refugee populations; however, there are also culturally discrepant ideas about sports. Specifically, there seems to be an influx of skilled (youth) refugees, who approach sports in ways incompatible with Swedish conventions about youth sports. While the sporting capital often enables easier inclusion, it also presents challenges in extreme cases. The findings show that the European sports movement must be attentive to new challenges and opportunities associated with the current humanitarian crisis. Background: Humanitarian crises and disasters affect millions of people worldwide. Humanitarian aid workers are civilians or professionals who respond to disasters and provide humanitarian assistance. In doing so, they face several stressors and traumatic exposures. Humanitarian aid workers also face unique challenges associated with working in unfamiliar settings. Objective: To determine the occurrence of and factors associated with mental ill-health among humanitarian aid workers. Search strategy: CINAHL plus, Cochrane library, Global Health, Medline, PubMed, Web of Science were searched from 2005–2020. Grey literature was searched on Google Scholar. Selection criteria: PRISMA guidelines were followed and after double screening, studies reporting occurrence of mental ill-health were included. Individual narratives and case studies were excluded, as were studies that reported outcomes in non-humanitarian aid workers. Data analysis: Data on occurrence of mental ill-health and associated factors were independently extracted and combined in a narrative summary. A random effects logistic regression model was used for the meta-analysis. Main results: Nine studies were included with a total of 3619 participants, reporting on five types of mental ill-health (% occurrence) including psychological distress (6.5%-52.8%); burnout (8.5%-32%); anxiety (3.8%-38.5%); depression (10.4%-39.0%) and post-traumatic stress disorder (0% to 25%). Hazardous drinking of alcohol ranged from 16.2%-50.0%. Meta-analysis reporting OR (95% CI) among humanitarian aid workers, for psychological distress was 0.45 (0.12–1.64); burnout 0.34 (0.27–0.44); anxiety 0.22 (0.10–0.51); depression 0.32 (0.18–0.57) and PTSD 0.11 (0.03–0.39). Associated factors included young age, being female and pre-existing mental ill-health. Conclusions: Mental ill-health is common among humanitarian aid workers, has a negative impact on personal well-being, and on a larger scale reduces the efficacy of humanitarian organisations with delivery of aid and retention of staff. It is imperative that mental ill-health is screened for, detected and treated in humanitarian aid workers, before, during and after their placements. This paper focuses on the political economy of aid to determine its impact on Lebanon's politics of sectarianism. I approach NGOization as a political process that normalizes a situation where citizens are accustomed to functioning without the state, and as an economic process creating a parallel economy. Both trends have expanded with the current crisis. I posit that politics of sectarianism feeds on NGOization: they allow sectarian elites to outsource aid, manage discontent and depoliticize NGO s and CSO s, while silencing potential challenges to their order. Thus, organizations aiming to transform the political system lack visibility and leverage, while their space of operation has been shrinking. I also explore the role of international aid on the continuity and durability of the Lebanese state and its neo-patrimonial and clientelist governance mode. The article analyzes the experiences of the refugee population in India and Myanmar with identification documents and digitization. In India, the digital identification system has brought advantages but also economic and social exclusion for refugee communities. In Myanmar, an attempt has been made to implement a digital identification system that could further limit the rights of minorities and opposition groups. The article also narrates the experience of a Rohingya refugee in India and how the Aadhaar card provided him with some protection and access to basic services. However, the situation changed when the Indian government considered Rohingya refugees as "illegal" and made it difficult for them to access essential services. The article discusses the negative consequences of the digital identification system in India and Myanmar. In India, the Aadhaar card has become a mandatory requirement to access services such as education, financial services, and driver's licenses. This has led to the exclusion of refugee communities and other marginalized groups. In Myanmar, the military regime has used identification systems to restrict the movement of the population and persecute opposition and minorities. The digitization of identification systems can be harmful when used by state authorities to discriminate against and exclude certain groups. The article discusses the use of paper and digitized identification systems to restrict freedom of movement and segregate the Rohingya community in Myanmar. These systems are used to block access to food, income, funds, and humanitarian assistance, as well as to prevent the dissemination of information about atrocities committed. While the digitization of identification systems can improve the efficiency of aid and services delivery for refugees, it can also generate additional risks and vulnerabilities. Humanitarian aid is critical not just for dealing with a pandemic that occurs once every century, but more for assisting amid civil conflicts, surging natural disasters, as well as other kinds of emergencies. Technology's dependability to support humanitarian and disaster operations has never been more pertinent and significant than it is right now. The ever-increasing volume of data, as well as innovations in the field of data analytics, present an incentive for the humanitarian sector. Given that the interaction between big data and humanitarian and disaster operations is crucial in the coming days, this systematic literature review offers a comprehensive overview of big data analytics in a humanitarian and disaster setting. In addition to presenting the descriptive aspects of the literature reviewed, the results explain review of existent reviews, the current state of research by disaster categories, disaster phases, disaster locations, and the big data sources used. A framework is also created to understand why researchers employ various big data sources in different crisis situations. The study, in particular, uncovered a considerable research disparity in the disaster group, disaster phase, and disaster regions, emphasising how the focus is on reactionary interventions rather than preventative approaches. Introduction War has influenced the evolution of global neurosurgery throughout the past century. Armed conflict and mass casualty disasters (MCDs), including Humanitarian Assistance Disaster Relief missions, require military surgeons to innovate to meet extreme demands. However, the military medical apparatus is seldom integrated into the civilian health care sector. Neurosurgeons serving in the military have provided a pragmatic template for global neurosurgeons to emulate in humanitarian disaster responses. In this paper, we explore how wars and MCD have influenced innovations of growing interest in the resource-limited settings of global neurosurgery. Methods We performed a narrative review of the literature examining the influence of wars and MCD on contemporary global neurosurgery practices. Results Wartime innovations that influenced global neurosurgery include the development of triage systems and modernization with airlifts, the implementation of ambulance corps, early operation on cranial injuries in hospital camps near the battlefield, the use of combat body armor, and the rise of damage control neurosurgery. In addition to promoting task-shifting and task-sharing, workforce shortages during wars and disasters contributed to the establishment of the physician assistant/physician associate profession in the USA. Low- and middle-income countries (LMICs) face similar challenges in developing trauma systems and obtaining advanced technology, including neurosurgical equipment like battery-powered computed tomography scanners. These challenges—ubiquitous in low-resource settings—have underpinned innovations in triage and wound care, rapid evacuation to tertiary care centers, and minimizing infection risk. Conclusion War and MCDs have catalyzed significant advancements in neurosurgical care both in the pre-hospital and inpatient settings. Most of these innovations originated in the military and subsequently spread to the civilian sector as military neurosurgeons and reservist civilian neurosurgeons returned from the battlefront or other low-resource locations. Military neurosurgeons have utilized their experience in low-resource settings to make volunteer global neurosurgery efforts in LMICs successful. In this paper, which draws on two years of qualitative research, I examine the ways in which refugees are positioned and position themselves in job training programs and in their initial US jobs. I provide examples of how 'factishes', a combination of facts and fetishes, are fabricated and position the refugees, and those working with them, in discourses associated with migration. Moving from notions of humanitarian aid to economic utility, trainers and employers position the refugees as economic stabilizers, capable of performing low-skill jobs, which US-born workers do not often choose, and which undocumented Mexican migrants do not 'deserve'. In doing so, they also position themselves as helpful humanitarians. The positioning is useful in securing initial employment for the refugees but not in longer term career advancement. Some of the refugees challenge the positioning, modifying the factishes to improve their employment prospects and possibly their long-term integration into society. [ABSTRACT FROM AUTHOR]

Humanitarian assistance is not carried out in a vacuum. As urban warfare historically complicates humanitarian aid's access to civilians in war zones, Ukraine, having suffered and still facing highly publicized violence in civilian-dense areas, has encountered dire obstacles in acquiring necessary resources for civilians' survival, including both direct and incidental attacks on humanitarian access. Thus, it is vital the international legal community take measures to mitigate current and future dangers of urban warfare, as well as design new solutions, such as strengthening current international law under which obstructing humanitarian access constitutes a violation of jus cogens principles, attempting to induce countries to move away from conflict in civilian-populated areas, supporting previously attempted alleviations such as "safe zones" and humanitarian corridors, and boosting the concrete legal status of NGOs' and other organizations' neutrality, to ensure easier access to humanitarian aid in present and future war zones. In Part II (Part I being an introduction), this paper will first lay a foundation of the history of humanitarian assistance in armed conflict and civilians' rights to humanitarian assistance in armed conflict. Part III will introduce the history of urban warfare, then discuss common obstacles to humanitarian assistance (whether intentionally or unintentionally caused by States), specifically in situations of urban warfare. Part IV will examine how Ukraine has experienced and is currently experiencing humanitarian access issues, and the applicable obligations which involved States have failed to uphold. This article aims to analyze the Turkish foreign policy towards the African continent in the 21st century. With the end of the Cold War and the world order centered on a bipolar logic, Turkey has had greater autonomy to manage its international relations, maintaining a more active foreign policy by expanding its economic, diplomatic, and security affairs beyond the West. In this context, under the leadership of the Justice and Development Party (AKP), the African continent has come to occupy an increasingly prominent place in Turkish foreign relations. Thus, since the early 2000s, there has been a substantial increase in Turkey's presence on the continent, characterized, among other aspects, by the intensification of bilateral trade flows, the expansion of the diplomatic network on the continent, its participation in the mediation of conflicts and the offer of humanitarian assistance to African actors. In this context, and based on the literature on Middle Powers and Regional Powers, this paper discusses the intensification of Turkey's ties with African countries since the beginning of the 21st century, comprehending it as part of a broader international projection strategy. To this end, the study adopts a hermeneutic approach, relying on the literature review on Turkish-African relations and the analysis, supported by quantitative data, of the developments of these relations in the political, economic, and security axes throughout the period in question. • This paper highlights the limited extent to which dominant development and humanitarian framings engage with considerations of religious inequalities as well as the language of 'religion' and belief. • Failing to attend to these inequalities can have negative, if not catastrophic, consequences for the hoped-for outcomes of development and emergency response initiatives. • Primary research on humanitarian responses in Iraq from 2014 to 2019 portrays the reality of how religion-blind development concepts and framings interplay at the frontline of a humanitarian response to conflict. • Suggestions are provided about how to incorporate considerations of religion, religious inequalities and belief into development frameworks and programming. Within the international development and humanitarian arenas no one disagrees with the language and aspirations of inclusion, protection, rights and equality. Yet, most development framings – policy and operational – have still to develop meaningful ways to attend to the specific advantages or disadvantages associated with religious views or beliefs that shape the way people and communities function and behave within society. This paper explores influential conceptual and programmatic framings of international development and humanitarian response, specifically the human development approach, capital and asset-based framings, horizontal inequalities, the SDGs and humanitarian principles. We analyse the extent to which they engage with considerations of religious inequalities (religious diversity, identity, inclusion) and language of 'religion' and belief. Drawing on an evidenced-based case study of humanitarian/development responses in Iraq in the period from 2014 to 2019, the paper illustrates the reality of how a smorgasbord of religion-blind development concepts and framings interplay at the frontline of a humanitarian response to conflict, and the ways in which multiple actors wrestle and flex to design, target and implement programmes that were conceived in a religion-blind frame. The research shows how the explicit incorporation of the context and nature of religious diversity dynamics into frameworks has critical real-world impacts on the design, delivery, monitoring and impacts of interventions. Failing to incorporate an understanding of inequalities experienced by people marginalized because of their religious affiliation or belief (whether intentional or through mere oversight) has very likely muted the hoped-for outcomes of many development and emergency response initiatives. Our hope is that international development and humanitarian framings can better deliver on their objective to "leave no one behind" by ensuring inequalities on account of religious identity or practice are appropriately considered. The integration of artificial intelligence (AI) with human intelligence (HI) has been asserted to provide transformational power across the humanitarian supply chain (HSC). However, there is little rigorous work that analyses the enablers that promote AI–HI integration and application in the HSC. Thus, this paper reports a hybrid decision support framework for analysing enablers of AI–HI integration in the HSC with complicated, uncertain, and periodic information. First, to collect interdependent preference data from experts, the complex spherical fuzzy weighted Heronian mean operator with a weighted distance measures-based optimization model is established to generate a group decision matrix. Next, to measure the influence strength of enablers, a complex spherical fuzzy decision-making trial and evaluation method is established to determine enabler weights, taking into account their interactive relationships. After that, to explore the enabler level of AI–HI integration in different participants of the HSC, the complex spherical fuzzy measurement of alternatives and ranking according to the compromise solution method is developed by combining the former two procedures. Finally, a case study of enablers analysis for AI–HI integration in HSC is presented to assess the feasibility of the current method, which includes sensitivity and comparison studies. The results reveal that the factor "enhancing the efficiency of relief operations" (0.084) is the most important driving factor for AI–HI integration. Online social media platforms, such as Twitter, are one of the most valuable sources of information during disaster events. Humanitarian organizations, government agencies, and volunteers rely on a concise compilation of such information for effective disaster management. Existing methods to make such compilations are mostly generic summarization approaches that do not exploit domain knowledge. In this paper, we propose a disaster-specific tweet summarization framework, IKDSumm , which initially identifies the crucial and important information from each tweet related to a disaster through key-phrases of that tweet. We identify these key-phrases by utilizing the domain knowledge (using existing ontology) of disasters without any human intervention. Further, we utilize these key-phrases to automatically generate a summary of the tweets. Therefore, given tweets related to a disaster, IKDSumm ensures fulfillment of the summarization key objectives, such as information coverage, relevance, and diversity in summary without any human intervention. We evaluate the performance of IKDSumm with 8 state-of-the-art techniques on 12 disaster datasets. The evaluation results show that IKDSumm outperforms existing techniques by approximately 2 − 79 % in terms of ROUGE-N F1-score. • Proposed IKDSumm uses tweets' key-phrase in a BERT-based model to generate summary. • We propose DRAKE for key-phrase extraction of disaster-specific tweets. • DRAKE outperform existing key-phrase extraction methods for disaster-specific tweets. • We release annotated key-phrase for 7 disaster events of various locations and types. • A comparison of 8 SOTA approaches across 12 datasets confirms superiority of IKDSumm. Purpose: To address the challenges encountered in disaster responses, optimize resource utilization, minimize environmental and social impact, and ensure transparency and accountability, it is essential to review humanitarian supply chains and incorporate sustainability considerations. Humanitarian organizations can enhance their ability to deliver timely and effective assistance to those in need by continuously improving supply chain practices. Consequently, this work explores the convergence of two fast-growing domains: sustainability and humanitarian supply chain management (HSCM). Design/methodology/approach: The authors conducted a systematic literature review of peer-reviewed articles to identify the prominent research trends and themes from the two domains' interactions. The extant literature is represented under the theory, context, characteristics, and research method (TCCM) framework. The authors have utilized a stakeholder theory perspective to identify coordination and collaboration among the various stakeholders. Findings: This study's review findings reveal five future research directions formulating this study's central themes: the role of environmental sustainability, coordination, and collaboration in building effective HSCs; the role of humanitarian aid for the responsive HSC; the influence of big data predictive analytics on the HSC performance; development and empirical validation of sustainable HSC performance framework; the role of HSC stakeholders in building effective and efficient HSCs. Originality/value: There is no existing academic literature review available on sustainable HSCM. This review fills this void by fostering discussion about sustainable humanitarian supply chains where the authors notably propose the TCCM framework in the context of sustainable HSCM, followed by a stakeholder network. Background: Conflict has become a global reality, particularly impacting millions of children, with the majority of conflicts occurring in developing nations, where 90% of the world's children reside. The Horn of Africa, especially Sudan, has faced severe conflicts, with the year 2023 witnessing one of the toughest conflicts in the region, resulting in a high number of internally displaced persons and refugees. Children, especially in areas like Darfur, Khartoum, Gezira, and Kordofan, bear the brunt of ongoing large-scale conflicts, facing widespread human rights violations and resource damage. Before the conflict that began in April 2023, Khartoum was home to numerous children's hospitals, but now only Elbuluk Hospital remains operational, facing a surge in admissions due to displacement and subsequent returns of civilians seeking medical care. Although malnutrition cases have increased, the case fatality rate associated with severe acute malnutrition has doubled from approximately 6% to 12% by March 2024, possibly due to uneven food distribution amid sporadic peace efforts. Recommendations: Investing in grassroots organizations is crucial for facilitating effective humanitarian aid delivery, as they are uniquely positioned to identify and address local needs promptly and efficiently. Strengthening these organizations enhances their capacity to coordinate aid distribution and provide essential services tailored to regional conditions. Persistent violations of International Humanitarian Law (IHL) in conflict zones impede humanitarian efforts. Robust collaboration between international and local stakeholders is necessary to uphold and enforce IHL, with a focus on protecting civilian lives and ensuring safe, unhindered access for humanitarian aid while respecting the dignity of all affected individuals. The triple humanitarian, development, and peace nexus is rising in prominence to promote better coordination between actors and actions. In this article, we examine three key challenges regarding the addition of peace to the double humanitarian–development nexus: how (1) the peace component affects the humanitarian principles; (2) projects adapt to differing timescales of activities; and (3) donor financing strategies and funding modalities affect the nexus implementation. Methodologically, we analyse projects in Kenya, Pakistan, the Philippines, and Indonesia, conduct a literature review and 55 interviews. Our findings show that incorporating peace into the humanitarian–development nexus requires systemic and cultural shifts in how international aid is delivered and accounted for, including, in some cases, a move away from project-based approaches. The main implications of this research are that adding peace to the nexus approach requires increased coordination and a critical rethink of humanitarian and development systems across political and operational actors. Collaborative engagement between international and local nongovernmental organizations (NGOs) has recently been promoted as an effective strategy to enhance internal process strengths but less as a strategy to localize humanitarian aid programs; a grand strategy that aims to strengthen local capacity, develop local capabilities, and boost regional humanitarian project performance. While stakeholders deem to play an important role in leveraging the efficiencies of such collaborative engagements between international and local actors, there is limited empirical knowledge about how stakeholder pressure affects the association between the collaboration–performance association within international and local NGOs. Drawing on stakeholder theory, we propose a model to examine the role of donors, media, and governments, three major stakeholders noteworthy because of their power and legitimacy to moderate the collaboration–performance association in this NGO context. We test our hypotheses across a series of samples collected at both international and local NGOs in 2015 and 2020. The impact of COVID-19 on refugees and migrants in South Africa has been profound and multifaceted. Refugees, that is, people who are vulnerable due to displacement, have faced a series of challenges exacerbated by the pandemic. These challenges include health risks, limited healthcare access, economic hardships, food insecurity, disruptions in education, mental health concerns, stigmatization, and xenophobia. The pandemic disrupted asylum procedures and hindered the delivery of humanitarian assistance. While there were efforts to address these issues, the highlighting the need for targeted support and policies to protect and assist this vulnerable population during and after the pandemic. Refugees and migrant communities are among the most vulnerable groups during disasters and humanitarian responses. This vulnerability could be exacerbated by their presence in foreign lands, where they are legitimately discriminated against due to illegality, unrecognized documents/permits, or simply being foreign. Additionally, when new arrivals or immigrant groups are perceived as poorly integrated or as rivaling locals for limited resources, declining public support might occasionally limit the scope for robust humanitarian protection measures. To minimize the economic impact of the COVID-19 pandemic, the South African government implemented a financial stimulus package that supported complimentary monitoring measures for the citizens. However, the government's response to refugees and migrants focused mainly on closing the land border, with limited social protection for refugees and asylum seekers. Perhaps the most significant benefit of COVID-19 was global solidarity to curb its spread and humanitarian assistance in the areas of health, finance, and other relief items such as food. One can assume that the collective self of the global community exhibited high levels of solidarity despite some discrimination being observed in the areas of vaccines. Indeed, disaster-stricken communities need solidarity, not charity, as observed during the pandemic. This article theorizes how the existing structure of solidarity scholarship purposefully incorporates both the necessity of tangible responses to people's needs and the alternative conceptions of participation and self- organization. This study utilized a qualitative approach, collecting data from selected migrant and refugee communities in urban centers of Cape Town, including participants from Bellville central business district (CBD), Parow Centre, Goodwood Centre, and Cape Town CBD, who provided humanitarian support during the pandemic. In total, seven interviews were carried out, and participants were selected depending on their availability using a combination of purposive and snowball sampling techniques. Data were analyzed thematically based on the research question. The study drew on the pragmatic realities of refugees and migrants' solidarity initiatives and explored how they contributed to the COVID-19 humanitarian response in Cape Town, South Africa. This research aimed to investigate how solidarity initiatives led by refugees and migrants have functioned as interventions for disaster and humanitarian response in the context of the COVID-19 pandemic in Cape Town, South Africa. The study findings from participants revealed that members of refugee and migrant communities relied on a vital solidarity initiative as coping strategy in order to deal with the negative effects of the COVID-19 pandemic and quarantine restrictions. In the humanitarian landscape, especially post-COVID-19, there has been a notable pivot towards inclusivity and participatory methodologies, emphasizing the pivotal role of refugee-led organizations (RLOs). In Lebanon, amidst persistent economic and political turmoil, RLOs serve as crucial support systems for Syrian and Palestinian refugees within an environment plagued by inconsistent refugee policies and heightened vulnerabilities. Academic discourse underscores the increasing significance of RLOs in humanitarian assistance, yet systemic hurdles such as power differentials and tokenistic inclusion have emerged, constraining their effectiveness and integration within the humanitarian sphere. This study critically examines the application of inclusivity within humanitarian operations, aligned with the principles outlined in the Agenda for Humanity, specifically scrutinizing how prevailing narratives and operational dynamics may marginalize RLOs in Lebanon, thereby impeding their efficacy. It endeavors to evaluate how RLOs can assert themselves as principal stakeholders in humanitarian endeavors, striving for a more equitable and pragmatic approach to power dynamics and strategic planning for refugee communities. Utilizing a qualitative and participatory methodology, this research engages with diverse RLOs in Lebanon, conducting interviews to realistically and practically frame their experiences, obstacles, and contributions within the humanitarian landscape across entrenched and often rigid hierarchies, power dynamics, and tokenism within Lebanon's broader humanitarian landscape.
