Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. This article explores historians' role in shaping public policy amid crises through the programs of the Idaho State Historical Society (ISHS). ISHS navigated the post-2008 recession, aligning with the History Relevance Campaign to redefine history's societal value and develop a legislative outreach program. This article encapsulates the ISHS's journey and history's power--through the agency's new briefing paper program--to inform, unite, guide policy, and promote informed governance. India has produced several drafts of data policies. In this work, they are referred to [1] JBNSCR 2018, [2] DPDPR 2018, [3] NSAI 2018, [4] RAITF 2018, [5] PDPB 2019, [6] PRAI 2021, [7] JPCR 2021, [8] IDAUP 2022, [9] IDABNUP 2022. All of them consider Artificial Intelligence (AI) a social problem solver at the societal level, let alone an incentive for economic growth. However, these policy drafts warn of the social disruptions caused by algorithms and encourage the careful use of computational technologies in various social contexts. Hence, the emerging data society and its implications in India's social contexts demand immense social science attention, which needs to be improved in the policy drafts, primarily because they are creations of industry stakeholders, technocrats, bureaucrats, and experts from tech schools. In the larger social milieu of digital infrastructure emerging, the fundamental question is whether India's national philosophy envisioned in the Indian constitution is reflected in the policy papers. The paper enquires whether the national data policy upholds the core values dispersed through the philosophy of the Indian constitution, which, among other things, is not confined only to inclusion, diversity, rights, liberty, justice and equality. By focusing on constitutional values, the paper seeks to offer a broader and more critical understanding of India's approach to AI policy by bringing together analyses of a wide array of policy documents available in the public realm. Purpose: The farm sector is crucial for rural poverty alleviation, alongside the non-farm sector, which contributes to mitigating risks associated with crop failures. This paper investigates the effects of public policies on productive employment within both the farm and non-farm sectors in sub-Saharan Africa. Design/methodology/approach: A meta-analysis is conducted exclusively on the results of the Partnership for Economic Policy (PEP)-funded studies under the Policy Analysis on Growth and Employment (PAGE II) initiative. Selected studies focused on the impact of public policies on productive employment in rural farm and non-farm sectors, encompassing a total of nine sub-Saharan Africa countries in: Benin, Burkina Faso, Cote d'Ivoire, Democratic Republic of Congo, Ghana, Lesotho, Nigeria, Senegal and South Africa. Findings: The results indicate that public investments in rural areas and public policies that facilitate access to productive resources are likely to enhance productive employment. The overall effect size is positive and significant, ranging from 2% to 10% increases in productive employment. Sources of variation include the sector of activity and the policy instrument. In addition, the policy effects are gender-sensitive and seem more consistent in the non-farm sector. Research limitations/implications: Although the selected working papers addressed several aspects of productive employment, other aspects warrant further investigation. Policies involving restrictions or regulations have received little attention in the impact analysis. Researches to fill this gap would be important. Another suggestion for further research is the analysis of the relative importance of non-farm employment in rural areas in developing countries. It is always assumed that rural households depend heavily on agriculture for their subsistence. Originality/value: The contribution of the paper lies in the comparative analysis of numerous public policies implemented in nine distinct countries. By consolidating data from fourteen 14 different experiences into a single study, the paper offers valuable insights on factors that determine policy effectiveness and contribute to understanding what worked for whom and why. Objective: Publication science is the scholarly study of various aspects of the academic publishing process. Its applications to COVID-19 literature have been limited. Here, we describe COVID-19 submissions to, and resulting articles published by, the journal Public Health Reports (PHR), an important resource for US public health practice. Methods: We reviewed PHR 's COVID-19 submissions and articles published between March 27, 2020, and March 27, 2023. We coded each article for article type, author affiliation, the categories listed in PHR 's call for COVID-19 papers, and the public health emergency preparedness and response capabilities from the Centers for Disease Control and Prevention (CDC). Results: During the study period, PHR received 1545 COVID-19 submissions and published 190 of those articles in a collection, COVID-19 Response. The COVID-19 Response collection included 102 research articles, 29 case study/practice articles, and 24 commentaries. The corresponding author of more than half (52.1%; n = 99) of the articles was affiliated with academia. By the categories listed in PHR 's call for COVID-19 papers, 51 articles addressed health disparities, 38 addressed public health surveillance, and 34 addressed COVID-19 vaccination. By the CDC public health emergency preparedness and response capabilities, 87 articles addressed public health surveillance and epidemiologic investigation, 38 addressed community preparedness, and 32 addressed community recovery. The percentage of articles focused on policy/law was higher early in the pandemic (2020-2021) than later (2022-2023) (9.5% vs <3.0%). During the latter period, articles largely focused on vaccination (12.8%) and contact tracing (10.6%). Conclusions: Articles published in PHR 's COVID-19 Response collection covered a broad range of topics and were authored by contributors from diverse organizations. Our characterization of the COVID-19 output of a representative US public health practice journal can help academic publishing better address informational needs of public health responders. The recovery of the global economy in the aftermath of COVID-19 faces enormous challenges. Ensuring stable income growth of the population has become an important means for developing countries to ensure sustained economic development. Raising the overall income of the population is a public initiative that benefits all citizens; therefore, governments of developing countries should promote the implementation of relevant public policies and the provision of public goods to ensure that existing economic instruments can benefit the entire population. In this regard, public space, as a typical form of public good, may play an important role in promoting the benefits of existing economic policies for all residents. This paper examines how residents' use of public space contributes to their income growth through social capital. Hypotheses are tested based on an econometric analysis of 1565 questionnaires received from Chinese workers. The results show that residents' use of public space can indeed be an important way to increase their income, which is realized through the enhancement of social capital. The research presented in this paper provides a new influence variable of public space to improve residents' income. Further, it improves people's understanding of the three classical concepts—public space, social capital, and income—by establishing the logical connection and theoretical explanation of physical space, emotional space, and value space in human society. This paper studies the impact of migration and digitisation on global remittance volumes. It finds that changes in migration trends are not only improving the financial status of the families affected but also positively affecting the flow of income for some low and middle-income countries, contributing significantly to their gross domestic product, and thus providing them with more money to spend on social infrastructure. At the same time, increasing digitisation within the remittance industry is driving greater efficiency and thus reducing the cost of remittance and, in turn, reducing reliance on traditional and less efficient information-based remittance approaches, such as hawala. The paper uses both graphical analysis and regression analysis to illustrate the economic impact of migration trends and technological innovation in the remittance sector. Looking to the future, the paper predicts exciting times for the remittance industry due to further shifts in migration patterns and the adoption of new digital technologies, such as distributed ledger technology and blockchain. The paper calls for more opportunities for similar investigations as well as studies into how factors such as stringent implementation and the enforcement of financial crime regulation and policy frameworks by governments have a bearing on the growth of the remittance industry. Numerous variables are involved in determining the market capitalization and price of cryptocurrencies. So, It is impossible to ignore the feedback of each variable on the other ones. Also, Bitcoin management is challenging due to inter-dependencies and feedback between economic and social drivers. To better understand the dynamics that different variables have on Bitcoin, a system dynamics approach has been developed to investigate the complex interactions between factors related to Bitcoin and paper money and how these factors may affect the stability of Bitcoin. This paper aims to examine the impact of government support for Bitcoin in the future, news and sentiments effect on Bitcoin market price, and the future orientation of Bitcoin. For this purpose, a simulation period is considered from 2017 to 4500 days later. Moreover, In this study, policies have been designed to check the impact of policies on variables in the long term by keeping other variables constant. The results show that if governments support Bitcoin as an official trading currency in the future, the market price of Bitcoin and its trading volume will grow upward and fluctuate so that its market price will go up to about 90 thousand dollars. Across the world, artificial intelligence (AI) technologies are being more widely employed in public sector decision-making and processes as a supposedly neutral and an efficient method for optimizing delivery of services. However, the deployment of these technologies has also prompted investigation into the potentially unanticipated consequences of their introduction, to both positive and negative ends. This paper chooses to focus specifically on the relationship between gender bias and AI, exploring claims of the neutrality of such technologies and how its understanding of bias could influence policy and outcomes. Building on a rich seam of literature from both technological and sociological fields, this article constructs an original framework through which to analyse both the perpetuation and mitigation of gender biases, choosing to categorize AI technologies based on whether their input is text or images. Through the close analysis and pairing of four case studies, the paper thus unites two often disparate approaches to the investigation of bias in technology, revealing the large and varied potential for AI to echo and even amplify existing human bias, while acknowledging the important role AI itself can play in reducing or reversing these effects. The conclusion calls for further collaboration between scholars from the worlds of technology, gender studies and public policy in fully exploring algorithmic accountability as well as in accurately and transparently exploring the potential consequences of the introduction of AI technologies. This paper tests the predictions of various conflicting theories on international trade and development by examining the impact of exporting and importing on economic level and basic needs in two developing countries of two different developing regions of the world; one in Latin America & Caribbean, and one in Sub-Saharan Africa. The two countries are Brazil and South Africa, respectively. Using fifteen-year lagged data that spanned 1984-2019, the paper finds that exporting tends to have negative and significant impact on both economic level and social basic needs in these two countries. Importing, on the other hand, was found to have positive and significant impact on economic level, and social basic needs in both countries. In light of the multiple challenges and weaknesses in the policymaking practice that have resulted in policy failures, public sector inefficiencies, and persisting ineffectiveness of public service delivery, many countries in different regions of the world have established what is known as 'policy innovation labs' (PILs), which are novel structures that gather empirical evidence to generate innovative solutions to public problems. The utilization of PILs in policymaking architecture has resulted in the enhancement of public policymaking practice and improved policy performance. Notwithstanding the increasing amount of evidence demonstrating the effectiveness of PILs in policymaking, this paper observes a very slow uptake of the idea in Sub-Saharan Africa. The paper relies on a qualitative desktop review to analyze the preparedness of countries in Sub-Saharan Africa to successfully establish functional and sustainable PILs. The results of the review show that the current African innovation landscape is not quite ready for the establishment of PILs. This is mostly because of the potential complications arising from the inflexibility of the traditional Weberian bureaucratic model in African countries, which limits receptivity to PIL structures and their modus operandi. In addition, there are observable capacity challenges emanating from the limited financial resources to undertake R&D. In the context of COVID-19, universities, national innovation systems (NIS) and global value chains (GVCs), this paper explores systemic barriers (trends and factors) that influence digital learning innovation (DLI) in Africa. The study used the PRISMA framework and Scopus data for a systematic literature review (SLR) and a bibliometric analysis spanning 2000–2021. It also mapped universities globally and in Africa based on Webometrics (Jan 2022) and the Global Innovation Index (Feb 2022) data using a typology. A broad SLR on digital learning extracted two African samples of 2,640 and 4,669. A narrow SLR on DLI, Innovation Systems (IS) and Innovation Barriers (IB) extracted 221 studies. The broad SLR showed that Africa (with the exception of South Africa continentally and Kenya regionally) lags globally in digital learning literature. It also identified country, affiliation (university) and funding sponsor as three possible factors that influence DLI. The narrow SLR revealed a gap in the literature on DLI – IS – IB and a low emphasis on GVCs. From the literature, this paper proposes a conceptual model spanning DLI – IS – IB and a typology of systemic barriers to inform future research. This paper analyses the Canadian government’s foreign and security policy responses to Russian disinformation in the context of the Russo-Ukrainian war. It asks whether, how, and why the government has securitised the “crisis of Russian disinformation.” The paper first briefly reviews literature on the Copenhagen’s School’s “securitisation” theory and how it has been used to explain responses to other crises. It then adopts the framework to contextualise the Canadian federal government’s official rhetoric, and then to categorise government policies and actions. The sources consulted include government actors’ reports and stated intentions and policies from 2022 to 2024. Adopting a securitisation framework reveals that Russian disinformation has been rhetorically securitised by government actors as an existential threat to national security and democratic integrity which requires urgent action. Within a context of cascading risks, the government has taken a range of distinct yet reinforcing policies and actions, some more comprehensive than others. The paper argues that together this “pervasive rhetorical securitisation” and “ad hoc practical securitisation” comprise the Canadian government’s ongoing process of partial securitisation. This process is legitimising different methods of governance: security and warfare communications (to address threats to national defence and security), democratic resilience (to address threats to democracy), and, most controversially, blocking and sanctioning (to signal discontent to the Russian regime). The analysis further reveals that each approach has different benefits and limits. The paper concludes that the securitisation process is incomplete compared to the government's rhetoric, with no over-arching organisation or strategy. It outlines implications for future research. The paper explores the impact of digital transformation (DT) on new business creation in the case of European Union member states over the period 2015-2020 by employing several econometric techniques such as Ordinary Least Squares (OLS) and quantile regression (QR). The results of OLS regression indicate a positive and significant link between DT and entrepreneurial activity. However, the quantile regression results highlight a parameter heterogeneity in the effect of DT on entrepreneurial activity. Furthermore, the magnitude of the impact is greater at the higher size quantiles of the new business density distribution. Overall, the empirical findings highlight the key role of DT in developing public policies aimed to spur entrepreneurial activity. Recent economic instability has heightened the need for companies to be aware of the threats in their internal and external environments and the impact these have on their performance capacity. Thus, this paper aims to identify the most impactful factors on the performance of small and medium-sized enterprises engaged in manufacturing activities in Romania, by conducting empirical questionnaire-based research, resulting in a database with primary data to be processed. A 5-point Likert scale was used to determine the frequency of occurrence and intensity of impact of the selected factors, the level of criticality of these factors being calculated using the mean value method. The results highlight the prevalence of external factors among the top critical factors, those with the most significant impact on the performance being the high cost of raw materials, lack of professionals and specialists, fluctuations in market demand, fluctuations in government policies and legislative regulations. The usefulness of the results obtained lies in the fact that they create a risk or criticality profile of the analyzed production sector, which makes it possible to address its critical points with the most optimal solutions in the given context, on the part of both management and government, thus ensuring increased performance. Purpose: This paper aims to investigate how embedding accounting techniques of cost and budgeting within the Australian National Disability Insurance Scheme (NDIS) potentially perpetuates colonial practices for Australian First Nations people living in remote areas. Further, the paper aims to explore how accounting might help to integrate the unique modes of accountability First Nations people have over disability care into the NDIS funding system. Ultimately, the aim is to discern whether accounting practices can be mobilised as a means to decolonising the NDIS framework. Design/methodology/approach: This study uses a qualitative methodology to analyse public hearings from the Australian Disability Royal Commission. Drawing on Bhabha's (1994) concept of the "third space", this study investigates how accounting techniques can be used to potentially decolonise the NDIS. This study also borrows Bhabha's (1994) concept of the third space to explore the potential for decolonising the NDIS through accounting techniques. Findings: Findings show that the accounting techniques pertaining to funding and costs embedded within the NDIS contribute to displacing and disconnecting First Nations people from their cultural practices and ways of life. Further, the analysis reveals that the NDIS funding system could help to decolonise the NDIS space if it were modified to incorporate First Nations' perspectives on accountability for disability care. Originality/value: The case of the NDIS exposes glimpses of colonisation in contemporary Australia, where Western institutional and economic systems dominate over the structure and authority of the practice. In this paper, this study demonstrates that the accounting system used by the NDIS plays a role in marginalising First Nations people. However, accounting, as a technology of negotiation, could also be mobilised to enhance accountability for disability care outcomes and pave the way for decolonising public policies. This paper argues that the COVID-19 pandemic can and should be understood as a form of creative destruction (Schumpeter's gale), at a hyper level owing to its biological/medical dimension. Therefore, the critical response to such a hyper force is to rethink how institutions administer Public Policy in South Africa (Path Dependency), most importantly economic development planning institutions and Covid-19 responses, in the form of 'The Economic Reconstruction and Recovery Plan'. It's the contention of this paper that the reason why Covid-19 continues to impact the South African government's economic planning ethos is anchored in its developmental orientation, particularly how constitutional legalism has impaired economic development planning. This could impart be due to the unaddressed influences of the initial waves of Law and Development post-1994. The South African experience with the initial waves of Law and Development were muted owing to the problematic nature of the 1994 transition which sought peace at all costs without necessary addressing substantive economic development reform considerations. Therefore, using the policy experiences of Covid-19 and Lee's, General Theory of Law and Development, particularly the aspects of Development and State Capacity and Political Will, a revision of the South African Constitution will be called on, principally chapter's 2 and 6 (Bill of Rights) and (Province). Purpose: The purpose of this paper is to provide a literature review on what is known about unpaid family carers who are at risk of or have experienced abuse from the people they provide care for and relevant policy/legal and practice responses for affected family carers. Design/methodology/approach: A literature search was carried out to locate literature relating to unpaid family carers who are at risk of or have experienced abuse from the people they provide care for. This also incorporated grey literature, including policy guidance and law, to determine the existing knowledge base, gaps in practice and areas that might require further research. Findings: The findings suggest that although carer harm is serious, it is under-researched. In addition, the unique needs of unpaid family carers who are at risk of or have experienced abuse, violence and harm from the people they provide care for are subsumed in safeguarding policy/law processes and practice under the auspices of the protection of "adults at risk" rather than the protection of "carers at risk". Research limitations/implications: It is important that those who support unpaid family carers who are at risk of abuse and harm know about their unique safeguarding needs and concerns to offer appropriate support. It is also apparent that policy and law need to address the gap in provision relating to the unique safeguarding concerns involving the abuse of unpaid family carers by the people they provide care for. This paper is based on this literature review and not on other types of research. Originality/value: The paper provides insights into what is known about the abuse of unpaid family carers by the people they provide care for, and the policy/legal and practice responses to affected unpaid family carers. Through the application of bibliometric methodologies, this study meticulously maps the relevant literature, delineating influential works, notable authors, collaborative networks, and emerging trends. It reviews key research contributions within the field, alongside reputable journals and institutions engaged in academic research. The examination highlights the logical, conceptual, and social interconnections that define the landscape of economic fraud and associated risks, elucidating how these findings inform the understanding, mitigating, and combating of the risk of fraud. Our bibliometric analysis methodology is grounded in the utilization of the Scopus database, employing rigorous filtering and extraction processes to obtain a substantial corpus of pertinent articles. Through a fusion of performance analysis and science mapping, our investigation elucidates central themes and visually represents the interrelationships between studies. Our research outcomes underscore the frequency of paper publications across diverse regions, with particular emphasis on the predominant scientific output from the US and China. Additionally, trends in academic citations are identified, indicative of the significant impact of papers on academic research and the formulation of public policies. By means of bibliometric analysis, this study not only consolidates existing knowledge but also catalyzes the exploration of future research trajectories, emphasizing the imperative of addressing these issues with heightened scientific rigor. With growing concerns about power and environment issues, smart grid technology, such as meter data management systems, can be viewed as a great solution to handle issues of the environment and energy efficiency. Based on the push–pull–mooring (PPM) model, this research views dissatisfaction, personal innovativeness, information quality, locatability, economic benefits, and perceived value as predictors to examine their impact on switch intention to an electricity management system. The analysis results display that dissatisfaction has no significant effect on switch intention. As a mooring variable, personal innovativeness not only influences switch intention positively, but also moderates the relationship between perceived value and switch intention. Moreover, through perceived value, locatability and economic benefits influence switch intention positively. This research fills the gap in government policies as well as energy companies and provides ponderable suggestions if a government and energy companies would like to change citizens' behavior from paper-based bill to electricity management system. The government and energy companies should not overlook the effect of personal innovativeness and perceived value and put more effort to publicize the advantages of locatability and economic benefits. In this theoretical paper, we respond to the Triple Day Thesis (TDT) by positioning it within the context of the neoclassical labour supply literature and existing public policy. The TDT applies a theoretical lens to the practical experiences of mothers as they distribute time between self-reproductive, reproductive, and waged work. Self-reproductive work refers to self-care, self-investment, and self-realizable activities, including time for good sleep, schooling, and intellectual and social engagements that promote mothers' human development and well-being. The TDT identifies the Triple Day Problem (TDP) as the lack of freedom or inability of mothers to engage in self-reproductive work as they balance the increasing demands of reproductive work with waged work and proposes Motherhood Compensation as a social policy solution. In this paper, we demonstrate that the existence of the TDP can be used to explain persistent gender differences in labour force participation. We envision the TDT as a novel theoretical approach to promoting mothers' labour force participation and social mobility through self-reproductive work. This article explores the impact of the 'hostile environment' on racialised migrant women's experiences of pregnancy and childbirth in England, arguing that the 'hostile environment' functions as a technology of 'stratified reproduction.' First coined by Shellee Colen, the concept of stratified reproduction describes the dynamic by which some individuals and groups may be supported in their reproductive activities, while others are disempowered and discouraged. This paper locates the stratified reproduction produced by the 'hostile environment' as intertwined with wider gendered and racialised discourses around British citizenship which have been 'designed to fail' racialised residents of the UK. Drawing on interviews with racialised migrant mothers in the north of England, this paper analyses how the proliferation and intensification of immigration controls interacts with gender, race, class, and other social regimes to differentially allocate the resources necessary for a safe and healthy pregnancy and childbirth, and how this is experienced materially by pregnant migrants. Much recent philosophical discussion has explored the political value of holding onto certain hopes for shared ends. This paper considers whether there is correlative political value of letting go of certain hopes or at least of refraining from publicly affirming particular hopes for our collective future. For instance, recently a coalition of scientists and governance scholars have called on governments, international agencies, and other actors to agree to a moratorium on a controversial climate-change mitigation strategy known as solar geoengineering. They argue that there is no place for hope for a successful global solar geoengineering strategy in a just and inclusive climate policy portfolio. This paper asks: (i) what sort of demand are these coalitions making? (ii) Is giving up hopes the sort of thing that is warranted for people to do on the basis of these calls? And (iii) is this the sort of thing that can be legitimately demanded of others? Ultimately, I defend both the political value of our own letting go of certain hopes as well as the legitimacy of making such demands on others (at least in certain cases). This is because what I take people to be doing when they make such demands of others is not necessarily to get others to create new desires or to be more or less optimistic about a certain course of action; rather they are making such demands to outline the terms of continued political engagement as they work towards a shared future. The interaction between the government's carbon reduction policy and a firm's product strategy has not been well studied in the literature. This paper considers the government's two different carbon quota allocation policies for the cap-and-trade scheme and the firm's two product strategies and investigates the interaction between them by establishing a theoretical model and deriving the optimal decisions. This paper first examines the firms' selection of low-carbon products or ordinary product strategies under the government's two carbon quota allocation policies and then studies the government's optimal carbon quota allocation policy for overall social welfare, which is based on the firm's two product strategies. Our analysis reveals that (i) when the government allocates carbon quotas aimed at reducing the firm's total carbon emissions, the firm will choose the low-carbon product strategy. When the government allocates a carbon quota aimed at optimal total social welfare, the firm's decision depends on the impact of total carbon emissions. Based on a dynamic panel data model, this paper estimates the impact of lockdown policies on inflation with U.S. metropolitan-level data from the Bureau of Labor Statistics. After controlling for the unit/time fixed effects and several aggregate demand/supply shifters, lockdown policies created a mild inflationary effect nationwide, though the individual effect was heterogeneous. This study novelly analyzes the political economy of coronavirus disease policy and the subsequent economic outcomes. In particular, the inflationary impact was most pronounced for Republican-governed states that switched votes from President Trump in 2016 to President (elect) Biden in 2020, suggesting price stability is a source of voting behavior. On the contrary, lockdown policies caused deflation in Democratic-governed states where unemployment rates and public compliance with lockdown measures were presumably higher. The aim of the paper is to examine the influence of climate vulnerability (CV) on the formation of new firms. Employing a large sample of 140 countries spanning the time frame 2006–2020, it has been found that climate vulnerability harms new firm formation. The empirical results show that the negative impact of CV on the average new business formation rate has been 3.40. The results prove to be robust for alternative subsamples and methodology. Furthermore, the results of the quantile regression highlight a parameter heterogeneity in the effect of CV on entrepreneurial activity. Overall, the empirical findings highlight the key role of climate vulnerabilities in developing public policies aimed to spur entrepreneurial activity. [ABSTRACT FROM AUTHOR]

According to the norm of policy equipoise, it is permissible to randomly assign participants to two or more interventions in a public policy randomised controlled trial (RCT) when there is meaningful uncertainty among the relevant expert community regarding which intervention is superior. While this norm is gaining traction in the research ethics literature, the idea of interventional superiority remains unclear. Is one intervention superior to another if it is reasonably expected to more effectively realise one outcome of interest, even though there is uncertainty regarding other outcomes of interest? Or, must an intervention be reasonably expected to more effectively realise all outcomes of interest? I address this question in this paper. My aim is to develop and defend an account of interventional superiority for policy RCTs that are authorised, funded, or conducted by government institutions. I defend the greatest value view, according to which one intervention is superior to another if and only if it is reasonably expected to more effectively realise a set of outcomes with greater value. One way in which governments foster sustainable homebuilding and housing is by subsidizing single homes' investment in sustainability technologies. The problem with these programs is that they incentivize inefficient investment by supporting technologies that make technical and economic sense on a small scale. Furthermore, this arrangement constitutes a flawed marketing system, producing a limited impact on global well-being and sustainability in the long term, as it rules out more efficient sustainability technologies. This paper addresses these shortcomings by designing a public policy proposal based on a contract between the government and homeowners that incentivizes the adoption of collective sustainable technologies, changing the marketing system with a shift in the behavior of a dominant actor, the government. Results indicate that an equilibrium in which the homeowners choose to participate in the new collective program in exchange for a subsidy is feasible and stable. Moreover, the generalization of the proposed program may generate a new way to incentivize the more efficient use of sustainable home technologies in the long run. [ABSTRACT FROM AUTHOR]

What drives partisan competition over the pursuit of legislative majorities in contemporary congressional elections? While conventional wisdom suggests that the chances of a legislative majority is largely predicated on the public's ideological policy preferences or national standing of the president, there is little work assessing the dynamics of partisan competition over the course of the electoral cycle. Leveraging over 60 years of new generic congressional ballot data measuring the monthly preference of the mass public's partisan presence for the congressional majority, this paper finds that partisan competition for the majority largely centers on the national policy mood and the public perception of presidential performance rather than partisan conflict. This paper validates the importance of these findings relating to partisan competition for the legislative majority by showing that this electoral competition plays a significant role in predicting the national normal popular vote and partisan seat turnover from 1960 to 2020. Public policy studies typically stress policy networks and communities, interest groups and bureaucrats, and overlook the governing role of parties. This paper argues that parties should be seen as governing as well as electoral organisations and contrasts a party-centred approach with the policy community and policy network approaches. A case study comparing the development of children's services policy in England during the Labour governments (1997–2010) and the Conservative-led governments (2010–2019) provides supporting evidence for this approach. It shows how ministers as party actors sought control over the administrative state through their framing of problems, reorganisations and the active political management of the policy sector. In so doing they marginalised the professions and central government departments. They also sought to manage, rather than respond to, the extra-governmental organisations in their political environment. This paper contributes to our understanding the political-administrative relationships in identifying how parties take control of government, how public problems are defined and relate to party ideologies. Purpose: Wicked problems require collaborative innovation approaches. Understanding the problem from the users' perspective is essential. Based on a complex and ill-defined case, the purpose of the current paper is to identify some critical success factors in defining the "right problem" to be addressed. Design/methodology/approach: An empirical research study was carried out in a low-density municipality (case study). Extensive data were collected from official databases, individual semi-structured interviews and a focus group involving citizens, local authorities, civil servants and other relevant stakeholders. Findings: As defined by the central government, the problem to be addressed by the research team was to identify which justice services should be made available locally to a small- and low-density community. The problem was initially formulated using top-down reasoning. In-depth contact with citizens and key local players revealed that the lack of justice services was not "the issue" for that community. Mobility constraints and the shortage of economic opportunities had a considerable impact on the lack of demand for justice services. By using a bottom-up perspective, it was possible to reframe the problem to be addressed and suggest a new concept to be tested at later stages. Social implications: The approach followed called attention to the importance of listening to citizens and local organisations with a profound knowledge of the territory to effectively identify and circumscribe a local problem in the justice field. Originality/value: The paper highlights the limitations of traditional rational problem-solving approaches and contributes to expanding the voice-of-the-customer principle showing how it can lead to a substantially new definition of the problem to be addressed. Anti-bribery and corruption in sport governing bodies is a little explored area in academic literature. This paper addresses the gap in the literature through expert perceptions on the current state of anti-bribery and corruption policies in international and national sport governing bodies as seen through an ethical climate theory lens. Thus, this paper addresses the question of how and why enhancing anti-bribery and corruption in sport internal controls can mitigate financial corruption and improve ethical climates. Semi-structured interviews were undertaken with 17 forensic accountants and anticorruption experts to garner their opinion on strengths and weaknesses of current policies in sport governing bodies and ascertain the link between anticorruption, accounting controls, and ethical climates. The transcripts were analysed using thematic analysis and the results showed a consistency of opinion with regards to the policy improvements required for a robust anti-bribery and corruption programme within sport governing bodies, with multiple implications for ethical organisational climates. In Western European welfare states, research shows that support for welfare chauvinism, or the notion that welfare benefits for immigrants should be restricted, is highest among white, blue-collar working-class voters. On the other hand, higher-educated, middle-class voters are more likely to reject welfare chauvinism and support the inclusion of immigrants into the welfare state. For social democratic parties, this might pose an electoral dilemma between generous welfare states and open borders: They rely on both middle- and working-class constituencies and are ideologically tied both to a universal welfare state and the protection of (national) workers. To what extent does such an electoral dilemma between classes exist for social democratic parties? How do social democratic parties solve this dilemma when in government? In this paper, we postulate that a class divide around welfare chauvinism exists within the electorate for social democratic parties and that these parties' policies in government reflect these divides: If the social democratic electorate has a high share of working-class voters, they should act more welfare chauvinist than if their electorate is mostly middle class. We test these hypotheses by combining survey and macro-level policy data in 14 Western European countries from 1980 to 2018. We find consistent evidence of the existence of a working-class/middle-class divide regarding welfare chauvinism, even within social democratic electorates. On the macro-level, we find partial evidence that social democratic parties in power respond to the class demands of their electorate: They are less welfare chauvinist when they have a higher proportion of middle-class voters, whereas their working-class vote share does not significantly condition their policies at all, contrary to assumptions in the literature. We therefore conclude that as social democratic parties become parties of the middle classes, the likelihood that they will retrench immigrant welfare rights reduces. [ABSTRACT FROM AUTHOR]

The main objective of this paper is to critically reflect on the right to accessibility of persons with disabilities in India, with special focus on the context of public streets and environments. The paper draws on work carried out during the India-related part of the Inclusive Public Space Project, as well as judicial pronouncements, and the norms evolved by India as a party to the United Nations Convention on the Rights of Persons with Disabilities. In this paper, we briefly set out competing conceptions of accessibility and evaluate its constitutional and statutory manifestations. Further, the measures undertaken by the government in the form of policies, guidelines and campaigns to ensure accessibility in the Indian socio-political infrastructure are also assessed. The same is followed by the analysis of significant judicial precedents of the Supreme Court and High Courts on different aspects of the right to accessibility, to demonstrate how the courts have spearheaded various structural enhancements in the accessibility regime in India. Can government environmental policy harmonize environmental protection with economic output? We explore this issue from the perspective of forestry eco-efficiency, using China's National Ecological Civilization Pilot Zone Policy (NECP), an environmental policy promulgated by the government of China, as the subject of this study. The study introduces forestry eco-efficiency as an indicator to assess the balance between economic development in the forestry sector and environmental conservation. The indicator, grounded in sustainable development theory, employs a super-efficiency SBM model that includes undesirable outputs to evaluate efficiency. Additionally, we empirically analyze the impact of NECP on forestry eco-efficiency by using the difference-in-difference (DID) model with provincial panel data from 2011 to 2020. Ultimately, we analyze the effects of spatial spillover by employing the spatial Durbin model (SDM). Our study yields the following conclusions. (1) In this paper, through hotspot clustering analysis, forestry eco-efficiency in each province is categorized into three categories: effective, semi-effective and ineffective. Our findings suggest that China's average forestry eco-efficiency falls into the ineffective category, highlighting the need to optimize resource allocation within the sector. (2) NECP significantly enhances forestry eco-efficiency, with robust findings across various stability tests. Thus, implementing government environmental policies can have a multiplier effect on forestry, i.e., it can synergize its economic development with environmental protection. (3) In provinces with a strong ecological foundation, the NECP significantly enhances forestry eco-efficiency. However, in other provinces, the improvement is only moderate. Furthermore, while the NECP has a substantial positive impact in the eastern region, it has yet to show a discernible effect in other regions. The paper introduces the analysis results over a selected number of small-scale farms in the Western Romanian agriculture, more precisely in the counties of Arad and Timis. The purpose of the investigation is linked to the assessment of need for advisory services input in solving the problems of the farmers, particularly for the ones operating in small farms. Analysing the returned answers in connection with the fields of interest or needed expertise, accounting for the forms of mutual or directional help, compiling any forms of advice inputs, including the specialised structures other than public in absence of a function Farm Advisory Service allow the development of a structured image in terms of current problems, the way of solving and the interactions among the farmers inside or outside their communities. Purpose: The purpose of this paper is to place on record the impact made on government policy and research by Autism Cymru, a small charity that existed in Wales between 2001 and 2014. The success of Autism Cymru resulted directly from philanthropic funding, applied with strategic vision and genuine ambition. Design/methodology/approach: A retrospective, chronological viewpoint highlighting the creative process, drawing upon records held by the charity. Findings: Autism Cymru initiated the concept and played a crucial role in steering the development of government policy for autism in Wales between 2001 and 2011. The charity also drove forward the initiative, which led to the establishment of the Wales Autism Research Centre at Cardiff University in 2010. This paper demonstrates that with astute philanthropic support, small learning disability/autism charities can elicit structural and sustainable change at the national level, leading to wide-ranging benefits for the communities they represent. Originality/value: The strategic approach taken over 20 years ago in Wales by Autism Cymru, which led to the Welsh Government's ASD Strategic Action Plan for Wales (Welsh Government, 2011), set in place a national policy model, which was then followed by The Scottish Strategy for Autism and the Northern Ireland Autism Strategy (Department of Health, 2013>; Scottish Government, 2011). The insightful and tenacious method used by Autism Cymru remains relevant today, demonstrating that any small charity supported by shrewd philanthropic funding can punch well above its weight by taking a planned, ambitious and strategic approach to policy, research and practice. This paper describes and defends the counter-hegemonic methods applied to the investigation of a high-profile national policy for Early Education and Care (ECCE) in Ireland. The policy, the Access and Inclusion Model (AIM) seeks to ensure the full inclusion and meaningful participation of children with disabilities in mainstream, state funded ECCE. It makes a significant contribution to data and debate on how research about inclusion can become inclusion in the context of policy evaluation. The design of the policy evaluation included surveys, in depth interviews and qualitative case studies of pre-schools and children supported by AIM which were deliberately designed to be counter-hegemonic through the recruitment of practitioners as co-researchers (as expert representatives within a feminised workforce), and the use of a participative method of elicitation that sough the perspectives and lived experiences of inclusion among fourteen children supported by AIM. This method was multi-modal mapping. With a focus on these counter-hegemonic elements, the paper poses questions about how the approach was counterhegemonic in terms of its theoretical underpinning, practical approach, and outcomes. Thematic analysis of the data collected by practitioner researchers for the child case studies showed that the approach did achieve counter-hegemony through the achievement of redistribution, representation, and recognition in both the enactment of the research, and in the reporting of children's lived experience in the study as a whole. However, the extent of counter-hegemony achieved was limited when practitioner researchers were unable to deploy the multi-modal mapping method because of limited time, or because the child was not a speaker of English or was as yet, non-speaking. In a context where policy makers have a preference for positivist and rationalist approaches to evaluating the impact of policies, we assert that research about policies for inclusion, should be enacted as inclusion and social justice through the deliberate deployment of participatory and counter-hegemonic methods. We also assert that multi-modal mapping holds particular promise for researching the lived experience of inclusion and participation from the perspective of children and argue that more work needs to be done on developing these methods so that they are effective with all children, including those who are non-speaking.
