When the Nazi leaders discuss their plans for the benefit of foreigners, especially Americans they utter honeyed words about "cooperation" and "division of labor" in a free, prosperous, and peaceful Europe. They plan a self-sufficient Europe, independent of raw-material sources overseas, particularly in the United States and Latin America. Today these plans are completed, and many of them are already being translated into fact. The main purpose is to "Germanize" the European steel and chemical industries. Germany is to be the only country on the Continent manufacturing steel, engines, or automobiles, owning chemical plants, or operating research laboratories.

The direct Nazi-Fascist threat is slim outside the small heads of the oil companies' propagandists. There are about 7,000 Germans in the republic, of which perhaps 400 are Nazis and another 1,000 Nazi sympathizers. As to the Italians, here as elsewhere they possess few Roman virtues and few Roman vices. The Bavarian Radio revealed that "85 per cent of the leading officials in the West German Foreign Office are former Nazis," a proportion even greater than when the ministry was headed by officer Joachim von Ribbentrop. The broadcast included an interesting statistical picture of the current personnel. At a meeting of experts called to Paris to discuss the question of a European army, French officers expressed resentment that their German opposites were accompanied by advisers who had formerly been notorious Nazis. One fine morning in the middle of June, 1945, the author sat in the front of an army air-force truck bouncing over the shell-pocked roads of central Germany. He was on a strange mission. In his pocket were secret orders assigning him to "Project Lusty," a high-speed air-force operation designed to snatch out of Germany all Nazi war scientists before the Allies Russian, British, or French-could get to them. Two days earlier, at air-force headquarters, a hulking, hard-faced colonel had handed him orders and led him to a map in a briefing room. "You see that black line?" he said. "That's where they've stabilized with Russians, for the time being." As they are supposed to turn a large area over to the Russians about July 1 as far as this red line.
